Martin Cruz Smith (1942 to 2025) was a prolific author of mystery and suspense fiction, publishing over 30 novels. He was best known for his 11-book series featuring Russian investigator Arkady Renko, who was introduced in 1981 with ‘Gorky Park’ and last appeared in ‘Hotel Ukraine’. ‘Gorky Park’ was made into a successful Hollywood movie starring William Hurt.

Arkady Renko series

1981 Gorky Park – Introducing Russian/Soviet detective Arkady Renko, and the case of the three faceless corpses found in Gorky Park, in the heart of Moscow, who turn out to be victims of John Osborne, the slick American smuggler of priceless live sables.

1989 Polar Star – In the first Arkady Renko novel, Renko had clashed with his own superiors in Moscow. Now he is forced to flee across Russia, turning up some years later, working on a Soviet fish factory ship in the Bering Sea. Here, once his former profession becomes known, he is called on by the captain to solve the mystery of a female crew member whose body is caught in one of the ship’s own fishing nets. Who murdered her? And why?

1992 Red Square – After inadvertently helping the Russian security services in the previous book, Arkady is restored to his job as investigator in Moscow. It is 1991 and the Soviet Union is on the brink of dissolution so his bosses are happy to despatch the ever-troublesome Arkady to Munich, then on to Berlin, to pursue his investigations into an art-smuggling operation – to be reunited with Irina (who he fell in love with in Gorky Park) – before returning for a bloody climax in Moscow set against the backdrop of the August 1991 military coup.

1999 Havana Bay – Some years later, depressed by the accidental death of his wife, Irina, Arkady is sent to Havana, Cuba, to investigate the apparent death of his old adversary, ex-KGB officer Colonel Pribluda. He finds himself at the centre of a murderous conspiracy, in an alien society full of colourful music by day and prostitution and voodoo ceremonies by night, and forced to work closely with a tough local black policewoman, Ofelia Orosio, to uncover the conspiracy at the heart of the novel.

2004 Wolves Eat Dogs The apparent suicide of a New Russian millionaire leads Arkady to Chernobyl, the village and countryside devastated by the world’s worst nuclear accident – and it is in this bleak, haunting landscape that Arkady finds a new love and the poisonous secret behind a sequence of grisly murders.

2007 Stalin’s Ghost The odd claim that Stalin has been sighted at a Moscow metro station leads Arkady to cross swords with fellow investigator Nikolai Isakov, whose murky past as a special forces soldier in Chechnya and current bid for political office come to dominate a novel which broadens out to become an wide-ranging exploration of the toxic legacy of Russia’s dark history.

2010 Three Stations In the shortest novel in the series, Arkady solves the mystery of a ballet-obsessed serial killer, while the orphan boy he’s found himself adopting, Zhenya, has various adventures in the rundown district around Moscow’s notorious Three Stations district.

2013 Tatiana – is Tatiana Petrovna, an investigative journalist who appears to have jumped to her death from the 6th floor of her apartment block. When Arkady investigates her death he discovers a trail leading to Kaliningrad on the Baltic Coast and a huge corruption scandal which will involve him in love and death amid the sand dunes of the atmospheric ‘Curonian Split’

Standalone novels

1986 Stallion Gate – Set in 1945 at Los Alamos, during the development of the first atomic bomb, Stallion’s Gate blends real historical figures, namely J. Robert Oppenheimer, with fictional characters, namely Sergeant Joe Peña, a Native American soldier, former boxer, and jazz pianist, recruited from military prison to work as Oppenheimer’s driver and secretly spy on him for security chief Captain Augustino. The novel contrasts the instrumental, western mindset of the physicist and the army, with the values of Native American culture.

2002 Tokyo Station – Set in Japan, during three key periods — 1920s Tokyo, 1937 Nanking, and 1941 Tokyo— culminating just before the Japanese attack on Pearl Harbour. The novel covers Harry Niles, an American raised in Japan – con man, nightclub owner, fixer, and spy – as he moves through its criminal underworld and high society. As war approaches, pressure intensifies: enemies close in, alliances shift, and escape becomes urgent!

Frederick Forsyth reviews

Frederick Forsyth (1938 to 2025) was an English novelist and journalist. He’s best known for the string of meticulously researched popular thrillers he wrote in a 30-year career between the early 70s and the early Noughties. He wrote 14 novels in total, none of them as good as the debut, his first and best novel ‘The Day of the Jackal’. By 2006 he had sold more than 70 million books in more than 30 languages and a dozen of his works had been adapted to film, again none as atmospheric and iconic as the brilliant movie version of ‘Day of the Jackal’, starring Edward Fox.

Before becoming a novelist Forsyth was a journalist for Reuters, then the BBC, and did important coverage of the Biafra War in Nigeria. This journalistic training meant that even when his novels suffer from ridiculous plots and paper-thin characters, they still contain a lot of fascinating information, partly about guns and hardware, but mostly about the security services, armies or terrorist groups (for example, al-Qaeda) that they’re set among.

1971 The Day of the Jackal It is 1963. An international assassin is hired by right-wing paramilitary organisation, the OAS, to assassinate French President, Charles de Gaulle. The novel follows the meticulous preparations of the assassin, code-name Chacal, and the equally thorough attempts of the ‘best detective in France’, Commissaire Lebel, to track him down. Surely one of the most thoroughly researched and gripping thrillers ever written.

1972 The Odessa File It is 1963. German journalist Peter Miller goes on a quest to track down an evil former SS commandant and gets caught up in a high-level Nazi plot to help Egypt manufacture long-range missiles to attack and destroy Israel.

1974 The Dogs of War City magnate Sir James Manson hires seasoned mercenary Cat Shannon to overthrow the dictator of the (fictional) West African country of Zangaro, so that Manson’s mining company can get its hands on a mountain virtually made of platinum. This very long novel almost entirely amounts to a mind-bogglingly detailed manual on how to organise and fund a military coup.

1975 The Shepherd A neat, slick Christmas ghost story about a post-war RAF pilot whose instruments black out over the North Sea but who is guided to safety by an apparently phantom Mosquito, flown by a pilot who disappeared without trace during the war.

1979 The Devil’s Alternative A Cold War, geopolitical thriller confidently describing machinations at the highest levels of the White House, Downing Street and a Soviet Politburo riven by murderous factions and which is plunged into emergency by a looming grain shortage in Russia. A plot to overthrow the reforming leader of the Soviet Union evolves into a nailbiting crisis when the unexpected hijacking of an oil supertanker by fanatical Ukrainian terrorists looks like it might lead to the victory of the hawks in the Politburo, who are seeking a Russian invasion of Western Europe.

1984 The Fourth Protocol Handsome, former public schoolboy, Paratroop Regiment soldier and MI5 agent John Preston, first of all uncovers the ‘mole’ working in MI5, and then tracks down the fiendish Soviet swine who is assembling a tactical nuclear device in Suffolk with a view to vaporising a nearby US Air Force base. the baddies’ plan is to rally anti-nuclear opinion against the Conservatives in the forthcoming General Election, ensuring a Labour Party victory and then (part two of the plan) replace the moderate Labour leader with an (unspecified) hard-Left figure who would leave NATO and effectively hand the UK over to the Russians. A lunatic, right-wing fantasy turned into a ‘novel’.

1989 The Negotiator Taciturn Clint Eastwood-lookalike Quinn (no first name, just ‘Quinn’) is the best negotiator in the business, so when the President’s son is kidnapped Quinn is pulled out of quiet retirement in a Spanish village and sent to negotiate his release. What he doesn’t realise is the kidnap is just the start of a bigger conspiracy to overthrow the President himself!

1994 The Fist of God A journalistic account of Saddam Hussein’s 1990 invasion of Kuwait and the ensuing US-led ‘Desert Storm’ operation to throw him out, complete with insider accounts of the Western military and intelligence services and lavish descriptions of scores of hi-tech weaponry. Against this backdrop is set the story of one man – dark-skinned, Arabic-speaking Mike Martin who goes undercover posing as an Arab, first in occupied Kuwait, then – even more perilously – in Baghdad itself, before undertaking a final mission to locate and assist the destruction of Saddam’s atom bomb (!) and the Supergun designed to fire it at the Allies. Simultaneously gripping in detail and preposterous in outline.

1996 Icon Hot shot CIA agent Jason Monk is brought out of retirement to foil a fascist coup in post-communist Russia in a novel which starts out embedded in fascinating contemporary history of Russia but quickly escalates to heights of absurdity, capped by an ending in which the Russian people are persuaded to install a distant cousin of our very own Queen as the new Tsar of All The Russias! Sure.

2003 Avenger A multi-stranded narrative which weaves together the Battle of Britain, the murder of a young American aid worker in Bosnia, the death of a young woman in America, before setting the tracking down of a Serbian war criminal to South America against a desperate plot to assassinate Osama bin Laden. The least far-fetched and most gripping Forsyth thriller for years.

2006 The Afghan Ex-SAS man Colonel Mike Martin, hero of The Fist of God, is called out of retirement to impersonate an Afghan inmate of Guantanamo Bay in order to infiltrate Al Qaeda and prevent their next terrorist attack. Quite a gripping thriller with an amazing amount of detailed background information about Afghanistan, the Taliban, Al Qaeda, Islamic terrorism and so on.

2010 The Cobra Two lead characters from Avenger, Paul Devereaux and Cal Dexter, are handed the task of wiping out the illegal cocaine trade on the authority of Barack Obama himself. Which leads to an awesome display of Forsyth’s trademark factual research, scores of pages building up a comprehensive picture of the drugs industry, and to the detailed description of the multi-stranded operation which almost succeeds, until lily-livered politicians step in to halt it.

2013 The Kill List Another one about Islamic terrorism. The Preacher, who has been posting jihadi sermons online and inspiring a wave of terrorist assassinations, is tracked down and terminated by US marine Christopher Carson, aka The Tracker, with a fascinating side plot about Somali piracy thrown in. Like all Forsyth’s novels it’s packed with interesting background information but unlike many of his later novels, this one becomes genuinely gripping at the end.

Short stories

1982 No Comebacks Ten short stories combining Forsyth’s strengths of gripping technical description and clear fluent prose alongside his weaknesses of cardboard characters and improbable plots – but the big surprise is how many of them are clearly comic and satirical in intention.

1991 The Deceiver A set of four self-contained, long short stories relating exciting incidents in the career of Sam McCready, senior officer in the British Intelligence Service, as he approaches retirement. More gripping than the previous two novels, with the fourth and final story being genuinely funny, in the style of an Ealing comedy starring Alec Guinness.

2001 The Veteran Five very readable short stories: The Veteran, The Art of the Matter, The Miracle, The Citizen, and Whispering Wind – well engineered, sleek and almost completely devoid of real human psychology. Nonetheless, the vigilante twist of The Veteran is imaginatively powerful, and the long final story about a cowboy who wakes from a century-long magic sleep to be reunited with a reincarnation of his lost love has the eerie, primal power of a yarn by Rider Haggard.

Autobiography

2015 The Outsider – At age 76 Forsyth writes his autobiography in the form of a series of vignettes, anecdotes and tall tales displaying his characteristic briskness and dry humour. What an extraordinary life he’s led, and what simple, boyish fun this book is.

Zofia Rydet: Sociological Record @ the Photographers’ Gallery

In 1978, when she was 67, Polish artist and photographer Zofia Rydet (1911 to 1997) set out to photograph the inside of every Polish household. She would approach a home unannounced, knock and introduce herself, and ask the people living there if they would like to take part in her project. The result was her ‘Sociological Record’ (Zapis socjologiczny), a monumental project and one of the most important achievements in 20th century Polish photography – and this is a big exhibition devoted to the best and most representative images taken from this treasury.

Aim and timeframe

When she started the project, Rydet was already an artist with a well-established reputation. The Record aimed to satisfy her interest in The Home as a metaphor for human life, in the ways domestic interiors reflect personal people’s aesthetic, religious or political views, but are also repositories of histories and values which were fast disappearing.

Work on the ‘Sociological Record’ would eventually span over 12 years from 1978 to 1990, becoming an increasing obsession for Rydet as she approached the end of her life. During these years she photographed people in their homes, at their doorsteps, building exteriors and landscapes. She also returned to the same houses several years after she first visited to document the transformation of rural Poland.

Historical background

The creation of Zofia Rydet’s ‘Sociological Record’ coincided with a turbulent period in Poland. In 1978 the country was under communist rule and sinking into a deepening economic crisis. This was the backdrop to the rise of the independent trade union Solidarity (Solidarność), a wave of strikes, and the imposition of martial law in December 1981. A long decade of repression ensued, ended only as the Soviet Union began to collapse, triggering the fall of communist regimes across the bloc, and the first free Polish elections in 1989.

Plentiful negatives and rare prints

The Record includes over 20,000 negatives taken in more than 200 provinces of Poland and abroad. By the mid-1980s, Rydet’s drive to document her subjects left no time to spend in the darkroom so she left numerous boxes of negatives. This exhibition focuses on the relatively rare number of prints the artist made in her lifetime alongside books and personal letters.

Over time the Record grew into a multifaceted work and developed into a number of subcategories and independent series. These include: Women on Doorsteps; the Myth of Photography; Windows; Professions; Presence; The Infinity of Distant Roads and more.

Although the work does include residents in towns and cities, most of the photographs focused on rural areas where she witnessed traditional ways of life and folk culture fast disappearing, and it’s these simple, rural dwellings and people who look like peasants, living in grim conditions, who the Record records.

On the Road

Many of Rydet’s journeys were undertaken by bus and this location or situation, too, evolved into an independent series. She always photographed from the front seat, behind the driver, making sure to capture the reflection in the mirror. A couple of examples are on show.

She also developed a series of photographs of roads and road signs, some of which would be incorporated into a subcategory titled ‘The Infinity of Distant Roads’ (Nieskończoność dalekich dróg).

Categories and themes

Women on Doorsteps

Women on Doorsteps, or Standing Women, is the most consistently visualised sub-series within the ‘Sociological Record’. The women of the household would often be the first to greet Rydet on her field trips and, as such, they made a great impression on her.

Like the work of Boris Mikhailov in the gallery above, Rydet’s work gains immeasurably from being organised into sets. The consistent composition and framing of the ‘Women in Doorways’ series allows you to dwell on the individuality – the great variety in shapes and sizes – not only of the women but of the doorways. After a while I found the design and construction of the walls and doorways as, if not more, fascinating than the people.

Houses

From shooting a doorway it’s only a few steps backwards (literally), to taking photos of the whole house and so a new category was born. The majority are rural homes and outbuildings which have been, as you can see, beautifully staged against a vast wall-sized blow-up of a particularly striking example.

She chose distinctive structures, often with traditional designs, recognising the limited time many of them had remaining, as many were being cleared and rebuilt following the death or departure of their owners.

People in interiors

The idea of documenting the interiors of homes came to Rydet from a visit to a Polish car factory in Jelcz. Speaking to journalist and photographer Krystyna Łyczywek, she said:

‘There one of the factory halls had been turned into cubicles, office rooms. And although they were identical, they differed greatly from one another, because the people working there decorated them with whatever they liked to look at. You name it, it was there!… Beautiful girls and holy pictures, jazz idols and photos of children, hunters’ trophies and rosaries… Each of these individuals left the mark of their personality. And that’s how it all began…’

When Rydet started the project in 1978, her working method became quickly established. She would walk around a local area, knock on strangers’ doors, and ask to come in and take pictures. Rarely refused, she would then pose people against a wall, using a wide-angle lens and a strong flash to capture details in the often poorly lit interiors. The sitters were asked not to smile, in part a reflection of the importance she attached to the work but presumably also to ensure a consistency of approach.

Rydet wrote of the Record:

‘It is meant to faithfully show a person in their everyday environment, among that sort of shell they create for themselves, which on one hand becomes more of their intimate and private surroundings – the interior – but which also reveals their psyche, sometimes saying more about them than they themselves could.’

The title ‘Sociological Record’ was coined by Rydet’s friend, art historian and critic Urszula Czartoryska. Although Rydet adopted it, she had some reservations about its abstract and ‘scientific’ character.

Windows

Obviously, as well as specific rooms (bedroom, living room), houses have a number of distinct elements such as doors and windows. Alongside other aspects, Rydet came to realise that windows perform an important function, in fact a host of functions:

– In the low light of rural cottage interiors, the kitchen table is often placed by the window, a central focus of family life, revolving around shared meals and food preparation, repairing household items, conversations, and more.

– The window is also an opening onto the neighbourhood, a vantage point where private space turned outward, towards what was communal and external.

– Windows and window sills can also serve a decorative function, displaying plants, religious icons, and family photographs. They offer a kind of intensification of the personality or character of the owners.

The Myth of Photography

This is a meta move. After photographing a certain number of domestic interiors, Rydet realised that an important part of many people’s interiors is other photographs. Often these are rare and precious objects portraying family members, or the now-ancient occupants of the houses as beautiful young couples.

These were often a specifically Polish artefact, the traditional hand-painted wedding photographs known as monidła. In these cases, she would sometimes pose her sitters holding their own photographs or would prop the images up to enhance the composition.

As soon as you think about it, you realise that photographic images have been freely available, even to the poorest households, and people can choose any images to ornament their lives or express their personalities. Older people have images of Polish politicians or historical figures or writers…

Whereas it’s very noticeable that younger people decorated their rooms with image of western pop and lifestyle images.

Presence

Of course the images most prevalent in older people’s homes were religious, Christian, images of Christ, the Virgin Mary and, of course, the famous Polish Pope, Pope John Paul II, head of the Catholic church from October 1978 until his death in 2005. The Pope was not only an immensely important spiritual figure through the 1970s and 80s but also supported the country’s political aspirations for system change and liberation from Soviet influence.

So it was inevitable that images of the Pope appear in so many of the interiors that Rydent decided to create another sub-genre of them, titled ‘Presence’. There’s no mention anywhere of whether Rydet herself was a person of faith. Here, as in so many of the photos and categories, it feels like she is recording and taxonomising, with no value judgements, precisely with the detachment of a sociologist recording what they see.

Professions

Rydet was fascinated by folk culture and disappearing ways of life. This series of people at work particularly focuses on small workshops, local crafts and services, village shops and so on, places which, like the rural houses she photographed, were undergoing rapid modernisation or being abandoned by farmers migrating to cities.

Professions shown here include a postman, an artist, a sign maker, a tailor and teacher. The curators compare them to the German photographer August Sander’s epic project to document the people of his nation between the wars, or the famous Photography Unit of the Farm Security Administration program during the Great Depression in the United States. Which begs the question, why was this type of encyclopedic sociological project undertaken in Germany and the States in the 1930s, but not until half a century later in Poland?

Epitaph

The ‘Epitaph’ series was created in 1980 during a return visit to the Biadacz family in Upper Silesia. Following her first visit, Rydet returned to discover the elderly couple she had photographed had recently died. And so she photographed their wedding portrait, found in the empty house, against various backdrops – domestic objects, the yard, the field, the graveyard.

Rydet wrote:

‘Not only people vanish, but also everything that surrounded them. Only photography can stop time. Only photography has the power to overcome the spectre of death, and that is my unending struggle with death and transience.’

Is that true? Can only photography stop time? I doubt it. It’s more that photography gives us a heightened sense of time passed, of the passage of time. Also, I know this was done out of kindness but it’s hard for the jaded Londoner not to detect a surreal aspect to this idealised double portrait popping up in a variety of locations.

Putin’s Wars: from Chechnya to Ukraine by Mark Galeotti (2022)

This is a very military history. Seeing as it also covers the decade before Vladimir Putin came to power, and that it is very focused on the minutiae of the Russian Army, Navy and Air Force, as well as details of the various reforms and reorganisations they have undergone during the Putin years, the book could more accurately have been titled ‘A History of The Russian Army, Navy and Air Force, 1990 to 2022’.

Military units

Here’s an example of what I mean by military minutiae. This is Galeotti’s description of the Russian army’s invasion of Chechnya:

From the north Major General Konstantin Pulikovsky led a mechanised force drawn from the 81st and 276th Motor Rifle regiments and a battalion of the 131st Independent Motor Rifle Brigade. From the west Major General Valery Petruk led elements of the 19th Motor Rifle Division supported by two regiments and two battalions of paratroopers along the railway tracks to seize the central station and then advance on the presidential palace. From the east, the 129th Motor Rifle Regiment and a battalion each of the 98th and 104th Airborne Divisions under Lieutenant Colonel Nikolai Staskov would make a similar thrust along the railway line to Lenin Square in the heart of the city and from there take the bridges across the Sunzha river. From the north-east, Rokhlin himself would lead elements of the 255th and 33rd Motor Rifle Regiments and the 66th Reconnaissance Battalion of the 20th Motor Rifle Division to take the Central Hospital complex, while units of the 76th and 106th Airborne Division would secure the Lenin and Sheripov oil processing factories and chemical works to prevent the rebels from destroying these crucial economic assets. (p.61)

The accounts of all the wars feature lots of paragraphs like this, precise accounts of which units under which commanders went where and how they fared in the fighting.

There’s also a lot of analysis of organisational and administrative reforms from between the wars, as Galeotti gives detailed accounts of the attempts of successive Russian defence ministers, most notably Anatoly Serdyukov and then Sergei Shogai, to reform the Russian army against opposition and inertia from the military high command.

Hence the chapter titled ‘New Look Army’ (pages 142 to 152), which gives us detail of how the Defence Minister and head of the general staff implemented the 2010 plan for a new-look Russian army, half the size of its predecessor but better equipped and better trained, with better retention of conscripts, fewer but better quality senior officers.

Galeotti explains, with maps, the reorganisation of the army into half a dozen military districts, gives a detailed breakdown of what a new-look motorised rifle brigade consisted of (3,800 officers and men) plus a list of all its components (including 1 nuclear, biological and chemical company) and so on. And a similar level of description of the new-look air force and navy, followed by an organogram showing the chain of military command starting with the president and working down.

And then the last 90 or so pages of the original edition of this book (before he added a new chapter about the Ukraine War), pages 229 to 310, present a very detailed review of the current state of all Russia’s fighting forces, army, navy and air forces, along with special forces, paratroopers and black berets, nuclear weapons and so on, as of the time of writing (April 2022).

In this long final section the book turns into a version of ‘Janes Fighting Ships’ only about all aspects of the Russian fighting machine, giving mind-numbing details of the speed, size, range, design and latest versions of a wide range of military kit, from machine guns (the AK12 to replace the ageing AK74) to its sole aircraft carrier (the Admiral Kuznetsov), along with equally excessive detail of each service’s organisational structure, divisions, brigades and so on and so on. Take the opening of the Spetsnaz section:

The Spetsnaz comprise seven regular brigades of various sizes, in total constituting perhaps 19 battalion-size units called Independent Special Designation Detachments (OOSN) each with around 500 personnel. The relatively small 22nd Brigade has just two OOSN, the 173rd and 411th, for example, while the large 14th Brigade… (p.292)

And so very much on, for page after page after page of excruciating detail.

I was looking for a book about the geopolitics of Putin’s Wars and that’s certainly here, attached to his fairly brisk accounts of each conflict, and when he summarises it, Galeotti is very good. But his accounts of the political background to each conflict, and even the wars themselves, take second place to his forensic analysis of Russian fighting forces and how they have changed and evolved since 1990.

Military biographies

As for the key political and military players, as the book trundled on I realised Galeotti was devoting quite a lot of time to them. All the key players in the 30-year period of the Russian army which he covers are given potted biographies. Putin is the most obvious one, along with sometime prime minister Dmitry Medvedev, but all the defence ministers, the key generals in each of the wars, and the leaders of the respective nationalist or independence uprisings, all are given a half-page potted biography (for example, the extended profile of key defence minister Sergei Shogai on pages 155 to 159).

Slowly this builds up into a sort of indirect social history, because all of them grew up in the ’60s, ’70s or ’80s, their life stories include snapshots of their lives and careers during the late Cold War, the Afghan War, the chaos of the Yeltsin years and so on. It isn’t a collective biography but, taken together, the many individual biographies begin to sketch out a network of real lives, and so start to give a feel for the institutional life of the last years of the Soviet Union.

The 1990s

For Russia the 1990s were a decade of chaos at home and humiliating conflicts abroad. The army almost fell apart amid the chaos following the end of the Soviet Union and economic collapse: stories of soldiers reduced to begging in the streets and even dying of malnutrition. In February 1991 the Warsaw Pact, which had been the West’s bogeyman since its inception in 1955, was formally disbanded.

Prime example of the chaos was how nationalist President Boris Yeltsin inherited a Duma packed with communists who blocked his every move, the standoff escalating to a crisis in October 1994 when pro-communist crowds seized TV channels and the Duma building, which prompted Yeltsin, on 4 October 1993, to send in the army who shelled their own parliament building, starting a fire which ended up gutting it. Like some chaotic Third World country.

Putin was manoeuvred into power by the KGB and other forces who wanted social and political stability after a decade of chaos under Yeltsin. As you’d expect, there are pages detailing Putin’s non-descript career, how he came over as loyal, reliable and dependable to a series of powerful men, until shadowy forces in the KGB and military helped broker the deal whereby Putin was nominated by Yeltsin to be his successor as president, on condition that he passed an act of immunity freeing Yeltsin from prosecution for his umpteen acts of corruption. Putin was made president in December 1999 and his first act was to pass this immunity law for drunk Boris.

All this Russian drunkenness, chaos and corruption is amusing to read about but the point that matters is that Putin came to power determined to restore Russia’s status as a superpower. He and his sponsors wanted to Make Russia Great Again (p.169).

‘Near abroad’

Putin wants to restore the territory lost to Russia when all the other Soviet states declared independence. Galeotti quotes a Russian defence minister in 1995 talking about ‘Near abroad’, meaning the countries and territories adjacent to Russia which it dominated for over a century through its Tsarist empire, and then bossed around through the Soviet era. It’s a well enough known phrase for Wikipedia to have an article on it, defining Russia’s ‘near abroad’ as ‘the post-Soviet states (other than Russia itself) which became independent after the dissolution of the Soviet Union.’

This concept overlaps with the nationalist notion of a Greater Russia which transcends modern borders to include all the old Tsarist territories. Both of them justify Russia interfering in, invading and taking control of their neighbours.

Reuniting the Russian people

During the Soviet Union entire populations were moved around the different republics with little concern for the consequences. It didn’t matter in the borderless USSR but it became very important when all the former Soviet Republics became independent states. At a stroke no fewer than 20 million Russians found themselves stuck in ‘foreign’ countries. To put it another way, all the countries bordering Russia contain Russian minorities, sometimes quite sizeable minorities.

The most obvious examples are the large Russian-speaking communities in the Crimea and in Eastern Ukraine which gave Putin the excuse for invading both of them in 2014 but there are also vocal Russian minorities in, for example, all three Balkan states. At any moment Putin might stir them into protests and then use these protests as a pretext for invading, pretty much as Hitler invaded the Sudetenland in 1938, to reunite its protesting Germans with the Fatherland. Which is why the leaders of the Baltic states are so worried.

So Putin 1) believes Russia has total command over its sphere of influence which can be defined as 2) Greater Russia, Russia at its greatest extent under the empire and also, maybe, the Soviet Union, and 3) wants to liberate these Russian communities now in foreign countries and reunite them with the Holy Motherland.

Russian irredentism

Yet another way of describing the same thing is the term Russian irredentism:

Russian irredentism refers to territorial claims made by the Russian Federation to regions that were historically part of the Russian Empire and the Soviet Union, which Russian nationalists regard as part of the ‘Russian world’. It seeks to create a Greater Russia by politically incorporating ethnic Russians and Russian speakers living in territories bordering Russia. This ideology has been significantly defined by the regime of Vladimir Putin, who has governed the country since 1999. It is linked to Russian neo-imperialism.

Insofar as all the old republics of the Soviet Union are now independent nation states, the Putin Doctrine represents a permanent threat to peace in Europe.

Comparison with Hitler

In many ways it’s like the situation of the German people after World War One. When the victorious Allies imposed the punitive Treaty of Versailles on defeated Germany they redrew the map of Europe so that no fewer than seven million Germans found themselves stuck in countries outside Germany. This was partly what Hitler was about with his popular promise to reunite all ethnic Germans in an expanded Fatherland. This, for example – its large German population – was why Hitler demanded the area known as the Sudetenland back from the state of Czechoslovakia, a nation which was only created by the Treaty of Versailles and which Hitler refused to recognise as a real country.

Putin is very close to Hitler’s way of thinking. He, Medvedev, foreign secretary Sergei Lavrov, members of his political party (United Russia), commentators and intellectuals, have all been lined up to claim that Ukraine simply isn’t a country, it has no claim to be a nation state. It was, is and always will be part of Greater Russia.

In his 2021 essay ‘On the Historical Unity of Russians and Ukrainians’, Putin referred to Russians, Ukrainians and Belarusians as ‘one people’ making up a triune Russian nation. He maintained that large parts of Ukraine are historical Russian lands and claimed there is ‘no historical basis’ for the ‘idea of Ukrainian people as a nation separate from the Russians’.

It would be one thing if this was just the view of a particular clique or party but in fact these nationalist, neo-imperial views are very popular across Russia. That’s the real worry. That even if Putin and his entire clique were vaporised it wouldn’t change the fundamental neo-imperial irredentist mindset of the entire Russian ruling class and a large part of its population. Russia is committed to being a source of instability and conflict in Eastern Europe for the foreseeable future…

Russian paranoia

To which we must add Russian paranoia. The whole premise of the Russian forces in all services, of Russian military doctrine, of the vast amount spent on arms and men, is that everyone wants to attack and destroy Russia. All Russian officials toe the Putin line that Russia is permanently under serious threat. Former head of the FSB, Nikolai Patrusheve, is on the record as saying the United States ‘would very much like Russia not to exist as a country’ (quoted p.312). As Galeotti puts it:

We can never underestimate the paranoias and resentments of Putin and his circle… (p.307)

Paranoia is defined on Wikipedia as:

an instinct or thought process that is believed to be heavily influenced by anxiety, suspicion, or fear, often to the point of delusion and irrationality. Paranoid thinking typically includes persecutory beliefs, or beliefs of conspiracy concerning a perceived threat towards oneself i.e. ‘Everyone is out to get me’.

If it’s a mental illness or psychiatric condition then the entire Russian military-political establishment is mentally ill.

Weakness of the Russian army

However, when he came to power Putin faced a simple challenge which was the army left to the Russian Federation after the collapse of the USSR was in very poor shape and this book is very largely about the efforts of his successive defence ministers, and hand-picked senior military staff, to reform and improve it.

Early on Galeotti mentions all kinds of reasons for the Russian army’s weakness. Obvious ones were chaos, mismanagement and universal corruption. The tradition of building a mass army of over a million using reluctant conscripts. The way the conscripts were signed up in two waves, in the spring and autumn, ensured lack of overlap and consistency. Galeotti also says the Russian army has a long-standing problem because it lacks the rank of non-commissioned officer that the British army has, the rank of men who’ve risen from private, command the trust of and speak the language of the ordinary soldiers, can convert officers’ orders into do-able actions.

Another problem was the Russian army has a centuries-old tradition of hazing, dedovshchina or ‘grandfathering’. Like everything Russian this is the legitimisation of brutal bullying designed to turn raw recruits into ‘men’. But, as well as regularly actually killing them, it of course does nothing of the sort, turns no-one into ‘men, it just brutalises them, preparing them to rape, pillage and torture whatever foreign population is unlucky enough to be occupied by them.

Then there was the vast problem of out-of-date equipment. Galeotti has passages throughout the book detailing the shortcomings of all kinds of Russian military kit, from tanks to body armour. The lack of reliable radios and communications led to friendly fire incidents in all the wars he describes. Half the Russian planes and helicopters shot down in the short Georgian war (7 to 12 August 2008) were shot down by their own side.

Hence the central thread which the book comes back to again and again, which was the efforts of successive defence ministers to reform the army, navy and air force at all levels, in all ways. Maybe the book should have been titled ‘The Reform of the Russian Army 1990 to 2022′.

Bad advice

I was amused that Yeltsin was encouraged to embark on the First Chechen War (11 December 1994 to 31 August 1996) by his advisers and Minister of Defence, who assured him they would take Grozny and pacify the country in a matter of weeks, that it would be a ‘bloodless blitzkrieg’ (p.56). The Russian attack began in November 1994 and was dogged by failure of every kind – ‘The plan was doomed from the start’.

Compare and contrast the over-optimistic advice given to George W. Bush about the invasion of Iraq, ‘they’ll be welcoming us with open arms and throwing flowers’ etc.

Compare and contrast Britain’s defence staff telling Tony Blair they could easily cope with policing Basra and sending troops to Helmand Province in Afghanistan, no problem.

Compare and contrast the Russian military establishment assuring Putin they could invade Ukraine, overthrow the government and elect a Russia-friendly administration within a week.

These military advisers, eh? Maybe the beginning of wisdom is never trust anything your military advisers tell you.

The First Chechen war (December 1994 to August 1996)

The First Chechen War was a disaster for the Russian army. It has been outsmarted and outfought, even losing cities to a ramshackle guerrilla army. All the inefficiencies, brutality and corruption of the army had been put on public display. (p.67)

The Second Chechen War (August 1999 to April 2000)

This time the Russians had a better plan and knew to advance slowly, pacifying and securing territory as they went, rather than the strategy in the first was which was to race to the capital Grozny leaving all the territory outside under the control of insurgents.

The Russo-Georgian War (August 2008 Russo-Georgian War)

The underwhelming performance of the military in Georgia… (p.88)

In 2008 when mighty Russia took on tiny Georgia, more than a quarter of all the armoured vehicles deployed simply broke down before they even reached the battlefield. (p.239)

It only lasted a week but, according to Galeotti, it was a war of blunders, including the bombing of abandoned airfields, officers lost to friendly fire and advances halted by broken-down vehicles (p.120). From his point of view – concerned with the issue of military reform – this little offensive was important because it gave Shogai and Putin the ammunition they needed to push through their sweeping reforms against resistance from the Army staff.

Annexing Crimea

Crimea had been part of the Russian empire for centuries and only (rashly) given by Nikita Khrushchev to the Ukraine Soviet Republic in 1954. So it was a prime example of the Greater Russia argument, the argument that, at the chaotic collapse of the Soviet Union, many territories which had for centuries been part of Russia were abruptly included in what were suddenly newly independent nations, often against the wishes of their Russian minorities.

Thus Ukrainians in western Ukraine were thrilled when their popular Euromaidan uprising led to the overthrow of Russia-leaning president Viktor Yanukovych and the establishment of a western-friendly government, but the large Russian minority in Crimea was genuinely scared, especially when the Kiev government indicated that they were going to remove Russian as an official language, remove Russian street signs etc. All this played into Putin’s master narrative:

Reading Galeotti’s account of the annexation of Crimea, what’s impressive was the lack of violence and Russian brutality. Russia infiltrated special units (Galeotti, of course, gives minute detail of just what units, led by which commanders, were deployed where) to all the key command points before the Ukraine high command had cottoned on to what was happening.

Crimea was an extraordinary military success. (p.178)

Local support

A key point is that a lot of Crimeans are ethnic Russians and genuinely welcomed the annexation. Putin organised a quick referendum and claimed 97% of the population approved the annexation (p.177). Do they think the rest of the world is stupid? Or are they so trapped inside their chauvinist box that they think Soviet-era electoral fictions are viable? Maybe both. They might as well have claimed 200% of the electorate wanted reunification with Russia. This kind of thing brings down derision and contempt on the Putin administration but they don’t see it.

And all along, as Galeotti points out, it isn’t necessary. If they had held a free and fair referendum, chances are the pro-Russian vote would still have won. But the Russian political elite has no concept of what democracy is and how to use it. The heirs to 250 years of Mongol khans and 400 years of tsars and 75 years of communist totalitarianism, the Russian elite literally knows no other way of ruling except via top-down diktats.

Comparison of Russian nationalism and Islamism

A key point, and a running thread through the book, is that in all these conflicts – Chechnya, Georgia, Moldova, Ukraine – the situation was made messy and confusing by the involvement of local militias. Chechnya is fascinating because some of the forces fighting the Russians were straight nationalists but, given the era and the proximity to Afghanistan, many of them were Islamic groups fighting for something else entirely, for the creation of an Islamic Caliphate in the Caucasus.

In a sense this kind of Islamic ideology and Russia’s chauvinism have a lot in common in that 1) they both inspire a kind of messianic intensity of belief and, 2) on a more practical level, that they don’t believe in borders. Greater Russia chauvinism flies free of accepted borders, borders are the enemy, keeping good Russians trapped in foreign countries created by an alien settlement somehow engineered by the perfidious West. Russia will only be great when these invalid nation states are swept away and the borders redrawn to include all true Russians in the genuine Greater Russia.

Identically the same with Islamist ideology, which believes all the borders and nation states of the Middle East were created by Western imperialists and the region will only be strong and pure when all believers are united in the restored caliphate, free of the trappings of the imperial West.

It’s a match made in heaven.

The role of militias in near Russian countries

To come back to the role of local militias, something which makes all the Russia wars feel very distinctive is that they were and are fought in places which are already riven by ethnic and tribal and cultural division. To read about Chechnya and Georgia is to be impressed by how fissile those ‘nations’ already were. The authorities in Georgia’s capital, Tbilisi, had only nominal control over the entire region of South Ossetia which was packed with pro-Russian separatists or, over to the west, on the Black sea coast, with the region of Abkhazia, ditto.

These are ‘countries’ which 1) already featured a large pro-Russian community and 2) were and are characterised by a high level of clan and tribal attachment which converts into tribal politicians, tribe-based mafias and, by an easy extension, clan-based militias.

The complicated role played by local militias in very clan-based, feuding societies is a central feature of all these conflicts.

Donbas and beyond

And continued in the Ukraine. For even as he was infiltrating his troops into Crimea for what proved to be a surprisingly bloodless annexation (February 2014), Putin was also encouraging local pro-Russian militias in eastern Ukraine.

The fascinating aspect of Galeotti’s account is how the conflict in the Donbas region of eastern Ukraine began spontaneously, with coalitions of independence politicians, activists, and rag-tag militias taking on the Ukrainian authorities. It certainly wasn’t a carefully planned operation like the annexation of Crimea, the opposite, and for some time the Kremlin didn’t know how to react. To begin with they began to siphon military hardware to the more successful pro-Russian militias, followed, after some months, by military advisers.

Galeotti says that in these early phases the aim was to warn the new pro-western regime in Kiev of the consequences of allying with the West, no more. However, as the Ukraine army got its act together and, working with pro-government militias, began to drive the pro-Russia forces East, the Kremlin had to decide whether to acquiesce in their defeat or escalate. They chose to escalate and sent in regular Russian troops, breaching the sovereignty of a European nation (p.187).

Galeotti describes the two ceasefire treaties, Minsk 1 and Minsk 2, their predictable failure, and the settling down of the problem into a permanent low-level conflict. It reminded me of some of the civil wars I’ve read about in Africa, contested borders, governments relying on local militias, all sides using exemplary violence i.e. carrying out atrocities on unarmed civilians designed to warn other villages and towns to surrender without a fight.

As 2014 turned into 2015 and 2016 the Ukrainians reformed and reinforced their army with a huge recruitment drive, better training, new kit. They drove the rebels back but could never win because whenever they looked close to victory, the Russians deployed a regiment to block them.

So the pattern was one of on-off ceasefires, trench warfare, sporadic local fighting, mutual sniping and shelling, and equally mutual recrimination, until 2022 when Putin decided that it was time to break the stalemate. (p.191)

Syria, the unexpected intervention

We in the West think the Arab Spring was a spontaneous uprising of oppressed peoples across the Middle East to overthrow their corrupt old rulers. See my review of:

From the paranoid perspective of the Kremlin, though, it looked a lot like the uprisings were the work of a West systematically getting rid of traditional Soviet allies (Gaddafi, Saddam, Bashar al-Assad). At the UN, Russia acquiesced in the West’s bombing of Libyan forces but felt betrayed when this led not to a ceasefire but to the overthrow of Gaddafi. All of this, of course, was in light of America’s overthrow of Saddam Hussein in 2003 which led not to a pleasant democracy but the collapse of the Iraqi state and chaos within and beyond its borders.

So Russia had at least three reasons for stepping in to prop up the Assad regime:

  1. the Assad family had been a friend and ally in the region: why not make him really indebted to you by saving his skin?
  2. as a message to America that Russia, too, could throw its weight around / be a regional force in the Middle East
  3. genuine concern that if Assad, too, fell, the whole Syria-Iraq strip of territory would fall to ISIS or other Islamist groups, which Russia has genuine cause to fear

The events of the Syrian civil war are complicated. But for Russia its intervention was surprisingly successful. It showed itself and the West that it could project its power significantly beyond its borders. It saved an old ally, thus bolstering its credibility. It served as a useful blooding ground for large parts of the Russian army, navy and air force, which were rotated through the theatre. It allowed the military to road test new technology, especially new drones, and to road test new doctrines and strategies for different situations and types of engagement.

It also marked the high point and maybe eclipse of the Wagner group of mercenaries, who were vital in holding the line during some attacks alongside the prone-to-run-away Syrian army, but also taught the Russian high command to keep them in their place.

General conclusions

The whole spectacle confirms my strong feeling that human beings simply cannot govern themselves. The naive expect humanity to take some kind of concerted action against climate change. Really? With people like this in charge?

Are modern wars doomed to failure?

Are modern wars winnable? When was the last time either Russia or America actually won a war?

For the Russians – Afghanistan, Chechnya, Georgia, Yugoslavia, Syria, Ukraine.

For the Americans – Vietnam, Afghanistan, Iraq.

Russian lies

I watched the BBC TV series ‘Putin and the West’ in which French president Francoise Hollande and British Prime Minister David Cameron baldly stated that Putin is a liar. Hollande said not only is Putin a liar but his entire approach to diplomacy is to lie, his strategy is based on lying about everything.

The Russians even lie when the lie is so blatant and absurd it damages their own cause. Galeotti’s book contains some nice examples. In 1993 during the Georgian war the Russians broke a ceasefire agreement by bombing Sukhumi while it was still held by Georgian forces.

Russian defence minister Grachyov responded with the implausible and widely derided claim that these were Georgian aircraft painted with Russian colours, bombing their own positions as a provocation. (p.122)

In moments like that you can see how lying is such second nature to the Russian establishment that it can’t see how stupid and ridiculous it makes them look to the outside world. This was captured in a recent press event in Delhi where Russian foreign minister Lavrov claimed the Ukraine war started when Ukraine attacked Russia and went on to claim that Russia was trying to halt this unfortunate war.

This is Göbbels-level lying which is so absurd that it makes you worry about the sanity of the Russian leadership. Putin ordered the military invasion of Ukraine but, having read Galeotti’s book it’s easy to think that Putin and his circle genuinely believe that they invaded the territory of a neighbouring country because they genuinely see Ukraine’s defection to the West as a kind of attack on Russia, on Russia’s idea of itself, on the Russian nationalist belief that Ukraine and Belarus aren’t independent nations at all. They felt culturally, psychologically and strategically ‘attacked’ and so sincerely believe that the military invasion was a justified response to the Ukraine government’s insult and threat to Russian hegemony.

At moments like this you can see how the Russian elite inhabits a different mindset, in effect a different reality, from the rest of the world, utterly blinded by their Greater Russia nationalism and prepared to do anything to protect it.

But there is, of course, an alternative interpretation, which is that a lot of these lies uttered in public fora are for domestic consumption. Edited by Russia’s totally cowed and quiescent media, they can then be broadcast on the nightly news, with the laughter track removed and roars of applause edited in.

Yes, it’s important to remember that the Russian government lies to everyone including its own people, and that if anyone finds out the truth and starts broadcasting it they are quickly locked up or pushed out a window or die of mystery poison. But then being lied to by your government is another venerable old Russian tradition. This isn’t my prejudice, it is a factual point Galeotti makes over and over again:

Russians have decades’ or even centuries’ experience of being lied to by their governments, especially regarding wars… (p.375)

The Russian bearhug

There’s a hoary old proverb about Mexico, ‘Poor Mexico! So far from God, so close to the United States!’ How much more true this is of every nation which borders Russia today. China, Mongolia and Kazakhstan probably needn’t be too worried, too big, nothing to steal.

But poor Georgia, Belarus, Latvia, Estonia and Finland – the Putin Doctrine, the concepts of Greater Russia, near abroad, Russian irredentism, Russian neo-imperialism, Russian nationalism – all these variations on the same theme mean the leaders and peoples of those countries must be permanently anxious about whether Russia will attack and invade them next.

It’s unlikely, seeing as most of the Russian army’s resources are deployed to – and being consumed in – Ukraine. But in planning for the future, the next five, ten years, should they be factoring in invasion by Russia?

Thank God there’s the whole length of Europe between my country and the resentful, angry, permanently aggrieved Russian bear.

War with China?

Although I’ve spent my entire life worrying about a nuclear war, subjected to movies and novels and documentaries about the horror of a nuclear war with the USSR or Russia, and although Putin and his mouthpieces go on and on about the threat from ‘the West’, Galeotti disarmingly says Russia is never going to face the threat of an invasion by NATO. Do you think the people of Belgium or Italy or Austria would ever want to attack Russia? Why? Let its people stew in the repressive authoritarian culture which they seem to love and recreate in every generation.

Galeotti argues that the real threat is China. The majority and the best Russian armed and air forces are concentrated in the west of the country, all on high alert for the mythical invasion by Holland and Denmark and Lithuania which is never going to come. But what about the vast area of Siberia?

Galeotti explains that during the imperial nineteenth century Russia seized large bits of territory from China. In principle these borders were re-agreed by a treaty of 2008, but what if China wants them back? Russia’s border with China is 4,000 kilometres long and very thinly protected (p.339).

The relationship between China and Russia is set to become more asymmetrical with China increasingly becoming the economic master and Russia the vassal. Deprived of trade with the West because of Ukraine sanctions, Russia is increasingly forced to sell its oil and gas to China which is aware of its partner’s weakness. What if China’s demands for unequal trade deals slowly, steadily increase? And apparently there has been growing concern in the FSB, some of it expressed publicly, at the growth of Chinese cyber activity against Russia, spying and hacking. And what about China’s growing influence in the five vast ‘stan’ countries to Russia’s south, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, where Chinese promises of investment and cash prove more attractive than Moscow’s penniless bullying? Likelihood is all these tensions will slowly ratchet up, the direction of travel is one way, with Russia contracting before an ever-growing China…

All of Russia east of the Urals is serviced by just two enormous train lines both of which could be easily ruptured and then none of its western forces could be redeployed. Any incursion could not be contained by forces which can’t reach the battlefield and so it is here, out East, that any escalation to battlefield nuclear weapons and beyond is most likely, or least unlikely. Discuss.

Over-optimistic?

The paperback edition of the book has a final chapter written in August 2023 covering the war in Ukraine up to that date and moving onto political conclusions. Galeotti’s account of the war (as of all the other wars he covers) is brisk and very readable, it’s his broader conclusions I question.

Writing in 2022, Galeotti pulls together a raft of evidence to suggest the war has been a disaster for Putin and Russia, it’s the end of the Russian army, public opinion is turning against him, draft dodging is up, there have been firebombing of draft offices, social media is awash with soldiers bitterly complaining about being used as cannon fodder, strongly implying that the president’s days are numbered and throwing in the old canard about him being ill, cancer, some immune disease etc.

It starts out sensible and maybe each of the strands are true, but life isn’t that sweet. There is no justice. Russia is an autocratic nation, ruled for its entire history by lying dictators. It’s not being pessimistic, it’s being coldly realistic, to assume that this will never change.

From the press photos I wasn’t anticipating too much but ‘Boris Mikhailov: Ukrainian Diary’ turns out to be a really interesting and rewarding exhibition, fully deserving the two floors of gallery space given over to it.

One of the problems is the promotion web pages and images just show one photo at a time and some of them look a bit meh, don’t feel that good, as a group they don’t add up to a unified look’ etc. It’s only when you get to the exhibition that you realise a number of key facts which transform your understanding.

1. Amateur Boris Mikhailov got into photography by accident, had no formal training, and so was free to invent and make things up. A lot of these innovations are really interesting.

2. Articulate Mikhailov is a very good explainer of his own work, so the wall labels which explain it are not only informative but his explanations of his innovations are unusually inspiring and interesting.

3. Bad photography One of these was the simple idea of bad photography. In the Soviet Union photography was a profession like any other, heavily controlled by the state with approved styles and qualities to promote uplifting images of perfect life in the workers’ state.

Mikhailov opened up a whole new world when he realised that bad, out of focus, poorly framed, damaged images were themselves a valid aesthetic, and a political statement. Badly printed, damaged or poor-quality productions were, he realised, the appropriate response to the shabby reality of Soviet life: ‘lousy photography for a lousy reality’. This explains why some of the images, when seen in isolation on a web page are only meh, whereas seen en masse, and accompanied by an eloquent explanation, they gain so much more power.

4. Sets It also explains why Mikhailov’s images are conceived and designed to be seen in sets and the sets don’t just represent a new subject, but the best of them embody an entirely new technique and way of thinking about photography. As he explains:

‘The idea that a single picture contains maximum information is a lie; I don’t believe in absolute truth. Exploring something from many different angles gives you a heightened sense of the truth. I need the sum of the images, the sum of the sequences in order to cast doubt on the correctness of one single, possible perception. The vibration between the images expands their possibilities.’

Biography

Born in Kharkiv, Ukraine in 1938, Boris Mikhailov is a self-taught photographer. Having trained as an engineer, he was first introduced to photography when he was given a camera to document the state-owned factory where he worked. He took advantage of this opportunity to take nude photographs of his first wife – an act forbidden under Soviet norms – which he developed and printed in the factory’s laboratory. He was fired when the photographs were found by KGB agents. From then he pursued photography full time, using it as a subversive tool and operating as part of the underground art scene.

His work first gained international exposure in the 1990s with the series ‘Case History’, a shockingly direct portrayal of the realities of post-Soviet life in the Ukraine. Having learned of him via his post-USSR collapse photos, Western fans were then able to go back and review his subversive works from the 1970s and ’80s. This exhibition presents the complete body of his work in chronological order.

‘Ukrainian Diary’ brings together work from over twenty of Mikhailov’s most important series, including:

Slideshow: Yesterday’s Sandwich (mid-’60s to 1970s)

One day he threw a couple of slides onto his bed and they stuck together. When he held the stuck slides up to the light he realised they made a dramatically surreal image and hence was born the series ‘Yesterday’s Sandwich’. As he experimented with the technique he realised the juxtaposition of random images could be thought of as reflecting the dualism and contradictions of Soviet society.

His commentary is fascinating. He explains that the 60s and 70s were a time, in all the countries of the Soviet bloc, of hidden messages and secret codes. No-one took official propaganda seriously but all organs of free expression were ruthlessly suppressed. Hence codes and secret signs and hidden allusions. In actual fact no particular ‘message’ emerges from these images except a surreal subversion of the normal, logical, sensible everyday world.

Nearly 100 of these wonderfully funny, crazy, surreal images are here displayed as a slideshow projected onto the wall of a darkened space in the gallery. For some reason they are displayed to a severely edited version of the classic Pink Floyd album, Dark Side of the Moon’ which Mikhailov considers an ‘exaggeration of beauty’ conveying a kind of ‘paradise lost’. It makes it an even more surreal experience, watching images from a distant and vanished society accompanied by such a familiar homely soundtrack.

Black Archive (1968 to 1979)

‘Black Archive’ documents everyday life in Kharkiv, often revealing the disparity between public life and private life in domestic spaces. Under Soviet rule it was forbidden to photograph everyday life and so Mikhailov was forced to hide his camera in order to take furtive snapshots, often taken from behind and at odd angles. By contrast, the private sphere of people’s apartments was a space of freedom, most vividly expressed in the carefree nudity of many of his subjects.

But in the series Mikhailov also deploys his concept of ‘bad photography’— the deliberate production of sloppily printed, blurred, and low-contrast images full of visible flaws — as a metaphor and a tool for social critique.

Red (1968 to 1978)

The set ‘Red’ brings together more than 70 images taken in Kharkiv in the late 1960s and 1970s, all of which contain the colour red. From the wall labels we learn that red was a powerful symbol of the Russian Revolution (1917) and of the Soviet Union (1922 to 1991). Its presence in these varied photos indicates the extent to which communist ideology saturated everyday life. As usual Mikhailov explains all this in his vivid and fascinating way:

‘The word “red” in Russian has the same root as the word for beauty, it also means revolution and evokes blood and the red flag. Everyone associated red with communism. But few people realised that red had permeated all our lives. Demonstrations and parades are an important part of this series. It’s a place where one of the main images of Soviet propaganda—the face of happy Soviet life, secure in its future—was created. They became absolutely kitschy and vulgar… I sometimes felt that I was surrounded by a herd of cynics, victims, and fools, followed by people wearing red ribbons as if they were policemen. As if the regime was using the people’s desire to celebrate for its own ends. And it was important to me to photograph them in such a way that you could tell the “Soviet” from the “human”.’

Luriki (Coloured Soviet Portraits) (1971 to 1985)

After losing his job as an engineer, Mikhailov managed to make a living as a commercial photographer, sometimes working on the black market, enlarging, retouching, and hand-colouring snapshots of weddings, newborns or family members lost in the war.

In what is considered the first use of found material in contemporary Soviet photography, Mikhailov then appropriated and reworked these manipulated photographs for his own practice. Often using vibrant or exaggerated colours, he made them more ‘beautiful’, staying within the law while simultaneously mocking the way Soviet propaganda glorified mundane events.

By means of these simple techniques, Luriki comically undermined the absurdity of the iconography of Soviet life. Grouped together, the pictures are like a Soviet family album, a collection of surreal, ridiculous situations.

Dance (1978)

Apparently open-air dancing was a popular activity in Soviet Kharkiv. Mikhailov has a lovely set depicting people of all ages, sizes and shape, in 1970s Soviet clothes, sedately dancing, quite often women dancing with other women.

Series of Four (early 1980s)

One wall is covered with these images grouped into sets of four. This came about by accident. Mikhailov set out to wander the streets of Kharkiv and take photos of nothing, of non-events, designed to capture the boredom and emptiness of Soviet life. But when he came to make contact prints he realised he didn’t have small-format paper so he put four images together on one sheet. At a stroke he realised he’d created something: the multiple points of view of the same scene creates complex effects. Suddenly a boring scene becomes part of a fragmented, multi-angled world. Presented in this way, they can also have a cinematic effect, telling a story in snapshots. And another effect is to create out of a mundane non-space a kind of cocoon, creating a compression of space, imbuing an anonymous nowhere with strange fugitive meanings.

Crimean Snobbism (1982)

Mikhailov went to Gursuf, a seaside resort on the Crimean Peninsula and took portraits of himself, wife and friends frolicking by the seaside, adopting holiday poses etc. As with many of his sets, Mikhailov gave them a sepia tone, making them feel historic and detached from the present, and also suggesting their subversive intent. Because the entire set is intended as a parody of the kind of carefree, bourgeois lifestyle then associated with ‘the West’ and far beyond the reach of your average Ukrainian citizen, and which he satirises in phrases: ‘We’re so happy. We’re so beautiful. We’re so in love etc’.

Viscidity (1982)

In another interesting experiment, in the early 1980s Mikhailov started combining text and image together in a conceptual way: he glued his photographs carelessly onto sheets of paper, then scribbled thoughts—banal, poetic, or philosophical—in the margins. His fragmentary thoughts were not intended as captions, nor to illustrate or elucidate the photographs; they were often utterly unrelated to them and intended to be equally important, a composite reflection on the social stagnation of the Soviet Union.

‘Viscidity’ is the word he used to describe the period the country was living through at the time — ‘a peaceful, quiet, featureless, dull life, a time of deep political stagnation, a frozen day-to-dayness. There was no catharsis, no nostalgia, just grey, everyday life. Nothing was happening, nothing was at all interesting.’ Hence ‘lousy photographs with these lousy texts’, ‘unchanging ordinariness and timelessness.’

Unfinished dissertation (1984-5)

On the back of the tattered pages of a stranger’s university dissertation found in a rubbish bin, Mikhailov pasted poorly printed black-and-white photos of inconsequential moments and then jotted down his thoughts about art and life in the margins. The photos don’t synch with the text, neither shedding light on each other, except obliquely.

Salt Lake (1986)

Mikhailov’s father used to tell him about a salt lake in southern Ukraine where people went to bathe in the 1920s and ’30s, believing that the warm, salty water had healing properties. When Mikhailov went to visit himself he found the crowds of people on the beach near to a disused old factory, washing themselves in the factory pipes and smearing themselves with mud.

He found it ‘the quintessence of an average person’s life in the Soviet context. Despite the horrible, polluted, inhuman environment, the people were relaxed, calm, and happy.’ To the modern Western ye, this looks like a gallery of grotesques in a grim, squalid environment.

Later Mikhailov toned his images sepia, like photographs from another era and explains: ‘There was a kind of an interplay there, a fusion between the old and the new. Old, because it was something my father had seen, and at the same time a reality that still existed… An elaboration of an idea I’d explored before: we’re both there and not there, it’s both today and a long time ago.’

By The Ground (1991)

When the Soviet Union collapsed in 1991, Mikhailov took to the streets with his panoramic camera slung low around his waist. While the panoramic format is conventionally used for sweeping vistas and beautiful landscapes Mikhailov captured bleak street scenes which captured the shabby poverty of the streets.

Mikhailov also devised a protocol for installing the series: the prints are hung low on the wall, forcing the viewer to stoop down to see the images, as if to bring us closer to his subjects. As with previous sets, he also treated the images, toning the silver prints brown, imbuing them images with a sense of nostalgia. As always his own comments on his process are fascinating:

‘I “aged” the images by toning them in sepia… embedding the photos in layers of time to trigger parallel, photo-historical associations, to show that photography has become as elusive as existence itself.’

I am not I (1992)

A series of nude self portraits in which Mikhailov parodies traditional masculine stereotypes. The stereotypes he mocks are those promoted by the recently collapsed USSR but they are also recognisable as American stereotypes too. Thus he photographs himself in a range of comic or demeaning poses, wearing an absurd curly wig, holding a toy sword or, most strikingly, an artificial phallus. Like all the sets, these gain in meaning and humour when you see 20 variations next to each other.

Green (1991 to 1993)

In the early 1990s Mikhailov produced a series of hand-coloured photographs known as the ‘Green’ series. The images are suffused with a lingering, toxic green tint to reflect the environmental decay and societal collapse following the fall of the Soviet Union. The series is represented here by a monumental triptych showing a decaying junkyard in an overgrown landscape. The colour green has a particular resonance for Mikhailov who says it is the colour of a swamp and indicates the moss which had grown on Soviet life, a metaphor for Soviet decay.

In earlier sets he had had photographed people living in poverty, drug addiction and social degradation using a disposable camera and cheap gelatin silver paper to evoke awkwardness and fragility. Here, he takes the concept further, using stains and drips of paint on the thin, crumpled paper as if to embody the worn, impoverished landscape and lives he saw around him.

At Dusk (1993)

Shortly after the collapse of the Soviet Union Mikhailov wandered the streets of Kharkiv with a swing-lens camera that took in a 120-degree panoramic view, capturing the life of destitute people on the streets. He tinted all the images a heavy cobalt blue. Why? Several reasons: the colour (along with the title) indicate the transition from day to night. But blue also represents his boyhood memories of the Second World War, of fleeing with his mother on one of the last freight trains out of Kharkiv to escape the Nazi advance. Blue, he explains, is the colour of blockade, hunger and war. Tinting these images of street people the same colour a) indicates the severity of the crisis of poverty which hit his country and b) also produces images of intense and haunting beauty.

Case History (1997 to 98)

A few years after the collapse of communism, Mikhailov realised that in his hometown of Kharkiv, not only had a new ruling elite of millionaires emerged, but a significant part of the population had also been plunged into poverty. The mid-1990s produced a new group of people, the bomzhes or homeless.

So Mikhailov set about photographing these pitiful people, right at the bottom of society. He produced a series of 400 raw portraits. As with other sets, he deliberately transgressed the codes of photojournalism by paying his subjects, and he and his wife Vita also often offered them hot meals in exchange for posing. Some of the poses are stage in the manner of the Pietà or the Descent from the Cross.

This exhibition shows one image of one abject couple blown up on the wall and a display case of 100 small test prints from his archive. They are pitiful to look at.

Reflecting on these images the next day, I realised that their abjectness is emphasised by their nudity. What I mean is that, unless you have a buff toned body, most of us already look a bit embarrassing when naked and caught in everyday postures, in the shower, getting out of bed etc. Many (half?) of the shots in the Case History exacerbate the poverty and squalor of the subjects by showing old, ugly, maimed or ill people, naked or half-clothed. What I’m trying to convey is how this nudity powerfully amplifies the general air of degradation and humiliation.

The Theatre of War, Second Act, Time Out (2013 to 2014)

Euromaidan or the Maidan Uprising was a wave of demonstrations and civil unrest in Ukraine, which began on 21 November 2013 with large protests in Maidan Nezalezhnosti (Independence Square) in Kyiv. The protests were sparked by President Viktor Yanukovych’s sudden decision not to sign the European Union–Ukraine Association Agreement, instead choosing closer ties to Russia and the Eurasian Economic Union. Ukraine’s parliament had overwhelmingly approved of finalizing the Agreement with the EU but Russia had put pressure on Ukraine to reject it.

In late December 2013 Boris and Vita Mikhailov documented the protests, photographing protestors who had pitched their tents in the central square in Kyiv. Mikhailov comments that the situation was so tense that scenes felt like they had been staged. ‘The bonfires, the colours, the lights, the people sitting there exhausted — everything created a general feeling of tension. It was unclear how it would all end.’

The protests succeeded in forcing President Viktor Yanukovych to flee to Russia but soon afterwards, on 27 February 2014, Russian forces occupied the Crimea, starting the Russo-Ukrainian War which continues to this day.

Thoughts

Many of Mikhailov’s images are very strong in their own right, and display adeptness in an extraordinary range of styles, from the photojournalism of Salt Lake to the nostalgic surrealism of Yesterday’s Sandwich, the warlike intensity of the At Dusk series to the blistering poverty porn of the miserable Case Histories.

But as well as the appeal of individual images, or the impact of specific sets, the exhibition as a whole builds up into a powerful portrait of life in a Soviet state – to the shabby, unhealthy, stiflingly boring nature of life under communism – and then after 1990, to the catastrophic collapse in living standards for large swathes of the population in post-Soviet society.

It’s not only an impressive body of work by a consistently inventive and innovative artist, but a powerful portrait and indictment of life in Soviet and post-Soviet regimes.

This is not the usual 30-second exhibition promotional video but an extended, 14-minute-long interview with Mikhailov which really brings over how articulate and interesting he is.

Anna Ancher: Painting Light @ Dulwich Picture Gallery

Anna Ancher (pronounced ‘anchor’) is arguably Denmark’s most famous woman painter.

This is the first UK exhibition devoted to her art, so hats off to Dulwich Picture Gallery. The exhibition features over 40 paintings, among them several of her most celebrated masterpieces, as well as numerous photos of Ancher and her family, and some works by contemporary Danish women artists.

Impressionism Anna Ancher’s dates are 1859 to 1935, so she was coming of age (20 or so) in the late 1870s, early 1880s. Impressionism was at its peak in Paris – the internet tells me that:

The heyday of Impressionism was primarily the 1870s and 1880s, a vibrant period when Paris-based artists like Monet, Renoir, and Degas held independent exhibitions, defining the movement’s focus on light, modern life, and visible brushstrokes, with its core activity often cited from around 1867 to 1886.

Light And Ancher visited Paris in the late 1880s where she studied under Pierre Puvis de Chavannes and was exposed to Impressionism, significantly influencing her interest in light and colour.

Naturalism But alongside the purely technical lessons of Impressionism, some contemporaries were working in a more Naturalist vein i.e. using modern impressionist techniques to depict scenes of everyday life, especially work, with a kind of gritty realism. I will suggest that Ancher’s work oscillates between these two poles, impressionism and realism.

Modern Breakthrough Ancher was a key figure in the Scandinavian ‘Modern Breakthrough’ movement, seeking to depict everyday life with honesty and authenticity.

Skagen Painters Anna Ancher was born and raised in Skagen (pronounced ‘Skane’) on a remote, windswept part of the Danish coast. At the time it had a large fishing industry, a rugged dangerous job, and the landscape, the sea air, the ‘authentic’ local peasants and fishermen, all these attracted artists keen to experiment with new subject matter and techniques. And so grew up the Skagen Painters, a community of like-minded artists. There were eventually quite a few of them and they painted the local area and people, did portraits of each other, had affairs and relationships, kept diaries and letters. Exhibiting and publishing all this is now a small cottage industry.

Native Ancher differed from all the other Skagen painters by virtue of having born and raised there. Her parents were comfortably-off middle class people who kept a boarding house. Although she travelled to study in Paris, once she got going as an artist, she focused almost entirely on the people and places of her home town, with many paintings depicting local working people, peasants or fisherman; while most f her works depict family members, in the garden of the boarding house or in her own home. The overall impression you get is of quiet homely calm, charm, and domesticity.

Michael Ancher Oh and Ancher wasn’t her original surname. She was born Anna Brøndum. Ancher is the surname of the man she married, Michael (pronounced ‘Mick-ale’) Ancher, who was also a painter. Michael painted realistic outdoor scenes in a style sometimes so close to Anna’s that there are a number of paintings whose attribution scholars, to this day, are unable to decide.

But on the whole Michael was more on the naturalist end of the spectrum – from an internet search it looks like he did lots of paintings of the hard-bitten local fishermen, a subject Anna rarely touched.

The exhibition includes photos of the pair together and Michael comes over as a very handsome man, in one photo blown up to fit on the wall, sporting an amusingly oversize beret.

My view: two styles

Having reviewed the 40-plus works on display here I think Anna’s paintings fall into two main groups, with a few side categories. Either they are about light, or about people. The realistic works depicting people go out of their way to contain fairly detailed facial portraits. They have faces you can discern and interpret. They tend to be about people doing things.

By contrast, the other, larger, group is about light. These are interested in catching the effect of light, sometimes through windows on walls, sometimes out of doors onto trees and flowers. These light paintings also have people in them but it was noticeable that their faces mattered a lot less if at all. The entire treatment tends to be more sketchy and impressionistic and this extends to sometimes making the faces just patches of flesh coloured daubs.

Here’s what I mean. First what I’d call a more realistic or naturalist work, women plucking geese.

Here the focus is on the activity and so on the bodies, and if you’re going to go into that much detail about actions and bodies, then you need detail about clothes (I was struck by the metal rings in the belt of the bloke on the right) and you need faces.

(Socialist realism Incidentally, two or three of these works, the ones depicting groups of people at work in a fairly realistic way, reminded me a little of the style of Socialist Realism which became the official style in the Soviet Union in the 1930s, worthy, uplifting, realistic depictions of working people. The dignity of labour. Honest working folk in a worlds which is always sunny and positive.)

Impressionism Here, by contrast, is a much more obviously impressionist work, much more a case of daubs and dabs because the overall purpose isn’t the detail of postures, let alone faces, but the play of dappled sunlight.

In practice

In practice Anna’s works are more mixed than my simplistic binary; it’s more that my binary establishes a kind of spectrum along which you can place her works.

And it’s the light side of her work which the curators of this exhibition, and all the articles you read about Anna, emphasise. They emphasise that while her husband and many of their friends in the Skane Painters community were realists, realistically depicting the locals, and Anna stood out from all of them for her interest in light, and light in interiors. These are what she’s most famous for.

To quote the curators about this one:

She was interested in capturing different times of day, often depicting the same subject multiple times with only subtle variations. In Sunlight in the Blue Room (1891), one of Ancher’s most important paintings, light becomes almost tangible, illustrated with thickly painted squares on the back wall of the room.

Exhibition layout

Room 1

Eleven paintings establish Anna’s tone and style, including one of her most famous, ‘Maid in the kitchen’.

In works like this, of solitary women engaged in a quiet domestic task, set against a window through which comes golden light, you can feel a homage to Jan Vermeer, painting two and a half centuries earlier (1632 to 1675), though refracted through all the changes in social attitudes and painting technique which had come in between.

Room 2

Ten photos of Anna and her family, alongside 15 paintings including the geese plucking. At the end of the room is the wall-sized photo of Anna and Michael, both smiling, making a very handsome couple. This room also contains one of her most famous paintings, ‘Harvesters’.

On the face of it this is about rural work but there’s not much sense of sweat and labour, is there? Instead it’s all about sunlight, sunshine, sunshine from a lovely blue sky illuminating the idyllically golden wheat. If you compare and contrast this with the tortured wheatfields of Vincent van Gogh (6 years older than Anna) it makes you realise how idyllic and paradisiacal Ancher’s world is, how light and depthless.

And can you see what I mean by socialist realism? The image is idealised and incredibly worthy. These are good people living the good life.

Mausoleum

Between the first two and the last two galleries at Dulwich Picture Gallery, is the small Mausoleum space, I’ve been in bigger stationery cupboards. As usual the curators have set up a video screen and on it play four short films in a loop. Here’s one.

Room 3

Ten paintings, mostly of family: very quiet and peaceful interiors, and the impressionist garden paintings. The friend I went with really liked the depiction of her two old sisters because of the sense of quiet companionableness, the sense that she really knew these people.

Incidentally, this painting demonstrates another difference between the realist and the impressionist works which is that the impressionist works look better from a distance. Up too close you can see the daubs and swathes of paint which have a disillusioning effect. But if you step back 3 or 4 or 5 yards, the paintwork becomes indistinct and you just get the overall effect, and this is the better way to view the works which are concerned with light. Whereas, as I’ve suggested, with something like the geese pluckers, for sure there’s the overall composition to enjoy but there’s also interest is in the realistic detail.

Room 4

Room 4 contains seven paintings, including one of her largest, The Field Sermon which the curators tell us is considered her masterwork.

Well, yes and no. At first glance it is definitely one of her realist works, with some of the figures beautifully rendered with realistic detail, such as the three blokes down the bottom, with their beards and hats, and some of the old ladies. But if you go up close to look at some of the faces you realise that they’re very patchy: some are persuasively rendered, others not so much. And then stepping back again, the composition becomes less persuasive the more you look. To me it felt as if the figures had been cut out of a magazine and moved about on a not very persuasively depicted grassy hill. But my friend loved it, uncritically loved it; said the random spacing of people is exactly what happens in real life. Well, you pays your money…

The other striking picture in the last room represents a complete departure because 1) it depicts a nude and 2) it is a symbolist work.

The dozen or so photos in the exhibition, plus all the ones in the four films, really bring home how many clothes the Victorians wore, how completely covered up almost every inch of flesh apart from hands and faces were. Lacking film or TV or billboards depicting scantily-clad women, they lived in a world of fantastic prudery about the naked human body. Almost the only place you would have seen naked women was in an art gallery.

Anna’s paintings all follow the conventions of Victorian good manners and good taste, all her paintings depict ladies in the maximum number of layers of frilly fabrics, quietly reading in quiet interiors or in sunlit gardens. Except for this one, which is why it comes as such a surprise and shock.

Grief by Anna Ancher (1902)

What makes it symbolist is the fact that, unlike the strict realism of everything else Ancher painted, you would simply never, in reality, have a naked young woman kneeling by a grave anywhere in the western world. It is a purely imaginary construct. And the other big indicator is the proximity of Death, the great Symbolist subject.

The painting makes its effect at a distance, but this is clearly on the Realist end of the spectrum and so it’s worth going up close to check out – maybe the face and hands of the old lady – but mostly Ancher’s way with the fleshtones of the nude, the light coming in from the left falling on the woman’s back giving it a yellow sheen, and highlighting the pink soles of her feet; and then the folds of skin on her front and tummy, and the shadow across the right side of her arm and tummy; and then the hair! The way the vivid imagining of the body and the incredibly skilful use of paint and composition, all go to create a powerful image.

The scholars think Ancher might have used her own daughter, Helga, as the model for the young woman, the same Helga who appears in the idyllic impressionist work shown above, ‘Helga Ancher and Ane Torup on the Garden Bench’ from 1902. Quite a journey, in imaginative scope, in subject matter and style, and for the mother and daughter.

Conclusion

Once I’ve finished a first walk through of an exhibition, I always walk back through towards the beginning, playing a game with any friend I’m visiting with, to select just one work from each room. There were easily two or three from each room. Ancher’s work is of a consistently high standard, and is varied enough to keep your interest. Some of the light works are phenomenal, the air of quiet sunlit domesticity is extremely calming and civilising, and the more realistic works are vividly persuasive.

But overall I wasn’t really, really thrilled. Many of her pictures make good posters and postcards, wonderfully decorative, extremely skilful – but nothing that cut through to my heart.

You’ve heard the expression Scandi noir which, Google AI tells me, is used to describe:

a dark, moody genre of crime fiction, film, and TV set in Scandinavian countries, known for its bleak landscapes, complex plots, and deeply flawed protagonists investigating brutal crimes that often reveal hidden societal issues beneath a calm surface.

Well, Anna Ancher is a good example of Scandi blanc, a term I’ve just invented to indicate:

a bright, sunlit genre of art set in Scandinavian countries, known for its luminous landscapes, simple domestic settings, noble workers, soulful ladies in billowy white dresses, quietly reading sensitive novels in bower-like gardens dappled with sunlight or in rooms lit with golden glows, indicating a perfect society embodying calm and peace and beauty.

In the Eye of the Storm Modernism in Ukraine, 1900 to 1930s @ the Royal Academy

This is a thrilling, surprising, enchanting and worthwhile exhibition for four reasons:

One, although it is the most comprehensive UK exhibition ever devoted to modern art in Ukraine, it is still relatively small, with just 65 works. This gives you time to explore the whole thing, read all the captions, and then stroll back and forth focusing in on the ones you really like and/or discovering ones you didn’t really notice in your first go round. I.e. you can soak in it.

Two, most of us know nothing about Ukrainian art (or history) which means we come with few expectations. Entering an exhibition of Monet or Abstract Expressionism etc I’ve a) a good idea what to expect and b) feel a bit of pressure to live up to these Great Works. But I had no or low expectations for this show, and complete ignorance as to who the Ukrainian artists would be, and the result was that I was surprised and delighted by lots and lots of lovely paintings, drawings, theatre design, collage and (two) sculptures. Delight and surprise.

Three, the period of art under review, the 1900s through to the mid-1930s, was the heyday of modernism. Ukrainian artists of these generations were fully aware of the modernist trends elsewhere in Europe (Germany, France, Italy, England) and copied and incorporated and innovated around the various movements of cubism, futurism, constructivism, simultanism, Orphism so it’s packed with works in these styles and, as this is probably my favourite period of art, what’s not to love?

Four, as doesn’t need much explanation, this is show in a good cause. We all support the Ukrainian people and Ukrainian army in their struggle against brutal Russian aggression. Simply getting them out of the country to England, presumably makes them safe. And 10% of the price of the exhibition’s handsome catalogues goes to the National Art Museum of Ukraine.

Brief history of Ukrainian art 1900 to 1935

Modernism in Ukraine unfolded against a complicated socio-political backdrop.

Geopolitically, Ukraine had for centuries been a borderland, with its territory divided between various empires and its people not perceived as a single nation until the late nineteenth century. Until the outbreak of the First World War the territory of Ukraine was divided between the Russian and Austro-Hungarian empires.

When the Russian Empire collapsed in 1917 Ukrainian nationalists declared independence. When the Austro-Hungarian Empire collapsed at the end of the war, Ukrainian politicians seized back control of traditional Ukrainian land from that, too. And so Ukraine declared itself an independent republic (the Ukrainian People’s Republic) in 1918 and excited nationalists set up the Ukrainian Academy of Art, the first institution of higher art education in Ukraine.

However, the Russian Bolsheviks proceeded to invade, which led to four years of brutal civil war (1918 to 1921). The Bolsheviks won and proceeded to absorb the Ukrainian lands into the new Soviet Union.

As far as art went, in the first phase the newly independent Ukrainians had set up the Ukrainian Academy of Art. However, in 1924, after conquest by the Soviets, this was turned into Kyiv Art Institute. For the rest of the 1920s the Soviet masters promoted a policy of Ukrainisation’, an ideological concession to appease local national sentiment.

Then, at the start of the 1930s, the Bolsheviks, now firmly controlled by Stalin, announced the new doctrine of Socialist Realism. All forms of modernism and experiment were denounced as ‘bourgeois formalism’. Artists and designers were rounded up in their hundreds, shipped off to prison and murdered. It was the Russian way.

And so the story of modernist Ukrainian art came to a dead halt in the gulag and the execution chamber. Obviously its art continue, but in the heroic Socialist Realist style and then came the Second World War and it was a whole new thing. Which is why the exhibition stops here.

The show is divided into seven sections, each fairly manageable (the last one only has three paintings in it) and they are:

1. Introduction

Emphasises Ukraine’s troubled history but especially the way it included diverse ethnicities, namely Ukrainian, Polish, Russian and Jewish communities.

This is a brilliantly vivid painting by Davyd Burliuk which features in much of the exhibition’s publicity. I was surprised to find it is quite small, probably not two feet wide. And the other thing is how the surface is clotted with thick lumps of paint, a physicality I always find exciting in modern art.

Compare and contrast with Merry-Go-Round by the English artist Mark Gertler, painted in 1916. Stylistically they have nothing in common, I was just struck by the common subject matter. Stylistically, this has more in common with some of the more over-vivid paintings of the Blue Rider artists in Munich.

2. Cubo-Futurism

Young Ukrainian artists were plugged into the trans-European excitement caused by the modern breakthrough in art, not least because, as a subject people no Ukrainian city was allowed to have its own art academy. As a result aspiring artists had to move elsewhere to complete their studies and travelled to all the other art capitals of Europe. Thus they learned on the spot about movements such as the Fauves in France, the Blue Rider in Germany, the fragmentation and geometric shapes of cubism in Paris, the energy and movement of Futurism in Italy, and so on, and began experimenting with all these new visual languages. New ways of thinking about art as abstract, patterns and shapes, bold unnatural colours.

I was surprised to see a work by Sonia Delaunay, well-known in her Paris incarnation but included here because she was born in Ukraine, originally named Sofia or Sarah Stern.

The curators talk repeatedly about the influence of Ukrainian folk and decorative art but, to be honest, this isn’t particularly evident in the first, modernist, room where the works mainly look like the local version of the cubo-futurisms sweeping the continent.

The standout piece for me in his section wasn’t a painting but a wonderfully smooth vibrant sculpture of a nude, Flat Torso, by Alexander Archipenko which combines Epstein abstraction with Art Deco sensuality. It’s more captivating than this reproduction makes it look.

3. Theatre

Explores the role of theatre design as one of the most vigorous expressions of modernism in Ukraine. This section has the most images in it, 20 or so costume and set designs drawn by Ukrainian artists involved with the First Taras Shevchenko State Theatre, the Kozelets Theatrez, the Youth Theatre and so on. They’re in a variety of modernist styles but lots of these are charming and entertaining, many made me smile.

Two figures stand out as leaders in the new theatre: Alexandra Exter and Les Kurbas. Exter’s pioneering theatre designs translated Cubist and Futurist principles into scenography. In 1918, she opened a private studio in Kyiv with a separate course on stage design and among her students were some of the most acclaimed theatre designers of the next generation including Anatol Petrytskyi and Oleksandr Khvostenko-Khvostov. Here’s one of Vadym Meller’s costumes for Bronislava Nijinska’s dance performances.

I really liked Anatol Petrytskyi’s series of constructivist costume designs, like a modernist Tweedledum and Tweedledee, Constructivism being ‘a functional, abstract art that rejected decoration and used industrial materials.’ I particularly liked Oleksandr Khvostenko- Khvostov’s guards for the opera A love for three oranges, with their geometric step and their fine curly moustaches.

4. Kultur Lige

The organisation Kultur Lige (the Cultural League) was founded in Kyiv in 1918 to promote the development of contemporary Jewish–Yiddish culture. It operated within a unique socio-political context shaped by the independent Ukrainian People’s Republic, led by the short-lived government of the Central Rada (Council) that recognized the multicultural and multilingual nature of Ukraine’s society. It brought together young Jewish artists such as El Lissitzky, Issakhar Ber Ryback and Sarah Shor, to foster a synthesis of the Jewish artistic tradition and the European avant-garde. The Kultur Lige ceased to exist by the mid-1920s following growing pressure from the Soviet regime.

In this section I very much liked ‘Horse Riders’ by Sarah Shor (1897–1981). It’s not just the vibrant blue and the name which relates it to The Blue Rider artists but the almost complete abstraction which still feels like it’s sourced in something in the real world. That duality is part of what gives it its tremendous energy.

The curators say it ‘captures the optimism of the new age, while reworking Jewish artistic traditions’. I can see how ‘optimism’ might be encoded in the dynamic rearing abstract structures, as for the architecture of a brave new world. The ‘Jewish artistic traditions’ not so obvious, to me at any rate.

5. Ukraine under the Soviets

After nearly five years of the bloody Ukrainian War of Independence (1917 to 1921), the Bolshevik Red Army defeated the national Ukrainian forces, and the Ukrainian Socialist Soviet Republic was established with Kharkiv as its capital.

In 1923, the Soviet authorities introduced the policy of ‘Ukrainisation’, an ideological concession to appease local national sentiment. This policy allowed for a level of cultural autonomy in the Republic, enabling the development of the Ukrainian language and culture. For the next decade, Ukrainian intelligentsia participated in the ambitious project of creating a new cultural identity that was both Ukrainian and Soviet.

During this period, Mykhailo Boichuk’s studio of monumental art emerged as the leading artistic group in Soviet Ukraine. Its members, known as ‘the Boichukists’, completed state commissions to create murals for public spaces and buildings. The school was short-lived, however. Labelled ‘Ukrainian bourgeois nationalists’, Boichuk and a close circle of his associates were executed during the Stalinist purges of the 1930s, with most of their public art subsequently destroyed. The Russian way. If it’s a neighbour, invade it. If they’re making art or literature you don’t understand, lock them up and execute them.

This room contained depictions of peasants – farming, apple trees, swineherds with their pigs – done not in a bracing modernist but in a folk naive style, that I found boring.

However, next to these were works by Vasyl Yermilov which I loved. I love the use of industrial materials like the copper here, and moulded into such an incredibly evocative shape, it was then also painted. It feels completely novel and wonderfully inventive.

Yermilov was extremely versatile and worked on propaganda art that combined agitational imagery with Ukrainian decorative traditions. There’s a great set of designs with a chessboard background he made for the Chess Room at the Central Red Army Club, Kharkiv. And alongside them, are some great constructivist magazine covers, featuring a modernist typeface he created for the Ukrainian script. Good man.

6. Kyiv Art Institute

Soon after independence the Ukrainians had set up the Ukrainian Academy of Art, the first institution of higher art education in Ukraine’s history. However, once the Bolsheviks had conquered Ukraine, and in order to conform to the Soviet system of higher education, the Academy was restructured into the Kyiv Art Institute. The Institute became one of the USSR’s leading art schools. It also hired instructors from across the Soviet Union so that such progressive and well-known artists as Kazymyr Malevych, Viktor Palmov and Vladimir Tatlin joining its faculty.

The two works which grew and grew on me each time I came back to look again, are both by Viktor Palmov. From 1921 there’s his catchily cartoon-like group portrait. It’s big and a peculiar bend of naturalism and abstraction, with an odd colour palette i.e. the acid greens and yellows of the face on the right. Like the Burliuk it, also, has gobs and snags of oil paint sticking up from the surface in the semi-industrial way I always like.

His other painting is the big propagandist 1 May from the end of the decade (1929). Again with the vivid palette, dominated, now, by that vivid green, with secondary patches of yellow. And these big swathes of colour contrasted with the cartoon outline of, presumably, figures at a political rally, with anecdotes of a mother and child and two lovers at the bottom.

Strange, isn’t it? The more times I looked the more I became entranced. I noticed the white bicycle at the bottom. And then I wondered why the worker standing in the middle left has his buttocks outlined quite so clearly in light green – which made me smile.

On the basis of these two works Palmov emerges as maybe my favourite artist in the show, alongside the more understandable constructivist Yermilov. Then again, Anatol Petrytskyi. Hmm. Tricky.

The curators go big on the work of Oleksandr Bohomazov who taught at the Kyiv Art Institute from 1922 until 1930, when he died from tuberculosis. His final major work was intended to be a three-part cycle depicting the labour of sawyers, for which he completed two canvases – ‘Sharpening the Saws’ and ‘Sawyers at Work’. While retaining experimentation in the use of vivid, hyper-bright colour and the geometrised background, Bohomazov returns to figuration to make his art more accessible to a broader, proletarian audience. Fair enough, but I didn’t really like it. To make a punning reference to the saws, it didn’t have enough ‘edge’ for me.

No, the other standout work in this room if Big Paintings, was The Invalids by Anatol Petrytskyi. We’ve already met Petrytskyi through his attractive constructivist theatre designs in the ‘Theatre’ section, and his excellent soft-cubist Portrait of Mykhail Semenko in the ‘Ukraine under the Soviets’ section. Here he appears in a new guise, with a monumental paintings, maybe three yards wide, in the kind of stylised realism which resurfaced as the modernist tide withdrew.

This reproduction is too bright and colourful, the original is more sombre. And it’s big, really big. The result is that the blotched hands and feet of these people really stand out and slowly, the faintly abstract angularity of their bodies and postures began, for me, to dominate the room. The mottled fleshtones reminded me of Lucien Freud. The depth and sombreness of the (original) colouring gives it real pathos.

7. The Last Generation

Just three big, big oil paintings by Oleksandr Syrotenko, Kostiantyn Yeleva and Semen Yoffe. The Yeleva is the most striking with its very 1930s worship of The Aeroplane going on in the background (plane at top right, windsock at bottom left), but obviously the great big mug of a Hero of Soviet Labour in the foreground.

The last wall caption is tragic:

The policy of ‘ukrainizatsiia’ was curtailed in the 1930s amidst purges of the Ukrainian intelligentsia. Hundreds of writers, theatre directors and artists, including Mykhailo Boichuk, Mykola Kasperovych, Les Kurbas, Ivan Padalka, Mykhail Semenko and Vasyl Sedliar, were labelled as ‘bourgeois nationalists’ and executed. Many more were imprisoned and sent to labour camps. Manuscripts, books and artworks were destroyed. Murals were overpainted or scraped off walls. Canvases that were not destroyed were sent to secret repositories.

And they end with a rationale for the entire exhibition which, arguably, should have been at the start:

In the 1960s and 1970s, Western countries rediscovered the revolutionary art of the late Russian Empire and early Soviet period. Since then, artists born or living in Ukraine have been considered under the catch-all mono-ethnic term ‘Russian avant-garde’, yet their artistic experimentation was integral to the development of Ukrainian culture. ‘In the Eye of the Storm’ seeks to contribute to evolving scholarship around this historical oversight, highlighting the complicated and little-known story of modernism in Ukraine, as well as its many links to European culture.

So the exhibition represents not only a collection of very good, charming, funny, inspiring, beautiful art, but also sets out to rewrite the art history books. Who knows what the outcome of the current war will be (a ceasefire line somewhere inside Eastern Ukraine?). Meanwhile this is a really good exhibition, full of wonderful surprises and really good works, and all in a noble cause.

Gaps and absences

You know what isn’t depicted in any of these images? War and famine. The curators tell us about the Soviet invasion of Ukraine and the ruinous civil war which ensued and yet…there are no images at all of this conflict, nor of the Great War which preceded it. Maybe paintings were made of these events but, I’m guessing, maybe in the older, realist style which is outside the scope of this show and explains, maybe, why they’re not included. Feels like a glaring omission, though.

Eastern Approaches by Fitzroy MacLean (1949)

The situation, I felt, was fraught with amusing possibilities.
(Fitzroy’s confidently aristocratic attitude in a nutshell, page 142)

Brigadier Sir Fitzroy Hew Royle Maclean, 1st Baronet (1911 to 1996) was phenomenally posh, came from a landed Scottish aristocratic family with a long history of service in the British Army, and had the very best education Britain could provide (Eton, King’s College Cambridge), before joining the Diplomatic Service in 1933.

This classic, awesomely impressive (and surprisingly long) memoir reeks of the confidence and privilege of the class and generation of British aristocrats who ruled a quarter of the world at the peak  extent of the British Empire between the wars, and then led Britain’s war against Nazi Germany.

The book covers the eight years from 1937 to 1945 and divides into three distinct periods of employment and adventure:

  1. serving in the British Embassy in Moscow from 1937 until late 1939
  2. as soon as the war broke out he enlisted (as a private in the Queen’s Own Cameron Highlanders, his father’s old regiment) but the adventure really kicks off when, in early 1942, he joined the newly formed Special Air Service and spent a year or so in the North African desert
  3. in summer 1943 Churchill chose Maclean to lead a liaison mission (‘Macmis’) to central Yugoslavia to liaise with Josip Broz (also known as Tito) and his partisan forces, the longest, most detailed part of the book

It’s a long book at 540 pages. With a few more photos and maps, it crossed my mind that these three quite distinct adventures could possibly have been broken up into three smaller, more focused books. Combined like this, the range of the three subjects gives it an epic, almost unmanageably vast reach.

(Incidentally, the chapters in each of the three parts each start again at number 1, so there are three sets of chapters 1, 2, 3 etc.)

Part 1. Moscow and Central Asia (pages 11 to 179)

Paris politics

Maclean joined the Diplomatic Service in 1933 and in 1934 was posted to the Paris Embassy. The book kicks off with a brief summary of his experiences at the British Embassy in Paris and French politics of the mid-1930s i.e. hopelessly divided and chaotic, at times almost verging on civil war. It’s important to bear these divisions in mind when considering 1) the creation of the Vichy regime and how the Vichy French fought the British, especially in the Middle East (see A Line In The Sand: Britain, France and the Struggle That Shaped the Middle East by James Barrine) and 2) the nature of the French Resistance which, as numerous eye-witness accounts in Ben Macintyre’s book about the SAS explain, was tremendously fractured and often bitterly divided, including everyone from right-wing monarchists to fiery communists who often fought each other as much as the Germans.

Moscow and the show trials

Anyway, after a few years Maclean bored of Paris and in February 1937 asked to be sent to the Moscow embassy. Here he discovers the small foreign diplomatic community lives very isolated from the ordinary Russian people who, he discover, live in terror of the regime, everyone scared of any contact with foreigners, repressed, tight-lipped because of the spies and informers everywhere.

He arrives at a fascinating moment, just as Stalin’s show trials are getting into their swing. For the political analyst this is the best part of this section. He describes how Stalin’s purges swept away huge swathes of the top leadership in the Red Army and Navy – notably the charismatic Marshal Tukhachevsky – and then leading figures in the Soviet administration – notably the trial and execution of Zinoviev, Kamenev and other Old Bolsheviks in 1936.

The purges created a climate of terror in which the ordinary round of diplomatic parties and receptions became painful as all the Soviet officials stood on one side of the room, all of them terrified that the slightest contact with a foreigner would be reported and doom them, literally, to death. The centrepiece of all this is his eye-witness description of the trial of a dozen or so key figures in the Party, centring on Nikolai Ivanovich Bukharin.

Bukharin was tried in what came to be known as the ‘Trial of the Twenty One’, which took place on 2 to 13 March 1938, along with ex-premier Alexei Rykov, Christian Rakovsky, Nikolai Krestinsky, Genrikh Yagoda and 16 other defendants alleged to belong to a so-called ‘Bloc of Rightists and Trotskyites’. The trial was designed to be the culmination of the previous show trials, a climactic Final Act. The prosecutor alleged that Bukharin and others had been traitors from the start, had conspired to assassinate Lenin and Stalin, had murdered Maxim Gorky with poison, and planned to overthrow the regime, partition the Soviet Union and hand her territories over to their foreign collaborators in Germany, Japan and Great Britain.

All this is given in great detail in the book’s longest chapter, chapter 7, ‘Winter in Moscow’, pages 80 to 121, with vivid portraits of the state prosecutor Andrey Vyshinski and President of the Court Vasiliy Ulrich.

The purpose of the show trials

To many in the West the grotesque aspect of the show trials – the ridiculously lurid accusations and the grovelling obeisance of the accused – confirmed that Stalin’s rule was a dictatorship of the crudest kind. The trial was a breaking point for many western communists, the moment they were forced to concede that the dream of a communist utopia was in fact a totalitarian nightmare.

But Maclean spends a couple of pages explaining not only why the accused were reduced to grovelling self-accusation, but also the purpose the trials served within the Soviet Union. You should never forget that the majority of any population is not very well educated and not very interested in politics and this was especially true of the USSR where the majority of the population was still illiterate peasants. That’s why the accusations had to be so lurid and extreme, to create cartoon images of total iniquity – that the accused had conspired to murder Lenin, conspired with foreign powers to overthrow the regime, had kidnapped, tortured and murdered people. Their villainy had to be caricatured enough to be understood by the most illiterate peasants and workers.

The extremity of the alleged crimes was designed to scare peasants and workers into thinking there was a relentless conspiracy against the regime, even at the highest levels, and this justified the atmosphere of fear, paranoia and suspicion which characterised Soviet Russia. Everybody should be on their guard all the time because anyone – even the highest in the land such as those on trial – could turn out to be wicked traitors.

This worked in Stalin’s favour because it universalised the climate of fear in which people would barely be able to think about questioning the regime, let alone organising meetings or planning anything.

Stories about foreigners bringing their foreign plans to overthrow the Workers’ Paradise would also make the entire population suspicious not only of foreigners and foreign ideas and the whole notion of outsiders. Good. This suited Stalin, too.

And the trials also provided scapegoats for the failings of the state. If there were famines, if there were shortages, blame it on the wreckers and the saboteurs. Papa Stalin is doing everything he can to combat the traitors and it’s a hard struggle but you can help him and help your comrades by reporting anyone you see talking or behaving suspiciously.

So the very grotesqueness and extremity and absurdity which broke the allegiance of western intellectuals like Arthur Koestler were precisely the qualities Stalin was aiming at in order to spread his message to the furthest reaches of the Soviet regime and its dimmest least educated citizens (p.118).

Travels in Central Asia

But the show trial, dramatic though it is, only takes up one chapter. The Russia section is better known for MacLean’s extensive travels to legendary locations in Central Asia, namely the romantic cities of Tashkent, Samarkand and Bokhara. Only a handful of Europeans had traveled to these places during the later Victorian period and then, with the war, revolution and civil war, then Bolshevik rule, they had been completely inaccessible under Soviet rule.

The chapters describing his attempts to visit them are, therefore, as much about his convoluted machinations to evade Soviet bureaucracy and play local officials and NKVD operatives as about the places themselves, with lengthy descriptions of the difficulties of travelling by Russian train, bus, lorry, horse or just walking, in his relentless odysseys around central Asia.

He undertook these epic journeys during periods of leave from the embassy.

Trip 1 – Baku

By train to Kharkov. Rostov on Don. Kuban Steppe. Baku. By boat (the Centrosoyuz) to Lenkoran. Boat back to Baku. Train to Tiflis, capital of Georgia, where he visits the British Military Cemetery and meets old English governess, Miss Fellows. By truck along the Military Road to Ordzhonikidze. Train back to Moscow.

Trip 2 – Alma Ata-Tashkent-Samarkand (September 1937)

Trans-Siberian train from Moscow. Alights at Sverdlovsk (former Ekaterinburg, p.54). Train to Novosibirsk. Changes to Tirksib railway (only completed in 1930) south towards Turkmenistan (p.56). The three categories of Soviet railway carriage: international, soft and hard. Alights at Biisk. Takes another train, south to Altaisk then onto Barnaul. Enter the Soviet Republic of Kazakhstan near Semipalatinsk. Alights and catches a lorry to Alma Mata ‘one of the pleasantest provincial towns in the Soviet Union’ (p.65), one of the first Russian towns built in Central Asia, in the 1850s, and which is ten miles from the railway. Lorry 40 miles to the village of Talgar in the foothills of the Tien Shen mountains. Dinner with locals then hitched a lorry back to Alma Ata. By dilapidated Ford motor car up into the mountains, to Lake Issik and magnificent view over the Steppe. Sleeps in a hut. Next morning bit of an explore then car back to Alma Ata.

Next day catches train the 500 miles south-west to Tashkent. It stops at Samarkand where he alights for a few hours and explores, seeing the domes of Shakh Zinda and the Gur Emir (p.73) then back onto the very crowded train. Extensive description of Samarkand pages 73 to 76. Tashkent, centre of the Soviet cotton industry (pages 76 to 78).

Having achieved his goals, by train back to Moscow, first across the Kazakh Steppe, then (in Russia proper) by way of Orenburg, Kuibyshev and Penza. But he had conceived two new goals: further south-west to Bokhara, and east across the Tien Shan mountains into the Chinese province of Sinkiang…

Trip 3 – Failing to get to Urumchi, capital of Sinkiang province (June 1938)

(Chapter 8) To Maclean’s delight he is given an official mission to travel to Urumchi, capital of Sinkiang, to ask the Chinese authorities for better treatment of Indian merchants. After comic wrangling with the Chinese embassy in Moscow he sets off on the 5-day rail journey to Alma Ata, two days across European Russia arriving at Orenburg ‘base of the imperial Russian forces in their campaign against the rulers of Tashkent, Samarkand and Bokhara during the second half of the last century’ (p.125). On past the Sea of Aral and along the course of the river Syr Darya, through Arys, Chimkent and Mankent to Alma Ata. Change rail lines to the Turksib line and head north and east 400 miles to Ayaguz, where starts the main road out of Soviet Russia and into Sinkiang.

At Ayaguz the Soviet officials and local NKVD are surprisingly helpful and lay on a bus (which quickly fills up) to take him to the border town of Bakhti. Overnight in the village of Urdjar, next morning arrive in Bakhti (p.130). Here a Sovsintorg official commandeers a lorry and they set off on the 48-hour journey to Urumchi.

However they barely get across the border with China, and arrive at the Chinese border post, when there are problems. His passport is taken off him and he is detained for hours. He discovers the passport has been sent by special messenger to the governor of the local area, Chuguchak, and they have to wait for a reply. Eventually a car returns from this mission and a sleek Chinese official informs Maclean the governor has received no information or authorisation about him and so, despite all his protestations, he must return to the Soviet Union, in fact all the way back to Alma Ata where he must contact the Chinese consul.

At the border Maclean gets the impression the Soviet officials knew all along this would happen and gently mock him. As it happens, one says with a smile, the same bus that brought him is still waiting. He can board it now and return to Bakhti. After driving all night he arrives at Ayaguz in time to catch the train back to Alma Ata.

Here there is more fol-de-rol between the Soviet authorities and the local Chinese Consul, a seedy man residing in a rundown building. The Soviet plenipotentiary instructs the Chinese to send a message to Urumchi. Next day the Chinese inform him that he is not allowed into the country, and an imposing NKVD officer tells him he must leave Alma Ata immediately, as it is a restricted area. The entire trip has been a complete failure (p.137).

It is interesting to read that Sinkiang was a rebellious troublesome province for the Chinese ever since it was incorporated into their empire and was in Maclean’s time because of course, it still is today:

Trip 4 – through Soviet central Asia to the Oxus and on to Kabul (autumn 1938)

(Chapter 9) He sets his sights on visiting Bokhara, former capital of the emirs, of reaching the fabled river Oxus, and crossing into Afghanistan. Leaves Moscow on 7 October on a train bound for Askabad. Third evening arrive at Orenberg ‘which for more than one hundred years marked the furthest point of Russia’s advance against the Kirghiz and Turkomans and the Khans of Bokhara and Khiva.’ Two more days the train passes through the Kara Kum or Black Desert past the bleak mud flats of the Aral Sea. On the fifth night reached Tashkent and woke not far from Samarkand but he decides not to revisit it, but to continue on the train, west, following the river Zaravshan, to Bokhara.

He alights at Kagan. He learns that the daily train to Bokhara has left so, on impulse, seeing a lorry laden with cotton bales just starting off down the road to Bokhara, he runs and jumps in the back. Unfortunately so does one of the NKVD minders who’ve been following him, and he’s been reported so after a short stretch a car packed with officials pulls the lorry over but by this time it is packed with Uzbeks who’d followed his example so Maclean is able to sneak off and hide behind a tree. Eventually, after the lorry has been thoroughly searched and no foreigner found it is allowed to continue on its way and the NKVD car turns back to Kagan. There’s nothing for it but to walk. It’s a very long walk, into the night, until he tops a slight rise and finds himself looking at the legendary city of Bokhara by moonlight.

(Chapter 10) Story of the Reverend Joseph Wolff. He explores Bokhara, finds no inn to take him so sleeps rough in a public garden, which irks the NKVD agents who he knows are tailing him. Next day he’s up and exploring again, seeing the ‘Tower of Death’, the principal mosques, the Kalyan, or Kok Gumbaz (Blue Dome), the grim thousand-year-old Ark or Citadel of the Emirs. He gives us a characteristically pithy historical summary.

With the capture in 1868 of Samarkand and the upper reaches of the Zaravshan by the Russians, who thus gained control of his water supply, the Emir of Bokhara was obliged to accept the suzerainty of the Tsar and Russian control of his relations with the outside world; but inside his own dominions he maintained his own army and enjoyed absolute power of life and death over his unfortunate subjects. The Russian population was limited to a few officials and merchants, while the Emir excluded other Europeans from his domains with a jealousy which has been emulated by his Bolshevik successors. Bokhara thus remained a centre of Mohammedan civilization, a holy city with a hundred mosques, three hundred places of learning, and the richest bazaar in Central Asia. It was not until 1920, three years after the downfall of his imperial suzerain, that the last Emir, after vainly invoking the help of both the Turks and the British, fled headlong across the Oxus to Afghanistan, dropping favourite dancing boy after favourite dancing boy in his flight, in the hope of thus retarding the advance of the pursuing Red Army, who, however, were not to be distracted from their purpose by such stratagems. (A leading part was played in these events by the same Faisullah Khojayev, whom I had seen condemned to death in Moscow six months earlier.)

He could have stayed a month but his leave is limited, so he catches a train back to Kagan, then another one south, heading towards Stalinabad, the capital of Tajikistan. The last section follows the course of the Oxus (Amu Darya) passing through eastern Turkmenistan. The far bank of the river was Afghan territory and that’s where he wanted to head next.

(Chapter 11. Across the Oxus) He alights at Termez, which he explores then seeks out the chief of police  and presents his diplomatic laisser passer which should allow him to the exit the Soviet Union anywhere, in this case crossing the river Oxus into Afghanistan. The chief of police gives him permission but when Maclean arrives at the actual frontier post at Patta Hissa, they haven’t been notified. By gentle persistence Maclean eventually persuades the officer in charge to arrange for the repair of one of the three paddle boats kept to cross the river but which had fallen into disrepair. Soldiers and engineers get the most viable steamer, ‘which rejoiced in the name of Seventeenth Party Congress,’ working and fix it up enough to put-put him across the river, it takes half an hour because of treacherous sand banks.

On the Afghan side some locals take his bags and him under their wing. They examine his passport without understanding it and he manages to convey he wants to head to Mazar-i-Sharif. Dinner and sleep. Next morning a horse is provided and he sets off under escort. the riverside reeds give way to desert. He is detained at a saria or mud fort by fierce locals before being grudgingly allowed to continue.

Off to the west are the ruins of Balkh, the ancient Bactria. The oasis of Seyagird. Tea with the headman who provides a cart for his baggage, then a further trek across desert eventually arriving at Mazar. He discovers a Russian couple who take him in but inform him of the cholera epidemic sweeping the area which means it is quarantined. He locates the local Director of Sanitation who agrees, after some negotiation, to sign a medical certificate declaring Maclean has had cholera and recovered. Portrait of Mazar, main point being it is the capital of what he calls Afghan Turkestan, which is cut off geographically and ethnically from Kabul and the south (p.164).

A truck was scheduled to drive the 300 or so miles to Afghanistan and the authorities assign him a seat. Tashkurgan and then up into rocky mountains to a place named Hai-Bak and, at 3 in the morning, to Doaba in the Andarrab valley, where he sleeps in a government rest house. In the way of British aristocrats, especially the Scots, he discovers ‘a fellow clanswoman’ Mrs Fraser-Tytler who, it turns out, he had known during his childhood in Inverness.

He takes a detour west to the Bamyan valley to see the two immense Buddhas carved in the rock. Then across the mountain which is the watershed between the Oxus and the Indus at a height of 12,000 feet and soon arrives at Kabul.

(Chapter 12. Homeward bound) He had hoped to head west to Herat and cross back into the USSR at Kershk and join the railway at Merv but none of this was to be. the Soviet consulate in Kabul made it quite clear that, because of the cholera epidemic, nobody was being allowed back into the USSR from Afghanistan.

Instead he is forced to head south into British India and fly. The route is: Kabul. Jalalabad. The Khyber Pass. Into British India and the town of Peshawar. Train to Delhi. As a pukka diplomat he meets the most senior British officials, dinner, good beds, a world away from his recent experiences. He obtains the visa he’ll need to exit Persia into the USSR.

From Delhi by plane to Baghdad, stopping over in Basra. After staying over in Baghdad, ‘a disappointing city’, he takes a car towards Tehran. Across the border into the Persia at Khanikin. Along a road built by the Brits to Kermanshah, and then to Hamadan, ‘the Ecbatana of the ancients’ (p.170). Changes car and car shares with four bulky Iranians driving north for the border with the USSR at Djulfa. Stops at Kavin (to eat), Zenjan (to sleep), through Mianeh, arriving at Tabriz the capital of Persian Azerbaijan.

Two days hobnobbing with the British Consul and haggling with the Persian governor about the validity of his exit visa. Eventually given permission to head north to the border, Djulfa in the valley of the Araxes. Comic scene where the Persian guards happily allow him onto the bridge across the river but the Soviet guard at the other end refuses to let him enter the USSR and when he turns to re-enter Persia the Persian border guard says this is impossible. Luckily a car arrives with a Soviet official who, reluctantly, accepts his diplomatic laisser-passer and lets him enter. He cashes money at the post office and checks into an inn.

Train to Erivan, capital of Soviet Armenia, running alongside the river Araxa which forms the border. Portrait of Erivan. Train to Tiflis, capital of Soviet Georgia, and so on to Batum, the second largest city in Georgia, on the banks of the Black Sea. He observes that so many of these central Asian towns were only conquered by the advancing Russian from the 1870s and many only began to be developed in a modern way after the Russian Civil War, so many of them have the same air of being half built, of having grand central squares full of vast totalitarian Soviet buildings, quickly giving way to a few streets of bourgeois wealth, and then extensive hovels and shacks.

He had hoped to sail from Batum but storms meant departures were cancelled. So by train back to Tiflis. It was 18 months since he was last there (on his first trip) and he finds it has been noticeably Sovietised and security tightened. He is arrested by the NKVD and spends a day arguing with NKVD officers until the commander returns and releases him back to his hotel.

Next morning he takes a lorry to Ordzhonikidze by the Georgian Military Road which is covered in snow; they regularly have to stop and dig the lorry out of drifts. From Ordzhonikidze he catches the sleeper train back to Moscow, arriving two days later in time to receive an invitation to dinner from the Belgian chargé d’affaires (see below).

What an extraordinary adventure! What a mind-boggling itinerary! It is a mark of how backward we have gone that Maclean was able to travel through all those countries in complete safety whereas now, in the supposedly enlightened and progressive 2020s, I don’t think any Westerner in their right mind would want to travel through central Asia, let along Afghanistan, or contemplate a jolly car trip across Iraq and Iran.

The glamour of central Asia

For those susceptible to it, all these places – Tashkent, Samarkand, the Oxus, western outposts of the legendary Silk Road – have a tremendous glamour and attraction. Reading his account you realise it’s  1) partly because they’re so remote and inaccessible and so simply to have visited them is an achievement which gains you kudos in a certain kind of upper-middle class circle; 2) partly because of the wonders and treasures when you arrive, such as the grand Registran in Samarakand; but also 3), as so often with travelling, because it is an escape from the humdrum modern world. A number of throwaway remarks indicate this, including one which leapt out at me: ‘Uzbek houses have changed very little since the days of Tamerlane‘ (p.143). These are places where you can, for long spells, believe that you have travelled back in time to the Middle Ages and not just of banal Britain, but to the glamorous days of Tamerlane and such legendary figures, or even further back, visiting the ruins of cities founded by Alexander the Great! It is, in a way, an escape back to the Arabian Nights wonderlands of childhood.

And picking up on the previous section, reading it now, in 2024, one can only marvel at the relative peacefulness and security and scope of where you could travel freely in the 1930s – albeit the entire system was about to be plunged into a global holocaust.

The methodology of Soviet imperialism

On a political level his travels in Central Asia give him an insight into the effectiveness of the Soviet empire:

As the basis for a policy of imperialism, this system has much to recommend it. Power is vested in the hands of a group of reliable natives, who are responsible for seeing that the wishes of the central authority are carried out. If they prove unreliable, they can be replaced by others, while, if the worst comes to the worst, an emissary of the central authority can be sent to put things right. By this means, no risks are taken and an appearance of autonomy is preserved. Moreover it is a system which is capable of application to any new country which happens to fall under Soviet dominion. Thus, more recently, in Estonia, Latvia and Lithuania Soviet Socialist Republics have been set up and politically reliable governments formed from members of the local Communist Parties. It is, we are now learning, a stereotyped pattern into which almost any people or country can be made to fit with a little squeezing and pushing. (p.35)

A German official predicts the course of the war

All this took place at the end of the 1930s as Europe hurtled towards war but there is surprisingly little about Hitler and the Nazis; in fact, given that MacLean was a diplomat, there’s surprisingly little about international affairs at all.

It’s only at the very end of the Asian adventures section, after he’s arrived back in Moscow exhausted, filthy and unshaven from his final trip to discover an invitation to a formal dinner being given by the Belgian chargé d’affaires that very evening, that there’s finally something about the broader international situation. And this is given as a prediction by a friend of his, his opposite number at the German embassy, Johnny Herwarth von Bittenfeld.

Herwarth (in MacLean’s account) makes a number of predictions which all were to come true. He thinks Britain backing down at Munich (September 1938) is a disaster because:

  • it will embolden Hitler to make more and more outrageous demands
  • it will weaken all voices within Germany calling for restraint
  • it will, thus, make war inevitable
  • war is only tenable if Germany can make peace with the Russians
  • if not, there will be a war on two fronts which Germany will lose and be utterly ruined

Part 2. War (183 to 299)

Coming from a long line of soldiers, when war breaks out Maclean wants to fight but discovers that it is impossible for someone serving in the Diplomatic Service to join the army. He is not allowed to resign in order join up. So he studies the Foreign Office rules intensely and realises there’s a loophole. He is allowed to resign from the service in one situation – if he wants to go into politics. So he contacts the Conservative Party who say they’ll be happy to have him as a candidate for the next constituency which becomes vacant and, armed with this, marches into his boss’s office (the Permanent Under-Secretary for Foreign Affairs, Sir Alexander Cadogan) and declares that he wants to go into politics, resignation in hand. As he predicts, his superiors are unable to stop him and so let him resign.

He promptly walks round to the recruiting office of his father’s regiment, the Queen’s Own Cameron Highlanders, where he enlists as a private soldier. (p.184). But, when the next by-election crops up he is  legally obliged, under the terms of his resignation letter, to stand and so finds himself the Conservative candidate and then wins the election to become Conservative MP for Lancaster in 1941 (p.189). He hadn’t hidden from the electors that he was in the Army and first duty was to serve and all through his subsequent service he remains, I think, Tory MP for Lancaster.

There are some pages about basic army life and training. As you might expect of someone so over-qualified to be a simple squaddy he is soon promoted to lance-corporal. Among other things he confirms that, in the Army, almost every other word is the F word which he demonstrates by quoting conversations or orders with the offending word bleeped out (pages 184 to 186).

Desert War

After two years of training and exercises he is, as you might expect, in 1941 commissioned as an officer and receives orders to fly to Cairo (p.189). After the retreat from Dunkirk, apart from a few abortive expeditions (a failed attack on Norway or on the French coast) North Africa was the main area of British overseas military activity.

Because I myself am not too clear about this and Maclean’s book refers only to some aspects, I’m going to cheat and quote Wikipedia’s summary of the entire Desert War:

Military operations began in June 1940 with the Italian declaration of war and the Italian invasion of Egypt from Libya in September. Operation Compass, a five-day raid by the British in December 1940, was so successful that it led to the destruction of the Italian 10th Army (10ª Armata) over the following two months. Benito Mussolini sought help from Adolf Hitler, who sent a small German force to Tripoli under Directive 22 (11 January). The Afrika Korps (Generalleutnant Erwin Rommel) was formally under Italian command, as Italy was the main Axis power in the Mediterranean and North Africa.

In the spring of 1941, Rommel led Operation Sonnenblume, which pushed the Allies back to Egypt except for the siege of Tobruk at the port. At the end of 1941, Axis forces were defeated in Operation Crusader and retired again to El Agheila. In early 1942 Axis forces drove the Allies back again, then captured Tobruk after the Battle of Gazala but failed to destroy their opponents. The Axis invaded Egypt and the Allies retreated to El Alamein, where the Eighth Army fought two defensive battles, then defeated the Axis forces in the Second Battle of El Alamein in October 1942. The Eighth Army drove Axis forces out of Libya to Tunisia, which was invaded from the west by the Allied First Army in Operation Torch. In the Tunisian campaign the remaining Axis forces surrendered to the combined Allied forces in May 1943.

North Africa was so important because of the Suez Canal in the heart of Egypt. If the Germans captured Cairo it would have at least three results: 1) they would cut off easy communications with India (a huge source of manpower) and with the entire theatre of war in the Far East (Burma). More importantly 2) the Germans would be able to push on through Palestine to Iraq and Persia, source of much of the oil which was fuelling the British war effort. 3) This oil would be sent to support the German war effort in Russia and German troops coming up from Persia through the Caucasus would open a new front against Russia leading, perhaps, to the decisive defeat of Russia and to Germany, in effect winning the war.

Those were the ultimate stakes behind the Desert War and explains the genuine concern and even panic when the Afrika Corps, at its furthest extent, got within 80 miles of Cairo, and that explains why the (second) Battle of El Alamein was so important, signalling the definitive end of German advances, the beginning of German defeats, and the widespread sense that the tide of the war was changing.

Chapter 1. Special Air Service

Maclean had been invited to join some sort of commando but this fell through. Instead he literally bumps into David Stirling (who he knows vaguely because he’s good friends with Stirling’s brother, Peter, and they’re both from another grand, ancient, noble Scottish family) who invites him to join the SAS.

Stirling explains that the idea is to parachute small numbers of men behind enemy lines in North Africa and cause as much mayhem as possible, thus drawing vital resources away from the front line. After various experiments they’ve discovered that attacking lightly defended airfields is the most destructive thing they can do. They use the Lewis Bomb, a clump of explosive with a pencil fuse developed by SAS founder member Jock Lewis (p.194). Profile of the dedicated fighting machine, Paddy Mayne (p.195).

Maclean describes the Free French who were part of the unit almost from the start. The physical training i.e. long hikes in the desert and practice parachuting. He has to make six jumps and hates it. All a bit futile seeing as by the time he joined, the unit had settled down to being taken and collected from missions by the Long Range Desert Group (p.196).

Chapters 3 and 4. Raid on Benghazi

May 1942: Detailed description of the build up to, and execution of a ‘daring’ raid against Benghazi led by Stirling, accompanied by Randolph Churchill (compare and contrast the account of the same farcical raid given in Ben Macintyre’s SAS: Rogue Heroes).

I have always found that in dealing with foreigners whose language one does not speak, it is best to shout. (p.221)

They manage to penetrate into the highly defended city and find a safe (bomb-damaged) house to hole up in but that evening both the inflatable dinghies they’ve brought to paddle out to enemy ships and attach limpet mines to them, turn out to have leaks and simply won’t inflate. Disheartened, they spend a tense day hiding out in this damaged house, petrified of discovery, before exiting the city in the same clanking car they’d entered by, bluffing their way past the Italian guards thanks to Maclean’s fluent demotic Italian and everyone’s (Maclean, Stirling, Randolph Churchill’s) aristocratic confidence.

Chapters 5 and 6

Having extricated themselves from this failed and farcical attempt, they withdraw to Cairo. He mentions the dinner he and Stirling were invited to which was given by Winston Churchill, Chief of the General Staff General Smuts and General Alexander, the first time he meets Churchill.

The strategic situation has deteriorated and Rommel is now at El Alamein just 90 miles from Alexandria. So the SAS’s plans for a second go at Benghazi escalate into a full-blown raid by some 200 men backed by aerial bombing. Trouble is so many people are involved that security is breached and word gets around. Thus, after a very long and painful 800 mile drive of a lengthy convoy across the desert, with many mishaps, our boys finally get to the very edge of Benghazi but are greeted by a hail of machine guns and mortars, are forced to make a hasty retreat, and are pursued up into the Gebel mountains by squads of Italian warplanes who strafe and bomb them. Several trucks full of explosives and stores are blown up and it’s a miracle they weren’t all killed.

There then follows the very long account of their perilous escape across the desert, driving by night, by day being seriously bombed and strafed by Italian planes, running so low on food that eventually the entire day’s ration was one spoonful of bully beef.

A number of good men are killed on this mission. Maclean initially thought it had been a futile waste of time but GHQ assured them that it had kept a lot of enemy resources tied up, extra men to guard Benghazi and then squadrons of airplanes to search for them which were, therefore, not at the front i.e. it had been useful (p.256).

Chapter 7. Persia

Maclean explains that the British now faced the threat of an enormous pincer movement, with German forces trying to take Stalingrad up in southern Russia and pushing forward in north Africa towards Cairo and, ultimately, the Suez Canal (p.263). If you look at a large-scale map you can see how, if the Germans were victorious, they would not only take the Suez Canal, lifeline to British India, but push on through Palestine to take Iraq and Iran, meeting up with their comrades who would have pushed on south through the Caucasus. And the point of Iran was the oil. Command of Persia, and to a lesser extent Iraq, would give the Nazi empire all the oil it ever needed to maintain its war industry.

Which is why Maclean found himself posted to the Middle East and Persia service. Here, conferring with the commanding officer, General Maitland Wilson, he discovered the problems facing the British occupation of the country, most obviously that there were very few British soldiers involved. He had been summoned to discuss with Wilson the possibility of setting up an SAS-style outfit to operate behind enemy lines if the worst came to the worst and the Germans conquered Persia (p.264).

Kidnapping the general

Out of this conference comes the specific idea of kidnapping a man named General Zahidi, an unpleasant type who had sway over the tribes of south Persia, was known to be hoarding grain to inflate the price but, most importantly, was thought to be in communication with the Germans and helping them make plans to conquer Persia.

This chapter describes in great detail the preparation and execution of ‘Operation Pongo’ which, despite all the hoopla, boils down to parking a lorryload of British soldiers out the front and back of the General’s house in Isfahan, and then Maclean accompanied by a few other officers walking in, insisting to see the General, then holding him up at gunpoint, walking him out to a waiting car, and driving him off to the nearest military airport where he was flown out of the country and interned under British custody in Palestine.

On searching Zahedi’s bedroom Maclean confirms British suspicions, discovering ‘a collection of automatic weapons of German manufacture, a good deal of silk underwear, some opium, an illustrated register of the prostitutes of Isfahan and correspondence from a local German agent’ (p.274).

Incidentally, remember how I suggested part of the appeal of the mysterious cities of Central Asia was the sense of stepping back in time into the Middle Ages or beyond, well the same goes for the Persian city of Isfahan, one of the few cities Maclean has been to which lives up to its reputation, and of which he writes:

Despite the hideous modern statue of the late Shah still standing there and despite his misguided attempts, fortunately abandoned by his successor, to bludgeon Persia into giving a half-hearted and entirely superficial imitation of a modern Western industrial state, Isfahan recalls the great capital city of the Middle Ages. (p.270)

And the whole notion of kidnapping an enemy general recalls the comparable exploit, the kidnapping of General Heinrich Kreipe, the German commander of Crete, by a group of super-pukka chaps, as described in Ill Met by Moonlight by William Stanley Moss (1950), albeit it considerably more fraught and dangerous for being carried out in enemy territory.

Chapter 8

The strategic situation changes. The Germans are checked in North Africa and at Stalingrad. The immediate threat to Persia has abated. After the capture of David Stirling in January 1943 the SAS had split up into different units (including a Special Boat Service run by George Jellicoe).

Maclean is summoned back to Cairo and told that, with North Africa on the verge of being secure, the Allied focus is turning to Italy. He is ordered to plan for SAS-style raids on Sicily but the mission is called off at the last moment. He’s at a bit of a loose end when he is summoned back to London where he meets Churchill for a weekend conference at Chequers (p.280). Here he is told he is going to be dropped into Yugoslavia (spelled ‘Jugoslavia’ throughout the book) to find out more about the partisans who have been fighting against the Germans and to contact their supposed leader, ‘Tito’. Nobody’s sure, at this point, whether Tito exists, whether he’s a man (or even a woman) or maybe the name of a committee of some kind?

Churchill tells him to establish the situation on the ground, find out whichever partisan group is killing most Germans, and help them to kill more. Churchill wrote that he wanted: ‘a daring Ambassador-leader to these hardy and hunted people’ (p.294).

What we knew for sure was that the partisans were communists and so likely to be in thrall to Soviet central control so Maclean asks Churchill directly, should he be worried about the political aspects of the situation. The straight answer is No. His mission is to find out who is killing the most Germans and help them to kill more (p.281), a point reiterated when he meets Churchill in Cairo (p.403).

He gives a detailed and very useful summary of the origins of Yugoslavia, going back to the conquest of Constantinople by the Ottoman Turks, and the long struggle of the Balkan Christian nations to free themselves, leading into a detailed description of the region before, during and after the Great War and leading up to the Nazi invasion (pages 279 to 293). He’s especially good on the deeply embedded enmity between Serbs (Orthodox Christians who fought hard against the occupying Turks i.e. have a paranoid embattled mindset) and the Croats (Catholic Christians who were part of the Austro-Hungarian Empire and so considered themselves civilised and superior to their barbarian neighbours) still a good read for anyone interested in the background to the ruinous civil wars of the 1990s. Right at the end of the Yugoslavia section he comments:

In the Balkans the tradition of violence is old-established and deep-rooted. (p.524)

Part 3. Yugoslavia

Zivio Tito. Smrt Fašismu. Sloboda narodu.
(‘Long live Tito. Death to Fascism. Liberty to the People.’ Partisan slogans, page 345)

Maclean is now aged 32. He selects a team of a dozen or so men who are trained, equipped and parachuted into Yugoslavia a week after the Italian capitulation i.e. early September 1943. They are met by Partisans and efficiently taken to Tito’s headquarters in an old castle. Maclean introduces himself and his team and makes it plain he is here on an investigation into the overall situation.

His description and analysis of the situation in Yugoslavia is fascinating and spread over many pages as new facts come in and shift his understanding. It contains many insights into the situation in Yugoslavia and of partisan fighting in general.

Occupation mentality Nobody who hasn’t lived under enemy occupation, specially Nazi occupation, can understand the bitter enmities, rivalries and retaliations it triggers.

For anyone who was not himself in German-occupied Europe during the war it is hard to imagine the savage intensity of the passions which were aroused or the extremes of bitterness which they engendered. In Jugoslavia the old racial, religious and political feuds were, as it were, magnified and revitalized by the war, the occupation and the resistance, the latent tradition of violence revived. The lesson which we were having was an object-lesson, illustrated by burnt villages, desecrated churches, massacred hostages and mutilated corpses. (p.338)

Tito’s intelligence and independence What makes Tito so impressive is his readiness to argue any point out with a completely open mind then make a decision, which is generally the right one.

Tito’s name derives from this quickness to make decisions. He so regularly said to his men ‘You will do this, and you will do that’ which, in Serbo-Croatian, is ‘Ti to; ti to’, hence his nickname (p.311).

– Maclean concludes that the partisans are so numerous (at least 100,000 under arms) and well organised that they will probably emerge as the major element in post-war Yugoslav politics. At which point the big question will be: Will Tito, a dedicated communist, fall into line behind Moscow as all other communist parties have? (p.339) But Maclean quotes a conversation he had with him where Tito emphasises that so many Yugoslavs have been killed or tortured that they won’t willingly throw away their hard-earned independence (p.316) and Tito himself has undergone the experience of building up and leading a national resistance movement from scratch, a position, Maclean thinks, he will be reluctant to surrender (p.340).

The Četniks The other resistance fighting organisation is the Četniks led by Draža Mihailović. Two points: 1) they were Royalists who took their orders from the king who was in exile in Italy and so fundamentally detached from the realities on the ground. 2) They were demoralised by the Nazis brutal reprisals for their activities (p.336). This contrasted with the Partisans who ignored Nazi reprisals and won a grudging admiration for fighting on regardless of how many men, women and children were murdered, tortured or burnt alive by the blonde beasts from Germany.

The Ustaše (also called Ustashas or Ustashi) was a Croatian racist, terrorist, and Nazi-like movement, active from before the war (1929) which during the war was allowed to implement a reign of terror. Their genocide of the Orthodox, murdering priests, locking villages in churches and burning them down (p.334). Events which shed light on or explained the brutality of the Bosnian war of the 1990s:

This kaleidoscope of heroism and treachery, rivalry and intrigue had become the background to our daily life. Bosnia, where we had our first sight of enemy-occupied Jugoslavia, was in a sense a microcosm of the country as a whole. In the past it had been fought over repeatedly by Turks, Austrians and Serbs, and most of the national trends and tendencies were represented there, all at their most violent. The population was made up of violently Catholic Croats and no less violently Orthodox Serbs, with a strong admixture of equally fanatical local Moslems. The mountainous, heavily wooded country was admirably suited to guerrilla warfare, and it had long been one of the principal Partisan strongholds, while there was also a considerable sprinkling of Cetnik bands. It had been the scene of the worst of the atrocities committed by the Ustase, of the not unnaturally drastic reprisals of the Cetniks and Partisans. (p.337)

The power of communism In guerrilla warfare ideas matter more than material resources (p.331). This is where the devoted belief of the communists comes in and Maclean’s analysis suggests a very profound historical point that he doesn’t quite articulate: that communism flourished in countries all round the world, and particularly among guerrillas, partisans and militias all across the Third World after the war, not because it was right, but because it was the most effective ideology for binding together and motivating those kinds of liberation fighters. Communism triumphed in the Darwinian struggle of ideologies for a number of obvious reasons:

  • it promises a better fairer world; if you care for humanity, you must be a communist
  • it is based on scientific principles and a teleological view of history which means it is inevitable, unstoppable
  • it transcends ethnic or national rivalries, purports to unite all people, races and creeds, in a transnational crusade for justice and equality
  • these and other considerations bred a fanatical adherence

(Seen from this strictly utilitarian point of view, communism’s modern equivalent would be militant Islam, extreme Islamic groups across the Middle East and North Africa being shown to create not only fanatical devotees but to unite fighters from all backgrounds and races (a theme mentioned in The World’s Most Dangerous Place: Inside the Outlaw State of Somalia by James Fergusson, 2013).)

He gives a good potted biography of Tito, son of a Croatian peasant (pages 310 to 313).

The epic trek to the Adriatic

The army engineer he’s brought with him supervises the flattening of a likely looking field to make a runway for the RAF to fly in much-needed supplies to the Partisans, but HQ back in Cairo make it clear the RAF aren’t keen on entrusting their pilots’ lives to amateur airfield builders. A new plan is suggested: that the Royal Navy brings supplies to a port on the coast of Dalmatia, until recently held by the Italians and not yet annexed by the Germans. In fact the Navy are wary, too, and prefer to drop supplies at an island off the coast.

Anyway, Maclean agrees a plan with Tito (impatient to get supplies anyway he can) who gives him Partisans to escort Maclean and a few of his team (Street, Henniker-Major and Sergeant Duncan) across country to the Adriatic coast, there to assess the situation and suggest the best island. Thus commences a long and arduous trek across mountains, through woods, crossing a German-patrolled road, fording a river, meeting all kinds of eccentric characters along the way and seeing for themselves the carnage meted out by the once-occupying Italians.

The itinerary is: Jajce (Tito’s base in Bosnia). Bugojno. Kupres. Livno (recently recovered from the Germans amid much fighting). Arzano (‘a few tiny white-washed houses, clinging to the side of a hill’). Zadvaije.

Then, at last, we heard the dogs barking in Baska Voda, were challenged once more, and, between high white-washed walls, found ourselves on a narrow jetty, looking out over a tiny harbour.

Then by local fishing boat out to the island of Korcula. They are treated royally, swim in the sea, taken round all the villages on the coast and greeted with acclaim. Trouble is, the bloody radio has stopped working so he can’t radio his whereabouts back to Cairo HQ. In the event a Navy motorboat turns up with, of course, an old chum of his from the navy and some tons of equipment.

Summary

An enormous amount happens in the next year and a half, described in 120 closely-written pages. Here are some highlights in note form:

The Germans consolidate their hold on the Dalmatian coast thus slowly squeezing off possible places for the Allies to land munitions for the partisans.

He is collected by Royal Navy motor boat and taken across the Adriatic to Allied HQ in southern Italy for orders. He is flown to Malta, then on across Libya to Cairo. Preparations are underway for a Big Three conference in the Middle East. Maclean submits his report, conclusion so far about the situation in Yugoslavia and the central importance of the partisans.

On return to Bari he finds the situation has deteriorated the Germans have seized more of the coastline. Repeated attempts to fly him back in are defeated by fog and snow. A captured German airplane is filled with top envoys from Tito to fly to Allied HQ but it has just loaded up when a German plane appears out of nowhere, attacking it with bombs and machine gun fire, killing some of Tito’s top lieutenants and some of Maclean’s British friends.

Finally he gets to land, drops some equipment and British officers, takes on board a new selection of Tito representatives, and flies back to Bari with a view to taking them on to Allied HQ in Egypt. Churchill and staff have returned from the Tehran conference with Stalin and Roosevelt (28 November to 1 December).

The central problem is that Britain has, up until now, been giving official support to the Royal Yugoslav Government in exile, appointed by King Peter, and sending arms to the Royalist Cetniks led by by Draža Mihailović. Now Maclean has to tell Churchill and other bigwigs that the Cetniks are not only not very effective on the ground but strongly suspected of acquiescing or even helping the Germans. Meanwhile, the real anti-German force is the partisans. So Maclean’s meetings with Churchill are designed to make him switch official British government support from the Cetniks to the partisans. But this leaves the  big problem that Maclean is reporting that Tito’s partisans will not only be the biggest force in post-war Yugoslavia but will probably form the government. Therefore British support for the King and the royal government in exile is increasingly irrelevant and backing the wrong horse. But how to switch British support without alienating the king, the Cetniks and the large proportion of the Yugoslav population which remains royalist? (Later on Maclean says that even the communists conceded that over half the population of Serbia was monarchist, p.490.)

This tricky diplomatic challenge runs throughout the rest of the Yugoslav part of the book and negotiations, between so many different parties, moving through so many different stages, are impossible to summarise. In a nutshell, young King Peter acquiesces in the decision but, as so often, it is his older advisors and other members of the royal family, who prove intractable and complicate the situation.

Maclean is flown back to Bari and then makes the dicey crossing back to an unoccupied Yugoslav port in a RN motor-torpedo boat. He reunites with his small staff and Tito’s staff and, after studying maps and latest German troop movements, they all agree the only viable island base for operations is the island of Vis. He then travels back to Bari to meet the Commander in Chief, General Alexander, to persuade him to assign the resources and troops required to convert Vis into a stronghold, for example building a large airfield and barracks for a permanent British force.

Yet another flight, from Bari to Marrakesh in Morocco where Churchill is recovering from flu, to persuade the great man to sign off on the Vis plan. they learn that Tito’s old headquarters in Jajce has fallen to the Germans and so, thinking they need some bucking up, Churchill writes a personal letter to Tito for Maclean to deliver by hand (p.413).

He is flown back to Bari and then parachuted into Bosnia to find and report the decision to Tito.

(Chapter 10) He is taken to meet Tito at temporary headquarters and discovers a Yugoslav Anti-Fascist Council has bestowed in Tito the rank of Marshall. Tito is delighted by the letter in which Churchill flatters him and readily agrees with the plan to make Vis a major support base for his partisans. They move about a lot and finally make a new HQ in caves overlooking a valley.

Chapter 11. New deal

Increasing air drops from the RAF and USAAF. Maclean is responsible for assigning officers to work with partisan units throughout the country.

Despite occasional stoppages, air-supplies were now arriving on a far larger scale. Air-support, too, was increasing by leaps and bounds….It was now possible, owing to the presence of my officers with Partisan formations throughout the country, to co-ordinate their operations with those of the Allied Armies in Italy. (p.429)

A Russian Mission arrives led by a Red Army general. This is the thin end of the wedge as East and West start to compete for the allegiance of Tito and his partisans.

A passage giving the decision, context and implications of the British government decision to stop supplying the Cetniks and diplomatic negotiations with King Peter (in exile in London) to see if he’s prepared to form a government of national unity i.e. let communist partisans enter his government in exile (pages 438 to 441). This would be best achieved if Maclean flies back to London to give advice, preferably accompanied by a representative of Tito.

Chapter 12. Change of scene

So he’s picked up by Dakota and flies to Algiers to meet with the new Supreme Allied Commander, General Wilson. Here, among many other decisions, it is decided to set up a Balkan Air Force which would train partisan volunteers and be responsible ‘for the planning, co-ordination and, to a large extent, execution of air operations in the Balkans’ (p.444). Long-distance phone call to Churchill with comedy because neither of them know how to use the newfangled scrambling equipment.

Next day he flies to London with the Tito delegate, Major Vlatko Velebit. It’s the spring of 1944 and England is overflowing with Americans and rumours of D-Day. He is summoned to a meeting with General Eisenhower, then to another one at Number 10. the military side – more supplies to the partisans – is easily agreed. The political negotiations with King Peter and the Royalists much more challenging. Peter has by now made an important public announcement telling his people to drop the Cetniks and support the partisans but this only has the effect of weakening his own support among disgruntled royalists without much increasing support for the partisans which was already strong.

Maclean receives a call from Buckingham Palace to go and brief the king who he finds to be surprisingly well-informed about the situation in Yugoslavia (p.449).

Then they get a radio message from Vivian Street, British officer with Tito HQ, that the cave hideout came under heavy attack from a co-ordinated German attack, many partisans were killed through Tito and senior officers made their escape. (Maclean gives a sustained description of the attack and gripping escape, pages 450 to 452.)

The HQ had been near the village of Drvar. In retaliation for supporting the partisans the Germans exterminate every man, woman and child in the village. That level of barbarism is what we were fighting to liberate Europe from.

The Germans pursue and harass Tito’s team who eventually radio for help. A date is made for a US Dakota to land at a cleared strip and Tito and key staff (and his dog Tigger) are loaded aboard and evacuated to Bari, the first time he’s been forced to leave Yugoslav soil since the conflict began (p.454).

Everyone agrees that, in order to continue functioning and provide a figurehead he must be returned to Yugoslav soil as soon as possible and the island of Vis, so long pondered as a new HQ, is agreed. Tito and his staff are taken there by Royal Navy destroyer, HMS Blackmore.

Chapter 13. Island base and brief encounter

Maclean drily observes that Tito likes caves. He makes his base on the island of Vis three-quarters up the side of Mount Hum. Since he was last there the island has been transformed with a huge Allied airfield built with as many as a dozen huge American bombers parked up.

The narrow roads were crammed with Army trucks and jeeps, stirring up clouds of red dust as they rushed along. Every few hundred yards dumps of stores and ammunition, surrounded by barbed wire and by brightly painted direction posts, advertised the presence of R.E.M.E., of N.A.A.F.I., of D.A.D.O.S., and of the hundred and one other services and organizations… Down by the harbour at Komisa was the Naval Headquarters, presided over by Commander Morgan Giles, R.N., who had what was practically an independent command over a considerable force of M.T.B.s and other light naval craft, with which he engaged in piratical activities against enemy shipping up and down the whole length of the Jugoslav coast… (p.458)

Also the establishment of the Balkan School of Artillery, set up on Vis as part of Maclean’s Mission under the command of Lieutenant-Colonel Geoffrey Kup:

whose life-work it became to instruct the Partisans in the use of the American 75-mm. Pack Howitzer. This was a light mountain gun, transportable on mule-back, if there happened to be any mules, and in general ideally suited to the type of warfare in which we were engaged. (p.459)

Also a partisan tank squadron being trained up in North Africa (p.464).

The Germans undertake another offensive, called the Seventh Offensive, against the partisans which starts with fierce fighting but then, like all the others, peters out.

The tide of the war is really turning. On 5 June 1944 Rome fell to the Allies. The following day saw the D-Day landings in Normandy. The Allies need to co-ordinate attacks on the Germans with the partisans; there needs to be discussion of the parts of northern Italy Tito wants to claim for Yugoslavia; plus the ever-intractable problem of the king and royalists. So it is that Supreme Allied Command in Italy ask for him to visit and Maclean organises the trip, accompanied by senior advisers, bodyguards and the faithful dog, Tigger.

It had been kept secret from Maclean, Tito and others that Churchill himself intended to fly in and meet Tito for the first time, and so the so-called Naples Conference came about. Churchill is fulsome in his praise, Maclean thinks Tito is amazed and pleased, the one-time peasant and revolutionary now sitting at the same table as one of the big three world leaders.

The high political problem is still how to reconcile with communist partisans with the royal government in exile, which has now crystallised round its prime minister, Dr Ivan Subasic. After ten days the Naples Conference ends and Subasic flies with Tito, his staff, Maclean etc back to Vis where the two Yugoslav parties hold a series of negotiations while the Brits sunbathe and swim in the beautiful aquamarine sea.

In the end a deal of sorts is agreed and Subasic flies back to London to put it to the king and his government.

Chapter 14. Ratweek plan

June 1944. Rumours that the Germans might retreat, withdrawing to a line they could better defend to the north of Yugoslavia. To do this they will need the central railway line from Belgrade to Salonika. Therefore it is the Allied aim to blow up the line and trap German forces in Yugoslavia.

The scheme was called ‘Operation Ratweek’. My proposal was that, for the space of one week, timed to coincide as closely as possible with the estimated beginning of the German withdrawal, the Partisans on land and the Allies on the sea and in the air, should make a series of carefully planned, carefully co-ordinated attacks on enemy lines of communication throughout Jugoslavia. This would throw the retiring forces into confusion and gravely hamper further withdrawal.

In drawing up these plans, we had recourse to all available sources of information concerning the enemy’s order of battle and the disposition of his troops, while at every stage we consulted by signal the British officers and the Partisan Commanders on the spot. Thus, the whole of the German line of withdrawal would be covered and every possible target accounted for. In the light of what we guessed the enemy’s plans to be the attack was fixed for the first week of September. (p.471)

Maclean decides to go from Bosnia to see for himself the situation in Serbia. Flies in and rendezvous with John Henniker-Major who’s been with the Serb Partisans since April. The Serb Partisans the Cinderellas of the movement, with less support from the local population, fewer rough mountains to hide in (unlike Bosnia), less successful against the Germans and so seizing fewer arms and so less well supplied than elsewhere. Lucky they have a good leader in Stambolic.

In April/May had come a change. The King announced his rapprochement with Tito and that led many to switch from supporting the passive Cetniks. Tito sent some of his best commanders to shake up the Serbian operation, notably Koca Popovic. And the Allies made a decision to stop supplying the Cetniks and supply the Partisans. As a result the latter began undertaking more operations and having greater success. Those who wanted to fight the invader went over to them, more successes, more seized arms and more prestige and respect, created a snowball effect. But still the deadly civil war between Partisans and Cetniks persisted.

So Maclean has been flown in to liaise with the Serb partisans. He is introduced to Koca, they pull out maps and have a comprehensive review of the situation, with Koca explaining where his forces can attack by themselves and where they’ll need air support, and what supplies.

Chapter 15. Ratweek fulfilment

He marches with partisans to Bojnik then onto the village where the Commander of the 24th Partisan Division, the formation responsible for the attack on the railway in the Leskovac area, had set up his Headquarters and where he finds Johnny Tregida, his liaison officer with the 24th Division. He kips in a courtyard full of Bulgarian prisoners. Next day they ride horses to Leskovac, where the attack on the railway is to take place. Information has found the town packed with German armour and motor transport and so HQ back in Bari had decided to send an unusually heavy fleet of bombers, some 50 Flying Fortresses. Maclean and his partisans watch from a nearby hill as these silver planes from high in the sky unload a huge payload on Leskovac and flatten it.

That night he observes the partisan attacks on the railway line, tackling enemy pillboxes while they set charges to blow up bridges and culverts, then tear up the railway itself and burn the sleepers. The idea is to delay or even trap the German forces in Greece and Yugoslavia, to prevent them being transferred to north Italy and Austria, to make the Allies job in those places easier.

All over occupied Yugoslavia similar attacks take place to destroy communications and bottle up the German forces. They notice enemy planes flying north and suspect they are carrying senior staff officers, communicate this to HQ who undertake attacks of these little convoys which promptly cease.

Maclean rides north to reunite with Boca, and is struck by the lush fertility of the Serb countryside and its rural prosperity, compared to rockier, poorer Bosnia. It’s a long journey over many days and Maclean gives a wonderful impressionistic account of the small villages of whitewashed houses, the locals bringing food, waking up in an orchard of plum trees, and so on. What experiences he had!

News comes through that the Bulgarians are negotiating an armistice and then that they have come in on the Allied side, with the result that Bulgarian forces throughout Yugoslavia switch sides. He meets up with Boca and Partisan headquarters which is itself riding north, now making a convoy.

They enter Prokuplje as liberators and are feted and feasted. He has just rigged up a bath and is having locals boil water when news comes of a German counter-attack, they have to quickly load their belongings and ride out.

He really enjoys life on the move in Serbia, the lush countryside and friendly villagers and wonderful food and so is annoyed when he receives a direct order from General Wilson. Tito has disappeared from Vis and Maclean is to report to the nearest partisan airstrip in order to be flown out of Serbia and find him.

Chapter 16. Grand finale

Tito has disappeared from Vis and his unexplained absence causes quite a bit of resentment among the British who had been entirely funding the partisans and lost good men among their liaison officers. After confirming his absence Maclean returns to Serbia, to hook up with the troops of Peko Dapcevic at Valjevo in time to see it fall to the partisans, helped by British Beaufighters. He finally locates Tito who’s in the Vojvodina and replies equably enough to a letter he sends him.

The second half of the chapter, pages 504 to 514, is devoted to Maclean being in at the liberation of Belgrade, the notable aspects of which are: 1) that the advance and battle are dominated by the Red Army which has crossed the Danube into Serbia – there’s lots of fraternising with Russians so lucky that Maclean speaks fluent Russian and also has received a Russian military medal which he dusts off and pins prominently to his uniform; and 2) the Germans put up a fierce resistance as they retreat, some of which Maclean witnesses at close quarters.

Chapter 17. Who goes home?

A few days after the conquest of Belgrade, Tito flies in and holds a victory march where Maclean is much moved by the ramshackle, dirty, patched-up appearance of the partisans, indicative of years of struggle, living off the land, guerrilla warfare. Now the partisans set about consolidating their grip on power. Tito negotiates a power-sharing deal with Royalists but it is plain this is only a temporary agreement.

On 27 October Maclean has his first meeting with Tito and conveys British irritation at his unexplained disappearance. In fact by this time the mystery has been cleared up because Stalin, at their most recent meeting, had told Churchill that Tito was visiting him in Moscow.

Maclean’s team of officers who had each been assigned to various partisan groups, now assemble in Belgrade and quickly convert themselves to a working British embassy. The last few pages describe this transition of the partisans from wartime guerrillas to peacetime administration. There is still fighting in the north but Tito has settled into the White Palace, Prince Paul’s former residence on the outskirts of the city (p.523). Maclean is still involved in negotiations with the king and royal government in exile, featuring Dr Subasic (who flies to Moscow to get Stalin’s blessing, p.520) which are detailed and complex but ultimately futile, for the partisans are solidly in power, with the numbers, the arms and the organisation to enforce it.

There is a lot of detail about the negotiations which dragged on until early March 1945 (p.530). But for Maclean the glory days of guerrilla warfare and living in the field were over and he asks to be transferred away from Yugoslavia. In mid-March he flies out after 18 months’ very intensive engagement, before the geopolitics and diplomacy get complex and messy. The book ends with his description of getting into the plane, taking off and watching the coastline disappear behind him. He had just turned 34. What an amazing series of adventures to have had by such a young age!

It’s very striking that the book ends with no summary, no conclusions, no Final Thoughts, no analysis of the political situation, let alone a retrospective description of how the war ended, how relations with Russia deteriorated, the start of the Cold War, Yugoslavia’s evolution under Tito’s rule or any of that – nothing, nada.

Maclean restricts himself very consciously to a first-person account of the immediate, of what he saw and thought and said and experienced. He gets on the plane and flies West and it’s over. It’s a very abrupt but totally appropriate ending.


In his father’s footsteps

Very slightly and subtly, Maclean’s father hovers in the background. Once or twice he casually mentions that some of the places he visits in Central Asia were visited by his father 30 years earlier. He enlists in the same regiment as his father. His father fought in the North African desert in the First World War and at some points MacLean passes through some of the same places e.g. Matruh (p.204). Living up to his father’s achievements.

Private school

Maclean’s aristocratic upbringing and bearing are present throughout, in his confidence and savoir vivre, in his practical skills (skiing, camping, hunting and shooting), in his urbane easiness in the company of filthy partisans or prime ministers and kings. Only once or twice does he explicitly refer to his privileged upbringing, but then in the same kind of way that all his generation and class did (the tones collected and defined by Cyril Connolly for so influencing the mindset and writing of the 1930s generations of poets and novelists):

The M.L. arrived that night and I went on board, as excited as a schoolboy going home for his first holidays.

Upper-class chums

A central characteristic of the posh, of aristocrats, of the landed gentry, reinforced by the network of private schools they attend, is that they all know each other, they are all ‘old friends’. Not only that but it only suffices to work with someone for a bit – in the Foreign Office or the Army, say – for them to be recruited into your cohort of ‘old friends’. And so these people move in a kind of gilded world filled with old friends and bonhomie.

And so, leaving them in the able and experienced hands of Jim Thomas, an old friend from Foreign Office days, I went…

In Mrs. Fraser-Tytler I found a fellow clanswoman with whom my friendship dated back to the days of my childhood in Inverness…

It was in this frame of mind that I went to see Rex Leeper, an old friend from Foreign Office days, and now His Majesty’s Ambassador to the Greek Government then in exile in Cairo… (p.278)

One of the sailors I recognized as Sandy Glenn, an old friend with a number of adventurous exploits to his credit… (p.373)

I recognized the work of my old friends Mark Chapman Walker and Hermione Ranfurly, the Commander-in-Chief’s highly efficient Military Assistant and Private Secretary… (p.401)

John Clarke and Andrew Maxwell were both old friends of mine… (p.432)

The problem which had been exercising me for some time, namely, how to get my old friend Sergeant (now Sergeant-Major) Charlie Button into Jugoslavia… (p.435)

Ralph Stevenson…British Ambassador to the Royal Jugoslav Government…was an old friend from Foreign Office days… (p.468)

The example of a partisan they worked with closely – ‘Brko, by now an old friend…’ (p.491) – indicates how it’s not length of time that makes someone an ‘old friend’, but depth of experience and closeness of companionship. Old friends need not, in fact, be old friends at all, just people you’ve gotten to know and trust, sometimes over comparably short periods of time.

This is a quality I commented on in my reviews of John Buchan, whose fabulously posh protagonists are continually bumping into ‘old friends’ whenever they need help. Not being plugged into a network of successful, well-connected ‘old friends’ in commanding positions across politics, business, the forces, the arts, I can only marvel at the ease and confidence with which these privileged creatures lived out their charmed lives. For example, take this profile of David Stirling’s Intelligence Officer, Gordon Alston:

By the time he reached the age of twenty-five Gordon had managed to have a remarkably full life. Having got off to a flying start when he left Eton at seventeen to become a racing motorist in Italy, he had later tried his hand at journalism in France and brewing beer in Germany. Since early in the war he had served in Commandos or Commando-type units. This varied experience had left him with a taste for adventure, a knowledge of foreign languages, and, most conveniently for us, an altogether remarkable flair for military intelligence.

How ripping! A big part of the pleasure of reading books like this is not only all the operational war stuff, but simply marvelling at the wonderfully varied, adventurous lives these privileged people seemed to live.

(And, as a digression, it crosses my mind that it’s the quality whose degraded, shabby, poor relation – a seedy, fake bonhomie – is satirised and ripped to shreds in William Boyd’s comic novel A Good Man in Africa.)

Upper-class manners

Being phenomenally posh, being a polished specimen of the British upper class, gives him the impeccable manners, savoir faire and confidence to meet and socialise with all ranks, from peasants to monarchs. The book invites us into this world, lends us the cloak of his manners and politesse, so that we are not as surprised as we maybe should be when Maclean calmly records being sent to meet the future leader of Yugoslavia, invited to spend the weekend with Churchill or to dine with exiled King Peter. Other countries will continue to have kings and emperors and aristocrats and leaders who reek authority and stickle for etiquette and procedure, so it makes sense that we should have a cohort of impeccably turned-out sophisticates who can match them at their game.

It is a symbol of how far Britain has fallen that the shambling liar Boris Johnson was Foreign Secretary from 2016 to 2018, embarrassing Britain at international events around the globe purely because Theresa May needed to keep a potential usurper and his faction in the ever-fractious Conservative Party onside. Shaming.

Roughing it

Aristocrats aren’t all floppy haircuts and parties in Chelsea, especially the Scottish variety. Instead, Maclean really loves roughing it, and takes to life on the road in Central Asia or on the run with partisans in the forests of Bosnia with equal alacrity. He likes the simple life.

Having eaten my breakfast, I cleaned out my mess tin and used it for boiling some snow-water on the stove, to shave in. It was an agreeably compact mode of life, with no time, space or energy wasted on unnecessary frills. (p.420)

Time after time he tells us that sleeping rough, bunking down in an orchard wrapped only in his greatcoat and with his backpack for a pillow, eating primitive food in a cave in Bosnia or bully beef in the Libyan Desert, this is what he wants, this is how he likes it, pure and clean and simple.

Lols

Maclean has a dry, understated sense of humour, the true aristocratic drollness, an unflappable ability to put up with discomfort and find the amusing in every situation. The book is studded with a number of comic setpieces.

Our short train journey had an improbable, dreamlike quality, which even while it was actually in progress, made it hard to believe that it was really happening. From the inside, Tito’s special coach was even more like a hut than from the outside, with an open stove in the middle and benches round the wall. The stifling heat of the stove induced sleep. The benches on the other hand were just too narrow to sleep on with any security. On the floor lay Tigger, in a bad temper and snapping at everyone’s ankles. At last, after a great deal of fussing and settling down, he went to sleep, only to be woken again almost immediately by a Cabinet Minister falling off one of the benches on top of him, whereupon pandemonium broke loose. It was not a restful journey… (p.421)

Also the story of the British officer, living and working with the partisans who, wherever he puts his sleeping bag and goes to sleep, always fidgets and ends up rolling yards, sometimes quite a distance away, one time being found wrapped round a tree stump, another time on the edge of a precipice, each time fast asleep and snoring his head off.

An eye for the ladies

There’s no mention of a girlfriend, lovers, no romance and certainly no sex of any kind. It’s part of the book’s tact and discretion. But Maclean does have what we used to call ‘an eye for the ladies’ and permits himself regular mention of particularly toothsome young women whenever he encounters them:

[In Korcula] a small crowd had soon collected to look at us. It included, I noticed with pleasure, one extremely pretty girl., (p.366)

From now onwards [Charlie Button] took charge of the Mission’s administrative arrangements, and ‘Gospodin Charlie’, as he was known, could be seen planning moves, negotiating for pack-horses, bartering strips of parachute silk for honey or eggs with buxom peasant girls… (p.435)

The technicalities involved were explained to me by an officer of the United States Army Signal Corps, while a pretty W.A.C. Sergeant prepared to take a recording of what was said. (p.444)

The Americans furnished me, in case of need, with a stenographer, a blonde young lady of considerable personal attractions wearing a closely fitting tropical uniform… (p.466)

Most of them [the population of the little Serbian town of Dobrovo] were rosy-cheeked, stolid-looking creatures, broad in the beam, with thick arms and legs, but amongst them, I noticed, was one exceptionally pretty girl, slim and dark, with classical features and a clear, pale skin, holding a little curly-haired child by the hand. (p.492)

And many more.

Upper-class tact

A crucial aspect of good manners, as of diplomacy, is tact. As the book progressed I became increasingly aware of the narrative’s tact. What I mean is that he is very discreet and polite about the many individuals named in it. About his army colleagues, first in the SAS then on location in Yugoslavia, he is uniformly full of praise, especially praising those who won medals. He has to use tact when dealing with all manner of Soviet officials and local peasants and brigands in Central Asia. He has to be tactful in his dealings with Tito, and in Yugoslavia has to train his officers in how to interact with the partisans tactfully i.e. show them how to use equipment without insulting their manhood or achievements. (Maclean has some comic stories about illiterate partisans eating various supplies such as plastic explosive, stories echoed in Ben Macintyre’s stories about the French Resistance.)

This quality comes out into the open, as it were, in the various descriptions of Winston Churchill, where Maclean allows himself to mention Churchill’s eccentricities:

  • at Chequers insisting on spending the evening with senior military staff watching Mickey Mouse cartoons in his private cinema
  • meeting underlings at his Cairo villa lying in bed in a silk dressing gown smoking a cigar (p.401)

But he only goes exactly to the same point as the common myth of Churchill’s whimsical personal style and no further. He tells humorous anecdotes about people but is never indiscreet. That would be bad form.

Once this had occurred to me I realised you could regard the abrupt ending of the book as itself an act of tactfulness. If he’d gone on to describe events after his departure from Yugoslavia in March 1945 (the final months of the war, conflict with Russia, the Cold War and scores of other issues such as the election defeat of Churchill) it would have stained and muddied the purity of the kind of narrative he wants to tell. Ending his text so abruptly is an aesthetic statement – less is more – and supreme act of tactfulness.

H.G. Wells

Happening to be reading a lot about H.G. Wells at the moment, I was struck when Maclean makes a reference to him, describing the American Lightning aircraft, with their twin tails and bristling cannon, as ‘like something out of H.G. Wells’ (p.393) – presumably he’s referring to Wells’s Edwardian novels about the war in the air, although also, maybe, to his description of apocalyptic war in ‘The Shape of Things To Come’ (1933) – either way, testimony to the grip on the popular imagination, about the future and disastrous wars, that Wells continued to exert.

Penguin are pants

I’m reluctant to buy new paperback books because they’re generally such poor quality. This book is a case in point. The typeface was degraded and poor quality on every page. Random words appear in lighter typeface than their neighbours. Random letters within words are partly effaced. Entire lines have either the upper or lower part of the letters distorted. You know when you make a photocopy of a document and position the original badly so that the photocopy misses off one side of the page? Like that, the final parts of letters are cut off all down the right hand side of the text. Some pages are in a different font from the main text (pages 152 to 153).

Precisely 24 hours after it arrived I noticed that, looked at side-on, the middle pages of this brand new book had ceased to lie flat but had become wavy. When I opened to these pages I discovered they were the ones containing half a dozen or so very very very bad quality reproductions of photographs, and something about reproducing these photos in plain ink on normal paper must have somehow made them absorb moisture from the atmosphere and become wrinkled and creased. They look like they’ve been dropped in the bath.

Only occasionally did all this make it impossible to actually read, but these marks of poor quality appeared on every one of the book’s 543 pages and were a constant distraction. They made me think what a mug I was to spend £12.99 on such a shoddy production. Never buy new Penguin books. Very poor print standards.

This is said to be the definitive book on the subject and it feels like it, a large-format, massive, heavy Oxford University Press edition, printed on beautiful high quality paper. It’s surrounded by impressive scholarly apparatus consisting of:

  • a glossary of African terms (49 entries)
  • 4 maps
  • an impressively long list of acronyms (11 pages, 161 entries)
  • extensive notes (99 pages)
  • a huge bibliography (45 pages including not only books and articles, but reports from numerous official bodies and charities, plus films and works of fiction)
  • a long index

The great war

I’ve summarised the war, with maps, in my review of the relevant section of David Van Reybrouck’s great book, Congo: the epic history of a people. This is the briefest I can get it:

  • Rwandan Tutsis driven by low-level pogroms had fled during the 1980s into neighbouring Uganda
  • some of these served in the insurgent army of Yoweri Museveni during the Ugandan Bush War and helped him overthrow the dictatorial rule of Milton Obote in 1985
  • emboldened by their experience, some of these Tutsi exiles set up the Rwandan Patriotic Front (RPF)
  • in 1990 the RPF began small-scale incursions into northern Rwanda, fighting the army of the Hutu-majority government of Juvénal Habyarimana
  • after 4 years of civil war the parties were brought to a peace accord which Habyarimana signed and was about to implement when a plane carrying him was shot down in mysterious circumstances; most people think it was shot down by elements in the Hutu army and government which a) rejected the peace deal with the RPF b) wanted to implement the genocidal policy of the so-called Hutu Power group, which said that Rwanda would never be at peace until the Tutsis (about 15% of the population) were exterminated
  • they organised the Rwanda genocide, 7 April to 15 July 1994
  • as soon as the genocide started, the RPF recommenced military action, and successfully defeated the Hutu government forces, driving them into the south and west of the country and then over the border into Zaire
  • but it wasn’t just the Hutu leaders who fled; as cover and part of their ideological program, they forced up to 2 million Hutu civilians to flee, too, terrifying them with rumours of Tutsi massacres
  • having completely failed to prevent the genocide or halt it as it was carried out, the international community now over-compensated by flooding the refugee camps with aid
  • however aid agencies, UN officials etc quickly realised these vast camps were completely in the control of the extremist Hutu leaders and génocidaires
  • the génocidaires used some of the western aid to rearm and regroup and, as soon as possible, began raids back across the border into Rwanda, killing Tutsis and Hutu they accused of being collaborators
  • they also attacked, and caused others to attack, the Banyamulenge, ethnic Tutsis living in eastern Congo, particularly the province of South Kivu
  • the new Rwandan government of national unity which had been set up after the RPF victory protested loud and long about this anti-Tutsi violence and asked ‘the international community’ to stop it and properly police the camps but to no avail
  • eventually, the RPF, along with forces from neighbouring Uganda, invaded Zaire and seized the camps; they a) forced the hundreds of thousands of Hutu refugees to return to Rwanda and b) pursued the génocidaires who, reasonably enough, fled deeper into Zaire, often taking large groups of refugees with them as cover
  • before the RPF embarked on their campaign they and their Ugandan allies realised ‘the international community’ would react badly to a straightforward invasion and so came up with the plan of covering their actions by using a native, Congolese rebel group and their leader, as a front man for the invasion, to make ‘a foreign invasion look like a national rebellion’ (p.115)
  • the figure they chose was Laurent-Désiré Kabila, not very effective leader of the People’s Revolutionary Party (PRP), who in reality spent most of his time smuggling gold and running a brothel
  • so the Alliance of Democratic Forces for the Liberation of Congo (AFDL) was invented, with Kabila as its supposed leader; Prunier remarks that Kabila’s subservience to ‘the tall ones’ (as everyone called the Tutsis) earned him the Swahili nickname Ndiyo bwana, meaning ‘yes sir’ (p.124) (cf David van Reybrouck’s account, ‘Congo: The Epic History of a People’, p.418)
  • as the RPF-led alliance forces experienced success which surprised even them, the idea developed to permanently cut off Zaire’s support for Hutu extremists by the simple expedient of overthrowing its long-standing President, Mobutu Sese Seko, who had been friends with Habyarimana and had supported the Hutu génocidaires running the camp
  • and so the border incursion developed into a full-scale march on the capital of Zaire, Kinshasa, which Mobutu and his cronies fled in panic (16 May 1997) and where Kabila, much to his own surprise, was installed as third president of independent Congo (which now changed its name back from Zaire to Democratic Republic of Congo)
  • Prunier says this incursion could be seen as the first postcolonial imperial conquest of one African country (Zaire) by another (Rwanda), ‘the first case of clear-cut African imperialism’ (p.333)
  • the period from the invasion to the new regime became known as the First Congo War (October 1996 to May 1997)
  • trouble was Kabila found himself in a tricky position: he had to please his Rwanda-Uganda masters who had put him in power, but he now had all the political factions and the general population of Congo to please as well
  • to please these new constituencies, in July 1998, Kabila ordered all Rwandan and Ugandan forces to leave Congo, they were widely perceived as an invading and occupying force (p.178)
  • but Kabila’s masters back in Kigali (capital of Rwanda) and Kampala (capital of Uganda) were understandably miffed at their puppet’s ingratitude and so they launched a second invasion, this time to overthrow Kabila
  • Prunier explains that it was support from Angola and Zimbabwe which saved Kabila’s ramshackle regime, along with some support from Sudan, Libya and Chad;
  • it was this second incursion which came to be known as the Second Congo War, which commenced in August 1998 but which then unravelled into a wider conflict, eventually drawing in forces from half a dozen other African countries, and degenerating into the armed chaos which came to be known as the Great War of Africa, which dragged on until (supposedly) ended by peace treaties in July 2003, a five-year war in which some 350,000 people died in fighting and as many as 5 million died from massacres, disease and famine
  • and it is this, the Great War of Africa, whose complex origins and tangled course that this book sets out to explain

Prunier’s critical attitude

I associate serious history with a serious, professional tone so I was surprised from the start by Prunier’s tone of blistering cynicism and withering criticism, above all of the ‘so-called’ international community, in particular of the West and the ‘so-called’ international community, which he sees as behaving with stunning ineptitude at every stage of the crisis:

  • ‘Western incompetence and vacillation’ (p.23)
  • western ‘guilt, ineptitude’
  • ‘the Western world reacted with stunned incompetence’
  • ‘the West…was caught napping at every turn’ (p.24)
  • ‘nobody in the international community had done anything to stop the genocide (p.33)
  • ‘the utter spinelessness of the international community before, during and after the genocide’ (p.35)
  • ‘the cowardice of the international community’ (p.35)
  • ‘stunned impotence of the international community in the face of violence’ (p.38)
  • ‘of course the international community remained totally passive’ (p.57)
  • ‘the international community did not understand the nature of the problem’ (p.225)
  • ‘the United Nations, that supposed repository of the world’s conscience…frantically doing nothing and avoiding any responsibility in the third and last genocide of the twentieth century…’ (p.331)

Humanitarian aid instead of political solutions

Prunier blames the spiral down to war on the international community’s failure to address the political causes of the Rwanda civil war, then the genocide in Rwanda, then the refugee crisis in Zaire, then the armed invasion of Congo. In all instances the West preferred to offer humanitarian solutions i.e. to send in the aid agencies and NGOs, but consistently ignored the political roots of the crisis. Sending loads of tents and emergency food is easier than trying to address the political problems. And so the fundamental political issues were left unresolved, festered and spread.

The international community rushed into humanitarian aid with guilty relief, never-too-late-to-do-good, thus greatly helping the perpetrators of the very crimes it had done nothing to stop. (p.30)

And:

‘The West treated what was essentially a political problem as a humanitarian crisis.’ (p.58)

Critical of the RPF

Prunier is far more critical of Paul Kagame’s RPF than other accounts I’ve read, accusing the regime of developing into a dictatorship, and of its military wing, the Rwandan Patriotic Army (RPA) of carrying out numerous massacres of Hutus in Congo.

Prunier explains this by going back to the RPF’s origins in Uganda in the 1980s to describe the atmosphere of violence in which it was born and flourished a) fleeing anti-Tutsi pogroms in Rwanda and then b) getting caught up in Uganda’s Bush War. When the Rwandan exiles helped Museveni win this war and come to power, it clinched their experience that disciplined violence works.

Prunier goes on to describe the RPA’s violent ethos more unforgivingly than other accounts. In particular he is at pains to emphasise, right from the start, that as it fought its way across Rwanda during the genocide, the RPA a) carried out its own massacres of Hutus and b) didn’t plan its campaign in order to stop the violence i.e. target the worst areas, but was more focused on eliminated the Rwandan army and securing complete control of the country.

He discusses the report drawn up by Robert Gersony for the UN which conclusively proved the RPA was carrying out massacres of its own and claims this report was suppressed by the UN and western nations (pages 31 and 350) because of its accusations against a force the West was championing as a solution to the genocide. The report was suppressed and Gersony was instructed to never discuss the findings, and has kept silent to this day. We are in the world of conspiracy theory. Mind you, it fits Prunier’s withering view of the United Nations generally:

  • As to the UN human rights operation, it was a sad joke. (p.18)
  • [The United Nations Assistance Mission for Rwanda was] despised by everybody in Rwanda as the embodiment of arrogant powerlessness. (p.33)

A key event was the Kibeho massacre, April 1995, in which up to 4,000 refugees were killed by RPA soldiers. Prunier describes it in detail and how it led to the collapse of the government of national unity which had been running Rwanda since the RPF victory. He draws the same jaded conclusion which he applies to the genocide and then the invasion of Congo as a whole:

Non-treatment of the consequences of genocide, well-meaning but politically blind humanitarianism, RPF resolve to ‘solve the problem’ by force, stunned impotence of the international community in the face of violence, and, finally, a hypocritical denial that anything much had happened.

It was one of what Prunier calls ‘massive human rights violations’ by the RPA (p.126). Much worse were the mass killings in and around the refugee camps in November 1996. Prunier cites the report of Father Laurent Balas (p.124) and of Roberto Garreton, the UN Special Rapporteur on the situation of human rights whose work was blocked by Kigali (p.157). At the end of the chapter dealing with the Alliance’s swift advances through Congo, and accusations of widespread massacre, Prunier calculates that as many as 300,000 of the refugees disappeared, died of starvation, disease, lost in the jungle or were murdered by RPA forces (p.148).

(Cf David van Reybrouck’s account of the RPF carrying out ‘ethnic cleansing’ and ‘massive carnage’, ‘Congo: The Epic History of a People’, pages 423 to 425, where he estimates that between two to three hundred thousand Hutus were murdered.)

Very broadly speaking, the idea is that ‘the West’, specifically America but others too, tried to downplay the massacres out of a) guilt at letting the genocide take place and b) the wish to believe that a clean, democratic new regime existed in Kigali. The massacres were embarrassing. It left the UN and others on a hook, not knowing how to react: so they consistently downplayed them (p.159).

Prunier makes this point, that Western guilt over having stood by and done nothing to stop the genocide, explains why the West gave large amounts of aid to Rwanda even as it was fighting an extensive war, and obstinately overlooked all evidence that RPF forces were carrying out large-scale massacres of their own (e.g. pages 246, 273). Rwanda was able, for years, to ‘surf’ on western guilt (pages 266, 350, 351).

And Prunier details the internal developments in Rwanda, namely the persecution of critics and the inevitable rise to power of Paul Kagame at the head of ‘a dictatorial minority government’ (p.273), his:

ruthless determination, his capacity to fine-tune white guilt as a conductor directs an orchestra’ (p.332)

and his creation of ‘an airtight authoritarian state’ (p.294).

[The enthusiastic support of the West, and especially Western journalists, for an underdog rebel militia with a noble cause fighting a brutal stronger power reminds me of the decade I spent watching BBC and ITV journalists in Afghanistan with the mujahideen singing the praises of these plucky Davids fighting the Soviet Goliath. Only after the Soviets left and the country plunged into civil war from which arose the Taliban were those western journalists forced to change their tune. Moral of the story: don’t take sides in foreign wars; neither side is ever as squeaky clean as we childishly wish them to be. All sides in a war are compromised.]

Encyclopedic complexity

As early as page 40 the text has got so complicated that it becomes difficult to follow. Everything Prunier describes he does so in immense, encyclopedic detail. The events in Rwanda I have a rough handle on, having read half a dozen accounts. I found it more challenging to read his long, detailed explanation of the civil war in neighbouring Burundi, his examination of the political and ethnic roots going back to the colonial period, starting with the fact that there were four different Hutu guerrilla groups, moving through dense complexity to the killing of Burundi president (Hutu) Cyprien Ntaryamira by Tutsis soldiers in an attempted coup in April 1994.

A contemporary journalist summed up the resulting situation in a quote I include not so much to clarify but as an example of the sheer number of entities the reader has to get clear in their heads, along with their changing motivations and policies.

The present situation in Burundi is largely a result of Zairean support for PALI-PEHUTU and CNDD. The final attack on Burundi would be a catastrophe for Rwanda because the plan is to allow Nyangoma to take power in Bujumbura and to bring the Interahamwe back in Rwanda. (quoted page 68)

Even more so his hyper-detailed explanation of the complex ethnic situations in the eastern Congo provinces of North and South Kivu, which also have long, very complicated ethnic histories. You’d have thought it would be difficult for anyone else to ever go into as much detail or display such scary erudition as Prunier. The situation in the Kivus is important because they form Congo’s border with Rwanda and therefore played a key role in the escalating crisis which eventually led to the Rwandan invasion, but the histories of ethnic rivalries, conflict, massacres, numerous parties and militias – for example the key role played by the Banyamulenge – are mind boggling.

And then he has a chapter titled ‘The Congo basin, its interlopers and its onlookers’ (pages 73 to 112). This is where Prunier slowly and painstakingly goes round all the countries which border Congo and explains why many of them were already infiltrating armed forces across its borders or through its territory in order to achieve a kaleidoscope of military and political goals. Featured countries include Congo and Rwanda (obvz), Uganda, Sudan, Tanzania and Angola, each of which themselves hosted complex civil wars, generally going back decades, as far as independence.

A feature of all these conflicts is the extraordinary number of military groups they give rise to, all of which have grand titles and imposing acronyms, hence the 161 acronyms listed at the start of the book. I found myself referring back to it on every page. Just the 5-page backgrounder on Congo includes:

  • Mobutu’s Mouvement Populaire de la Révolution (MPR)
  • Étienne Tshisekedi’s Union for Democracy and Social Progress (UDPS)
  • the Conférence nationale souveraine (CNS) set up in 1990
  • replaced by the Haut Conseil de la République-Parlement de Transition (HCR-PT)
  • the FAZ or Forces Armées Zaïroises

By about page 75 the book was feeling less a history than a degree course in the history, politics, ethnography and sociology of half a continent. I think you’d have to read it at least twice, probably three or four times, stopping to consult histories of all the other countries mentioned, to stand a chance of getting your degree.

I particularly enjoyed the background sections on countries we don’t hear so much about in post-imperial Britain, such as Angola and, even more so, the Francophonie countries which you rarely read about, Central African Republic, Chad and Congo-Brazzaville.

Initially, I was surprised at the jaded bitterness of Prunier’s tone but after a while I began to realise that only the blackest of black humour can do justice to a continent whose rules have spent 60 years doing their damnedest to utterly destroy.

Angola is a much richer country than either the Sudan or Uganda, which allowed its process of national destruction to be carried out with an impressive array of military means quite unknown in other parts of the continent, apart from Ethiopia. (p.88)

The guts of the war are described in a chapter graphically titled ‘Sinking into the quagmire’. It’s challenging keeping track of all the state-backed militias and armed forces, but when these start splintering and fighting amongst themselves, it becomes almost too complex to understand. On page 201 Prunier humorously asks whether his exasperated reader is ready to give up, and he’s got a point:

Does the reader at this point want to throw in the towel and give up on the ethnopolitical complexities of the region? I would not blame him, although I can assure him that I am honestly trying to simplify the picture. (p.201)

The importance of Angola

The single biggest cause of the Great War of Africa is that Eduardo dos Santos’s MPLA government in Angola went to the defence of Laurent-Désiré Kabila’s regime in Kinshasa.

I’ve explained how Kabila was installed as a puppet ruler by the alliance of Rwanda and Uganda to replace Mobutu, who both countries wanted removed from power, but how, after a year, he then turned on his own backers and ordered all Rwandan and Ugandan forces out of the country. And how this triggered those two countries to make a second invasion and remove Kabila.

For a start, Prunier adds much more detail to the story by explaining that Kabila was a terrible leader, stuck in a Marxist timewarp from the 1960s, but also just shambolic, chaotic and unpredictable, managing to insult or irritate all the neighbouring regimes and running his own one in a deeply unpredictable way, arresting his own ministers on a whim etc. So when Rwanda-Uganda began their second incursion to remove him many were keen.

Kabila had sacked his (Rwandan) chief of the army staff, James Kabarebe, who returned to the east of the country and, in Goma, hijacked three commercial freight planes, filled them with RPA troops, and flew them to the government base of Kitona on the Atlantic coast where they quickly turned Kabila troops to their side. Towns around Kitona fell, as did the diamond centre of Kisangani. The rebels seized the Inga hydroelectric station that provided power to Kinshasa as well as the port of Matadi through which most of Kinshasa’s food passed. In other words, Kabila’s regime looked doomed.

Then Angola intervened to save it. Why? The answer has to do with conditions inside Angola. The Movimento Popular de Libertação de Angola (MPLA) government based the capital Luanda had been fighting a civil war against Jonas Savimbi’s UNITA (União Nacional para a Independência Total de Angola) since independence in 1975. In 1994 the Lusaka protocol tried to broker a ceasefire and in 1995 UN peacekeepers arrived. But Prunier explains in detail why, by 1998, the truce had broken down and fighting began again.

The point is that the MPLA had, originally, in the 1970s, been a Marxist movement and Savimbi had presented himself as a business-friendly ally of the West, meaning America. In the simple binary of the Cold War, the MPLA were supported by the Soviet Union and the Cubans, UNITA by America and South Africa. And because Mobutu, ruler of Zaire/Congo, was also a creature of the CIA, supported by America, Mobutu had, for 15 years or more, offered UNITA bases and sanctuary in south Congo/Zaire.

Therefore, as Rwandan forces and Congolese forces backed by Rwanda closed in on Kabila’s regime, the MPLA, after some delay, finally gambled that supporting Kabila and having the gratitude of his weak regime, would guarantee that he would not support the MPLA’s enemy, UNITA. Angola threw itself behind Kabila as part of its ongoing civil war. And the key fact? Angola had one of the largest economies in Africa, based on its huge oil wealth. It had lots of planes, helicopters and a well-trained battle-hardened army, which it now sent to start supporting Kabila. The MPLA’s support for Kabila ensured he would stay in power and that the war would continue for three long, bloody, increasingly chaotic years.

Five layers of conflict

Prunier suggests the war had five layers (pages 201 to 203):

Layer 1: Core conflict: the RPF regime in Rwanda trying, with partner Uganda, to overthrow the puppet ruler, Kabila, who they’d installed.

Layer 2: Powerful players: Angola, Zimbabwe, with Namibia along for the ride, who had no interest in the Hutu-Tutsi conflict but wanted Kabila to remain in power (for Angola, to prevent UNITA taking refuge in Congo; for Zimbabwe, to continue mineral contracts made with Kabila; Namibia just went along with its big powerful neighbour, Angola).

Layer 3: Secondary actors: Libya, Chad, the Sudan, no interest in Congo but it was a zone to sort out relations between themselves and core players, mostly Uganda, which was more or less at war with Sudan.

Layer 4: bordering countries: Burundi which sent a small number of soldiers into the conflict; Central African Republic which tried to stay out.

Layer 5: South Africa: had no military or political interest and never sent troops to the war, but had a strong economic motive in infiltrating the economy of collapsing Zimbabwe and consolidating its hold on Congo’s huge mineral reserves so, on the whole, supported the rebels as being more desperate to turn the assets (mines etc) into cash i.e. let South Africa get bargains. This changed when Joseph Kabila came to power and, unlike his father, let it be known that he was open to business. South African banks and mining corporations suddenly packed his diary (p.262).

From all this you can see why Prunier calls it:

a war fought among foreigners on Congolese territory for reasons of their own. (p.274)

The shift to economic motivation

Why did so many of the countries neighbouring Congo get involved in the conflict? Prunier explains the motivation in the chapter titled ‘The Congo basin, its interlopers and its onlookers’ (pages 73 to 112). This has the added benefit of giving fascinating brief profiles of the countries involved, from Congo itself, through Angola, Zimbabwe, Namibia, Congo-Brazzaville and so on.

Then there are the two increasingly mind-boggling chapters describing the chaotic conflict itself, ‘A continental war’ (181 to 226) and ‘Sinking into the quagmire’ (227 to 255).

He makes a vital point: the war might have started out from geopolitical considerations but as it went on it became increasingly economic i.e. about seizing Congo’s mineral resources:

What mattered more and more as the war went on were the economic interests. (p.234)

And this had a big military-strategic consequence. The first war had been fought to overthrow Mobutu and gain control of the country, so the key battlezone, the target, had been the capital, Kinshasa. But in the Great War the motivation increasingly became to seize Congo’s assets and so the target areas were provinces like Kasai and Katanga, in which the warring parties disintegrated into ever-smaller entities, sometimes fighting over just one mine. These had nominal ties with other groups in other areas, or with various outside parties, then again often went independent. Hence the unravelling complexity of the conflict which eventually nobody understood or could contain.

A useful recap

In the chapter describing the beginning of the end, ‘Not with a bang but with a whimper’, he gives a useful recap of why they got involved in 1998 and what had changed by 2001 to make many want to withdraw. In other words, why did the war ramify out so disastrously in 1998, and what allowed it to be dragged to an end in 2001/2? Here’s a list of key intervening countries, giving their initial motivation and what changed:

Kabila supporters

Angola supported Kabila to ensure Congo wouldn’t give safe havens for UNITA. In 1998 Savimbi was still a threat. But by 2001 he was a spent force, militarily and financially, struggling to survive. The MPLA had achieved its aims.

Zimbabwe had allied with Kabila in order to protect the investments and commercial deals it had made with him on his rise to power, and also to block South Africa’s slow rise to economic dominance of the whole of southern Africa. By 2001 Zimbabwe’s economic plight had significantly worsened while South Africa’s commercial ascent continued unhindered, and Mugabe was coming under increasing internal pressure. While peasants starved Mugabe was blowing tens of millions of dollars on an unpopular war. Time to pull out.

Namibia had supported Kabila at the bidding of South Africa and Zimbabwe, but the latter was pulling out and the former never committed men or resources.

Anti-Kabila

Burundi a minor player, had always been most concerned with securing its Congo border and never taken part in the wider invasions.

Uganda was under strong donor pressure to reduce its military budget if it wanted to continue receiving Western aid. Senior members of the army and the regime had done very well out of the war, not least from illegal smuggling of diamonds, gold etc. But Uganda never had the urgent internal political pressure to sort out the Hutu / génocidaire issue that Rwanda did.

In addition, one aspect of the general chaos was the slow falling-out of Uganda and Rwanda. Museveni came to really dislike Kagami’s ‘arrogance’ (p.241). Their forces ended up coming to blows, specifically in several different episodes of street fighting in Congo’s main north-eastern city, Kisangani (p.242). This queered the relationship between Uganda and Rwanda.

Rwanda By 2001 the international situation had changed. The Clinton administration, crippled with guilt, had passively supported Rwanda and been accused of fine rhetoric about a New Africa but no practical follow-through (p.338). However, George W. Bush’s new US administration commenced on 1 January 2001 and took a much tougher line on Rwanda, condemning its ‘grave human rights violations’ (p.266).

By the start of 2002 all the main parties had reached the same conclusion: withdrawal was a certainty, it was just a matter of agreeing schedules (p.267).

Laurent Kabila’s assassination

Arguably, the single most important event – certainly the easiest to grasp because one very specific event – was the assassination of the man at the centre of the conflict, Laurent Kabila, on 16 January 2001. He was shot at point blank range in his office by one of his bodyguards.

Now, since he was the man at the centre of a huge and ruinous war, conspiracy theories have abounded. It’s a kind of African version of Who Killed JFK? The (fairly) straightforward answer is that, while running his guerrilla group out east Kabila recruited lots of boys, young boys, thousands of them, called kodogo (‘little ones’). Kabila trained them to become fighters, and they in turn looked up to him as their Father or Mzee, Swahili for ‘elder’. But once in power he betrayed them. In lots of ways, which Prunier details. He let some be massacred, some ended up on opposing sides and fighting each other. The bodyguard was one of these former boy soldiers.

Then again, Prunier thoroughly describes all the other conspiracy theories, which wander off into huge conspiracies, involving enemy countries, the CIA, the Rwandans, or the dark and shadowy forces which lots of people like to think are behind any disaster or assassination. The likeliest is that Kabila had done a deal with the MPLA’s enemy, UNITA, to smuggle diamonds through northern Angola.

135 people were arrested, tried and convicted, some given the death penalty although no-one, in the end, was executed (pages 249 to 255).

The key point is that, after a few days of confusion, the senior figures in the administration decided a compromise candidate who everyone could agree on temporarily was Kabila’s son, Joseph, a shy taciturn man who had, however, been moved by his father through the ranks until he was number two in the Congo army, and had helped with various diplomatic and administrative tasks.

In the event Joseph Kabila was to prove a very shrewd operator, the complete opposite of his chaotic unpredictable father. He outwitted all his superiors and peers, serving as president of Congo from January 2001 to January 2019.

From the point of view of the Great War, he was open to savvy negotiations and deals, and it was this new spirit of compromise and negotiation, combined with the war weariness of the key allies, namely Angola, which allowed the war to stumble to an end, sort of. Well, certainly for a peace treaty to be signed in 2002.

Peace, or conflict control

Prunier gives a fascinating summary of the year-long negotiations which eventually, reluctantly, ended with the signing of an inclusive peace treaty on 17 December 2002. Prunier humorously quotes a commentator who wrote that the deal offered the Congolese people the show of a government which was really made up of:

‘a coalition of people who looted their own country, predatory rebels and corrupt civil servants.’ (quoted page 277)

By the time of the treaty maybe 3.5 million people had died, 90% from the collateral effects of war. Agriculture had collapsed. 64% of the population was underfed. Maybe 33% were malnourished (p.278).

Massacre

Three days after Kabila’s murder Ngiti and Lenu warriors attacked Bunia, killing about one hundred Hema. The next day the Hema militia took revenge on Lendu civilians, killing about 25. (p.281)

Hardest to keep track of is the number of Africans killed by Africans. Every one of the 364 pages records Africans murdering other Africans, generally armed men killing defenceless civilians. A continent-wide abattoir. Thus in Prunier’s fascinating background to Angola‘s involvement in the war (pages 88 to 99), he describes the failed democratic elections of 1992 which led to panic on the streets of Luanda where MPLA soldiers killed about 1,500 UNITA soldiers and cadres (p.96). When UNITA took the strategic oil town of Soyo, the fall of the city was blamed on the Bakongo tribe and so about 1,000 unarmed Bakongo civilians were massacred in the streets of Luanda, Bloody Friday (p.97).

There’s killing on every page. The suffering of the population of Congo is beyond words. For the most part Prunier lets the facts of massacre after massacre convey the enormity of the horror to the reader.

In the period October 1992 and December 1993 the UN estimated civilian deaths at 450,000 to 500,000. In mid-1993, the UN counted about 1,000 war-related deaths per day. (Tufts University mass atrocities website)

Towards the end of the book he cites research by the US International Rescue Committee which suggested that between August 1998 and April 2000 there were some 1.7 million excess deaths in Congo (p.242). Of these only around 200,000 were directly due to fighting, the rest being due to:

  • frequent forced population displacement
  • overexposure to the elements
  • near collapse of the health system
  • disease
  • impossibility to carrying out agriculture, obviously leading to starvation
  • plain despair

The colonial borders

Prunier calls his final chapter ‘Groping for meaning’. You can draw all kinds of conclusions. The one that impressed itself on me was the old chestnut about Africa’s colonial borders. More than any other book about Africa this one shows how the borders the colonial powers drew had little or nothing to do with tribes on the ground and how most Africans’ sense of identity, especially in rural areas i.e. most of the continent, remained based on tribe, clan, religion and family, complex multi-levelled identities, with ‘nationality’ an evanescent Western invention (p.360).

This really reinforces Prunier’s criticism that western models don’t work on ‘nations’ which are nothing like the western concept of a ‘nation’. If the traditional definition of a ‘state’ is an entity which has a monopoly of legitimate violence over a defined territory, then Congo isn’t a state at all, as there were and still are areas where numerous other groups carry out systematic violence (p.305). As you read this:

Just because an African leader wears a suit and tie and has a ‘cabinet’ made of ‘ministers’, Western leaders and bankers shake his hand and think he’s like them, has the same mindset, comes from the same background, is managing the same kinds of problems. But they’re really not. African leaders are trying to run ‘states’ which often barely exist or only exist in patches, across territories which aren’t states in the way we in the West are used to them, lacking infrastructure, modern economies, integrated populations, a high level of education and so on.

Hence the repeated point Prunier makes about the ‘reality gap’ between the fine words of the international community – the lovingly worked-out details of various peace accords, with their withdrawal of forces and integration of troops and civil society and so on – and the generally chaotic, anarchic, often incomprehensible situations on the ground (p.225).

One aspect of this is the point I made at length in my reviews of books about the West’s attempts to impose ‘democracy’ in Iraq and Afghanistan, which is that the attempts revealed the complete lack of understanding, in the West, of what democracy actually is, where it came from, and what sustains it, in the advanced, economically developed nations.

Democracy as a form of government presupposes a certain degree of social integration, the existence of a political class with some concept of the national interest, and a minimum of economic development (p.xxxii)

All of which are as absent in a country like Congo as they are in Iraq and Afghanistan, probably most of the Middle East and Africa. Lacking the social and economic prerequisites for full democracy, undeveloped countries tend to adopt democratic window dressing, which conceals simple power grabs by ethnic or religious or tribal groups. Thus Prunier commenting that, ahead of the first free elections in Congo in 2006, dozens of new political parties sprang up across the country, but that:

These were parties in name only, since they were mostly tribal or regional gatherings around the name of one or two well-known local politicians. (p.309)

With the recurring result that as and when governments are formed, they are more often than not little more than:

a coagulation of groups operating out of completely mercenary interests (p.315)

(Prunier explains the arbitrary nature of the borders right at the start, pages xxix to xxx, and then gives a concentrated summary along with the characteristics of weak states and strong tribal identities which will plague Africa for the foreseeable future, on pages 360 to 362.)

The Kivus

Throughout the narrative it becomes ever clearer that the hotspot, the trouble spot, the recurring source of conflict, is the two small territories known as the Kivus, North and South Kivu, both of which have complex ethnic, political and military conflicts. This troubled little area turned out to be the hardest to fully pacify after the 2002 peace agreement, then trouble flared up all over again in the mid-2000s which had to be fought to a standstill by UN and government forces.

At the time of writing the Kivu conflict constitutes the largest UN peacekeeping mission anywhere in the world, deploying some 21,000 soldiers.

Will the war happen again?

No. The conditions were unique, being:

  • the flight of the génocidaires and the refugees into eastern Congo provided a one-off motivation for the RPF government to invade, repatriate the refugees and wipe out the remaining génocidaires
  • – that whole crisis situation has disappeared
  • instead it turned into a mission to overturn the decrepit dictator Mobutu and then, in the sequel, to overthrow the unpopular puppet ruler Kabila – but Congo has had much more stable and effective leaders for 20 years
  • guilt over their role in the Rwanda genocide meant the West and the UN turned a blind eye to the RPF’s abuses and massacres – that wouldn’t happen again, indeed already with the arrival of the George W. Bush administration in 2001 the RPF had to start moderating its behaviour
  • but the key thing that turned it into a continental war was the decision by Angola to intervene and support Laurent Kabila in order to prevent their enemy, Jonas Savimbi’s UNITA, from using southern Congo as a base: but Savimbi died 20 years ago and the civil war ended with him, all parties are concerned with maintaining their grip on power and corrupt money, and any kind of war would only jeopardise that

So Congo will, like most African nations, continue to be a weak state for the foreseeable future; and violence may flare up in some its territory, especially the ever-troublesome Kivus. But a war on the same scale is extremely unlikely to be repeated. it was the result of one-off geopolitical forces which won’t recur.

Further issues

France’s shame

France sees all foreign affairs as a conspiracy of the Anglophone countries (mostly America and Britain) to undermine French glory and the superiority of French culture. Therefore, the French government stood by the genocidal Hutu regime in Rwanda even as the genocide was underway because they spoke French and the incoming Tutu forces, the Rwandan Patriotic Front, having been raised in former British colony Uganda, spoke English. Simple as that. The French supported the third great genocide of the twentieth century because its perpetrators spoke French (pages 341 to 343).

Viewing the war through European paradigms i.e. the Holocaust

The West could understand the genocide because they viewed it through the prism of European history and the Holocaust. This led to the tendency to blindly support the RPF, to regard the Tutsi regime as black Israelis, as a people who had suffered an appalling crime and so could be forgiven any behaviour in retaliation. The West tended not to understand the Congo conflict in its own right, for what it was, an imperialist attack by one African country (Rwanda) on another (Congo) which drew in a range of neighbouring countries who used the Congo as a battleground to fight their own conflicts (predominantly Angola).

Genocide narrative easy; Congo war narrative hard, complicated, sometimes impenetrable. Hence a) prolonged support for Rwanda and Kagame, whatever they did, b) long, long delay getting to grips with the political issues underlying the war.

Good guys

As remarked in my reviews about Iraq and Afghanistan, American foreign policy is plagued by a Hollywood simple-mindedness or regarding all foreign situations in terms of the good guys and the bad guys, consistently failing to understand complexities and shades of grey (p.340). Prunier sees this tendency to simplify situations and players into good guys/bad guys as distinctively American (p.357).

A Short History of Mozambique by Malyn Newitt (2017)

This is a very good book – scholarly, serious, authoritative. Newitt summarises the latest thinking in a whole range of issues which affect Africa’s prehistory, early modern history, colonial periods and contemporary history. It doesn’t aim to please. There are no fascinating anecdotes, colourful vignettes or pen portraits of key figures. Just the most up-to-date facts, dryly presented.

Born in 1943 (and so now 80 years old) Malyn Newitt had a long academic career during which he wrote over 20 books on Portugal and Portuguese colonialism. He was a professor in the Department of Portuguese and Brazilian Studies at King’s College London, and then deputy vice chancellor at Exeter University, before retiring in 2005. So this book is by way of being the summary of a long and distinguished academic interest in the subject.

Mozambique factsheet

The first European to land in Mozambique was the Portuguese explorer Vasco da Gama in 1498.

The coast, territory inland and coastal islands were very slowly settled and colonised by Portugal over the next 200 years. Initially the refuelling ports scattered along the west and east coasts of Africa and onto India, later reinforced with defensive forts, were all part of the same entity, the Estado da India, way stations on the sea journey to India which was where the spices and wealth were.

In the early years the main Portuguese settlement was on the Island of Mozambique, lying off the coast at the northern end of the modern country. The sea between the island and the mainland is still known as the Mozambique Channel. The Portuguese established a port and naval base on the island in 1507 and it remained an important part of their maritime estate for centuries. It became the capital of what came to be known as Portuguese East Africa until 1898, when the administrative centre was moved to Lourenço Marques in the far south of the country, ‘reflecting the shift in economic and political importance’ (p.115).

The name of the island, and so the country, is derived from the name of Ali Musa Mbiki, Muslim sultan of the island when da Gama arrived. So never a western name, then.

For centuries a handful of coastal ports and some territory further inland were part of a huge tract of coast known as Portuguese East Africa. Only at the end of the nineteenth century, as rival European nations like Britain, France and Germany staked out their claims to Africa, was this huge territory pared away and reduced to the borders of the current Mozambique, which were only finally defined in 1891.

Mozambique is bisected by the Zambezi River, the fourth longest river in Africa (after the Nile, Niger and Congo) which rises in Zambia then flows through eastern Angola, along the north-eastern border of Namibia, the northern border of Botswana, then along the border between Zambia and Zimbabwe, until it enters Mozambique.

North of the Zambezi a narrow coastal strip gives way to inland hills and low plateaus, then onto rugged highlands further west. South of the Zambezi the lowlands are broader with the Mashonaland plateau and Lebombo Mountains located in the deep south.

Until the 1960s there was no paved road link between the north and south halves of the country. A railway bridge across the Zambezi linking north and south was only completed in 1932.

In 1964 guerrilla fighting broke out and developed into what became known as the Mozambican War of Independence. It lasted for ten years. The main independence fighters were the Marxist Mozambique Liberation Front (FRELIMO) led by Samora Machal.

After ten years of conflict Mozambique gained its independence from Portugal on 25 June 1975, following the overthrow of Portugal’s authoritarian regime in the so-called Carnation Revolution of April 1974.

Soon after independence a civil war broke out which was to last from 1977 to 1992 between FRELIMO and the anti-communist insurgent forces of the Mozambican National Resistance (RENAMO). Like so many African wars it was exacerbated by the Cold War: the Soviet Union and Cuba backed the Marxist government (cf Angola and Ethiopia) while the USA, South Africa and Rhodesia provisioned, helped and trained RENAMO.

Mozambique’s capital was for centuries known as Lourenço Marques after the 16th century Portuguese explorer who explored the area. (It was only made Mozambique’s administrative centre in 1898). Soon after independence, in 1976, the city was renamed Maputo and remains the country’s capital. The distinctive thing about it is that, instead of being in the centre of the country, maybe on the mouth of the mighty Zambezi, Maputo is way down at the southernmost tip of Mozambique, less than 75 miles from the borders with Eswatini and South Africa.

Mozambique has a land area of 801,590 square kilometres, compared to Portugal’s 92,225 km².

Newitt’s book

A Short History of Mozambique is a brisk, no nonsense, 225-page overview of the subject, written in a very dry, very academic style, a very theoretical style. I’m not sure I’d recommend it to anyone as a history of Mozambique since it’s the kind of history which deals with issues and theories rather than dates and people. For example:

Newitt gives a sophisticated explanation of the concepts of language, ethnicity, empire, kingdom and tribe which Europeans have used ever since the Portuguese first landed on the coast of Mozambique to try and categorise and order and understand its inhabitants. He carefully explains why all of them are flawed and inaccurate. ‘Ethnicity’ is a notoriously slippery category. People’s identities change and even the idea of what an ‘identity’ is has changed over the period we have records for, roughly 1500 to the present.

It was interesting to learn that even right up-to-date contemporary linguists struggle with African languages. It is interesting to learn that modern linguists can’t agree a common definition of what a language is; some linguists consider some African languages as discreet languages, others consider them dialects of parent languages. This explains why even ‘experts’ consider there might be anything from 17 to 42 languages spoken in Mozambique. Just as confusing is the notion that ‘most Africans speak more than one local language or dialect’ (p.19) with the result that language isn’t a reliable indicator of ‘identity’.

You know how progressive critics complain that the Western imperialists imposed nations and categories and tribal names onto much more fluid African identities? Well, Malyn is their dream come true, deconstructing pretty much every type of western category and concept to indicate a fluidity of identity which is, by definition, hard to capture, and equally challenging to read about.

This carries on being the central theme for chapter after chapter. When he’s covering the historical records left by the earliest Portuguese traders and administrators in the 17th and 18th centuries, and even more so in the full-blown imperialist 19th century, Newitt goes to great lengths to explain that the names which westerners assigned to tribes were almost always wrong. Sometimes, to take a blunt mistake, they called tribes after native words which simply meant ‘king’ or ‘leader’. (The country of Angola takes its name from the title ngola, a formal title which was held by the kings of Ndongo and Matamba.)

Westerners assigned social structures familiar to their own history – of empires and emperors, kings and kingdoms – to societies which had completely different, alien structures and identities.

The Africans were organised in groups and social structures but modern scholars have to reach back beyond the distorted and error-ridden Portuguese records to try and piece them together. Some societies were matrilinear, but there appear to have been several types of matrilinearity. Archaeology is not much help, since Africans built so few towns and their villages, made entirely of organic materials, disintegrated back into the earth.

Incidentally, Hewitt’s history obviously focuses on the territory and towns (mostly the notable ports) of what is called Mozambique, but he is not the first to point out the arbitrariness of the borders the Europeans drew up – in Mozambique’s case, finalised in 1891 – and how the deep history of the peoples who lived in this randomly drawn territory obviously had a huge overlap with peoples in the surrounding areas.

His account gives a bewildering sense of a kaleidoscope of peoples, continually migrating, fighting, conquering and holding territory, establishing dynasties that ruled for a few generations before a handful of recurrent issues – drought and famine, flooding, invasion of outsiders – reshuffled the picture.

The result is an immensely detailed and complicated picture, consisting of a blizzard of unfamiliar names – using names the tribes in questions may not even have called themselves – which is very hard to follow. This is why I’m not recommending it as a practical history. Two names which recur are the Ngoni and the Karanga, but there are many more.

Another theme which emerges very strongly indeed is the role of slavery. Slavery was present well before white Europeans arrived. They discovered it to be an intrinsic part of many African societies’ strategies, not only of war and conquest but even of basic survival. Newitt tells us that drought and famine have been recurrent features of the huge territory now known as Mozambique and the region around it, often threatening tribes’ very existence (pages 31, 50). Thus slaves, especially women, could be seized from other groups simply to provide more breeding vessels in order for the group to survive.

What comes over is that all the African groups practised slavery before the Europeans arrived but (as in everything else in this complex account) in a multitude of ways. Some slaves were relatively high caste, and might even serve as warriors or leaders. Some were forced into menial agricultural work. There was a recurring category of sex slaves i.e. women taken from tribes defeated in war.

The capture of slaves, especially women, in warfare had always been a way in which communities that depended on agriculture rather than cattle herding increased their productive (and reproductive) capacity. (p.71)

For hundreds of years the Portuguese were just one more invader-warrior-trading group among many, in a region used to wars and incomers. Alongside the Portuguese were Arabs from the Persian Gulf. These set up trading stations manned by an Arab elite which traded heavily in slaves. For centuries before the Europeans came there had been a trade capturing African slaves and carrying them off to the Arab gulf kingdoms.

For many hundreds of years slaves had been exported from the ports of eastern Africa to markets in Arabia, the Gulf and India where they were in demand as soldiers, domestic servants and sailors. (p.52)

But the numbers were relatively small, maybe 3,000 a year. A sea change occurred when the French established plantation agriculture on the Mascarene and Seychelles islands after about 1710. The numbers jumped again in 1770. Between 1770 and 1810 around 100,000 slaves were exported. Britain abolished the slave trade in 1807, France only in 1848.

Another major shift occurred in 1840 when the Sultan of Oman relocated the centre of his kingdom from the Gulf to the island of Zanzibar. Arabs not only transhipped slaves to the Gulf but set up their own plantations which required African labour, setting in train the ethnic mix of peoples on Zanzibar which was to cause conflict at independence, hundreds of years later. As the years passed Arab slavers penetrated further inland, setting up bases of operation and converting natives to Islam (p.71). This combined with the many slaves working on Zanzibar or other Arab-owned plantations to spread Islam. Today about a third of Mozambique’s population is estimated to be Muslim.

The Royal Navy cracked down on the Atlantic slave trade from West Africa. In response business boomed on the East coast. After the Napoleonic War Brazil boomed as an exporter of coffee and sugar, and importer of slaves. Between 1800 and 1850 Brazil imported around 2,460,000 slaves, mostly from Portuguese East Africa. Under increasing pressure from Britain, Portugal finally outlawed the slave trade in 1842 (pages 62, 67) and Brazil formally ceased to import slaves in 1851.

The peak of slavery from Portuguese East Africa around 1830 coincided with a bad drought. This disrupted local societies and led to invasion from outsider tribes: Ngoni warbands from modern-day Natal and groups of Yao moving from northern to central Mozambique. These a) conquered and enslaved their adversaries b) became involved in trading to the coast.

Although the external slave trade was severely dampened in the 1850s, explorers like David Livingstone arrived to discover it was still flourishing inside Africa, as native and Islamic warlords led militias which conquered and enslaved weak tribes, then sold them on to burgeoning plantations. Maybe 23,000 mainland slaves were exported to Madagascar every year till the end of the nineteenth century.

The hectic nineteenth century

1858 to 1864 – David Livingstone’s Zambezi expedition.

1866 – Livingstone’s ‘Narrative of an Expedition to the Zambezi and its Tributaries’ becomes a bestseller and inspires a generation of British explorers.

1867 – First gold and then diamonds are discovered in South Africa.

1871 – Discovery of the Kimberley diamond mines.

1874 to 1877 – Henry Morton Stanley undertakes his epic journey, crossing Central Africa from east to west, mapping the route of the river Congo.

1875 – The French president confirms Portugal’s right to Delagoa Bay, the best deep sea port in south eastern Africa. This encouraged the Boers in the Transvaal to think of it as an outlet to the sea rather than the Cape, which was owned by Britain.

1877 – Britain annexes the Transvaal.

1879 – Portugal helps Britain in the Zulu War.

1881 – The Transvaal Afrikaners rebel against Britain, which grants them independence.

1884 – Congress of Berlin called to clarify the rights of the colonial nations in the Congo and Niger regions, turns into a general carving up of Africa.

In the late 1880s there was a race between Portuguese authorities – who dispatched explorers and agents to sign deals with natives in a bid to create a band of Portuguese territory right across central Africa – and agents working for the British buccaneer, Cecil Rhodes. Rhodes won, his people planting flags and seizing territory in what came to be called north and south Rhodesia (modern-day Zimbabwe and Zambia) thus ruining Portugal’s plans to own one uninterrupted band of territory across Africa.

Prolonged negotiations about the frontiers of British and Portuguese south Africa began in April 1890 and continued until August 1891 when the borders of modern Mozambique and Angola were almost completely finalised (p.93). Failure to achieve their much-trumpeted goal of creating a ‘rose corridor’ across Africa was perceived in Portugal as a public humiliation and rocked the Portuguese monarchy.

The early colony 1891 to 1919

You tend to think of the imperial nations as large and mighty powers engaged in fierce rivalry to gobble up even more third world countries. It comes as a bracing surprise to learn that after its diplomats had fought hard to win these two huge new territories, Angola and Mozambique, they didn’t know what to do with them. They had developed coastal ports and trade networks up the rivers and licensed companies to develop some areas (fertile highlands). But most of the territory was undeveloped, there were few roads, even fewer railways, much land remained in the hands of native rulers, and some parts had never even been explored or mapped by white men.

Moreover, Portugal was very poorly placed to take on such onerous responsibilities. It had experienced not one but two civil wars earlier in the century and was currently the poorest and arguably the most backward country in Europe. People were leaving in droves. Newitt gives the striking statistic that between 1890 and 1920 some 750,000 Portuguese emigrated to Brazil, while 170,000 went to America.

It’s fascinating to learn that Britain and Germany signed not one but two secret treaties agreeing how they would carve up Portugal’s colonies if, as most expected, the country went bankrupt.

But Portugal’s solution to its challenge was to revert to a variation of the 17th century idea of leasing out land to individual landlords or businesses to develop. On a much bigger scale the government now divided Mozambique into half a dozen territories and leased them out to commercial companies to develop. The result was very mixed.

The big story in this period was the importance of South Africa. The details are complicated but it became ever clearer to the Portuguese authorities that its neighbour to the south was rich and getting richer due to the discovery of diamonds and gold. So three things:

1) South African mines needed miners and so a large number of blacks from southern Mozambique became migrant workers in South Africa, and the government established a steady stream of income by taxing them.

2) The Portuguese built a railway from the Transvaal into Mozambique and to the deep-water port at Delagoa Bay. This became very commercially successful, as the government raked off various taxes and fees.

3) It was these very close economic connections with South Africa which led the Portuguese to move their administrative capital from Mozambique Island in the north right down to the settlement at Delagoa Bay, named Lourenço Marques. The capital’s dependence on South Africa (it even got its power from SA) was to have big implications for the future (p.115).

Mozambique developed into a reserve of migrant labour for British South Africa and South Rhodesia, while also serving as an outlet (via the railway) to the sea.

The mature colony 1919 to 1974

In 1910 Portugal’s tottering monarchy was overthrown in a revolution and replaced by a liberal republic (pages 114 and 116). This promised all Portugal’s colonies greater autonomy though nothing like democracy. Even the whites had no say in how their colonies were run and the native population had no rights at all.

These plans had hardly got going before the First World War. Portugal joined on the Allies’ side in 1916 and emerged heavily in Britain’s debt. South Africa’s General Smuts wanted to annex the entire Delagoa Bay railway and Lourenço Marques into his country.

In 1926 the Liberal republic was overthrown in a coup. After two years of uncertainty the authoritarian Estado Novo (New State) regime of António de Oliveira Salazar emerged. In 1930 this published a Colonial Act declaring Portugal and all its colonies one political entity. The colonies were expected to balance their books without subsidies from the centre.

The Crash of 1929 and the Great Depression confirmed Salazar’s regime in its theory of Autarky i.e. a protectionist policy of trading among themselves, which boiled down to: the colonies supplied raw materials, the metropole converted them to manufactured goods and sold them back. So the colony was divided up into sugar, cotton and rice growing areas, the investment in farms, the wages paid to natives, the prices sold to middle men and onto importers, all controlled and dictated from Lisbon.

The Second World War saw a spike in prices of raw commodities which greatly benefited Portugal, which carefully stayed neutral during the conflict. Using some of its profits, Portugal began to sketch out a network of health and education facilities across Mozambique.

It was only in 1942 that the last of the business concessions dividing the country into separate entities came to an end and the country came under one unified government, tax and business regime (p.147).

After much bureaucracy, a comprehensive 5-year plan was published in 1953, with two more to follow in the 1960s. Schools, hospitals, more railways, a huge dam across the river Limpopo.

All populations grow. At the First World War there were around 10,000 Europeans in Mozambique. In 1945, 31,000. By 1970, 164,000 (out of a population of 8.5 million). Half of these lived in the capital, many as administrators.

Independence movements

Ghana kicked off the rush to African independence in 1957. Between 1958 and 1962 the Salazar regime back in Portugal experienced a crisis of support and vision. A general stood in the presidential election against Salazar’s candidate and attracted a wide range of opposition movements. In January 1961 a revolt broke out in Angola. In March India unilaterally seized Goa, a move which staggered the Portuguese regime.

In June 1962 the various opposition groups in exile reluctantly agreed to come together to form Frelimo, which commenced a low-level guerrilla insurgency. Tensions between secular, left-wing modernisers and conservative, traditional ‘Africanists’. It was only at the second party congress in 1968 that the modernisers under Samora Machal triumphed. Dissidents fled abroad where some were assassinated. By 1970 Frelimo was a disciplined and effective fighting force that was successfully keeping the Portuguese army tied down.

In 1973 Frelimo moved into Tete Province and for the first time launched attacks south of the Zambezi. In the same year a Portuguese general published a book questioning the entire future of Portugal’s colonies. The army was tired of fighting in Angola and Mozambique. In April 1974 a military coup overthrew the regime.

Frelimo never succeeded in mobilising the general population let alone fomenting a mass uprising. They just fought the Portuguese army in the northern two provinces of the country for ten years with very little impact on the rest of the country, none on the capital far away in the deep south. Frelimo came into power because the Portuguese simply gave up and withdrew. But this left Frelimo lacking either military or political legitimacy (p.146).

The civil war 1977 to 1992

First of all, the transition to independence was bungled. Frelimo came into power with a programme of hard-core Marxism-Leninism with the result that 90% of the white educated population and an unknown number of the Asian business community simply left. Frelimo immediately made enemies of the white nationalist governments in South Rhodesia and South Africa. These set about training a combination of Frelimo dissidents and anti-communists into what became Renamo, short for Resistência Nacional Moçambicana i.e. Mozambican National Resistance.

Renamo’s insurgency against the Frelimo government lasted for 15 long years with atrocities committed, of course, by both sides. Peace was eventually made possible when Frelimo softened its doctrinaire communist ways in the later 1980s as the writing on the wall for the Soviet Union became clearer. Newitt doesn’t go into the relationship between Frelimo and the USSR, and how this changed with the advent of Gorbachev, which feels like a glaring omission.

Negotiations began in the late 1980s but the war dragged on because neither side was capable of ending it. Eventually Frelimo caved in to the demands of Renamo and the international community for a multiparty system and free elections.

These have actually been held, in 1994, 1999, 2004, 2009, 2014. They were accompanied by violence, international monitors say they were rigged, but in each of them Renamo won 40% or so of the vote i.e. they weren’t a complete stitch-up. As communism faded away, Frelimo converted itself into your standard African corrupt, nepotistic patrimonial government, committed to staying in power forever.

However, Mozambican politics are notable for two exceptions to African traditions. One is that tribalism hasn’t reared its ugly head. Leaders on both sides refrained from playing the tribal card which so often, in the rest of Africa, led to massacres. Instead the country’s politics continue to be dominated by what have become entrenched regional divisions, with Frelimo being seen as the part of the south and far north, Renamo holding the centre and mid-north.

Second exception is that, whereas in most African countries presidents turned themselves into dictators-for-life (Mobutu, Mugabe, Kagame, Afwerki) in Mozambique, although Frelimo is committed to eternal rule, it has actually changed presidents after each has completed his two terms.

Interesting to learn that some 50% of the government budget is funded by international donors, over $2bn in 2014 (p.210). Frelimo has become dependent on staying in office on foreign aid (pages 187, 192). In fact Newitt drily comments that, seen from one angle, Frelimo’s chief skill has been dancing to the changing whims and fashions of western aid to ensure the money keeps flowing (p.212). The Frelimo elite then channels the aid to itself and its followers, who live a luxury, First World existence in one of the poorest countries in the world.

After twenty-five years the most striking consequence of the government’s policies is the huge disparity in living standards between rich and poor. A relatively small Mozambican elite, which includes many senior members of Frelimo and the foreign business, diplomatic and NGO communities, enjoy an exaggeratedly high standard of living. The modern buildings of Maputo are grand and even ostentatious, the city hotels are clad in marble with fountain courts and air conditioning. Expensive cars are parked outside to whisk businessmen to the ministries or the banks. (p.222)

I was interested to read that Frelimo set out in 1977, under Marxist puritan Machel, to create New Socialist Man, to force peasants off their traditional land into collective farms, to ban pagan religions and old spiritual beliefs, to educate the population into zeal for the revolution. Obviously all that failed, and Newitt quotes peasants (who make up 75% of the population), interviewed by researchers, who expressed relief at being able to return to their ancestral land, worship their ancestral spirits, practice polygamy, and so on. The African way.

Why, Newitt asks, are the bottom 25 countries on the Human Development Index all in sub-Saharan Africa (with the one exception of Afghanistan)? Because of the special style of patrimonial politics which has established itself as distinctively African, meaning rule by a corrupt elite which run national budgets to benefit themselves, their cronies, and keep themselves in power. Screw their actual populations (p.204).

The 1992 Peace Accord, and the aid bonanza that followed, rapidly transformed the Frelimo elite into a patrimonial political class which, in spite of the lip-service being paid to liberal democratic ideals, was determined to hang on to power at all costs. And the costs increasingly involved not only corruption, soon to achieve gargantuan proportions, but crime, fraud and political assassinations. (199)

Newitt is entertainingly satirical about the bureaucratic, organisation-speak of the countless plans and strategies and policies unleashed on poor Mozambique by a never-ending stream of western institutions like the World Bank, the IMF and the UN with its utopian Millennium Development Goals. He quotes some of these documents purely to mock their high-minded rhetoric, which usually bears no relation to what’s happening on the ground.

Apart from killing each other, which they still do in periodic outbursts of renewed fighting between the last Renamo holdouts and government forces, the main thing happening on the ground in Mozambique is that its inhabitants, like humans all round the planet, are destroying the environment and degrading the ecosystems they rely on for their existence.

Forests are being cut down and the native iron wood and ebony has been plundered uncontrollably; illegal hunting is emptying the game parks and illegal fishing is plundering the seas; the Zambesi dams are radically altering the ecology of the river valley and illegal washing for gold is destroying whole landscapes. (p.211)

In 1964 when the war for independence started, the population of Mozambique was 7.3 million. Now it is 32 million. Human beings are like locusts, locusts with machine guns.
