Marius the Epicurean: his sensations and ideas by Walter Pater (1885)

To-day, starting from the actual details of the divine service, some very lively surmises, though scarcely distinct enough to be thoughts, were moving backwards and forwards in his mind, as the stirring wind had done all day among the trees, and were like the passing of some mysterious influence over all the elements of his nature and experience.

‘The morning for creation,’ he would say; ‘the afternoon for the perfecting labour of the file; the evening for reception – the reception of matter from without one, of other men’s words and thoughts – matter for our own dreams, or the merely mechanic exercise of the brain, brooding thereon silently, in its dark chambers.’

‘I wonder, sometimes, in what way man has cajoled himself into the bearing of his burden thus far, seeing how every step in the capacity of apprehension his labour has won for him, from age to age, must needs increase his dejection. It is as if the increase of knowledge were but an increasing revelation of the radical hopelessness of his position.

Marius the Epicurean: his sensations and ideas is a historical and philosophical novel by Walter Pater, written between 1881 and 1884 and published in 1885. It’s an odd, vaporous, dense and difficult book to read.

Walter Pater

Pater was born in 1839 in the East End of London where his father was a doctor. At the age of 14 he was sent to private school in Canterbury. where he was influenced by the soaring beauty of the cathedral and the stylish art criticism of John Ruskin. Aged 19 he went up to Oxford where he took a degree in Literae Humaniores in 1862. Within a few years he began writing essays about poets and artists, including ground-breaking essays about Leonardo da Vinci (1869), Sandro Botticelli (1870) and Michelangelo (1871). He gathered these in his 1873 volume, Studies in the History of the Renaissance.

The Renaissance had a big impact on the literary world because 1) of the length and thoroughness of the essays, and 2) the exquisitely sensitive prose they were written in, prose which delicately describes the psychological impact of interacting with great works of art. The Leonardo essay contains the famous line that the Mona Lisa is ‘older than the rocks among which she sits’.

An essay on ‘The School of Giorgione’, originally published in 1877 and added to the third edition of The Renaissance (in 1888), features Pater’s much-quoted saying that: ‘All art constantly aspires towards the condition of music.’

And the volume ended with a Conclusion describing the swirl of impressions which make up the conscious mind: a drift of perceptions, feelings, thoughts and memories, ‘the passage and dissolution of impressions…unstable, flickering, inconsistent, which burn and are extinguished with our consciousness of them,’ accompanied by a ‘continual vanishing away, that strange, perpetual weaving and unweaving of ourselves’.

Because all our perceptions are in such a constant state of flux, the cultivated person, in order to get the most from life, must learn to discriminate through ‘sharp and eager observation’ between all these perceptions.

The essay leads up to its famous conclusion that the sole purpose of life is to live for the most intense sensations: ‘To burn always with this hard, gemlike flame, to maintain this ecstasy, is success in life.’ The essay suggests that art has no moral or pedagogic content but its sole purpose is to produce passionately intense moments: ‘such wisdom, the poetic passion, the desire of beauty, the love of art for its own sake.’ Art for art’s sake.

Controversy

The astonishing power of this vision gave Pater a cult following among undergraduates at Oxford and young artistically-minded men in London. But by the same token it aroused strong criticism from traditional critics and churchmen, and from the authorities at Oxford. Quite clearly its promotion of a lifestyle of intense individual perceptions flew in the face of Victorian ideals of stern Christian belief, social responsibility and Duty – to God, to the Queen, to the Empire, and so on. Even so liberal and cultured a critic as George Eliot thought the book ‘quite poisonous in its false principles of criticism and false conceptions of life’ (cited in the Introduction to the Penguin edition of Marius, page 20).

Thus, in the later 1870s and early 1880s, Pater’s diaphanous prose and purely hedonistic approach to art came to be quoted and invoked by the new school of Aesthetic artists and poets, many of whom went beyond Pater in championing a form of self-involved aesthetic appreciation of precious objects and works of art which was openly decadent and dangerously homoerotic. But it also sparked strong criticism from literary commentators, churchmen, the authorities at Oxford and parody and ridicule from the sturdier type of undergraduate.

Pater was so unnerved by the controversy which the Conclusion caused that, in the second edition of The Renaissance, published in 1877, he quietly omitted it. And he decided that he could best address the misinterpretation his art essays were being subjected to by changing direction from art criticism to fiction.

Imaginary portraits

In 1878 he published a semi-autobiographical sketch titled ‘Imaginary Portraits 1. The Child in the House’, describing in subtle, willowy prose some of the formative experiences of his own childhood. It was the first of a dozen or so ‘Imaginary Portraits’ he was to write, a genre and name Pater could be said to have invented and in which he came to specialise.

The ‘Imaginary Portraits’ are not stories. There is little or no plot and no dialogue. Instead, they are more like psychological-cum-philosophical meditations, almost always of characters who lived at turning-points in the history of ideas or sensibility. They often focus on ‘misfits’ or men out of kilter with their own times, a heroic ‘outsider’ pose which Pater cultivated and which the Aesthetes copied.

The ‘Imaginary Portraits’ are psychological and philosophical prose poems. They tend to return again and again to the same set of polarities, exploring the tensions between tradition and innovation, intellect and sensation, asceticism and aestheticism, between social values and individual amorality. Subtle though they are, a consistent line emerges warning against the pursuit of extremes in matters intellectual, aesthetic or sensual.

In fact the hazy, slow-moving curls and eddies of his measured, complex prose militate against extremes of any kind, and Pater was increasingly at pains to distance himself from the cruder, shameless hedonism of the Aesthetes who endlessly, and embarrassingly, invoked his name. For example, Pater pointedly wrote a review of Oscar Wilde’s novel The Picture of Dorian Gray in which he disapproved of Wilde’s distortion of Epicureanism, comparing Wilde’s crude and melodramatic formulations with his (Pater’s) far more subtle depictions:

A true Epicureanism aims at a complete though harmonious development of man’s entire organism. To lose the moral sense therefore, for instance the sense of sin and righteousness, as Mr. Wilde’s heroes are bent on doing so speedily, as completely as they can, is…to become less complex, to pass from a higher to a lower degree of development.

Still, it is noticeable that he is defending morality, not for its moral content as such, but in aesthetic-psychological terms, for simply being more complex and interesting.

Marius the Epicurean

Marius the Epicurean is Pater’s attempt at a novel-length version of an ‘Imaginary Portrait’, as he himself explained in a letter to the author Vernon Lee, where he described it as ‘an Imaginary Portrait of a peculiar type of mind in the time of Marcus Aurelius’.

Marius is an entirely fictional character living in the Italy of the Antonine emperors. The novel opens with him a teenager in 161 AD, as the emperor Antoninus Pius is dying and handing over power to his successor, Marcus Aurelius (reigned 161 to 180 AD). The narrative then follows Marius’s life and thoughts for the next 15 years or so, until his untimely early death – he goes to school, meets an older boy who becomes a kind of hero figure, when the latter dies of plague our hero goes to Rome where he is introduced to the emperor, and so on.

Marius is not a novel in the ordinary sense of the word. There are few characters, hardly any plot and little or no dialogue. Marius does age, move from place to place (from his home estate, to school in Pisa, and then to adulthood in Rome) but otherwise the text gently diaphanous exploration of the impressions and, above all, changing ideas, which form and shape the young Marius over the course of these fifteen or so years.

Pater chose the period of the Antonines because he considered it a pivotal moment in history, when Roman culture had reached a kind of peak:

He was certainly fortunate in the time of his coming to Rome. That old pagan world, of which Rome was the flower, had reached its perfection in the things of poetry and art—a perfection which indicated only too surely the eve of decline. As in some vast intellectual museum, all its manifold products were intact and in their places, and with custodians also still extant, duly qualified to appreciate and explain them. And at no period of history had the material Rome itself been better worth seeing.

It was a moment when the pious certainties of the old state and family pagan religion were slowly decaying, and a sometimes bewildering number of other philosophical and religious schools flourished, some very old (all the Greek schools of philosophy), some new to Rome, such as the worship of the Egyptian goddess Isis (whose rites are described in chapter 6), and the whole text concludes with almost all of book 4, chapters 21 to 28, describing Marius’s enchanted encounter with the new eastern religion of Christianity.

So the meandering narrative amounts to the journey of a sensitive pagan mind slowly becoming aware of, then attracted to, but never fully committing to, Christianity.

Anti-Aestheticism

Contrary to the cult of Aestheticism which was luxuriating in languid lilies and rare jewels and precious moments, Pater was at pains to bring out the ascetic and non-sensuous side of his Epicureanism. In the third edition of The Renaissance (1888), published 4 years after Marius, he felt confident enough to reintroduce the notorious ‘Conclusion’, which he had previously suppressed, because, as he himself explained, Marius presented a counterweight to it. Here’s the note he added to the third edition, in full:

This brief ‘Conclusion’ was omitted in the second edition of this book, as I conceived it might possibly mislead some of those young men into whose hands it might fall. On the whole, I have thought it best to reprint it here, with some slight changes which bring it closer to my original meaning. I have dealt more fully in Marius the Epicurean with the thoughts suggested by it.

The novel can, then, be read as the Anti-Conclusion, designed to rebut and refute the dangerous amorality implied by the notorious Conclusion. Which explains why Pater goes out of his way to emphasise the cerebral, ascetic, restrained and pious aspects of Marius’s character – in countless places going to great lengths to deliberately distance himself from his Art for Art’s Sake fans.

This is all established in the first chapter which dwells at length on what a traditionalist young Marius is, a chaste and restrained follower of traditional Roman religion and values, not at all a self-indulgent hedonist. In its swirling gaseous prose the text is studied with keywords designed to reinforce the point:

After the deification of the emperors, we are told, it was considered impious so much as to use any coarse expression in the presence of their images. To Marius the whole of life seemed full of sacred presences, demanding of him a similar collectedness. The severe and archaic religion of the villa, as he conceived it, begot in him a sort of devout circumspection lest he should fall short at any point of the demand upon him of anything in which deity was concerned.

Chapter 1 shows Marius taking part in a traditional Roman religious ceremony with complete piety and devotion:

With the lad Marius, who, as the head of his house, took a leading part in the ceremonies of the day, there was a devout effort to complete this impressive outward silence by that inward tacitness of mind, esteemed so important by religious Romans in the performance of these sacred functions. To him the sustained stillness without seemed really but to be waiting upon that interior, mental condition of preparation or expectancy, for which he was just then intently striving.

Filial duty, chaste, monastic:

Something pensive, spell-bound, and but half real, something cloistral or monastic, as we should say, united to this exquisite order, made the whole place seem to Marius, as it were, sacellum, the peculiar sanctuary, of his mother, who, still in real widowhood, provided the deceased Marius the elder with that secondary sort of life which we can give to the dead, in our intensely realised memory of them

And much more in the same vein. It feels very deliberately the opposite of the breathless sensationalism of the Conclusion. The very last words of part 2 seem deliberately written to echo and refute lines in the Conclusion. In the Conclusion Pater writes that:

To burn always with this hard, gemlike flame, to maintain this ecstasy, is success in life.

In Marius the same sort of sentiment has been comprehensively reworked and become thoroughly moralised. When he visits the amphitheatre and watches the animals being tortured, he realises he is in the presence of real evil i.e. there is a morality deeper and truer than just sensations, and:

Surely evil was a real thing, and the wise man wanting in the sense of it, where, not to have been, by instinctive election, on the right side, was to have failed in life.

Marius and Dorian

I’m sure it’s been done by academics many times but the more you grasp of Marius’s character and purpose, the more you can see him as a kind of anti-Dorian Gray. Or are led to think of Dorian (a later creation: Marius 1885, Dorian 1891) as the anti-Marius. Certainly there is a striking parallelism between them.

It would hardly have been possible to feel more seriously than did Marius in those grave years of his early life. (Chapter 4)

Avoiding the hackneyed subject of Doubt

There is another way of viewing all this. The second half of the nineteenth century was awash with treatises, novels, autobiographies and whatnot all wrestling with the great subject of Religious Doubt, as writers struggled with their loss of Christian faith or worried about the impact of waning Christian faith on social cohesion (see, for example, the agonising of Tennyson in In Memoriam or Matthew Arnold in his prose and poetry).

Marius pulls off the clever trick of turning all this on its head. It is a novel about a sensitive, thoughtful young man who comes to doubt the ancestral religion of his family and country – but it is not Christianity but the old pagan beliefs which he feels slipping away, and which he seeks to replace by more rational, philosophical alternatives, first Epicureanism, then the Stoicism of Marcus Aurelius.

In the final, Christian, chapters, Christianity is depicted not as ageing and declining, as a dwindling Sea of Faith fading away with the ‘long melancholy, long, withdrawing roar’ described by Arnold in Dover Beach. On the contrary, maybe the most startling aspect of the novel is that Marius comes across it as it is on the way up, as it has passed the first wave of martyrs, as it is developing its extended acts of worship which will lead to the Mass, as it is incorporating aspects of the old Jewish religion as well as bits of pagan philosophy, to produce a New System, a new belief, which offers – in the key word Pater uses again and again – hope. It is young, fresh and virile.

So Pater manages an extended meditation on Christianity which not only manages not to be doleful and melancholy but turns all the familiar tropes of sad Victorians losing their faith on their heads. Pater’s description of Christianity is full of vigour and life!

Intertextuality

Smooth and beguilingly complex as Pater’s style is, from a modern point of view he also subjected the novel form to some interesting experiments. The most noticeable of these is the use of other texts which are inserted into the narrative. These range from adaptations of classical and early Christian writings to Marius’s diary and authorial comments. Thus:

  • chapter 5 contains a translation of the story of Cupid and Psyche from Apuleius’s second century text, The Golden Ass
  • chapter 12 contains an extended tissue of quotations from Marcus Aurelius’s Meditations
  • chapter 20 contains a translation of a short prose piece, in Pater’s day thought to be by the Greek humorist, Lucian
  • chapter 22 an excerpt from the early Christian text, The Shepherd of Hermas
  • the longest chapter, 24, consists of a philosophical dialogue by Lucian
  • chapter 26 contains an extended translation from the Church historian, Eusebius

Quotes

On a smaller scale, the text often strays into the form of an essay by the continual referencing Great Writers and Thinkers, not just from Marius’s time and before (particularly Homer and Horace), but from the full history of Western Civilisation up to the time of writing in the 1880s. Thus, without doing a particularly exhaustive survey, I can point to references to Dante, Montaigne, Pascal, Spenser’s Shepheardes Calendar, Goethe and so on scattered through the text. Or take the surprising moment when he hasn’t got far into his description of ancient Rome before he is comparing it to Paris at the time of Louis XIV, and Hadrian’s extensions to Rome to the revival of Gothic architecture in Pater’s own time (chapter 11). Typically, the title of chapter 12, ‘The divinity that doth hedge a king’, is a quote from Hamlet, and so on.

These references to people who died a thousand years or more after the period the narrative is set in, are obviously anachronistic. I wonder if there’s a literary critical term, if not I’ll invent one: anachro-textuality. It has at least three effects:

  1. to momentarily pull you out of the main narrative, and make you regard it from a distance, from the outside
  2. to expand the meaning and resonance of the narrative by referring to the canon of Great Thinkers

Personally, I don’t think Pater was especially in control of this approach. This kind of showing off, name-dropping tags and fragments from canonic authors, had been part of literary criticism since Coleridge or before. William Hazlitt’s essays amount to mosaics of quotes from famous authors, his texts float on a sea of quotations. So rather than being an innovation, Pater’s name-dropping strikes me as being pretty standard procedure for the art and literary criticism of his day.

The third effect, Pater makes explicit in chapter 16, which is where his character and his philosophical dilemmas, shed light on the present day readers:

That age and our own have much in common – many difficulties and hopes. Let the reader pardon me if here and there I seem to be passing from Marius to his modern representatives – from Rome, to Paris or London.

Tourism

This habit of stepping back and regarding his own narrative is evident in another, fairly obvious way: the tour guide. As Marius travels through the Roman countryside to Rome, and then once he is in Rome, there are passages describing how both (countryside and Rome) appeared centuries later, to visitors in Pater’s day. At these moments the text, again, ceases to be a narrative so much as a scaffold for digressions and anachronistic impressions, momentarily invoking the sights one would have seen in Pater’s day.

Twelve o’clock was come before they left the Forum, waiting in a little crowd to hear the Accensus, according to old custom, proclaim the hour of noonday, at the moment when, from the steps of the Senate-house, the sun could be seen standing between the Rostra and the Græcostasis. He exerted for this function a strength of voice, which confirmed in Marius a judgment the modern visitor may share with him, that Roman throats and Roman chests, namely, must, in some peculiar way, be differently constructed from those of other people.

The plague, as we saw when Marius was on his way to Rome, was not to depart till it had done a large part in the formation of the melancholy picturesque of modern Italy—till it had made, or prepared for the making of the Roman Campagna. (chapter 11)

Like the modern visitor to the Capitoline and some other museums, Fronto had been struck, pleasantly struck, by the family likeness among the Antonines. (chapter 13)

Philosophy

Marius is a much more philosophical novel than I expected, frequently verging on turning into a treatise, albeit not as methodical or logical as a philosophical treatise probably ought to be. The use of the novel format allows Pater to structure the philosophical ponderings not according to logic but according to the very well-established structure of the Bildungsroman i.e. a fiction describing the development of a sensitive thoughtful mind, a genre conventionally dated to the publication of Goethe’s Wilhelm Meister’s Apprenticeship 1795.

In turn the Bildungsroman can be thought of as a translation into the third person of the autobiography, specifically the kind of autobiography which focuses on the moral or philosophical growth and development of the author. As a genre, this is much older and goes back at least as far as the Confessions of St Augustine, written about 400 AD.

In terms of its exposition of philosophy, Marius divides into three parts:

  1. Marius’s original Cyrenaicism and how this is deepened by his friendship with Flavian (books 1 and 2)
  2. Marius’s encounter with different styles of Stoicism among the elite of Rome (the 2 distinct styles of Marcus Aurelius and Fronto) (book 3)
  3. Marius’s encounter with Christianity (book 4)

Christianity

Marcus is intrigued by the up-and-coming new religion of the empire but critics then and now have pointed out that he never really engages with it. For Marius, Christianity’s strongest point is the way it is preserving and enhancing the best of the old pagan religion, its sense of piety towards numinous realities i.e. he perceives it mostly in aesthetic terms. He dies before he gets close to the real core of Christian theology – the belief that all mankind fell in the sin of Adam and needs to be redeemed through the willing sacrifice of God’s only son. The crudity of clarity is not what Pater was about.

Barely a novel

It really is not at all what most people would consider a novel, but rather a beautifully meandering saunter through hazily expressed ideas of religious thought and feeling.

A sense of conscious powers external to ourselves, pleased or displeased by the right or wrong conduct of every circumstance of daily life – that conscience, of which the old Roman religion was a formal, habitual recognition, was become in him a powerful current of feeling and observance

The key unit of the book is the paragraph and these are often a page long and built up through sentences which themselves contain swirls and eddies, heavily qualified by subordinate clauses, so that it is liberating and beguiling to abandon yourself to their flow. It is like being lulled into a completely different place from our usual, hurried, instrumental way of thinking, freed to drift with the drifting thoughts and impressions of the hazy protagonist.

Marius’s character

During adolescence Marius develops into a dreamy idealist, in the strict sense of someone who lives in his head and constructs the world through his imagining rather than interacting with it on a pragmatic level.

Thus the boyhood of Marius passed; on the whole, more given to contemplation than to action. Less prosperous in fortune than at an earlier day there had been reason to expect, and animating his solitude, as he read eagerly and intelligently, with the traditions of the past, already he lived much in the realm of the imagination, and became betimes, as he was to continue all through life, something of an idealist, constructing the world for himself in great measure from within, by the exercise of meditative power. A vein of subjective philosophy, with the individual for its standard of all things, there would be always in his intellectual scheme of the world and of conduct, with a certain incapacity wholly to accept other men’s valuations.

PART THE FIRST

1. ‘The Religion of Numa’

In which we are introduced to Marius, a ‘young lad’, whose father has died and left him the man of the house in a modest rural estate, somewhere near Pisa, in the time of the Emperor Antoninus. He is portrayed as sober and pious and respectful of religious tradition. ‘The religion of Numa’ because Numa Pompilius was the second of the seven kings of Rome and ‘many of Rome’s most important religious and political institutions are attributed to him, such as the Roman calendar, Vestal Virgins, the cult of Mars, the cult of Jupiter, the cult of Romulus, and the office of pontifex maximus‘ (Wikipedia).

2. White-Nights

White Nights is a possible translation of the name of Marius’s estate, Ad Vigilias Albas, so this chapter describes its layout and location, and the ‘ceremonial traditions’ which have come down through the ages, part of the pious old Roman religion whose rites Marius is very conscientious in keeping up.

The devotion of the father then had handed on loyally…a certain tradition of life, which came to mean much for the young Marius.

Worth noting that Pater has his young hero be very sensitive to the suffering of animals:

One important principle, of fruit afterwards in his Roman life, that relish for the country fixed deeply in him; in the winters especially, when the sufferings of the animal world became so palpable even to the least observant. It fixed in him a sympathy for all creatures, for the almost human troubles and sicknesses of the flocks, for instance. It was a feeling which had in it something of religious veneration for life as such…

He becomes an intellectual, an idealist (see quote above).

3. Change of Air

Describes an episode from his adolescence when Marius contracts a fever, ‘some boyish sickness’, and is sent to a temple of Aesculapius among the hills of Etruria. This is, of course, an opportunity to reinforce the mood of chaste restraint which surrounded Roman religion, but for Marius to encounter a young priest with whom he has intellectual conversation about Plato and such, another opportunity to preach restraint:

“If thou wouldst have all about thee like the colours of some fresh picture, in a clear light,” so the discourse recommenced after a pause, “be temperate in thy religious notions, in love, in wine, in all things, and of a peaceful heart with thy fellows.”

The net effect of his stay at the temple is to associate physical and mental health, ‘Mens sana in corpore sano’ as the poet Juvenal wrote: ‘a healthy mind in a healthy body’.

All this served, as he understood afterwards in retrospect, at once to strengthen and to purify a certain vein of character in him. Developing the ideal, pre-existent there, of a religious beauty, associated for the future with the exquisite splendour of the temple of Aesculapius, as it dawned upon him on that morning of his first visit – it developed that ideal in connection with a vivid sense of the value of mental and bodily sanity. And this recognition of the beauty, even for the aesthetic sense, of mere bodily health, now acquired, operated afterwards as an influence morally salutary, counteracting the less desirable or hazardous tendencies of some phases of thought, through which he was to pass.

Giving him a solid moral and imaginative foundation. You can see how all this militates against the amoral hedonism of the aesthetes.

It would hardly have been possible to feel more seriously than did Marius in those grave years of his early life.

4. The Tree of Knowledge

The death of Marius’s mother turns ‘seriousness of feeling into a matter of the intelligence’. Marius goes to the sea port of Pisa, beautifully described, to live in the villa of his guardian and rhetorician, to attend school. Here he is introduced to the intellectual sense of the New, the Modern, which came to feel different from the conservative, backward-looking culture he was raised in.

A great friendship develops with an older boy named Flavian, a freedman’s son being put through school by a rich sponsor. Marius transcribes Flavian’s poems. Flavian is like a breathing embodiment ‘his own Cyrenaic philosophy’ whose watchword is:

Trust the eye: Strive to be right always in regard to the concrete experience: Beware of falsifying your impressions.

Flavian introduces him to the Greek satirist, Lucian. Pater expresses the purpose of education:

the chief function of all higher education [is] to impart, the art, namely, of so relieving the ideal or poetic traits, the elements of distinction, in our everyday life—of so exclusively living in them—that the unadorned remainder of it, the mere drift or débris of our days, comes to be as though it were not.

Not as ringing as the Conclusion, but repeating the same idea that the aim is to savour and soak in the ideal traits and elements of distinction in our lives that the other stuff, work, shopping, chores, fades away. Puzzled that he writes ‘relieving’, is that a typo or Victorian variation of ‘reliving’?

5. The Golden Book

Flavian introduces him to what was then a new book by Apuleius, The Golden Ass. The narrator gives a brief summary of the plot, then, surprisingly, includes an extended translation of the story of Cupid and Psyche as it appeared in The Golden Ass – 14 pages or so of translation from the ancient Latin cut & pasted into this Victorian novel. The translation is in a horrible pseudo-archaic style, for example:

And she, erewhile of no strength, the hard purpose of destiny assisting her, is confirmed in force. With lamp plucked forth, knife in hand, she put by her sex; and lo! as the secrets of the bed became manifest, the sweetest and most gentle of all creatures, Love himself, reclined there, in his own proper loveliness!

6. Euphuism

The boys’ reaction to The Golden Ass. For young Marius it becomes the book, the epitome of literary beauty, probably more than it deserved. In Flavian it inspired the wish to be a great writer who would restore the classic elegance and power of Latin:

Latin literature and the Latin tongue were dying of routine and languor; and what was necessary, first of all, was to re-establish the natural and direct relationship between thought and expression, between the sensation and the term, and restore to words their primitive power.

Dense description of Marius and Flavian’s feel for how literature ought to be, drawing parallels with Plato, Cicero, Lucian, Lucretius and the Pervigilium Veneris.

Marius and Flavian attend a ceremony for the goddess Isis, the Isis navigium, namely the launching of a boat full of spices and votive offerings out into Pisa harbour, lavishly described by Pater. They sail out to a spot on the bay which was once an old Greek colony, now abandoned ruins. By the end of the day Flavian has developed a fever.

7. A Pagan End [i.e. death]

Returning from the Roman-Parthian War (161 to 166) Marcus Aurelius brought the plague which Pater describes as spreading quickly throughout Europe, Italy, and devastating entire neighbourhoods.

From his fever-bed Flavian dictates to Marius new stanzas of his work which is to celebrate Venus and the pairing of animals in the lovely spring. Pater describes the style as moving beyond the syllabics of classical Latin verse and foreshadowing the use of rhyme in medieval Latin.

A record of Flavian’s illness, fever, vomiting, moments of lucidity and final decline as Marius holds his hand. Then stands vigil through the night beside his friend’s corpse. Then accompanies Flavian’s corpse to a funeral, where it is burned, and he brings the urn of still warm ashes home.

PART THE SECOND

8. Animula Vagula

The death of his friend destroys the simple religious faith of Marius’s boyhood. He is saved from slipping into mysticism by a native virility of mind, a preference for ‘vigorous intelligence’. He prefers:

poetic beauty in mere clearness of thought, the actually aesthetic charm of a cold austerity of mind.

For Marius the only possible dilemma lay between that old, ancestral Roman religion, now become so incredible to him and the honest action of his own untroubled, unassisted intelligence.

Marius turns 18 but instead of the dreamy, poetic musings which might be expected of a boy of his age, he undertakes ‘severe intellectual meditation’. Marius worries his friends with his earnestness. He drills back before Lucretius and Epicurus to the thinker who was father to them both, Heraclitus.

A complex wordy summary not only of Heraclitus but of the kinds of ways of thought he gave rise to; in Marius Heraclitus’s scepticism about the fixed nature of reality i.e. his insistence that everything is in flux, gave rise, instead of to despair, to a resolve to savour each passing impression in its fullness.

The kind of hedonism Pater says Marius came to believe in is closer to Aristippus of Cyrene than the later Epicurus.

9. New Cyrenaicism

If he could but count upon the present, if a life brief at best could not certainly be shown to conduct one anywhere beyond itself, if men’s highest curiosity was indeed so persistently baffled—then, with the Cyrenaics of all ages, he would at least fill up the measure of that present with vivid sensations – and such intellectual apprehensions, as, in strength and directness and their immediately realised values at the bar of an actual experience, are most like sensations.

‘Hedonism’ is a crude term used by people who don’t understand. The aim is not crude pleasure. In fact the word Pater repeatedly uses is ‘insight’, suggesting a very intellectual type of pleasure, the pleasure of understanding.

Not pleasure, but a general completeness of life, was the practical ideal to which this anti-metaphysical metaphysic really pointed. And towards such a full or complete life, a life of various yet select sensation, the most direct and effective auxiliary must be, in a word, Insight. Liberty of soul, freedom from all partial and misrepresentative doctrine which does but relieve one element in our experience at the cost of another, freedom from all embarrassment alike of regret for the past and of calculation on the future: this would be but preliminary to the real business of education — insight, insight through culture, into all that the present moment holds in trust for us, as we stand so briefly in its presence.

To the phase of reflection through which Marius was then passing, the charge of ‘hedonism’, whatever its true weight might be, was not properly applicable at all. Not pleasure, but fullness of life, and insight as conducting to that fullness — energy, variety, and choice of experience, including noble pain and sorrow even, loves such as those in the exquisite old story of Apuleius, sincere and strenuous forms of the moral life, such as Seneca and Epictetus – whatever form of human life, in short, might be heroic, impassioned, ideal

In this and countless other passages you can hear Pater doggedly denying that he was the godfather of Aestheticism, refuting the criticism that he promoted fleshly sensuality, and repeating again and again that his notion of Cyrenaicism is noble, moral, strenuous and pure.

The sober discretion of his thoughts, his sustained habit of meditation, the sense of those negative conclusions enabling him to concentrate himself, with an absorption so entire, upon what is immediately here and now, gave him a peculiar manner of intellectual confidence…

And not at all gay:

  • A singularly virile consciousness of the realities of life pronounced itself in him
  • Virile apprehension of the true nature of things, of the true nature of one’s own impression, first of all!

At the age of 19 Marius decides to enrol as a student of rhetoric in Rome.

10. On the Way

A former friend of his (dead) father’s had been following Marius’s progress, his scholarly studies and his fine penmanship, and invited him to Rome to become an amanuensis or secretary. Description of his journey from Pisa to Rome. En route he falls in with a strapping young man, Cornelius of the 12th Legion. Their growing friendship is recorded without a word of dialogue, all summarised in descriptive prose.

11. “The Most Religious City in the World”

Marius awakes in the house of his forefathers on the Caelian Hill in Rome and goes strolling through the city with Cornelius. A long languid description of how Rome had become prey to all kinds of foreign religions, encouraged by the new emperor, Marcus Aurelius (came to power 161 AD) who was not only very philosophical, given to philosophical speeches, but also a devotee of countless foreign cults, of which Pater singles out worship of Isis.

12. “The Divinity that Doth Hedge a King”

Marius is a spectator to the return of Marcus Aurelius into Rome from a victorious war on the Danube border, as the emperor, his partner and countless priests and officials process along the Via Sacra to a sacrifice at the Capitol. A close description of Marcus Aurelius’s appearance which emphasises the austerity of ‘this dainty and high-bred Stoic’. And derogatory profile of his younger co-emperor, Lucius Verus, who had become corrupted by luxury in the East.

The narrator states that Aurelius is 45 years old which dates the year to 166 AD.

After religious rites and a feast, Marius describes the long address Aurelius the Stoic emperor gives to the crowd. According to Michael Levey’s notes, this is a collage of quotes from Aurelius’s well-known publication, the Meditations.

The narrator points to the way that the same philosophical premise from Heraclitus, of the eternal changing of everything – ‘The world, within me and without, flows away like a river’ – you can deduce two diametrically opposite conclusions:

  1. Marius’s Cyrenaic Epicureanism: ‘let me make the most of what is here and now’ and throw myself into a world of sense impressions, sensations, and beautiful thoughts; or
  2. Aurelius’s ascetic Stoic rejection of the world of the senses as obviously fake and misleading: ‘The world and the thinker upon it, are consumed like a flame, therefore will I turn away my eyes from vanity: renounce: withdraw myself alike from all affection’

In addition, a pose of lofty dignified detachment was also, obviously, appropriate for the role of emperor of the greatest empire in the world. Hence Aurelius’s elevated, rather scornful version of Stoicism.

The peculiar character of Aurelius, at once a ceremonious polytheist never forgetful of his pontifical calling, and a philosopher whose mystic speculation encircled him with a sort of saintly halo, had restored to his person, without his intending it, something of that divine prerogative, or prestige.

Once again this long-ish (6 pages) tissue of quotations from the Meditations, like the passage from Apuleius, is rendered in a style notably more affected and archaic and quaint than Pater’s narrative voice. Levey says it is the style of Walter Savage Landor. No likee.

“Art thou in love with men’s praises, get thee into the very soul of them, and see!—see what judges they be, even in those matters which concern themselves. Wouldst thou have their praise after death, bethink thee, that they who shall come hereafter, and with whom thou wouldst survive by thy great name, will be but as these, whom here thou hast found so hard to live with. For of a truth, the soul of him who is aflutter upon renown after death, presents not this aright to itself, that of all whose memory he would have each one will likewise very quickly depart, until memory herself be put out, as she journeys on by means of such as are themselves on the wing but for a while, and are extinguished in their turn…”

Identical to the sentiment of Ecclesiastes in the Bible:

Vanity of vanities, saith the Preacher, vanity of vanities! All is vanity.

The chapter ends rather beautifully with Pater describing how night has fallen, it begins to snow, and the emperor is escorted from the Capitol by a sequence of torch bearing lictors, ‘a long stream of moving lights across the white Forum, up the great stairs, to the palace’.

13. The “Mistress and Mother” of Palaces

The spring day on which Marius is introduced to the emperor Marcus Aurelius in his palace, with a long, lavish and adulatory description of the emperor’s character, of the empress Faustina, the royal children, and their tutor, the 80-year-old Stoic philosopher Marcus Cornelius Fronto, the ‘Orator’.

Continuing the practice of extensive quotation (or intertextuality) the chapter contains passages from the letters exchanged between Aurelius and Fronto (which had only been discovered earlier in the nineteenth century). These lead up to a 2-page translation of a fable about Jupiter’s invention of Sleep, from a work by Fronto.

As usual, although the chapter is long, there manages to be not a word of dialogue between Marius and Marcus; instead the narrative relays Marius’s impressions of the imperial household and, more than that, the swirling divagations of Marius’s thoughts, which are all very lush and flattering: ‘How temperate, how tranquillising! what humanity!’

14. Manly Amusement

Marius sees, from outside, the grand ceremony of the wedding of Aurelius’s co-emperor, Lucius Verus, with his elegant slender daughter, Lucilla. In the crowd he bumps into Cornelius, ‘the clear, cold corrective, which the fever of his present life demanded’. Marius compares and contrasts the appearance and personalities of Flavian and Cornelius, and how they have embodied his changing philosophy.

What struck me is how, in a heterosexual Bildungsroman, the text tends to be dominated by the love life of the hero, from early puppy love through to the Grand Amour. The complete absence of woman-love and, instead, the centrality of two young men who Marius has philosophical crushes on, proclaim the text’s homosexuality. But did contemporary readers and critics pick up on this?

Anyway, suddenly the narrative moves on to a grand gladiatorial show at the amphitheatre, paid for by Lucius Verus, who, on his journey back from the Parthian campaign, had picked up the cult of the great goddess of Ephesus, the goddess of hunters.

‘Manly amusement’ is fairly bitter sarcasm. Pater describes the brutal slaughter of huge numbers of wild animals for the baying audience’s entertainments, all very contrary to his and Marius’s fellow feelings for poor, abused animals. It’s an extended and quite angry passage.

In the middle there’s a satirical swipe at the contemporary (Victorian) habit of novel reading, seen as a crutch for feeble imaginations:

For the long shows of the amphitheatre were, so to speak, the novel-reading of that age—a current help provided for sluggish imaginations, in regard, for instance, to grisly accidents, such as might happen to one’s self; but with every facility for comfortable inspection.

Watching Aurelius sit through the entire gruesome bloody display with a detached expression, often turning aside to read or sign documents, revealed to Marius the profound gap between them. He, Marius, has a conscience and is aware of the big difference between good and evil to which the emperor seems oblivious.

Those cruel amusements were, certainly, the sin of blindness, of deadness and stupidity, in the age of Marius…

And Pater turns away from ancient Rome to wonder whether ‘we’ (his Victorian readers) are any better, in their own time, an age still dogged by the slave trade (in Africa) and religious persecution.

PART THE THIRD

15. Stoicism at Court

A few months later the 80-year-old Fronto delivers a lecture on Stoic morality to the court. The problem Marius now faces is that he has built his entire morality to date on the Cyrenaic basis of seeking a life of fine sensations and thoughts; but the experience of the amphitheatre made him realise that morality is real. It’s dawning on him that old-time morality has a power and a truth. The problem is how to admit rules of morality into his thought without undermining it:

with as little logical inconsistency as may be, to find a place for duty and righteousness in his house of thought.

Fronto’s lecture squares the circle by presenting morality not as a set of leaden laws, but on the contrary as a kind of quintessence of good taste and fine manners. Interpreting morality in aesthetic terms. Morality is more like conforming to the Order of the Universe, more in the nature of dancing to the music of the universe. Thus, out of enjoyment of the beauty of fine sensations and thoughts, an epicurean may end up being more moral than the sternest moralist, exercising a more discriminating and sensitive morality. And avoiding immoral conduct not on a moral basis, but out of good taste.

In much the same way, conforming to traditional morality can be rethought to be defined as conforming with the best thoughts of mankind. Or based on the notion of:

the idea of Humanity – of a universal commonwealth of mind, which becomes explicit, and as if incarnate, in a select communion of just men made perfect.

In other words, Fronto is made to make traditional morality and customary behaviour acceptable to potential rebels and outsiders like Marius, by reframing it as joining a kind of aristocracy of thought, of the best that has been spoken and done. Rather than truckling to humdrum bourgeois morality, one would be joining an invisible aristocracy of righteousness. Elects spirits, elect souls. This seems to me, to be making traditional morality palatable by appealing to intellectual snobbery.

But where can Marius find these elect souls:

But where might Marius search for all this, as more than an intellectual abstraction? Where were those elect souls in whom the claim of Humanity became so amiable, winning, persuasive—whose footsteps through the world were so beautiful in the actual order he saw?

I’m guessing in Christian communities.

16. Second Thoughts

The narrator intrudes into the narrative with reflections: he says that we adults know, what young Marius hasn’t grasped, that Cyrenaicism is a philosophy of young people, fired up by hormones, the feel of then sun on their faces, the exuberance of young healthy bodies. It is the ideology of:

the strong young man in all the freshness of thought and feeling, fascinated by the notion of raising his life to the level of a daring theory, while, in the first genial heat of existence, the beauty of the physical world strikes potently upon his wide-open, unwearied senses.

It is the product of the receptive and not the reflective powers of the mind.

The narrator takes us right away from the narrative by saying all this applies now, in modern London, a place where ‘the fresh imagination of a youth to build its “palace of art”‘. All this appears to be addressing the Aesthetic movement Pater was godfather to and which had made him so lamentably notorious, for he goes on to explain that this is all well and good for excitable young people, BUT is, in the end, it is narrow and blinkered, mistaking one era of vivid perception for the whole of life. What this excited philosophy needs is the corrective of an older, more mature wisdom, a wider worldview.

17. Beata Urbs

Back to narrative: The co-emperor Lucius Verus died in 169, en route to renewed fighting with barbarians on the Danube border. Aurelius brings his body back to Rome and sees his corpse lying in state in the Forum. Marius witnesses the subsequent funeral pyre in the Campus Martius and the rackety contrivance whereby a not-very-young eagle was released from a cage, flying upwards so that various witnesses could testify they saw the soul of the deceased mounting to heaven; which was what was required to allow the senate to declare the deceased had become a god.

Marius is summoned a second time to attend the emperor. Walking through the corridor where Caligula was assassinated, he is momentarily overcome by the history of Rome’s tyrants, their insanity and cruelty.

Marius is struck that the palace rooms are mostly empty because Aurelius is auctioning off all its treasures to pay for the military campaign on the Danube. In his empty rooms Aurelius has, momentarily, attained the clarity and simplicity of the philosopher kings described by Plato. His mind has momentarily conflated the real buzzing city of Rome with the ‘city on high’, the ideal city inhabited by ideal beings, the beata urbs, which recurs in his writings. Aurelius has summoned Marius to sort out the imperial manuscripts but we hear little about this, instead pages of Pater’s description of the mind of the philosopher-emperor. Again, rather magically, Aurelius hands over the manuscripts to Marius without a word of dialogue. Did Pater set himself the challenge of writing a dialogue-free novel?

18. “The Ceremony of the Dart”

In many of its followers Stoicism bred a coldness of heart. Not so in Aurelius who had inherited from his mother a sincere belief in the old pagan gods, which warmed his Stoicism, humanised, gave him great human sympathy.

It is 173 AD, a time of anxiety triggered by the threat of invasion and the plague. For seven days the Romans exposed statues of all their gods in the open air and worshipped them every day. Pater describes the weird cults and insistence on bloodshed, on animal sacrifice, on baths in fresh blood, in flagelation.

Only now did I realise that the manuscripts Aurelius has given Marius are of his own writings. Some are factual and statistical (and maybe found their way into the unreliable Historia Augusta which covers this period); others are letters of instruction to his son, the future emperor Commodus. But what strikes Marius is the many texts where Aurelius carries on an endless dialogue with himself about the philosophical perfection he seeks and is always just over the horizon.

Aurelius is like the modern essayist, repeatedly trying to make sense of his own thoughts. The narrator points out that this is a new, mystical, inwardness of spirit, very unlike the external factual activity of the classical mind. It is about the inner self, above all gaining complete mastery of one’s own moods, emotions and thoughts:

Tis in thy power to think as thou wilt:

Moreover, it implies someone or something to have a dialogue with and it is possible this is the Logos, or spark of Divine Mind within man – ‘that eternal reason, which was also his own proper self, with the divine companion, whose tabernacle was in the intelligence of men’.

Marcus Aurelius is a fundamentally sad man using Stoicism to try and buck himself up, and in so doing, the narrator points out, anticipates the rejection of the world and movement to monasticism, the cultivation of the soul, embodied in early medieval Christianity. And yet his austere Stoicism lacks a proper apprehension of evil. Secondly, Aurelius despises the body, cultivates contempt for it. Again, this is contrasted with Cornelius’s reverence for the human body as the temple of the spirit. Lastly, Aurelius seems at times to recommend suicide, giving the body, the proto-corpse, the slip. Marius finds that unforgivable.

There’s a rare bit of plot: as Marius is reading a manuscript roll a letter falls out of it and Marius, thinking he ought to return it to the emperor, rides out to the town in the Campagna where Aurelius is staying, only to come into the imperial palace as there is much fuss because on of the emperor’s children is dying of a sudden infection and Marius sees him hugging the helpless infant, ‘as if he yearned just then for one thing only, to be united, to be absolutely one with it, in its obscure distress.’

19. The Will as Vision

For Aurelius rule is a great sacrifice. Marius sees Aurelius clothed in armour and helped up onto his warhorse, ready to set off to the German wars and is struck by how defeated he looks.

With the emperor departed, Marius settles down into his study of Aurelius’s manuscripts, broken up by rides out into the country. On one of these he has a vision of the entire world as intellect, a world of thought, of which he intermittently partook. This in fact grows out of a conviction that wherever he has gone, there has always been an invisible other accompanying him, with which he shared his thoughts and feelings. What if this is an intuition of the permanent world of intellect which is the real enduring Reality? Suddenly everything fits into place and he sees that he must spend the rest of his life searching for every evidence, every trace or token of this high Ideal as it displays in the actual world of things.

The experience of that fortunate hour, seeming to gather into one central act of vision all the deeper impressions his mind had ever received, did not leave him quite as he had been.

PART THE FOURTH

20. Two Curious Houses—1. Guests [Apuleius]

Cut to ‘some years later’ when the famous writer Apuleius, author of The Golden Ass which had been Marius’s holy book when he as a teenage friend of Flavian, comes to Rome. Marius is invited to supper at the house of an aristocratic poet ‘who loved every sort of superiorities’, sited at Tusculum some distance from Rome and close to the famous (and now ruined) villa of the great Cicero (died about 210 year before, in 43 BC).

Marius describes the elite, literature-loving elite lazing on divans decorated with flowers. Young men perform a dance (The Death of Paris) in light armour, including Commodus, son of the emperor. Then one of them recites The Halcyon, a short prose piece, in Pater’s day thought to be by the Greek humorist, Lucian, in which Socrates is made to mouth conventional sentiments about human limitations.

As usual Apuleius’s presence and character are conveyed not through anything he says, not through any dialogue, but via Marius’s impressions of his presence and tone of voice, thus:

There was a piquancy in his [Apuleius’s] rococo, very African, and as it were perfumed personality, though he was now well-nigh sixty years old, a mixture there of that sort of Platonic spiritualism which can speak of the soul of man as but a sojourner in the prison of the body

As the party breaks up Marius finds himself alone with the great man for a moment and manages to get some serious talk out of him. His position is Platonic Idealism:

It was the Platonic Idealism, as he conceived it, which for him literally animated, and gave him so lively an interest in, this world of the purely outward aspects of men and things.—Did material things, such things as they had had around them all that evening, really need apology for being there, to interest one, at all? Were not all visible objects—the whole material world indeed, according to the consistent testimony of philosophy in many forms—“full of souls”? embarrassed perhaps, partly imprisoned, but still eloquent souls?

So Apuleius takes Plato seriously and claims to be almost able to hear and feel the True Souls of things straining to burst through their mere appearances to the senses. Put like this, Plato’s theory is at one with the extravagant high fashion, the elaborate wigs and fancy clothes of the 2nd century elite. In fact maybe all this philosophising is the discourse of the pampered and well fed.

What really surprised me is that Apuleius speaks. Not Marius’s mother, his tutor, his boyfriend Flavian, his soldier friend Cornelius nor the emperor himself are given any dialogue at all. So it’s a red letter moment when Apuleius speaks, and his three paragraphs are pure philosophy, insisting that there are ‘divine powers of a middle nature who interceded between the timeless immortals and men who die like flies,

‘Through them, all revelations, miracles, magic processes, are effected.’

This is, of course, appropriate for a man (Apuleius) who was accused of witchcraft and whose most famous book features magic spells and rites of initiation into mystery cults. Marius extends Apuleius’s brief explication of Plato’s idea of interceding spirits towards the notion of a hierarchy of spirits or intellect, from inanimate objects, through animals, to man with his soul, up through various spirits to angels, to God himself, the kind of thing I associate with the Hellenistic philosopher, Plotinus, founder of neo-Platonism who, however, cannot appear in this book because he had not yet been born (205 to 270 AD).

21. Two Curious Houses—2. The Church in Cecilia’s House

En route back to Rome from another country house party, Cornelius takes Marius out of their way, through a locked door in a wall into what turns out to be a Christian cemetery where the dear are, of course, interred, as opposed to being incinerated according to traditional Roman practice.

He realises the tombs represent a new kind of hope which doesn’t exist in the pagan world, where death is final. As he wanders the catacombs and tombs Marius can hear sweet singing as by women or children, unlike anything he’s heard before, bespeaking a new kind of piety.

It turns out to be attached to, in the grounds of, a house belonging to none other than (Saint) Cecilia, patron saint of music. Cornelius, clearly a Christian, knows her. As usual there is no dialogue whatsoever, because what matters is that Marius experiences the clear music and hopeful atmosphere as a break from Rome which he started to find oppressive.

Here, it might be, was, if not the cure, yet the solace or anodyne of his great sorrows – of that constitutional sorrowfulness, not peculiar to himself perhaps, but which had made his life certainly like one long ‘disease of the spirit’.

22. ‘The Minor Peace of the Church’

Here begins the sequence of chapters which praise the sweetness and piety and chastity of the early church which Marius now encounters. The key word is hope, an optimism which sharply contrasts with, say, the heavy depression of the emperor Aurelius.

It was Christianity in its humanity, or even its humanism, in its generous hopes for man, its common sense and alacrity of cheerful service, its sympathy with all creatures, its appreciation of beauty and daylight.

He calls the tenor of the church under the Antonines the minor peace of the Church by contrast with the major peace which began under the Christian emperor Constantine (if we’re in about the year 170 and Constantine was converted in 312, that’s about 140 years in the future).

Pater now switches to full-on, pro-Christian mode. The church is hopeful, urbane, moderate, characterised by ‘a cheerful liberty of heart’ and ‘full, fresh faith’, lovely in ‘its comely order’, ‘the elegance of sanctity’, ‘a bold and confident gladness’, ‘her dignifying convictions about human nature’, which are to be realised centuries later by Dante and Giotto, by the great medieval church-builders, by the great ritualists like Saint Gregory, and the masters of sacred music in the middle age.

It stops being a novel altogether and becomes a sort of history, of a very old-fashioned, bookish, belles-lettres type. It is also relentlessly propagandistic, Pater insisting everything in the church was wonderful and moderate and how it expresses the finer nature of man and gave rise to all good art; how any fanaticism, asceticism, destruction of pagan buildings and statues and so on, were the result of ‘fanaticism’ and not of the mild and civilised Christianity he’s talking about. It is, in other words, bad history, because wishful, naive and superficial.

It is also chauvinistic, in the sense that Pater’s gushing over-praise of Christianity leads him to predict that it will one day become the religion of all mankind:

destined, surely! one day, under the sanction of so many ages of human experience, to take exclusive possession of the religious consciousness.

Er, no. Other religions exist, Walter. Islam. Hinduism.

23. Divine Service

Waking early Marius goes to Cecilia’s house and stumbles upon a whole congregation practising an early Christian service, something he’s never seen before and is dazzled at the beauty, the serenity etc, the devotion of the acolytes, the noble gestures of the pontiff, all carried out on a table created by the tome of a recent martyr. The text overflows with praise for the vigorous new young religion which has incorporated everything that is noble and good in the old pagan religions and lifted them to a new level, centred on the figure of Christ:

It was the image of a young man giving up voluntarily, one by one, for the greatest of ends, the greatest gifts; actually parting with himself, above all, with the serenity, the divine serenity, of his own soul; yet from the midst of his desolation crying out upon the greatness of his success, as if foreseeing this very worship.

As he does everywhere else, Pater feels no reluctance to expand what are supposedly Marius’s perceptions of ideas by relating them to the entire further development of western culture, invoking the influence of Saint Francis of Assisi, St Louis of France, the history of Renaissance painting from Giotto to Raphael.

Some critics claim this wandering feel as prophetic of post-modernist freedom, but I’d have thought it is more like standard pre-modernist lack of discipline which allowed authors to digress from a strict adherence to point of view or immediate subject matter, and wander off on whatever hobby horses they felt like indulging.

With Cornelius, in fact, it was nothing less than the joy which Dante apprehended in the blessed spirits of the perfect, the outward semblance of which, like a reflex of physical light upon human faces from “the land which is very far off,” we may trace from Giotto onward to its consummation in the work of Raphael—the serenity, the durable cheerfulness, of those who have been indeed delivered from death, and of which the utmost degree of that famed “blitheness” of the Greeks had been but a transitory gleam, as in careless and wholly superficial youth.

In other words, Pater is more concerned to show off his fine feelings and sensitive appreciation of the history of western art than to stick to the ‘discipline’ of the novel as a form. You could exaggerate only a little and see Marius as a series of philosophical and art-historical essays masquerading as a novel.

24. A Conversation Not Imaginary [Lucian]

The Greek humorist Lucian visits Rome and Marius is his host. Marius takes him to see a famous Stoic philosopher who is, however, out, so they walk on along the Appian Way. Lucian is 60 and an ‘elegant and self-complacent but far from unamiable scepticism, long since brought to perfection, never failed him’.

Lucian asks who are the up-and-coming young scholars of Rome and, as it happens, the young fellow who Marius recommends, one Hermotimus, at that very moment comes walking towards him. So they stop him, introductions are made, then Lucian questions Hermotimus, which turns into an extended dialogue. According to Michael Levey’s notes, this is an abbreviated version of an actual dialogue of Lucian’s, titled Hermotimus.

It starts as a tissue of clichés describing the supposed journey and hopes of a student of philosophy – art is long and life is short, I have a long way to travel to get to the summit of wisdom, the prize of knowledge is worth devoting your life to etc etc with zero actual argumentation. More reminiscent of the little I know of Eastern philosophy, which is more about cultivating a certain state of mind than about logic and argument. Hermotimus describes what he is devoting his life to seeking in rhetoric and figures of speech, rather than logic and argument. The elect he seeks to join enjoy:

‘Wisdom, the absolute goodness and the absolute beauty, with the sure and certain knowledge of all things—how they are. Riches and glory and pleasure – whatsoever belongs to the body – they have cast from them: stripped bare of all that, they mount up, even as Hercules, consumed in the fire, became a god… They whose initiation is entire are subject no longer to anger, fear, desire, regret. Nay! They scarcely feel at all.’

What I took from this long dialogue is that Hermotimus’s ideology is just another form of snobbery and elitism. He wants to join an elect so they can look down on all the little people who let themselves still be ruled by passion, emotion, ignorance of The Truth. So many religious and philosophical systems boil down to wanting to join a gang, become an insider, able to look down on everyone left on the outside, on ‘the vulgar herd’. If Lucian follows Hermotimus on the path to Wisdom:

‘you will learn in no long time your advantage over all other people. They will seem but as children, so far above them will be your thoughts.’

Anyway, within the narrative the point of this extended set-piece dialogue is that Lucian undermines Hermotimus’s confidence that he is on the right way by pointing out that there are no end of philosophers and rhetoricians and wise men infesting the Roman empire, all claiming that their way and their way alone is the Right Way to Wisdom. How can a learner possibly know which one to choose, unless he was already in possession of a good definition of Wisdom. In which case he wouldn’t have to choose. So, a paradox.

Lucian’s calm unrelenting scepticism wears down Hermotimus who is forced to concede that he cannot, in fact, ever be sure that the Stoic way (which he has adopted) is the True Way. He is reduced to tears. He had started out the day happy and confident in his life path and now he is reduced to utter bewilderment.

‘Ah! Lucian, what have you done to me? You have proved my priceless pearl to be but ashes, and all my past labour to have been in vain.’

As the dialogue progresses, the pair enjoy identifying and trapping each other in logical errors, non-sequiturs, unjustified conclusions and so on. If at moments it reads like one of Plato’s dialogues with the tricksy Socrates outwitting his opponent, at others it sounds like a school debating society, with each picking holes in the other’s arguments; or more like the sophists who were paid to teach just this sort of nitpicking and argufying.

The debate ends as abruptly as it began, his people coming to collect Lucian on horseback, the poor disillusioned youth continuing on his way, while Marius walks some more, then turns and heads back to Rome, along the road lined with gloomy cemeteries, and Pater superimposes the incident from the Acts of the Apostles where Jesus appeared to St Paul on this very road, only 130 or so years previously. He doesn’t name the incident, but alludes to it.

The power of the Lucian dialogue makes this a very powerful, standalone chapter but in doing so emphasises the way the entire text is constructed of defined episodes and, as here, quoted texts.

25. Sunt Lacrimae Rerum [which could be renamed the Diary Chapter]

A famous quote from Virgil, sunt lachrimae rerum literally means ‘there are tears in things’ but is often used to mean ‘the tearfulness or sorrow of the world’.

Marius kept a diary, or a ‘conversation with himself’. This chapter consists of various entries. They read like the self-pitying morbidness of a self-centred adolescent, a Goth, an emo:

‘We are constructed for suffering! What proofs of it does but one day afford, if we care to note them, as we go – a whole long chaplet of sorrowful mysteries!’

Marius is afflicted by the sense of all the suffering around him (he gives examples of labourers drudging away, of the children of the poor, of an old lady being led to a workhouse), suffering which, if he gave in to it, would drive him mad. He feels he has failed in love. He feels the need for a greater love to arise in his heart; the recognition that we need more love than we are individually capable of in order to respond adequately to a world of suffering. This is where Jesus comes in, with his infinite capacity for bearing the suffering of the world, and transcending it by his superhuman love, limitless capacity for love, godlike love.

Even if all humans were made perfect, the world itself declines and falls, flowers fade, trees are cut down: ‘there is a certain grief in things as they are’. He is hinting, I think, at the Christian doctrine of the Fall – ‘some inexplicable shortcoming, or misadventure, on the part of nature itself’. It is not just mankind that needs to be redeemed; it is the entire world.

And in the last paragraph he describes an intimation he has that there is someone else, a hidden power, capable of this great redemption, ‘behind this vain show of things’.

Clearly Pater’s aim is to show Marius as a sensitive thoughtful pagan, trembling on the brink of becoming a Christian, intellectually prepared in every way, but stopping short of the personal conviction, the spiritual ‘conversion’, which would finish the job. This ‘trembling’ aspect gives the book a pleasing tantalising feel, far more subtle and powerful than a thorough-going conversion would have been.

But there is a completely different way of reading all this, a Marxist way. At the same time as Pater was writing Marius, Friedrich Engels was preparing his most influential work, ‘Socialism: Utopian and Scientific’. Seen from this Marxist perspective Marius/Pater is a classic example of bourgeois narcissism. He enjoys all the good things of the world, never has to work, is waited on hand and foot by servants and yet is discontent. Every day he witnesses the suffering of the poor, specifically the labouring working classes and their wretched children, and feels guilty and inadequate. He knows something is terribly wrong with the world but hasn’t a clue what to do about it.

In the framework of the narrative (and Pater’s bourgeois Victorian Oxford milieu) the answer remains a personal, selfish one, namely converting to Christianity, becoming a Christian, sharing the love of the redeemer who will save all the world and, to be fair, maybe engaging in the energetic Christian charity work which characterised the Victorians.

But Engels and the international communist movement offered an alternative and communism wasn’t just a continental import. In 1881, the year Pater began Marius, English artist and designer William Morris joined the Social Democratic Federation (SDF) at its inaugural meeting. In 1884, as Pater was finishing Marius, Morris wrote ‘A Summary of the Principles of Socialism’. Believing the Federation wasn’t radical enough, in 1885, the year Pater published Marius, Morris founded the Socialist League and wrote The Manifesto of the Socialist League calling for a communist revolution in Britain.

I’m not saying that Morris’s communism was right; just pointing out that, even at the time, there were other ways of escaping from the ultimately claustrophobic, narrow, guilty world which Marius gives such a strong sense of.

26. The Martyrs

Marius finds himself drawn back more and more to Cecilia’s house with its poetry, intellectual pleasure, above all a generosity and charity utterly lacking from the tone of Marcus Aurelius’s stern Stoic contempt for one’s own or another person’s pain.

One of her children dies and is buried. The Romans cultivated indifference to the fate of children who, after all, died in their thousands. And Marius had laboured long to maintain a ‘philosophical’ detachment from all emotions so as to cultivate his precious thoughts. And yet now he finds himself deeply moved by a compassion which threatens to destabilise his careful equilibrium.

He attends a Christian service at Cecilia’s house and is transported by it, by the expression of a tremendous hope, to be liberated from the sadness and travails involved in all human existence:

It breathed more than ever the spirit of a wonderful hope – of hopes more daring than poor, labouring humanity had ever seriously entertained before…They [the congregation] were still under the influence of an immense gratitude in thinking, even amid their present distress, of the hour of a great deliverance.

But the second part of the chapter brings bad news of Christians who have been martyred by the Roman authorities, on the ultimate orders of his one-time hero Marcus Aurelius. Pater gives it in the form of a letter from the churches of Lyons and Vienne in distant Gaul, and it is in fact an actual early Christian from Eusebius’s ‘Ecclesiastical History’ (published in 325 AD). The passage describes the martyrdoms of Blandina, who remains seraphic despite the worst the Roman torturers could do to her, along with Alexander, the 90-year-old bishop Pothinus, Sanctus the deacon, tortured by having red hot plates applied to his genitals – all rejoicing in their witness and proving ‘that there is nothing fearful, nothing painful, where the love of the Father overcomes’.

Sanctus and Maturus were then thrown to the beasts in the amphitheatre and torn to pieces; Blandina was tied upon a stake for the beasts to maul but they were all overawed by her holiness and backed away. So Blandina is sent back to prison, only to be brought out the next day, and once again tortured for the crowd, alongside a 15-year-old boy, who she inspired by her bravery, till she eventually died, hastening to her death as to a bridal feast:

the enemy himself confessing that no woman had ever borne pain so manifold and great as hers.

This raises a point I like repeating which is that most modern feminists I’ve ever met excoriate ‘the Church’ and all its doings for its repression of women etc; and yet, back at the beginning, the Christian church represented a massive liberation for women. Ancient Roman like ancient Greek women, lived much as women in Saudi Arabia nowadays, confined to their houses, not allowed to leave without a chaperone, the belongings and chattels of their fathers or husbands. Early Christianity offered women an escape from the home, to take part in religious ceremonies, to perform acts of charity, to achieve a sense of personal identity and agency and, as here, to acquire fame and glory in this entirely new form of heroism, the heroic acceptance of torture and death in the name of God.

27. The Triumph of Marcus Aurelius

Not a metaphor but a literal description of the triumph of Marcus Aurelius returning into Rome from victory against German tribes in the Marcommanic Wars. This would have been 176 AD. In one of his characteristic achronicities, Pater has barely started describing it before he makes a great swoop through time to bring in an entire paragraph about Andrea Mantegna (1431 to 1506), Renaissance painter of just such triumphs.

Anyway, the point is that Marius has grown up and finds all the fanfare and splendour of the triumph trashy and vulgar.

Yes! these Romans were a coarse, a vulgar people; and their vulgarities of soul in full evidence here.

Marius sets out to visit Aurelius at his villa in the country, previously home of the pious emperor Antoninus, with a passage describing the countryside as you leave Rome and travel up towards the Apennines. Marius had hoped to petition the emperor to be more humane though I didn’t understand Pater’s meaning – does he mean Marius was going to ask Aurelius to spare the defeated German tribesmen dragged along in chains in the triumph the day before?

In any case, Aurelius already has visitors, a flock of children now being kept in the orphanage established by his wife, Faustina (who had died two years earlier). Marius hears gales of childish laughter coming from the audience room and decides, on balance, not to interrupt the happy scene nor wait. He has to press on with his journey.

This turns out to be a pilgrimage to the old family estate, White-nights, to the old villa and, above all, to the family tomb where his parents ashes were stored in ashes. He is overcome with sad feelings, not least when he sees the urn of a serving boy who was the same age as him when his mother died, placed next to hers, torn out of the world with so much left to see and feel.

With a rush of characteristic self-pity he realises that ‘he is the last of his race’. Maybe Pater the homosexual felt the same; no marry, no kids, end of the line. Anyway, the fictional Marius on the spur decides that he will be the last to visit his family tomb in this way, and orders his workmen to dismantle it and bury all the urns:

to bury all that, deep below the surface, to be remembered only by him.

28. Anima Naturaliter Christiana

Marius spends eight days at the family estate and feels death reaching up out of the ground towards him. Being the last chapter, he reviews his life and realises it has been an existence with almost zero activity, surprised by:

the unbroken placidity of the contemplation in which it had been passed. His own temper, his early theoretic scheme of things, would have pushed him on to movement and adventure. Actually, as circumstances had determined, all its movement had been inward; movement of observation only, or even of pure meditation…

Cornelius comes to stay and they explore the country and villages thereabouts. They are visiting the site of the martyrdom of Saint Hyacinthus, along with some other Christian pilgrims, when there is an earthquake. The population of the town rush out of their houses and, inflamed with panic, and the return of the plague, which they blame on the rebellious Christians, turn into a mob which attacks the small congregation. Some Christians are lynched there and then, but the others taken captive, including Marius and Cornelius.

Word gets around that one of the prisoners is not actually a Christian and Marius, in a moment of high-minded ‘nerve’, tells the warders it is Cornelius who, helped by a large bribe, they set free. Marius then spends days of anxiety wondering when Cornelius will return to free him, Marius. This reminds me of the ending of A Tale of Two Cities and also the play by Terence, when one prisoner sacrifices his freedom in order to secure his best friend’s liberty.

Instead he is shuffled along with the rest of the prisoners on the march to the nearest major town (for the trial), walking in the rain, sleeping in the open like everyone else. Eventually he becomes so ill his warders dump him at the cottage of some poor country peasants. Here he drifts in and out of fever, remembering much, conscious of having sacrificed himself for his friend.

He remembers, not so much everything he’s done as he hasn’t in fact, done very much, but everything he’s thought and felt, and the people who sparked those thoughts and feelings.

the persons, the places, above all, the touching image of Jesus, apprehended dimly through the expressive faces, the crying of the children, in that mysterious drama, with a sudden sense of peace and satisfaction now, which he could not explain to himself.

He feels there is some companion in h is suffering, that he is prepared for some revelation, for some ampler vision, the house of his mind is ready for a new guest. He feels ‘the great hope, that hope against hope, which, as he conceived, had arisen upon the aged world,’ that future generations will enjoy ampler visions, and yet…

In his last lucid moments he feels the peasants who have tended him, have offered him consecrated bread, have anointed his feet and hands with oil and are kneeling by his bedside praying. And after he dies, they bury him in secret, saying Christian prayers for his soul and considering him to have been a martyr to the faith, and yet…

We know that Marius never actually becomes a Christian. He has, after all, never been educated in Christian doctrine. The word crucifixion occurs only once, and that in the passage from Eusebius. The word resurrection occurs nowhere in the text.

It’s pretty obvious that Pater intends Marius to be the type of sensitive, thoughtful pagan who travels through pagan philosophies, discovers Christians and is attracted to their piety and faith and honour, but never, quite, crosses the threshold to actually become a Christian himself.

The fact that the peasants who nurse him and bury him consider him to have been a martyr is a puzzle. On the face of it it’s a mistake and therefore an ironic comment on the credulousness of uneducated Christians which, by implication, begs the question how many other alleged ‘martyrdoms’ celebrated by a pious church might be similar mistakes. Surely Pater didn’t intend it that way, did he?

Marius the solipsist

It’s really the story of a solipsist. Solipsism is defined as ‘the view or theory that the self is all that can be known to exist.’ Marius doesn’t go that far, he’s more a solipsist in the popular sense of the word, meaning immensely self centred. The vision he has at the end of chapter 19 makes the world seem even further off than before crystallises this interpretation.

It confirms my sense that, although his ostensible philosophical position, which Pater takes hundreds of pages to describe in such gassy detail, changes somewhat, from Cyrenaicism to Epicureanism, encountering Stoicism etc – although there may be a slight change in his stated views – there is no change in his fundamental attitude, which is of an immense, overwhelming, stifling self-centredness.

In truth, he had been so closely bent of late on certain very personal interests that the broad current of the world’s doings seemed to have withdrawn into the distance. (Chapter 27)

Although I mentioned that the book is possibly in the genre of the Bildungsoman, this is questionable because it’s questionable whether Marius’s colossal self-centredness ever changes at all. In a way, this may explain why there is almost no dialogue in the entire book – because what people say to him barely registers, barely dents his bullet-proof self-absorption.

At a tangent to this idea is another fairly obvious thought about ‘philosophy’ as a subject or ‘discipline’, which is that there is so much of it, covering more or less every kind of belief or theory or system man has ever devised, that ‘believing’ any particular philosophy is usually a matter of personality rather than argumentation.

Yes! the reception of theory, of hypothesis, of beliefs, did depend a great deal on temperament. They were, so to speak, mere equivalents of temperament.

‘Philosophy’ obviously refers to a vast set of systems of thought, often worked out to mind-numbing levels of logical detail. But at the same time…people generally believe what they want to. For all its claims to Grand Truth, someone’s philosophy is mostly, in the end, a reflection of their personality.

Quotes

Individual quotes from the work show that Pater is a very good prose stylist but, in my opinion, in the end, not great. He has the sensitivity but he doesn’t, in the end have quite the clarity and fluency of style to carry it off. Nothing in the entire wordy text is as quotable as the famous half dozen sentences from the Conclusion

Books

A book, like a person, has its fortunes with one; is lucky or unlucky in the precise moment of its falling in our way, and often by some happy accident counts with us for something more than its independent value. The Metamorphoses of Apuleius, coming to Marius just then, figured for him as indeed The Golden Book: he felt a sort of personal gratitude to its writer, and saw in it doubtless far more than was really there for any other reader. It occupied always a peculiar place in his remembrance, never quite losing its power in frequent return to it for the revival of that first glowing impression.

Self knowledge the basis of good art

A true understanding of one’s self being ever the first condition of genuine style…The happy phrase or sentence was really modelled upon a cleanly finished structure of scrupulous thought.

Last thought

Having struggled to the end of this endless interweaving fabric of philosophical speculations, many quite knotty and demanding, one big thing strikes me. We are the heirs of Darwin, Marx and Freud. When we theorise we do so in a mental universe vastly expanded by modern science – specifically biology and evolutionary theory, DNA, genes etc – a huge world of medical discoveries. Without being conscious of it most people invoke the ideas of depth psychology and therapy invented by Freud, which has split into a thousand varieties of counselling. And we talk about politics and society by the light of social theories which all start with economics and often have a Marxist materialist root, whether the authors realise it or not.

Pater had absolutely none of these things in his mental world and this explains, I think, why Marius the Epicurean feels so gaseous and often difficult to grasp. In the complete absence of modern thought, all he had was the ancient world and classical thinkers to fall back on, and the endlessly subtle distinctions the narrator makes between slightly different versions of Cyrenaicism, Epicureanism, Stoicism, Platonism (vide chapter 24 in which the clever sceptic Lucian destroys the apprentice Stoic, Hermotimus).

These subtleties, along with his application of them to the imaginative world of the early Christians, are difficult to read, rewarding, clever, sometimes moving – but all the time feel like children playing in a sandpit, compared to the vast and vastly different mental world we all now inhabit.

‘The first of duties is to be pachydermatous’ (p.286)

The great thing about Tory writers is they are completely untroubled by theories, ideas or doubts. Living in a dream world of privilege and entitlement, they radiate confidence and suavity. This explains why the writings of so many Conservatives are often so clear and attractive. It explains one of the reasons why Andrew Roberts is so attracted to the hero of this huge biography – for his adamantine certainty:

Unlike so many conservative leaders before and since, Salisbury was a true, dyed-in-the-wool Tory, entirely lacking in either middle-class guilt or ideological doubt. (p.365)

Andrew Roberts is an accomplished biographer and journalist with a very strong Tory bent. He comes from the same kind of privileged, public school background as his subject (though not, admittedly, from the same kind of grand and venerable old family Salisbury came from).

Roberts attended Cranleigh public school then went on to Cambridge, where he chaired the Cambridge University Conservative Association. He has had a distinguished career as a freelance i.e. non-academic, historian, writing 19 books, including four about Winston Churchill, along with countless papers and articles. He writes regularly for the Sunday Telegraph and The Spectator. He lives in Knightsbridge. In 2022 he was created Baron Roberts of Belgravia by that reputable politician Boris Johnson (who has also, coincidentally, authored a book about Winston Churchill; I think everyone should write a biography of Winston Churchill, at least once in their lives) and so took his seat in the House of Lords draped in much the same ermine cloak as Lord Salisbury wore. You get the picture.

This is a blockbuster of a political biography, enormously researched and enormous sized, weighing in at 852 pages. It covers all the political issues its subject was involved in, in extraordinary detail, giving daily, sometimes hour-by-hour descriptions of changing events and opinions. And yet it is written with such tremendous clarity and verve, with such an authoritative presentation of the facts in such a logical order, presented in such beautifully lucid prose and with such amiable good humour, that the pages fly by.

Lord Salisbury

This is a blockbuster biography of Robert Arthur Talbot Gascoyne-Cecil, 3rd Marquess of Salisbury KG GCVO PC FRS DL (1830 to 1903), British statesman and Conservative politician who served as Prime Minister of the United Kingdom three times, for a total of over thirteen years. He was also Foreign Secretary before and during most of his tenure, holding these posts at arguably the high peak of the British Empire, 1886 to 1892 and then 1895 to 1902.

Salisbury’s forebears were the Cecils, advisers to Queen Elizabeth I, who built the imposing Hatfield House in Hertfordshire. The 7th Earl of Salisbury, politician and courtier, was raised to the marquessate, becoming the Marquis of Salisbury, by George III in 1789. (There are currently 34 marquises in Great Britain and Ireland.)

The first Marquis of Salisbury was a solid Tory, as was his son, the 2nd marquis, born in 1791, and so was his son, our hero, when he himself became the 3rd marquis on the death of his father in 1868. Cecil’s own father, the second marquis, had been a successful politician in his own right, Lord Privy Seal in 1852 and Lord President of the Council between 1858 and 1859.

Anyway, this is why Roberts refers to our hero by the family name of ‘Cecil’ in the first past of the book, up till the moment when his elder brother died, in 1865, at which point he inherited the title of Viscount Cranborne, from which point Roberts refers to him as ‘Cranborne’. When his father died in 1868 and he inherited the marquisate to become the 3rd Marquis of Salisbury, from that point onwards Roberts refers to him as ‘Salisbury’.

In 1821 Cecil’s father had made a strategic marriage into the wealthy Gascoyne family, marrying Frances Mary Gascoyne, daughter of Bamber Gascoyne of Childwall Hall, Lancashire, which explains why the family name became Gascoyne-Cecil.

Lonely, sensitive and sad

Cecil’s siblings were either a lot older or younger than him, his father was away in London a lot, so he had a lonely childhood, wandering the echoing corridors of Hatfield House, his only company the house’s 40 or so servants and its vast library. He became a book addict.

Cecil was sent to Eton where he was so mercilessly bullied that he wrote his father a letter begging to be allowed home, and Roberts includes excerpts from his letters with quite harrowing accounts of being punched, kicked in the shins and spat on by older boys.

Cecil was lonely, hyper-sensitive, often depressed and his boyhood experiences made him an extreme pessimist about human nature, always ready to believe the worst, convinced that just beneath the civilised veneer lurked the savage, a belief he saw confirmed by, for example, the savage fighting of the American Civil War. ‘The optimistic view of politics assumes that there must be some remedy for every political ill,’ he wrote in 1872. But what if there isn’t?

High Tory conservatism

This extreme pessimism formed the basis of Cecil’s arch conservatism: we must hang on to what we’ve got because all change and innovation risks opening the door to democracy, which leads to nationalism, which leads to war, which leads to barbarism.

Cecil didn’t just go up to Oxford but to Oxford’s poshest college, Christ’s Church. It was the time of the Oxford Movement to restore quasi-Catholic decorations to Anglican belief and services. This attracted him because it gave the C of E a more solid foundation in the central tradition of Christianity. At Oxford he crystallised into an arch conservative in religion, domestic politics and foreign affairs. High Anglican, High Tory. He was vehemently against all forms of change or innovation, in any sphere of life; after all, he was doing just fine, so why change anything?

That said, Cecil was too sensitive to complete his degree at Oxford and so was awarded an honourable 4th. But then academic qualifications didn’t matter. Oxford had done its job of putting the finishing touches to another deep-dyed reactionary member of the English aristocracy.

Perhaps surprisingly, given that he was a lifelong bibliophile, Cecil was solidly, thumpingly philistine, in that dim conservative aristocratic way. He didn’t like contemporary fiction, he disliked theatre and ballet and had no time for art. He didn’t even like music very much. He was also notoriously scruffy and badly dressed all through his life, even on state occasions, even when meeting royalty.

All this is what makes Cecil so funny, a very amusing caricature of a huffing, disapproving old buffer. Given his family name of Gascoyne-Cecil, I wondered whether the extended family of doddery old aristocrats of the Ascoyne D’Ascoyne family in the Ealing comedy ‘Kind Hearts and Coronets’ were based on him.

In line with tradition, Cecil was packed off on the Grand Tour of the Mediterranean sights. But then, a little unusually, he continued on to the southern hemisphere and visited Britain’s main colonies there, South Africa, Australia, New Zealand.

Like upper-class Englishmen before and since, Cecil got on well with the ‘natives’, conceiving an admiration for the ‘Kaffirs’ in SA and the Maoris in New Zealand, liking to think that he detected in them a certain aristocratic independence and natural superiority, much like his own. Just as predictably, he complained about the ghastly, awful, vulgar middle class people he was forced to mix with on the long sea voyages between these places. He hated the Boers of South Africa who he thought crude slave-drivers, an antipathy which mattered 40 years later when he was to be Prime Minister during the Boer War.

In Australia and New Zealand he saw how white men behave when far removed from the steadying hand of England with its hierarchy of Queen, Lord lieutenants, justices of the peace etc, which was appallingly. In colonial towns like Melbourne and Sydney he saw drunkenness, prostitution, violence, and unfettered lust for gold and money. It confirmed him in his High Toryism: human nature is essentially barbarous and needs to be restrained, by order, disciple, hierarchy, an established church, monarchy etc.

Married and elected MP

Within ten weeks of returning he was ‘elected’ unopposed i.e. nominated, to the ‘pocket borough’ of Stamford (p.20).

Surprisingly, he married not for money or to make an aristocratic alliance, but for love of a middle-class woman, Georgina Alderson, much against his father’s wishes, in 1857. Cut out of the family inheritance, he turned to journalism to support his wife and growing family (he quickly had seven children) and wrote a prolific amount, mainly reviewing and articles in a wide range of publications, notably The Saturday Review. The period 1857 to 1866 (i.e. from age 27 to 36) were his Journalism Years.

The journalism years, 1857 to 1866

Roberts does a great job of showing the themes and attitudes which informed Cecil’s huge output, demonstrating his fierce satire and sarcastic opinions on everything from women’s fashion to foreign affairs (his policy was to ‘encourage supporters and anger opponents,’ p.261). He was a fierce opponent of nationalisms on the continent and prophetically warned against the rise of German nationalism; scratch the sophisticated veneer of a German professor, he wrote, and you find the same barbarism which transacted the Thirty Years War. The twentieth century was to prove him right.

Cecil was anti-slavery but supported the Confederacy against the Union in the American Civil War because of a deep dislike of Americans as a whole, and of Abraham Lincoln in particular. He thought Lincoln’s actions during the war, such as closing the free press, suspending habeas corpus and interning up to 14,000 political opponents, was exactly what you got if you let democracy run rampant i.e. tyranny.

He also thought that letting the Confederacy win would have the benefit of splitting the US into two countries, both a lot weaker and less of a rival for Britain. He also worried that if the Union won the war, it would attack Canada next.

Roberts’ descriptions of Cecil’s vehement and bigoted views makes for hilarious reading. Cecil had strong views about everything, which he expressed in often very funny satire and sarcasm. For example, he hated the Irish. While happily admitting that England had behaved terribly to the Irish for centuries and possibly even owed the Irish reparations, he still wrote waspish satire such as that Ireland ‘had given us foreign invasions, domestic rebellions, and in quieter times the manly sport of landlord shooting’ (p.53).

Having just read Paul Collier’s book, The Bottom Billion, which highlights the need for capital investment in the poorest African countries, it’s interesting to see that Cecil thought this was precisely the trouble with 19th century Ireland too, that investors didn’t want to invest because of the poor returns and, above all, the lack of security i.e. threat of violence. Interesting to think of 19th century Ireland as experiencing the same problems as 21st century Africa.

So regarding Ireland, in Salisbury’s view, if inward investment was the solution, then it was vital to establish security and the rule of law in order to attract investors; in which case, the continual agrarian unrest in Ireland had to be ruthlessly crushed.

Cecil approved of Ireland’s high migration rate and, indeed, looked forward to a time when every single Irish person had emigrated and the island could be populated with law-abiding Scots and Saxons: ‘the sooner they are gone the better’ (p.53). Mind you, he was just as scathing about the Orangemen and ‘the special fanaticism of Ulster’ which is, of course, still causing trouble one hundred and sixty years later.

Another major issue was electoral reform on which Cecil had a very blunt utilitarian view: if the working classes were given the vote they would elect radicals who would redistribute wealth via fierce taxation on the rich. So in defence of his class, and out of naked self interest, Cecil was against extending the franchise. It wasn’t that the ruling class was morally better than the plebs – he wrote plenty of satirical articles criticising the lifestyle of the Victorian rich – but that the leisure and education they enjoyed made them likely to be better, more disinterested legislators, who would act for the national good, compared to radicals who, if elected, would owe their position to pleasing i.e. bribing, the electorate, probably by levying unjust taxes on the wealthy i.e. Cecil and his class.

(Cf Richard Shannon’s excellent book, The Crisis of Imperialism 1865 to 1915, which also drums home how both conservatives and opponents believed that the 1832 settlement had produced a nice balance between the interests of the landed aristocracy, the new business-based bourgeoisie, and the skilled working class. It wasn’t extending the franchise to the lower middle classes and rest of the working class they objected to, as such (although some did), it was upsetting this delicate balance by giving too much prominence to one particular part of the population, which they thought risked toppling the country into either anarchy or demagoguery.)

Cecil also pointed to the baleful example of America where, once every four years, the entire administration ground to a halt while the political parties competed in offering bribes (tax cuts, favourable government policies) to the electorate.

Timeless issues

The appeal of reading about old politics like this is that as well as the obvious appeal of explaining how political leaders behaved as they did and so helping to explain how and why we got from there to here – it also takes you way out of your comfort zone and presents you with completely different ways of thinking about all sorts of political problems. In my opinion this is useful because closely observing how people in the past were prisoners of their age’s assumptions, their level of technological, economic and social development, sheds light on how we, in our own time, are just as much prisoners of our technological, economic and social conventions. It prompts the thought that our descendants will view us with the same curiosity, puzzlement and disgust as we view the Victorians.

And it’s always disconcerting to learn how few of those issues have really changed: electoral reform; trade reform; worrying about economic rivals; worrying about our poor standard of education; squabbles about the rights of trade unions and strikers; managing clean water and sewerage; difficulties with Ireland; small wars in Africa; instability in the Middle East; how to fend off the growing threat from Russia. Ring any bells? Plus ça change… (a phrase which was coined in 1849 and itself hasn’t changed).

Using the Saturday Review

By the time I got to the end of the book I realised a simple central fact about it which is that Roberts uses Salisbury’s early journalism as a central structuring device. The main structure of the book is straightforwardly chronological, he covers all the events in Salisbury’s career as they occur. But almost every single one of these topics or themes is introduced with a quote from a Saturday Review article which Salisbury wrote about it. Sometimes, 10, 20 or 30 years later, and now in power, his early opinion as evinced in a Review article shows the continuity of his thinking; sometimes, on the contrary, the quote from an article shows how either his thinking or the situation has changed.

But either way, Roberts uses the fact that he has clearly read and carefully annotated all of Salisbury’s early journalism as a kind of running commentary on his later career. Thus almost every incident of Cecil’s long political career is seen from two perspectives: that of the cocksure young journalist writing in humorous, general, cynical terms; and that of the older, experienced statesman, acting on experience. Two voices, two perspectives. Or a running commentary on the mature politician by the cocky young tyro.

Viscount Cranborne

In June 1865 (two months after the end of the American civil war) Cecil’s older brother died, aged just 42, and so Cecil inherited the courtesy title Viscount Cranborne, he and his wife becoming Lord and Lady Cranborne. From now on Roberts refers to him as ‘Cranborne’. From now on Cranborne enjoyed the income associated with the title and so his journalistic activities wound down, as Roberts demonstrates with a graphic statistic: before his brother’s death he wrote 589 articles for the Saturday Review; afterwards, he wrote just 19, mostly to whip up support for policies he was trying to promote.

Four months later Lord Palmerston died and the numerous competing forces in British politics which he had been holding in check were let loose. Lord Derby and Disraeli formed a joint leadership of the Conservative Party, Derby in the Lords, Dizzy in the Commons. Cranborne grew to dislike and distrust ‘Dizzy’. He was the lead figure in the attempt to water down if not cancel Disraeli’s reform bill of 1867.

In 1868 Cranborne’s father died, aged 77, and he inherited Hatfield House and all its incomes, becoming the 3rd Marquis of Salisbury and, of course, being forced out of the House of Commons and into the House of Lords.

Cecil was a surprisingly ramshackle father who let his kids run wild. They all remember a boisterous sociable happy childhood, the exact opposite of his. Lady Salisbury grew into a formidable hostess and manager of the Hatfield Estate, which employed well over 100 staff. Parliamentary colleagues nicknamed him ‘Buffalo’ because he was big (well over 6 foot), solemn and obstinate. In 1870 he built a big ugly red-brick holiday home near Dieppe on the Channel coast of France, naming it Chalet Cecil.

Member of Parliament: 1853 to 1866

He never canvased to be an MP but was simply appointed one by the Earl of Exeter to a pocket borough.

Secretary of State for India: 1866 to 1867

In 1865, his older brother died, he inherited the title of Cranborne, and in 1866 Disraeli appointed him Secretary of State for India.

Salisbury was blamed for mishandling the Orissa famine of 1866, a disaster which affected the east coast of India from Madras northwards. At least a million Indians died, roughly one third of the population of the area. New to his brief, Salisbury believed his officials and experts who said it wasn’t serious, until it was too late, leaving him with a lifelong suspicion of experts. It made him quick off the mark and insistent on spending whatever it took to save lives in later Indian famines. The scale of the disaster made educated Indians realise maybe Britain wasn’t the all-powerful protector she pretended to be. The famine was one among many triggers for Indian nationalism.

Fear, awe and respect

Salisbury thought Britain’s rule over India was achieved by psychological means. There was no way 250,000 (mostly native) troops could hold down 250 million people if they chose to rebel against them. Earlier India officials such as Macauley had recommended that a select number of upper class Indians be educated, in English, up to western standards, in order to become intermediaries between western and Indian culture. Salisbury was sceptical about even this colonial, patronising idea, in fact he thought it was catastrophic since it just produced a class of ‘seditious article writers’. He thought India was vital to Britain’s prestige in the world i.e. vis-a-vis the other powers, and must be kept down by ‘fear, awe and respect for the law’ (p.139).

As Secretary of State for India, where British resources depended to a large degree on prestige rather than actual resources employed, Salisbury…was one of the first people to appreciate quite the extent to which militarily the British Empire was a gigantic bluff. (p.178)

And, criticising the more enlightened policies of Gladstone’s Liberals, Cecil declared in a speech that:

‘They will not learn that these tribes, these vast uncivilised multitudes, are not governed merely by the sword. They are governed by the imagination. They are governed by their fears.’ (p.293)

As Roberts summarises:

He stood out against the Whig ethos propagated by Macauley and others that Britain’s duty was simply to prepare Indians for eventual self-government. In Salisbury’s view, India was a prize that should remain Britain’s until it was forcible wrested from her. (p.216)

The 1867 Reform Act

The big issue was electoral reform in which Disraeli dished i.e. scuppered the Whigs. Salisbury made himself a master of electoral statistics and predicted reform would eliminate support for Tories. Salisbury made a big speech attacking Disraeli for rubbishing the Whig bill in 1866 then introducing one which was even more radical in 1867. Disraeli calculated that the newly enfranchised middle classes would be grateful to the Tories. Salisbury had done the math and said they wouldn’t and they weren’t. In fact he was fanatical about research, and always read everything he could get his hands on about whatever issue was at hand, electoral reform in 1867, and then again in 1885, being classic examples.

In opposition: 1868 to 1874

Gladstone’s Liberals won the 1868 election and were in government for 6 long years which they devoted to reforming all aspects of British law and society

Cranborne’s father died and he inherited the title of Lord Salisbury, the big house at Hatfield and a seat in the House of Lords. Roberts describes the ecclesiastical and political issues around his election as Chancellor of the University of Oxford, the core of high Anglican high Toryism.

Roberts also has a passage describing Salisbury’s unexpected interest in new technology. He was an early adopter of electricity and built a laboratory at Hatfield House where he carried out quite serious experiments about light. Cecil had a surprisingly scientific openness, for example he refused to be drawn into attacking Darwin after the ‘Origin of Species’ was published.

Secretary of State for India: 1874 to 1878

Queen Victorian wished to be awarded the title Empress of India was sharpened when a newly united Germany, after its victory over France, declared itself an empire in 1871, so there as a danger that her daughter, Vicky, who had married the Crown Prince of Prussia, would take precedence over her, a mere queen. Also the Tsar made a state visit to Britain in 1874 after the marriage of his daughter to the Duke of Edinburgh. In other words, everyone else was, or was becoming, an emperor – why not her?

The delicate handling of the issue, for British public opinion, abroad, and, of course, in India itself, are covered by Robert with typical thoroughness. He describes the great hou-ha that was held across India on the declaration on New Year’s Day 1877 (p.215).

The extremely complicated manoeuvring during the crisis triggered by uprisings against Ottoman rule in Bulgaria and Serbia in the summer of 1876. The Turks crushed the Bulgarians with great brutality, sending in mercenaries (the notorious bashi-bazouks) who were allowed to rape, pillage and murder at will. Gladstone publicised all this with his famous pamphlet of September 1876, ‘Bulgarian Horrors and the Question of the East’.

You have to understand that this was all caught up in the long-term consequences of the Crimean War. The Crimean War had been fought to prevent Russia’s extension of its influence into the Balkans i.e. further into Europe, at the expense of the Ottomans. The Treaty of Paris which concluded it pledged the allies i.e. France and Britain, to come to the support of the Ottomans.

The point of a detailed account like Roberts’ is to take you right into the Cabinet of the Prime Minister of the day, Disraeli, and describe in very great detail the different positions of the 12 men who comprised it. And this issue split them up into half a dozen factions as the crisis dragged on and a host of different responses, political, diplomatic and military all emerged.

Basically, some of the Cabinet thought the Ottoman Empire was irrevocably doomed to collapse and so we should never have pledged to prop it up. This led to the view that the Crimean War should have never been fought and was a colossal mistake. But this didn’t mean we supported Russia and its restless aims for expansion. Some supported Russia but opposed any expansion of its territory or power. Some thought we should continue to prop up ‘the sick man of Europe’. Some trod a middle way, trying to find a formula to support the Christians in the Balkans – the Bulgarians and Serbs – without insulting the Turks and without allowing undue Russian influence. Some went to an extreme and thought the European powers should partition the Ottoman Empire and civil servants in European capitals began drawing up suggestions for who would get where.3

Queen Victoria was a confirmed Russophobe. I was startled to learn that she threatened to abdicate no fewer than five times through the course of the crisis, leading Salisbury to speculate privately about her sanity (p.174). Disraeli had made it his policy to suck up to Her Majesty, maybe because it was good politics to have the monarch behind you, maybe because he saw it as his duty as ‘a minister of the Crown’, maybe because he liked sucking up.

Foremost in everyone’s minds was how to keep the route to India, the jewel in the British Crown, open and secure, but there were multiple answers to this problem: the most extreme was letting Russia invade and conquer through Bulgaria and down into Ottoman territory until she, possibly, took Constantinople and restored it as an Eastern orthodox Christian capital, as Russian extremists wanted to. In that case, some Cabinet members were for a) pre-emptively seizing Constantinople ourselves or b) sending an Expeditionary force to seize the Dardanelles i.e. the gateway from the Black Sea. The point of this would be to prevent the Russian fleet from freely passing through it and staking a claim in the Eastern Mediterranean. A simpler route would be to annex Egypt, thus securing the south east Mediterranean and the Suez Canal. The rearguard position was continuing to prop up the sick man – and our power and influence in the region – hoping something would come along.

The enormous pleasure of a book like Roberts’s is that he takes you right into the detail of this complex chess game, in which everyone – not just Russians, Ottomans, and neighbours like Austria – had multiple points of views and proposals, but even within the British cabinet there were multiple beliefs and strategies and that these kept changing and evolving as the situation changed.

Thus Salisbury was chosen to attend the Constantinople Conference (December 1876 to January 1877) to try and sort out the crisis, very usefully meeting the heads of all the important states en route (including huge, coarse, very clever Count von Bismarck), but Roberts shows in great detail how his ostensible aim of securing peace between Turkey and Russia was secretly sabotaged by Disraeli and his ally Lord Derby who, along with the Queen, loathed Russia, but couldn’t be seen to be supporting the perpetrators of the atrocities. Roberts’ suggests that Disraeli’s reputation for two-faced slipperiness was well deserved.

Anyway, the peace conference failed and so Salisbury’s mission failed, but many commentators in the press realised that he had been set up to fail by his boss. It was a hugely useful experience of the realities of power and diplomacy for a man who was to become Foreign Secretary then Prime Minister.

And so war between Russia and Turkey broke out, lasting from April 1877 to Match 1878, with Russia recruiting Bulgaria, Romania, Serbia and Montenegro to her side. Russia won. Her army fought all the way to the gates of Constantinople at which point the western powers intervened again.

In victory Russia reclaimed provinces in the Caucasus but more importantly, the principalities of Romania, Serbia, and Montenegro formally proclaimed their independence from the Ottoman Empire and, after almost five centuries of Ottoman domination, the Principality of Bulgaria emerged as a free nation.

So there’s one layer of pleasure to this narrative, which is watching the drama of high politics play out like an episode of House of Cards. But there’s a huge additional pleasure deriving from Salisbury’s Eeyorish character, always pessimistically convinced of the worse – ‘Things that have been secure for centuries are secure no longer,’ (p.274) – a doom-laden attitude which very often converts into hilariously satirical attitudes and observations. Roberts cites from Salisbury’s letters and dispatches countless examples of ironic reversals and witty sarcasms, a permanent attitude of ‘amused cynicism’ (p.215).

His unexpected juxtapositions aren’t on the level of Oscar Wilde’s deliberate paradoxes, but indicate the taste for aristocratic humour which characterised the age:

‘General Ignatiev is an amusing man without much regard for truth and an inordinate vanity which our Embassy takes every opportunity of wounding.’ (p.159)

Salisbury was an inveterate phrase-maker’ (p.247). Epigrams came naturally to him:

‘No one is fit to be trusted with a secret who is not prepared, if necessary, to tell an untruth to defend it.’ (p.194

Good government avoids one of the causes of hate; but it does not inspire love.’ (p.214)

And ran in the family. Salisbury’s daughter, Maud, accompanied him on his journey across Europe to Turkey, and kept a diary. Roberts cites her being told by beaming Ottoman officials that they were travelling on had been built by the Emperor Constantine in the fourth century, to which she politely enquired whether anyone had mended it since.

Beaconsfieldism

In 1876 Queen Victorian rewarded Disraeli for his toadying services to the nation, by making him Earl of Beaconsfield. From this point onwards contemporaries, and Roberts, refer to him as ‘Beaconsfield’.

From 1878 to 1880 the leading opponent of the Tories, William Gladstone, gave a series of speeches as he campaigned to win the parliamentary seat of Midlothian in Scotland. There were 6 very long speeches and over twenty shorter ones, addressed to halls full of thousands of voters, which harped on four main themes. He charged Disraeli’s administration with: financial incompetence, neglect of domestic legislation, and mismanagement of foreign affairs. In particular he charged Disraeli with a strategy of distracting public opinion from the economic and financial problems of Britain by means of foreign adventures. Gladstone gave the name Beaconsfieldism to ‘the immoral, bullying acquisition of territory almost for its own sake’ (p.212). One Tory critic defined it as: ‘occupy, fortify, grab and brag’ (p.227).

Foreign Secretary: 1878 to 1880

As mentioned above the recurring concerns of Britain in foreign affairs were: continual wars, unrest and Russian threat in the Balkans; management of Egypt and her southern extension, Sudan; management of South Africa and fractious relations with the Boers and the irritating little states like the Transvaal which kept being claimed or created with resulting tribal wars where we had to decide where we stood. And above all else, the running sore of Ireland.

Congress of Berlin

Roberts gives an intricate account of the multi-layered diplomacy which brought an end to the at the Congress of Berlin, June to July 1878, for which he was rewarded by the Queen with the Order of the Garter (as was with Disraeli).

Afghanistan

Many in the Foreign Office panicked about Russian intentions in Afghanistan i.e. it was placing diplomats there with a view to infiltrating/overthrowing the Amir, with a view to eventually invading India. Salisbury was sceptical about this talk of Russia attacking. He believed that the expansion of the Russian empire, or ‘the Russian avalanche’ as he called it, was unstoppable but was moving east across central Asia.

‘If it keeps north of the Hindu Kush it may submerge one caste of Muslim robbers after another without disturbing our repose.’ (p.145)

The Afghan war was the fault of Lord Lytton, the viceroy of India. Lytton’s despatches had become steadily more hysterical and Salisbury predicted to a cabinet colleague that he expected him [Lytton] would no conduct operations ‘so as to achieve the most brilliant results – lose the greatest number of men – and spend the largest amount of money’ (p.221).

Sure enough Lytton disobeyed instructions to disengage and sent a British force to force the Amir to accept a British representative at his court, which was defeated at the Khyber Pass. This forced Salisbury’s hand because he believed Britain must be seen to be strong.

The Battle of Maiwand

The war included the Battle of Maiwand on 27 July 1880 when Afghan forces under Ayub Khan defeated an admittedly smaller British force consisting of two brigades of British and Indian troops under Brigadier-General George Burrows, some 969 of whom were killed.

The point of mentioning this is that when British forces were dispatched to south Afghanistan in 2006 their bases in Helmand Province turned out not to be very far from the site of the battle and they discovered that local Afghan leaders and fighters still remembered it as a great patriotic victory over the infidel invader. The moral being that we, the British, have forgotten or never even knew most of our imperial history whereas, for scores of nations which we fought and conquered, our violent interventions are very much part of their national story.

The Anglo-Zulu War

Following the passing of the British North America Act of 1867 forming a federation in Canada [Salisbury’s friend and ally in Disraeli’s cabinet] Lord Carnarvon thought that a similar political effort, coupled with military campaigns, might succeed with the African Kingdoms, tribal areas and Boer republics in South Africa. In 1874, Sir Bartle Frere was sent to South Africa as British High Commissioner to effect such plans. Among the obstacles were the armed independent states of the South African Republic and the Kingdom of Zululand. Frere, on his own initiative, sent a provocative ultimatum on 11 December 1878 to the Zulu king Cetshwayo and upon its rejection sent Lord Chelmsford to invade Zululand. The war is notable for several particularly bloody battles, including an opening victory of the Zulu at the Battle of Isandlwana, followed by the defence of Rorke’s Drift by a small British force from attack by a large Zulu force. The British eventually won the war, ending Zulu dominance of the region.

Salisbury in several places rages against the way the men on the spot, politicians or viceroys or diplomats or sometimes buccaneering businessmen like Cecil Rhodes, were forever stirring up trouble and starting conflicts which the government back in London then had no option to follow through. It was true of both the Afghan and Zulu wars where the same ends might have been achieved through diplomacy, trade and deals.

Roberts tells how Salisbury couldn’t understand why the Queen was so keen to allow the son of the exiled French Emperor Napoleon III (who had sought refuge in Chislehurst in Kent) Prince Louis Napoleon Bonaparte, to accompany British forces, but she insisted. He was promptly killed on 1 June 1879 by Zulus who stripped his corpse, all except for one blue sock bearing the initial N from which he was identified.

Egypt

Salisbury wanted to exercise ‘informal empire’ over Egypt not officially annex it. In theory Egypt was run by a Khedive appointed by the Ottoman Sultan. In practice, in return for propping up the Sultan and broadly supporting him against the Russians, Britain was allowed to interfere in Egypt. Apart from anything else Britain had huge sums invested in the Suez Canal and associated businesses. When the stroppy Khedive Ismail Pasha threw out British representatives, Salisbury had the British ambassador to Istanbul ask the Sultan to oust him in favour of his son, Tewfik Pasha, who would be more pliable. A few weeks later Salisbury wrote with typical dour cynicism to a colleague:

‘The only form of control we have is that which is called moral influence, which in practice is a combination of nonsense, objuration and worry.’ (p.229)

I had to look up ‘objuration’. It means ‘a firm binding by oath’. Salisbury’s cynicism is deliberately witty but it’s also bullshit, isn’t it? We also had a massive army (in India a truly huge army), the Royal Navy (which bombarded Alexandria and docked at Istanbul to threaten the Sultan with their guns), and various instruments of financial control through the City of London. A lot more tangible than ‘nonsense, objuration and worry.’

British troops used Egypt as a base to head south to defeat the forces of the Mahdi in what is now the Sudan. Despite all Salisbury and other British politicians’ insistence that the occupation of Egypt was purely temporary, it was, of course, strategic and long term, designed to secure the Suez Canal and the route to India (p.343). British troops didn’t leave Egypt until 1956, leaving a deep legacy of suspicion and resentment.

Tory defeat in 1880

The Tories were surprised at the scale of the landslide which turned them out in the 1880 election: Liberals 352, Tories 237, Irish Home Rule MPs 60 (p.238). Beaconsfield was ill, he had looked tired at the Conference of Berlin, had fluffed his lines and missed sessions due to chronic asthma (p.203).

Leader of the Opposition: 1881 to 1885

Salisbury took up some of his old hobbies including experimenting with electricity and collecting seaweed. Beaconsfield continued as Tory leader until his death in April 1881.

The Liberal Party had only been founded in 1859 as a coalition of anti-Tory forces. As the number of Radical Liberal MPs increased, it alienated the other wing of the party, the landed aristocratic Whig faction (p.244). In opposition, one of Salisbury’s cunning plans was to subtly egg on Gladstone’s radicalism, specially regarding Irish Home Rule and electoral reform, in order to inflame the Radicals’ expectations and rhetoric and so scare the landowning Whigs that they would come over to the Tories. There’s huge amounts of that kind of Machiavellian scheming in this book.

Electoral reform

The big issue at the end of Gladstone’s ministry was electoral reform. Eventually he passed two acts, the Representation of the People Act 1884 (known informally as the Third Reform Act) and the Redistribution of Seats Act 1885. Both were passed by the Liberal House of Commons but strongly resisted in the House of Lords led by Salisbury. This was for the simple reason that both acts tended to favour the Liberal, Whig and Radical interest at the expense of the aristocracy.

For the first time Britain was divided into 670 constituencies of roughly equal size, each returning just one Member of Parliament (previously many constituencies had returned two MPs, who tended to be one Liberal and one Tory, who didn’t even bother campaigning against each other. In other two-member constituencies the fractured Liberal Party had handed one to a Whig and one to a Radical. Salisbury cannily calculated that forcing them to choose one or the other would drive wedges between the two factions.

A lot more constituencies were created in cities, but Roberts shows that Salisbury, with characteristic thoroughness, had done intensive research into British psephology and correctly guessed that although some of these cities might turn Liberal or Radical, a lot of Britain’s big cities now had extensive suburbs and the inhabitants of these were just as scared of working class radicalism as the aristocracy (p.306). This was referred to ‘villa Toryism’ and came to be seen as a legacy of Disraeli.

A small symbol of this was the establishment in October 1882 of the periodical the National Review, designed to produce intelligent journalism for these middle-class Tories.

‘Caretaker’ prime minister: 1885 to 1886

Roberts chronicles the extraordinary manoeuvrings which surrounded Salisbury’s first spell as Prime Minister. In February the Liberals were defeated in an amendment to a bill and Gladstone immediately resigned. But the organisation required by the new Reform Act had not yet been put in place and wouldn’t be until the end of the year so, if he accepted power, Salisbury was faced with the unappetising prospect of being Prime Minister of a minority government for 6 months which was just long enough to make numerous mistakes and, at the next election, be unceremoniously chucked out. It’s fascinating to read the long maze of negotiations this led to, centrally getting Gladstone to agree to pass various nuts and bolts laws and acts which needed to go through. Gladstone had done the same thing to Disraeli in 1874; Salisbury had watched and learned.

There were two other problems. Salisbury wasn’t a shoe-in for Prime Minister. He sat in the House of Lords whereas the leader in the Commons throughout the period in opposition had been Sir Stafford Northcote, 1st Baronet [Eton]. Northcote expected the job but was widely seen to be too weak and lacking drive whereas Salisbury (as we’ve seen) enjoyed nothing more than making swingeing attacks on his enemies.

The second problem was Winston Churchill’s father, the radical and unreliable Lord Randolph Henry Spencer-Churchill (Eton). Randolph had set himself up with a cohort of followers on the Radical wing of the Conservative Party the leaders of which came to be referred to as ‘the Fourth Party’ (Churchill, Henry Drummond Wolff, John Gorst and Arthur Balfour). He promoted something called ‘Tory democracy’, that the Tories should accept the 1885 Reform Act, and the rise of the working class which lay behind it, but ensure the boundaries and details were drawn up to their advantage. A flashy update of Disraeli’s ‘One Nation Conservatism’. He created the National Union of the Conservative Party, created to ‘organise propaganda to attract working men’s votes, registration, choose candidates and conduct elections’, had many followers but refused to serve in Salisbury’s cabinet unless various demands were met.

Salisbury’s juggling of all these issues, trying to square various circles, makes for fascinating reading, insight into the real, smoke-filled rooms nature of actual party politics, more like a soap opera or school playground, with gangs and threats and changing alliances, than anything to do with principles, let alone serving the country.

Salisbury only finally accepted the job when Queen Victoria shed tears and pleaded with him. It was called a ‘caretaker’ government. He was 55. Lord Northcote was gutted but rewarded by being made Earl of Iddlesleigh and packed off to the Lords. Apparently, this is the origin of the expression, being ‘kicked upstairs’.

It is impossible to take the honours system seriously when you see titles like this being used with the utmost cynicism as rewards for mediocrity or being a big donor to party funds or simply to shut people up and get them out of the way. The people these made-up ‘titles’ get handed out to are generally lapdogs, the superannuated or inconvenient mediocrities who need to be shut up. That the givers or takers of these ‘honours’ then get on their hind legs and spout about ‘honour’ and ‘tradition’ and all the rest of it is risible, pathetic: see the way Boris Johnson simply rewarded key allies with peerages, damehoods and knighthoods. Dame Priti Patel. Or Liz Truss’s ‘honours’ list which even the Daily Telegraph described as ‘shameless’.

IRELAND

Salisbury was as solid as a rock against any form of home rule or national assembly for Ireland, because:

  • the 1800 Act of Union was a bulwark of property rights, law and order
  • it would be a slippery slope, the first step on an irresistible drive towards independence
  • as the first and nearest colony of Great Britain, giving Ireland any measure of home rule would immediately trigger calls for the same from every other colony in the empire, especially India (cf pages 574, 587)
  • it would mean abandoning the minority of the population of Ireland who were active supporters of the Union i.e. mostly in Ulster
  • on a moral level, it would be an ignoble surrender to the forces of violence (what was later called terrorism) i.e. the continual low-level agrarian protests and occasional murders all across Ireland
  • losing our prime colony would undermine Britain’s prestige in the world, make us look less powerful, and also
  • an independent Ireland led by people who hate us would become a serious security threat, even a starting point for invasion by enemy powers (as it had been for the French during the Revolutionary Wars)
  • a neutral or hostile Ireland would threaten Britain’s ability to import food in time of war (p.587)

Ireland quotes:

‘Are we to cut our country in two and, in the smaller portion, are we to abandon a minority of our own blood and religion to the power of their ancient enemies, in spite of their bitter protests against the debasing and ruinous servitude to which we propose to leave them?’ (p.586)

There was also rabid anti-Catholicism. Salisbury wasn’t just an Anglican, he was a fierce insister on the rights and perquisites of the Church of England in all its aspects. There was, therefore, a strong element of religious bigotry in his opposition to Home Rule for Ireland. It’s not just in the last few years that politicians have come up with superficial trivialising jingles: it was about this time that ‘Home Rule means Rome Rule’ began to be repeated by the lighter minded Conservatives and chanted at meetings and conferences (p.380).

But Roberts gives the game away, on the same page, about Ireland and the whole imperial ethos, by telling us that the very First Earl of Salisbury had been instrumental in the wholesale CONFISCATION of land in Armagh, Cavan, Derry, Donegal, Fermanagh and Tyrone between 1607 and 1609 and selling it in lots roughly the size of parishes to Scottish and City businessmen for settlement. He makes it crystal clear that the Protestant English stole the land from its rightful owners, then distributed it according to English law and from that point onwards, for the next 400 years, insisted it was a bulwark of English law when it was plain for any bystander to see that English law was, in that case, just a form of organised thieving, looting, imperial confiscation.

To then turn around and claim that this act of grand larceny, the organised theft of an entire nation’s patrimony, represented the epitome of ‘law and order’ and defending the theft amounted to ‘the most sacred obligations of honour’ (p.276):

Hartington looked upon the Irish Question primarily as one of defending property and landowning rights. (p.367)

is either to lie to yourself or be guilty of ridiculous hypocrisy. Ask any Irish historian what they think of English ‘honour’ and ‘legality’.

Roberts’ long account of the lengthy manoeuvrings about Home Rule is interrupted for a brief mention of how the British ‘formally annexed’ Upper Burma. The king of Burma, King Theebaw, was negotiating a convention with France but Salisbury was having none of that – Burma had little or no value in itself but might be a useful conduit to western China, and the French certainly weren’t going to have it! — so he sent a force of 9,000 troops who smashed the Burmese army, overthrew the king and put him in prison, installing a friendly Buddhist in power.

Invading foreign countries, overthrowing their traditional rulers, making them subservient to British rule. Only a special kind of mental perversion could talk about this in the same breath as ‘preserving law and order’ and ‘the inviolable rights of property’ and ‘the most sacred obligations of honour’, let alone think that ‘Britain’s greatest contribution to civilisation and mankind [was her] empire’ (p.370).

The violent overthrows, the coups, the imposition of rule by military force, the suppression of opposition voices, were all carried out to defend British strategic and business interests. The fact that they were dressed up in fancy rhetoric was what prompted continental observers like the French or Germans to routinely accuse the British of stunning hypocrisy.

Anti-democracy

It’s worth exploring the thinking behind Salisbury’s opposition to expanding the franchise. Basically he thought liberty was based on a) property and b) tradition and c) the law which upheld them. Only people with property have an interested in the existing system. Give the vote to people who have no property and their opinions will be wild and unpredictable, harmful to tradition, security, property etc. It would be mob rule, unjust, arbitrary and destructive. This is why he often referred to ‘the tyranny of numbers’. Just because a majority of the voters vote for something doesn’t make it right.

If you start from the position that property is the bedrock of liberty, then it follows that all attacks on property are, to the same extent, attacks on liberty. Thus Salisbury put a wide variety of reforms, such as extending the franchise or a graduated death duties, under the heading Attacks on Property which, in Salisbury’s mind, was synonymous with Attacks on Liberty.

It’s a coherent and logical position, but one which doesn’t take account of poverty. Its twinning of liberty with property, the more the better, gives no representation, voice or opinion to the large number of people who have little or no property: should they have no say in the running of the country? No, according to Tories of Salisbury’s stripe.

This was because he had nightmares that enfranchising the working classes and the poor would encourage in them, or demagogues, a wish to overthrow the aristocracy and take the money and property of everyone better off than themselves. He had a lifelong fascination with, and horror of, the French Revolution, not only read books on the subject but amassed a collection of pamphlets and ephemera, often some up from Paris bookshops and second-hand stalls (p.541). The conclusion he drew from it was that it was the fault of weak-willed liberals who set off with the best of intentions but broke down the constitutional checks and restraints and so opened the door to Terror and tyranny. That’s how he viewed the Liberals of his day: as well-intentioned but weak-willed types who, by attacking ‘privilege’ and ‘property’, threatened to sweep away restraint and open the door to anarchy.

Ironically, however, the actual result of electoral reform was virtually the opposite: as a result of the 1884 Reform Act, during the 1890s Salisbury began to worry that the effect of widening the franchise would not be revolution but the opposite, the triumph of super-patriotic Jingoism which, with his incurable pessimism, he regarded as almost as bad.

Salisbury sayings

‘The commonest error in politics is sticking to the carcasses of dead policies.’ (p.173)

When a member of his own party objected to the way bits of other countries were traded like counters at the Berlin Conference, Salisbury robustly replied:

that if our ancestors had cared for the rights of other people, the British Empire would not have been made.’ (p.185)

Comedy

At the Conference of Berlin in the summer of 1878 it was very hot. At the Kaiser’s residence in Potsdam there were mosquitoes, but at Berlin there were ‘minor powers. I don’t know which is worse.’ (p.201).

Of the army hero and adventurer Colonel Frederick Burnaby, who had undertaken a 1,000 mile midwinter expedition across Central Asia, he wrote: ‘I cannot see any reason for interfering with the natural right of a Briton to get his throat cut when and where he likes,’ (p.218). (Burnaby was subsequently killed in hand-to-hand fighting against followers of the Mahdi at the Battle of Abu Klea, 16 January 1885.)

When, at the time of the Congress of Berlin, an Admiral Hornby demanded that preparations for war with Russia be stepped up, Salisbury wrote to a cabinet colleague that:

‘If Hornby is a cool-headed, fearless, sagacious man, he ought to bring an action for libel against his epistolary style.’ (p.192)

At a tricky point of negotiations with Sultan Abdul Hamid II, Salisbury wrote to the British Ambassador at the Sublime Porte, Sir Austen Henry Layard, that they might get their way in small matters with the Sultan but at the risk of inflaming his Muslim people and risking revolution, which was ‘rather like burning down a house to procure roast pork.’ (p.237).

‘To those who have found breakfast with difficulty and do not know where to find dinner, intricate questions of politics are a matter of comparatively secondary interest.’ (p.250)

In 1889 the Shah of Persia, Nasr-el-Din, visited England for a month. When he was taken to see a model modern prison, he asked to see a gallows in action. On being told that no-one was due to be hanged that day he offered one of his own entourage (p.543).

Of the Daily Mail Salisbury quipped that Alfred Harmsworth had:

‘invented a paper for those who could read but not think’ (p.668)

He liked to say that bishops came in two mutually exclusive categories: those who were fit to be made bishops but unwilling, and those who were willing but unfit. A lot of bishops died and needed to be replaced during his premiership, he appointed 38 new bishops, more than any other Prime Minister before or since. He joked: ‘They die to spite me’ (p.676).

Sir Michael Hicks Beach, Chancellor of the Exchequer from 1895 to 1902 was so appalled by the rapidly escalating cost of the (second) Boer War that he repeatedly threatened to resign from the cabinet. So many times in fact, that Salisbury joked that he had a special drawer in his desk just for Hicks Beach’s resignation letters (p.744).

Balfour said of his uncle that he certainly believed that all men are equal, ‘by which he means, equally incompetent’ (p.746).

When the Liberal politician John Wodehouse, 1st Earl of Kimberley, attacked the dire management of the Boer War, Salisbury replied that:

‘A more gloomy collection of lugubrious vaticinations I never heard.’ (p.755)

In 1896 Victoria asked Salisbury to promote Lord Waldegrave from being a Lord in Waiting to the Yeoman of the Guard, because as a Lord he was constantly in her presence and she found him simply too ugly to look at (p.794).

Roberts says that Salisbury’s wit was the equal of Disraeli’s but different in kind, relying on ‘high irony rather than mere paradox’ (p.849). Discuss.

Roberts the fanboy

Roberts loves his hero:

Protecting the Royal Family from embarrassment, whether it be political in Berlin, financial over the Royal Grants, sexual over disappointed mistresses, or even highly tangential, as over the Cleveland Street Scandal, Salisbury simply saw as part of the duties of the premiership, and he carried them out impeccably. (p.561)

This is not the tone of an objective historian but of an impassioned fan. Robert devotes pages 336 to 338 to citing witnesses to Salisbury’s sense of fun, his dry humour and cynical wit:

Just as he could not write a boring sentence, so Salisbury was also incapable of uttering a commonplace or canting remark. Lord Rosebery [Eton] once wrote that reading old political speeches was as dull as drinking decanted champagne. Salisbury’s extra brut speeches are the exception, and of a vintage that is still effervescent. (p.208)

Roberts himself often mimics or echoes Salisbury’s drollness:

Sultans of Turkey lived on the grand scale, some compensation for their occasional short life expectancy. (p.161) [E.g. Midhat Pasha was dismissed as Grand Vizier during the Russo-Turkish War, banished to Baghdad and eventually strangled.]

They both have that lofty Tory irony, that droll detachment and amused good humour, which makes the book so readable.

Conclusion to part one

This is a magnificent biography, huge, compendious but written with a tremendous lightness of touch and good humour throughout, echoing the ethos of its subject who portrayed himself as a gruff old Tory but, as his letters and speeches reveal, was a lifelong humorist. It is an absolute goldmine of insights into every aspect of British domestic and foreign policy for the 35 years when Britain reached the peak of its economic and imperial might, 1867 to 1902. It is massively enjoyable on every level.

But none of this should blind us to the fact that Salisbury was the enemy. He was the rooted opposition to everything progressive that was attempted through the period. He stood for a level of privilege and entitlement that almost no one nowadays can conceive, an almost incomprehensibly dedication to the life-or-death importance of hierarchy, the aristocracy, the Church of England. Like all conservatives and authoritarians he thought that if any of this was tampered with it would open the floodgates to anarchy. Thus he resisted every move to give Ireland more home rule because he saw it as threatening a wider collapse:

He saw the [Home Rule] campaign in Ireland as merely the precursor for a general class struggle over the rights of property. (p.258)

Of course it didn’t. Trying to hang onto this world of privilege in the face of changing technologies, social norms and culture, in the increasingly embittered clinging onto India, in the embittered clinging on to Ulster, in the embittered fight against electoral reform (all leading to the climactic struggle between Tories and Liberals in 1911), it was these rearguard positions which nearly led to anarchy.

Above all, he held positions of power during the height of empire and openly admitted it was based on threat and intimidation. In Roberts’s view: ‘Salisbury believed implicitly in the politics of prestige and revenge’ (p.247).

The single biggest conundrum is how he managed to reconcile the windy rhetoric of his speeches about ‘the highest interests of Empire’ and ‘the most sacred obligations of honour’ (p.276) (cf Ireland p.351) with the acid cynicism of his private papers and correspondence, which bluntly state that we had to hang onto India and Ireland by whatever means possible because they’re what made Britain ‘great’.

You know the cliché ‘Patriotism is the last refuge of a scoundrel’? Well, every time you read a Victorian politician talking about ‘honour’ you can be sure it’s high-sounding cover for either he and his class clinging onto their wealth and privileges or, in an international context, for the British clinging on to countries they acquired by force, with no right or law or ‘honour’ involved in either.

Roberts’ central argument is that Salisbury kept the peace between jostling European Powers for a generation by his foresight and intelligence and diplomacy. This is all true and yet we know that the sweeping changes across all aspects of society which he held back for so long were inevitably going to come about, and it could be argued that, by delaying them for so long, Salisbury made the process of managing them when they became unavoidable (votes for women, rights for workers, Irish independence) much more violent and painful than they need have been if they had been addressed more sympathetically and much earlier.

The legacies of Rome

At the start of Mary Beard’s comprehensive but pedestrian history of ancient Rome she gives some examples of the ‘legacy’ of Rome as reasons why people should know more about ancient Rome and read her book. I critiqued her reasons for being arbitrary, superficial and not really justifying her case. Nonetheless it does broach an interesting subject: just what should be included in the legacies left by Ancient Rome to later ages and the present day? Over the week it took to read Beard’s book, I began to make a list of aspects of the legacy of Rome which live on in the modern world. Can you add any more to my list?

Roman Catholicism, the religion of power

Surely the biggest legacy is the Roman Catholic church, founded and spread across the eastern Mediterranean but given its definitive organisational and liturgical form after it was decriminalised by the Emperor Constantine in 313 and then made the official state religion of the empire by the emperor Theodosius I in 380.

The language of the Latin Mass, Christian theology and practices, and the organisational structure of the church, which dominated the religious lives of everyone in the West till the Reformation, and still dominate Western Catholics and huge numbers of peoples living in countries colonised by Catholic Spain and Portugal to this day.

Apparently there are some 1.34 billion Catholics in the world today. Their spiritual lives, personalities and imaginations are shaped by concepts and terms crystallised in the series of church councils supervised by the Roman authorities, by a hierarchy based in Rome, almost every detail of which is based on Roman words for officials. Pope. Saint (‘sanctus’). Vatican. Mass. ‘Deus’ (Latin for God) used in countless phrases.

Moral exemplars and great lives

From the Middle Ages through to the Enlightenment it was possible to argue that Latin was the universal language of scholarship, of philosophy, science and law. As part of the rise of nationalism in the nineteenth century, and the promotion by various national groups of their national languages, this became steadily less and less true. It was possible to argue that the study of Latin disciplined the mind.

But modern justifications for studying Latin tend to overlook three aspects of the content of Latin literature:

  • the supposedly moral teachings embedded in Latin literature
  • examples of characters from literature
  • examples of characters from history

The moral teachings are straightforward. Roman moralists explicitly praised honesty, civic duty and heroism. Similarly, most Roman literature is moralistic in the sense that it embodies these values, it shows how true heroes followed their sense of duty and patriotism, maybe the most obvious example being Aeneas who turns his back on the chance of true love with Dido of Carthage in order to obey the orders of the gods, sail to Italy and found the predecessor of Rome.

But there are also the non-fictional real people from Roman history. A lot of figures from Roman history were used as examples of (mostly heroic) behaviour to later generations. The Romans themselves began this tradition, projecting back onto 5th and 4th century figures the stern devotion to civic duty they valued in their own 1st century society. But many of these figures continued to play a role in literary, philosophical, moral and political debates for centuries after the fall of Rome.

The story of Horatio holding the bridge single-handed against the Gauls is a typical example of straightforward patriotic heroism, which schoolboys from Cicero’s time down to the present day are taught to emulate. There are other Roman heroes, for example Lucius Quinctius Cincinnatus, a legendary 5th century character, who was chosen to save Rome when it was threatened by neighbouring tribes and, once they had been defeated, retired back to his modest life on a farm (in a year traditionally dated 458 BC).

The early years of the French Revolution were packed with the imagery of Republican Rome, with paintings, frescos, badges and mottos of the families who overthrew the last Roman King, Tarquin the Arrogant, and of heroes of republican virtue.

More complex are what you might call the ‘debatable’ figures, huge and impressive figures from the historic era whose lives and fates became examples and talking points to later generations. The most obvious example is Julius Caesar: was he a military genius set to save the republic from civil war or was he poised to become an autocratic dictator? Were the assassins right to murder him?

Beginning during the Roman period itself and for the subsequent 2,000 years, Roman historical figures  have been used as guides to contemporary behaviour and politics all across the developed world.

Latin, the language of power

Throughout the middle ages and Renaissance, Latin was the language of scholarship and intellectual authority. I’m not sure exactly when that can be said to have come to an end (during the eighteenth century?)

Scholarly works on any subject are no longer written in Latin as they were in the 17th and 18th centuries. But academics, journalists and other types of authors still signal their superior education (and, by implication, superior wisdom) by deploying Latin tags, little phrases which signal membership of, or exclusion from, the club of the well educated. Wikipedia has a comprehensive list of Latin tags which is intimidatingly long. More fun is this list of 50 common Latin tags. But a few points emerge from reading both, which is the different types of tag, depending on source and context.

Latin quotes

‘Veni, vidi, vici’ is just a famous quote, comparable to ‘We shall fight them on the beaches’.

Latin terms from philosophy

Philosophy and the law, two of the most conservative subject areas, still use Latin to name key concepts. Thus ‘ad hominem’ is a technical term from philosophy, describing a particular type of argument (in this case meaning, ‘at the man’, meaning it’s an attack on the speaker not their argument). Here’s a handy list of philosophical fallacies which all have Latin names.

Legal Latin

And, of course, the Law is packed with legal jargon, much of which, to this day, remains in Latin, the language of power – see this list of Latin legal terms. Forbiddingly long, isn’t it?

Latin mottos

Countless hundreds of thousands of business and organisations around the world adopt Latin mottos because it makes them sound smart. It is a tiny contribution to their authority, to their reason for existing. Members of organisations can be rallied round mottos as much as around flags or brands. If you search the list of Latin phrases for ‘motto’ (click control and f, then type motto into the search box) you get 659 results. At the end of my road where I grew up was a memorial to the Royal Air Force so I read ‘per ardua ad astra’ (‘through adversity to the stars’) every day to and from school. ‘E pluribus unum’ (‘out of many, one’) is on most American coins and bank notes.

English words derived from Latin

A staggeringly high number.

About 80 percent of the entries in any English dictionary are borrowed, mainly from Latin. Over 60 percent of all English words have Greek or Latin roots. In the vocabulary of the sciences and technology, the figure rises to over 90 percent. About 10 percent of the Latin vocabulary has found its way directly into English without an intermediary (usually French). (Dictionary.com)

Latin discrimination

There’s a handy Wikipedia article about the Latin influence in English. It ends with a section explaining the thesis that familiarity with longer Latinate words associated with education and the professions and a range of specialisms gives children confident in reading and handling these kinds of words a measurable educational advantage.

David Corson in The Lexical Bar (1985) defended the thesis that academic English, due to its large portion of Greco-Latinate words, explains the difficulties of working class children in the educational system. When exposed at home mainly to colloquial English (the easier, shorter, Anglo-Saxon words), the differences with children who have more access to academic words (longer, more difficult, Greco-Latinate) tend not to become less by education but worse, impeding their access to academic or social careers.

Romance languages derive from Latin

Apparently, some 900 million people speak a Romance language, being Spanish (543 million), Portuguese (258 million), French (267 million), Italian (68 million), and Romanian (24 million). Regional Romance languages also exist, including Catalan, Occitan and Sardinian.

The ideas, words, phrases and concepts these people use to identify themselves and operate in the world derive from the language of a small town in central Italy.

Roman architecture of power

The United States Capitol

Nations round the developed world adopted the architectural language of power perfected by the Romans. Sure it was copied from the ancient Greeks, but the enormous reach of the Roman Empire a) brought a consistency of look and design b) spread it from Carlisle to Egypt. It has been used to make politicians feel powerful and important and to intimidate populations since we regained the ability to build such imposing edifices i.e. the last 200 years or so (the US Capitol was constructed in the early 1800s).

Roman statues of power

Statues by the ancient Greeks tried to capture the idealised version of their gods and heroes. By contrast Roman statuary, particularly portrait busts, really focus on capturing the individuality of the subject. The Greeks depicted horses (as on the frieze of the Parthenon) and men riding horses, but the Romans made this subject into an important symbol of power and leadership. Not many equestrian statues survive from ancient Rome, but the ones that do became models for medieval and especially Renaissance sculptors to create three dimensional icons of power and authority. Cities round the developed world are littered with variations of these metal men on horseback.

Senates

Take the idea of a ‘senate’ as the upper house of a bicameral legislature. The name comes from the ancient Roman Senatus, derived from senex meaning ‘old man’, indicating an assembly said to be experienced and wise and therefore qualified to review and amend legislation sent through from a purely elected chamber. Apparently, 63 modern nations have a senate and senators.

Censuses

From the Latin census, from censere meaning ‘to estimate’. The census played a crucial role in Roman administration because it determined what class a citizen belonged to for both military and tax purposes. Beginning in the middle republic, it was usually carried out every five years and supplied a register of citizens and their property from which their duties and privileges could be listed.

Censuses to establish facts about the population began to be reintroduced to western countries during the nineteenth century (although the sweeping review of the country he’d just conquered which was ordered by William of Normandy and which resulted in the Domesday Book was obviously a striking example of a medieval census).

Roman calendar

On page 104 Beard makes the simple point that the calendar we all use and take for granted was invented by the Romans. This may be, literally, their most workaday legacy. On page 292 she explains that fixing the antiquated Roman calendar was just one of Julius Caesar’s many reforms.  The fundamental problem all early calendar makes have is that the two obvious natural systems of timekeeping are out of synch– the twelve lunar months add up to just over 354 days whereas the solar years lasts 365 and  a quarter days. Using know-how he had picked up in Alexandria, Caesar established a year with 365 days with an extra day added to the end of January every four years. Although the words day, month and year are of Germanic origin (Old English dæg, monað and gear in which the g is pronounced as a y) the names of the months themselves are resolutely Roman:

  • January is named after the Roman god Janus who had two faces so he could see the future and the past
  • February is named after an ancient Roman festival of purification called Februa
  • March is named after Mars, the Roman god of war
  • April takes its name from the Latin word aperire meaning ‘to open’, just like flowers do in spring
  • May is named after the Greek goddess Maia
  • June is named after the Roman goddess Juno, goddess of marriage and childbirth and the wife of Jupiter, king of the gods
  • July is named after the Roman reformer of the calendar, Julius Caesar
  • August is named after the first emperor, Augustus
  • September is named for the Roman number seven as it was originally the seventh month, before July and August were added
  • October was the eighth month before July and August were added
  • November was the ninth month
  • December was the tenth month

Roman reviews

Count Belisarius by Robert Graves (1938)

Now, in Constantinople there is a square called ‘The Square of Brotherly Love’ with a fine group of statuary in it, on a tall pedestal, commemorating the fraternal devotion of the sons of the emperor Constantine – who subsequently destroyed one another without mercy. (p.183)

Apart from one year teaching at the University of Cairo, Graves made a living for his whole long life (1895-1985) from writing – books and articles, editing collections, but above all writing poetry.

He regarded himself first and foremost as a poet, slaving over his carefully constructed verses and developing slightly eccentric theories about poetic inspiration. It was only to pay the rent, and feed his growing family that he churned out the prose works which he didn’t consider nearly as important.

But ironically, it is these prose works which posterity has remembered Graves for, starting with his hugely enjoyable autobiography, Goodbye To All That (1929), famous for its account of his service in the First World War, but which also includes humorous memories of his childhood growing up in Wimbledon, and then merry anecdotes of being a struggling poet, husband and father in the 1920s.

I, Claudius

On the same level of fame is the pair of novels he wrote about the Roman emperor Claudius (who ruled from AD 41 to 54), I, Claudius and Claudius the God (both published in 1934) which were made into a famous BBC TV series in 1976. Presumably this introduced Graves’s name (and Claudius’s) to million of viewers who’d never heard of either before.

Belisarius

Close behind the Claudius duet in reputation is this novel, which is also based around another major figure from the classical world, General Flavius Belisarius.

Belisarius (500-565 AD) rose to become the leading general of the Eastern Roman Empire in the first half of the 6th century. He is best known for serving the Eastern Emperor Justinian (ruled 527-565) and leading a series of campaigns to try and recapture the Western half of the Empire, over a century after the first sack of Rome (by Alaric and the Visigoths in 410), 50 years or so after the last Roman Emperor in the West was deposed (476) and Africa, Spain, Gaul and Italy had been overrun by barbarian conquerors.

Belisarius made his reputation in a campaign against the Persian Empire on the eastern border, before leading campaigns against the Vandals in Africa (then a word describing what is basically Tunisia today), before taking Sicily and then fighting Ostrogoth armies the length and breadth of Italy during the prolonged Gothic War (535-554). Unfortunately the resulting waste and devastation of Italy left the inhabitants with an enduring resentment of the Easterners / the Greeks / the Byzantines. At one point a minor character, the tall good-looking Theodosius who is a favourite of Antonina’s (and who court gossip quickly suggests is having an affair with her) composes a comic song which ironically lists all the ‘benefits’ Byzantine rule has brought to Italy, including ‘massacre, rape, arson, enslavement, famine, plague and cannibalism (p.298).

In fact the next effect of Justinian and Belarius’s campaigns was so to weaken both Goth and Roman authority that just fourteen years after both sides had fought to exhaustion, the entire peninsula was conquered by another tribe of barbarian invaders, the Lombards, in 568.

As with the Claudius books, Graves had a number of good sources for the career of General Belisarius, namely the scurrilous account of court intrigue by the contemporary historian, Procopius (the origin and motivation for whose books is dissected right at the end of the text), as well as other chronicles by the likes of John Malalas, Theophanes, and John of Ephesus. But being such a good classicist, he has slipped in various inventions – invented characters and events – which fit seamlessly into his vision of the 6th century Byzantine Empire.

The novel

I found the book slow going to begin with, but then became more and more absorbed by it. It is told in a straightforward chronological order, covering Belisarius’s boyhood and school years, his move to the Eastern capital Constantinople, his rise in the army, reforms to the army, and then the long, long sequence of military campaigns.

What brings the book alive, though, is the narrator Graves has invented to tell the whole, long story – Eugenius the eunuch (p.11). He makes Eugenius the long-suffering servant of Belisarius’s wife, an ex-prostitute named Antonina who, at an early point in her life ran a sort of nightclub-cum-brothel with several other filles de joie, including – as it happens – one Theodora who, after a series of unlikely events, ends up marrying the Emperor Justinian and becoming ‘Her Resplendent Highness, the Empress’.

And what power she has! Again and again Eugenius shows Theodora as being the most resolute and decisive of all the emperor’s advisers, and even going behind his back to take strong decisions when Justinian was dithering.

Theodora was no fool of the priests. She had seen the world, and she understood men and politics, both lay and ecclesiastical. She ruled Justinian as absolutely as it is said that the great Livia once ruled Augustus, the first Emperor of the Romans. (p.147)

Thus although the novel is generally about a man, a military man, one of the most famous generals in history – and although it certainly contains a great deal about the Byzantine army and cavalry, their equipment, training and tactics, and describes in great detail pretty much every battle Belisarius was involved in – nonetheless, the novel still has quite a lot of feminine content, the eunuch Eugenius being as understanding of and sympathetic to his mistress and her lady friends, and in tune with the friendship between Antonina and Theodora, as he is with the more famous menfolk.

In fact Eugenius manages to be consistently rude about most of the male figures, not least Justinian (and his illiterate predecessor and sponsor, Justin, and his hapless predecessor, Anastasius I). Here he is on Justinian:

The man was a mass of contradictions: most of which, however, were to be explained as the result of great ambitions struggling with cowardice and meanness. Justinian wised, it seems, to make himself remembered as Justinian the Great. His talents would indeed have been equal to the task if he had only been less of a beast in spirit. (p.146)

Rudeness which slowly changes into contempt as he describes Justinian’s growing meanness, avariciousness, paranoia and poor decision-making, until he is routinely describing examples of Justinian’s

incompetence, cruelty, procrastination, meanness, ingratitude (p.407)

Towards Belisarius Eugenius is more ambivalent, painting him as the generally innocent victim of various court intrigues and Justinian’s petty mean-mindedness – but all the same, he doesn’t really like the general and is only supportive because of his undying loyalty to Belarius’s wife, Eugenius’s mistress, the lovely Antonina.

We learn a lot about the backstories of Eugenius, Antonia and Theodora which are described with wonderful plausibility. I particularly like Eugenius’s own story, that he was the young son of a Welsh prince, kidnapped by Saxon raiders and then sold on to an unscrupulous Greek salesman of fake religious relics, Barak, who had him castrated, and crops up at amusingly unlikely moments throughout the rest of the story.

At Constantinople Barak [who had been arrested and sent there by Belisarius] secured an honourable release through bribery, and though by now seventy years of age, resumed his long-interrupted task as overseer of monuments in the Holy Places. It was his pleasure to refresh the blood-marks on the pillar of scourging; and to  renew the hyssop-sponge at Golgotha, which the piety of pilgrims had worn almost to nothing; and to discover at Joppa, buried in an old chest during the persecutions of the Emperor Nero, a startling number of early Christian relics of the first importance and in an agreeably sound state of preservation. (p.305)

A passage which, incidentally, gives you a good feel for Eugenius’s own ironic scorn for most Christian belief and practice.

Eugenius is a gossipy narrator and frequently stops the narrative to tell us diverting anecdotes about whoever is appearing in the main narrative whether it is the early stories about Antonina and Theodora setting up their brothel, or stories about the enemies Belisarius faces, like old Khavad of Persia, or describing the culture of the north African Moors, or a revealing anecdote about King Gelimer of the Vandals. All these little asides and stories make the book much more accessible and readable.

Eugenius is also a chatty and fascinating guide to the culture of 6th century Constantinople where the first half of the novel is set, before Eugenius sets off accompanying his mistress Antonina who insists on accompanying her husband Belisarius on his western campaigns.

Two massive issues dominated the culture of the time, which were the powerful antagonisms stirred up by the various Christian heresies which swirled round the empire, and, in the city itself, the huge division between the two factions, the Blues and the Greens.

Heresies

By the early 300s the spread of Christian heresies throughout the empire was already such a problem that the Emperor Constantine, the man who ordered the building of Constantinople (officially consecrated in 330) had been forced to call the Council of Nicaea in 325 to thrash out definitions of the key ideas and terms of Christianity.

Nicaea was the first ecumenical council of the Christian church, though far from the last. The heresy it was called to address was Arianism, named after the presbyter Arius who preached that Jesus – the Son of the Christian Trinity – was at some point created by the Father and therefore was not identical with him and was therefore, logically, inferior to him. This belief became very popular but contradicted the orthodox view that Jesus was fully divine, part of the Holy Trinity which was made up of equal members.

Although the Council of Nicaea stripped Arius of his teaching position and exiled him, his heresy continued to flourish, and others soon joined it. A recurring problem was defining the precise nature of Jesus: was he a man, or a God? Or half man, half God? Or both man and God? Was he eternal and one with God, or ‘begotten’ i.e. created at some later date i.e. not as godly as God?

These are all ‘Christological’ issues i.e. debates about the person, nature, and role of Christ, and they turned out to be prolific. To put it another way, Christianity was and is to this day, a very unstable theological or philosophical system, liable to splinter off into all kinds of heresies and sects.

At the period when the novel is set the most common heresy in the Greek East was monophysitism. This held that in the person of Jesus Christ there was only one, divine nature. This view conflicted with the ‘orthodox’ position, which had been agreed at a later ecumenical council, the Council of Chalcedon in 451, which proclaimed that Jesus possessed two natures, divine and human.

The emperor Justinian was a staunch defender of the orthodox view propounded at Chalcedon, but his wife, Theodora, was a believer in miaphysitism. Miaphysitism holds that in the one person of Jesus Christ, Divinity and Humanity are united in one nature, ‘united without separation, without confusion, and without alteration,’ although – looking it up – I see that Chalcedonian orthodoxy considered this view assimilable within the orthodoxy. Thus Justinian and Theodora were more or less at one in their theology.

This may all sound very theoretical and abstruse but in fact heresy played a vital role in the geopolitics of the day. Virtually all the ‘barbarian’ tribes who had conquered the territories of the former western empire were Arians which put them at loggerheads both with the pope (who clung on in defeated Rome) and Justinian.

Thus the Ostrogoths, who had conquered and occupied all of Italy and the Adriatic coast, and who reached the zenith of their power under Theodoric (454-526) were Arians. It was these Ostrogoths who Justinian sent Belisarius to conquer in what turned into the long and ruinous Gothic War (535-554 AD) and, at various points in the long, complex negotiations for peace, the issue of religious belief became a stumbling block.

Also the Vandals who had travelled through Spain and crossed the straits in order to conquer Carthage and the surrounding area of north Africa were also Arians who lorded it over the native Roman population who were orthodox. This fact led to some bad decisions, for Belisarius – having conquered them in battle – sensibly recommended to Justinian that the Vandals be allowed to worship in their own way and receive eucharist from their Arian priests. But Justinian, more devout and more removed from military reality, insisted that the Vandals be forced to submit to orthodox priests and that their own religious rites be banned. Predictably, this (along with other tactical mistakes Justinian made, like not allowing the victorious Byzantine troops to hang on to the estates they had sequestered) led to a rebellion against Byzantine rule after Belisarius had left the area in order to campaign in Italy, forcing Belisarius to weaken his forces by sending some back to quash the rebellion. It could have become a peacefully restored part of the Byzantine empire but for Justinian’s religious intolerance on this central issue of Christian heresy.

These heresies add depth to the personal, social and military clashes which feature in it. Of every single major character we need to know which form of Christianity they follow in order to gauge or understand their likely reactions to other characters, and to understand the broader religious-cum-power politics of the situation.

The Blues and Greens

Within the Eastern empire itself, and especially in the city of Constantinople, raged a fierce enmity between the Greens and the Blues. These had originally been the colours of competing teams of chariot racers in the city’s massive Hippodrome. In fact there had originally been blue, green, red and white teams but the latter two had been swallowed up by the former.

By the time of the novel the conflict between Blues and Greens had permeated every level of Byzantine society. It was a bit like Brexit. Families were divided, friends opposed, politics became poisoned by the fierce opposition of Blues and Greens at every level. Even religion was dragged into it, with the Greens broadly representing monophysitism and the lower classes, while the Blues tended to be orthodox and upper class. Blues and Greens took opposing views not only on religion, but on social and political issues, up to and including the choice of new emperors.

Early on in the novel we learn that the empress Theodora was the daughter of one Acacius, a bear trainer of the hippodrome’s Green faction. An internal rivalry among the Greens led to Acacius’s death whereupon his widow brought her four children, including young Theodora, into the Hippodrome wearing garlands, but they were roundly booed and rejected by the Green half of the audience who had been led to believe Acacius had been a traitor to their colour. To spite the Greens, they were taken up by the Blues and from then on Theodora would be a Blue supporter.

The degree of enmity this rivalry caused has to be read about to be believed. In its sporting origins it was a bit like the sectarianism of football fans of my youth in the 1970s, and was accompanied by a lot of street hooliganism. Except that there were only two factions and the rivalry permeated right to the top of Byzantine society, something like the ineradicable difference between Protestants and Catholics in Northern Ireland or Turks and Greeks in Cyprus.

As with all the other sociological aspects of the book, Graves gives a completely convincing description of what it felt like to live and work in a society drenched in this rivalry. The different factions developed different haircuts and fashions. Young toughs of both sides patrolled the streets in gangs, wearing short swords, frequently stabbing each other in broad daylight.

The mounting anarchy climaxed in the Nika Riots of January 532. Some rioters from a previous horse race had been arrested and most of them hanged. A pair escaped and took refuge in a church. The emperor Justinian was just at a delicate point in negotiations with the Persian empire and facing hostility over high taxes at home. At the next day of chariot racing, on 13 January the crowd began chanting anti-government slogans at Justinian who, as usual, was sitting in the royal box (which linked directly into the enormous royal palace just behind the Hippodrome). By the end of the races the entire crowd, Blues and Greens, had united in chanting their opposition to Justinian via the slogan ‘Nika’, meaning ‘Victory’, the chant usually set up when one or other of their champions had won a race.

The crowd then surged out into the streets and ran wild, burning and looting. Justinian’s palace was besieged and over the next week nearly half of Constantinople was burned or destroyed (including the grand church of Hagia Sophia) and hundreds of people killed. Senators opposed to Justinian saw their opportunity, first of all to call for the repeal of his unpopular laws and then, as things really got out of hand, they were bold enough to declare a new emperor, Hypatius, a nephew of former Emperor Anastasius I.

All this is described in a thrilling eye-witness account by the narrator, Eugenius. He explains how a) Justinian was all for fleeing the burning city but was restrained by Theodora who, like so many of Graves’s women, is the really strong figure in the story, and so b) contrives a solution to the anarchy. This was to bribe the Blue faction by pointing out that he, Justinian, was a Blue supporter while the new emperor, Hypatius, was a Green. This, and a hefty bribe of gold, got the leading Blues back on the emperor’s side, at which point they left the hippodrome, leaving the Green leaders isolated.

And it was at this point that Belisarius was ordered to lead Imperial troops into the Hippodrome, commencing a merciless slaughter of the Green rebels. In all, after the street violence and the out of control city fire, and then the mass slaughter, it is estimated that some thirty thousand rioters were killed.

Justinian tracked down Hypatius, who pleaded that he had only agreed to become puppet emperor because the rioters threatened to lynch him, but Justinian had him executed nonetheless, and had the senators who had supported the riot exiled. He then rebuilt Constantinople, and particularly the church of Hagia Sophia which stands to this day (although it was converted into a mosque by the conquering Turks after the fall of Constantinople in 1453).

Glorious though this may sound, Eugenius continually criticises Justinian for spending more money building churches and basilicas than defences for strategically important cities, and for continually skimping on men and supplies for Belarius’s many expeditions.

Fighting the Persian empire

Again Graves takes historical fact and, by filtering it through the gossipy, chatty, storytelling narrator Eugenius, makes it come to life. The ancient Persian or Achaemenid Empire reached its zenith under Xerxes (519-564 BC) and Darius (550-486 BC), who both tried to invade the West, at that point represented by the Greek federation of cities led by Athens, which stopped the invaders at the famous Battle of Marathon.

At the time the novel is set, nearly 1,000 years later, Persia is ruled by the Sassanian Empire, the last kingdom of the Persian Empire before the rise of Islam. To quote Wikipedia:

In many ways, the Sassanian period witnessed the peak of ancient Iranian civilisation. The Sassanians’ cultural influence extended far beyond the empire’s territorial borders, reaching as far as Western Europe, Africa, China and India. It played a prominent role in the formation of both European and Asian medieval art. Much of what later became known as Islamic culture in art, architecture, music and other subject matter was transferred from the Sassanians throughout the Muslim world.

The Persian ruler is the ageing Kavadh I (449-531) (who Graves – or Eugenius – refers to as Kobad). The Byzantine Empire and Persian Empire are the two main powers sparring for control of the Middle East. In the first, Eastern half of the book, we become very familiar with the towns and rivers of the border region, the dividing line between the two empires running roughly from the Caspian Gates – a narrow pass through the Caucasus mountains in the north – dividing Christian Armenia in two, and then running across the headwaters of the River Euphrates, sloping diagonally down towards the Red Sea. Many offences are launched from the Persian frontier town of Nisibis. Belisarius leads the defence of the town of Dara, just over the border opposite Nisibis, in the Battle of Dara of 530, which Graves describes in great detail. A few years later the Persians launched a devastating raid on Antioch which they pillaged and burned (540).

What is really interesting about Graves’s account, though, is the insight he gives into the strangely friendly relationship between the Roman emperor and Persian emperor. Although they wage intermittent wars, there is a continual correspondence between them including exchanges of gifts and land. When both are threatened by attacks from the Hunnic tribes north of the Caucasus they arrange to suspend hostilities between them to fight against the common foe, indeed Kavadh at one stage invites Justinian to send Byzantine soldiers to bolster the Persian garrison defending the Caspian Gates. There had been another, important historical juncture when, in 525, Kavadh had asked Justinian’s predecessor, Justin, to ‘adopt’ his youngest son, Khosrau. Kavadh had two older sons but wanted Khosrau to succeed. Much bloodshed would have been spared if Justin had agreed but, as it happened, he (Justin) was without an heir and so worried that Khosrau, if officially adopted as his son, might end up with a good claim to the Byzantine throne, which Justin wanted to hand on to his appointed heir Justinian. So Justin refused the offer and Kavadh was mortally offended, immediately launching an attack on Roman border towns.

Ten years later Belisarius, having completed the conquest of the Vandals in North Africa, returned to Constantinople where he was granted an enormous victory parade, first the soldiers of his army marching along the imperial high street, then hordes of captured Vandals, and then huge amounts of plunder and treasure which the Vandals themselves had built up during their career of looting (not least during their comprehensive sack of Rome in 455). But it is characteristic of the time that the new king of the Persians, Khosrou, sent an embassy to Justinian, half-jokingly asking for his share of the spoils since, as he pointed out, it was only due to his keeping peace on the Persian frontier which had freed up the soldiers Belisarius had used to conquer North Africa. And very characteristic that Justinian, choosing to continue the joke, sent the ambassador back to Khosrou with his thanks and bearing a valuable gold dinner service (p.204).

This is all fascinating stuff, but made all the more readable by being told in Eugenius’s factual, but chatty, gossipy style, assigning praise and blame, relating these historical incidents to the present conflicts and battles he is describing, and weaving in and out of them his concerns for his mistress Antonina or behind-the-scenes accounts of power struggles at the court of Justinian.

Proverbs

One entertaining way Graves brings the period to life is having Eugenius report and explain various trivial aspects of contemporary life, such as the Empress’s use of a wig, or the way young men of the Green faction wear their hair shaved back over the forehead but left hanging long at the back, ‘in the Hunnish manner’. He tells us that the poor of Constantinople could claim a dole so long as they had obtained the requisite wooden ticket. He also includes a number of proverbs. Who knows whether he’s made them up or not. When discussing the Massagetic Huns’ addiction to drinking mares’ milk, Eugenius comments:

  • Every fish to his tipple
  • Thistles are lettuces to the ass’s lips

And various characters make pithy replies or sayings at crucial and dramatic moments, which are overheard by slaves and servants and end up becoming proverbial sayings. All these add colour and verisimilitude to the account.

Cruel and unusual punishments

But the story never lets you forget that they were living in a world of almost perpetual warfare, that anyone living in what was left of the Roman Empire was – far from being guaranteed peace and security – almost certain of the opposite. The narrative shows how Belarius brought war and ruin to North Africa, before inaugurating 20 years of war and devastation the length and breadth of Italy which reduced the land and all the cities to abject poverty – Rome’s ancient defences are entirely removed by the Goths, who also burn Milan to the ground – marking a decisive break between the peace and plenty of the ancient world, and the role of backwater littered with ruins which was to be Italy’s lot for the next 1,000 years. All the towns and cities of the Levant do not escape, as the book covers a period when the two largest cities – Antioch and Jerusalem – are sacked, and many other towns entirely razed, their populations taken off into slavery by the Persians. And Thrace, the area of north Greece to the west of Constantinople, is ravaged more than once during the 60 or so years the book covers, with barbarian tribes making it right up to the walls of Constantinople before just about being beaten back.

Overall, the book paints a picture of a world of continual warfare, in which the forces of Roman civilisation and Christian culture are only just keeping their heads above water.

And a world of stunning brutality. You get used to reading that an entire city was burned to the ground by the Goths or the Persians, all the men of fighting age massacred, and all the women and children led off into slavery but, if you stop to really reflect on what this must have meant, it makes reading the book a mournful and harrowing experience.

And this is brought into the foreground of the story, so to speak, by some of the cruel and unusual punishments meted to out to named characters. Thus we are told the fate of Photius, Antonina’s son by her marriage before Belisarius. He grows up to be a selfish, scheming brat. After losing lots of money gambling on the hippodrome races, he flees Constantinople to Belarius’s camp in Persia and there spins a long cock and bull story about how his mother (Belisarius’s wife, Antonina) is having an affair with her musician companion Theodosius, and the two are conspiring to blacken Belisarius’s name.

To cut a long story short the empress Theodora becomes involved to try and reconcile Belisarius and Antonina and this involves arresting, imprisoning and torturing Photius, at which he admits the whole thing was a conspiracy and also admits a string of thefts, embezzlements and perjuries. He had been helped in all this by a figure referred to simply as ‘the Senator’ who also confesses under torture. Now here’s the point: as punishment, Theodora has the Senator stripped of all his property and immured in a dark underground stable. He is tied to a manger with a short halter, his hands shackled behind him and there he was forced to stand, unable to move or lie down, but forced to eat, drink, try to sleep, defecate and urinate in a semi-standing position. It turns out that back in the days when she worked in a brothel the Senator had very rudely insulted Theodora’s appearance. This was her revenge. As for Photius he was shackled in the same underground stable but not given the manger treatment. After a while Justinian (who found sneaks and snitches useful) helped him escape. (pp.332-3)

Boutzes was one of Belarius’s most successful generals but when he fell foul of Theodora she had him convicted of treasonous speech and punished by being lowered into an unlit dungeon in solitary confinement. He was thrown scraps of bread and meat once a day. He was only released after two years and four months by which point he could only crawl on his hands and knees which were covered in callouses, had lost all his hair and most of his teeth, and when he was dragged out the sudden exposure to harsh sunlight meant that he could never again see properly (p.345).

This litany of imperial cruelty reaches a climax at the very end of the book when the scheming, paranoid, ageing Justinian, unrestrained by Theodora, who predeceases him (she dies 548, Justinian dies 565) having  recalled Belarius to Constantinople, finally charges him with a long list of ‘crimes’.

Now Eugenius has described in great detail all his military campaigns so that we know that his defeats and setbacks were almost all due to the emperor refusing to send enough reinforcements or money. It was Justinian’s insistence that the Arian Vandals be forbidden their religious rites, and his skimping on the pay of his own troops, which led to mutiny and the loss of North Africa, and we have seen countless examples of how Justinian’s penny-pinching and deliberate undermining of Belsarius’s authority hamstrung the years of campaigning in Italy. Why? Because, in Eugenius’s account, Justinian is determined to go down in history as ‘Great’ and he is jealous of Belisarius and, when his general is at his most successful, genuinely afraid that Belisarius will raise up in rebellion and declare himself emperor. Certainly this has happened many times before in Roman history but Justinian completely fails to appreciate Belisarius’s honesty and rectitude (as depicted by Eugenius).

Thus, at this final trial, Justinian takes all the occasions when Belisarius had failed militarily and declared them deliberate treasons, along with all the times he had been accused by others of treasonous speech or plotting, strings them all together, and comes up with the surreal conclusion that Belisarius is the greatest enemy of the state – despite his obvious track record of defeating all of the empire’s major enemies (the Persians, the Vandals, the Goths).

All Belisarius’s household servants and associates were tortured to provide incriminating evidence, including Eugenius the narrator. The tortures included being racked and scourged, having cords tied round the forehead and then tightened, and having their feet burned in a charcoal brazier. Eugenius insists he proclaimed Belisarius’s innocence of all charges, but many others didn’t. Belisarius was found guilty of treason against the emperor and blinded. Then he was pushed out of the state prison into the street, in rags.

The final pages describe how passersby give him money, then word spreads that the man who had, within the last year, led a last-ditch military effort to save Constantinople from marauding Bulgarians, had been treated this disgracefully and crowds, and then huge crowds assemble, to put money into his begging bowl, while his old troops and comrades rally to his assistance. Even this last monstrous ingratitude from his emperor doesn’t shake Belisarius’s loyalty and he is led by friends to Antonina’s house where he spends his last days quietly before passing away. The murmur against Justinian becomes so great, shouting against him in the Hippodrome as well as graffiti all over town saying that he is the real traitor, that Justinian – cowardly to the last – hurriedly revokes the charge and magnanimously ‘pardon’s Belisarius. But the noble warrior is beyond caring and passes away in peace of spirit.

In the chapters up to this point the reader had formed the opinion that Justinian was a paranoid coward. This last passage leaves you feeling sick at the mention of his name.

Then again…

It’s worth pointing out that John Julius Norwich, in his book Byzantium: The Early Centuries, gives a far more favourable account of Justinian, noting his jealousy of Belisarius’s success, and his failure to give his general enough money or men to achieve the goals he was set, but also blaming the emperor’s animosity against Belisarius largely to the influence of Theodora – more or less the opposite of what Graves’s fiction claims.

Moreover, Norwich dismisses the story of Belisarius being imprisoned and blinded and then walking the streets of Constantinople dressed in rags and holding a begging bowl as a touching but entirely fictitious legend. Apparently, this story first appears in a history written five centuries later, in the 11th century, and so Norwich dismisses it.

Homo homini lupus

This novel was published in 1938, the year of the Munich Crisis and when the Italy which features in the book had been ruled for 16 years by a Fascist dictator, and Germany by the Nazi dictator for five years, and all Europe was paralysed with fear of another world war. Graves had served in the First World War and this gives his many detailed descriptions of Belisarius’s battles a kind of quiet authority. But it also adds to the one small passage where Eugenius reflects that war is an unmitigated evil.

As his own website explains:

John Julius, 2nd Viscount Norwich, was born on 15 September 1929, the son of the statesman and diplomat Alfred Duff Cooper (1st Viscount) and the Lady Diana Cooper. He was educated at Upper Canada College, Toronto, at Eton, at the University of Strasbourg and on the lower deck of the Royal Navy before taking a degree in French and Russian at New College, Oxford. He then spent twelve years in H.M. Foreign Service, with posts at the Embassies in Belgrade and Beirut and at the Disarmament Conference in Geneva. In 1964 he resigned to become a writer.

Could it be possible to be more posh? Norwich died last year. He had written or edited about thirty books, the major ones being histories of the Mediterranean, of Sicily, of Venice and of Byzantium. The volume under review is the first of the trilogy of popular histories which continues with Byzantium: The Apogee (1992) and Byzantium: The Decline and Fall (1995).

Byzantium: The Early Centuries is divided into 18 action-packed chapters, which take us from the family background of the Emperor Constantine (reigned in the 320s and 330s) through to the Empress Irene (775 to 802) i.e. up to about the time of Charlemagne whose coronation in Rome on Christmas Day 800 marks a watershed in European history.

The book comes with handy extras like maps of all the relevant territory, family trees of the complex imperial families, a list of emperors and – nice touch, this – a list of sites in present-day Istanbul which date from the Byzantine Empire and which tourists can still visit today.

Highlights

It was the Emperor Diocletian who decided to split the empire in two, appointing a fellow emperor to rule the West in 293 while Diocletian concentrated on the East, securing the whole of the current Middle East round to Egypt against attack from the Persian Empire, while also guarding the frontier along the river Danube.

It was the Emperor Constantine who founded the new eastern capital of Constantinople, basing it on the existing small Greek town of Byzantium. By the late 300s the Roman Empire was under pressure from barbarians pushing at all its borders, leading to a complex series of wars, alliances, betrayals and defeats. In the 390s the western emperors had moved their court to Milan in northern Italy, closer to the centre of western Europe, and in 402 moved on again to the town of Ravenna, thought to be more defensible because it was situated behind a network of marshes which could only be crossed by a couple of narrow causeways.

The scholar Emperor Julian reigned for 18 months during which he tried to reinstitute paganism across the Empire, closing Christian churches, subsidising the great temples, attending countless pagan ceremonies, all with little effect, until he died from a spear wound incurred during his fruitless invasion of the Persian Empire, in 363. With his death went the last hopes of reviving paganism and, during the reign of Theodosius (379-395), the old religion was banned, temples closed and Christianity made the official and compulsory state religion.

The various barbarian incursions led up to the reign of terror of Attila the Hun (434 to 453). During this period the Empire suffered a series of military blows and by the time of Attila’s death, Britain had been abandoned (410), the Franks had taken over Gaul, Gothic tribes had settled in Spain and the western half of north Africa – the Empire’s breadbasket – had been seized and settled by the Vandals. Norwich gives a relatively brief account of Attila, which can, however, be supplemented by reference to Christopher Kelly’s recent book.

The next major figure is the Emperor Justinian who ruled from 527 to 565, and launched expeditions to reconquer North Africa, then to seize back Italy, before being distracted by incursions from the newly warlike Persian Empire, as well as reeling from major outbreaks of plague which decimated the population from the 540s onwards. All his clever schemes came to nothing and he left the Eastern Empire bankrupt.

Norwich devotes more space to Justinian than any other emperor (pages 190 to 263) in an account which I found profoundly depressing. Specifically, as regards the career of his top general, Belisarius, who slaved away for the emperor devotedly but was hampered at every turn by the scheming of the Empress Theodora. It is profoundly lowering to see such a talent so hamstrung, and gives a powerful sense of the self-defeating futility of palace intrigues which raged on while the empire was collapsing around them.

But, on a different level, it is also depressing to see in some detail how Justinian’s ‘noble’ campaign to reclaim Italy from the Gothic rulers who had overthrown the last Western emperor in 476 (the so-called Gothic Wars which lasted a generation, from 535 to 554) was also in the end so self-defeating.

Belisarius’s military campaign amounted to besieging most of the major cities and devastating the countryside his troops had to live off; but when he was recalled to Constantinople, management of the country was handed over to a cabal of greedy incompetents who taxed Italy to the hilt, continued plundering all available settlements while turning tail and running every time the Goths threatened to counter-attack.

The upshot was that most Italians came to hate the Greek Byzantine army and its rapacious administrators much more than the Goths, and both were happy when a new tribe, the Lombards, swarmed into the peninsula in the 560s, eliminating both their predecessors and quickly establishing kingdoms throughout Italy.

Heraclius

There is a similar tragic, or just depressing, downward spiral to the reign of Heraclius (610-641). Heraclius was appointed exarch (ruler/manager) of Carthage in the comprehensive reorganisation of the Eastern Empire carried out by the Emperor Maurice (582 to 602). Maurice (a wise and efficient ruler, according to Norwich) was overthrown and executed along with six of his sons in a coup carried out by a general, Phocas. Their heads (and this happens over and over again in this history) were impaled on spikes and put on display in Constantinople.

Phocas was a populist, but when he met resistance he responded with brutality. Under his rule the Danube borders were breached by Avars (yet another barbarian tribe) while the ruler of Persia, who had concluded a truce with Maurice, used Phocas’s rebellion as an opportunity to relaunch the semi-permanent Persian War and seize territory round to Egypt in the south and as far into Asia Minor as Antioch.

It was this growing chaos around the Empire which prompted Heraclius to raise the standard of rebellion against Phocas in Carthage and sail slowly to Constantinople, securing his supply routes and islands along the way. By the time Heraclius arrived at the capital, the army, politicians and religious leaders were all ready to abandon the tyrant. Phocas was dragged before Heraclius and then, rather rashly, insulted him to his face. So Heraclius had Phocas beheaded on the spot, his body was mutilated, paraded through the capital and burned.

After this grim start Heraclius settles down to become a great emperor, reorganising the Empire’s finances and defences, seeking a solution to the endless problem of the monophysite heresy which plagued and divided the Empire, and latterly embarking on a spectacularly successful campaign against the Persians, scoring a series of decisive victories which eventually led to the overthrow of the latter’s great leader, Chosroes II. If Heraclius had died in 628, he would have gone down as one of the great emperors for administrative reforms and military successes.

However, he lived into the first decade of the Rise of Islam. In 622 Mohammed had fled from Mecca to Medina, marking the start of the Muslim era. In 633 Mohammed died and his followers, tightly organised and enthused with fanatical fervour, swept out of Arabia to conquer the Middle East. Part of the reason for their early success was that twenty years of gruelling warfare had shattered the region and exhausted its two great powers, Byzantium and Persia. Into this vacuum swept the Muslims.

Just as importantly, most of the region’s inhabitants were ‘monophysites’. This was the Christian heresy which believed that Jesus Christ had only one ‘nature’, that the godhead and the human being were united. Taken to a logical extreme, this implied that God actually died on the Cross, which is an obvious theological nonsense. This explains why a series of Church Councils declared ‘monophysitism’ to be a heresy, and affirmed the ‘Catholic’ position that Jesus had two distinct ‘natures’, united in one ‘person’ i.e. the human who died but the godhead which remained eternal. But these were subtle differences, difficult for many people to grasp. And it’s a consistent thread of the book that there was a big difference in theology between the Latin West and the Greek East of the Empire.

For the East was a hotbed of theological debate, packed with fiery bishops, monks, preachers and heretics all disputing a wide range of subtle variations of Christian belief, and it took centuries to hammer out an ‘orthodox’ creed, and try to put down the opposing ‘heresies’.

And this is why, historians argue, on the level of personal belief, the Arabs’ extremely simple, practical monotheism (‘There is only one god, Allah, and Mohammed is his Prophet’) appealed to much of a population exhausted by centuries of conflict caused by Christian heresies. The Muslims swept north to Damascus and south through Egypt, conquering vast areas which were never to be Christian again.

So Heraclius’s last decade was spent watching everything he had planned and fought for – territory reclaimed from the Persians and Christian unity – destroyed before his very eyes. Prematurely aged and sick, he began to deteriorate mentally, developed a phobia of water and brutally punished those he suspected of conspiring against him (ordering the noses and hands of his nephew Theodosius and his bastard son Athanaric to be cut off) before passing away, a senile and disappointed old man who’d lived on into a new era.

The Middle Ages

Historians like drawing lines and defining eras. This book is no exception and joins the host of others which variously claim that the Middle Ages started with the death of Theodosius the Great (395), with the Sack of Rome (410), with the overthrow of the last Western Emperor (476), with the death of Justinian (565), and so on.

For me, the lesson of this book, as of Peter Brown’s The World of Late Antiquity, is that it is the arrival of the Muslims on the world stage which marks the decisive break. All the other moments are part of a continuum of Roman rule or semi-rule or detached rule or vicarious rule (i.e. allowing barbarians to rule ‘in the name of’ the emperor etc).

But when the Middle East, Egypt and the entire African coast were lost to Islam that was it. A clean and definitive break had been made with the cultural unity of the Mediterranean, which lasts to the present day. Surely it is the advent of Islam which decisively marks the start of the Middle Ages.

Thoughts

1. Great men

This is a beautifully written, very fluent and entertaining account but it is very much a history of emperors. It takes for granted that a history of this subject will be a history of Great Men. That there are other perspectives is demonstrated by Peter Brown’s history of Late Antiquity which features the emperors, of course, but also captures a lot about the changing economic and social scene, or a book like Paul Johnson’s History of Christianity which gives a thrilling sense of the changing political and social background of the period.

2. Murder and massacre

Not just about Great Men but about their Great Quarrels. The history of Byzantium is presented as a succession of power struggles and features an extraordinary amount of double-dealing, treachery and murder. And that’s just in Constantine the Great’s family – e.g. in 326 Constantine had his eldest son, Crispus, and then his own wife, the Empress Faustina, executed, no-one quite knows why, maybe to impress on his underlings that he had no hesitation whatsoever about keeping complete control of the empire in his own hands. (An incident which later Christians, who wanted to declare Constantine a saint, found tricky to explain away.)

The book includes a family tree of the families of Diocletian, Constantine, Valentinian and Theodosius, and I struck out in pencil the name of everyone in the trees who died an unnatural death (murder, execution, assassination, forced ‘suicide’) and it turns out to be by far the majority. In fact I made a pencil mark in the text wherever someone eminent met with an unnatural death, and there’s one on every page.

One of the clichés of later Byzantine history is the idea that it is dense with convoluted palace politics, plots and poisoning – but this book demonstrates very clearly that this culture was simply a continuation (and maybe an intensification) of established Roman imperial practice. When I was young I think I found all the poison and bloodshed thrilling, but now I find it a depressing indictment of human beings’ endless capacity for cruelty and deceit.

3. A clearer understanding of key events

It’s difficult to pick out themes in a 400-page book so dense with historical incident, but I was grateful to it for giving a detailed account of at least two events which, as a result, I properly understood for the first time: Alaric and the Visigoths’ Sack of Rome (410 AD) and the overthrow of the last Roman Emperor in the West, Romulus Augustulus (476 AD) both of them dates which every ‘schoolboy’ is supposed to know by heart, though I wonder how many modern schoolboys have even heard of them.

The sack of Rome

The thing to grasp about the barbarian leaders is that they rarely wanted to seize or overthrow Imperial power: they generally wanted recognition and high rank within the Roman system, and land for their followers to settle on.

Thus the king of the Visigoths, Alaric I, began his career leading his Goths as mercenaries within the Roman army. In 394 Alaric led a Gothic force of 20,000 that helped the Eastern Roman Emperor Theodosius defeat the Frankish usurper Arbogast at the Battle of Frigidus. But disappointed at getting little recognition or reward, Alaric left the Roman army and marched toward Constantinople. He was confronted by Roman forces and so decoyed southward into Greece, where he sacked Piraeus and destroyed Corinth, Megara, Argos, and Sparta. A bit belatedly, the Eastern emperor Flavius Arcadius appointed Alaric magister militum (master of the soldiers) in Illyricum and Alaric stopped his rampage. Like Attila and Odoacer after him, the ravaging was a form of negotiating strategy.

In 401 Alaric invaded Italy but was defeated by the Roman general (of Vandal descent) Stilicho at Pollentia in 402. A second invasion that same year also ended in defeat at the Battle of Verona, though Alaric forced the Roman Senate to pay a large subsidy to the Visigoths. Stilicho had emerged during this decade as the most powerful man in Italy, which is why it was a fatal mistake when the Western Emperor Flavius Honorius had Stilicho and his family executed, on trumped up charges of making secret deals with Alaric.

Honorius then did something even more stupid and caved in to the pent-up frustration of many Romans with the way their country was being held to ransom by so many barbarian tribes. So Honorius ordered a co-ordinated massacre of tens of thousands of wives and children of the foederati (allied) Goths serving in the Roman military. As a result some 30,000 Gothic soldiers defected to Alaric, who now marched on Rome to avenge their murdered families.

In classic style, Alaric sacked Aquileia and Cremona and ravaged towns along the Adriatic Sea before arriving to lay siege to Rome in September 408. Alaric blocked off all points of entry to the city which quickly began to starve. As Christmas approached the first cases of cannibalism were reported. Finally, the Senate granted Alaric a substantial subsidy of (i.e. bought him off with) 5,000 pounds of gold, 30,000 of silver, 4,000 silk tunics, 3,000 hides of dyed scarlet and 3,000 pounds of pepper.

Alaric ended the siege of Rome and marched north to Rimini, where he met envoys from Honorius and demanded the Roman territories of Venetia, Dalmatia and Noricum in which to settle, plus subsidies to feed his people in exchange for which Alaric pledged loyalty to the emperor and to defend Italy against any enemy.

These were generous terms but Honorius like an idiot refused them. Alaric reduced his request to just the (ravaged) province of Noricum on the Danube. Once again Honorius refused and so, incensed, Alaric marched his army back to Rome and invested it for a second time, making clear that his aim wasn’t the sack of the city but the removal of Honorius.

The Senate quickly agreed to this demand, opened the gates to Alaric, and he entered Rome in peace. The Senate declared Honorius (who all this time had been holed up in well-defended Ravenna in the north) no longer emperor and replaced him with the Prefect of the city, one Priscus Attalus, who promptly appointed Alaric as his own magister militum, the highest level of command in the Roman army.

The first thing on Alaric’s mind was the fact that North Africa – the breadbasket of Rome – was still controlled by Heraclian. Alaric wanted to despatch an army to Africa to seize the province. But the newly installed emperor, Attalus, insisted on diplomacy and sent an envoy to negotiate with Heraclian. This envoy was, unfortunately, promptly murdered.

Alaric badgered Attalus to let him attack Heraclian, but Attalus refused to give a Goth army (Alaric’s army) permission to invade a Roman province, and the Senate backed him up. At this point the former emperor Honorius, who had been sending panic-stricken letters to Attalus asking to be given official control of Ravenna, received an unexpected boost in the shape of ships from Constantinople carrying some 40,000 troops sent by the Eastern Emperor Theodosius II. Emboldened, Honorius announced his intent of marching against the Visigoths.

Infuriated at being blocked and threatened at every turn, Alaric summoned Attalus to Rimini and ritually stripped him of the imperial diadem and purple cloak. Then he marched on Rome for the third and final time determined to make his supremacy and will absolutely clear. After a brief siege he forced a gate and entered Rome, giving his troops license for three days of looting and pillaging.

Although the Visigoths plundered Rome, they treated its inhabitants humanely and burned only a few buildings. They were – it is worth emphasising, as were most of the so-called barbarians – actually devout Christians themselves, albeit of a variety – Arianism – which had been declared heretical in the previous century.

(Arius was an Alexandrian priest who lived from around 250 to 336. He took Jesus’s teachings that he was the son of God, literally, asserting that the son of God was created by the Father and was therefore neither ‘coeternal’ nor ‘consubstantial’ with the Father. This makes Jesus a more human figure, and his story more tragic, but fatally undermines the orthodox doctrine of the equality of the three persons of the Trinity. The orthodox view that the three parts of the Trinity are eternally co-valent and consubstantial was hammered out at the Councils of Nicea (325) and Chalcedon (451), and hence is sometimes referred to as Nicene or Chalcedonian Christianity. Early missionaries to the barbarian tribes beyond the border happen to have been Arians and so converted the majority of the tribes to this ‘heresy’. When the Arian barbarians overran parts of the Western Empire in the 5th and 6th centuries, they brought their Arian beliefs with them, though they were generally tolerant of the Nicene inhabitants of the lands they conquered. It has been suggested that, for some time – centuries – the Arian heresy helped differentiate between Gothic overlords and Roman inhabitants. Whether this was so or not, the strength of the orthodoxy of the church of Rome and the Eastern Empire eventually overcame Arianism and the last Arian kings in Europe were Grimwald, King of the Lombards 662 to 671, and his young son, Garibald, 671.)

After pillaging Rome, Alaric marched his men south, planning to take ship to Africa and deal once and for all with Heraclian in order to gain control of Italy’s grain supply. At Cosenza he was taken with a fever and was dead in a few days. So:

a) The sack was the result of a very complicated series of diplomatic and military manoeuvres, involving, by the end, three emperors – Honorius, Theodosius II, Attalus – as well as the military strong-men Stilicho and Heraclian.

b) To a surprising extent the sack was the Romans’ own fault:

  • the stupidity of Honorius in executing the only man who could hold Alaric at bay – Stilicho
  • Honorius’s refusal to grant Alaric’s demands when they were eminently reasonable
  • the refusal of Attalus or the Senate to let Alaric sail off to Africa (which would, at the very least, have got him off Italian soil and bought them time)

c) All of which underscores a remark Norwich makes somewhere in the first half about the quality of the Roman army. The Empire equalled the army: strong army, strong empire. None of the books I’m reading on the subject really tackle this issue head on. Why did the Roman army deteriorate? Why by the 390s and 400s was it incapable of confronting and beating Alaric? The same but worse occurred during the time of Attila the Hun (430s to 450s) when all the Roman army could do was shadow Attila’s rampages. What changed between, say, 200 AD and 400 AD which made the Roman Army so fatefully weak?

(As a footnote, Alaric’s death so soon after sacking Rome became a useful tool to later protectors of the Holy City. Priscus reports that when Pope Leo I rode out to meet Attila the Hun who was rampaging south to take Rome in 452, the superstitious barbarian only had to be told/reminded of the fate of Alaric to decide to call off his assault.)

The overthrow of ‘the last Roman Emperor’ (in the West)

The last generation of emperors in the West make for a sorry story as one barbarian overlord after another sponsored puppet ’emperors’ in what had become the Western Imperial capital, at Ravenna, in north-east Italy.

In 474 the Eastern Emperor Leo I appointed Julius Nepos Western Roman Emperor. This was to replace the ruling emperor Glycerius, who Leo regarded as a usurper. (Julius is called ‘nepos’ (nephew) because he was married to Leo’s wife’s niece.)

When Julius arrived in Italy in June 474, Glycerius promptly surrendered, was spared by Julius and packed off to become bishop of Salona. But Julius only ruled over what was left of the Western Empire (now more or less reduced to mainland Italy) for less than a year. In 475 he appointed magister militum (leader of soldiers) the experienced general, Orestes. (Orestes in fact has a fascinating backstory: having been born and bred in Pannonia, he remained when the territory was ceded to Attila the Hun in the 440s and found himself appointed Attila’s secretary and ambassador.) This turned out to be a mistake, for in August 475 Orestes marched on the Western capital, Ravenna, prompting Julius to flee to Dalmatia (modern Yugoslavia) where he carried on regarding himself as the legal emperor until (typically for the times) he was assassinated in 480.

For reasons that aren’t entirely clear, Orestes didn’t claim the imperial crown but appointed his 12-year-old son Romulus, emperor. Technically this gave him the title Romulus Augustus, which cynics at the time changed to Romulus Augustulus i.e. ‘little Augustus’. The Eastern emperor Zeno, unsurprisingly, refused to recognise Romulus as Western Emperor – although there was little he could do about the situation, since he was himself engaged in a full-scale civil war with his own Eastern rival, Basiliscus.

Romulus himself ‘ruled’ i.e. did what his father told him, for just ten months, for Orestes turned out to be as unlucky / stupid as Julius. The army he had led to Ravenna mostly consisted of barbarian mercenaries. When Orestes refused their demands for up to a third of the land area of Italy to settle in, they simply mutinied against him, appointing the Germanic Odoacer their new king, on August 23, 476.

Odoacer led the barbarian army on a rampage through every town and village in northern Italy, pursuing Orestes to Pavia, where the bishop gave him sanctuary, but he had to flee again when the Germans broke through the city defences and ravaged the church, razing many of the city buildings to the ground.

Orestes rallied the remnants of a Roman army and engaged the barbarians outside Piacenza, where the Romans were slaughtered, and Orestes himself was captured and executed. A few weeks later Ravenna was captured and Romulus Augustus was deposed. Legend has it that Odoacer’s heart was softened when he had the young boy brought before him, so he spared his life and sent him into permanent retirement in the Campania. Nothing more is known of lucky Romulus Augustulus.

More interestingly – and counter-intuitively, but something which these barbarian conquerors repeatedly did – Odoacer was then happy to submit to the authority of the Eastern Emperor Zeno, asking to be granted the official status of patrician of Rome and to rule as administrator of Italy in Zeno’s name. Although we see them, with hindsight, fatally undermining Roman authority, the major players of the time all still saw themselves acting within the Empire and seeking ultimate authority for their rule from it.

(History doesn’t stop. The overthrow of Romulus looks to us like a hugely significant event, but the rulers of the day carried on fighting each other as if nothing had changed. Julius Nepos continued styling himself the Augustus of the West from his stronghold in Dalmatia, and when he was murdered in 480 Odoacer used it as a pretext to invade Dalmatia and punish the murderers (and annex the territory). Odoacer then foolishly decided to ally with the Eastern general, Illus, in the latter’s attempt to overthrow the Eastern Emperor Zeno in 484. Zeno retaliated by appointing the Ostrogoth ruler, Theoderic the Great, who had been menacing Constantinople, King of Italy, thus motivating him to attack Odoacer. Theoderic invaded Italy in 489 and by August 490 had captured almost the entire peninsula, forcing Odoacer to take refuge in Ravenna. The city surrendered on 5 March 493. Theoderic invited Odoacer to a banquet of reconciliation and promptly killed him by, according to our sources, walking up to him at the banquet table, drawing his sword and cleaving his body in two, from collarbone to waist. And thus perished the man who showed mercy to Romulus.)

Conclusion

These two stories (just two from hundreds of similar events) give a good flavour of this long, beautifully written history, which can only be described as ‘entertaining’ if you find the relentless description of high-level power politics, military strategy, court intrigue and endless battles entertaining.

As it happens, I do – but I can also see how the inexorable saga of conspiracy, war and violent death on almost every page could put a lot of people off.

The Biggest Idea

In the 670s a Muslim fleet under the Caliph Muawiya laid siege to Constantinople and tried for five years to break into the city from the sea. They persisted despite repeated Greek counter-attacks which deployed the secret weapon known as Greek fire (a kind of napalm). After five long years of losses, the Caliph admitted defeat and ordered his fleet home (and the fleet was caught in a storm on the way, and further depleted). At the same time his land forces had been harassed by the so-called Mardaites, freebooting Christian marauders who spread south from Syria to wage a relentless guerrilla war against Muslim forces, as far south as Jerusalem. Demoralised by the combination of these setbacks, in 679 the Caliph accepted defeat and made terms with the Emperor Constantine IV, handing back the Aegean islands he had seized and agreeing to pay the emperor an annual tribute.

Thus, the Byzantine Emperor Constantine IV had halted the Muslim progress into Europe, the first real setback in the hitherto unstoppable spread of Muslim forces. It was a decisive moment, and in reward he received grateful thanks from many former enemies: the Khagan of the Avars, the Slav tribal leaders in the Balkans, the Lombard and Frankish princes of the West.

By holding the line at Constantinople Constantine IV ensured the Muslims would only be able to enter Europe via Spain, forcing them to stretch their lines of communication to breaking point along the whole north coast of Africa, then up across Iberia so that their progress via this route would be halted at the Battle of Poitiers in 732. These far-off and, to most people unknown, events had vast historical significance. As Norwich comments:

Had they captured Constantinople in the seventh century rather than the fifteenth, all Europe – and America – might be Muslim today. (p.325)
