A Terrible Beauty is Born by Ulick O’Connor (1975)

This is, in the old and best sense of the word, an amateur book. It is a highly personal perspective on the series of very famous events in Irish history. Ulick O’Connor had a long and successful life as a sportsman, lawyer, writer, poet, playwright, historian and biographer, summarised in his obituary:

As a sportsman he certainly excelled. As a lawyer I’ve no idea of his status. As a writer, apparently his biographies of Oliver St John Gogarty and Brendan Behan are still important. But he was definitely not a professional historian and it shows. This slim 180-page account of the leadup to and aftermath of the 1916 Easter Rising in Dublin is anecdotal and empassioned rather than detached and scholarly. It’s a handy enough introduction to the events, although there must be many far more rigorous and scholarly accounts.

And it seems to skip or gloss over complex details. Every time I looked up an aspect of the leadup to the rising on Wikipedia, I found it to be more complex and byzantine than O’Connor’s account. This appears to be a simplified and romanticised account.

What makes it stand out is O’Connor’s flashes of real anger against British imperial rule in Ireland and, in the later stages, the number of participants and eye-witnesses who O’Connor seems to have met and interviewed for this book and so quotes verbatim.

Introduction

Setting the personal tone of the book, it opens with O’Connor visiting the Public Records Office at Dublin Castle to see the file on his great-grandfather. This was Matthew Harris who fought in the Irish risings of 1848 and 1867 and became one of three members of the Supreme Council of the Fenians, who, even though he went on to be elected as an MP to Westminster, was in later life followed everywhere by detectives. O’Connor discovers his file is huge and could be compared to the Czarist authorities’ files on Lenin. So O’Connor is using his great-grandfather as an example of the huge amount of time and energy the British colonial system spent keeping tabs on anyone who spoke against it.

But the anecdote is also typical of O’Connor’s romanticising tendency: he is quick to say of his forebears, or of any notable Irishman he’s writing about, that tales were told of him round fireplaces and ballads sung in pubs. The heroes of his story are constantly being turned into tales and ballads sung wherever patriots assemble.

His name had passed into tradition so that as I grew up I heard him talked about with reverence. (p.8)

And it’s typical of O’Connor’s approach in a third way, in that he underpins it, not with scholarly documentary information or research, but with an anecdote told him by an eminent person. In this case it’s the novelist Liam O’Flaherty, who tells O’Connor that he remembered his father recalling Harris’s fiery speeches. And in another anecdote, a visitor to the West of Ireland tells O’Connor that the peasants still remembered his great-grandfather. This is how the book proceeds: by anecdotes about heroes.

And a fourth way in which the introduction sets the tone and approach is when O’Connor broadens out his theme to explain how the Irish patriots’ struggle for independence went on to inspire like-minded revolutionaries in Egypt, India and many other colonies of the British Empire, a point he repeats a number of times in the rest of the book.

Back to great-grandfather Harris: O’Connor tells us that in 1880 he was persuaded to moderate his beliefs enough to stand for Parliament. He was persuaded to do this by Charles Stewart Parnell whose strategy was to unite the three elements in Irish political life: the physical forcers, the Land league and the Parliamentary Party. It was Parnell’s great achievement to do this and make his parliamentary party into the deciding force in British politics.

1. Rise and fall of Charles Stewart Parnell

O’Connor steps back to give us the deep background: he says it was the Flight of the Earls in 1607 after defeat in battle which handed Ireland over to British control. His great-great-grandfather was alive at the time of the 1798 rebellion. His great-grandfather lived through the potato famine when up to a million died of starvation due to the incompetence of the British administration, and some 2 million emigrated, mostly to America.

In the four years after the famine, 58,000 families amounting to 316,000 people were evicted from their homes for non-payment of rent, saw their houses destroyed and were left destitute, living in caves or wooden huts or dying by the roadside.

In 1886, leader of the Liberal Party and Prime Minister William Ewart Gladstone introduced the first Home Rule Bill with a horrified description of the abject poverty found throughout rural Ireland.

At the turn of the century the British Empire was at its height. O’Connor quotes Louis Fischer, the biographer of Gandhi, as saying that imperialism is a sort of perpetual insult to the colonised and governed.

Charles Stewart Parnell was a Protestant, a member of the ‘Protestant ascendency’ born into a wealthy Anglo-Irish Protestant landowning family in County Wicklow in 1846. He was leader of the Home Rule League from 1880 to 1882, and then of the Irish Parliamentary Party from 1882 to 1891, by which time his party held the balance of power in the House of Commons.

In a typically family anecdote, O’Connor remembers his grandmother telling him how, as a small girl, she used to greet Parnell when he came to stay with her father in the west of Ireland. ‘She treasured the table on which he wrote his speeches as if it were the relic of one of her favourite saints’ (p.16).

She also taught O’Connor that it was incorrect to refer to the married woman Parnell had a ten-year affair with as ‘Kitty’ O’Shea, it should always be Mrs O’Shea. It is typical of the book that we see the whole Parnell tragedy through the eyes of an O’Connor family member.

What happened was when it looked likely the Liberals under Gladstone were going to win the 1892 general election and pass his Home Rule bill, some Tory leaders persuaded Captain O’Shea (who knew about his wife’s long-standing affair with Parnell) to divorce her, citing Parnell as the third party. As soon as this happened Gladstone, leading a party whose core was nonconformist, was forced to repudiate Parnell and withdraw his support for the Irish Party till it replaced its leader. Parnell refused to stand down and the furore split his party with the majority of its MPs, and all his senior colleagues, abandoning him to form a new party.

The following, much more recent, account suggests the train of events had more to do with Captain O’Shea’s greed than with scheming Tories. In this as everywhere else you can feel O’Connor’s 1) tendency to simplify the story and 2) burning animus against English rule.

The party split and Parnell went into exile in… England, dying the next year, 1891, of pneumonia, aged just 45. His body was brought back to Dublin. A crowd of some 200,000 watched the procession to Glasnevin Cemetery. Many people say a meteor (or shooting star as O’Connor puts it with characteristic romance) fall from the sky.

O’Connor quotes James Joyce’s famous quip about the Parnell ‘betrayal’ although, characteristically, he slightly misquotes him. Here’s the Joyce quote from his 1912 essay ‘The Shade of Parnell’:

In his final desperate appeal to his countrymen, he begged them not to throw him as a sop to the English wolves howling around them. It redounds to their honour that they did not fail this appeal. They did not throw him to the English wolves; they tore him to pieces themselves.

Joyce’s essay was written 21 years after Parnell’s fall and indicates how long-lasting the sense of failure and loss was, as described in vivid fictional form in 1) his short story ‘Ivy Day in the Committee Room’ and 2) the famous Christmas dinner argument scene in ‘A Portrait of the Artist as a Young Man’.

Rather than attempt a full historical perspective, O’Connor characteristically quotes the opinions of famous writers: Joyce, Dennis Ireland, W.B. Yeats, Sean O’Faolain, P.S. O’Hegarty, an old Sinn Fein writer who spoke to him. All the way through it’s these personal perspectives which O’Connor likes to give. And seeing as these writers or old-timers tend to romanticise and glamorise events, this contributes to the romanticising tendency of the whole book.

2. Celtic Revival

1884: foundation of the Gaelic Athletic Association: hurling, Gaelic football.

1893: Douglas Hyde, another son of the Protestant Ascendency, decided to set up the Gaelic League, an organisation to promote the Gaelic language, fast dying out in the cities but preserved among the peasantry. By 1906, over 3,000 branches.

An early convert was Lady Augusta Gregory, Anglo-Irish daughter of landed gentry (1852 to 1932). She was home schooled then married off to Sir William Henry Gregory, a widower with an estate at Coole Park, near Gort, in 1880. Sir William was 36 years older than her and had just retired from his position as Governor of Ceylon. He had a large house and estate at Coole Park which she, in the coming decades, turned into a major venue for nationalist writers. He also had a town house in London where she held literary soirées for leading figures of the time.

Throughout, O’Connor refers to the military element of the occupying power by the general term ‘the Garrison’.

Novelists George Moore and Edward Martyn were attracted to the Celtic Revival but it was the conversion of young William Butler Yeats which transformed things. Up till then he’d been writing fey pre-Raphaelite poetry under the influence of William Morris.

O’Connor fast forwards to the founding of the Abbey Theatre in 1904 and the renaissance of literary talent which constellated round it including J.M. Synge, James Stephens, George Russell A.E., Padraig Column, Katherine Tynan and more. O’Connor was to deal with the Celtic Revival separately in his 1984 group biography Celtic Dawn.

This all allows him to proceed by his favourite method which isn’t via documents or data, but by cherry-picking quotes from Famous Authors. On the upside, these are always chatty and anecdotal; on the downside, it’s the absence of any real historical context which gives the book its thin texture.

3. Portrait of turn-of-the-century Dublin

Parks, grand squares, the Season at the Castle, debutante balls. Population 400,000 with a small centre where it was easy to bump into people you knew (compare with London’s monstrous 6.5 million).

This leads him to Maud Gonne (1866 to 1953) ‘the most beautiful woman in Europe’ according to Wickham Stead, editor of the Times. Despite her claims she was of English descent on both sides but became a firebrand Irish revolutionary. Willie Yeats fell madly in love with her but she refused to become his lover.

In 1900, Gonne helped found Inghinidhe na hÉireann (Daughters of Ireland). Twenty-nine women attended the first meeting. They decided to ‘combat in every way English influence doing so much injury to the artistic taste and refinement of the Irish people’.

Lady Constance Gore-Booth (1868 to 1927) was an Irish revolutionary, nationalist, suffragist, and socialist, famous as the first woman elected to the UK Parliament (1918), though she did not take her seat. Born into Anglo-Irish aristocracy at Lissadell, she rejected her privileged background to fight for Irish independence, becoming a key figure in the 1916 Easter Rising. In 1900 she married Polish artist and playwright Casimir Dunin-Markievicz, and they styled themselves the Count and Countess = Constance Markievicz.

4. Arthur Griffith and Sinn Fein

Ireland was ruled by England from 1170. There was a short period of home rule from 1782 to 1800 which was put to an end by the 1800 Act of Union. Since 1800 nationalists had wanted to replace this foreign rule with home rule, some by constitutional means, some by violent uprising, as in 1848 and 1867.

In the early 1900s a journalist called Arthur Griffith came to prominence with a new strategy, passive resistance. In 1900 he founded the United Irishman which attracted top writers and became very influential.

Characteristically, O’Connor paints Griffith’s portrait by quoting other writers (Oliver St John Gogarty, James Joyce). Just as characteristically, he dwells on the way the short unprepossessing Griffith was madly in love with Gonne.

1903: Griffith starts publishing articles about how Hungary secured home rule within the Austro-Hungarian Empire under the Hungarian People’s Party led by Francis Deak. The next year he launched a political party to copy Deak’s strategy (the historical figure’s proper name appears to have been Ferenc Deák) – Sinn Fein, ‘Ourselves alone’.

Clause 14 of the Sinn Fein constitution: Non-recognition of the British Parliament. The plan was not just to abstain, but to set up a parallel Irish administration at all levels. However (in the book’s first mention of the Ulster problem) Griffith allowed for there to be a King of Ireland and a King of Britain.

Constance Markievicz joined Sinn Fein as did Maud Gonne.

Chapter 5. Roger Casement

Sir Roger Casement (1864 to 1916) worked for the British Foreign Office as a diplomat. He was honoured in 1905 for the Casement Report on the Congo Free State and knighted in 1911 for his investigations of human rights abuses in the rubber industry in Peru, sometimes credited as the ‘father of twentieth-century human rights investigations’.

Typically O’Connor conveys his importance by quoting writers – Joseph Conrad, who knew him in the Congo, and E.D. Morel who campaigned with Casement to end Belgium’s disgusting slave regime in the Belgian Congo (characteristically, the book incorrectly gives his initials as A.D.). See:

Resting in his native County Antrim, Casement heard about Griffith’s party and joined. He set out to learn Gaelic. He had seen imperialism at its most disgusting and had a shrewd feeling that Griffith’s strategy for freeing Ireland could work. He donated money to a school being run by a young Gaelic Leaguer called Eamon de Valera.

Chapter 6. The 1912 home rule bill

In 1910, though, the lead party was not Sinn Fein but the Irish Party led by Parnellite John Redmond. The Liberal Party returned to power in 1906 and, in order to pass its social legislation, needed the support of the Irish Party to pass its legislation neutering the House of Lords. In exchange its leader, Herbert Asquith, promised to sponsor another Irish Home Rule bill.

In March 1912, at a mass meeting in Dublin, Irish nationalists greeted the launch of an Irish Home Rule bill in Parliament but warned that if their hopes were dashed, Ireland would take arms.

 Chapter 7. Ulster

A quarter of the population of Ireland was Protestant, over a million living in the counties of Ulster. Two weeks after the Dublin nationalist meeting, a mass meeting was held in Ulster, with 100,000 men marching past Sir Edward Carson.

O’Connor analyses the Ulster Protestant as a typical colon in that his link to the imperial power gave him superiority. Even the poorest Protestant was, in a sense, superior to the richest Catholic. He compares them to the poor whites in the American South, persuaded of their racial superiority by their exploiters who thus kept the working class divided.

Carson had been Solicitor General in the Conservative government which fell in 1906 election. Next to him on the stand was Andrew Bonar Law, the Canadian-born new leader of the Conservative Party. In subsequent speeches Carson made it quite clear he was prepared to break the law and disobey officers of the Crown if home rule were passed.

In 1912 he and others set up the Solemn League and Covenant which was signed by hundreds of thousands (echoing the Covenants signed in Scotland during the civil wars).

Echoing Griffith, the Ulstermen set up their own provisional government. The Ulster Volunteer Force (UVF) was set up under a British Army general. F.E. Smith was a leading figure, who later became Attorney General of Britain.

In Britain, a British League for Ulster was set up and 120 MPs and 100 Lords joined it.

It became obvious that these Ulster refuseniks were the key issue in the Irish Question. Carson and the rest were openly declaring treason. Warrants were made out for their arrest, in Dublin but not issued. Prime Minister Asquith hoped Ulster resistance would die down.

Chapter 8. The Irish Volunteers

Mirroring the foundation of the Ulster Volunteers, in the south the Irish Volunteers were founded. It was founded by professor of Irish history Eoin MacNeill. Characteristically, O’Connor’s grandfather knew him. His mother told stories of going with her parents and MacNeill to the Aran Isles for the summer to learn Gaelic and come back with Gaelic-speaking nannies.

It was following an article about the Ulster volunteers, that MacNeill was approached to spearhead its southern equivalent. A committee of 30 was set up, including men from Redmond’s party. Roger Casement (returned from Peru) was made secretary.

By January 1914 there were 10,000 volunteers, by September 180,000.

Chapter 9. The Irish Republican Brotherhood (IRB)

Clann na Gael based in New York, run by old Feinian John Devoy. In 1907 he sent Thomas Clarke to Dublin to recruit for the IRB. Willie Yeats joined. And working class Catholic Sean O’Casey. They looked up to intellect and culture.

The (underground) IRB carefully infiltrated its members into the (aboveground) Irish Volunteers.

Chapter 10. The Citizen Army

In chapter 3 O’Connor gave us a very brief sense of upper class life in Dublin. This chapter emphasises the poverty. Dublin had the highest death rate of any city in Europe. The Irish Times compared living conditions of the poor to Dante’s Inferno.

August to Christmas 1913 Dublin saw a massive general strike, led by Jim Larkin (orator and journalist) and James Connolly (brilliant analyst who applied Marxist theory to Ireland, founder of the Irish Socialist Republican Party). He left for the States, then returned to become General Secretary of Larkin’s Transport Union.

The outcome of the long bitter violent general strike wasn’t concessions from the employers, but the creation of a Citizen Army which proceeded to arm itself. It came into being in November 1913 with a constitution drawn up by Sean O’Casey, who became its secretary and later wrote its history.

The Army Commander was Captain Jack White who had distinguished himself in the Boer War. He received a telegram of praise from Roger Casement.

Chapter 11. Guns for the Ulster Volunteers

In March 1914 a huge consignment of arms and ammunition arrived at Ulster to be distributed to the Ulster Volunteers. O’Connor describes how hundreds of cars owned by the landed gentry were parked along the route at night to light the lorries away from the port. Reading this, I was impressed by the commitment and organisation of these people, always painted as the baddies. I went looking for books about the Ulster Volunteers and only found two. History is written by the winners.

Its arrival triggered similar thoughts in the Irish Volunteers who arranged for Roger Casement. In July a yacht left Hamburg carrying 10,000 rifles. They docked at Howth, were met by Irish Volunteers, who marched with them back into Dublin.

Chapter 12. The Curragh Mutiny, then war

In March 1914 General Sir Arthur Paget, commander of British forces in Ireland, ordering to send detachments to protect depots in the north from raids by the Ulster Volunteers, firing on them if necessary. 60 officers and the leader of the 3rd cavalry brigade refused. This was regarded as a mutiny and rocked the British Army.

What it seemed to show everyone was that the British government would back down when faced with the threat of force. This triggers amusingly emotional rhetoric in O’Connor: ‘sordid intrigue… devious charade… ‘

O’Connor is quick to say in this rebellion of part of the Establishment against another, this splinter was the crack that foreshadowed the end of empire in violent independence movements around the world.

The Home Rule bill passed through the Commons in May 1914 and was scheduled to become law in September 1914. But in August the Great War broke out and all domestic legislation was suspended.

When war broke out, John Redmond, leader of the Irish Party which held the balance of power in the Commons, and with a force of some 180,000 trained men at his disposal, could have bargained with the Liberal government and witheld his support until the government absolutely promised to enact the bill. If an Irish government had been set up in Dublin, albeit with limited powers and still under ultimate British control, it is unlikely there would have been any Easter Rising.

But he didn’t. Without consulting his party he stood in the House of Commons and pledged the support of the entire nation of Ireland to the British in their time of need. This made the Irish immensely popular, even with the Conservative right, but at a stroke he handed over his trump card and had nothing left to bargain with.

The bill was placed on the statute book but only to come into force after the war. That was the rub. That was the cause.

Recruits flocked to volunteer. Some 300,000 Irish fought for the Empire, 40,000 of them were killed. But after the first flush of enthusiasm, many Irish found it difficult to win commissions in Irish regiments. The British Army establishment preferred Irish regiments to be officered by loyal British Protestant officers.

Chapter 13. Padraig Pearse and the military council

September 1914 the leadership of the Irish Republican Brotherhood decided that a nationalist uprising would take place before the war ended and began making plans.

James Connolly opposed the war from a Marxist point of view, as empires fighting over resources and markets.

Snapshots of: Padraig Pearse, at this point teaching at St Enda’s school; Thomas MacDonagh, English lecturer at the National University; Joseph Plunkett, poet and editor of the Irish Review. All three are members of the military council of the IRB. They didn’t expect a rising to defeat the British. They expected it to create an independent republic long enough for its case to be made at the conferences which would end the war. More poetically, the felt that they would revive the soul of their nation.

In March 1916 Clann na Gael contacted him to say they would be sending 20,000 rifles and 10 million rounds.

Meanwhile James Connolly, the socialist trade unionist, independent of the IRB, had concluded that an armed uprising was necessary, using his citizen army. Fearful lest the plans clash, the military council invited Connolly to a meeting in January 1916. He was delighted to hear the news from Joseph Plunkett and both sides agreed the uprising would happen at Easter 1916.

Chapter 14. The Easter Rising

Eoin MacNeill interferes MacNeill was the commander-in-chief of the Irish Volunteers but he was deliberately kept out of the loop by the IRB military council. Only on Good Friday did he learn about plans for an uprising on Monday. He strongly disapproved and went to St Enda’s to see Pearse. Pearse persuaded him plans were too far advanced and also a shipment of arms was arriving from Germany so MacNeill acquiesced.

But late on Saturday morning, he learned the arms shipment had been intercepted. Feeling he’d been fooled, MacNeill took out an advert in the Sunday papers telling his volunteers their traditional Easter weekend training manoeuvres were cancelled. Many read this and stayed at home. When the news of the uprising spread on Monday they weren’t ready. Pearse’s response was to send out envoys to Volunteer groups around the country and tell them to carry on, but the damage was done. On the Monday, most Volunteer groups did not rise along with Dublin. If they had the British Army would have been spread very thin. Instead they were able to concentrate their firepower in Dublin and end the uprising after a week (p.84).

O’Connor tells us that his grandfather knew MacNeill and once told him he wasn’t a bad man. Hard to see how he doesn’t come out of this as the fall guy.

The uprising began at 12 noon on Monday 24 April 1916 and continued for 6 days. At 11 Pearse and Connolly marched their men from Liberty Hall over to the poorly defended Post Office and seized it. Pearse stood between the huge Greek columns and read out a declaration of independence. O’Connor gives a good enough account but I’m not sure it’s worth my summarising his summary. Instead here’s the Wikipedia article:

Chapter 15. The uprising continues

The British put Brigadier Lowe in charge of suppressing the uprising. He brought a gunboat up the river which bombarded Liberty Hall then the GPO. Houses on both sides were set on fire. Eight or so other buildings had been seized so sporadic sniping and shelling took place round those, too.

The weirdest thing about it was the way most Dubliners strolled around watching it take place. O’Connor quotes the usual suspects, Gogarty, James Stephens, George Moore, Sean O’Casey, strolling round the city, listening to the shellfire, observing other citizens going about their business.

Chapter 16. The uprising ends; the executions

On Friday 28 April 1916 General Maxwell arrived and began investing the key sites in a rigorous way. At 2.30pm the next day, Saturday 29 April, Pearse surrendered to General Lowe.

Four days later the executions began. Sixteen rebel leaders were shot:

Signatories of the Proclamation of Independence: Patrick Pearse, Tom Clarke, Thomas MacDonagh, Joseph Plunkett, Sean Mac Diarmada, Éamonn Ceannt, and James Connolly.

Other leaders: Willie Pearse (brother of Patrick), Edward Daly, Michael O’Hanrahan, John MacBride, Seán Heuston, Con Colbert, and Michael Mallin.

MacBride was husband to Maud Gonne, the dazzling beauty who bewitched Willie Yeats.

Remember dashing Lady Constance Markievicz? She had been deputy of the troop which held Stephen’s Green then pulled back to the College of Surgeons. She was sentenced to death, too, which was commuted to life imprisonment as she was a woman. In fact she was released after less than a year when the British government offered a general amnesty.

About 1,350 people were killed or wounded, mostly civilians. The centre of Dublin had been gutted. The general population was furious with the rebels. Elsewhere life went on as normal with business carried out while the middle classes played golf and tennis.

Chapter 17. Poetic reactions

Characteristically, O’Connor summarises the aftermath by quoting the usual suspects: W.B. Yeats, George Russell, James Stephens, Lady Gregory, Tom Kettle.

He has a romantic notion of poets, that they are the first to notice the changes in a nation’s soul, that these poets grasped the rising’s significance way before the silly politicians.

Chapter 18. Roger Casement

In the last few years before the war Casement developed a pathological hatred of Britain’s rule in Ireland. Just before the Great War broke out he went to New York to work with Clann na Gael. In December 1914 he persuaded its leader, John Devoy, to Germany, as an envoy from independent Ireland and to secure arms. In fact Casement spent two weary years getting nowhere, and eventually asked to be returned to Ireland (with no guns). The Germans laid on a submarine which took him to the south coast but due to a SNAFU in the arrangements he was put into a canvas boat with two others, while the U-boat departed. The canvas boat overturned in high seas and Casement barely made it ashore. he staggered to the nearest house where he was resting when he was arrested by the local bobby, sent to Dublin and then to the Tower of London.

Chapter 19. The trial of Roger Casement

O’Connor was a practicing lawyer and so gives a brief but vivid account of Casement’s trial. As usual, a trial had nothing to do with ‘justice’ but entirely practical wrangles and politicking. Casement’s defence lawyer, Serjeant Sullivan, had himself recruited in Ireland for the British Army i.e was on the opposite side of the political cause. (O’Connor remembers seeing the 90-something old lawyer still beetling around the Dublin Inns of Court when your man was just a young barrister.)

Not just that, but the prosecuting counsel was F.E. Smith who had been active in the setting up of the Ulster Volunteers back in 1912 i.e. was extremely anti-Casement’s independence position and also, as O’Connor emphasises, arguably more guilty of treason than Casement.

The case revolved round the accusation that casement tried to recruit Irish prisoners of war held in Germany to join the German Army and fight against Britain. The defence argued that the treason act only applied to activities here in England, and Casement’s activities had taken place abroad.

Throughout the trial the authorities made available to the police, lawyers and senior figures in the Establishment the so-called black diaries in which Casement appeared to describe his personal homosexual activities in great detail. For a long time these were thought to be fakes but in the 1990s were apparently confirmed as true.

Poor Casement, a hero of international human rights, a principled nationalist and patriot, he was found guilty and hanged on 3 August 1916. He made a condemned man’s speech from the dock. O’Connor points out that so many Irish patriots did this that it is virtually a literary genre in itself. He made the point that the creation of the Ulster Volunteers created the atmosphere of violence, and the Curragh Mutiny in effect condoned disobedience to the Crown (although all that was fine if you were on the Protestant side).

(True to his recurring attempts to portray the rising as the having international impacts on other freedom struggles of other imperial colonies, O’Connor claims that Casement’s speech had a profound impact on the young Pandit Nehru.)

With the end of the Casement trial we reach the en of the build-up to and events of, the Easter Rising, on page 114 of this 180-page book. The rest of O’Connor’s book describes events over the next 4 years, the rise of Sinn Fein, the success of Arthur Griffith’s abstentionist policy, the granting of home rule and then the bitter civil war of 1921 to ’22.

Chapter 20. Sinn Fein

Some 3,000 people were interned after the rising. Over the next 12 months they were released in batches. By June 1917 the public mood had changed to become more sympathetic to the rising leaders who were coming to be seen as martyrs. In by-elections that year, Sinn Fein candidates won but refused to take their seats in the London Parliament, a tradition which continues to this day.

Eamon de Valera was the only commander who wasn’t executed. Upon release he contested a by-election and defeated the Irish Party candidate. Sinn Fein was replacing Redmond’s party.

Thomas Ashe, president of the IRB, went on hunger strike in prison. When he died, Michael Collins, who’d been released from internment at Christmas 1916, decided to organise a vast funeral for him. Characteristically, O’Connor tells us Sean O’Casey wrote a ballad requiem for Ashe, and quotes a hymn by Ashe himself.

Chapter 21. Conscription and the Dail

Most Irish still favoured the constitutional party of John Redmond and expected the home rule bill, which was on the statute books, to be implemented as soon as the war ended.

Then in spring 1918 the British made the latest in a long line of blunders when the Army Chiefs of Staff prevailed on Lloyd George to pass an act compelling the conscription of all able-bodied men in Ireland into the British Army. Not only Sinn Fein and the Irish Party but the Catholic party opposed it, though O’Connor skips completely over its implementation. He quotes A.J.P. Taylor as saying it was the decisive moment in Ireland’s seceding from the Union.

In the December 1918 general election the Irish Party was obliterated by Sinn Fein, winning just 6 seats to the nationalists’ 73. John Redmond had died in March.

The Sinn Fein MPs promptly set up their own government in the Mansion House in Dublin and called it the Dail. No fewer than 36 of the 73 MPs were in British prisons. A Declaration of Independence was read out.

Three delegates were chosen to attend the Peace Conference in Versailles. In April 1919 a President was elected and a Cabinet chosen. Griffith stood down in favour of de Valera who was beginning to acquire charisma and status, although the latter was in prison in England. Republican courts of justice were set up in the counties of Ireland and slowly these began to replace the British institutions.

When physical force was used later, it was important that the Volunteers and others derived genuine legitimacy by acting as the Army of an elected government rather than a paramilitary force.

Michael Collins, who was becoming chief fixer, organised the escape of de Valera from Lincoln prison.

Chapter 22.

The British banned the Dail and set about arresting nationalists. The cabinet ministers went into hiding. Collins had been made Director of Intelligence. Now he turned out to be a spymaster and guerrilla organiser of genius. O’Connor makes his recurring point that the strategy Collins developed went on to be copied by independence movements around the globe.

Collins knew they couldn’t fight the British soldier for soldier. But imperial rule rested on a network of spies and he could kill these spies. He got his own men on the inside of Dublin Castle and access to government files. He drew up lists of informers, and then he created a cadre of cold-hearted killers who began a campaign of targets assassinations starting in July 1919.

I noted that O’Connor mentioned when he had personal connections with various figures in the story. Now these become more frequent. He appears to have interviewed quite a few of these informers and assassins (Bill Stapleton, Joe Dolan) who give him vivid descriptions of actual assassinations they took part in.

The squad operated out of a decorators’ shop in Abbey Street. It’s difficult to credit, hard to believe, that this gang of assassins operated just a few minutes’ walk from Dublin Castle, the centre of the British police effort. How?

Chapter 23. The IRA in the countryside

At some point the Irish Volunteers morphed into the Irish Republican Army although, apparently, it’s difficult to pinpoint exactly when. O’Connor describes the spread of volunteers through towns around Ireland. Often these were dominated by Big Houses and/or British Army barracks, along with schools, Protestant churches and so on.

As so often, the authorities found it difficult to deal with an enemy which was part of the local population, appeared suddenly to assassinate someone or blow something up, then melted back into the general population. Also they knew the country better than the occupier, and where to hide out.

The strategy of ambushing British Army troops, convoys and so on, sometimes throwing grenades, sometimes mining roads, followed by rifle fusillades. The Brits called it ‘ditch murder’, but in his internationalist mode. O’ Connor points out how it went on to be copied by Mao Tse Tung, Tito, General Guap, Che Guevara and many others (p.140).

These attacks continued through 1920, with sometimes large-scaled engagements leaving 10 to 20 British soldiers dead. It was a real guerrilla war On Easter Sunday 1920 these flying squads set fire to 100 Inland Revenue buildings and 350 empty police stations.

Inevitably the British retaliated with a heavy hand. If a police station was attacked, neighbouring houses were to be burned down. Hunger strikers were to be helped to die. This not only embittered local populations but led to widespread resignations by Irishmen from the Royal Irish Constabulary.

Chapter 24. The Black and Tans

Many servicemen demobilised after the Great War were still unemployed. The British government launched a recruitment drive and many signed up to go and serve in Ireland. There was a shortage of uniforms so they were given dark green tunics and khaki trousers. So the locals nicknamed the Black and Tans. The first arrived in Ireland in March 1920. A few months later they were joined by Auxiliaries, ex-Army officers paid £7 a week. They were given licence to embark on savage, undisciplined reprisals .

Every media outlet was soon condemning their activities which came to be described as a terror campaign. They arrived in force in a town, made all the inhabitants assemble in the street, humiliated and beat them, set some houses on fire, occasionally bayoneted or shot anyone who resisted, then drove off leaving generations of bitterness behind them. Stupid stupid stupid.

The worst burning was in Cork where the Black and Tans went berserk, burning down key buildings including the City Hall. For weeks after they suspended burned corks from their hats. Who authorised this? Whose bright idea was this?

O’Connor gives a particular anecdote. On 15 December 1920 Canon Magnar of Dunmanway County Cork was in the street talking to a man. A lorryload of Auxies drew up, some jumped out, and shot the man dead. When the Canon protested, he was shot dead too.

O’Connor notes how they often destroyed local dairies and creameries in an effort to destroy local economies, prompting a letter of protest from AE who had spent many years setting up dairy co-operatives precisely to support locals. O’Connor quotes Yeats’ poem Nineteen nineteen:

Now days are dragon-ridden, the nightmare
Rides upon sleep: a drunken soldiery
Can leave the mother, murdered at her door,
To crawl in her own blood, and go scot-free;
The night can sweat with terror as before
We pieced our thoughts into philosophy,
And planned to bring the world under a rule,
Who are but weasels fighting in a hole.

Chapter 25. de Valera

Back in June 1919 de Valera was smuggled onto a ship to New York. Here he held press conferences as the spokesman of the new (not yet existent) republic. New York, Boston, Chicago, San Francisco, he spread the word in a calm and dignified manner, boosting his own profile in the process. He took a financier with him and together they raised over a million dollars by the time he returned in January 1921.

Meanwhile the Dail continued to set up an alternative governance infrastructure with land courts, district courts etc, complete with lawyers and judges. People stopped using the British courts and used the nationalist ones. O’Connor quotes landowners and senior figures praising the new regime for its fairness and efficiency.

As usual, O’Connor internationalises it to say that just these tactics would be used in other colonies under the phrase ‘civil disobedience’ (p.152).

Chapter 26. Michael Collins

By the autumn of 1920 Dublin was under curfew. Lorries of soldiers patrolled the streets, with wire netting so grenades thrown at them bounced off. Houses were subject to random searches and maybe burning by the Black and Tans and citizens hauled off to prison. A police state. Officials and Auxies were assassinated in the streets. The press had uniformly turned against the government.

Meanwhile Michael Collins held four portfolios within the unofficial government and maintained an intricate network of spies, informers and assassination squads. He kept scrupulous records and accounts which O’Connor has perused.

The government put a bounty of £10,000 on his head but, incredibly, he remained not only at liberty but calmly cycled around central Dublin between his various offices. One of Collins’s key spies in Dublin Castle, Eamonn Broy, personally told O’Connor of some of his escapades with Collins.

O’Connor gives a brief impressionistic pen portrait, admiring Collins’s meticulous way with figures and accounting, his head rammed with facts and details which helped him make intelligence connections, his absolute cold-bloodedness when it came to assassinations, his courage in facing out numerous dicey situations and, alongside, what O’Connor sees as a typically Irish strain of romantic patriotism (he spends a page attributing the same thing to Casement, earlier).

Chapter 27. Martyrs

25 October 1920 Terence MacSwiney, Lord Mayor of Cork, died after a prolonged hunger strike in Brixton Prison. His lingering death was given international coverage, along with his claims for Irish freedom. He had actually written a play about a nationalist hunger striker but here, as elsewhere, O’Connor says the British authorities didn’t pay enough attention to Irish poetry, plays and literature. Here’s just one example of O’Connor’s personal and ripe prose style.

As with the death of Thomas Ashe, a shudder ran through the Nation’s being. (p.160)

If you wanted objective history, O’Connor is not your man. Facts yes, but also plenty of melodrama, passion, bitterness and romanticisation, along with quite a few personal confidences from eye witnesses, that’s what this brief book provides.

On 1 November good looking, 18-year-old medical student Keven Barry was hanged for his involvement in an ambush in which a British soldier was killed. According to O’Connor his name became a symbol around the world, and:

There are few places in the English-speaking world where ‘Keven Barry’ is not sung. (p.162)

I’d never heard of it till I read this book. 1) Times change 2) it’s a typical example of O’Connor’s chauvinism, which I use to mean ‘excessive or prejudiced support for one’s own cause or group’, which crops up throughout the book. I don’t really mean that in a bad sense – just to mean that he is very strongly biased indeed.

Yeats had been booked to debate at the Oxford Union and apparently walked up and down the central aisle railing against the British government’s stupidity and mismanagement. A.E. lobbied Lord Northcliffe to get his American newspapers to print opinion pieces decrying British atrocities in Ireland. What with this and de Valera and their own anti-British history, American opinion swung behind the nationalists. It played an important part in negotiations between Britain and Ireland as it was to do for the rest of the century.

O’Connor quotes a very effective letter from Yeats to the Times saying the British spent the entire Great War railing against Germany’s atrocities against civilians in Belgium and philistine burning of cultural centres and now they were doing exactly the same in Ireland.

Chapter 28. The Cairo gang

Set up by Sir Henry Wilson in autumn 1920 to identify and assassinate all key Sinn Fein and IRA personnel. In one night one of these death squads murdered the current and former Lord Mayor of Limerick. The latter was Alderman George Clancy who had been a close friend of James Joyce and appears in ‘A Portrait of the Artist as a Young Man’ as Davin, the peasant nationalist.

Collins used his intelligence network to identify members of the Cairo gang. O’Connor spoke with General Richard Mulcahy, Chief of Staff of the IRA, who is forthright about the need to destroy the death squads. So after much planning, Collins launched Black Sunday, when his death squads assassinated their death squads. 9am on the morning of 21 November 1920. A total of 14 British spies were executed.

O’Connor gives several pages detailed descriptions of men kicking in doors, shooting unarmed men in the back, as they nipped out of windows, taking them to a cellar and shooting them in the side of the head, the British torturing captives.

Lieutenant Aimes and Bennet were pulled out of bed by a group of armed men, placed standing together, both were then shot.

Some of the men refused to come out and were shot in bed. Others came to the door and were shot as they opened it. Two agents were shot on the landing, the stairs were covered in blood.

Flanagan took four Englishmen down to the cellar and after asking their names, shot them in the side of the head.

[Ordered to track down an Irishman identified as a snitch, Bill Stapleton tells O’Connor] We found him in a pub, a big burly man. He blustered at first: then we took him out and shot him.

O’Connor and other nationalists see this as the price of freedom. I see it as the inevitable outcome of the ethnic nationalist way of thinking. Compare the similar accounts I’ve summarised of the civil wars in Yugoslavia or the chaos in Iraq: perfectly decent educated men convinced that in order to make a better world they have to torture and execute other unarmed men, sometimes women, and burn their houses down.

In retaliation for the Bloody Sunday assassinations, later the same day a detachment of Black and Tans drove to Croke Park Sports ground where a Gaelic football match was in progress. They set up a machine gun and started firing into the panic-stricken crowd. A drunk Black and Tan lined up both teams and was going to execute them all until a sober regular British Army officer intervened.

And there are people who still insist that humanity is a rational creature.

O’Connor suggests Bloody Sunday was the day British rule broke in Ireland, although I thought he said the same about the introduction of conscription in 1917. Maybe it broke repeatedly. As I’ve said, O’Connor links Ireland to the independence struggles of other British colonies.

Not only was Bloody Sunday to mark the end of Britain’s rule in the greater part of Ireland, it was to be the beginning of the break-up of British rule throughout the Empire.

In Kenya, in Cyprus, in Egypt, Palestine and Burma, for the next forty years, guerrilla leaders were to claim Collins as their prototype and adapt the strategy he had designed for evacuating the colonial power. (p.175)

What beggars belief is that Collins organised the funeral of his friend Dick McKee who the British had tortured to death to get information about Collins’s operation, and attended the funeral in person, even though the entire British operation in Ireland was obsessed with finding and arresting him. How was that possible?

Epilogue

The last four pages of O’Connor’s book give a very brisk account of the peace talks which led to the Treaty and then the intense civil war between pro and anti-treaty Irish forces which followed, in which Collins himself (pro-treaty) was killed by anti-treaty forces.

He jumps to January 1922 when the British flag was taken down over Dublin Castle and the last troops marched down to the quay to take ship back to England. Negotiations had taken place from September to December 1921 and a treaty signed with the Dail in January 1922. The 6 northern counties were excluded although everyone expected them to join the Irish Free State within a few years. Civil war broke out between pro and anti treaty nationalists and lasted till May 1922. Griffith died of a stroke. W.T. Cosgrave became the independent nation’s first president.

A Senate was formed which at Griffith’s suggestion reached out to specifically invite the Protestant landed gentry. The new nation had to include everyone. W.B. Yeats was nominated and given the job of designing the states new coinage.

1927: De Valera had been anti the treaty but in 1927 was persuaded to attend the Dail.

1932: Five years later the party he created, known as Fianna Fail, won the 1932 general election.

1937: De Valera set about removing the last vestiges of British rule, in 1937 passing a new constitution.

1938: De Valera persuaded the British government to evacuate its three treaty ports.

1939-45: Thus cleansed of British presence it was easy for the Irish Free State to maintain independence in the war against Nazi Germany. So many Irishmen had died defending the Empire which treated them so poorly in 1914-18.

1948: Fianna Fail lost the general election but the new coalition government promptly removed Ireland from the Commonwealth. Non serviam.

In a throwaway last page, he says the tragic legacy of Northern Ireland was a result of Carson and his ilk refusing to accept the home rule movement and being prepared to go to war to preserve their economic and social status. If only they had thrown in their lot with the nationalists, together they could have forced the British government to give independence 1) much earlier and 2) on more inclusive terms to include the Ulster Protestants. Instead they insisted on holing up in their ghetto which, at the time of O’Connor’s writing (1975) was in chaos.

Thoughts

England’s crimes

It goes without saying that it makes me ashamed to be English to read (yet again) the litany of exploitation, repression, spying, corruption and naked violence with which the English mismanaged Ireland for centuries. But a few other thoughts as well:

History is written by the winners

They say history is written by the victors. The irony here is that the victors were the Irish nationalists who won their free state, with the result that thousands of books, papers, presentations, school syllabuses, TV series and movies have been made about Ireland’s heroic struggle for independence, and not least the dramatic events surrounding the Easter Rising. Supported by latterday English progressives, in the same way that we English now retrospectively (and safely) root for the independence movements in India, Kenya and scores of other places, taking a masochistic pleasure in seeing our own men shot and blown up and our own government covered in ignominy.

What about the losers? With no motive except idle curiosity I went looking to see if there are any books about the Ulster Volunteers and discovered there appear to be just three in print: Carson’s Army, a boringly specialised one about the precise configuration, training etc of the UVF; Friends in High Places; and Ulster will Fight, a series of three books which are prohibitively expensive and aren’t stocked by my London library. Of accounts of the Easter Rising and the long centuries of struggle behind it, there will be no end, as a proud nation promotes itself and mythologisers line up to retell the romantic story. Of the much less glamorous but in its way just as important obstinacy of the Ulster Protestants, very little. They’ll always be the ugly sisters in the fairy tale.

(An impression confirmed by contemporary historian Charles Townshend in his recent book ‘The Partition’ (2021) where he mentions ‘the dearth of significant historical studies of Ulster, certainly in comparison with the plethora of nationalist histories of Ireland (p.265).)

Nationalism

As I’ve read my way across the history of the nineteenth century I’ve come to think of nationalism as a mental virus, like something out of a zombie movie. It spreads across entire nations converting everyone to the belief that they must be ‘free’, no matter how much pain is caused and blood is shed in the process. The problem is that forging a nationalist identity almost instantly requires identifying the enemies within, the protestants or Jews or Roma or Muslims who are tainting ‘the purity of the Nation’.

Nationalism gave birth to the utter catastrophes of the 20th century, to the Great War and the collapse of empires which followed it, and led to the rise of fascism and its turbo-charged mission to liquidate the enemies of the People, all of which led up to the catastrophic Second World War.

The fever of nationalism spread far and wide as scores of imperial colonies fought for their freedom and independence: Israel, the partition of India, the long struggles in Algeria or Malaya or Kenya or Vietnam to name obvious ones.

In the 1970s the struggle of self-defined communities to be free led to ruinous civil wars in Cyprus and Lebanon and countless African nations.

And then after the long freeze of the Cold War, ethnic nationalism led to disasters in Rwanda and the Yugoslav civil wars. Then in this century the rise of ISIS in post-war Iraq, the Arab Spring which led to the ruinous Syrian civil war, and now here we are in 2026 with bloody rebellion in Iran, Israel’s brutal suppression of Palestine, the triumph of the Taliban in Afghanistan and the resurgence of ISIS in Syria. My barbers in south London are all Iraqi Kurds. For as long as I’ve been getting my hair cut there I’ve listened to them giving me the latest on their small nation’s struggle to be free.

Everywhere peoples conceiving of themselves as a nation which needs to be free, or needs to expel the enemy within (as in contemporary Myanmar needs to eliminate its Muslim Rohynga minority). There has been no end of young nationalist zealots who are prepared to die for the Fatherland and take quite a few people along with them.

Irish independence was no doubt a righteous cause, the repressive and incompetent rule of the pompous British needed to be overthrown, and the Irish patriots’ struggle for freedom is no doubt inspiring when viewed from the patriotic angle.

But read now, in 2026, after a century of any-level-of-violence-is-justified-to-free-my-people nationalism, and the hecatombs of atrocities it has inspired, a big part of my response to all of these stories is a shiver of horror at humanity’s utter inability to manage itself.

Now more than ever, Stephen Dedalus’s cry, ‘History is a nightmare from which I am trying to awake’, rings true.

Blood and Belonging: Journeys into the New Nationalism by Michael Ignatieff (1994) – 1

This is an outstanding book, bubbling over with ideas and insights on a subject which is as relevant today as when it was written back in the early 1990s. It’s actually the book of a BBC TV series. In 1993 Ignatieff and his five-man TV crew travelled to Croatia and Serbia, to recently reunified Germany, to Ukraine, Quebec, Kurdistan and Northern Ireland, to see at first hand what was already being heralded as the rise of a new kind of virulent nationalism following the end of Cold War and fall of the Soviet Union.

The text he’s produced is the extreme opposite of the two books of journalism about the Rwandan genocide which I’ve just reviewed, We Wish to Inform You That Tomorrow We Will Be Killed With Our Families: Stories from Rwanda by Philip Gourevitch (1998) and Season of Blood: A Rwandan Journey by Fergal Keane (1995).

What irritated me about those books was that the authors had travelled widely and had unparalleled access to loads of eye-witnesses and key officials and yet were incapable of coming up with a single useful idea about what they had seen. The best Gourevitch could manage was repeatedly citing the Bible story of Cain and Abel and the best Keane could come up with at the very end of his book was the pathetic injunction ‘that we do not forget’ (p.191).

This is because they are journalists, paid to get to the trouble zone, report what they see, what people say, and leave it that. The lack of intellectual content worth the name explains why I find books by even eminent journalists like John Simpson or Robert Fisk disappointingly empty of ideas.

By contrast, Ignatieff is a trained historian and political scientist, who has held a dazzling array of positions at academic institutions around the world – including a PhD from Harvard and a senior research fellowship at Cambridge – before his writing and teaching became more involved with political theory, international law and human rights.

The result is that this book, although essentially a collection of travelogues and interviews just like Gourevitch and Keane’s, overflows with brilliant, invaluable insights into the origins and nature of the chaotic new nationalism and ethnic conflicts which followed the collapse of the Soviet Union and the end of the imperial duopoly which had run the world from 1945 to 1991 (otherwise known as the Cold War).

Right at the start of the book, Ignatieff takes all he’s learned on his journeys and boils it down into a set of principles and insights which are laid out in his ten-page introduction. I think these ten pages are among the most intelligent things I’ve ever read on any subject. Here’s a summary.

Blood and Belonging

As it passes beyond a UN-held checkpoint in Pakrac between Serb- and Croat-held territory in the former Yugoslavia, the crew’s van is stopped by drunk Serbian paramilitaries who insist they are spies because they saw them talking to Croatians. They are about to hijack the van and drive it off who knows where, maybe to shoot them all, when one of the UN soldiers intervenes, talks the drunk Serbs out of the van, and lets them drive on their way.

This was the moment in my journeys in search of the new nationalism when I began to understand what the new world order actually looks like: paramilitaries, drunk on plum brandy and ethnic paranoia, trading shots with each other across a wasteland; a checkpoint between them, placed there by something loftily called ‘the international community’, but actually manned by just two anxious adolescents… (p.2)

When the Berlin Wall came down Ignatieff, like other cosmopolitan liberals of his type, thought it heralded a new era of freedom and justice. This is because (as I keep banging on) Ignatieff and his class do not realise what a tiny, tiny fraction of the world’s population they represent – highly privileged, affluent, super-well-educated, international liberals gaily flying around a world mostly inhabited by resentful peasantries crushed by poverty and trapped in failing states.

He says the Cold War was really an extension of the era of European imperialism but in which the world was ruled not by half a dozen European nations but by America or Russia. Cold War terror i.e. the fear of nuclear armageddon, produced peace and stability, of a sort. The fall of the Berlin wall signalled the end of this final phase of Western imperialism. But it wasn’t followed by a blossoming of civic nationalism of the sort Ignatieff and his fellow liberals hoped for (‘with blithe lightness of mind’), for the very simple reason that most people are not sensitive liberal playwrights like Vaclav Havel.

What has succeeded the last age of empire is a new age of violence. The key narrative of the new world order is the disintegration of nation states into ethnic civil war; the key architects of that order are warlords; and the key language of our age is ethnic nationalism. (p.2)

Three levels of nationalism

As a political doctrine, nationalism is the belief that the world’s people are divided into nations, and that each of these nations has the right of self-determination, either as self-governing units within existing nation states or as nation states of their own.

As a cultural ideal, nationalism is the claim that while men and women have many identities, it is the nation which provides them with their primary form of belonging.

As a moral ideal, nationalism is an ethic of heroic sacrifice, justifying the use of violence in the defence of one’s nation against enemies, internal or external. (p.3)

In the contexts Ignatieff is looking at, nationalism is about violence.

Nationalism is centrally concerned to define the conditions under which force or violence is justified in a people’s defence, when their right of self-determination is threatened or denied. Self-determination here may mean either democratic self-rule or the exercise of cultural autonomy, depending on whether the national group in question believes it can achieve its goals within the framework of an existing state or seeks a state of its own. (p.3)

Civic nationalism versus ethnic nationalism

Nationalisms talk a lot about ‘the people’ and sometimes invoke ideas of ‘democracy’ but this is deceptive, since ‘the people’ often turns out not to include a lot of the people who live in a particular area, in fact the exact opposite, it turns out that ‘the people’ refers to a restricted and highly defined set. To clarify this, Ignatieff defines another two types of nationalism.

Civic nationalism maintains that the nation should be composed of all those – regardless of race, colour, creed, gender, language or ethnicity – who subscribe to the nation’s political creed. This nationalism is called civic because it envisages the nation as a community of equal, rights-bearing citizens, united in patriotic attachment to a shared set of political practices and values. This nationalism is necessarily democratic because it vests sovereignty in all of the people. (p.4)

Ignatieff says this concept of civic nationalism was pioneered in Great Britain which by the mid-eighteenth century consisted of a nation state united by a civic and not an ethnic definition of belonging i.e. shared attachment to certain institutions: the Crown, Parliament, the rule of law.

Admittedly this was a civic model restricted to white, (straight) male landowners. The history of nations characterised by this kind of civic nationalism, such as the UK and USA, can be seen as one in which during the nineteenth and twentieth centuries, excluded groups fought for full civic inclusion.

As a result of their struggle, most Western states now define their nationhood in terms of common citizenship and not by common ethnicity. (p.4)

The other type of nationalism is ethnic nationalism. Historically, this was typified by Germany. When Napoleon occupied the German principalities in 1806 he unleashed a wave of patriotic fervour. German poets and politicians argued that it was not the state which created a people – since they did not then possess one unified state – but the people, the ethnic group, the Volk, which forms the state. Instead of the cold logic of the Napoleonic code with its abstract insistence on ‘rights’, German writers across the board insisted a nation was made out of feeling, a feel for and love for the people’s language, religion, customs and traditions.

This German tradition of ethnic nationalism was to go on and reach its acme in the hysterical nationalism of Hitler and the Nazis. But Ignatieff points out that it was this form of ethnic or cultural nationalism – not the civic nationalism of Britain or France – which inspired intellectuals in all the countries of Eastern Europe which, in the nineteenth century, were controlled by foreign empires (Poles and Ruthenians and Baltic peoples by the Russian Empire; Serbs, Romanians and Bulgarians under the Ottoman Empire; Croats by the Austro-Hungarian Empire).

Sociological realism

Which of these two types of nationalism, civic or ethnic, is a more realistic reflection of actual societies? Which has more sociological realism?

Of these two types of nationalism, the civic has a greater claim to sociological realism. Most societies are not mono-ethnic; and even when they are, common ethnicity does not of itself obliterate division, because ethnicity is only one of many claims on an individual’s loyalty. According to the civic nationalist creed, what holds a society together is not common roots but law. By subscribing to a set of democratic procedures and values, individuals can reconcile their right to shape their own lives with their need to belong to a community. This in turn assumes that national belonging can be a form of rational attachment.

Ethnic nationalism claims, by contrast, that an individual’s deepest attachments are inherited, not chosen. It is the national community which defines the individual, not the individuals which define the national community. This psychology of belonging may have greater depth than civic nationalism’s but the sociology which accompanies it is a good deal less realistic. The fact that, for example, two Serbs share Serbian ethnic identity may unite them against Croats, but it will do nothing to stop them fighting each other over jobs, spouses, scarce resources and so on. Common ethnicity, by itself, does not create social cohesion or community, and when it fails to do so, as it must, nationalist regimes are necessarily impelled towards maintaining unity by force rather than by consent. This is one reason why ethnic nationalist regimes are more authoritarian than democratic. (p.5)

You can see why civic nationalism is harder to create than ethnic nationalism because it depends on two things: strong, functioning, well-established and long-lasting institutions, and an educated population. The UK has both, having had universal primary school education for 150 years, and a complex web of long-running institutions like the monarchy, Houses of Parliament, an independent judiciary, local governments, courts, police forces and so on. It has taken a long time and successive generations of hard-working, selfless public servants, politicians, activists and reformers to achieve the current state of British civic nationalism, and nobody agrees it’s perfect. In fact everybody has an opinion about where it is still far from perfect and what needs to be reformed. But all this exists within a broad framework of civic nationalism, namely everyone agrees that all British citizens are equal and entitled to equal rights.

1. Ethnic nationalism is easier

Compared with the complexity of mature civic societies such as Britain, America or France, you can see how ethnic nationalism is simpler: a certain ethnic group seizes power and defines itself and its members and rests its power precisely by who it excludes: everyone not part of the ruling ethnic group who quickly find themselves being attacked as traitors, then rounded up and imprisoned.

Leaving all morality to one side, you can see why government by ethnic nationalism is always going to be quicker to define, set up and manage, especially in states which have little if any experience of the complex web of power centres, rules and traditions which make up civic nationalism.

On this reading it should come as no surprise to anyone that ethnic nationalism, being the quicker, easier option, should be the one opted for by rulers who suddenly find themselves liberated from the rule of imperial masters and with big complicated countries to run.

Roughly speaking, this explains what happened:

  • in the early 1960s in Africa, when the newly liberated post-colonial nations found they had to be ruled somehow and in the absence of the deep-rooted institutions and traditions required by civic nationalism, reverted to authoritarian rule often based around the ruler’s ethnic group, which led to numerous wars of independence fought by ethnic groups who wanted their own nations, for example Biafra in Nigeria and Katanga in Congo, and the long-running war of independence in Eritrea
  • in the early 1990s in eastern Europe, where the new rulers of the 15 or so nations freed from Soviet hegemony discovered that the quickest way to establish and consolidate power was with forms of nationalism which invoked the supremacy of their people, their Volk, by shared allegiance to language and religion instead of to the more abstract institutions of civic nationalism, a creed which led to actual civil wars in the former Yugoslavia and Ukraine
  • in the early 2010s, when a raft of Arab countries threw off their long-standing dictators but found that, instead of automatically transitioning to civic nationalism as so many day-dreaming liberals hope, promptly plunged into chaotic civil wars based on ethnic or religious allegiance, most notably in Libya and Syria

The tendency to authoritarianism and extremism of government by and on behalf of ethnic majorities explains the genocides in Rwanda and Sudan. In countries based on ethnic nationalism, the most extreme nationalists have a nasty habit of floating to the top and then, in situations of stress – such as the invasion and war in Rwanda or the famine in Sudan – they resort to the most extreme form of ethnic nationalism imaginable, which is the sustained attempt to exterminate everyone who doesn’t belong to the ruling ethnic group.

2. Ethnic nationalism fills a political vacuum

When the Soviet empire and its satellite regimes collapsed, the nation state structures of the region also collapsed, leaving hundreds of ethnic groups at the mercy of one another. Since none of these groups had the slightest experience of conciliating their disagreements by democratic discussion, violence or force became their arbiter. (p.6)

So ethnic nationalism flourishes where there is no tradition of democratic discussion and no experience of the (admittedly often complex and sometimes borderline corrupt) bargaining involved in democratic politics.

3. Negative reason for ethnic nationalism – avoidance of fear

The sense of belonging to an ethnic group within a nation based on ethnic nationalism has many aspects, positive and negative. The most obvious negative one, is the escape from fear. In a society falling to pieces, you are afraid of everyone. This fear is considerably lessened if you know you can at least trust everyone of your own ethnic group. In this respect, ethnic politics are an improvement on a state of total anarchy, where you can’t trust anyone.

In the fear and panic which swept the ruins of the communist states people began to ask: so who will protect me? Faced with a situation of political and economic chaos, people wanted to know who to trust, and who to call their own. Ethnic nationalism provided an answer which was intuitively obvious: only trust those of your own blood. (p.6)

Belonging, on this account, is first and foremost a protection against violence. Where you belong is where you are safe; and where you are safe is where you belong. (p.6)

This was the very important conclusion which came out of the many books I’ve read about the Weimar Republic and the chaotic social and economic situation of so much of continental Europe between the wars. The scared human animal prefers security to freedom. Given a choice between the politician who promises a crackdown on lawlessness, a return to order and stability, with the temporary curtailment of some human rights, and the politician who insists on the primacy of human rights but can’t promise anything about the economy, jobs and violence on the streets, people will always vote for the former. This explains why in the economic and political mayhem between the wars, almost every European nation ended up being ruled by authoritarian or out and out fascist governments.

4. Positive reasons for ethnic nationalism – belonging

That’s the negative aspect, escape from fear of anarchy. But there are also numerous positive aspects of ethnic nationalism which Ignatieff encapsulates as the sense of belonging.

At Oxford Ignatieff studied under Isiah Berlin (wow) and quotes him here to the effect that to be among your own people is to be confident that you will be understood, without having to explain. It is to feel at home among people who share the same language, catchphrases, jokes and references, love the same music, can quote the same national epic and so on.

‘They understand me as I understand them; and this understanding creates within me a sense of being someone in the world.” (quoted page 7)

This explains why the issue of language is so central to disputes in ethnic nationalism over the centuries. If the ‘official’ language, the language of street signs and government forms, is not the language you speak, then quite clearly you are not at home. Hence the issue of which language street signs are in can end up being a matter of life or death.

It also explains why so many of the ethnic nationalists Ignatieff meets are so sentimental. In Croatia, Ukraine and Belfast he met members of violent paramilitaries who showed a consistent tendency to get maudlin drunk, burst into tears or burst into rousing renditions of their national anthem or rebel songs. Sentimental kitsch is the characteristic art form of ethnic nationalists. (He nowhere mentions it, but the idea of a self-pitying, over-armed, drunk sentimentalism reminded me of a certain type of nostalgia for the Confederacy in the American South.)

5. Irresponsibility

There’s another positive aspect of the kind of ethnic nationalism he describes, which is its irresponsibility. Time and again in his journeys he talks to militiamen, paramilitaries and their political leaders, and finds them all saying the same thing: it’s not our fault. This avoiding of responsibility takes at least three forms: 1. it’s all the other side’s fault. 2. we’re the victims. 3. it’s all history’s fault.

Their fault

Again and again, drunk, self-pitying militiamen explain it was the other side who started it, we’re the victims in all this, we only took up arms to protect ourselves, to fight back. Ignatieff doesn’t mention the Rwanda genocide because it hadn’t taken place when he made his tour, but this is exactly the excuse made by every Hutu nationalist interviewed by Philip Gourevitch or Fergal Keane: ‘The Tutsis started it, the Tutsis used to lord it over us, the Tutsis invaded our country: so that’s why we have to exterminate every Tutsi we can find, even the grandparents and the little babies. Why can’t you understand?’

We’re only protecting ourselves

Same view given to Ignatieff about why the Serbs had to bomb Sarajevo, in a siege which went on long after he’d left, in fact from 5 April 1992 to 29 February 1996. Lasting 1,425 days, this made the siege of Sarajevo the longest siege of a capital city in the history of modern warfare, lasting three times as long as the Battle of Stalingrad and more than a year longer than the siege of Leningrad. Talk to any Serb commander and they would patiently explain that they had to surround and bombard the city for 4 years in order to protect themselves.

History is to blame

All the militias knew far too much history. From the UDA and IRA in Belfast to the Serb and Croat militias, all these people know far too much about their country’s histories and the histories they know prove they are right. This disproves two great liberal nostrums which I’ve always queried:

  1. Those who ignore their own history are condemned to repeat it. Rubbish. It’s almost always the opposite, it’s the Serbs nursing their grievances going back to the Yugoslav civil war of 1941 to 1945 or, if you like, going all the way back to the famous battle of Kosovo in 1389, it’s the Croats nursing their grievance against wartime Chetniks; or the IRA celebrating their long tradition of martyrs or the UDA nursing endless grievance at the way they’re betrayed by the London government. For all these groups their history is a history of grievances and carefully tending it and memorising it traps them in the prison-house of their nationalist narratives and condemns them to repeat the same conflicts over and over. (It is in this spirit that James Joyce made his famous declaration, leaving Ireland to its endless squabbles in order to make a new life abroad, that ‘History is a nightmare from which I’m trying to awake.’ Ethnic nationalists relive and re-enact the nightmare day after day but can never exorcise it.)
  2. History will prove us right. Rubbish. History is as contested as contemporary politics i.e. historians will argue about the significance and legacy of this or that event till the cows come home and very often are swayed by simple professional motivation i.e. the need to come up with a new angle, ‘shed new light’ and so on. The notion that there will eventually emerge one unanimous version of history is a fantasy.

But back to the main theme, blaming history is a way of avoiding taking responsibility yourself. Hence the drunken mumbling of some militia Ignatieff interviews that ‘history is to blame’. This is cognate with the white liberal guilt over empire which drives Gourevitch and Keane to lay blame for the Rwandan genocide on the Belgian authorities for introducing ethnic identity cards in the 1930s and thus hardening the divide between Hutus and Tutsis. This is where the objective study of history topples over into the crowd-pleasing activity of naming and blaming, of which there is no end.

6. Ethnic nationalism as career path = warlordism

Intellectual categorisation of ethnic nationalism risks overlooking another really obvious factor in the rise of ethnic nationalism, which is that it offers a career path to supreme power for men the world had otherwise overlooked and, especially, for latent psychopaths:

Nationalist rhetoric swept through these regions like wildfire because it provided warlords and gunmen with a vocabulary of opportunistic self-justification.

The anarchy of a collapsing state presents terror to most civilians but career opportunities for those brave and amoral enough to seize them. Hence warlordism, a version of the mafia. Local strong men emerge who dominate their area, who rule through fear and intimidation and violence but, if you are of the right ethnic group and follow the rules, they also bring peace and certainty. Which is why Ignatieff is taken on a tour of his fiefdom by one such local strongman and is impressed at the way his open-top car is greeted by cheering crowds, women offering their babies to be kissed, local businessmen giving him gifts.

Some people might find this easiest to understand this as a kind of mafia rule, but it reminds me of the Anglo-Saxon epic Beowulf and its depiction of a Dark Age Europe made up of a patchwork of very localised regions ruled over by thousands and thousands of warrior kings who ruled by dint of winning battles and distributing loot to their soldiers. It’s this kind of historical perspective i.e. the unchanging link between Europe 500 AD and 2000 AD, which makes me think human nature, and the kind of social structures it creates, over and over again, in all times and places, doesn’t change very much.

Ethnic nationalism within civic states

Obviously, you can have ethnically chauvinist movements within civic nationalist societies, and this would include the movement for Catalan independence in Spain and Irish nationalists in Northern Ireland, who themselves spawn their opposites, Spanish nationalists within Catalonia, and the special case of the Unionists within Northern Ireland.

Cosmopolitanism and privilege

Finally, Ignatieff addresses the issue of his own perspective and makes the one cardinal point that I have made hundreds of times in this blog which is that cosmopolitan intellectuals have proved to be wrong, wrong and wrong again about the world they live in.

He devotes a fairly long passage to explaining why. He and his ilk of jet-setting intellectuals thought the rest of the world was like them, an associate professorship at Harvard, a research fellowship at Cambridge, a year-long teaching placement in Paris. Winners of life’s game flying round the world on expense accounts, eating out at fine restaurants, knowledgeable about wine and poetry. He and his friends thought the world was set to become ever-more cosmopolitan, ever-more multicultural, ever-more relaxed about race and ethnicity.

But Michael was the son of a Canadian diplomat, who moved his family around the world to different postings, so young Michael grew up naturally cosmopolitan, speaking numerous languages. He was sent to a top private school in Canada where he acquired the elite education and psychological confidence to feel right at home discussing definitions of liberty with Isaiah Berlin. Just like BBC correspondent and superstar Fergal Keane attended the leading boys private school in Ireland, works for the impeccably liberal BBC, and found himself at a complete loss to explain the Rwandan genocide.

Neither of them can comprehend the anger of being an outsider, the all-consuming rage caused by being a member of the poor, the exploited, the repressed, the ignored, the downtrodden, the humiliated, the shat-upon, the mocked and the ridiculed, told they are losers and deserve to be losers for the whole of their lives…

And how – when society starts to fall apart, when there’s an economic collapse, when an invading army turns everything upside down – then it’s your turn to get your revenge, to get your own back, to show them all you aren’t a slave and lackey to be ignored and humiliated but a man, a real man, a strong man, who can click his fingers and have whole villages exterminated, who can hold the life or death of prisoners in the palm of his hand, who distributes the pickings from the looted houses among his followers, likewise the kidnapped women and keeps the best for himself.

Neither Fergal nor Michael have a clue what that must feel like and so simply can’t comprehend what motivates so many of the ordinary soldiers, militiamen and paramilitaries they meet to carry out the murders, gang-rapes, tortures and massacres which their books describe.

But the big difference is Michael is aware of it. Not just aware, but places his own self-awareness of his privilege and ignorance within a dazzling intellectual, political and historical framework which does an enormous amount to clarify, define and help us understand the broader sociological and political causes of the new world disorder.

He acknowledges that the ‘privilege’ he has enjoyed is the reverse side of the coin of the plight of most people in the world. During the Cold War most of the world was divided up into American or Soviet spheres of influence, and these paymasters acted to restrain, up to a point, the behaviour of their clients in countries around the world. But when the Cold War ended, this support and this restraint disappeared from scores and scores of countries where fear of the Cold War master had kept an uneasy peace.

As a result, large sections of Africa, Eastern Europe, Soviet Asia, Latin America and the Near East no longer come within any clearly defined sphere of imperial or great power influence. This means that huge sections of the world’s population have won ‘the right to self determination’ on the cruellest possible terms: they have been simply left to fend for themselves. Not surprisingly, their nation states are collapsing, as in Somalia and in many other nations in Africa. (p.9)

So, with the imperial police withdrawn from large parts of the world, ethnic rivalries and enmities which had been kept bottled up for generations, could burst out anew: Yugoslavia. Rwanda. The new chaos only appears inexplicable to Ignatieff and most of his readers because they don’t grasp the fundamental geopolitical realities and, more importantly, are limited in their understanding, by their sociological situation.

Globalism in a post-imperial age only permits a post-nationalist consciousness for those cosmopolitans who are lucky enough to live in the wealthy West. It has brought only chaos and violence for the many small peoples too weak to establish defensible states of their own. (p.9)

And:

It is only too apparent that cosmopolitanism is the privilege of those who can take a secure nation state for granted. (p.9)

And:

A cosmopolitan, post-nationalist spirit will always depend, in the end, on the capacity of nation states to provide security and civility for their citizens. (p.9)

Thus when Keane gets into a tricky confrontation with border police, he can play his BBC and British government card. When Gourevitch gets into a tight spot, he can point out he’s an American and his government probably supplies arms to whatever ramshackle militia he’s dealing with. Or both can buy their way out of trouble with dollars, which the BBC or the New Yorker can provide by the suitcase-full in order to rescue them. Both dip their toes in the chaos of failed states confident that they always can, if push comes to shove, buy their way out and get on the next plane home.

Neither of them seem to appreciate what it means to be someone who grows up in a society where there is no escape and where ‘kill or be killed’ is the only law and which has been drummed into you since childhood.

Ignatieff makes the dynamite point that many of the most senseless killings and brutal murders can be understood if you grasp the idea that they are fighting and murdering in order to bring a full, final and complete peace to their countries so that they can enjoy the same sense of security and safety which Gourevitch, Keane and Ignatieff have taken for granted all their lives.

Summary

It is Ignatieff’s mighty achievement to not only have created a conceptual framework which makes sense of the panorama of post-Cold War anarchy, extracting core principles and ideas which shed light on every aspect of the new nationalism; and not only to deliver high quality intellectual insights about all the conflicts this book goes on to investigate; but also to deliver an unblinking, candid and winning analysis of his own privileged position, which makes him such a fantastic guide to the new world disorder of the 1990s.

The new world disorder

When the Soviet Union collapsed, the Berlin Wall came down and the countries of eastern Europe and central Asia were freed from Soviet tyranny, many Western politicians and commentators optimistically thought this marked the end of history and the dawning of a golden era of peace and democracy. Well, as any fool could have told them, they were wrong, very wrong.

Instead, relieved of the threat of socialist parties and movements (which found themselves suddenly deprived of moral, political and sometimes financial support by the Soviets) a new more virulent form of neo-liberal capitalism triumphed around the world. Workers and even middle classes in the developed world found their living standards steadily declining, and entire Third World countries found themselves being exploited even more effectively by an international capitalist system evermore focused on supporting the lifestyles of westerners and a new class of international global super-rich.

Lacking political maturity (i.e. established democratic systems with a track record of the peaceful transition of power from one elected administration to another; the multifarious aspects of civil society such as a free press, independent judiciary) many newly liberated nations, afflicted with economic stress, political instability and unresolved nationalist-ethnic-border issues, not surprisingly, experienced major problems.

The specific causes were different in each case but instead of an outbreak of peace, love and understanding, the 1990s saw the Gulf War, the collapse of Somalia, civil war in former Yugoslavia and the Rwandan genocide, to name just the highlights.

The Islamic terrorist attacks of 9/11 added a whole new layer of misunderstanding and confusion to an already chaotic world, leading directly to the US invasion of Afghanistan and Iraq and subsequent destabilisation of the entire region. And was followed by the so-called Arab Spring of 2011 which, once again, naive liberal commentators welcomed as an outbreak of democracy and equality but almost immediately led to chaos, civil war and the rise of regional warlords, in Syria and Libya to take the two most notable examples.

New world disorder reviews

No Comebacks by Frederick Forsyth (1982)

This is a collection of ten short stories. No first publication dates are given, which is a shame because it would be interesting to know which are from the late 1970s (or even the late 1960s) and because so many are quite different in tone from his book-length thrillers, in that so many of them are, unexpectedly, comedies.

The stories

1. No Comebacks (29 pages)

Mark Sanderson is a rich property developer with all the trappings of a playboy millionaire lifestyle – apartments in New York, south of France, sports car, yacht, endless dolly birds. At a party he meets a stunningly beautiful woman (we never get her name) who resists his charms. He becomes infatuated. She says she can’t divorce her weedy bird-spotting husband back in Spain (Major Archie Summers) because he needs her (which rather prompts the question, What is she doing swanning round cocktail parties in London? but never mind).

So, possibly over-reacting a tad, Sanderson hires a hitman (Calvi) to kill the weedy husband. This, the core of the text, is an interestingly detailed and precise account of how to contact the kind of foreign mercenary you’d need for the job and then how the hitman goes about planning and organising the hit – especially the methodology of smuggling a firearm from France into Spain. (There is a long description of how to glue together a book’s pages, then carve a hole in the centre, then insert a plastic mould to contain the disassembled sections of a gun.)

In this, heavily procedural, respect it is an offshoot of Forsyth’s massive ‘novel’, The Dogs of War – itself more like a 400-page manual on how to hire mercenaries to mount a coup in an African country than a traditional novel. Forsyth’s descriptions of organisations, procedures and hardware are always compelling.

A silencer on an automatic is never truly quiet, despite the efforts of the sound-effects men in television thrillers to pretend it is. Automatics, unlike revolvers, do not have a closed breech. As the bullet leaves the barrel the automatic’s jacket is forced backwards to expel the spent cartridge and inject a fresh one. That is why they are called automatics. But in that split second as the breech opens to expel the used shell, half the noise of the explosion comes out through the open breech, making a silencer on the end of the barrel only 50 per cent effective. (p.31)

Everything is planned down to the last detail, including the detail that the beautiful woman had told Sanderson that she goes swimming & sunbathing every afternoon between 3 and 4. The twist is that, on the day the assassin arrives at the isolated villa in Spain, a freak rainstorm breaks out. Calvi shoots the weedy husband alright but – as he tells Sanderson back in London as the latter is handing over the cash for the job – unfortunately, some bird caught him at it. Rather a good looking lady, too. But don’t worry. He shot her, too. ‘There’ll be no comebacks!’

So the hitman killed the woman his client hired him to free from her husband. Irony.

2. There are no snakes in Ireland (31 pages)

Harkishan Ram Lal is a medical student from the Punjab studying at the Royal Victoria hospital in Belfast. He takes a vacation job with a cash-in-hand bunch of ‘demolition experts’ who are being paid to knock down an old brewery by an unscrupulous property developer. The enormous, rough foreman of the group, Big Billie Cameron, relentlessly bullies Harkishan, not just calling him ‘darkie’ and ‘nigger’, but giving him all the dangerous jobs (such as perching on collapsing walls etc). When Harkishan rebels, Billie attacks him, knocking the student to the ground. The others in the gang, sympathetic but scared of the bully, tell him to stay down…

So that evening Harkishan sets up a little shrine in his Belfast flat to the goddess Shakti and prays for guidance, and the drizzling rain on the windowpane leads his eye to the corner of the room where the belt of his dressing gown lies huddled in the shape of… a snake!

Aha. So now – and this is a classic example of the preposterousness of the stories – Harkishan goes to a Sikh he knows, borrows the money for an air fare, flies to Bombay, and takes a taxi to ‘Mr Chatterjee’s Tropical Fish and Reptile Emporium’, where he buys the most venomous snake available – Echis carinatus, the saw-scaled viper – slips it inside a cigar box with airholes cut into it, which he wraps in towels and puts in his luggage, which he has loaded into the return flight to Dublin, collects it all innocently from the baggage carousel at Dublin airport, strolls through Customs and returns to his cheap digs. First part of the mission accomplished!

Here he transfers the snake to a coffee jar and returns the next day to the building site. When asked to get something by Big Billie, Harkishan surreptitiously empties the snake into the pocket of Billie’s jacket, which the big man has hung up as usual on a nail in a wall apart from the main demolition site.

Then Harkishan waits anxiously for lunch break to come round, for he has noticed that Billie always puts his hand in his pocket to get his tobacco. Harkishan watches surreptitiously, waiting, expecting the big man to be bitten. But lunchtime comes and Big Billie rummages around in his jacket pocket and fills his pipe with impunity. Harkishan, on tenterhooks, sees a wiggling in the fabric and realises the snake has escaped and is loose in the lining of the jacket! Damn!

There follow a tense 48 hours as Harkishan trails Billie back to his cheap terrace house and agonises that his wife or children might be bitten and killed by the snake. Instead, the family find it as it slithers across the kitchen floor one mealtime and, more by luck than judgement, pick it up in a pair of oven gloves and pop it in a jar. None of them realise it is a snake; after all, everyone knows ‘there are no snakes in Ireland’. Billie’s son, a bright schoolboy, says it must be a harmless slow-worm.

Billie decides to play a cruel joke on Harkishan by taking it to work and slipping it into the ‘darkie’s’ sandwich box. And so, the next Monday, when Harkishan opens his sandwich box and sees the snake Billie has slipped into it, he jumps out of his skin, throwing the whole lot across the waste ground where the crew are eating.

Harkishan hysterically insists that it is a real, deadly poisonous snake, but none of the navvies listen to the crazy ‘darkie’, and Big Billie laughs till he cries, leaning back in the grass as he finishes his lunch and puffs his pipe. He doesn’t pay attention to the two scratches on his wrist he seems to have picked up over lunch – what’s a few more among so many scratches, cuts and grazes? And so an hour or so later he collapses of a massive haemorrhage brought on by the bite of the saw-scaled viper! Harkishan’s revenge has been achieved. Everyone thinks it was hard work on a hot day and then maybe the laughing fit brought on by Harkishan’s terror. A fitting misunderstanding.

There follows an odd epilogue, a scene of peculiar veracity, for the bully boy Big Billie turns out to have been a member of the illegal paramilitary organisation, the Ulster Volunteer Force (UVF). Very hard men from this organisation insist on knowing whether there was foul play and so force the authorities to hold a second, in-depth post-mortem and inquest to decisively ascertain the cause of death – which I thought Forsyth might use to somehow implicate Harkishan, who would then come to a very sticky end at the hands of the UVF.

But it doesn’t. He has got away with, effectively, murder – scot free – and reassures himself with the thought that the snake, having no mate, will live eventually die and his secret will be safe forever.

But in the final paragraph, Forsyth introduces a final ironic twist, as he reveals that the snake is in fact a female, was in fact pregnant when Harkishan illegally imported it – and has made itself a nice snug hole near the demolition site in which it is even now laying no fewer than twelve eggs!

Comment

The story is an extremely uneven mix of content and styles: there is the gritty realism of the hard men and their tough banter on a building site, a compelling description of impoverished family life on a Belfast council estate – and over the whole tale blows the chill wind of the Troubles, with the appearance of the UVF hard men.

And yet the core storyline of the Punjabi immigrant who flies back to his homeland to collect a poisonous snake at the suggestion of his god, could come from the Arabian Nights or Kipling or any collection of children’s fairy stories. And then the final vision of the snake multiplying and, in effect, repopulating Ireland with a new species of highly poisonous snake, has the ominous threat I associate with many a science fiction short story.

3. The Emperor (47 pages)

A timid bank manager, Mr Murgatroyd, wins a competition held by his bank (the Midland) and, along with lucky winners from other branches, goes on a once-in-a-lifetime holiday to Mauritius. His wife Edna accompanies him, a fat, pink-fleshed, blue-rinsed, nagging monster. Despite her constant abuse, Murgatroyd begins to unwind and enjoy the warm weather, the swimming in the warm sea, the young people in their gaily coloured outfits.

A few days into the week, he is buttonholed by a colleague who says a group of Americans who’ve paid for a deep sea fishing trip have pulled out and it’s on offer at half price. Eventually, ‘Murgatroyd from the Midland’ is persuaded to go.

The tone then significantly changes as Forsyth goes into technical mode, describing in clear, effective prose the whole process of going game fishing in a hired boat – from a description of the battered boat, through the wizened old captain, ‘Monsieur Patient’, who’s done this all his life, his grandson Jean-Paul who is the ship’s boy, and the lean South African, Andre Kilian, who is along to coach Murgatroyd and his colleague.

The description of the successive catches and hauling in of fairly small fish is told with documentary accuracy, typically thorough Forsyth and very enjoyable for readers who like factual accounts of technical processes. But these pages are just the prelude to the core of the story, which is that Murgatroyd, by complete luck, hooks a notorious marlin known to all the local fisherman, the twenty-foot-long monster they call ‘The Emperor’.

There then follows an extremely compelling description of the gruelling endurance test as Murgatroyd, strapped into the ‘fighting chair’, expends every ounce of his strength for seven and a half hours, becoming badly sunburned, his hands developing blisters which burst then bleed, his lips cracking and bleeding, tearing muscles in his shoulder, wringing himself to the uttermost, as he wrestles and reels in the monster on the end of the line.

Finally, as the marlin gives up and allows itself to be reeled in, Murgatroyd, barely capable of walking, frees himself from the ‘fighting chair’, collapses forward onto the stern where the South African and the boy are handling the metal rods caught in the marlin’s mouth, with a view to tying him to the boat before they head back to the harbour – Murgatroyd leans over them and, with a pair of wire cutters, cuts the fish free, to make a last bound on the wave and disappear into the depths.

There is an immense power in Forsyth’s description of the struggle, and a clichéd but effective dignity in the action of this modest suburban man thrown into a completely unexpected situation, who rises to it with unexpected strength and dignity.

Unfortunately, Forsyth has a way of embedding even his most powerful sequences in crass and bathetic plots.

And so, after the boat has docked and the South African taken Murgatroyd to the local hospital where he is covered in anti-burn cream, his hands bandaged, his shoulder put in a sling and generally fixed up after his ordeal – Murgatroyd returns to the hotel to find the story of his exploit has preceded him and he is greeted like a hero, cheered by the crowd of holidaymakers all the way to the steps to his apartment.

And this is where he is confronted by his disapproving gorgon of a wife, the fearful Edna. She launches into a tirade, telling him how cross she is that he disappeared without a by-your-leave etc, when he cuts right across her and, for the first time in his life, tells her to SHUT UP. And not only to shut up, but that he is divorcing her, she can go and live with her sister in Bognor as she always says she wants to, she can have the house and car – he is going to cash in his investments and life insurance policy and stay in Mauritius, buying the boat, learning the trade, and himself becoming a deep sea fishing instructor.

The stereotype of ‘the mouse who roars’, the timid official who finally stands up to his nagging wife, strikes me as dating from seaside postcards of the 1930s or back to Victorian times. The nagging wives in these stories remind me of Sibyl in Fawlty Towers. And yet the description of being out at sea, of the roll of the boat and the green walls of the high waves, is totally compelling and the long account of man against fish is obviously reminiscent of Hemingway’s late masterpiece on the subject, The Old Man And The Sea.

This is the contradiction at the heart of Forsyth’s fiction, between the utterly compelling handling of physical or technical, procedural or weaponry subjects – and the crass, flat-footed handling of character and psychology.

4. There Are Some Days… (23 pages)

Innocent long distance truck driver Liam Clarke arrives in Dublin from France and his articulated lorry promptly springs a bad oil leak in the Customs Shed, delaying him by 24 hours while his company send an engineer to fix it.

The next day, soon after the next day’s ferry has docked, he drives out of the Customs Shed, a bit irritated, but the company paid for him to put up at a B&B, so no harm really done. What he doesn’t know is that a criminal gang was lying in wait for a lorry from the same haulage company to arrive on this, the next day’s, ferry. They have been tipped off that this lorry will be carrying 9,000 bottles of French brandy which they are planning to sell to a gang from the North of Ireland for a tidy profit.

So the gang of small-time criminals, led by scrap dealer and seller of dodgy second-hand cars, Murphy, proceed to dress up as traffic cops and pull over and kidnap Liam and his lorry. They drive it to a rendezvous with a gang of scary crims from ‘the North’, but when they open the trailer, instead of lucrative bottles of brandy they find packs of fertiliser. The Northern gangsters take one look and are not amused at all. They all turn on the poor Clarke who, once they’ve taken his gag off, explains the mistake ie they shanghaied the wrong lorry. the tough Northerners leave the hapless Murphy stammering and stuttering. Fortunately, they don’t kill or even hurt him and his colleagues, just disappear off into the night.

Murphy now drives the lorry up into the hills with a view to abandoning it, but – it just isn’t his day – accidentally crashes into a tractor coming the other way in the dark. The police arrive on the scene before he can flee and, when they examine some of the bags of fertiliser which have tumbled out of the trailer – discover the snouts of a bazooka and machine guns poking out of the bags. Aha.

In a flash Murphy, who has by now emerged as the bumbling lead in what has turned out to be a broadly comic tale, realises the truck driver Liam – probably in all innocence – had been carrying this consignment of weapons for the IRA in the North.

Now, through the concatenation of accidents, it would look very much to the IRA as if he, Murphy, had hijacked their arms shipment. It is unlikely he would survive the ‘questions’ they would ask. All things considered, Murphy realises it might be better to plead guilty to arms smuggling and get to spend some time in the relative safety of prison.

Comment

This story typifies Forsyth’s sense of humour. Ultimately, it is meant to be a comedy, but the comedy depends on you accepting as a premise an underworld of tough criminals, armed gangs and terrorists, and the possibility that cock-ups among these groups can be wryly amusing.

5. Money with Menaces (24 pages)

Mr Samuel Nutkin is a timid insurance broker who catches the 8.31 from Edenbridge to Charing Cross every day, sitting in the same carriage opposite the same commuters doing the same crosswords. One day he finds a magazine stuffed under his seat which advertises the services of, ahem, women of ill repute. Now, Mr Nutkin’s wife (Lettice) has been bedbound for a decade and never gave him much physical pleasure anyway. Taking a big risk he writes to one of women advertised – ‘Sally’ – and receives a letter back a few days later, inviting him to come to her flat in Paddington. So a few days later he goes, with the requisite £20 in cash. She invites him to hang up his jacket and remove his other clothes and accompany her into the bedroom.

A few days later he receives a large format letter containing photos of himself and Sally in the act. Horrified, he then gets a phone call from a threatening man who gives no name, and realises he is being blackmailed. He must bring a package containing £1,000 cash to Battersea Park on a certain day at a certain time.

So far so expected – but then the story takes a twist, as timid Mr Nutkin goes on an extended shopping trip, buying a battery, fertiliser, copper wire and so on. Hmmm. He assembles and wraps up his package, then takes it to the rendezvous in Battersea Park, where a masked man on a motorbike relieves him of it quickly. Ho hum.

Some days later a policeman, Detective Sergeant Smiley of the Criminal Investigation Department comes knocking at Mr Nutkin’s house. He tells Mr N that his name and address were found at the flat of a couple who were obviously luring men to sleep with ‘Sally; and then blackmailing their ‘customers’. His was just one out of hundreds of names, addresses and photos they found: had he received a threat of blackmail?

Nutkin perfectly feigns horror and embarrassment and shame and says, No, nothing – oh how horrible! Smiley is completely deceived, but reassures him he won’t be getting any blackmail threats now, for the couple have met a sticky end. ‘Oh how dreadful,’ Mr N gasps.

After the policeman has left, Nutkin dusts off a photograph in its old frame. It shows himself and a colleague from the war, when they worked for the Royal Army Engineers and made up one of the most successful bomb disposal teams in the country. Ha! Amateurs.

Comment

The whole thing reminds me of umpteen Monty Python sketches about the timid commuter with his bowler hat (‘Are you a man or a mouse, Arther Pewty?’). The fear of ‘respectability’ and the furtive shame about sex strongly brings back the twitching curtains of the 1970s, when English people seemed obsessed by, but unable to even mention, this terrible awful thing, ‘sex’. And the sudden ironic reversal at the end of the story looks forward to other unexpected reversals in Forsyth, specifically when timid or non-descript men turn out to have a powerful and violent Army past – notably the twist in the tail of The Veteran, from 20 years later which, despite myself, I found myself liking.

6. Used in Evidence (39 pages)

Dublin, the Mayo Road along the side of what used to be a huge slum called the Gloucester Diamond. All the squalid terraces have been razed to the ground and the inhabitants shunted off to new high-rise hutches in the sky. Only one old geezer remains in his squalid slum, refusing to leave. Finally, the rainy morning comes when the police, local authority, council, social workers and wrecking crew assemble with final permission to evict Mr Herbert James Larkin from his home and demolish it.

As usual, when it’s anything to do with officialdom, Forsyth is formidably knowledgeable about every rank of every one of the numerous organisations and companies involved (the demolition crew tasked with knocking the house down, the removal men who will cart the wreckage away, the builders who’re commissioned to cover the area in tarmac to create a shiny new municipal car park).

Supervising it all is Forsyth’s hero, Chief Superintendent William J. Hanley. Hanley is, of course, a gentle giant with a heart of gold. He was ‘the best lock forward to ever come out of Athlone County’ and part of the best rugby team the country ever produced. He is precisely the kind of solid, experienced, by-the-book official that Forsyth reverences in story after story.

Hanley shepherds the bewildered old man off to a local caff and pays for him to have probably the first hot meal in months.

But then this mundane event is transformed when the demolishers find the body of a woman stuffed into a space behind the fireplace. Suddenly it becomes a murder enquiry and Forsyth launches into another detailed account of all the personnel and procedures who are now called into action (forensic police, coroner, more police to cordon the area, murder squad, and so on).

To cut a longish story short, every conceivable police procedure is followed and described, which turn up the anomalous facts that Larkin’s young, vivacious wife disappeared sometime in 1963, after a series of rows about her flirting with other men. Hanley thinks he’s got a cut and dried murder on his hands – until the forensic scientist comes through with the strange news that the corpse discovered in the building died during the 39-45 war. Can’t have been done by Larkin who was, in any case, out of the country, a prisoner of war of the Germans.

Hanley, puzzled, releases Larkin – who still hasn’t said a word and who wanders back to the site of his now-demolished house, where he sees the tarmac contractors squabbling about a broad slab of concrete they’ve discovered in the foundations. When the contractors fail to break or move it and just go ahead and pour tarmac over it, Larkin turns from the building site, and for the first time has an expression on his face – he is smiling with relief.

The implication being that he did murder and bury his wife in the house – but the body they found was his predecessor’s murdered wife. A gruesome sense of humour.

7. Privilege (26 pages)

Bill Chadwick is a small businessman. He’s awoken by a neighbour phoning to see if he’s seen the article about him in the Sunday paper. Turns out the article, in the Business section, strongly implies he was in league with a company of crooks which went out of business. Chadwick is livid since it is a complete falsehood. He writes to the paper, tries to see the editor to present his case, but is fobbed off. Then goes to visit a solicitor and here begins a lengthy explanation and critique of the libel laws of England, hopelessly skewed towards the rich and powerful, and how extremely unfair they are to the ordinary punter who is defamed by a newspaper.

Chadwick goes to research the law himself and comes up with a humorous solution. He tracks down the author of the article (Gaylord Brent) in his nice house with a nice wife in a nice part of Hampstead – knocks on the door and biffs him on the nose. Then he finds the nearest police constable and turns himself in, insisting at the police station that a crime has been committed and insisting he is charged.

So Chadwick is charged with common assault and pleads not guilty to ensure that Brent must attend the resulting court case, along with a prosecuting council. He then phones the editors of every national and local newspaper in London, suggesting they send a journalist to the court for an entertaining session.

And then he uses the law of privilege (which is that a witness may not be charged with libel or defamation for anything he says in open court) to mount a stinging attack on Brent in front of the massed ranks of his colleagues – calling him a drunk who listens to bar room gossip instead of doing his research, and so on. When Brent tries to interrupt proceedings the magistrate threatens to have him thrown out. After Chadwick has quite finished his character assassination – to the glee of all Brent’s rival scribes who have scribbled it all down – he is fined £100 with £50 costs by a now-sympathetic magistrate. Well worth it.

Outside the court Brent comes up to him and says, ‘You can’t call another man things like that.’ ‘Why not?’ said Chadwick mildly, ‘You did.’ (p.235)

Comment It is another comedy story, and another story on one of Forsyth’s favourite themes, poetic justice, administered with childish glee.

8. Duty (19 pages)

This is only story told in the first person; all the others are told in Forsyth’s robust journalistic third-person voice.

It is narrated by an Irishman who tells the story of a cheap holiday in France he took in a beaten-up car with his girlfriend Bernadette, in the early 1950s. Somewhere in the unspoilt Dordogne the car breaks down and a friendly parish priest a) says he’ll get the garagiste out the next morning to look at the car b) recommends they put up for the night at the farm of a friendly old farming couple, and arranges a lift to the farmhouse.

The plump farmer’s wife makes them lovely potato soup and then the farmer enters the kitchen, a giant of a man who is amazingly slow. Very slowly indeed it emerges that he is not French but Welsh, was badly wounded in the Battle of the Marne in the Great War, and fell in love with the pretty nurse who looked after him – and here they are.

He then goes on to reveal that he was stationed in Ireland during the early part of the war, in fact in Dublin. And then the whole atmosphere changes abruptly, when the giant goes on to say that he took part in an execution firing squad.

The narrator feels his girlfriend stiffen and grow tense – her uncle and brother both died in the civil war and in the Troubles since. Coldly and quietly Bernadette asks if the giant can remember who it was he helped to execute, but the big man can’t remember.

Eventually the meal is over and it is obviously bedtime. The narrator and Bernadette go to bed troubled. The next morning, as they are leaving in their car which has been fixed and delivered to them at the farmhouse, the big strong slow farmer comes running up with a smile on his face – he’s remembered who he executed. Some poet called Pearse! [This was Patrick Pearse, one of the leaders of the Easter 1916 Irish Rising against British rule which led, eventually to Irish independence ie a really famous Irish patriot, hero of the independence movement, and martyr to the detested British authorities.]

The giant is upset when his hard work in remembering the name doesn’t trigger the gratitude he was expecting. As the couple drive off, Bernadette remarks that the giant is a brute, a beast, a swine. No, says our narrator sagely: just a soldier doing his duty.

Comment This story didn’t work for me, perhaps because it is trying to be genuinely moving and tragic, whereas almost all the others are played for laughs. As any reader of his books knows, Forsyth has a highly developed sense of the honour and dignity of soldiers and policemen and along with that goes a respect for soldiers on both side of any conflict, professional men doing a professional job. I think this story of duty performed by an ‘enemy’ is meant to evoke the tragedy and pity of all conflicts, but it doesn’t have the depth to do it for me.

What most sticks out is how many of these stories are set in Ireland. Why? Does Forsyth have family roots there?

9. A Careful Man (37 pages)

Timothy Hanson is another multi-millionaire, like Mark Sanderson in the first story. His doctor tells him he has incurable bowel cancer and 6 months to live. It is repeated several times that he is ‘a very careful man’. Now he makes elaborate – very elaborate – plans for his death and his will.

It is another comedy, like so many comedies surrounding rich men’s wills. Briefly, Hanson dislikes his sister and brother-in-law and their spoilt son, Tarquin. He stipulates in his will that he must be buried at sea in a lead casket which he has had manufactured specially. So on a blustery day they all take a trawler from Brixham which heads into the depths of the English Channel and tips his casket overboard.

Only then is the solicitor allowed to begin searching for Hanson’s money and discovers all his assets were liquidated in the last few months of his life and converted to cash. The family hire a private detective who tracks down the evidence to show that Hanson spent all the ready cash from his assets on platinum, which he converted – in a workshop built at his Kent mansion – into a casket of great weight… at which point the sister and brother-in-law and awful son realise the dreadful truth burst out shouting and wailing — the sadistic so-and-so made them throw his fortune away: the casket they tipped into the sea wasn’t made of lead but of rare and valuable platinum! To the value of over £3 million! Hanson’s solicitor, who has taken a strong dislike to the greedy sister and her family, stifles a grin.

But in fact there is a further twist: for, the text goes on to explain, unbeknown to investigator, solicitor or sister, Hanson had not had his casket made from platinum; he only made it look that way in order to punish his sister.

In fact Hanson spirited the cash into a bank account in the Channel Islands. And now an incident from the very start of the story becomes relevant. Just after he’d been given the news he was going to die, Hanson had been riding in his chauffeur-driven car to his stately home in Kent, passing along the Old Kent Road in shabby south-east London. A crocodile of schoolkids from a Catholic school for orphans happen to cross in front of the car which comes to a halt, and one naughty boy thumbs his nose at Hanson. To his own surprise the silver-haired tycoon finds himself thumbing his own nose right back at the grubby child – and they both burst out laughing.

Now a banker from the Channel islands arrives with a tax-free charitable donation of over £3 million at that very same orphanage, giving the Mother Superior in charge the biggest shock of her life! Hanson has managed to both drive his sister distraught with grief and anger, and give all his money to help orphan children. He really was ‘a most careful man’.

Another example of Forsyth’s central theme – poetic justice trumps the dead hand of laws and empty obligations.

10. Sharp Practice (24 pages)

It is 1938 and we are on the slow train from Dublin to Tralee. In a nice quiet compartment is sitting Judge Comyn hoping to do some work, but into it comes first a short, nervous, wispy-haired man and then at the last moment, as the train is pulling out, a breathless priest. To cut a long story short the other two are confidence tricksters who inveigle the judge into getting involved in a game of poker in which he ends up losing £50. Next day he sits in the Assizes and is surprised then not so surprised to see the very same wispy-haired man brought before him, charged with carrying out just such a card-based confidence trick on another passenger on another train.

Why are so many of these stories set in Ireland, and historic Ireland at that? And who’d have guessed the author of the sensationally gripping thriller, The Day of The Jackal would turn out in his spare time, as it were, to be the author of humorous short stories.


Stories for children

These are almost stories for children. The ‘psychology’ is naive and bathetic. It is like watching old Morecambe and Wise or Two Ronnies sketches – funny maybe, but predictable, and from a simpler world, a world free from adult nuance or complexity, a world of stereotypes – the heartless millionaire, the cruel assassin, the timid bank manager with his nagging wife, the timid insurance broker with his nagging wife, the lean, tanned manly South African guide, the sturdy, unflappable, six-foot Irish copper, and so on and so on.

Every character is like a stereotype from a sketch. This doesn’t stop them being enjoyable. Just don’t expect any depth.

Stories from the 1970s

The shallow effect may partly be because the stories are so dated. Neither the paperback edition I’m reading nor the Wikipedia article about the collection give dates of publication for individual stories, but it’s a fair bet that most of them were written in the 1970s. Thus the hen-pecked husband stereotype who appears in two of the stories seems a creature from another world, and his nagging, blue-rinse wife in each case like something from Monty Python or a Donald McGill cartoon. Types from the now remote world of the 1970s.

This gives the collection an additional sociological interest, making it a window into a world of lost attitudes and expectations.

Absurd

Many of the stories’ plotlines are laughably absurd. It’s another way in which they’re childish. You have to be prepared to swallow the complete implausibility of the events, to enjoy the climactic scenes they lead up to.

Technical grip

When Forsyth describes technicalities he’s completely convincing. Thus the hiring of the hitman in the first story reads like a manual on how to do just that. Similarly, the long description of the game fishing in The Emperor is highly detailed and hypnotically absorbing. This is the paradox at the heart of Forsyth’s writing. A lot of the plots are absurd. The characters are paper thin. A lot of the payoffs are cheap and silly. But along the way, there are often sections of clear, intelligent and informative prose which are totally gripping and persuasive.

Lucid prose

His prose style is wonderfully clear and lucid. It is like eating sweets. There is no complexity. Everything is laid out in a crisp, neat style, both the gripping technical descriptions and the lamentably shallow psychology.
