Orientalism by Edward Said, Afterword (1995) and Preface (2003)

This blog post is a summary of the 1995 Afterword and 2003 Preface which Edward Said added to his classic work of cultural criticism, ‘Orientalism’, itself first published in 1978.

Afterword (1995)

Said starts off by remarking on the surprising success of the book, which had become a bestseller and been translated, as he wrote, into at least 10 languages, having an influence and life far greater than he ever expected.

Then he sets out to address several misconceptions. One is that the book aims to be a comprehensive attack on the West. The other is that it is an unquestioning defence of Islam or the Arab world. This second one couldn’t be further from the truth for the simple reason that he is not qualified:

I explicitly say that I have no interest in, much less capacity for, showing what the true Orient or Islam are really like. (p.331)

Nonetheless, Muslim fundamentalists apparently welcomed the book as it was a huge indictment of Western Islamophobia. Said is not thrilled to find himself in this company which he regards as being as essentialist as its opposite, Orientalism. By essentialism he means the belief in fixed, unaltered, almost Platonic ideals or essences, in Islamic fundamentalism’s case, a belief in the timeless, unchanging, eternal truths of a primeval and pristine Islam.

Whereas Said again and again says he believes the opposite. He is anti-essentialist, he is trying to deliver the anti-essentialist message that history is made by people, that ideas are created, invented, nurtured and adapted by people who are themselves the products of societies with intellectual constraints and ideological pressures and so on. This view underpins his scepticism about academic world in general and the disciplines connected with Orientalism in particular.

My objection to what I’ve called Orientalism is not that it is just the antiquarian study of Oriental languages, societies and peoples, but that as a system of thought it approaches a heterogeneous, dynamic and complex human reality from an uncritically essentialist standpoint; suggesting both an enduring Oriental reality and an opposing but no less enduring Western essence which observes that Orient from afar and, so to speak, from above. This false position hides historical change. (p.333)

(The fact that he keeps having to restate his position reinforces my experience of his book as being slippery, obtuse, imprecise and hard to understand. He’s a desperately poor communicator. He sounds good, he sounds like he’s making awesome sense, but, in the end, there’s just a handful of ideas which he restates in countless ways.)

So he spends nearly a page recapping the facts about Napoleon’s Description of Egypt, the starting point of modern Orientalism, and the subtlety of its interplay with local Arab accounts of the same events because this is what he’s trying to achieve, a subtle sense of the complex interplay of texts and ideology which are continually changing ideologies and ideas, an ongoing dialectic – before repeating that he was not about something as vulgar and simplistic, as binary, as just pitting East and West against each other, let alone creating either an anti-Western or a pro-Islamic work.

Hmm. He can tell us that he intended it to be a subtle and sophisticated account all he likes (he flatters himself that his account is ‘nuanced and discriminating’) but, to be honest, I thought Said’s book was profoundly and howlingly anti-Western, fierce criticism of Western attitudes mentioned on every page, occasionally rising up to really angry diatribes against Western prejudice and racism and colonialism. One Arab reviewer, he tells us, described the author as:

a champion of the downtrodden and abused, whose mission was to engage Western authorities in a kind of epic and romantic mano-a-mano

The second reason why he thinks his subtle, ‘nuanced and discriminating’ message has been overlooked is the brutality of contemporary politics. Little did he know that the year after it was published Iran would witness the great Islamic Revolution and that this would be followed by new depths of brutality in the Arab-Israeli conflict i.e. the 1982 invasion of Lebanon and the 1987 start of the Palestinian intifada. Then there was the 1979 Soviet invasion of Afghanistan to which the West responded by arming the mujihadeen, then the rise of Gorbachev, then the collapse of the Soviet Union, the end of the Cold War, alongside the First Gulf War against Saddam Hussein.

The thing is, Edward, if you tie your book to highly contentious issues in international affairs (Israel, Palestine, Islamic fundamentalism, Western neo-imperialism) then your book will inevitably get caught up in the maelstrom surrounding all these complex, continually changing events, with two results:

  1. People on all sides will try to co-opt you for their cause.
  2. ‘Events, dear boy, events’; the world carries on its violent unpredictable way and, if you’ve tied your text to the tiger’s tail, you’ll find yourself being dragged along behind it.

Like all his writings, this Afterword is long but goes round and round in circles, repeating that he wanted to avoid an ‘Orient-versus-Occident opposition’ and yet insisting on using the simple binary terms ‘the Orient’ and ‘the West’ that litter the main text; insisting that he thought he was offering ‘a multicultural critique of power using knowledge to advance itself’ while anyone who reads the book encounters impassioned protests against the abuse and exploitation of ‘the Orient’ and ‘Orientals’ at every turn.

He talks bravely about ‘crossing’ the barriers of the ‘imperial East-West divide’ in his own life, and seeking to rise above it, and yet…what has he just called it, what does he call it throughout the book? An ‘East-West’ divide. He insists that his analyses of each different author and each different era are distinctive, different, nuanced etc, but that’s not how I read it. Whatever distinctions he thinks he makes between eras and authors are continually being collapsed when he claims that they all are based on the same, basic latent Orientalism which underpins prejudicial views of ‘the East’ in 1780, 1860 or 1910.

In fact, the reader struggling to the end of this 350-page book emerges with a hugely expanded sense of a much deeper divide between East and West than I previously appreciated. Said’s book seems to me to exacerbate the very problem he claims to be curing.

He has an entertaining passage criticising (insulting) the eminent Arabist Bernard Lewis, an expert in the field who, nonetheless, despises the Arab world and Islam he knows so much about, and who, predictably, wrote a scathing and personal review of Orientalism when it came out. Now Said returns the favour with some biting criticism.

The second part of the Afterword is much more understandable and interesting. It is a pithy overview of developments which had taken place between 1978 and 1994 in academia, in studies of culture and history. These were the rise of feminism, black studies, post-colonial studies and subaltern studies (a history-from-below perspective applied to south Asia i.e. India, Pakistan etc).

What they all had in common was the aim of restoring the voices of types of people erased or overlooked by the traditional white European male narratives of history and culture. And, as part of this, overturning monolothic and essentialist narratives. of East and West etc. Modern developments in all these fields have all tended to show that history is far more complex, mongrel and interactive than previously thought. And Said is (justifiably) proud that his book (profoundly flawed and difficult though I, personally, found it to be) has contributed to these developments.

Preface (2003)

Born in 1935, Said was 43 when Orientalism was published, 50 years old when he wrote the Afterword, and 68 when he wrote this Preface. He says he feels old. He was to die later the same year from leukaemia.

Said begins by expressing his ongoing amazement that a book he produced as a personal project has gone on to become a worldwide (academic) bestseller, translated into 40 languages, and hugely influencing the new(ish) disciplines of post-colonial and subaltern studies.

Then, as W.H. Auden wrote, ‘Let your last thinks all be thanks,’ and so Said generously thanks colleagues and the entire American university system, specifically Columbia University, New York, his employer for 30 years. He says in his entire career he published plenty of articles about Palestine, but never actually taught anything about the Middle East. His day job was teaching comparative literature for all those years, his first love and the profession he was trained to.

Whereupon he picks up the cudgels again to repeat all his arguments. He tells us (as he did in the Introduction and in his 1999 memoir, ‘Out of Place’) that he grew up between two contradictory worlds, the Arab world and the West.

One fundamental thing I find puzzling about Said’s entire schtick is that he repeatedly says he wrote Orientalism to try and abolish the naive binary of East and West, yet he invokes it every turn, as here, in the rather tired trope of growing up ‘between two worlds’. He asserts for the umpteenth time that neither term ‘the Orient’ nor ‘the West’ have any ontological stability and yet here he is, using them both in exactly the same way he did 25 years earlier, and as we do today (2023) i.e. as if they have exactly the ontological stability he claims they don’t have.

Back to current affairs and he tells us the fairly obvious fact that 2003 was an even more politically turbulent time than 1978 or 1994. Again I bridle at this idea, it’s a classic example of two tropes ever-present in our culture. One is presentism, which is where a political commentator claims that the present moment is more critical, urgent and crisis-ridden than ever before, evah!

Check out any one of the daily articles in the liberal press wringing their hands at the prospect that Donald Trump might be elected president again and that this time it will mean the end for democracy in America. In other words, fostering the same atmosphere of panic that they all did last time, for the long year of the presidential campaign and then the gruelling four years of Trump’s presidency, when the liberal press overflowed with outraged articles about every single presidential tweet.

But of course, a properly historical perspective, such as Said is always saying we must take, militates against the view that the present is somehow uniquely and unprecedently critical and urgent: the outbreak of World War Two was a pretty critical moment, the attack on Pearl Harbour, the dropping of the atom bomb, the outbreak of the Korean War, the Suez Crisis, the Cuban Missile Crisis when the world nearly ended, I could go on.

To take one of cardinal years in Orientalism‘s publishing history, 1978 wasn’t a particularly turbulent year, but 1979 was the year of the Iranian Revolution and the Soviet invasion of Afghanistan, which are both having repercussions to this day. To look closer at the year of the Afterword, 1995, this was just a year after the Rwanda genocide, a pretty turbulent year if you lived in Rwanda, and the terrible war in Bosnia and siege of Sarajevo was still ongoing, a running sore in Europe’s conscience.

Today, as this is published, is day 579 of the war in Ukraine, I don’t know how many days into the civil wars in Syria, Yemen and Libya, a month of more into the civil war in Sudan, and month into the coup in Niger, and so on.

Plus climate change plus the Conservative government plus the collapse of the NHS plus the threat of another pandemic etc etc etc.

So my point is simple: it’s always terrible times.

The second reason this is such a tiresomely common trope is because political commentators have to make a living and so have a vested interest in persuading their editors and readers that we live in times of unprecedented jeopardy and that, if you want to understand why, you simply have to buy my article / magazine / book.

Quite obviously 9/11 was an epoch-making event which created a genuine sense of crisis around the world (or the Western world, anyway) and Said, writing in 2003, was doing so against the backdrop of a campaign of anti-Arab rhetoric being orchestrated by the Bush administration to justify its upcoming invasion of Iraq. It was a bad time for anyone trying to improve relations between ‘the West’ and ‘the Arab world’.

Trying to be even-handed, he laments that this is all taking place against a resurgence of pride and arrogance in both the West and the Arab world. It was definitely a bad time to be the kind of liberal exponent of calm and reason which Said tried to be and very bad to be the guy trying to speak up for the Arab world, or at least the Palestinian people, in the midst of such an avalanche of anti-Arab propaganda.

But, as he goes on to concede, the really interesting thing (for me) about all of this impassioned discourse is the question that, after 25 years of academic effort put into creating and teaching post-colonial and subaltern studies and the widespread dissemination of all the anti-racist, anti-colonial teachings promoted by Orientalism, had all this effort improved America’s image of the Arab world or Islam?

No, Said has to concede that, tragically – for the country soon to be invaded and ruined and for the region as a whole – the reverse is true, the situation has, if anything, gotten worse, with:

the hardening of attitudes, the tightening of the grip of demeaning generalisation and triumphalist cliché (p.xiii)

This interests me because it highlights the limitations of academic discourse, particularly the kind of critical theory Said made such a big contribution to, a discourse which overflows with bombastic claims to be ‘interrogating norms’ and ‘subverting stereotypes’ and ‘questioning prevailing ideologies’ etc etc and yet, when push comes to shove, turns out to have precisely zero effect in the wider world.

There’s something deeply comic about the massive discrepancy between the world-shattering rhetoric of so much critical theory, that it is ‘subjecting the discourse of power to radical scrutiny’ etc etc, and its actual impact on the world of power: zero.

Anyway, Said is right to nail the ignorant arrogance of the Bush administration which thought that a quick surgical invasion of Iraq could change the map of the Middle East, plant democracy and transform the entire region as if its ‘ancient societies and myriad peoples can be shaken up like so many peanuts in a jar’.

He’s right to wail that he Arabists, Islamists and ‘experts’ Bush’s White House gathered round itself were just the latest incarnation of the ‘Orientalist’ scholars who had produced 200 years of stereotypes designed to empower conquest and colonialism, who had provided power with ‘expedient forms of knowledge’ (p.xiii).

But I had the usual experience, in reading Said, of swinging from total agreement with his political analysis to coming up short and disagreeing with other aspects of his commentary.

For example, he mentions the terrible looting of Baghdad not once but twice, predictably, for an arts professor, dwelling on the ruination of the museums and their artefacts and for anyone who loves art and archaeology and history, it was of course a catastrophe.

But he irked me by implying that it was the direct fault of the invading Allies. It was the Iraqis who, the second there were no police on the street, looted everything from every possible public building, including all schools, ministries, factories, power stations, dams, water purification facilities, destroying their own country far more extensively than any conquering army could have done (see my reviews of detailed accounts of the Iraq War).

Certainly all the looting occurred because an army had invaded and overthrown the dictator, and in particular because the irresponsible moron Donald Rumsfeld ignorantly forbade the American army to take along enough military police to restore law and order to the streets once the Saddam regime was overthrown. The invading Americans certainly carry a huge burden of responsibility.

But, in the end, that invading army didn’t make the Iraqis loot their own country. When the Allies liberated France, the French population didn’t embark on an orgy of looting and destruction, burning down the Louvre and stealing everything they could from every single public building. The Iraqis did that to themselves.

Because Said sees absolutely everything through the spectacles of his obsessive monomania that ‘the West’ is responsible for everything bad that ever happened in the Middle East, his thought isn’t free, isn’t flexible enough to acknowledge real complexity. Which is ironic because it’s precisely this kind of ideological inflexibility that he continually accuses Orientalists and the West of displaying.

Said is right to castigate the intellectual bankruptcy of the American administration which, in its bottomless ignorance, not only of the country it was invading but of its own country, of the complex economic, religious, ideological and political roots of its own ideas, thought that ‘democracy’ and ‘free market capitalism’ are things you can take out of a suitcase and hand around like Smarties.

Said proceeds to name some of the guilty men, modern Orientalists who lent their ‘learning’ to neo-imperialism, singling out the egregious Bernard Lewis (see the his earlier criticism of Lewis in the 1995 Afterword) and Fouad Ajami, plus an army of journalists, shock jocks, right wing radio hosts, Fox News and so on, the vast mediascape of ignorance, prejudice and belligerence. Without the basic lies of Orientalism – those people aren’t like us, they don’t understand our values, we have to ‘liberate’ them, educate them, raise them up to be like us etc – the invasion couldn’t have happened.

This Preface is definitely the clearest thing, the most easily comprehensible 17 pages, in the whole book because a) his subject is so simple and universally known – the US invasion of Iraq is an act of gross imperialism justified by shameful lackey intellectuals – so b) his style is unusually frank and accessible; it reads more like a magazine article than the more gnarly and obtuse prose of the main text itself.

Said makes some good points. He refutes all the apologists who tell the formerly colonised people to stop belly aching about their imperial oppression and get on with building their countries (singling out the Anglo-Indian write V.S. Naipaul as guilty of this) and points out that the disastrous impacts of empire live on for generations, continuing to impact the impoverished lives of hundreds of millions of the voiceless and oppressed, in Algeria, the Congo, Iraq and Palestine. In his characteristically eccentric prose he makes the point that:

We allow justly that the Holocaust has permanently altered the consciousness of our time: why do we not accord the same epistemological mutation in what imperialism has done, and what Orientalism continues to do? (p.xvii) (cf Orientalism p.262)

That’s a telling point, and he attributes the tragic succession across the Third World of colonisation, nationalist movements, liberation, the era of military coups, insurgencies against them, civil wars, the rise of religious fanaticism and the descent into ever more brutal chaos – in his view all of these disasters were the direct result of a century or more of European imperialism, which hasn’t just altered the consciousness of our time but makes up the consciousness of our time, for everyone, for the entire world, colonisers and colonised alike.

Said tells us that he wanted to use critical analysis to reveal the cultural and intellectual power structures which enabled and then justified imperialism. He did so in the name of ‘humanism’ i.e. the hope that calm, rational enlightened study creates its own environment of sympathy and inclusiveness, undermines idées recues and idées fixes, lets people escape from the tropes and clichés, ‘the reductive formulae’ of the past, confront the realities of the present, and establish a basis on which discussion and negotiation can take place for a better future. It’s incumbent on independent intellectuals such as him ‘to provide alternative models to the simplifying and confining ones, that have prevailed in the Middle East and elsewhere for so long’ (p.xvii).

See what I mean by this is the clearest part of the book? Possibly you could read just these 17 pages and pick up virtually all you need to know about the book and Said’s political stance.

Then, unexpectedly, he shifts his ground entirely to mount a defence of philology as ‘the most basic and creative of the interpretive arts’. That’s the tradition he was raised in and he singles out as the peak of its achievement Erich Auerbach and his great book Mimesis. In this book Auerbach takes passages from the entire history of European literature, from the Iliad to Virginia Woolf, and enters into their worlds via a very close reading of the actual text, the words and their meanings and histories and connotations. That’s what Auerbach, and Said, mean by philology.

Huh. This is identical to what I feel and what I value about literature. Fully committing yourself to literary texts means entering into these other worlds, opening a space in your mind for other worlds, other peoples, other languages, other values, other stories.

Said then goes into grumpy old man mode and laments that this practice of wholesale immersion in books which he loves so much has disappeared from the academy of his time (2003). He accuses modern (2003) academia of  a) having become compartmentalised into ever smaller specialisms, while b) students are encouraged to get bite-sized snips of information off the internet and no-one reads books any more – nothing like the expansive, curious, enquiring and committed way that he, Said, obviously grew up reading. God, what would he have made of the world of TikTok and Instagram?

But then, after this charming interlude, it’s back to contemporary politics, to 2003 and the war in Iraq and Said is warning his readers against the viciously simplistic influence of the handful of zealots (Dick Cheney, Donald Rumsfeld, Paul Wolfowitz) who have taken control of the White House and disseminate the most appallingly simplistic messages about ‘Arabs’ and ‘Islam’. But then, in an effort to be even-handed, Said goes on to be just as hard on the Muslim world where, he says, repressive rulers (often backed by the West) crush their populations, who in response turn to simplistic slogans and rebellion, among which is an anti-Westernism every bit as stereotyped as Western Orientalism. In particular he laments the crushing of the Islamic tradition of free and flexible enquiry which he says has been replaced by fanaticism, purism and rote learning. Interesting that he concedes the charge of fanaticism which, throughout the main book, is viewed as an unjustifiable stereotype and slur. Now he’s admitting that it’s an empirical fact.

He concludes with a hymn of praise for humanism, for a humanism:

centred upon the agency of human individuality and subjective intuition, rather than on received ideas and approved authority. Texts have to be read as texts that were produced and live on in the historical realm in all sorts of what I have called worldly ways. (p.xxii)

Yes. I am in complete sympathy. That is what I try to do, how I try to approach texts, in this blog, and with the same motive: to set them in their historical context, to pay close attention to individual sentences and words, but also to be aware of how words and phrases are shaped by contemporary politics and have changed meanings over time as history has shifted our frames of reference. Paying attention to all of this, in my opinion, helps to broaden and widen and increase imaginative spaces and sympathies, for other times and places and people.

It’s the centenary of the Imperial War Museum, set up in the same year as the Battle of Passchendaele and the Russian Revolution. 100 years of terrifying conflict, warfare, worldwide destruction and incomprehensible hecatombs of violent death. To mark the hundred years since its founding IWM London is mounting an exhibition chronicling the history of protest against war and its mad destruction.

People Power: Fighting for Peace presents a panorama of British protest across the past decades, bringing together about three hundred items – paintings, works of literature, posters, banners, badges and music v along with film and TV news footage, and audio clips from contemporaries, to review the growth and evolution of protest against war.

The exhibition very much focuses on the common people, with lots of diaries, letters and photos from ordinary men and women who protested against war or refused to go to war, alongside some, deliberately limited, examples from better-known writers and artists.

The show is in four sections:

First World War and 1920s

Having finished reading most of Kipling recently, I have a sense of how tremendously popular the Boer War (1899 to 1902) was in Britain. If there was an outburst of creativity it was in the name of raising money for the soldiers and their families, and commemorating ‘victories’ like Mafeking on mugs and tea towels. I am still struck by the vast success of Kipling’s charity poem, the Absent-Minded Beggar (1899).

12 years later the Great War prompted the same outpourings of patriotic fervour in the first year or so. But then the lack of progress and the appalling levels of casualties began to take their toll. From the first there had been pacifists and conscientious objectors, Fabian socialists like H.G. Wells and George Bernard Shaw, or the Bloomsbury Circle with its attendant vegetarians, naturists and exponents of free love (as documented in the current exhibition of art by Vanessa Bell at the Dulwich Picture Gallery, and hilariously satirised by John Buchan in his gung-ho adventure story, Mr Standfast). 

The exhibition features personal items and letters revealing the harrowing experiences of Conscientious Objectors who faced non-combatant service, forced labour, imprisonment and hostility from wider society. (Conscription of all unmarried men between 18 and 41 was only brought in in March 1916 when the supply of volunteers dried up.)

In fact the first half of the show very much focuses on the ordeals and changing treatment of Conscientious Objectors, because both the First and Second Wars featured conscription, forcing some men to make very difficult choices. In the Great War there were 16,000 COs; in the Second War 60,000.

The show brings out the principled stand of Quakers, religious non-conformists with absolute pacifist principles, who had been persecuted ever since their foundation in the turmoil of the Civil Wars. The Quakers set up the Friends Ambulance Unit, and there is a display case showing photos, letters from the founders and so on.

One of the Great War artists, CRW Nevinson, served with the unit from October 1914 to January 1915 and two of his oil paintings are here. Neither is as good as the full flood of his Futurist style as exemplified in La Mitrailleuse (1915) – like many of the violent modernists his aggression was tempered and softened by the reality of slaughter. His later war paintings are spirited works of propaganda, but not so thrilling as works of art:

The exhibition displays here, and throughout, the special tone that women anti-war protestors brought to their activities. Many suffragettes became ardent supporters of the war and there is on display the kind of hand-written abuse and a white feather which women handed out to able-bodied men in the street who weren’t in uniform. There is fascinating footage of a rally of Edwardian women demanding to be able to work – and of course tens of thousands ended up working in munitions factories and in countless other capacities.

The millions of voiceless common soldiers were joined by growing numbers of disillusioned soldiers and especially their officers, who had the contacts and connections to make their views known. Siegfried Sassoon is probably the most famous example of a serving officer who declared his disgust at the monstrous loss of life, the mismanagement of the war, and revulsion at the fortunes being made in the arms industry by profiteers.

There’s a copy of the letter of protest Sassoon wrote to his commanding officer in 1917 and which ended up being read out in the House of Commons, a photo of him hobnobbing with grand Lady Garsington and a manuscript of one of the no-nonsense poems Sassoon published while the war was still massacring the youth of Europe (in Counter-Attack 1918):

‘Good-morning, good-morning!’ the General said
When we met him last week on our way to the line.
Now the soldiers he smiled at are most of ’em dead,
And we’re cursing his staff for incompetent swine.
‘He’s a cheery old card,’ grunted Harry to Jack
As they slogged up to Arras with rifle and pack.

But he did for them both by his plan of attack.

Fascinatingly, the hand-written text here has Sassoon’s original, much blunter, angrier version.

‘Good-morning, good-morning!’ the General said
When we met him last week on our way to the line.
Now the soldiers he smiled at are most of ’em dead,
And we’re cursing his staff for incompetent swine.
‘He’s a cheery old card,’ grunted Harry to Jack
As they slogged up to Arras with rifle and pack.

But he murdered them both by his plan of attack.

The recent exhibition of Paul Nash at Tate Britain explored how the blasphemous ruination of the natural landscape by ceaseless bombardment affected this sensitive painter. This exhibition shows some of the Nash works that IWM owns. Nash went on to have a nervous breakdown in the early 1920s.

1930s and Second World War

Throughout what W.H. Auden famously called the ‘low dishonest decade’ of the 1930s the memory of the Great War made pacifism and anti-war views much more widespread and intellectually and socially acceptable. Even the most jingoistic of soldiers remembered the horror of the trenches. Prime Minister Neville Chamberlain had been directly involved in the Great War government and this experience was part of his motivation in going the extra mile to try and appease Hitler at the infamous Munich Agreement of 1938.

All sorts of organisations organised and lobbied against the looming menace of war. In 1935 the Peace Pledge Union was founded. The exhibition shows black and white film footage of self-consciously working class, Labour and communist marches against war. Nevinson is represented by a (very poor) pacifist painting – The Unending Cult of Human Sacrifice (1934). There is the fascinating titbit that Winnie the Pooh novelist A.A. Milne published a 1934 pacifist pamphlet titled Peace With Honour. But like many others he later changed his mind, a change recorded in letters here: the rise of fascist Germany was just too evil to be wished away.

The exhibition includes diaries, letters and photography which shed light on the personal struggles faced by these anti-war campaigners – but nothing any of these high-minded spirits did prevented the worst cataclysm in human history breaking out. The thread of conscientious objectors is picked up again – there were some 62,000 COs in the second war, compared to 16,000 in the first, and letters, diaries, photographs of individuals and CO Tribunals give a thorough sense of the process involved, the forms of alternative work available, as well as punishments for ‘absolutists’ – those who refused to work on anything even remotely connected with the war.

The single most inspiring story in the exhibition, for me, was that of John Bridge, a convinced pacifist and physics teacher, who nonetheless volunteered to train as a bomb disposal expert. He has a display case to himself which shows photos, letters and so on, and gives a detailed account of his war time service in a succession of conflict zones, along with the actual fuses of several of the bombs he defused, and the rack of medals he won for outstanding bravery. In serving his country but in such a clear-cut non-aggressive, life-saving role, I was shaken by both his integrity and tremendous bravery.

Cold War

The largest section of the exhibition explores the 45-year stand-off between the two superpowers which emerged from the rubble of the Second World War – the USA and the USSR – which was quickly dubbed ‘the Cold War’. Having recently read John Lewis Gaddis’s History of the Cold War, I tend to think of the period diving into three parts:

1. The early years recorded in black-and-white TV footage characterised by both sides testing their atom and then hydrogen bombs, and leading to the near apocalypse of the Cuban Missile Crisis of October 1962. The exhibition commemorates the many mass marches from the centre of London to the Atomic Weapons Research Establishment at RAF Aldermaston in Berkshire about thirty miles away. Interestingly, it includes some of the early designs for a logo for the Campaign For Nuclear Disarmament (founded in 1958). These various drafts were made by artist and designer Gerald Holtom, before he settled on the logo familiar to all of us now. This, it turns out, is a combination of the semaphore signals for the letters ‘N’ and ‘D’.

Although Holtom is also quoted as saying it draws something from the spread arms of the peasant about to be executed in the Spanish painter Goya’s masterpiece, The Third of May 1808.

2. The Cuban crisis shook the leadership of both nuclear powers and led to a range of failsafe arrangements, not least the connection of a hotline between the US President and the Russian Premier. I always wondered what happened to the whole Aldermaston March culture with its earnest young men and women in black-and-white footage carrying banners against the bomb. The exhibition explains that a 1963 Test Ban treaty between the superpowers took a lot of the threat out of nuclear weapons. It also coincides (in my mind anyway) with Bob Dylan abandoning folk music and going electric in 1965. Suddenly everything seems to be in colour and about the Vietnam War.

This was because the Cold War, doused in Europe, morphed into a host of proxy wars fought in Third World countries, the most notable being the Vietnam War (additionally complicated by the fact that communist China was the main superpower opponent).

The same year Dylan went electric, and TV news is all suddenly in colour, the U.S. massively increased its military presence in Vietnam and began ‘Operation Thunder’, the strategy of bombing North Vietnam. Both these led in just a few years to the explosion of the ‘counter-culture’ and there’s a section here which includes a mass of ephemera from 1960s pop culture – flyers, badges, t-shirts etc emblazoned with the CND symbol amid hundreds of other slogans and logos, and references to the concerts for peace and tunes by the likes of Joan Baez and John Lennon.

Reviled though he usually is, it was actually Republican President Nixon who was elected on a promise to bring the Vietnam War to an end. Nixon also instituted the policy of détente, basically seeking ways for the superpowers to work together, find common interests and avoid conflicts. This policy was taken up by his successor Gerald Ford and continued by the Democrat Jimmy Carter, and led to a series of treaties designed to reduce the number of nuclear weapons on both sides and ease tensions.

3. Détente was running out of steam when the Soviets invaded Afghanistan in December 1979 and a year later the tough-talking Republican President Ronald Reagan was elected US President. Reagan’s more confrontational anti-communist line was accompanied by the development of a new generation of long-range missiles. When the British government of Mrs Thatcher agreed to the deployment of these cruise missiles at RAF Greenham in Berkshire, it inaugurated a new generation of direct protest which grew into a cultural phenomenon – a permanent camp of entirely female protesters who undertook a range of anti-nuke protests amid wide publicity.

The Greenham camp began in September 1981 after a Welsh group, Women for Life on Earth, arrived to protest the arrival of the cruise missiles, and continued for an impressive 19 years until it was disbanded in 2000.

The exhibition includes lots of memorabilia from the camp including a recreation of part of the perimeter fence of the base – and provides ribbons for us to tie onto the metal wire, like the Greenham women did, but with our own modern-day messages. And this impressive banner made by Thalia Campbell, one of the original 36 women to protest at Greenham Common.

Peter Kennard is very much the visual artist of this era, with his angry, vivid, innovative photo-montages. I remembered the IWM exhibition devoted entirely to his shocking striking powerful black-and-white posters and pamphlets.

Modern Era

When the Soviet Union collapsed and the Berlin Wall came down in 1989 (and Ronald Reagan and Mrs Thatcher left power, 1989 and 1990 respectively), many pundits and commentators promised that the world would benefit from a huge ‘peace dividend’. Frances Fukuyama published his influential essay The End of History – which just go to show how stupid clever people can be.

In fact, the fall of communism was followed in short order by the first Gulf War (1990 to 1991), the Balkan Wars (1991 to 1995), civil war in Somalia, the war in Afghanistan (2001 to 2014), the war in Iraq (2003 to 2011), and then the Arab Spring, which has led to ongoing civil wars in Syria and Libya. In all of these conflicts Western forces played a role.

Obviously the 9/11 attacks on New York ushered in a new era in which radical Islam has emerged as the self-declared enemy of the West. It is an age which feels somehow more hopeless and depressed than before. The Aldermaston marchers, the peaceniks of the 1960s, the Greenham grannies (as they were nicknamed) clung to an optimistic and apparently viable vision of a peaceful world.

9/11 and then the ruinous wars in Afghanistan and Iraq combined with the financial crash of 2008 and the never-ending conflict in the Middle East, along with the permanent sense of threat from Islamic terrorism, somehow make this an era without realistic alternatives. Financial institutions rule the world and are above the law. Appalling terrorist acts can happen anywhere, at any moment.

Protest has had more channels than ever before to vent itself, with the advent of the internet in the 1990s and social media in the 2000s and yet, somehow… never has the will of the bienpensant, liberal, cosmopolitan part of the population seemed so powerless. A sense that the tide is somehow against the high-minded idealism of the educated bourgeoisie was crystalised by the Brexit vote of June 2016 and then the (unbelievable) election of Donald Trump as U.S. President.

This final section of the exhibition includes a world of artefacts from this last 28 years or so – the era of Post-Communism.

In terms of anti-war protest it overwhelmingly showcases the numerous protests which have taken place against Western interference in and invasions of Arab countries. It includes a big display case on Brian Haw’s protest camp in Parliament Square (2001 to 2011).

There’s a wall of the original ‘blood splat’ artwork and posters created by David Gentleman for the Stop the War Coalition, including his ‘No More Lies’ and ‘Bliar’ designs, as well as his original designs for the largest protest in British history, when up to 2 million people protested in London on 15 February 2003 against the Iraq War.

The exhibition also features a kind of continual aural soundscape in that there are well-amplified sounds of chants and protests from the different eras and installations washing & overlapping over each other, as you progress through it. In addition, there are also headphone posts where you can slip headphones on and listen to a selection of voices from the respective era (1930s, 1950s, 1980s).

Effectiveness

Did it work? Any of it? Did Sassoon’s poems stop the Great War a day earlier? Did all the political activism of the 1930s prevent the Second World War? Did the Greenham Women force the cruise missiles to be removed? Did anything anyone painted, carried, did or said, stop Bush and Blair from invading Iraq?

On the face of it – No.

This uncomfortable question is addressed in the final room (more accurately an alcove or bay) where a large TV screen shows a series of interviews with current luminaries of protest such as Mark Rylance (actor), Kate Hudson (General Secretary of the Campaign for Nuclear Disarmament), Vanessa Redgrave (actor), Lindsey German (convenor of the Stop the War Coalition), David Gentleman (artist associated with Stop the War).

From these fascinating interviews there emerge, I think, three points:

1. To the Big Question the answer is No – All the marches, banners, posters and activism never prevented or stopped a single war.

2. But, on the plus side, very large protests can influence the culture. There is now probably a widespread feeling across most of British society that British troops must not be sent to invade another foreign country, certainly not another Middle Eastern country, ever again. This helped decide the vote in August 2013 in which MPs voted against David Cameron’s proposal to allow RAF planes to join other NATO allies in attacking ISIS forces inside Syria. But was this due to any of the protests, or simply due to the long drawn-out mismanagement of the war which so obviously led to bloody chaos in Iraq, and the loss of lots of British troops and – for what?

And the protests didn’t create a culture of total pacifism, far from it – In December 2015, MPs voted in favour of allowing RAF Typhoons to join in attacks on ISIS in Syria i.e. for Britain to be involved in military operations in the Middle East. Again.

So none of the interviewees can give any concrete evidence of any government decisions or military activity being at all influenced by any mass protest of the past 100 years.

3. Community

But instead, they all testified to the psychological and sociological benefits of protest – of the act of joining others, sometimes a lot of others, and coming together in a virtuous cause.

For Mark Rylance joining protests helped him lance ‘toxic’ feelings of impotent anger. One of the other interviewees mentioned that marching and protesting is a kind of therapy. It makes you feel part of a wider community, a big family. It helps you not to feel alone and powerless. Lindsey German said it was exciting, empowering and liberating to transform London for one day, when the largest protest in British history took place on 15 February 2003 against the prospect of the invasion of Iraq.

This made me reflect on the huge numbers of women who took part in the marches against Donald Trump in January 2017, not just in Washington DC but across the USA and in other countries too. Obviously, they didn’t remove him from power. But:

  • they made their views felt, they let legislators know there is sizeable active opposition to his policies
  • many if not most will have experienced that sense of community and togetherness which the interviewees mention, personally rewarding and healing
  • and they will have made contacts, exchanged ideas and maybe returned to their communities empowered to organise at a grass-roots level, to resist and counter the policies they oppose

Vietnam

The one war in the past century which you can argue was ended by protests in a Western country was the Vietnam War. By 1968 the U.S. government – and President Lyndon Johnson in particular – realised he couldn’t continue the war in face of the nationwide scale of the protests against it. In March 1968 Johnson announced he wouldn’t be standing for re-election and declared a winding-down of U.S. troop involvement, a policy followed through by his successor, Nixon.

But:

a) Handing over the people of South Vietnam to a generation of tyranny under the North Vietnamese communist party was hardly a noble and uplifting thing to do.

b) In the longer term, the debacle of the Vietnam War showed American and NATO leaders how all future conflicts needed to be handled for domestic consumption i.e very carefully. Wars in future:

  • would need to be quick and focused, employing overwhelming force, the so-called ‘shock and awe’ tactic
  • the number of troops required should never get anywhere near requiring the introduction of conscription or the draft, with the concomitant widespread opposition
  • the media must be kept under tight control

This latter is certainly a take-home message from the three books by war photographer Don McCullin, which I’ve read recently. During the Vietnam War he and the hundreds of other reporters and photographers could hitch lifts on helicopters more or less at will, go anywhere, interview everyone, capture the chaos, confusion, demoralisation and butchery of war with complete freedom. Many generals think the unlimited reporting of the media lost them the war in Vietnam (as opposed to the more obvious conclusion that the North Vietnamese won it).

The result was that after Vietnam, Western war ministries clamped down on media coverage of their wars. In McCullin’s case this meant that he was actively prevented from going to the Falklands War (April to June 1982), something which has caused him great personal regret but which typifies, on a wider level, the way that that War was reported in a very controlled way, so that there’s been an enduring deficit in records about it.

From the First Gulf War (1990 to 1991) onwards, war ministries in all NATO countries have insisted on ’embedding’ journalists with specific units where they have to stay and can be controlled.

Like the twentieth century itself, this exhibition is sprawling, wide-ranging, and perplexing – sparking all sorts of ideas, feelings and emotions which are difficult to reconcile and assimilate, since its central questions – Is war ever morally justified? If so, why and when and how should it be fought? – remain as difficult to answer as they were a hundred years ago, as they always have been.

The Cold War by John Lewis Gaddis (2005)

Lenin, following Marx, assumed the incompatibility of class interests: because the rich would always exploit the poor, the poor had no choice but to supplant the rich. [President Woodrow] Wilson, following Adam Smith, assumed the opposite: that the pursuit of individual interests would advance everyone’s interests, thereby eroding class differences while benefiting both the rich and the poor. These were, therefore, radically different solutions to the problem of achieving social justice within modern industrial societies. At the time the Cold War began it would not have been at all clear which was going to prevail.

John Lewis Gaddis (b.1941) is a renowned academic expert on the Cold War and has been teaching and writing about it since the 1970s. The preface to this book explains that his students and publishers suggested he write a popular, brief overview of the subject about which he knows so much, and that this book is the result.

The cover of the Penguin paperback edition promises to give you the lowdown on ‘THE DEALS. THE SPIES. THE LIES. THE TRUTH’ but this is quite misleading. Along with Len Deighton’s description of it as ‘gripping’, this blurb gives the impression that the book is a rip-roaring narrative of an action-packed era, full of intrigue and human interest.

Academic and theoretical approach

Nothing could be further from the truth. In fact the book feels much more like the textbook to accompany a university course in international studies. It doesn’t at all give a chronological narrative of the Cold War and certainly has no eyewitness accounts or personal stories of the kind that bring to life, for example, Jim Baggott’s history of the atom bomb, Atomic, or Max Hasting’s history of the Korean War.

Instead, the book is divided into seven themed chapters and an epilogue which deal at a very academic level with the semi-abstract theories of international affairs and geopolitics.

Nuclear weapons and the theory of war

So, for example, the second chapter, about the atom bomb, certainly covers all the key dates and developments in the history of the bomb but is, at its core, an extended meditation on the German theorist of war, Carl von Clausewitz’s, famous dictum that war ‘is a continuation of political activity by other means’ (quoted p.51). The chapter shows how U.S. presidents Truman, Eisenhower and Kennedy, and their Russian opposite numbers, Stalin and Khrushchev, worked through the implications of this profound insight.

If war only exists to further the interests of the state (as it had done through all recorded history up till 1945) then a war which threatens, in fact which guarantees, the destruction of the very state whose interests it is meant to be furthering, is literally inconceivable.

Truman showed he had already grasped some of this when he removed the decision to deploy atom bombs from the military – who were inclined to think of it as just another weapon, only bigger and better – and made use of the atom bomb the sole decision of the civilian power i.e. the president.

But as the atom bombs of the 1940s were superseded by the hydrogen bombs of the 1950s, it dawned on both sides that a nuclear war would destroy the very states it was meant to protect, with profound consequences for military strategy.

This insight came very close to being ignored during the darkest days of the Korean War, when the massed Chinese army threatened to push the Allies right out of the Korean peninsula and plans were drawn up to drop atom bombs on numerous Chinese cities. Again, during the Cuban missile crisis of 1962, American generals were advising President Kennedy to authorise a devastating first strike on the Soviet Union with likely results not wildly exaggerated in Kubrick’s bleak nuclear satire, Dr Stangelove.

And yet both times the civilian authority, in the shape of Presidents Truman and Kennedy, rejected the advice of their military and refused the use of nuclear weapons. Truman signalled to both China and Russia that the Korean War would remain a conventional war limited to Korea only. And Kennedy made significant concessions to the Soviets in order to defuse the Cuba situation. We aftercomers owe an enormous debt of gratitude to the wisdom and restraint of both these men.

It is by following the ramifications of the new theory of war created by the advent of nuclear weapons, that Gaddis makes sense of a number of Cold War developments. For example, the development of regular meetings to discuss arms limitations which took place between the Cold War antagonists from the Cuban crisis onwards, talks which certainly continued to be fractious opportunities for propaganda on both sides, but which also proved Churchill’s dictum that ‘jaw jaw is better than war war’.

Capitalism versus communism

If chapter two considered the evolution of new military theory during the war, chapter three covers much the same chronological period but looked at in terms of socio-economic theory, starting with a very basic introduction to theories of Marxism and capitalism, and then seeing how these played out after World War One.

Gaddis deploys a sequence of significant dates each separated by a decade, which tell the story of the decline and fall of communism:

  • in 1951 all nations were recovering from the devastation of war, the USSR had established communist dictatorships in Eastern Europe and a newly communist China was challenging the West’s staying power in Korea
  • in 1961 Nikita Khrushchev visited America and gleefully told his audience that the communist countries would surge ahead in economic production and ‘bury’ the West
  • by 1971, as consumerism triumphed in the West, all the communist economies were stagnating and communism in China was accompanied by inconceivable brutality and mass murder
  • by 1981 life expectancy in the Soviet Union was in decline and Russia was mired in a pointless war in Afghanistan
  • by 1991 the Soviet Union and all the communist East European regimes had disappeared, while China was abandoning almost all its communist policies, leaving ‘communism’ to linger on only in the dictatorships of Cuba and North Korea

Capitalism won the Cold War. Marx claimed to have revealed the secrets of history, that the capitalist system was inevitably doomed to collapse because the exploited proletariat would inevitably grow larger as an ever-shrinking capitalist class concentrated all wealth unto itself, making a proletarian revolution inevitable and unstoppable. That was Marx and Engel’s clear prediction.

1. In direct contradiction to Marxist theory, living standards in all capitalist countries for everyone are unrecognisably higher than they were 100 years ago.

2. Marx predicted that his communist revolution could only happen in advanced industrial countries where the capitalists had accumulated all power and the proletariat was forced to rebel. In the event, communist revolutions turned out to be a characteristic of backward, feudal or peasant countries, namely Russia and China, later Cuba, and then a sorry string of Third World basket cases – Angola, Somalia, Ethiopia, Afghanistan. Communism only took hold  in Eastern Europe because it was imposed by Russia’s military dictatorship, and was thrown off the second that Russia’s tyrannical grip was loosened.

It was the tragedy of both Russia and China that, in order to make their countries conform to Marx’s theories, their leaders undertook policies of forced collectivisation and industrialisation which led to the deaths by starvation or murder of as many as 50 million people, generally the very poorest of their populations. Communism promised to liberate the poor. In fact it ended up murdering the poorest of the poor in unprecedented numbers.

It wasn’t just their theory of revolution that was wrong. Lenin’s 1916 tract, Imperialism, the Highest Stage of Capitalism, is an interesting analysis of the history of the European empires up to that date and a contribution to the vast debate over the origins of the First World War. But its key practical suggestion was that capitalist states will always be driven by boundless greed and, therefore, inevitably, unstoppably, must always go to war.

Gaddis shows how Stalin and Mao shared this doctrinaire belief but how it led them to bad miscalculations. Because, in direct contradiction to the notion of inevitable inter-capitalist conflict, American presidents Truman and Eisenhower, both with direct personal experience of war, grasped some important and massive ideas, the central one being that America could no longer be isolationist but needed to create (and lead) a union of capitalist countries, to build up economic and military security, to ensure they never again went to war among themselves. The opposite of what Lenin predicted.

This was a big shift in American strategy. Throughout the 19th century America concentrated on settling its own lands and building up its own economy, happily ignoring developments beyond its borders. Despite President Wilson’s achievement in persuading Americans to intervene in the Great War, immediately afterwards they relapsed back into isolationism, refusing to join the League of Nations and indifferent to the rise of authoritarian regimes in Russia, Germany and Japan.

After the cataclysm of the Second World War, American policy shifted massively, finding expression in the Truman Doctrine, President Truman’s pledge that America would help and support democracies and free peoples around the world to resist communism. To be precise:

‘It must be the policy of the United States to support free people who are resisting attempted subjugation by armed minorities or by outside pressures.’ (Truman’s speech to Congress on 12 March 1947)

The Truman Doctrine was prompted by practical intervention ($400 million) to support the anti-communist forces during Greece’s Civil war (1945 to 1949), which the Americans felt also had to be balanced by support ($100 million) for Turkey. In both respects the Americans were taking over from aid formerly provided by Britain, which was now no longer able to afford it. The doctrine’s implicit strategy of ‘containment’ of the USSR, led on to the creation of NATO in 1949 and the Marshall Plan for massive American aid to help the nations of Western Europe rebuild their economies.

Of course it was in America’s self-interest to stem the tide of communism, but this doesn’t really detract from the scale of the achievement – it was American economic intervention which helped rebuild the economies of, and ensured freedom from tyranny for, France, West Germany, Italy, Greece, Turkey, Belgium and Holland (in Europe) and Japan and South Korea in the Far East. Hundreds of millions of people have led lives of freedom and fulfilment because of the decisions of the Truman administration.

The power of weakness

Of course the down side of this vast new expansion of America’s overseas commitment was the way it also included a long and dishonourable tradition of American support for repellent dictators and right-wing rulers solely because they were the only available anti-communist figures available in many countries.

This lamentable tradition kicked off with America’s ambivalent support for Chiang Kai-shek, the semi-fascist Nationalist leader who America supported in pre-communist China, then the repellent Syngman Rhee in post-war South Korea, through Ngo Dinh Diem in South Vietnam, General Pinochet in Chile, the Shah of Iran, Saddam Hussein in Iraq, and so on and so on.

This dark side to American post-war foreign policy is well-known, but what’s thought-provoking about Gaddis’s account is the thesis he hangs his fourth chapter on, a teasing paradox which only slowly emerges – that many of these small, ‘dependent’ nations ended up able to bend the Superpowers to their will, by threatening to collapse.

Thus many of the repellent dictators America found itself supporting were able to say: ‘If you don’t support me, my regime will collapse and then the communists will take over.’ The paradox is that it was often the weakest powers which ended up having the the strongest say over Superpower policy. Thus Chiang Kai-shek’s Nationalist regime in China was able to summon up American support, as was the equally unpleasant Sygman Rhee in South Korea, because America regarded these states as vital buffers to communist expansion, which meant that, in practice, both dictators could get away with murder and still be supported, often reluctantly, by the U.S.

But the same could also go for medium-size allies. In 1950 both France and China very much needed their respective sponsors, America and the Soviet Union. But by 1960 both were more confident of their economic and military power and by the late 1960s both were confident enough to throw off their shackles: General de Gaulle in France notoriously withdrew from NATO and proclaimed France’s independence while in fact continuing to benefit from NATO and American protection. France was weak enough to proclaim its independence while, paradoxically, America the superpower had to put up with de Gaulle’s behaviour because they needed France to carry on being an ally in Western Europe.

Mao Zedong was in awe of Stalin and relied on his good opinion and logistical support throughout his rise to power in China in 1949 until Stalin’s death in 1953. This respect for the USSR lingered on through the 1950s, but China came to despise the weakness of Stalin’s successor, Khrushchev, and the feebleness of the USSR’s hold over its East European satellites, especially after they rose up in revolt (East Germany in 1953, Hungary in 1956, Czechoslovakia in 1968).

I didn’t know that border incidents between China and Russia flared up in 1969 and spread: for a while it looked as if the world’s two largest communist powers would go to war – making nonsense of Lenin’s thesis.

This of course presented the West with a great opportunity to divide the two communist behemoths, and Gaddis is favourable to President Nixon and his Secretary of State Henry Kissinger for the brave decision they took to visit China, to meet Mao in person and try to develop better trade and cultural links.

The Chinese, surrounded by a menacing Russia to the north, neutral India to the West and the traditional enemy, Japan, to the East, realised there was merit in reaching an understanding with distant America. Nixon realised what an enormous coup it would be to prise apart the two largest communist nations, as well as helping sort out some kind of end to the disastrous war in Vietnam.

By this stage, 25 or so years into the Cold War, the relative simplicity of a bipolar world divided between two superpowers had become considerably more complicated, an increasing complexity created by the newly independent nations of the developing or Third World, and the growth of a would-be ‘non-aligned’ group of nations seeking to avoid entanglement with either side, but cannily playing both superpowers off against each other in order to extract maximum advantage.

Other themes

These first chapters deal with:

  • the realisation of the nuclear stalemate and its implications i.e. superpower war is self-defeating
  • the failure of both capitalism and communism to deliver what they promised
  • the realisation by ‘weak’ states that they could use the superpower rivalry to their advantage

Human rights 

The rise of the notion of human rights and universal justice, which was increasingly used to hold both superpowers to ever-tighter account. Gaddis looks in detail at the slow growth of official lying and ‘deniability’ within American foreign policy (epitomised by the growth in espionage carried out by the CIA) which reached its nadir when the systematic lying of President Nixon unravelled after Watergate.

Gaddis compares the discrediting of American policy with the long-term effects of the Russian suppression of the Prague Spring of 1968. In a kind of mirror of the Watergate experience, the Soviet repression in Czechoslovakia planted seeds of doubt about the legitimacy of communist rule in the minds of much of the Soviet population and especially among its intellectuals. From the 1970s onwards the Soviets had to cope with home-grown ‘dissidents’, most notably Alexander Solzhenitsyn and Andrei Sakharov.

Soviet Premier Leonid Brezhnev worked hard to secure the ‘Helsinki Accords’, a contract with the West giving a permanent written guarantee of the security of the communist regimes in Eastern Europe. He allowed the declarations of human rights which made up its latter sections to be inserted by the West as a necessary concession, but was appalled when these began to be used by dissidents within Russia to measure the government by.

When a Czech rock band was arrested by the authorities in 1977, leading intellectuals protested and signed Charter 77, which politely called on the Czech communist government to respect the human rights which were paid lip service in both the Czech communist constitution and the Helsinki Accords. And when the first Polish pope, Pope John Paul II, visited his homeland in 1979, he also called on the Polish government to respect human rights as defined in the Helsinki Accords.

Gaddis identifies this emergence of human rights, a realm of authenticity over and above the laws or actions of any actual government, of either West or East, as a major development in the 1970s.

The power of individuals

A chapter is devoted to the importance of individuals in history, contrary to Marxist theory which believes in historical inevitabilities driven by the power of the masses, themselves driven by the ineluctable laws of economics. Thus Gaddis gives pen portraits of key players in the final years of communism, namely Pope John Paul II, Margaret Thatcher, Vaclav Havel and Lech Wałęsa, but most space is given to the key role played by Ronald Reagan.

Gaddis explains that détente, the strategic policy developed by President Nixon and continued by Gerald Ford and Jimmy Carter, and on the Soviet side agreed by Brezhnev, amounted to an acceptance of the status quo, especially the borders in Europe, and thus solidified Russia’s grasp in the East. With these borders defined and agreed, both sides could:

  1. Settle down to a routine of talks about reducing nuclear weapons (which, by this stage, came in a bewildering range of shapes and sizes – hence the complexity of the Strategic Arms Limitations [SALT] talks).
  2. Sublimate their confrontation into the developing world: hence the stream of local conflicts in far away countries like Ethiopia or Nicaragua. Fascinatingly, Gaddis quotes Kremlin advisers confessing that the Soviet leadership often had second thoughts about getting involved in some of these remote conflicts, e.g. in Angola or Somalia, but felt trapped by the logic of needing to be seen to support ‘national liberation struggles’ wherever they involved self-proclaimed Marxist parties.

At the time it felt as if Soviet communism was successfully funding revolutions and spreading its tentacles around the world; only in retrospect do we see all this as the last gasps of a flailing giant. According to Gaddis, the great political visionary who brought it to its knees was Ronald Reagan!

As someone alive and politically active during the 1980s I know that the great majority of the British people saw Reagan as a bumbling fool, satirised in the Spitting Image TV show in a recurring sketch called ‘The President’s brain is missing’. To my amazement, in Gaddis’s account, Reagan is portrayed as a strategic genius (one of America’s ‘sharpest grand strategists ever’, p.217) who swept aside détente in at least two ways:

  1. Reagan thought communism was an aberration, ‘a bizarre chapter’ (p.223) in human history which was destined to fail. So instead of accepting its potentially endless existence (like Nixon, Ford and Carter before him) Reagan’s strategy and speeches were based on the idea that Soviet communism must inevitably collapse (for example, in his famous speech in Berlin when he called on Mr Gorbachev to ‘tear down this wall’).
  2. Similarly, Reagan rejected the entire twisted logic of mutually assured destruction which had grown up around nuclear weapons: he was the first genuine nuclear abolitionist to inhabit the White House, hence his outrageous offer to Gorbachev at the Iceland summit for both sides to get rid of all their nuclear weapons. And when Gorbachev refused, Reagan announced the development of his Strategic Defence Initiative (nicknamed Star Wars) i.e. the creation of a satellite shield which would shoot down any incoming nuclear missiles attacking the United States, thus rendering Russia’s nuclear arsenal obsolete, but also dangerously disturbing the delicate balance of power.

At the time these destabilising words and actions seemed reckless and dangerous, and what Gaddis portrays as the entrenched détente establishment on both sides strongly criticised Reagan. It is only with the enormous benefit of hindsight – the knowledge that the Soviet Union and communism were to collapse like a pack of cards in 1989 – that Reagan’s approach and all his speeches take on the light not of a mad old man (he was 74 when Gorbachev came to power in 1985) but of a bold visionary.

The steady growth in Reagan’s stature is a salutary lesson in how history works, how what we think about a period we’ve actually lived through can be completely transformed and reinterpreted in the light of later events. How our beginnings have no inkling of our ends. An object lesson in the severe limitations of human understanding.

Conclusion

To summarise: The Cold War is not a straightforward historical account of the era 1945 to 1991; it is, rather, a series of thought-provoking and stimulating essays on key aspects and themes from the era.

Each chapter could easily form the basis of a fascinating discussion or seminar (of the kind that Gaddis has no doubt supervised by the hundred in  his long and distinguished academic career).

In other words, coverage of specific incidents and events is always secondary to the ideas and theories of geopolitics and international strategic ideas which the period threw up in such abundance, and which are the real focus of the text.

It’s a fascinating book full of unexpected insights and new ways of thinking about the recent past.

I was politically active during the 1970s and 1980s, so I remember the later stages of the Cold War vividly. Maybe the biggest single takeaway from this book is that this entire era is now a ‘period’ with a beginning, a middle and an end, which can be studied as a whole. As it recedes in time it is becoming a simplified artefact, a subject for study by GCSE, A-level and undergraduate students who have no idea what it felt like to live under the ever-present threat of nuclear war and when communism still seemed like a viable alternative to consumer capitalism.

Although many of its effects and implications linger on, with every year that passes the Cold War becomes a distant historical epoch, as dry and theoretical as the Fall of the Roman Empire or the Thirty Years War. I try to explain how it felt to be alive in the 1980s to my children and they look at me with blank incomprehension. So this is what it feels like to become history.

‘Yes I want it or yes I can have it?’ I said.
‘Yes, everything they say about you is true,’ said Dawlish. ‘Go away and let me work.’

Funeral In Berlin, the third novel of the Ipcress File tetralogy, strikes me as being more relaxed and funnier than its predecessors.

‘Do you ever imagine what it would be like to be on the moon?’ Sam said.
‘Nearly all the time,’ I said. (Ch 15)

The humour works better and the disconnected, angular style is, initially at least, less impenetrable than in The Ipcress File. Several times I even thought I knew what was going on although, no, it was as murky and rifted by double meanings, ambiguities and uncertainties as the first two. Even when things are made (relatively clear) in a brief explanation in chapter 44, it turns out this explanation needs further explanation in chapter 49, pages 245-6.

‘I never joke, Chico. The truth is quite adequately hilarious.’ (Ch 13)

Street smart

It’s set just slightly before the Swinging Sixties, when people still talked about ‘beatniks’ and hung out in Soho coffee bars and the most raucous sounds seem to come from loud jazz. A world where the nameless Narrator is keen to demonstrate his street smarts, his cool, his savvy.

Charlotte Street runs north from Oxford Street and there are few who will blame it. By mid-morning they are writing out the menus, straining yesterday’s fat, dusting the plastic flowers and the waiters are putting their moustaches on with eyebrow pencils. (Ch 13)

The colour and detail of ‘pads’ which are about to feature in colour supplements about Jean Shrimpton or Burt Bacharach.

I walked into the lounge. It was about thirty foot of ankle-high carpeting from silk wall to silk wall. The cocktail cabinet was in the corner. I opened it and was socked in the head by pink neon. (Ch 14)

And yet, as I’ve noted before, the cool of Deighton (b. 1929) is combined with what later generations, or even the Beatles generation (b.1940), would think of as still very high-brow intellectual pursuits: when he wines and dines the sexy American girl he’s picked up – or who’s picked him up – they agree to go to a concert at the South Bank which includes the music of Charles Ives, Berg and Schoenberg. In fact the Schoenberg piece – Variations for Wind band – appears three times, in different places, like a leitmotiv. Maybe its recurrence is a hint that the novel itself is made out of a theme and variations, as the Schoenberg piece is, with the same recurring motifs given different treatment, seen from different angles (and, in an innovation for Deighton, we are given the points of view of several characters, see below).

Security Service savvy

Deighton does a very good job of conveying how we imagine the Security Services to actually be i.e. not at all glamorous jetsetting but a pettifogging bureaucratic cross between the Army and the Civil Service, snowed under with paperwork, its employees fussing about pay and pensions and expenses, thrilling to little perks like luxury lunches at the club – except that the petty jealousies and rivalries which plague all bureaucracies in this context overlap with very real plots and conspiracies to frame each other (as in Ipcress) or to hamstring each other’s projects to double-cross or treble-cross the Russian, or German, or Israeli secret services.

Textual apparatus

The security savviness is reinforced by more of the larky apparatus surrounding the text that was deployed in Ipcress and Horse Under Water:

  • in the classic spy manner, each short chapter has a date stamp (e.g. Berlin, Monday, October 7th – since Bonfire Night, November 5th, is a Tuesday, it must be set in 1963)
  • there are, again, numerous footnotes explicating Security Service acronyms or military practice, specialist knowledge such as what a D notice is, 18 in the first 60 pages alone
  • there are half a dozen appendices at the end of the text giving longer explanations of aspects of the story (poisonous insecticides; Gehlen Organisation; the Abwehr; Soviet security systems; French security systems; Official Secrets Act 1911)
  • as Ipcress File had horoscopes at the head of each chapter, and Horse Under Water had crossword clues, so each of Funeral‘s 52 chapters has an epigraph which is a rule or tip about chess. I play chess pretty well so was mildly interested in some of them, but they added nothing to my enjoyment and, as far as I could see, nothing to the meaning of the story so, like the horoscopes, I learned to ignore them
  • right at the end we learn that throughout the adventure, the Narrator has been doing an ‘It pays to increase your word power’ game. His rating is ‘fair’

The Narrator

The greatest tribute you can pay to a secret agent is to take him for a moron. All he has to do is to make sure he doesn’t act too exactly like one. That was my concern now. (p.109)

Funeral has the same unnamed, first-person Narrator as The Ipcress File, working for the same obscure intelligence unit (W.O.O.C.(P.)) and the same boss – Dawlish – as in Horse:

Dawlish and I have a perfect system. It is a well-known fact that I am an insolent intractable hooligan over whom Dawlish has only a modicum of control. Dawlish encourages this illusion. One day it will fail. Dawlish will throw me to the wolves. (p.170)

He has the same secretary (Jean Tonnesson) and staff (Alice Bloom, Chico), working out of the same dingy Charlotte Street office. As in Horse, it is emphasised that the Narrator owes his position to his specialist knowledge of finances:

The system upon which we ran the department was that I took responsibility for all financial problems, although what might be called ‘accounts’ were seen by Alice and I merely initialled them. It was my special knowledge of finance which had brought me into W. O. O. C.(P) and compelled them to put up with me. (p.225)

He wears spectacles. He smokes Gauloise cigarettes. He is knowledgeable about modern classical music. He lives in a flat in Southwark, although he tells old General Borg ‘I live behind Waterloo Station’.

And he’s getting fat. There are half a dozen references to him ‘throwing caution to the wind’ when he eats out, just casual throwaway moments like:

The steak was O.K. and I was strong-willed enough not to hit the sweet-trolley too hard.

These hints are reinforced in the sequel, Billion Dollar Brain.

Plot

The novel follows a series of trips the Narrator makes to Cold War Berlin (under the pseudonym Edmond Dorf) and starts off being about the defection of a Russian scientist, Semitsa, reputedly an expert on enzymes used in pesticides and so useful to the West, the deal being arranged by ‘our’ Berlin fixer and chancer, Johnnie Vulkan.

Slowly it emerges that this is a red herring and that the plot is really about the legacy of the war, about the fate of a German murderer who was in a concentration camp during the Nazi era and who has survived into post-War Berlin, although wanted by both the Communists and the Israelis.

The progress of the plot and of the Narrator’s efforts are closely monitored by the Russian General Stok, who pops up throughout the book, initially hinting that he himself wants to defect and that Semitsa’s passage will be a dry run for him. Later on, Stok admits that he just wants to keep an eye on everything. Stok is a broadly comic character, forever making toasts with vodka and caviare, engaging in witty banter with the wryly understated Narrator. Though there are a couple of sinister moments when the Narrator is pulled over by police in East Germany, then in Czechoslovakia, and thinks he might be about to be arrested – only for Stok to emerge from the shadows with a big grin and a bottle of vodka!

In Ipcress the Narrator says plots aren’t as easy to define or tie up as writers of spy fiction would have you expect. He claims to have some 600 files open at any one time, each of which is highly complex and may not even be a definite ‘case’, may just be an accidental overlapping of circumstances, while real ‘cases’ i.e. interconnected purposeful events, are going undetected.

All three novels dramatise this sense of uncertainty. It’s difficult to know what’s going on because in the ‘real world’ which the spy inhabits, everyone is lying, everyone has multiple identities and concealed agendas, you’re not even certain what your ‘own’ side wants, let alone the other official agencies, let alone the numerous freelancers you continually meet and who are continually making dubious offers and suggestions.

Thus for most of the novel it’s difficult to know whether this is:

  • a true case of a Russian scientist defecting
  • something to do with the Gehlen Bureau or Organisation, a branch of German Intelligence – creepy Teutonic types we meet a couple of times and who offer to help facilitate the smuggling of Semitsa through the wall – or are they up to something more?
  • a dummy run for General Stok’s own plan to defect. In the end it turns out he doesn’t want to and is interested in something else completely

The main love interest is the gorgeous Samantha Steele, who seduces the Narrator while posing as an American agent. In the final quarter she is revealed to be an Israeli agent (for the Shin Bet) and for a while it seems the plot might be about the Israelis tracking down a concentration camp guard who was responsible for murders in the death camps, and is still alive, and therefore deserves punishing…

At one point is seems as if Johnnie Vulkan has taken British money to facilitate the smuggling of the Russian scientist Semitsa, across the Berlin Wall hidden in a coffin – hence the title – but plans to double cross the Narrator and the British by selling Semitsa on to Sam and Israeli Intelligence.

But when Vulkan and the Narrator open the coffin as delivered to them in a West Berlin garage, they find no scientist, just a load of propaganda pamphlets. It seems this is a joke the ubiquitous Colonel Stok has played on them; not only did he never intend to defect himself, he never intended to supply any Russian scientist either – all along he simply wanted to poke and pry into British Intelligence methodology, and also entrap the members of the Gehlen Bureau who had been helping, five of whom mysteriously disappear.

But in any case it then turns out that Vulkan doesn’t give a damn about Semitsa or the Israelis – all along Vulkan had insisted the papers for the ‘corpse’/coffin be made out in the name of one Paul Louis Broum. For a while it seemed to be merely a coincidence that, upon deeper investigation, this Broum had been a real person who had survived for a while in Treblinka concentration camp before being murdered on the long walk West escaping the advancing Russians – it was just a useful name to put on the documentation covering the smuggling of Semitsa through the wall.

But slowly this Broum figure becomes more important: could it be that he had lived on and that his murder was really a story and Broum was in fact Vulkan or one or other of his dodgy underworld contacts?

The Narrator probes this murky history on a vividly described trip to Prague where he meets two ageing Jews (Jan-im-Gluck and Josef-the-gun) who survived the camps and knew the real Broum, and claimed to witness his murder. It is typical of the novel (and of ‘reality’?) that they give sharply differing accounts of Broum’s character and fate…

the novel builds up to an extended set-piece wherein a hearse navigates the security checks and concrete traffic blocks at Checkpoint Charlie, carrying a dead Berliner who wants to be buried in the West, which passes through unhindered and drives on to an abandoned warehouse.

Here the Narrator and Vulkan open the coffin and discover it contains no Russian scientist but is packed with propaganda pamphlets – this is Colonel Stok’s little joke. Thinking the Narrator has double crossed him Vulkan turns nasty and pulls a gun, demanding the Narrator hands over all the Broum paperwork. Through sheer (bad) luck the Narrator knocks Vulkan backwards onto a rack of drills and Vulkan dies a horrible agonising death from a punctured lung.

The Narrator promptly takes out the pamphlets and packs Vulkan’s body into the coffin in time for the Israeli agents to arrive and collect it at gunpoint. This team is led by his brief one-time lover Sam Steele whose real name is now revealed as Hannah Stahl, who explains to the Narrator that they need Semitsa because his innocent-sounding work on enzymes is a cover for research into deadly nerve gases, and this information will be vital for Israel when the next Arab-Israeli War breaks out (as it, of course, did, three years after this novel was published).

Boy, is she in for a surprise when she opens the coffin and finds no Russian scientist, just the embarrassing corpse of a Berlin playboy and chancer (with whom, incidentally, she had also had a fling; the chapter giving her point of view has her comparing Vulkan and the narrator as lovers, and potential fathers) – although we are not shown this scene, Deighton leaves her and the truck carrying the coffin as it drives through West Germany, so leaving the revelation to our imagination.

And then there’s the departmental politics back in dear old London, where the narrator can never be sure whether his boss is backing him up or framing him, or whether other departments like the War Office or Foreign Office or Home Office are helping whatever it is he’s trying to do, or are playing completely different games in which he is only a pawn.

Explanation 1

It’s only right at the end that, in two conversations with his boss, the Narrator finally explains everything:

  • ‘In a concentration camp there is a very wealthy man named Broum. Broum’s family left him about a quarter of a million pounds in securities in a Swiss bank. Anyone who can prove he is Broum can collect a quarter of a million pounds. It’s not hard to understand; Vulkan wanted those papers to prove that he was Broum. All the other things were incidental. Vulkan made Gehlen’s people ask us for the papers to make it appear more genuine.’
  • Sam the Israeli intelligence agent wanted Semitsa for the Israeli scientific programme.
  • ‘Vulkan wanted to give Semitsa to the Israeli Government. In exchange for this they would endorse his claim to the Broum fortune. The Swiss banks are very sensitive to the Israeli Government. It was a brilliant touch.’

Explanation 2

Goes into more detail:

‘Vulkan existed all right,’ I said. ‘He was a concentration-camp guard until a wealthy prisoner (who had been an assassin for the Communist Parties) arranged to have him killed. This man was Broum, and an S.S. medical officer named Mohr… ‘
‘The one in Spain now. Our Mohr.’
I nodded. ‘… made a deal. The S.S. officer staged a death scene and made sure that Broum was believed dead by all the prisoners. Broum meanwhile dressed as a German soldier and disappeared. In 1945 even being a German soldier was better than being a murderer. What’s more Broum (or Vulkan) got along very well financially even without the £250,000, but it was nice to think it was there waiting. Perhaps he intended to leave it to someone. Perhaps on his death-bed, beyond the reach of the guillotine, he was going to say who he really was. No. It was this new law about unclaimed property that made him suddenly start to move. What he needed was a way of proving he was Broum and then of not being Broum just as quickly.’
‘It’s astonishing,’ said Dawlish, ‘to think of a Jewish prisoner who had suffered so much going all through his life saying that he had been a Nazi guard in a concentration camp.’
‘He didn’t know whether he was up or down,’ I said. ‘He came to the conclusion that if you throw enough money around you don’t have enemies. Vulkan, Broum, whatever you want to call him, his final allegiance was to cash.’

The new law referred to had just been passed by the Swiss government and allowed any descendants of Jews murdered by the Nazis to apply for Nazi money which had been deposited in Swiss banks. As per explanation 1, ‘Broum’s family left him about a quarter of a million pounds in securities in a Swiss bank. Anyone who can prove he is Broum can collect a quarter of a million pounds.’ So the man who had been passing himself off as Johnny Vulkan for so long, wanted the paperwork in the name of his own actual, real identity, Broum, so as to apply for the money. He only arranged ‘the defection of Semitsa to the West’ with a view to immediately handing him over to the Israelis to help their war effort, in exchange for their ratifying his claim for the Swiss money. In doing so he was planning to completely double-cross the Narrator and British Intelligence. In the event they were all double-crossed by Colonel Stok who had the last laugh by stringing everyone along without the slightest intention of helping a Russian scientist defect. In a bid to make the smuggling look genuine, Vulkan had the Gehlen Group ask the British security services for paperwork in the name of Broum as if it was plucked at random, and to throw them off the scent, when in fact the paperwork was all he wanted out of the whole complicated scenario. And so the trajectory of the novel is us following the Narrator as he slowly pieces together the true history of this Broum/Vulkan, and piecing together the motivation of the various players.

To recap: the entire scientist-smuggling operation was, for Vulkan, purely a pretext to get his hands on a set of British government-authenticated identity papers in the name of Broum. He would then use these to reclaim Broum’s fortune. It was a straightforward criminal scam.

The Hallam connection

As with the previous novels, the plot felt like it was over with the failure of the Semitsa defection and the death of Vulkan but there is one last act. This is where the homosexual official in the Home Office, Hallam, who had commissioned the documents in Broum’s name which were given to the Narrator to hand over to Vulkan, turns nasty. He takes the Narrator to a fireworks night display in a bombed-out vacant lot near Gloucester Road. Here, amid the bangs and crashes, and in an impenetrably thick London fog, Hallam tries to shoot the Narrator, confirming the Narrator’s hunch that he was in on Vulkan’s scam and is now after the Broum documents (which he knows are worth quarter of a million pounds).

Only in the Narrator’s final wind-up conversation with his boss, Dawlish, does it emerge that they both knew that Hallam was on the verge of being sacked for his ‘homosexual tendencies’. This is what drove him to throw in his lot with Vulkan and then to make a rather panicky attack on the Narrator. In this dramatic scene, the Narrator avoids Hallam’s shots while throwing fireworks at him until Hallam’s long flamboyant scarf catches fire then ignites the bottle of booze in his pocket, so that he goes up like a Roman candle. Nasty.

What gives the novel its peculiarly Deightonesque quality – apart from the vivid descriptive passages, zippy similes and elliptical dialogue – is that the narrator – who holds all the cards i.e. has his suspicions and is calculating the angles on all the scenarios mentioned above – does not share this knowledge with the reader. In this novel, as in Ipcress, it is only at the very, very end that any kind of order or pattern emerges from the events described, and then only in laconic conversations with his secretary or boss – and even this ‘final roundup’ still leaves holes in the narrative and motivation. Like, is any of this long complicated farrago actually remotely believable?

  • Colonel Stok – Soviet intelligence officer who offers to help Semitsa defect to the West – ‘He was a big-boned man, his hair was cropped to the skull and his complexion was like something the dog had been playing with. When he stood up to greet us his huge hands poked out of a bright red silk smoking-jacket with gold-braid frogging’ (chapter 34 is told from his point of view)

‘It’s not my job to think,’ said Stok. ‘I employ youngsters to do that; their minds aren’t so
cluttered up with knowledge.’ (p.150)

  • the Gehlen Bureau – Later the B.N.D. or Federal German Intelligence Service, but still generally referred to as the ‘Gehlen Bureau’, it has an appendix devoted to it

  • Sam Steele – 5 foot 10, sexy American young woman the Narrator starts an affair with – he thinks she’s an American agent then realises she’s working for The Shin Bet, or Israel Security Agency, real name Hannah Stahl (chapter 43 is told from her point of view)

She combed her hair through her fingers. It was soft and young; fine silky hair. She let it fall against her neck like murmurs of love.

  • Paul Louis Broum – Czech German Jew who, according to the brothers, was killed on the death march from Treblinka (Alice christens the Broum report Death’s-head hawk moth) – only late in the novel do we realise that Johnny Vulkan is this Broum who arranged his own ‘death’ on the march from Treblinka, took the identity of a German guard and disappeared, has been concealing his identity for 20 years, but has organised the entire defection scenario solely to get his hands on UK government paperwork for Broum, in order to present it to the Swiss government and claim the £250,000 left him by relatives in a Swiss bank
  • Colonel-General Erich Borg, Commander Panzer Group ‘Borg’ – ‘General Borg was a tall thin man. Sitting low in the ancient armchair, all knees and elbows, he looked as delicate as a stick insect. His face was very white and very wrinkled like a big ball of string’ – the Narrator visits him to confirm details of Broum’s fate because he has kept ‘one of the best collections of military records in the whole of Germany’ – assisted by his daughter, Heidi
  • Heidi Borg – daughter and secretary for the above
  • Dr Ernst Mohr – Nazi doctor who helped arrange Broum/Vulkan’s escape, identified thanks to a photo taken at the camp – survived the war and now a successful businessman in Spain, where Vulkan goes to visit him – Vulkan blackmails Mohr into keeping silent about his true identity by claiming Sam and Shin Bet are after him but he’ll throw her off the trail

Multiple points of view

In a narrative development over the previous two novels, some of the chapters in Funeral take the perspective of characters other than the main narrator. These chapters are told by an omniscient third-person narrator who allows us into these other characters’ thoughts. This is a small mercy and makes Funeral easier to enjoy, if not exactly to follow, than Ipcress, which is so dominated by the concealing, allusive style of the narrator. Deighton relaxes (slightly) and draws extended pen portraits of other key characters and these are enjoyable in their own right.

It’s in two of these alternative POV chapters that we learn about the Narrator’s coming from Burnley. In chapter 2 Hallam the homosexual gives us a brief and much-quoted description of the anonymous narrator:

An upstart from Burnley – a supercilious anti-public school technician who thought he was an administrator.

While, towards the end, in chapter 43, Samantha Steel, now revealed to be Hannah Stahl, reflects on her brief fling with the Narrator:

She wished she had known him many years ago when he was at his red-brick university, this provincial boy wandering through the big city of life. She envied him his simplicity and briefly wished she had been the girl next door in Burnley, Lancs – wherever that was! (p.218)

Smart similes

In this slightly more forgiving book the similes also seem less incongruous, more of a piece with the humour. Similes, like metaphors are, after all, a kind of joke, a revelation of incongruous similarities.

‘Ha ha ha,’ said Stok, then he exhaled another great billow of cigar smoke like a 4.6.2 pulling out of King’s Cross. (Ch 6)

Damp leaves shone underfoot like a million newly struck pennies. (Ch 15)

Now the powdery skin [of his face], sun-lamped to a pale nicotine colour, was supported only by his cheek-bones, like a tent when the guy ropes are slackened. (Ch 16)

Though some of the comparisons, as in Ipcress, strain a little harder than others.

From underfoot the sweet smell of damp grass rose like perfume. Birds were still singing in the trees that stood across the major surgery of sunset like massed artery forceps. (15)

Inside the semi-precious light of the stained glass softly dusted the smooth, worn pews, and a complex of brass candlesticks glinted like a medieval oil refinery. (15)

These last two indicate the fundamentally anti-Romantic, unsentimental stance of his no-nonsense Narrator: he dumps his secretary-girlfriend of the first book, Jean in order to have an affair with the leggy American agent, Sam Steele; then arranges for her flat to be burgled to establish who she really is, confirming his hunch that she is an Israeli agent. He mistakenly beats up an elderly messenger in the street in Berlin and has no regrets (Ch 19). He kills two more major – and rather sympathetic – characters (Johnnie Vulkan and Hallam). And this hard, metallic attitude extends all the way down to small descriptions and casual phrases.

In Horse Guards Avenue and right along the Thames Embankment, hollow tourist buses were parked and double-parked. The red-cloaked Horse Guards sat motionless clutching their sabres and thinking of metal polish and sex. In Trafalgar Square pigeons were enmeshed in the poisonous diesel gauze. (Ch 17)

I walked out along the moonlit sea front. The phosphorescent breakers crumbled into shimmering lacework and the moon was an overturned can of white paint that had spilled its contents across the sea. (Ch 24)

This tough but humorous tone is the distinctive feature of the novel’s worldview and of its prose. Tough but humorous also characterises Raymond Chandler’s innovative style in the detective genre, and it is probably this elliptical humour – along with the impenetrable plots – which are Deighton’s big contribution to the spy novel. A tone of underplayed humour which is perfectly captured by Michael Caine’s performance in the movie adaptations of these books. It’s full of dryly humorous quips.

‘I wish you would try to understand,’ said Stok. ‘I am really sincere about giving you my allegiance.’
‘Go on,’ I said. ‘I bet you say that to all the great powers.’ (Ch 5)

Russian sayings

Deighton enjoyed littering Horse Under Water with Portuguese proverbs. Proverbs, like similes, are related to the kind of pithy, gnomic puzzles that appeal to him (like the books’ crossword puzzles and chess rules). In the same spirit Colonel Stok is given a few entertaining Russian sayings:

  • ‘In my country we have a saying, “a man who trades a horse for a promise ends up with tired feet”.’
  • In Russia we have a proverb, “Better a clever lie than the foolish truth”.’ (p.38)

Jokes

And jokes:

‘I heard a very good joke the other day.’ He [Stok] was speaking very softly now as though there was a chance of us being overheard. ‘Ulbricht is going about incognito testing his own popularity by asking people if they like Ulbricht. One man he asks says, “Come with me.” He takes Ulbricht on a train and a bus until they are deep in the Saxon hills near the Czechoslovak border. They walk in the country until they are many kilometres from the nearest house and then they finally stop. This man looks all around and whispers to Ulbricht, “I personally,” the man says, “don’t mind him at all.” ‘ Stok roared with laughter again. ‘I don’t mind him at all,’ said Stok again, pointing at his own chest and laughing hysterically.

Stok was bubbling over with gaiety. He prodded Harvey and said, ‘I tell you a joke. The factory workers say that it’s impossible to do anything right. If you arrive five minutes early you are a saboteur; if you arrive five minutes late you are betraying socialism; if you arrive on time they say, “Where did you get the watch?” ‘ Stok laughed and spilled his drink. (p.144)

‘Another,’ said Stok. ‘Capitalism is the exploitation of man by man. Yes? Well socialism is exactly the reverse.’ Everyone laughed and swilled down another drink. (p.145)

Later, in the chapter devoted to his point of view, as he shares a drink with the humourless Czech apparatchik Vaclav, Stok is more cynical.

‘We are policemen, Vaclav; and policemen can’t get mixed up with justice. It’s bad enough being mixed up with the law.’ Vaclav nodded but did not smile. (p.154)

The anxiety of influence

By 1964 there was already quite a boom of spy novels, TV shows and movies:

  • Danger Man started in 1960, with Patrick McGoohan playing John Drake, an American NATO investigator.
  • The Avengers TV series started in January 1961.
  • The Bond movies – Dr No (1962), From Russia With Love (1963), Goldfinger (1964)
  • The Modesty Blaise cartoon strip started appearing in the Evening Standard in May 1963.
  • The Man From UNCLE TV series started in September 1964.

And all this is reflected in the text’s arch self-awareness. When the Narrator is arrested in East Berlin and taken to a police station, he reflects:

I knew there must be a way out. None of those young fellows on late-night TV would find it any sort of dilemma. (p.34).

The Narrator gets a bit riled when ordered to give Hallam some money to establish his identity:

Who the hell is he going to think I am if I don’t give him four half-crowns – James Bond?’ (p.57)

Then his employee, upper-class twit Chico, comes in.

‘I’ve got a file from A.E.A.S.D.’
‘What?’ I said.
‘Atomic Energy Authority, Security Department,’ Chico said.
‘That’s better,’ I said. ‘You’ve been watching those spy films on TV again.’ (p.68)

When he mistakenly beats up Stok’s messengers, he reflects:

These were no B-picture heavies, just two elderly messengers.

In the early 1960s spy fictions went from a minority genre to becoming big business in books, films and TV so that by the late 1960s, TV schedules were packed with special agents and the cinemas bulged with Bond lookalikes. Why? Is it as simple as that the genre is desperately romantic? Handsome capable men defeat baddies, bed willing dollybirds, get to drive fast cars, and play with guns? Fulfilling every adolescent boy’s fantasies?

Google AI suggests something a bit more cunning. It was an era of genuine Cold War tension, marked by the 13 tense days of the Cuban Missile Crisis, 16 to 28 October 1962, when the world held its breath. So it was a period of genuine geopolitical stress. The spy boom transformed a terrifying geopolitical reality into fashionable, fast-paced, sexy, stylish media products. It was a form of sublimation. And then it just became another fashion, a cultural wave, with everyone – authors, producers, film makers – trying to capitalise on the trend.

One aspect of spy fiction’s glamour was that the boom coincided with the advent of jet airliners and the Sunday supplement world of travel to exotic destinations. When I was a boy in the 1970s, Spain and Italy and Greece were still Romantic destinations. Bond was always swanning off to the Caribbean and admittedly Deighton isn’t quite that glamorous; but still, there’s a fair bit of jetsetting in these early novels: Beirut and a Pacific island in Ipcress; Portugal and Marrakesh in Horse; Berlin, France and Prague in this one.

Not only are the locations colourful in themselves, but some of Deighton’s extended descriptions sound very much like travel writing of the time, like it could be taken right out of a spy novel and put in a travel article or book:

The roads out of Prague are lined with cherry trees; in the spring the blossom follows the road like smoky exhaust and in the summer it is not unusual to see a driver standing on top of his lorry munching at the fruit. Now it was autumn and the trees had just the last few tenacious leaves hanging on like jilted lovers. Here and there young girls or tiny children dressed always in trousers attended to a cow or a goat or a few geese. High-wheeled bullock carts moved ponderously along the narrow roads and sometimes a big truck filled with mocking gesticulating girls being taken home from their work in the fields.

And foreign food:

Harvey probably knew how to carve a goose but it was his co-ordination that proved such a handicap. We all got large torn pieces of hot, crisp, juicy, oily goose and we had a large plate of those breadrolls that come with great chunks of sea-salt and poppy seeds baked to the top of them. There was slivovice which Harvey liked and tiny pots of Turkish coffee of which he wasn’t so fond.

Homosexuality

Hallam the Home Office official is gay – the narrator teasing/bullying him about his campness right from the beginning – but then his chief significance becomes that his homosexuality has made him a ‘security risk’ and led to his early retirement, and it is this, the official attitude, which drives him into criminal behaviour. In the final pages, the hero and his boss discuss the stupidity of anti-gay laws which make it easier to turn closet gays into security risks, a sympathetically liberal point of view. It was only in 1967 that homosexual acts in private between two men over the age of 21 were decriminalised.

Cars

There’s quite a lot of driving around. Only when you Google the cars mentioned in the text do you realise how antiquated they are, how distant that world is, how long ago it all was.

The movie

Michael Caine was signed up to reprise the role of Harry Palmer he had first played in the film version of The Ipcress File. The movie was released in December 1966 and was directed by Guy Hamilton, who had directed Goldfinger in 1964 and went on to direct three more Bond films in the early 1970s.

The Rest Is Noise 11: Superpower

Last weekend it was composers in Russia and the Soviet bloc; this weekend The Rest Is Noise festival focused on composers in 1970s and 80s America – which meant overwhelmingly the minimalism of Steve Reich and Philip Glass who were both in town to perform live with their ensembles, one on Saturday, one on Sunday night. As usual, each day was crammed with lectures, presentations, discussion panels, free concerts and film screenings and it’s the work of several hours just to decide which one to go to and which ones, therefore, to miss.

10.30-11.30 Robert Spitzer: Superpower? Robert Spitzer, Professor of Political Science at the State University of New York, dapper in his pressed brown trousers, blue blazer and poppy, gave a learned, even-handed overview of the main themes in US politics between 1960 and the 1980s:

  • Nuclear war The most amazing fact of the 20th century is that we’re still here and alive, despite the fact that two military giants armed to the teeth with nuclear weapons faced each other in hostility for 45 years. The Cuban Missile Crisis of October 1962 is where it came closest to the brink and JFK deserves huge credit for rejecting the ‘first strike’ recommendation of his military and demanding a third way, the face-saving climbdown which was finally adopted.
  • Civil rights Following Martin Luther King’ speech in Washington 1963, black civil rights became a dominant political issue in the 60s, the subject of numerous Constitutional amendments and state laws to free Afro-Americans from discrimination. 50 years later, in 1912, the number of black votes for the first time exceeded the number of whites, and America had a black President.
  • Women’s Liberation Through the 1970s the Women’s Movement campaigned for change and, through the ’80s and ’90s a series of legislation was passed to give women full equal rights. Politically the tipping point is 1980 when for the first time more women voted than men and with a detectably distinct agenda: suspicion of foreign wars and support of social welfare programmes. Despite all this the gender pay gap remains obstinately stuck at women earning an average 80% of men’s average earnings.
  • Vietnam 1969 represented the peak of US commitment to the Vietnam War, with some 550,000 troops in theatre. Spitzer says part of the problem was President Lyndon Johnson lacked confidence, unsure what to do next but certain that he didn’t want to go down in history as the first US president to lose a war. The war cast a huge shadow; socially it divided the country and spawned a generation of radicalism. The social radicalism may all be long gone now, but the shadow still influences the US military who want to avoid putting boots on the ground if possible and want to have a clear exit strategy from foreign entanglements.
  • Richard Nixon without doubt the strangest man to occupy the presidency: credit to him for his policy of Détente with the Soviet Union and to the breakthrough discussions with up-till-then dangerously isolationist China. However, the Watergate break-in in 1972 led through a long series of court proceedings to the threat of impeachment at which point he was forced to resign in August 1974.
  • Fiscal crisis The mid-70s saw America experience a new type of financial crisis, Stagflation: economic depression combined with inflation (presumably in part caused by the oil crisis) with widespread unemployment and a sense of urban decay and pessimism (see Luc Sante’s talk, below).
  • Ronald Reagan was elected president in 1980 with a remit to restore Americas pride, battered by Vietnam, and to sort out the economy. He succeeded in both which is why he remains an icon to many Americans to this day.
    • Trickle down economics Reagan was influenced by the economist Arthur Laffer who said if you cut taxes to a bare minimum you will increase government revenue because entrepreneurs and business will keep more money, circulate it to their shareholders and employees who will earn more and spend more and generate more tax. So Reagan slashed taxes. History has proved him wrong. In fact government revenue declined and what happened was the richest 1% of the US became steadily richer until nowadays the US is entrenched as the most unequal society on earth, with no sign of that changing.
    • Star wars But at the same time Reagan embarked on a vast refunding of the US military, including ambitious plans for a Strategic Defense Initiative, a space-based defence against missile attack. In part the scale of the US commitment to its military helped decide the new Soviet leader Mikhael Gorbachev that an arms race against the Americans was unwinnable. In the conservative view it was Reagan’s staunch standing up for the West that led the USSR to crumble and fall.
    • The deficit From 1789 to 1980 the US racked up $1 trillion in government debt: Reagan’s vast spending on the military combined with his tax cutting meant that by 1984 the US deficit was $2 trillion, and by 1988 $3 trillion. And so the US was set on the course it has followed up to the present day of trying to cut taxes to please conservatives but continue paying for the biggest military in the world and its evergrowing welfare bill. Result: the largest government deficit in history and recurrent political crises as the political classes fail to untie this knot. In this respect all US fiscal policy has been footnotes to the fundamental change of mindset inaugurated by Reagan.

12-1pm Keith Potter: The Birth of Minimalism Goldsmiths University lecturer Keith Potter has written widely about minimalism and edited academic books on the subject. His talk was dense and allusive and a little hard to follow at times. Highlights seemed to be: there is a well-acknowledged Big Four of minimalism – La Monte Young, Terry Riley, Steve Reich and Philip Glass of whom the first two have remained in underground, experimental cult status and the latter two have gone on to global superstardom. Predictably, of all The Rest is Noise’s 100 concerts the Glass one and the Reich one sold out immediately. They are pop stars.

The Big Four were all born between 1935 and 1937 ie are now well into their 70s. La Monte Young comes from an avant-garde background in which there was an influence of drugs, mystic states, Eastern religion, meditation, happenings and performance art. He developed an interest in drones, notes sustained for a long time, sometimes hours, sometimes in experimental pieces for days or even months. Terry Riley’s In C calls for the repetition of small cells or fragments, a performance lasts well over an hour. Reich’s early tape pieces It’s Gonna Rain (1965) and Come Out (1966) have been studied to death but Potter points out that they aren’t the slow steady phase shift which Reich himself claims, more a kind of stuck-record affect. But Reich then applies the phasing insight to Clapping Music (1972) and Four Organs (1970) and the rest is history as he explores the impact of minute additive processes ie various instruments playing the same thing but going very slightly out of sync, something which had never been tried before in classical music and is difficult to notate. From this insight comes his extraordinarily successful career producing numerous works of clean, bright, repetitive, pulsing music.

Reich and Glass knew each other, worked with each other, put on performances in 60s art galleries and Potter referred to the well-known connection with the parallel movement of minimalism in Art associated with Donald Judd, Sol LeWitt, Richard Serra and Robert Morris. Back to basic, clearly laid out, distinct elements of art: blocks, fabrics, big bits of metal. Glass, as everybody knows, developed a more lucid, poppy, instantly accessible version of the style based on repetitive arpeggios and simple harmonic progressions, which as made his style immediately recognisable and easily applied in adverts and any TV documentary about cities.

think Potter said the breakthrough year is variously ascribed to 1974 or 1976, the latter year seeing Reich’s Music for 18 Musicians and Glass’s opera Einstein on the Beach, both of which feature a return to complete tonality especially in the closing sections ie the definitive ending of serialism and the whole atonal experiment. A return to music everyone can understand and relate to. Hence their popularity. Potter namechecked Robert Fink who has, apparently, situated the rise of minimalist music in the wider US culture of soundbites, clips and excerpts, particularly of short repetitive television themes and stings, and in a wider culture based on the repetitive, semi-automated nature of industrial processes.

1-2.30pm Koyaanisqatsi The famous 1983 film was shown in the Clore Ballroom, ie the open space opposite the bar. I sat with the crowd and watched as I ate my sandwich. It certainly endorses Fink’s theory that minimalist music is particularly apt at describing the widespread repetitivity of late industrial society.

2-3pm Elliott Carter: An American Pioneer The four young wind players who make up Notus Winds played solo pieces by Carter interspersed with percussion:

I went to this concert in the Purcell Room see if I’d ‘get’ Elliott Carter this time, but I still didn’t. Whereas I’ve learned to like Boulez and love Ligeti and give Stockhausen a chance, Carter just seems like Modernism for its own sake. Brief virtuoso pieces on each instrument, which are there, force you to be alert and hear each unrepeated sequence of notes or squawks – and is forgotten as soon as experienced. It made me think there’s something wrong if ‘serious’ music forces you to choose between two equal extremes: between squawks and squalls of unrepeated sounds like Carter or barrages of insistent repetition in Reich and Glass. No wonder most of us are happy with our traditional classics and particular favourites in rock and popular music.

3.30-4.30 Luc Sante A noted writer, apparently, with a specialism in the history of New York (see his Amazon page and this interview in The Believer magazine), Luc read out a highly mannered essay (“The phrase du jour was ‘bad vibes’… weasels like us had the freedom of the city… the 1960s with their promise of effortless glamour and eternal youth….”) designed to give a sense of how rundown and rancid New York was in the 1970s, how all sorts of creative people could live among its urban ruins in poverty, and how it was all swept away by Reagan’s Yuppies and property developers in the 1980s. He was joined by American writer Sarah Schulman who suggested that the post-war GI Bill which helped returning soldiers buy homes in the newly laid-out suburbs triggered the well-known ‘White Flight‘ to the suburbs, hollowing out the city centres, which itself left them wonderfully cheap and easy for an army of developers to move in and bulldoze and refurbish and sell to the Yuppies and bankers of the 1980s. And thus the kind of cool poor Bohemia Sante and many others enjoyed was swept away, and forever, and from every major city: Paris and London are just the same, the colourful neighbourhoods made up of mixed races, social types, mixed housing arrangements, families, singletons, artists etc. All gone.

Eminent and authoritative about ‘the scene’ as Luc was, I now wish I’d gone to see the conductor Richard Bernas playing and explaining excerpts from composers of the 70s and 80s. But this is the kind of painful choice between multiple attractive events on at the same time which The Rest Is Noise forces you to make.

10.30-11.30am Breakfast with Glass and Reich The disturbingly young and enthusiastic composer John Barber had us all on our feet performing the opening of Reich’s Clapping Music (1972). He repeated Reich’s well-known assertion that there was no point pretending 1960s New York was 1900 Vienna or 1945 Berlin. On Broadway were glamorous shows, round the corner John Coltrane was playing. Reich felt he had to make music appropriate to his country and time.

Glass went to study in India, learning about ragas, music of great circularity and, ultimately, timelessness; Reich went to Ghana to learn about drumming and pulse. Barber said that, in his view, Glass’s music is about Being, Reich’s about Becoming. Reich’s music is very Western: it takes you on a journey from A to B, very slowly, carefully showing you everything that happens in the music. Glass’s music is higher, with its shimmer of arpeggios; Reich’s is deeper, embedded in the same groove or pulse.

Barber used the same early tape piece, It’s Gonna Rain (1965), as Professor Potter yesterday, to demonstrate the discovery of phasing, which was a bit boring. He mentioned the other phase pieces – Piano Phase (1967), Violin Phase (1967) – but then made the new (to me) point that after Steve’s trip to Ghana (1970) he came back and the phasing stopped: the new pieces just jump from one sequence to the next. And by the time of Music for 18 Musicians (1976) there is much more harmonic and dynamic variation.

11.45-12.45 Steve Reich in conversation with South Bank’s Head of Classical Music, Gillian Moore Impossible not to warm to this great, relaxed, open guy with his unstoppable enthusiasm and who just happens to be the most important composer of the late twentieth century. He described himself as “a fast talking New Yorker with a fast metabolism” and over the course of more than an hour it was hard to keep up with the flood of stories, jokes, questions, explanations and insights:

  • became a composer because he loved Bach, Stravinsky and bebop
  • people don’t pay composers till they’re old but they do pay musicians: hence he set up his own ensemble in 1966, also because he kept hearing tapes of friends’ compositions played by badly rehearsed musicians not in sympathy with the work: determined his own stuff would be performed by enthusiasts determined to play it to the highest standard.
  • he referenced John Coltrane and Africa Brass for being played on the one chord for 15 minutes and asked if people in the audience knew it and I appeared to be almost the only one, owning as a I do the disc with alternative versions of this awesome piece.
  • the Tyranny of Modernism: from 66 to 76 you HAD to compose in the International Style policed by Boulez and Stockhausen: even Stravinsky bent to it int he last works, Copeland tried and couldn’t do it; young composers had to but he didn’t want to. The thaw set in around 1976 through the 90s.
  • Can Music help us understand the Times (a premise of the entire festival)? “Not in the slightest.” If you’re writing pure music, No. If you’re writing music with a text, or opera then you choose a text which interests you and that may reflect a bit on the times. Maybe not.
  • He said loud and clear that Clapping Music (1972) was the end of phasing. He didn’t want to end up limited to being the guy who plays with tapes.
  • always liked the rhythm of the human voice, like Stockhausen’s Gesang der Junglinge for that reason and Berio (his teacher)’s Visages. Sang the praises of Berio’s wife Cathy Berberian.
  • led to an account of the origin of Different Trains (1988): was commissioned by the Kronos Quartet and initially thought of something based round recordings of Bartok in New York, but then realised writing a quartet invoking the shade of Bartok was a bad idea (laughter); then wondered if there were tapes of Wittgenstein talking, but no. Then drawn to the train journeys he took across America from one divorced parent to another and the voice of his nanny. Interviewed and taped her, then discovered other voices, notably of the conductor on those 1930s trains. And of course thought of the other trains criss-crossing Europe in the late 30s which led him to search out voices of survivors of the Holocaust. So is it his Holocaust piece? No. It’s about voices and rhythms and the rhythms of voices. But it has the Holocaust in it.
  • 1976 a breakthrough year, with Pärt’s Cantus for Benjamin Britten, Ligeti’s Self-portrait with Reich and Reich’s own Music for 18 Musicians.

Andrew Zolinsky: America’s Great Originals A concert of piano music by some late twentieth century American experimental composers, played by virtuoso pianist Andrew Zolinsky. He insisted on playing all the pieces through, with no breaks for applause. Afterwards, in conversation with BBC Radio 3’s Sarah Mohr-Pietsch, he explained they’d been chosen to create an aural journey.

Unlike the Elliott Carter yesterday, I enjoyed this, I ‘got’ the music from Meredith Monk’s very accessible jazz-inspired pieces, through the gaps and absences of Cage, to the cool, soft, melancholy fragments of the long, wonderful Feldman piece. This inspired me to seek out more works by all the composers and to keep my eyes open for future recitals by Zolinsky.

Which I guess is one of the points of the festival – to inspire and enthuse.
