The White Man’s Burden: Why the West’s Efforts to Aid the Rest Have Done So Much Ill and So Little Good by William Easterly (2006)

This book will offer plenty more suggestions for experimental improvements to Western assistance, but don’t expect a Big Plan to reform foreign aid. The only Big Plan is to discontinue the Big Plans. The only Big Answer is that there is no Big Answer.

The dynamism of the poor at the bottom has much more potential than plans at the top.

William Easterly (born 1957) is an American economist, specialising in economic development. He is a professor of economics at New York University, joint with Africa House, and co-director of NYU’s Development Research Institute. Surprisingly for an American academic, he’s only written three books, all of them about development economics.

This was the second one and established him, as the title suggests, as a robust critic of the entire ideology of western aid to the developing world.

Background

Right at the end of 2005 the doyen of US development economists, Jeffrey Sachs, wrote a book called ‘The End of Poverty’, an optimistic clarion call whose introduction by globally famous rock singer Bono helped propel it into the bestseller list. The book was timed to precede the G8 conference and summit held in Scotland in July 2005. The G8 leaders pledged to double 2004 levels of aid to poor nations from $25 billion to $50 billion by 2010, with half the money going to Africa

This book by William Easterly is by way of being a refutation of Sachs’s one. Very crudely, Sachs said we must give more aid, lots more aid to Africa – and Easterly says ‘oh no we shouldn’t’.

Easterly thinks the messianic save-the-world attitude of people like Sachs is perilously close to the old colonial assumption that We Know Best what to do for the natives.

Right at the start of the book he distinguishes between two types of foreign aid donors: ‘Planners’, who believe in imposing generalised, top-down, big plans on poor countries, and ‘Searchers’, who look for bottom-up solutions to specific needs. Planners are portrayed as utopian romantics while Searchers are more realistic because they focus on piecemeal interventions.

Planners and Searchers

The basic binary or dichotomy idea is repeated countless times:

Planners announce good intentions but don’t motivate anyone to carry them out; Searchers find things that work and get some reward.

Planners raise expectations but take no responsibility for meeting them; Searchers accept responsibility for their actions.

Planners determine what to supply; Searchers find out what is in demand.

Planners apply global blueprints; Searchers adapt to local conditions.

Planners at the top lack knowledge of the bottom; Searchers find out what the reality is at the bottom.

Planners never hear whether the planned got what it needed; Searchers find out if the customer is satisfied.

A Planner thinks he already knows the answers; he thinks of poverty as a technical engineering problem that his answers will solve. A Searcher admits he doesn’t know the answers in advance; he believes that poverty is a complicated tangle of political, social, historical, institutional, and technological factors. A Searcher hopes to find answers to individual problems only by trial and error experimentation.

A Planner believes outsiders know enough to impose solutions. A Searcher believes only insiders have enough knowledge to find solutions, and that most solutions must be homegrown.

Searchers have better incentives and better results.

Searchers could find ways to make a specific task—such as getting medicines to dying children—work if they could concentrate on that task instead of on Big Plans. They could test whether a specific task had a high payoff for the poor, get rewarded for achieving high payoffs, and be accountable for failure if the task didn’t work.

Foreign aid has been dominated by the Planners.

The War on Terror

The new military interventions are similar to the military interventions of the cold war, while the neo-imperialist fantasies are similar to old-time colonial fantasies.

Military intervention in and occupation of a developing country show a classic Planner’s mentality: applying a simplistic external answer from the West to a complex internal problem in a non-western country. Iraq. Afghanistan.

The aid-financed Big Push is similar to the rationale behind the invasion of Iraq = we in the West know best, we’re going to show you how to run your country. With all the disastrous consequences Easterly’s book predicts for top down, Planner solutions.

Politico-philosophical traditions

Early on Easterly claims that his binary reflects the most basic one in politics, between Utopian revolutionaries and pragmatic reformers. The French Revolution epitomises the first, with its grand Plan to introduce liberty, equality and fraternity. Edmund Burke, father of modern conservatism, epitomises the latter, believing society is best improved by targeting specific identifiable abuses and implementing limited, focused solutions. Ad hoc reforms.

In practice, the latter is how all western democracies work, overflowing with Acts and Bills and Laws fixing this, that or the other issue unaddressed by the vast quantities of previous legislation on the subject. Incremental, reformist.

Capitalism versus communism

And then he related it to another world-size binary, that between capitalism and communism.

Communists believed top-down Big Planning would deliver utopia. Capitalists believe in bottom-up, ad hoc solutions, called businesses, markets. Following on from this is his description of the often overlooked but vital quality of economic freedom which we in the West enjoy without really being aware of it.

Economic freedom is one of mankind’s most underrated inventions, much less publicised than its cousin political freedom. Economic freedom just means unrestricted rights to produce, buy, and sell. Each of us can choose the things we want and not have somebody else decide what is best for us. We can also freely choose what we are going to sell and what occupation to choose, based on our inside knowledge of what we are best at and most like doing.

Easterly overflows with fluent, articulate ways of expressing really big ideas.

The conditions for markets

Property rights, contract enforcement, rule of law, corporate accountability.

On one level, as Easterly makes abundantly clear, he is defending free market capitalist solutions to poverty. But it’s more than that, because he is very well aware that free market capitalism, pure and simple, far from delivers utopia – witness America, the most capitalist society on earth and also the most inequitable (not to mention its vast prison population and violent crime levels).

No, once he’s delivered his broadside against Planners and for Searchers, against communism and for capitalism, Easterly very interestingly goes on to describe the complex matrix of prerequisites necessary for a functioning market and productive economy and the many, many ways these can fall short, be corrupted or undermined.

To put it another way, Easterly launches into a sequence of explanations of what is required to make democratic capitalist society work and these turn out to be numerous and complicated.

No cheating

There are a myriad ways for people to cheat each other in market exchanges. The avoidance of cheating requires a certain amount of social capital or, to put it more simply, trust. He cites studies which have shown a correlation between income and trust i.e. better off people are more trustworthy; poor people are likely to cheat. Hence well off, equal societies like the Scandinavian countries have high median incomes and very high levels of trust. By comparison Mexico is a ‘low trust’ country.

Social norms also seem to be stronger among rich people than among poor people, as a rich person loses more economic opportunities and income from social disgrace.

In better off countries people can rely on the law to enforce norms of honesty although, as anyone knows who’s been to law, it is still i) very expensive ii) tardy and slow iii) has an element of randomness involved, principally in the quality of your solicitor or barrister.

The poorer the country, the less able the majority of citizens are to go to law, and the more likely aspects of corruption will creep in.

Trust networks

There are two tried and tested ways to ensure standards of trust and honesty, working within family or ethnic groups. Family is obvious and the basis of networks of trade and business around the world. Within many societies specialisation in trading is particularly prominent in minority ethnic groups.

In pre-industrial Europe, it was the Jews. In East Africa, it’s the Indians. (Indians own almost all businesses in Kenya, although they make up only 1 percent of the population.) In West Africa, it is the Lebanese. In southern Africa, it is whites and Indians. Among indigenous African groups, often one dominates trading—the Bamileke in Cameroon, the Luba in the Democratic Republic of the Congo, the Hausa in West Africa, the Igbo in Nigeria, and the Serahule in the Gambia. In Southeast Asia, the overseas Chinese (the “bamboo network”) play this role.

It’s overflowing with concepts like this which he illustrates with detailed and fascinating examples, which entertain and shed light, expanding your understanding of the world we live in.

Mafias

Unfortunately, the down side of strong ethnic networks is they often have their own systems of enforcement, which easily slip into intimidation. The mafia we know about, also the triads which figure largely in Chinese business networks. Drug lords in Jamaica, the farflung Russian mafia. Most societies have criminal networks which enforce their own systems of justice, outside official systems.

Property rights

If you own property you can mortgage it or borrow against it to raise money to invest in business. My shaky understanding of the rise of western capitalism is that we pioneered unique and innovative concepts of property, developed over centuries of adaptation and common law, which enabled the development of the money-making machine we call capitalism.

One aspect of this was the invention of the limited liability company and the corporation, a type of entity. Obviously this takes you into a vast area of history of the evolution of companies, company law, and company law-breaking. Easterly gives some examples but doesn’t go into detail because all he needs is to demonstrate his basis thesis, that:

Property law in the United States, as with many other kinds of law, evolved as piecemeal solutions to deal with particular problems as they arose.

Meanwhile, ‘Poorer societies define land ownership more by oral tradition, customary arrangements, or informal community agreement than by formal titles’. He gives a detailed description of land ‘ownership’, among the Luo tribe in western Kenya.

The traditional system among the Luo was a complicated maze of swapping plots among kin and seasonal exchanges of land for labor and livestock. There were both individual and family rights in cultivated fields and free-grazing rights for the community after the harvest. Each household’s claim to land included many plots of different soils and terrains, on which many different crops grew – not a bad system with which to diversify risk in an uncertain climate. The traditional land patron (weg lowo) would often give temporary land rights to the client (jodak). There were seasonal exchanges of ploughs and draft animals for land, or land for labour.

These may work in the context of their cultures but not many of them approach the objectivity and impersonality found in western concepts of property and companies. It’s small-time, localised.

Britain versus France

Interpreting everything in the light of his binary he applies it to the European traditions of law which he divides into two opposites. Britain good:

The common-law tradition originated in England and spread to British colonies. In this tradition, judges are independent professionals who make rulings on cases based on precedents from similar cases. The principles of the law evolve in response to practical realities, and can be adapted to new situations as they arise.

France bad:

The modern civil-law tradition originated under Napoleon, in France, and spread to French and Spanish colonies. (Spain was under the control of Napoleon at the time.) In this tradition, laws are written from the top down by the legislature to cover every possible situation. Judges are glorified clerks just applying the written law. This system of law lacks bottom-up feedback of the common law that comes from having cases determine law. As a result, the law is less well adapted to reality on the ground and has trouble adapting to new situations as technology and society change.

So:

The United States, Australia, Canada, New Zealand, Pakistan and Uganda are examples of former British colonies that have well-developed property rights protection for their level of income. Algeria, Colombia, Haiti, and Nicaragua are examples of former French or Spanish colonies that have poor property rights protection for their level of income.

Surely Easterly could add in the whole of South America, repeating the centuries-old comparison between the poverty and political instability of the Hispanic south and central America and the (relative) stability and astounding economic success of Anglophone North America. (In fact he rolls on into a section on the dire financial mismanagement of Mexico in the 1990s and makes very interesting points about the limitations of Latin American societies and economies throughout the book.)

The failure to westernise Russia

At the collapse of communism in Russia, in 1991, scads of western economists and consultants descended on Moscow with the aim of showing them commies how it’s done and helping them transition to western-style democracy and capitalism in one ‘Big Push’. Planner behaviour par excellence.

One example of how not to do it is having Western lawyers and accountants rewrite the legal code overnight from the top down, as the West tried in Eastern Europe after 1990. In Eastern Europe, chief recipients of foreign aid were the Big Six accounting firms in the West. 43 who drafted new laws for Eastern Europe and trained thousands of locals in Western law. Eastern European legislatures passed the Western-drafted laws, satisfying aid conditions for the West, but the new laws on paper had little effect on actual rules of conduct.

You can pass all the laws you like for the establishment of democracy and free markets but if the population they’re imposed on has no experience of either they will continue to behave according to the old ways, via networks of identity and obligation, through widespread ‘corruption’ and nepotism i.e. favouring family, tribe, clan, ethnicity and religious group first. Economic theorist Avinash Dixit’s research:

may help explain why the transition from communism to capitalism in the former Soviet Union was such a disaster, and why market reforms in Latin America and Africa were disappointing. Even with severely distorted markets, the participants had formed networks of mutual trades and obligations that made the system functional at some level. Trying to change the rules all at once with the rapid introduction of free markets disrupted the old ties, while the new formal institutions were still too weak to make free markets work well.

The Russian people, especially managers of businesses and state industries, carried on ignoring the new capitalist rules in much the same way as they had ignored and circumvented the old communist rules. The Russian economy continued to be ineffective and corrupt. What keeps the Russian economy afloat is its huge reserves of oil and gas. In its dependence on a handful of basic commodities to sell to the rest of the world Russia is more like the petrostates of the Middle East and Africa than like a diversified, productive western economy.

Bad government

Anybody who wants to know about bad government in developing countries, particularly in Africa, should look no further than The Looting Machine by Tom Burgis (2015) and Dictatorland: The Men Who Stole Africa by Paul Kenyon (2018).

Democracy works, but imposing democracy from the outside doesn’t.

Trying to impose it quickly failed in Russia, failed in Iraq, failed in most Arab countries after the Arab Spring, and has failed in most African countries where it has been imposed.

This is because democracy doesn’t start with elections every four or five years, but is the end point of a long, complex evolution of social norms and standards of behaviour. These standards are still undermined and not adhered to in many western countries; look at shameful recent events in the UK and America i.e. the Trump presidency and the hilarious incompetence of the Conservative Party. ‘Democracy’ is a kind of Platonic ideal which no individual country actually lives up to.

It is awfully hard to get democracy working well (p.128)

Thus the development of democracy, like that of free markets, in Easterly’s view, is something that evolves slowly over decades, centuries, to address specific social needs.

Just like markets, the functioning of democracy depends on the slow and bottom-up evolution of rules of fair play.

Democracy is an intricate set of arrangements that is far more than just holding elections.

Social norms may be the most difficult part of building a democracy – many poor countries are far from such norms. A staple of elections in many poor countries is to harass and intimidate the opposition so that they don’t vote.

What his account hints at but never quite states is that democracy might just never be the appropriate form of rule for most countries in the world. He hints as much in the section about oligarchies which explains that oligarchies i.e. the rule of a small class, generally a wealthy elite, will be economically effective for a certain period but will inevitably lead to stagnation. At some point an oligarchy realises that it has to make concessions to democracy i.e. the people, the majority of the population, in order to allow change and development, often driven by changing technologies and new economic patterns. Oligarchies stagnate and eventually acknowledge the need for change but the crux of the matter is the terms on which the oligarchy will concede power to the demos. The basis one is that it doesn’t want to give away too much of its power and too much of its money.

This explains the history of South America. All those countries were settled on the Spanish model of economic inequality – silver mines which required huge peasant labour, sugar plantations which required huge slave workforces, vast latifundia worked by big peasant workforces, with a small oppressed proletariat in the cities. A century or more of this established rule by a landed elite, that is their social model or norm.

Perpetual oligarchy is more likely in unequal agrarian or mineral societies than in more equal industrial societies, as Latin America demonstrated for most of the nineteenth and twentieth centuries. (p.109)

But societies, technology, cultures and economies change and so Latin American societies see the recurrent pattern of repressive rule by an elite, which is eventually overthrown in a violent revolution which gives hope to the majority of social change and economic redistribution, which the oligarchies permit, up to a point, at which there is a violent counter-revolution i.e. military coup.

The Mexican revolution typifies one part of this see-saw, being a broad social rebellion against the entrenched rule of a narrow elite. The military coup against Allende in Chile represents the opposite end of the cycle, as the forces of money and privilege stepped in when Allende threatened to take away their money and power. South America’s challenge is getting beyond these violent mood swings to achieve the kind of middle class, social democrat stability epitomised by the Scandinavian countries, but this will always be hampered by the legacy of a large, poor, rural peasant class and, these days, by the huge numbers of the poor in the countries’ teeming slums.

Security from violence

This, of course, is a prerequisite for the development of any economy. Western aid will not do much good in a country mired in civil war. Violence is part of the human condition, well, the male human condition. One of the key causes of conflict in the past 70 years since the war has, of course, been ethnic, religious or tribal difference. All the conditions listed above for the development of either markets or democracy are void if your country is mired in conflict, worst of all a civil war.

Reasons why good government may not take hold

  • conflict
  • elite manipulation of the rules of the political game
  • landed wealth
  • weak social norms
  • the curse of natural resources
  • high inequality
  • corruption
  • ethnic nationalism and hatreds

Part 2. Aid in practice

What I’ve summarised so far is ‘Part 1: Why Planners cannot bring Prosperity’. Part 2 of the book, titled ‘Acting out the burden’ applies these ideas to the actual practice of administering foreign aid, finding the same sorts of conclusions. Easterly very frankly describes himself as one of the hordes of bureaucrats the by-now bloated aid industry:

We bureaucracies will devote effort more to activities that are more observable and less to activities that are less observable. By the same token, we bureaucrats will perform better when we have tangible, measurable goals, and less well when we have vague, ill-defined dreams. We will perform better when there is a clear link from effort to results, and less well when results reflect many factors besides effort. We will perform better when we have fewer objectives, and worse when we have many objectives. We will perform better when we specialize in particular solvable problems, and less well when we try to achieve utopian goals. We will perform better when there is more information about what the customers want, and less well when there is confusion about such wants. We will perform better when agents at the bottom are motivated and accountable, and less well when everything is up to the managers at the top. (p.157)

You need to set narrow, achievable targets. You need to listen to feedback from your customers, the poor.

Aid agencies are rewarded for setting goals, not for achieving them. Aid agencies and transnational organisations publish plethoras of reports every year. Incestuous and narcissistic these reports rarely feature the voices of the poor in the developing world. Instead they proliferate aims and goals and targets like bunnies, the vaguer the better. It actually has a name: ‘goal proliferation’.

The UN Millennium Project developed a framework in 2005 with the help of 250 development experts, commissioning thirteen reports from ten task forces. All this helped the project to come up with its framework, with its eighteen indicative targets for the eight MDGs, its ten key recommendations (which are actually thirty-six recommendations when you count all the bullet points), “a bold, needs-based, goal-oriented investment framework over 10 years,” seventeen Quick Wins to be done immediately, seven “main investment and policy clusters,” and ten problems to be solved in the international aid system. (p.164)

Western countries all too often make aid conditional on the promise it will be spent on donor country products and services. Or dependent on the recipient country’s aid in, for example, the War on Terror.

Chapter 6. Bailing out the Poor

A chapter describing the origins, aims and achievements of the World Bank and the International Monetary Fund.

The IMF needs to shed its excessive self-confidence that it knows in detail what is best for the poor, based on an analysis of the whole economy that shares the presumptions of utopian planning.

Easterly uses a fair amount of data and graphs. Here he assembles data showing that countries the IMF and World Bank have heavy involvement in tend to have disastrous political and economic records. Of course, you could argue this is because it’s precisely struggling or failing states which they ought to get involved in.

Chapter 7. The Healers: Triumph and Tragedy

A chapter on AIDS which, like everything else he discusses, Easterly fits into the terms of his primal binary:

The breakdown of the aid system on AIDS…reflects how out of touch were the Planners at the top with the tragedy at the bottom, another sign of the weak power of the intended beneficiaries. It shows how ineffective Planners are at making foreign aid work. (p.213)

Among a blizzard of facts it contains the riveting statistic that money spent educating prostitutes to be hygienic and insist on condoms can save between 100 and a thousand times more lives than money spent on (very expensive) retroviral drugs once people have contracted HIV (p.227) and both are eclipsed by oral rehydration therapy which can save babies dying of diarrhea or vaccinating against measles.

Aid, like all political-economics, is about choices and trade-offs. Easterly thinks western governments and aid agencies are unduly influenced by high profile, image-led, televisable results, what he calls ‘the bias towards observability’ (p.322). Thus a statistic like ‘number of retroviral drugs sent to Uganda to treat x number of AIDS patients’ eclipses ‘number of children vaccinated against measles thus preventing a measles outbreak and saving an unknown number of children’.

Part 3. The White Man’s Army

When I worked on Channel 4’s international affairs programme I met pundits and theorists who discussed the need for a new imperialism i.e. many developing countries just can’t run themselves and that was in the late 1980s, over 30 years ago.

A decade later it had become a fashionable idea. In Empire Lite (2003) Michael Ignatieff said the West needed to have the courage of its convictions and take control of failing states for the good of their citizens. In Colossus (2004) Niall Ferguson says America should face up to its position as sole superpower and formalise its financial and military control, claiming that there is:

‘such a thing as liberal imperialism and that on balance it was a good thing…in many cases of economic ‘backwardness,’ a liberal empire can do better than a nation-state.’

Senior British diplomat Robert Cooper wrote an article advocating for more western intervention in failing states, thinking which influenced Tony Blair’s famous Chicago speech, a set of ideas which explain his enthusiastic support of George Bush’s plan to invade Iraq and overthrow the evil dictator Saddam Hussein.

Leaving aside the vast culture wars-style furore this would cause, there’s a simpler problem with this superficially attractive idea, which is that the Iraq fiasco proved that the West isn’t, in fact, up to the job.

One reason for this is clearly stated by Rory Stewart and various other commentators on the Iraq and Afghan debacles, namely that the old imperial powers were in it for the long term. Their administrators stayed for decades, got to know and love the local languages and cultures, probably exploited the locals and their resources, but also built schools, roads, railways, abolished slavery, tried to help women (banned suttee etc).

The commentators and analysts he cites talk about ‘postmodern imperialism’. Whatever it’s called, it reeks of the same top down, Planner mentality which came to ruin in Iraq and no just ruin, but laughable, ridiculous ruin.

As he says:

One thing today’s nation-builders could learn from their colonial predecessors: once you get in, it’s very hard to constructively get out.

See America’s 20 year, one-trillion-dollar involvement in Afghanistan which reverted to Taliban rule before the last US troops had even left.

I found Easterly’s chapter on the legacy of European colonialism fascinating because its focus is on colonial incompetence rather than malice. The imperialists undermined traditional societies, imposed outside rulers, exacerbated tribal rivalries and drew preposterous borders mainly out of ignorance and stupidity. His detailed examples of blundering interference, destroying local cultures and rulers, embedding conflicts many of which are still with us today, are far more powerful and shaming than the  cheap and easy blanket accusation of ‘racism’.

This emphasis is, of course, because Easterly wants to draw the comparison with modern-day aid agencies, western governments, NGOs and so on who he accuses of comparable amounts of ignorance and outside interference ignoring the wishes and complex realities of the natives. So he presents an entertaining survey of imperial mistakes and cock-ups.

There are three different ways that Western mischief contributed to present day grief in the Rest. 1) First, the West gave territory to one group that a different group already believed it possessed. 2) Second, the West drew boundary lines splitting an ethnic group into two or more parts across nations, frustrating nationalist ambitions of that group and creating ethnic minority problems in two or more resulting nations. 3) Third, the West combined into a single nation two or more groups that were historical enemies.

He describes a detailed analysis he did with academic colleagues. They examined the percentage of the population that belongs to ethnic groups that the borders split between adjacent countries.

Former colonies with a high share of partitioned peoples do worse today on democracy, government service delivery, rule of law, and corruption. Highly partitioned countries do worse on infant mortality, illiteracy, and specific public services such as immunisation against measles, immunisation for diphtheria-pertussis-tetanus, and supply of clean water.

They then did something interesting and amusing, which is calculate a value for how wiggly a state’s borders are, on the assumption that long straight borders indicate they were drawn on a map by ignorant colonial bureaucrats, whereas wiggly borders indicate older or more ethnically aligned borders.

We found that artificially straight borders were statistically associated with less democracy, higher infant mortality, more illiteracy, less childhood immunisation, and less access to clean water – all measured today. The straight hand of the colonial mapmaker is discernible in development outcomes many decades later.

Easterly gives extended descriptions of Congo, Palestine and the broader Middle East (Syria, Iraq), India and Sudan, in each case going into much detail to show how ruinous western involvement in each country was.

Chapter 9. Invading the Poor

This brings us up to date with the US invasion of Iraq in 2003 and then the Coalition Provisional Authority’s attempt to turn Iraq overnight into a free market capitalist system. Cheerleader of neo-liberal capitalism and post-modern imperialism, Niall Ferguson, is quoted again:

The United States should be devoting a larger percentage of its vast resources to making the world safe for capitalism and democracy…the proper role of an imperial America is to establish these institutions where they are lacking, if necessary…by military force…Imposing democracy on all the world’s “rogue states” would not push the U.S. defence budget much above 5 percent of GDP. There is also an economic argument for doing so, as establishing the rule of law in such countries would pay a long-run dividend as their trade revived and expanded…

But Easterly then goes back before the Iraq adventure, back before the fall of communism to look at two case studies of American intervention during the Cold War, in Nicaragua and Angola, a country of ‘spectacular misery’ (p.277). He demonstrates how the West and America in particular never really understood the local history, culture and political dynamics of either country, and how their interventions (supporting the murderous Contra opposition to the communist Sandanista government in Nicaragua, and the psychopath Jonas Savimbi against the Marxist MPLA government in Angola) resulted in decades of misery, extreme violence, unnecessary deaths and economic ruin.

This is yet another area where the Planners’ utopian goals—universal peace, democracy, human rights, and prosperity—substitute for modest tasks that may be more doable by Searchers, such as rescuing innocent civilians from murderous attacks.

So, to summarise:

The pre-cold war, cold war, and post-cold war record on intervening militarily to promote the more ambitious goals of political and economic development yields a cautionary lesson – don’t.

Chapter 10. Homegrown development

By contrast with the sorry record of weak states created by uninformed western bureaucrats, ruled by colonial exploiters and then abandoned to their fate in the 1960s, Easterly contrasts a series of nations which have done very well economically, rising to and sometimes superseding western levels of economic development and which were never colonised. The highest per capita growth rates in the world 1980 to 2002 were enjoyed by South Korea, China, Taiwan, Singapore and Thailand. What they have in common is they were never colonised but also, more Easterly’s point, found their own paths to economic success and had little or no western aid and intervention.

Most of the recent success in the world economy is happening in Eastern and Southern Asia, not as a result of some global plan to end poverty but for homegrown reasons.

Whereas the bottom ten countries in the per capita growth league are all in Africa, are all former colonies, are all the recipients of massive amounts of western aid, which doesn’t seem to have helped them at all.

He has sections about two of the home-grown high-growth success stories, Singapore and Hong Kong, analysing the reasons for their success. Both were, in fact, British colonies but, crucially, ones where the British authorities were wise enough to leave the local merchants and businessmen to their own devices.

He then goes on to the two giants of Asia, China and India. China’s story is simple. It stopped being a backward country, and took a huge leap forward as soon as the ruling communist party replaced Mao’s repressive, ruinous tyranny with measured, controlled form of Chinese-style capitalism.

In the mid-2000s I worked at the UK Department for International Development for 18 months. On the first day, as I was being shown round, my guide made the frank and disconcerting point that over the past 20 years nearly half a billion people had been lifted out of poverty and it was absolutely nothing to do with western aid; it was entirely down to China adopting capitalism.

You could argue that China has developed a strange hybrid version of capitalism:

It is an unconventional homegrown success, failing to follow any Western blueprint for how to be modern. It combines lack of property rights with free markets, Communist Party dictatorship with feedback on local public services, and municipal state enterprises with private ones. (p.310)

But that plays right into Easterly’s thesis, which is that each country has to work out its own way to economic success, precisely by not having identikit western models (à la World Bank and IMF) forced on them.

After China and India, Easterly gives us 3 or 4 page summaries of the success of Turkey, Botswana and, surprisingly, Chile. I quote his conclusion at length because it’s an important, succinct summary of his position.

The success of Japan, China, the East Asian Tigers, India, Turkey, Botswana, and Chile is turning into a comic relic the arrogance of the West. Americans and Western Europeans will one day realise that they are not, after all, the saviours of ‘the Rest.’

Even when the West fails to ‘develop’ the Rest, the Rest develops itself. The great bulk of development success in the Rest comes from self-reliant, exploratory efforts, and the borrowing of ideas, institutions, and technology from the West only when it suits the Rest to do so.

Again, the success stories do not give any simple blueprint for imitation. Their main unifying theme is that all of them subjected their development searching to a market test, using a combination of domestic and export markets. Using the market for feedback and accountability seems to be necessary for success. But we have seen in chapter 3 that creating free markets is itself difficult, and the success stories certainly don’t all fit some pristine laissez-faire ideal.

We know that gross violations of free markets and brutal self-aggrandizing autocrats usually preclude success. Beyond that breathtakingly obvious point, there is no automatic formula for success, only many political and economic Searchers looking for piecemeal improvements that overcome the many obstacles described in chapters 3 and 4.

Bottom-up, diverse, culture-specific, exploratory, open-minded, experimental, market-driven, are the characteristics of economic success in developing countries. Piecemeal solutions to defined problems. NOT the top-down, highly planned, centralised, vague and unspecific utopian visions of western aid donors.

Chapter 11. The Future of Western Assistance

When you are in a hole, the top priority is to stop digging. Discard your patronising confidence that you know how to solve other people’s problems better than they do. Don’t try to fix governments or societies. Don’t invade other countries, or send arms to one of the brutal armies in a civil war. End conditionality. Stop wasting our time with summits and frameworks. Give up on sweeping and naive institutional reform schemes. The aim should be to make individuals better off, not to transform governments or societies.

Aid cannot achieve the end of poverty. Only homegrown development based on the dynamism of individuals and firms in free markets can do that. Shorn of the impossible task of general economic development, aid can achieve much more than it is achieving now to relieve the sufferings of the poor.

Put the focus back where it belongs: get the poorest people in the world such obvious goods as the vaccines, the antibiotics, the food supplements, the improved seeds, the fertilizer, the roads, the boreholes, the water pipes, the textbooks, and the nurses. This is not making the poor dependent on handouts; it is giving the poorest people the health, nutrition, education, and other inputs that raise the payoff to their own efforts to better their lives.

He then gives examples of ground-up, localised interventions which have improved the lives of poor people, especially children, in Mexico, Kenya and India. He does a survey of small-scale interventions and also new methods of evaluation which he thinks could be replicated. Then a list of 6 basic principles which, again, I quote in their entirety so as to share the ideas and knowledge:

  1. Have aid agents individually accountable for individual, feasible areas for action that help poor people lift themselves up.
  2. Let those agents search for what works, based on past experience in their area.
  3. Experiment, based on the results of the search.
  4. Evaluate, based on feedback from the intended beneficiaries and scientific testing.
  5. Reward success and penalize failure. Get more money to interventions that are working, and take money away from interventions that are not working. Each aid agent should explore and specialize further in the direction of what they prove good at doing.
  6. Make sure incentives in (5) are strong enough to do more of what works, then repeat step (4). If action fails, make sure incentives in (5) are strong enough to send the agent back to step (1). If the agent keeps failing, get a new one.

And a restatement of his core position:

Aid won’t make poverty history, which Western aid efforts cannot possibly do. Only the self-reliant efforts of poor people and poor societies themselves can end poverty, borrowing ideas and institutions from the West when it suits them to do so. But aid that concentrates on feasible tasks will alleviate the sufferings of many desperate people in the meantime. Isn’t that enough?

If we can’t sort our own countries out, how can we expect to sort out other peoples’?

Since the turn of the century inequality has increased in all western countries, as the rich get richer, public services collapse, and the middle and working classes get poorer.

If we cannot ‘abolish poverty’ in our own countries, what kind of deluded hubris makes us think we can solve it in countries completely unlike ours, with wildly different cultures and traditions?

The fallacy is to assume that because I have studied and lived in a society that somehow wound up with prosperity and peace, I know enough to plan for other societies to have prosperity and peace.

Western social scientists don’t begin to comprehend fully the complex process of state formation and rule of law in the West, so they shouldn’t be too quick to predict how it will work anywhere else.

The rules that make markets work reflect a complex bottom-up search for social norms, networks of relationships, and formal laws and institutions that have the most payoff.

To make things worse, these norms, networks, and institutions change in response to changed circumstances and their own past history. Political philosophers such as Burke, Popper, and Hayek had the key insight that this social interplay was so complex that a top-down reform that tried to change all the rules at once could make things worse rather than better.

In the section titled ‘You can’t plan a market’, he writes:

Introducing free markets from the top down is not so simple. It overlooks the long sequence of choices, institutions, and innovations that have allowed free markets to develop in the rich Western economies.

Markets everywhere emerge in an unplanned, spontaneous way, adapting to local traditions and circumstances, and not through reforms designed by outsiders. The free market depends on the bottom-up emergence of complex institutions and social norms that are difficult for outsiders to understand, much less change…Planners underestimated how difficult it is to get markets working in a socially beneficial way.

But, as Easterly indicates, the arrogance never stops, and each new generation of politicians wants to strut and swank upon the world stage, and pledge billions to ‘aid’ and ‘poverty reduction’, commissioning the same kinds of Grand Plan, which will spend hundreds of millions on western consultants and experts and advisers and banks and planners with, in the end, little or no permanent effect on most of the inhabitants of the poorest countries.

Conclusion about the book

It might be 15 years old but ‘The White Man’s Burden’ is like an encyclopedia of ideas and arguments, every page exploding with explanations and concepts told in a clear, punchy, often humorous style. It’s hugely enjoyable and massively enlightening.

Thoughts about the West

Easterly’s book, written in 2004 and 2005, comes from a position of confident superiority – I mean it takes for granted that the West is rich and has an obligation to sort out ‘the Rest’ i.e. the Third World, the developing world or the Global South, whatever the latest term is for the poorest countries.

But nearly 20 years later it feels to me like the whole picture has changed. I can’t speak for America but the fact that Donald Trump might be re-elected president tells you all you need to know about the state of its ‘democracy’ and its deeply divided society.

But as for the country I live in, Britain no longer feels like a rich country. For thirteen years it has been mismanaged by a Conservative party in thrall to the neoliberal mirage that Britain can ever be like America, that – if only the state could be reduced to a bare minimum, all state-provided services slashed to the bone, personal and corporate taxes significantly cut – then the British people’s inner capitalist would be set free, Free Enterprise would flourish and Britain would become a high-education, high-tech, 21st century economy like the Asian Tigers (Hong Kong, Singapore, South Korea, and Taiwan).

In pursuit of this grandiose delusion the Conservative Party has undermined all Britain’s social services,  sold off our utilities, privatised state industries, making Britain a poorer, dirtier, more polluted and miserable place for most of its inhabitants to live in, with most public services on the verge of collapse (English town halls face unprecedented rise in bankruptcies, council leaders warn).

Easterly takes it for granted that the West is rich and will continue to be rich, and is democratic and will continue to be democratic, so that we can continue to intervene in other countries from a position of stable superiority. But what if this assumption is wrong?

Easterly’s book amounts to a long list of all the elements which need to be in place to secure wealth and democracy and, the longer the list went on, the more nervous I became about its viability. Democracy seems so unnatural, so against human nature, requires such a concerted effort to maintain and, in the 15 years since the book was published, so many forces have arisen, within western countries themselves and her enemies abroad (Russia, to some extent China), which seek to actively undermine it, not least the forces of the authoritarian, nationalist right.

And then there’s global warming. Severe weather conditions are coming which threaten to permanently damage food and water supplies, make parts of the planet uninhabitable and uproot billions.

The net effect of this book was to terrify me at the fragility and uncertainty of western wealth and democracy. What if Vladimir Putin is correct and liberal democracy is doomed? Personally, I don’t think  he is, Putin said that for propaganda effect. On the other hand, it’s fairly clear that liberal democracy is in trouble. Easterly’s book is nominally about our obligation to save the poorest countries in the world. But what if we can’t even save ourselves?

The Roman Republic by Michael Crawford (second edition, 1992)

No, not the Michael Crawford, star of the 1970s TV series Some Mothers Do ‘Ave ‘Em. His version of the Roman Republic would have been hilarious. “Ooooh, Brutus!”

No, this Michael Crawford is the English historian, born in 1939 and still with us, privately educated (like most classicists – St Paul’s and Oxford) who nonetheless takes a solidly socialist view of history. Page two of his preface states that:

I continue to believe that the principal reason for the destruction of Republican government at Rome was the neglect of the legitimate grievances of the population by the governing classes…

The use of ‘continue to believe’ implies that he valiantly persists in his views despite stiff opposition, an impression he goes on to compound by telling us, rather naively and over-earnestly:

…just as I continue to believe that a socialist framework offers the only eventual hope for the survival of our own world. (page vi)

‘Eventual’ is a funny choice of word and, like ‘continue’, hints at an embattled state of mind, of taking a heroic stand against a sea of opponents. (This is also an early indication of Crawford’s often idiosyncratic prose style and oblique way of describing important events.)

Crawford’s earnest socialism might have made sense in 1978 when the first edition of this book was published, but had gone out of style by 1992 when this second edition arrived – a year after the Soviet Union collapsed and the oppressed nations of Eastern Europe were freed from Russian tyranny. Mrs Thatcher had been stabbed in the back by her own MPs in late 1990 but it wasn’t until 1997 that John Major’s useless Conservative government was replaced by Tony Blair’s pazazzy New Labour – which proceeded to destroy forever the kind of socialism Crawford believed in, aligning the left with globalising neo-liberal economics, financial deregulation, public-private partnerships, university tuition fees and the galloping inequality which has brought us to our present happy situation.

Reading Crawford’s little preface makes me sad for all the good people who thought they could make the world a better place and have resoundingly failed. As a result, although the events he describes took place over 2,000 years ago, an air of forlornness hangs over the entire text.

The Roman Republic

It’s not a very good book. Crawford rushes. He squeezes too much information into gangling sentences or long paragraphs. Nothing is gone into in enough detail. Take this example:

Not altogether surprisingly, there were those in Carthage who did not regard the verdict of the First Punic War as final; the creation of an empire in Spain and the acquisition thereby of substantial military and financial resources were followed by Hannibal’s invasion of 218 (the Roman tradition attempted to make the entirely justified attack on Saguntum by Hannibal into the casus belli, in order to salve its conscience over the failure to respond effectively to the appeal by Saguntum to Rome). (p.50)

Bloody long sentence, isn’t it? And useless as factual exposition. With just a little bit more effort Crawford could have given us a separate sentence or two describing the establishment of the Carthaginian empire in Spain by Hannibal’s father, Hamilcar Barca, how Hannibal assumed the mantle of command when his father died in 228 BC, and how a series of clashes with the Romans eventually led the Carthaginians to conclude that the only way to solve the ‘Rome problem’ was a direct attack on Italy, which Hannibal launched in 218.

One more sentence could have explained the importance of the battle of Saguntum a lot more clearly. As it is Crawford devotes nearly 40 words to it but somehow manages to not only not explain what happened, but to make it more obscure than if he’d never mentioned it.

Most of Crawford’s book is like this: it contains plenty of facts but a) you can tell that a lot of context and explanation and details are missing, and b) it’s all told arsey-versey, meaning in a ‘wilfully confused and disorderly’ way.

Because I already know the outlines of the story from the other three histories of Rome I’ve read I am able to decipher Crawford’s clipped and contorted references, but it became very tiresome. He gives no sense of Hannibal’s campaign in Italy; he gives no sense of the civil war between Marius and Sulla; he gives no sense of why Gnaeus Pompeius (Pompey) was such a spectacularly successful general; his account of Caesar’s command in Gaul is so brief as to be non-existent; his coverage of the Catiline conspiracy is risible; his explanation of Cicero’s exile is impenetrable unless you happen to already know the facts and issues; his mentions of Clodius give no sense at all of the street violence unleashed by his gangs or why it led to Pompey being awarded sole power to bring peace to the streets of Rome; and so on and so on. All this is mentioned but nowhere properly explained. As a narrative history of the Roman Republic, this book is rubbish.

The Fontana History of the Ancient World

This volume is the first part of The Fontana History of the Ancient World so maybe Crawford was given a specific period and a tight page limit and this explains the text’s cramped contortions. The book has just 200 pages into which to cram a history which theoretically covered 720 years from the legendary founding of Rome in 753 BC through to the rise of Octavian in the 30s. It also has to contain a timeline, four appendices, half a dozen maps, a list of further reading and 4 separate indices. Maybe that’s why it feels so rushed and superficial. But the lack of space doesn’t explain Crawford’s strange style and often crabbed and obscure way of trying to explain events. That’s just crap.

Schematic

If the book’s weakness is its lack of narrative depth or proper full explanation of events, its strongest parts are where it is most schematic – brief and pithy as a PowerPoint presentation. The chapter headings give a sense of this high-level, schematic approach:

  1. The sources
  2. Italy and Rome
  3. The Roman governing classes
  4. From Italian power to Mediterranean power
  5. The conquest of the East
  6. The consequences of empire – the governing classes
  7. The imperial power
  8. The consequences of empire – the governed
  9. Reform and revolution
  10. Rome and Italy
  11. The end of consensus
  12. The world turned upside down
  13. The embattled oligarchy
  14. The militant dynasts

Good titles, aren’t they? But each of these chapter is too short – 10 pages on the sources, 5 and a half on early Rome’s rise to eminence among the patchwork of Italian tribes, 8 and a half on the ruling class. And the same goes for the four appendices:

  1. The Roman assemblies
  2. The Roman army
  3. Equites
  4. The special commands

They look good but they are 3-and-a-half, one-and-a-half, two-and-a-half and one-and-a-half pages long, respectively. Too short, too allusive to explain anything properly.

Main themes

Crawford tell us his main idea is that the collapse of the Republic was caused by “the neglect of the legitimate grievances of the population by the governing classes” but already in the introduction he undermines his own thesis when he attributes the collapse to two other causes, both of which are more persuasive to me, namely:

1. “The failure to develop communal institutions for the maintenance of order” – when the Senate and the tribunes or popular assemblies fell out there was no institution or way to arbitrate the disputes. Together with the absence of any police force or independent judiciary, this meant whoever ruled the streets or led the biggest army could a) seize power, as in the civil war between Sulla and Marius in the 80s BC or b) more insidiously, create an atmosphere of lawlessness and hooliganism as created by Publius Clodius Pulcher in the 50s.

2. The mad competitiveness between very rich, very ambitious members of what Crawford, throughout the book refers to as the Roman ‘oligarchy’. (Oligarchy is defined as: ‘control by a small group of powerful people.’)

Crawford quotes Aristotle as saying that, so long as it remains united, an oligarchy is impossible to overthrow – but once members fall out with each other, then collapse can come very suddenly. In Crawford’s view, the collapse came about because of:

1. The wealth generated by the hugely expanded Roman empire was unprecedented and put unprecedented power for bribery and corruption into the hands of the super-rich.

2. The long periods for which eminent generals (Marius, Sulla, Lucullus, Pompey, Caesar) led their men created super-generals, super-leaders, whose rivalries involved entire armies, and, as per point 1, the Republic simply had no way to arbitrate between them (p.25).

In the last forty years of the Republic, the Senate found itself having to award more and more special commands to leading generals (Pompey received most) to allow them to deal with logistical or military problems which were too large, spread out over too long a time period or too far away, for the existing machinery of one-year consuls and regional governors to handle.

Thus Pompey was given a special command to deal with the ongoing pirate problem in 67, immediately followed by a special command to deal with the unending war against Mithridates VI in Asia. The growing reliance on special commands was symptomatic of how the institutions of the republic couldn’t cope with the challenge of running an empire.

Who was the Roman oligarchy?

So who were the “governing classes” which Crawford refers to in his introduction? Chapter 2 gives a pithy overview.

Soon after the overthrow of the monarchy in about 510 BC, the Roman ruling class decided to ensure they were never again ruled by the caprices of one man, so they took two steps:

1. they divided executive power between two officials, the consuls and

2. they had them elected, and for one year only – enough time to carry out official duties and for one military campaign season, then their time was up and someone else took over

Those seeking election generally had to have held more junior positions in what developed into a ladder or stepping stones of official positions. These offices of ‘magistracies’ evolved over the years but, given the human tendency to multiply bureaucracies, remained surprisingly few.

They were, in rising order of responsibility, the posts of quaestor, aedile and praetor. These positions were referred to collectively as the magistracies. This sequence of public offices was called the cursus honorum. Candidates for the magistracies had to canvas the people at annual hustings. They were elected by all adult males who had property enough to be included in the regular census carried out for this purpose which had originally been established to assign men to appropriate ranks in the citizen army.

Hence another elected post, that of censor, responsible for keeping the list of citizens a) eligible to vote and b) assigned to the appropriate rank in the army, up to date.

To be eligible to join the army a citizen needed to be a member of the assidui i.e. to achieve a basic property qualification (p.97). The assidui were divided into five classis or ranks, according to their assets, and it was the job of the censors to keep this list of citizens, their property and their ranking up to date.

The senate consisted of all the men who had previously held office as a magistrate. Senate derives from the Latin word senex which simply means old man, on the assumption that mature men who had held office gave good advice.

The single most important thing to grasp about Roman politics is that the senate did not make laws. It was a solely advisory body – although it arrogated to itself certain policies, specifically financial policy and military strategy. Anybody intending to create legislation was expected to consult the senate, which could and did hold extensive debates for and against legislation, suggesting amendments, improvements or that laws be rejected. But the senate didn’t actually pass the laws. It relied on the popular assemblies to propose and vote on actual laws.

Members of the same small group of families held magistracies and eminent positions in the state for hundreds of years. These were the patricians who monopolised the important magistracies and the various religious offices and half a dozen priesthoods (which were also elected).

The patricians distinguished themselves from the plebs or plebeians, who supposedly came from more recent, less ancient and venerable families. But within a century or so of the overthrow of the kings the plebs agitated to have a say for themselves, campaigns which eventually led to the creation of an assembly where the plebs could discuss their issues, the concilium plebis, and the creation of the post of tribune of the plebs. The tribune’s original function was to protect citizens from arbitrary actions by the (mostly patrician) magistrates. Over the years the number and powers of the tribunes slowly expanded.

In 342 BC the plebs broke through a glass ceiling and won the legal right to stand for the consulship  alongside patricians. The consequence was the growth of a mixed patrician-plebeian nobility because, by the 300s, the leading plebeian families were not at all common working people but had developed into a class of very wealthy families in their own right (‘the plebeian leadership was rich and ambitious’, p.28).

This mixed patrician-plebeian nobility is what Crawford means when he (frequently) refers to the ‘oligarchy’ (‘control by a small group of powerful people.’)

The history of the Roman republic is the history of the fierce rivalry between a relatively small number of men at the core of this patrician-plebeian oligarchy, as they were forced to express it through the channels of a) election to a magistracy b) success as a military commander c) success as governor of an overseas province.

It was a complicated and sensitive mechanism which, by its last century, was riddled with bribery and corruption and, as mentioned above, fierce competition between its members for power and status which repeatedly spilled over into street violence. In the final 50 years it escalated into armed rebellion and civil war between Roman legions loyal to rival Strong Men.

Roman flexibility

Although they went on about their legends and traditions, one of the most notable things about the Roman state and culture was their flexibility.

Constitutional flexibility As provinces were acquired and something like an empire came into being, the Roman oligarchy expanded the number of magistracies sitting under the consulship, increasing the number of quaestors and praetors i.e. they were flexible in adapting their constitution.

Cultural flexibility From about 200 BC onwards the Roman elite took an increasing interest in Greek art, architecture, literature and philosophy, and frankly copied it (as in the plays of Plautus and Terence), and slowly developed their own versions and distinct styles.

Citizen flexibility But both these aspects rested on the ancient Roman custom of incorporating peoples into their state. Thus the conquest of the many tribes of Italy by one city state didn’t result in their miserable subjugation, but by the carefully calibrated award of Roman citizenship to tribes and communities around the country. When Rome went on to conquer foreign lands (starting with Sicily in the 240s) she made no demands that the population change their religion, culture or laws – they simply had to offer up young men for the Roman army (p.74).

The openness of Rome to outsiders was one of the sources of her strength in Italy (p.78)

It was this ability to incorporate foreign lands, foreign peoples, the best of foreign cultures and even their gods and religions, which underpinned a thousand years of success.

The impact of empire on the Roman ruling class

It’s worth making the minor point that all the historians talk about Rome having an ’empire’ well before the end of the Republican period and before they had actual emperors. In the talismanic year 146 BC the Romans crushed Carthage in the west and Corinth in the East, thus confirming their hegemony over the Mediterranean. The defeat of Carthage handed over the latter’s territories in north Africa and Spain to Rome, and after Rome defeated the Achaean League in 146 BC she used Greece as a jumping off point for greater involvement in ‘Asia’ (modern day Turkey) and across the sea in Egypt.

An empire in fact well before it became an empire in name.

Extreme wealth

Crawford’s thesis is simple: the phenomenal wealth which could be extracted from these overseas territories (‘generals and governors abroad had almost limitless opportunities for illegitimate enrichment’, p.74), plus the prestige attached to military success and the public triumphs awarded to victorious generals, led to increasing disparities among the ruling elite: some became phenomenally rich and successful, others less so.

The enormous power wielded by Roman magistrates operating far from senatorial oversight led to grave abuses; the wealth acquired from office by some members of the oligarchy separated them spectacularly from the rest and enabled them to bribe their own way and that of other members of their family to further office. (p.84)

The conquest of the Greek East from 200 BC onwards provided ready access to Greek artistic and intellectual skills and techniques and to wealth on a staggering scale. (p.85)

He quotes the Roman saying that a provincial governor needed to screw not one but three fortunes out of his unfortunate subjects: one to repay the money he borrowed to pay his election expenses; one to bribe the jury at the trial for corruption he would inevitably face when he got back to Rome; and the third one for the traditional reason – to have the wherewithal to fund the conspicuously rich lifestyle demanded by his class (p.171), a particularly conspicuous example being the successful general Lucius Licinius Lucullus. By the 60s:

Provincial government not only provided men with wealth and connections on a scale unimagined a generation earlier; the great commands placed in their hands for a time almost regal power and led to their being showered with symbolic honours appropriate to that power. Here again Pompeius surpassed all his predecessors. (p.176)

So, as the first century BC progressed, at the very top of the Roman oligarchy, competition for the consulship, for governorship of a province or generalship of an army overseas, became increasingly fierce and bitter because the rewards became increasingly mind-boggling.

It was bitter rivalry about who would lead the Roman military campaign against Mithridates VI of Pontus in modern-day Turkey, which precipitated the civil war between Gaius Marius and Lucius Cornelius Sulla starting in 88 BC. It was failure to agree a mechanism whereby Caesar could lay down command of his army in Gaul and transition to being a consul in 49 which led to the civil war between Caesar and Pompey. It was the failure of the centuries-old institutions of the Republic to control and mediate the rivalry between these super-powerful men, and then between Octavian and Mark Antony after Caesar’s assassination, which led, after repeated collapses, to its complete replacement by the rule of one strong man.

Seen in this light, the domestic policies of the oligarchy throughout the 2nd century and into the 1st century, consisted of the oligarchy’s attempts to moderate and police itself, to hold this power in check. It had created a machine of awesome power which it could no longer control.

The decade 59 to 49 saw competition between the leading members of the oligarchy reach such an intensity that it destroyed the framework in which competition operated or had meaning. It burst out as the naked use of force. Might could only be met with might and could only lead to the triumph of one man only, Octavian.

The land problem

This much is maybe obvious. Crawford’s left-wing perspective comes out in his insistence that the ‘people’ played a leading role in the process. He claims they did this in two inter-related ways. First, was the land problem. In a nutshell, in the last 150 years of the republic the ordinary peasant farmer was driven off the land in ever-increasing numbers. The richest patricians relentlessly bought up land, exploiting the harsh money-lending and debt laws which penalised ordinary farmers.

This explains why there were so many attempts to redistribute land and to enact some form of debt relief over those 150 years. Take C. Laelius’s proposal in 140 that land be redistributed to the needy in order to raise them up to the property qualification required by recruitment into the army, thereby improving it, (p.91). Or Tiberius Gracchus’s proposals for redistributing land from the wealthy to the landless in 133. Crawford devotes a chapter to describing in detail the process of land appropriation by the rich and the various attempts by reformers to stem the tide (pages 94 to 106).

They mostly failed and the net result was the creation of huge estates (which came to be called latifundia) owned by very rich landowners, and the driving of hundreds of thousands of peasant farmers off the land and into the towns, where they created shanty towns and formed the mobs susceptible to popular rabble rousers.

Thus the rise of the super-rich not only destabilised their own class, the oligarchy, but indirectly contributed to the rise of the mob mentality which increasingly dominated Roman politics in the last 50 years of the republic.

The lynching of Tiberius Gracchus

Crawford goes along with all the other historians I’ve read who say that the public lynching of the reformer Tiberius Gracchus in 133 BC marked a turning point because for the first time laws, justice and deference gave way to brute violence. His younger brother was similarly massacred along with hundreds of his followers a decade later, but it was really the long and bitter Social War of the 90s which led directly into the civil war of the 80s, and to the appalling politically motivated murders commissioned by both Marius and Sulla, which made politicised street violence an accepted event.

A generation later, the street violence between the gangs led by Clodius and Milo destabilised politics throughout the 50s. And it was Mark Antony’s speech in the forum the day after Caesar’s assassination, displaying Caesar’s body and reading out his will, which roused the mob to a fury and to go off and torch the houses of the conspirators, thus driving them to flee from Rome, putting them on the back foot and guaranteeing that Antony and his group in the oligarchy would triumph.

The point is these successive outbreaks of constitutional collapse were partly enabled by the growth of a large class of urban proletariat, mobs of the unemployed or underemployed, former farmers driven off their land, embittered and ready for anything. It explains the appeal of Catalina’s vague promises to overthrow the entire state and start again to large numbers of the urban poor.

And we know from Cicero’s letters that even Octavian, who was to be the last man standing at the end of this series of ruinous civil wars, went out of his way to make himself liked by the mob.

In a sentence: the population displaced from the land and herded into the cities provided the raw material of aggrieved proles which the unprecedentedly powerful and homicidally competitive oligarchs were able to manipulate for their advantage.

Slavery

There was a third element: slavery. As conquest followed conquest in the 2nd century, as entire cities and peoples were conquered and some (not all) sold into slavery, there developed a tidal wave of slavery. This had two effects: one was that the economy didn’t need the peasant farmer any more; slaves could farm huge latifundia virtually for free. Second was a ratcheting up of the luxury living of the urban rich, and even the well-off middle classes, once their houses became full of slaves who did all kinds of work and services for free. The Roman historian Appian wrote:

‘So the powerful became very rich and slaves spread all over Italy.’ (quoted on page 102)

There was probably a third effect as well, which was the slave trade itself, which Crawford says really got going in the 140s i.e after the destruction of Carthage and Corinth. Easy to overlook the slaves and the simple fact that they created a vast amount of economic value for little overhead. The trade made slave traders very rich, but transformed the lives of Roman citizens of all but the lowest classes. (p.102).

‘When the Romans became rich after the destruction of Carthage and Corinth they used enormous numbers of slaves…’ (Roman historian Strabo quoted on page 131)

The growing use of slaves led to three slave wars or risings, in 135 to 132, 104 to 100, and 73 to 71. The Greek island of Delos became the centre of the slave trade in the eastern Mediterranean . It was said it could receive, sell and dispatch tens of thousands of slaves every day! (p.131).

Conclusion

This is a poor book, which I wouldn’t recommend to anyone. Its take-home message is straightforward: it is bad, sometimes fatal, to the peace and viability of a society to let some of its members become disproportionately rich or powerful. Extreme wealth not only corrupts individuals but destabilises entire societies. A largely ignored message still relevant to us inhabitants of the ‘advanced’ economies of the West.


Roman reviews

De republica by Cicero (54 BC)

The best possible political constitution represents a judicious blend of these three types: monarchy, aristocracy and democracy.
(De republica by Cicero, fragment of Book 2)

De republica was written by the Roman lawyer, orator, politician and philosophical populariser Marcus Tullius Cicero between 54 and 51 BC. It is variously translated into English as The Republic, A Treatise on the Commonwealth, On the state or On government.

Cicero was not himself a philosopher or political theorist of note. This work was one among nearly twenty in which he translated the best of Greek philosophy into Latin, pulling various Greek theories together into new texts and introducing or inventing Latin terms to translate Greek ideas. Because of the purity and eloquence of his Latin many of these texts were preserved throughout the Middle Ages as teaching aids, and were revived during the Renaissance. In this way Cicero’s works played a central role in preserving the philosophical, moral and political ideas of the ancient world into the modern era and shaping their revival.

The Republic is cast as a dialogue, the form immortalised by Plato (427 to 327 BC). Unlike a manifesto or treatise a dialogue isn’t a straightforward statement of views. Having a number of people debate various opinions makes it more of a teaching or heuristic form. Students can be asked to study the work, then to describe which viewpoint they support and why.

As with Cicero’s other dialogues, The Republic studiously avoided controversy by being set in the past among long dead characters. It is set in the country villa of Publius Cornelius Scipio Africanus Aemilianus (185 to 129 BC), known as Scipio Aemilianus or Scipio Africanus the Younger. Scipio was a Roman general and statesman who led the third and final war against Carthage, personally overseeing its siege, capture and utter destruction, as vividly described in Richard Miles’s history of Carthage. Scipio also restored order after assassination of Tiberius Gracchus in 133 BC and mediated between the political factions.

The Republic takes place in Scipio’s estate over three consecutive days. Each day is described in two books, with an introduction by Cicero preceding the dialogue of each book, making six books in all.

  • Book 1 – Scipio outlines the three types of government (monarchy, aristocracy, democracy) and asserts the best type is a mix of all three
  • Book 2 – Scipio gives quite a detailed outline of early Roman history in order to show the evolution of the Roman constitution
  • Book 3 – Philus and Laelius engage in a set-piece debate about whether pragmatic injustice (Philus) or ideal justice (Laelius) are intrinsic to politics
  • Book 4 – is a discussion of education
  • Book 5 – considers the qualities of the ideal citizen in government
  • Book 6 – considers the character of the ideal ruler

The Republic survives only in fragments. Large parts of the text are missing. Books one to 3 survive in significant chunks, but the from the fourth and fifth books only minor fragments survive, and all the other books have a distressing number of missing passages.

The only part of the sixth book which survives is the final section, a relatively short passage in which Scipio tells his guests about a dream in which he was whirled up into space and shown the structure of the universe. This has survived because it was the subject of a commentary by the neoplatonist philosopher Macrobius and this part of the text, along with Macrobius’s commentary, became very popular during the Middle Ages and the Renaissance, with their profound interest in astrology and astronomy.

The best preserved parts of the text discuss constitutions and political theory but it is important to realise that this was only part of Cicero’s aim. The discussion of constitutions fills only a third of the book. For Cicero ‘politics’ wasn’t a narrow profession but a branch of philosophy which dealt in a broader way with human nature and ethics as demonstrated in societies. This explains why the treatise deals with different types of constitution early on in order to get on to the more important subjects of what kind of citizen and what kind of ruler are required to create a perfect state. The best kind of state is not a dry technical question, comparable to modern debates about different voting procedures: the best kind of state produces the best kinds of citizens and the best kinds of rulers (optimus civis) and so must be considered in the broadest context.

The characters

The discussions take place between no fewer than nine named individuals who are given speaking parts.

Scipio was maybe the most pre-eminent figure in mid-second century BC Rome, a very successful general who, however, a) did not abuse his power as later generals such as Marius, Sulla, Pompey and Caesar did and b) was a noted patron of artists and writers such as the Greek historian Polybius. You can see why Cicero hero worshiped him.

Other characters

  • Gaius Laelius: close friend and associate of Scipio, consul in 140 BC, promoter of the study of literature and philosophy, practical and down to earth.
  • Lucius Furius Philus: consul 136 BC, orator, a man of great personal rectitude who takes on the defence of injustice, in book 3, for the sake of the debate
  • Manius Manilius: consul in 149 BC, a venerable legal expert.
  • Quintus Mucius Scaevola: Laelius’s son-in-law, a legal scholar and patron of the young Cicero.
  • Spurius Mummius: conservative and anti-democrat.
  • Quintus Aelius Tubero: Scipio’s nephew, tribune c. 129 BC. Legal scholar dedicated to Stoicism.
  • Gaius Fannius: consul in 122 BC, follower of Stoicism, historian and orator. Son-in-law to Laelius.
  • Publius Rutilius Rufus: a politician admired for his honesty, dedicated to Stoicism.

Book One

Missing its preface, the text we have starts in mid sentence and mid argument. Cicero is arguing against the Epicurean belief that the educated man should hold aloof from politics in order to preserve his calm. On the contrary, Cicero argues that the highest form of moral activity and of virtue consists of the practical application of morality in the practice of statecraft.

Then Cicero the narrator hands over to the supposed discussion held at Scipio’s house where his guests ask Scipio’s opinions.

The conversation starts with one of his visitors talking about the rare phenomenon of two suns being seen in the sky. But Scipio repeats the Greek idea (Aristotle) that there is little we can know about the workings of the cosmos whereas we very much can study human beings, how they behave, morality, epistemology and so on, and that’s what we ought to do.

Scipio follows his Greek predecessors in claiming that human beings seem to have an innate compulsion to live together in communities i.e. we are not a solitary species (Book I, section 39). When this happens there are three ways communities of humans organise their power: monarchy, aristocracy and democracy. Each has its merits:

Kings attract us by affection, aristocracies by good sense, and democracies by freedom. (I, 55)

Each has a dark side, when it becomes corrupt. Monarchy becomes despotism, aristocracy becomes oligarchy and democracy becomes mob rule (I, 44).

Personally, Scipio thinks a careful mixture of all three is best (I, 69), but if he had to pick just one it would be monarchy. This is because there is only one king god in heaven, Jupiter (I, 57). Every family has only one father and a king is like the father of his subjects (I, 54). There can be only one ruling element in the human mind, which is sovereign over all the other passions, and this is Reason (I, 60). Only one person can run a household, only one person can be in charge of a ship, only one person can treat us for illness. And when people are deprived of a just king they are like orphans.

But the weakness of rule by a king is that when they go wrong, they go really wrong and become tyrants. Therefore the most stable and also the most ‘just’ form of government is one which permits a balance of power between the different classes and so is ‘equally just to all ranks of society’ (II, 55). He thinks this has best been achieved by the Roman constitution with its balance between the powers of a king (vested for one year only in the role of the consuls), the moderating influence of the aristocracy (embodied by the wisdom and experience of the senate and a voting system heavily skewed towards the rich and ‘best’ in society) and the voice of the people (expressed in the office of tribune of the plebs and the voting power of the people’s assemblies).

Book two

Scipio/Cicero come to the bold conclusion that the best possible political constitution in the world is the one created by their Roman forebears and handed down to himself and his contemporaries, the inheritance of Rome, ‘the greatest State of all’!

This is as laughably self-centred as the great German philosopher Hegel pondering deeply and concluding that the best possible way to organise a society was…the constitution of the Prussian state of his day! Or the booming confidence of late Victorians that the British Empire with its constitutional monarchy was the best imaginable form of government.

He gives a deeply traditional and patriotic account of the founding of Rome by the wise and godlike Romulus and the cumulative constitutional innovations of the traditional and legendary seven kings of Rome, dwelling on each of them at some length and the great virtues of the Roman people:

The Roman people became strong, not by chance, but through their own good sense and their firm system of values… (II, 30)

The underlying point of book two is that the Roman constitution wasn’t created by one wise lawgiver (cf Lycurgus of Sparta or Solon of Athens) but developed and evolved over a long period, with successive rules adding processes, creating the complex voting procedures, organising the population into tribes but also, for voting purposes, into centuries, and setting up assemblies where they could debate. What struck me is how close this is to the justification of English traditionalists for the English constitution, which is nowhere written down but amounts to a tangle of precedents and traditions.

This is sort of interesting but it is history not philosophy or political theory, history with occasional comments. The notes to the Oxford University Press translation point out where Scipio differs from the more comprehensive account given by Titus Livius (Livy) in his history of Rome written 10 or 15 years later, which is indicative of the way the account of sort of interesting but mainly of academic interest.

At the same time as the thinking is fairly simplistic there’s also something hyperbolical and exaggerated about Scipio’s diction:

As soon as this king turned to a mastery less just than before, he instantly became a tyrant, and no creature more vile or horrible than a tyrant, or more hateful to gods and men, can be imagined ; for, though he bears a human form, yet he surpasses the most monstrous of the wild beasts in the cruelty of his nature. (II, 49)

The underlying thought is as simple minded as a fairy story, but the language has the vehemence of a rabble-rousing political speech. Either way, it often has neither the depth or sober objective language you might expect from ‘philosophy’.

In section 54 Scipio makes explicit why he is reviewing early Roman constitutional history in such detail: it is to point to examples of the wise men who created new and useful innovations. Publius Valerius emerges as a notable example, the man who demonstrated his wisdom by: moving house from the top of the Velian Hill where the kings had lived; passing a law forbidding a Roman citizen from being flogged or put to death without appeal; had a colleague elected as co-ruler, to be called consuls, and decided that they would rule on alternate months and be guarded by lictors only for that month.

This brings out something he’d mentioned earlier which is the aim of this discourse is not to debate the theoretical nature of an ideal state, as Plato did in his Republic, but to describe the practical reality of such a state and, especially, the qualities required of the Ideal Stateman to run it.

Towards the end of book 2 Scipio recapitulates:

I defined the three commendable types of States and the three bad types which are their opposites. Next I demonstrated that no single one of these types is the ideal, but that a form of government which is an equal mixture of the three good forms is superior to any of them by itself. As for my using our own State as a pattern, I did so, not to help me to define the ideal constitution (for that could be done without using any pattern at all), but in order to show, by illustrations from the actual history of the greatest State of all, what it was that reason and speech were striving to make clear.

The ideal statesman:

He should be given almost no other duties than this one (for it comprises most of the others) – of improving and examining himself continually, urging others to imitate him, and by the splendour of his mind and conduct offering himself as a mirror to his fellow citizens. (II, 69)

Here you can see how, lacking any knowledge of economics or class or social or technological developments, no financial theory and no knowledge of the vast amounts of data we have been collecting about ‘society’ since the industrial revolution and which underpin all modern politics – in this huge vacuum of knowledge Cicero, like Sallust and Plutarch, conceives of politics as being predominantly about individuals and, this being so, overly obsess about the character of the Ideal Statesman, completely omitting the proficiency in economics, law, and statistics which modern politics call for, and the way the huge structure of the state bureaucracy measures outcomes by data: inflation, unemployment, GDP, health outcomes and so on.

By contrast with the vast complexity of the modern state, Cicero’s image of the Ideal Ruler is closer to fairy tale than modern political theory: ‘…by the splendour of his mind and conduct offering himself as a mirror to his fellow citizens.’

I suppose it represents an enormous shift from a theory based on morality and ethics to one based entirely on utilitarian values: does it work, is it good for the economy, for most people, is it good for my core voters, these are the questions a modern politicians asks.

And the absence of the huge body of theory and statistical information which forms the basis of modern politics explains why political ‘philosophy’ from Plato, through the Dark Ages, Middle Ages, Renaissance and well into the modern era relied on analogies rather than data. They had nothing else to go on. So they compared the ideal state to a well-ordered mind, or to the human body where all the parts have to co-operate, or to the harmonious movements of the celestial bodies through the heaves; or compared Reason’s control over the mind to a father’s control over his sons or a master’s control over his slaves (III, 37) etc etc. Analogy rather than data.

All this is sweet and lovely but like a child’s colouring book compared to the complex technocracy of the modern state. Immersing yourself in a text like this continually reminds the reader of children’s books and fairy tales.

Book three

Fragments in which Cicero explains that despite our failings, humans have inside us the divine fire of Reason. He briefly sketches the invention of language (interesting) and maths before moving onto teachers or truth and moral excellence blah blah which, when put into practice, leads to the art of governing.

Comparison of philosophers, who teach moral excellence and best conduct through words alone, and statesmen, who promote moral excellence and best conduct through actions and laws. Clearly the latter are more effective and important (III, 7).

The 12 or so pages of fragments we have of book 3 indicate that it was conceived as a debate between Laelius and Philus about whether injustice is a necessary part of political rule, whether it is inevitable and unavoidable. What gives ancient books like this their flavour is the inclusion of myths and legends and fanciful imagery which, to repeat myself, are more like fairy tales than political analysis. Thus Philus kicks off his presentation of the case that injustice is an inevitable and necessary part of politics by asking his audience to imagine they are flying in a chariot of winged snakes:

If one could visit many diverse nations and cities and examine them, travelling about in Pacuvius’ famous ‘chariot of winged snakes’ one would see first of all in Egypt, a land which has escaped change more successfully than any other, and which preserves in written records the events of countless centuries, a bull, which the Egyptians call Apis, is deemed a god, and many other monsters and animals of every sort are held sacred as divine. (III, 14)

When he gets going, Philus makes a persuasive argument that there is no such thing as natural justice, nature does not implant justice in the human mind, there are no universal laws. On the contrary, the point of his metaphor of flying over the countries of the Mediterranean is to survey just how varied and irreconcilable all their laws, and customs and religions are with each other. QED: there is no one universal law or notion of justice.

No fewer than 80 leaves of book 3 are missing. From references and summaries in other, later authors we know some of the contents. Apparently Philus makes the anti-Roman point that empire is nothing but stealing other people’s lands and goods. Romans hold aggressive generals to be epitomes of valour and excellence (‘He advanced the bounds of empire’ is their highest compliment) when they are, of course, the same as all other aggressive conquerors of all other nations. The fact that the Romans have priests formally declare war just shows their hypocrisy in dressing up greed and criminality in fancy words.

When we come back to the actual text Philus makes the simple (and, to the modern mind, sympathetic) argument that the kind of mixed constitution supported by Scipio doesn’t derive from Virtue and Wisdom but from the simple fact that each rank (or class) fears the power of the others and so seeks to check it (a proto-Hobbesian view, maybe). The mother or justice is not nature or virtue but weakness and fear.

The good life is based, not on virtue, justice and selflessness, but on looking out for yourself and your family, on practical assessments of what will bring you most benefit. And as with families so with states: dress it up how you like, statecraft and international affairs are based on brute assessments of power and self interest. And they should be (III, 28).

This is thrilling stuff and the editor of the OUP edition (Niall Rudd) notes that, once Philus has finished his case, Laelius, who follows and argues the contrary case, can’t really rebut his analysis and so ignores his points to argue something slightly different, which is the importance of the notion of justice for the administration of a state.

It is symptomatic of the conservatism and narrow-mindedness of Roman thought that this negative, cynical and so unpopular point of view is attributed to a foreigner, a Greek, the philosopher Carneades and that when Laelius speaks, he roundly attacks it for its immorality and calls Carneades ‘a filthy scoundrel’ (III, 32).

Laelius proceeds to give a positive but very naive definition of law as a Platonic fact of nature, eternal and unchanging, which all men must obey, which sounds magnificent and is obvious tripe:

True law is right reason in agreement with nature. It is of universal application, unchanging and everlasting. It summons to duty by its commands, and averts from wrongdoing by its prohibitions… It is a sin to try to alter this law, nor is it allowable to attempt to repeal any part of it, and it is impossible to abolish it… We cannot be freed from its obligations by senate or people, and we need not look outside ourselves for an expounder or interpreter of it. And there will not be different laws at Rome and at Athens, or different laws now and in the future, but one eternal and unchangeable law will be valid for all nations and all times, and there will be one master and ruler, that is, God who is the author, proposer and interpreter of that law. (III, 33)

Laelius appears to go on to describe how this eternal law was embodied and followed by specific Romans from history, but we have only fragments.

Then Scipio comes back in as the main speaker, recapitulating his idea of the three types of government, asking which one is the ‘true’ meaning of a republic. The text breaks off abruptly just as the speakers were going to address the merits of the uncorrupted versions of the three types.

Book four

The subject of book four is clearly intended to be Education and address the question: what kind of education is best for citizens of the ideal state? As with the other books, Cicero does not proceed from philosophical first principles, as per Plato, but ranges far and wide through Roman and Greek history, comparing practices and laws. But the book is in, to quote Rudd’s words, ‘a pitiful state’, barely four pages of fragments. The longest fragment is where a speaker is made to explain at length why poets and playwrights should not be allowed to pillory statesmen and generals (IV, 11 to 12).

This, in my opinion, is the problem with all theories which start out by defining Virtue and Morality and The Good and so on – they always lead to strict definitions, which themselves inevitably lead to very strict rules about encouraging said Virtue and Suppressing Vice or anything which demeans or criticises Virtue or encourages Vice.

And so, by a few easy steps, these arguments all-too-often arrive, with the ‘noblest’ of intentions, at state censorship: the censorship of Cromwell’s England, revolutionary France, Stalin’s Russia, Hitler’s Germany, Taliban Afghanistan and any number of authoritarian regimes in between. Anyone who sets out to define or justify Absolute Values ends up defending absolutist states. (Discuss)

Book five

This was evidently meant to address the character of the Ideal Statesman but is even more fragmentary than book four, with only sections 3, 5, 6 and 7 surviving (each book originally had up to 100 sections) and a handful of scraps barely making up 3 pages of a modern book.

What we have is a lament that in the olden days Rome was ruled by Great Men, Excellent Men, Men of Virtue who knew how to rule wisely, but the present age is ruled by the selfish and greedy who have let the excellent institutions they inherited decay and collapse.

Where are the great men of yesteryear? This developed into a stereotyped genre or topic during the Middle Ages which was given its own name, the ubi sunt (‘where are they?’) topos.

Long before living memory our ancestral way of life produced outstanding men, and those excellent men preserved the old way of life and the institutions of our forefathers. (V, 1)

But:

What remains of those ancient customs on which he said the state of Rome stood firm? We see them so ruined by neglect that not only do they go unobserved, they are no longer known. (V, 2)

Oh woe. But then every generation feels it is living in a uniquely degraded era when the great institutions it inherited from the past are collapsing and where are the Great Leaders of yesteryear and the end times are upon us. But they never are. We muddle through and 20 years later people look back to that time as a golden age.

I spent most of the 1990s ashamed of living under the government of the bumbling poltroon John Major – and yet now I regularly read articles which look back to the 90s as a golden age. Plus ca change…

Book six

In even worse state than book 5, with barely a page and a half of disconnected fragments. What does survive intact is the passage which was intended to conclude the entire book. In current editions this is numbered sections 9 to 29. It is the concluding passage in which the main speaker, Scipio, tells his companions about a dream he had. In this dream he is whirled up into heaven and sees a) the structure of the solar system and the universe and b) the smallness of the earth and the littleness of human existence. This passage has survived because the 4th century AD Roman grammarian and philosopher Macrobius wrote an extensive commentary about it. This commentary became very popular during the Middle Ages, helping to define the medieval view of the cosmos and surviving in multiple copies. So, in this roundabout manner, these 20 sections of Cicero’s book survive.

In the Dream Scipio describes how his adoptive grandfather comes to him and predicts the future, namely that he will be elected consul, destroy Carthage and be given a triumph in Rome, before being sent to end the war in Spain and serving as consul a second time.

But this is just the beginning. He is introduced to the spirit of his father, Paulus, who explains how souls are derived from the stars (they are now standing in the middle of the sky among the stars) before being consigned to a body down there on earth. How can you escape from the body and join the other spirits? Here is the point of the vision and the climax of the book’s entire consideration of political theory: you get to heaven by doing your patriotic duty.

Respect justice and do your duty. That is important in the case of parents and relatives, and paramount in the case of one’s country. That is the way of life which leads to heaven and to the company, here, of those who have already completed their lives. (VI, 16)

Cicero shows his difference from the Greek philosophers he copied in his very Roman emphasis on the practical. After all the fine talk about constitutions and justice and the character of the statesman, what matters is doing your patriotic duty.

There is a kind of path for noble patriots leading to the gate of heaven… (VI, 26)

The true part of a man is his mind, not his body. The mind is immortal, godlike. The best way to employ this godlike mind is in activity for the safety of one’s country. Minds which have devoted themselves to this cause will fly more quickly to heaven (VI, 29). If Cicero was standing to attention saluting the flag with tears running down his face while the national anthem played, the intended conclusion of his book could hardly be more sentimentally patriotic.

Which makes sense because this is precisely how the entire book opens. The very first sentence reads: ‘Had it not been for his sense of patriotic duty […] would not have delivered our country…’ (I, 1) and goes on to assert:

I simply state this as a basic fact: nature has given to mankind such a compulsion to do good, and such a desire to defend the well-being of the community, that this force prevails over all the temptations of pleasure and ease. (I, 1)

So it might rope in a number of other subjects along the way, but De republica is fundamentally a work of Roman patriotism.

Thoughts

I found The Republic hard to read for two reasons. It really is very fragmented – the text is continually breaking off mid-sentence with parentheses telling you that 2 or 4 or 80 (!) pages are missing, so that you resume reading a lot further along in the original text, when the characters are discussing a completely different subject. It’s like listening to an old-style LP of a classical symphony that is so scratched that you barely get 20 seconds of melody before it skips 20 seconds or several minutes. Very disconnected. Snippets.

But there’s a deeper problem with the book which is its lack of sophistication, which makes it, ultimately, boring. The best preserved passage in Book One tells us there are three forms of government and each has a debased version, which makes for a neat, schematic table but is, ultimately, useless for our current needs, in Britain, in 2022.

When Scipio argues that monarchy is the best of the three types because there’s only one king of the gods, only one person can be in charge of a household, and only one element, Reason, which controls the mind…well, these are quaint ways of thinking – using child-like analogies rather than data, as I explained above – which have a sort of historical interest, but they’re not ideas anyone alive today would waste their time espousing.

And most of the contents are like that. Of antiquarian interest but nothing much to make you sit up and think. The actual history of the late republic, when Cicero was writing, is much more thought-provoking than this essay.

I appreciate that Cicero was writing a kind of abstract, a pedagogical text designed to raise the standard of political discourse in his own time – but in actual fact, nothing he wrote affected the fate of the Roman Republic in the slightest, and it is highly symbolic that the head that conceived these highfalutin ideas and the hands that wrote them were chopped off by Mark Antony’s bounty hunters. That was the utterly unscrupulous, deeply, immoral and justice-free reality of Roman politics.

A list of analogies

Once I’d realised that Cicero’s thought is guided more by analogies than data or statistics (of which he has almost no concept, apart from election results and the size of armies), it amused me to collect analogies from the last few books, although too late to compile a definitive list.

The mind rules over the body like a king over his subjects or a father over his children. The mind rules over its desires like a master over his slaves. (III, 37)

The sun is the mind and regulator of the universe. (VI, 17)

As the god who moves the universe is immortal, so the soul which moves the body is immortal (VI, 26)

Niall Rudd’s translation

A word of praise for this Oxford University Press edition. I described, probably at too much length, how strongly I disliked the prose styles and odd attitudes of A.J. Woodman, who translated Sallust, and Carolyn Hammond, who translated Caesar’s Gallic War, both for OUP, so that I abandoned reading both their translations. This edition restored my faith in OUP editions of the classics.

The introduction, mostly written by Jonathan Powell, is a model of lucidity, useful and to the point, as are the extensive notes, scholarly and interesting. There is a useful list of names and also an appendix giving a handy summary of the sometimes confusing Roman constitution.

The translation is by Professor Niall Rudd (1927 to 2015) and was first published in 1998. It is clear and unaffected – you feel you are engaging directly with the text. I cannot judge its fidelity to the source Latin, but it makes for a lucid, engaging read, as I hope you can tell from the many quotations I take from it. All round, it is a gold standard edition.
