Do Not Disturb: The Story of a Political Murder and an African Regime Gone Bad by Michela Wrong (2021)

This is a major, comprehensive and blistering attack on a contemporary African regime.

In a nutshell, the West and the international community for many years regarded the Tutsi-dominated Rwandan Patriotic Front (RPF) as heroes for invading Rwanda and bringing to a halt the 1994 genocide of Tutsis being carried out by the psychopathic Rwandan government dominated by advocates of the extremist Hutu Power ideology.

Not only that, but the RPF and its leading figure – tall, ascetic intellectual Paul Kagame – were also praised for going on to invade eastern Congo where they 1) sorted out the problem of the massive refugee camps holding over 2 million Rwandans refugees where the Hutu genocidalists were regrouping, and then 2) pressing this invasion on to the capital of Congo, Kinshasa, where they overthrew the rotten old dictator, Mobutu Sese Seko in 1997.

In the years that followed the West, the UN and the international community fell over themselves to lavish aid on Rwanda and fête its intense, driven president, Kagame, who presided over a peaceful multi-ethnic government and promoted his intention of turning Rwanda into a highly educated, high-tech economy, ‘the Singapore of Africa’.

For many years Financial Times and Reuters journalist Michela Wrong went along with this version of events and this highly favourable view of Kagame, ignoring the rumours and scattered reports which threw doubt on this image. Now she realises she was completely wrong. She has completely changed her tune.

This book is a comprehensive rubbishing of the historical record of Rwandan Patriotic Front (the political wing), the Rwandan Patriotic Army (the military wing) and President Kagame himself. It’s what Sun editor Kelvin Mackenzie used to call a monstering, an exhaustive, scathing demolition of all the RPF’s claims; an indictment of its behaviour before, during and after the genocide; and a terrifying depiction of a paranoid, controlling, vindictive and murderous regime, which is still in power, still holding its population in a climate of fear, and extending the threat of assassination to exiles and dissidents around the world. Here are the key points.

Wrong’s indictment

The 1990 RPF invasion of Rwanda was naive and destructive. Having contributed up to a quarter of the rebel army which brought Marxist leader Yoweri Museveni to power in neighbouring Uganda in 1985, long-term Tutsi emigrants from Rwanda and children of the refugees from anti-Tutsi pogroms conceived the idea of invading Rwanda and reclaiming their heritage.

This was a mistake. The Rwanda they wanted to return to, the ones their parents told them about, no longer existed. Instead, the invasion revived all the paranoid fears of the Hutu majority (Hutus make up 85%, Tutsis 14% of Rwanda’s population) that these violent invaders wanted to return Rwanda to the bad old days when a Tutsi monarchy and aristocracy lorded it over a subjugated Hutu peasantry. This paranoia was egged on by media outlets including Radio Télévision Libre des Milles Collines which was to play such a key role during the actual genocide (p.228).

The conventional view is that the Tutsi exiles just wanted to reclaim their heritage. The revisionist view is that the RPF invasion wasn’t about reclaiming anything, they wanted to seize absolute power, which is why the invasion marked the start of a four-year civil war, throwing the entire country into a state of crisis and edginess.

In other words, far from invading to stop the genocide in 1994, the RPF invasion in 1990 created the hysterical paranoid environment in which the genocide could take place.

The RPF made lots of mistakes from the start. First off was something which remains a mystery to this day, which is the unexplained death of their most charismatic leader, Fred Rwigyema. Wrong considers the two main versions of his death, plus the numerous minor variations, in great detail, but doesn’t come to a definite conclusion (pages 207 to 213). A few weeks later two other RPF leaders, Peter Bayingana and Chris Bunyenyezi, were dead.

These unexplained deaths paved the way for the rise of Paul Kagame. Kagame was out of the country at the time, undertaking, of all things, a training course at Fort Leavenworth in the USA, so he is generally exonerated of these unexplained deaths, but they were very convenient, as was his swift elevation to strategic leader on his hurried return to the rebels base.

Anyway, these deaths were indicative of the failure of the RPF’s initial incursion into Rwanda. Not only did they meet stiff resistance from the Rwandan army but were dismayed to discover how much the ordinary Hutu peasants feared and disliked them.

The conventional story is that Kagame was a military genius who led the battered remnants of the RPF into the remote Virunga mountains where they regrouped and studied guerrilla tactics. Wrong’s debunking version is that most of these decisions were taken by people lower in command and that Kagame’s main contribution, then as right through to the present day, was to instil a regime of fear.

Ugandan journalist Sheila Kawamara, a frequent visitor to Mulindi (RPF headquarters), registered the staff changes taking place. ‘We heard about a policy of extermination of all the officers who had supported Fred. When you were with them you could sense this climate of fear. Those who were more ruthless rose through the ranks at that stage.’ (p.229)

Wrong goes out of her way to quote contemporaries, former members of the RPF, eye witnesses, who one and all testify that Kagame was a controlling, spiteful, sadistic man who used terror to control all around him.

In the revisionist version the holed-up-in-the-mountains phase is transformed from a glamorous Che Guevara idyll into a death camp where hundreds of new recruits would be taken off and killed in the middle of the night for the slightest reasons, sometimes simply because they spoke French which the Anglophone Ugandan Tutsis suspected. Wrong dwells on the way the kafuni or common farmer’s hoe was the weapon of choice used to kill suspects and undesirables.

When the RPF did come down out of the mountains in 1991 and fought their way through north Rwanda to within 50k of the capital, Kigali, it was not only the official Rwandan army they fought but many of the Hutu peasants whose land they passed through. Upset to discover the peasants didn’t welcome them with open arms, the Tutsi RPF got used to massacring entire Hutu villages if it was convenient. The accounts of massacres are disputed but no-one disputes that Hutu peasants retreated before the advancing PDF forces. Eventually as many as 950,000 people were uprooted by the RPF invasion and turned into internal refugees, 15% of the population (p.230).

The RPF’s advance, the civil war as a whole, was suspended by the Arusha Accords of August 1993 which gave the RPF representation in a new national government.

Then Wrong makes her biggest accusation, which is that it was the Kagame-led RPF, and not Hutu Power extremists in his own government, who shot down the plane carrying Hutu president Juvénal Habyarimana. This was the trigger for the genocide which followed and which commended within minutes of news of the plane crash.

The shooting down of the plane carrying the Hutu president was the trigger for the start of the genocide so it’s always been a deeply contested event. It’s the ‘Who Shot JFK?’ of Central Africa. Amid hundreds of theories, three main ones:

  1. White men did it, either Belgians, French or Americans. But why?
  2. Conventional explanation: Hutu Power hardliners within the government did it because they feared Habyarimana was giving too much away by signing the Arusha Accords, and had the extermination plans ready to go.
  3. Revisionist explanation: the RPF did it because they knew the elections demanded by the Arusha Accords would consolidate Habyarimana’s government in power, whereas chaos and confusion would allow them to continue their military conquest and seize power.

As you’d expect, Wrong leans heavily towards theory 3, assembling a raft of evidence but, more to her style, numerous interviewees who all claimed the RPF and Kagame planned it. Western investigators charged the RPF with it throughout the 2000s, for example in 2006 a French judge accused Kagame and his allies of then shooting down. Then in 2011 a leading RPF exile, Theogene Rudasingwa, from 2000 to 2004 Chief of Staff to Kagame, posted a frank admission of the RPF’s guilt on Facebook (p.375). In 2012 another former RPF top gun, General Kayumba, went public with the accusation. In 2013 ex-RPF intelligence officer Jean-Marie Micombero joined the chorus (p.376). In 2014 the BBC broadcast a documentary, Rwanda’s Untold Story, which contained the accusation.

So, again, Wrong’s pressing of RPF guilt is not exactly new, and nowhere does Wrong find a smoking gun. Like the controversy around JFK it will rumble on forever.

There’s no doubt that Hutu Power ideologues had a fully worked-out plan for exterminating the country’s Tutsi population in its entirety, and were responsible for passing orders and instructions for mass murder down through the chain of command to the remotest parishes. But Wrong’s accusation is that:

  1. the RPF invasion created the unstable, feverish atmosphere in which many, maybe most of the Hutu population felt threatened by a Tutsi takeover
  2. and that the RPF was responsible for downing the plane and so triggering the genocide

The conventional view is that the plane shooting and the abrupt start of the genocide triggered the RPF to restart their paused invasion and that they swept through the country in order to stop the genocide. Wrong counters that the actual route of the RPF was calculated not on the basis of saving Tutsi lives but purely with a view to securing power (p.242). The notion that the RPF heroically intervened to stop the genocide is treated as a joke by one of the RPF’s own diplomats (p.350).

The conventional view is that the RPF established law and order wherever they went and protected what Hutus remained, like the conquering allied forces established law and order in 1945. The revisionist view is that on the contrary, wherever they went the RPF massacred Hutu communities but that these massacres went unrecorded or unreported in the context of the wider holocaust.

The conventional view is that the RPF begged for outside help. The revisionist view is that when the UN discussed reinforcing its small demoralised force in Kigali the RPF objected, repeatedly claiming that all the Tutsis were dead and the genocide over. This was because they knew a major UN intervention would end up preserving the existing Hutu regime, albeit with new leadership, whereas the RPF was set on securing complete military control. In other words, senior RPF figures were prepared to let the killing go on and tens of thousands more Tutsis to die, if it meant securing power (p.243).

The conventional view is that once the RPF had secured control of the entire country, Kagame then established an enlightened government of national unity in Kigali, ensuring key posts went to Hutus to ensure balance and trust. The revisionist view is this was the case for a very limited period, 12 months at most, into 1995, before these Hutu ministers started being sacked or forced to quit, in all instances replaced not just by Tutsis but by Tutsis loyal to Kagame personally (p.251).

The conventional view is that this enlightened RPF government then begged the international community and the UN to do something about the Hutu genocidalists who had taken refuge in the huge Hutu refugee camps just across the border in eastern Congo, repeatedly asked the West to intervene but, eventually, being goaded beyond endurance by Hutu militias crossing the border and carrying out little village massacres, reluctantly invaded into eastern Congo, killing the genocidalists and shepherding the 2 million or so Hutu refugees back into their own country.

The revisionist view is that the RPF planned to invade Congo all along.

The revisionist view is that, in the process, the RPF themselves carried out numerous massacres of Hutu civilians, men, women and children. In fact some scholars estimate the total number killed at 300,000, well on the way to matching the 800,000 killed in the genocide.

The conventional view is that the RPF wanted the Hutu refugees to return to Rwanda and to their abandoned properties, guaranteeing them safety if they did so. The revisionist view is that in the meantime tens of thousands of Tutsi exiles returned to the country and seized vacant Hutu properties, farms and houses, urban businesses, thus feeding into the Hutu narratives of conquest and grievance (pages 260, 270, 285).

The conventional view is that the genocide was a one-off event with a datable beginning and ending (7 April to 15 July 1994). The revisionist view is that the genocide was just a kind of wild upsurge in an environment where ethnic killing had been going on as far back as the overthrow of the Tutsi monarchy in 1959, with the most recent surge starting not in April 1994 but with the initial invasion of the RPF in October 1990.

‘The troubles between Hutus and Tutsis didn’t start in 1994. The genocide was part of a process which began much much earlier.’ (Robert Higiro, quoted on p.269)

And continuing long after. The conventional view is that the RPF brought peace. The revisionist view is that massacres within Rwanda, and then in Congo, continued on after the genocide.

Wrong details important evidence suggesting an RPF policy of systematic violence and intimidation which carried on after the genocide, but which was hushed up or downplayed at the time:

  • the Gersony Report (pages 269 to 271)
  • the Kibeho massacre (p.273)

The conventional view is that the RPF pursuit of genocidalists who fled west slowly, reluctantly changed a temporary incursion into eastern Congo into a campaign to carry on west as far as the capital, Kinshasa, and overthrow rotten old Mobutu, installing a nice new democratic regime, much to the applause of the west.

The revisionist view is that the RPF invasion of Congo 1) continued to be marked by RPF massacres, now not only of defenceless Hutus but often of Congo civilians too, 2) overthrowing Mobutu had always been the core aim of Kagame (and his ally, Uganda’s Museveni). Gérard Prunier calls it the first imperialist invasion by one African country of another, a sentiment echoed here by Polish journalist, Hrvoje Hranski:

‘They were colonisers, pure and simple, but we were sympathetic.’ (quoted page 301)

On this reading it was not just an incursion to stabilise a border region but a deliberate attempt to establish colonial control over an entire country, to take over Congo via Kagame and Museveni’s puppet ruler, Laurent-Désiré Kabila. Wrong quotes her hero Patrick Karegeya as saying:

‘We weren’t looking for a rebel leader. We just needed someone to make the whole operation look Congolese.’ (p.297)

The RPF atrocities inside Rwanda were difficult to document in the chaos of the genocide, but there were many more witnesses to their behaviour in Congo. In 2010 the UN brought out a 550-page report which ‘detailed 617 separate incidents in which Hutu refugees were bludgeoned, macheted, bayoneted, shot or burned to death’ (p.300).

By 1998 Mobutu was overthrown, Kabila was installed as puppet ruler of Congo, the Hutu refugee camps had been emptied, and the prolonged security crisis was over. In February Kagame was elected RPF chairman, to go alongside his posts of Minister for War and Vice President.

The RPF regime claimed that relations only deteriorated with Kabila when he began reaching out to remnants of the Hutu regime and the Interahamwe. The revisionist view is that relations deteriorated when Kabila began ruling for himself and kicked his Rwandan advisers out of Congo. It was then that Rwanda and Uganda began planning a second invasion and only then that Kabila reached out to the genocidalists as a desperate resort.

In April 2000 Kagame arrived at the acme of power, being elected president (p.319). The Rwanda-Uganda alliance completely collapsed and the two armies fought a vicious urban battle in Kisingani. Kabila made the mistake of abandoning his child warriors, even ordering them to shoot fallen comrades. Thus it was an aggrieved former child soldier, Rashidi Kasereka, who shot him at point blank range in the presidential palace. Later, Wrong claims that Patrick freely admitted that Rwandan intelligence were behind the assassination (p.323).

By the time the Ugandans and Rwandans fell out, many of the journalists who’d been sympathetic to the RFP had fallen out of love with them. What had started as an attempt to hunt down the genocidalists had turned into a naked grab of land and resources. Wrong gives a fascinating account of Rwanda and Uganda’s blatant looting of Congo’s resources and then moving to the ‘active extraction’ phase i.e. controlling the mines, the extraction and export of precious minerals (p.328).

It was a great revelation and shock to the regime’s western supporters when a UN report revealed that this systematic looting and theft was carried out by a Rwandan state body called the Congo Desk (p.329). And guess who was in charge of the Congo Desk? The Zelig of central Africa, Patrick Karegeya.

When it was set up the RPF devised a solemn oath of loyalty which all members had to sear. By the end of the Second Congo War, this had mutated into a mafia with its oath of Omertà i.e., you talk, you die (p.331).

After the war

Kagame has been able to string along and play the international community and western donors (chief amongst whom is the UK) for several reasons:

  • the conventional view is that Kagame is a visionary New African Leader, committed to democracy and developing Rwanda into a modern, high education, hi-tech nation, ‘the Singapore of Africa’
  • western guilt about not doing enough to prevent the genocide, particularly afflicted Bill Clinton and Tony Blair

Clinton later delivered fulsome apologies for America’s failure to act quickly enough or acknowledge the killings amounted to a genocide.

The revisionist view is that throughout the post-genocide period and right up to the present day, Kagame, far from being a western-style democrat and visionary, was establishing a terrifying surveillance dictatorship.

Precisely how he did that is revealed by the central thread of the book, the life, career and murder of Colonel Patrick Karegeya.

Patrick Karegeya as central theme

This summary gives the impression that the book is a logical or chronological account of the historical events but it isn’t, at least not to start with. The first hundred pages are something completely different.

Wrong opens her narrative, and thereafter uses as a repeated reference point, the murder of Patrick Karegeya, former head of external intelligence in the RPF regime and, at one time, a key member of Kagame’s close-knit RPF elite. The idea is that Karegeya was murdered because he had become a critic, and then an outspoken critic, of Kagame and, in 2010, helped set up an alternative Rwandan political party, the Rwanda National Congress (RNC).

Karegeya was murdered on New Year’s Eve 2013 in a room at the Michelangelo Hotel in the Johannesberg suburb of Sandton. But Wrong doesn’t just give an extended description and forensic analysis of the days and weeks leading up to the murder, then of the crime scene and the probable cause of events. Three things:

1. Wrong interviews everyone who ever knew Patrick Karegeya – his wife, his mother, his children, his friends from school days, his colleagues in the RPF, and those who joined him in exile and set up the RNC. And not once, but repeatedly.* Their eye witness accounts of Karegeya’s life and personality and career are quoted very liberally on every page. In fact we learn that Wrong met and got friendly with and interviewed Karegeya on numerous occasions from 1994 till his death. There’s so much about him that the first hundred pages or so of this book amount to almost a biography of the man, but also, there’s so many memories of him at home with his family, at bars laughing and chatting, so many of which are Wrong’s own memories, that at many points it feels like a personal tribute.

This would probably be my main criticism of the book. What with the tearful testimony of his loving wife, his adoring daughters, his admiring colleagues and the often gushing testimony of lots of other journalists who met and liked Karageya, quite regularly the book is in danger of turning into a hagiography. I was struck when she described a 5-page personal statement he wrote out for his daughter’s application for US citizenship as ‘precious’ (p.304). What, like the Turin Shroud or the Rosetta Stone? The tone of voice often verges on the gushing:

  • Someone with a bigger ego might have staged a sustained sulk. Not Patrick. (p.352)
  • And so, mulish, steadfast, defiant, Patrick served out his sentence [in prison] (p.361)

When Patrick is reduced to shaking rage by a journalist accusing the RPF of shooting down Habyarimana’s plane, his anger is explained away because he is under pressure to nobble the International Criminal Tribunal for Rwanda (p.369). When a journalist jokily asked why Kagame won the 2003 election with ‘only’ 95% of the vote and Patrick threatens to have a journalist killed next time he visits Rwanda, this is excused as a joke (p.348)

But the man was a killer. He was head of RPF intelligence all through the 1990 invasion and civil war, through the genocide. He was paid to deceive journalists and the international community about the RPF’s own massacres and their ulterior motives in invading Congo, paid to lie to the world’s press about the failed attempt to capture Congo with Rwandan troops flown into the Kitona airport near Kinshasa (p.312). He continued to justify the regime even as he knew it was committing mass murder, charming and schmoozing foreign journalists while more and more RPF comrades were assassinated, fled the country or were thrown in prison.

He was ‘implicated up to the hilt’ (p.342). He was a highly paid part of the killing machine, and was rewarded with a big house, lots of cars, a jetsetting lifestyle, plasma TV when they were an unheard-of luxury, his kids sent to private school in South Africa or America, his wife forgiving him his multiple sexual partners (‘all part of the job’), liked for his high-living and charm by even the most sceptical journalists. So while we read another tearful tribute from his loving wife, my criticism of the book would be that Wrong lets Karegeya off very lightly and regularly risks sentimentalising him.

2. Anyway, amid the great sea of blood which was 1990s Rwanda, why such extravagant focus on just one man, when well over a million men, women and children died in terror or misery as a direct result of the actions of the government of which he was a key member and which he assiduously defended for so long?

Because Wrong uses her super-detailed profile of Karegeya as a tool, as a way into exploring the world of fear and paranoia which political exiles from the Kagame regime work under. And once this is established, Karegeya’s entire career becomes a scaffold or structure on which to hang a historical account of the RPF, going right back to its roots in the Rwandan Tutsi emigre or refugee communities in Uganda in the 1980s.

Rhus, in Wrong’s hands, Patrick emerges as a kind of Zelig figure, popping up at all the right places. He was the lynchpin middle-man between Kagame’s government and all manner of outsiders, whether journalists or NGOs or UN leaders, or heads of intelligence from neighbouring countries. He played a key role in the First Congo War, accompanying the clumsy tactless Kabila everywhere, acting as his press and PR supervisor, the central liaison between Kabila and Kagame, as well as liaising with all the governments in the coalition which had invaded Congo (p.301).

3. It dawned on me that ‘Patrick’, as he is referred to pretty quickly and then throughout, has another key advantage for a journalist like Wrong. People were prepared to talk about him. Half way through the book it dawned on me that Patrick’s story gives Wrong far more access to events than if she had chosen the more conventional route of writing a biography of Kagame. Kagame doesn’t talk, his friends and family don’t talk, lots of people interviewed, even the ones who worked closely with him, said they never really knew what was going on in his head. By contrast, Patrick was famously outgoing, chatty, had hundreds of friends and acquaintances, all of whom were happy to go on the record for this book. Their collective memories and anecdotes are far more free and effective at building up a kind of collage history of the RPF then any attempt at a biography at the notoriously tight-lipped Kagame could ever have been.

In other words, the more the book progresses, the more you realise what a clever strategic move it was to make Patrick the star and use him to shed light on the entire regime and Rwandan history from the 1980s right up to the present day.

After the Second Congo War drew to an ignominious close in 2002, Wrong’s narrative reverts, for the book’s last 100 pages, to the approach of the first hundred i.e. using a detailed look at Patrick’s career, his growing misgivings, how he was sidelined by Kagame, with extensive quotes from friends, family, colleagues, journalists and commentators, to shed light on Kagame’s growing paranoia and vindictiveness, and the slow enmeshment of the regime in more and more assassinations, scandals and accusations.

* Interviewees

In fact the book is jam packed with interviewees, its main feature, as a text, is the number of quotes on every page. Wrong must have put in what feels like thousands of hours of interviewing and annotating, then careful selection and ordering of hundreds and hundreds of quotes. At one point Wrong lists the types of people she interviewed for this book, which extends far beyond the friends and family of Patrick Karegeya. She lists: ‘serving and dissident members of the RPF, Rwandan and western journalists, diplomats, intelligence officers and military attachés’ (p.341).

Mossad assassination technique

Karegeya not only defected from the RPF but, in exile, set up the RCN. The implication of the whole book is that this kind of thing is not permitted by the tightly-controlled and vengeful Kagame regime, so he was targeted and assassinated using methods perfected by the Israeli security service, Mossad.

What is this Mossad assassination technique? Have your target approached by someone they know and trust, in this case a friend of the family. Make appointment for drinks and a chat in their hotel room. Let in two strangers, one of whom holds everyone up at gunpoint, while the other injects the target with a quick-acting tranquiliser. Then one assassin holds a pillow or towel over the target’s face, while the other strangles him with rope. The point of all this is it is completely silent, causing no fuss or attention. Then quietly leave the room, careful to leave a ‘Do not disturb’ sign on the door, check out of your own hotel, drive to the nearest airport, and be far away by the time anyone realises anything is wrong (p.29).

Do not disturb. The book is named after the sign the killers hung on Karebeya’s hotel door. But is also a wider indictment of the wish of western donors, the international community and Rwanda’s supporters, even up to the present day, not to rock the boat, not to reveal uncomfortable truths, not to ask difficult questions, not to disturb.

One among many state-sponsored murders

General Kayumba Nyamwasa

Wrong gives a similarly detailed account of the attempted assassination of former General Kayumba Nyamwasa. Nyamwasa had been Chief of Staff of the Rwandan Army as well as head of Rwandan intelligence from 1998 to 2002 i.e. during the Second Congo War. He became increasingly critical of Kagame’s authoritarianism until he fled into exile in South Africa. Wrong describes the bungled attempt to shoot him in his car on 19 June 2010. This attack crystallised the General’s decision to join with Karagey and others to found the opposition Rwanda National Congress in December 2010 (p.69).

Seth Sendashonga

Wrong devotes an entire chapter to the career of moderate Hutu Seth Sendashonga, recruited into the RPF government with lots of promises of reconciliation, then witnessing the Tutsis takeover of everything, the scales falling from his eyes with the notorious massacre of unarmed Hutus at the Kibeho refugee camp. Soon afterwards he quit the government, then left Rwanda, going into exile. Two years later he was shot dead by assassins (p.277).

No other nation in Central or East Africa has witnessed an exodus of former insiders to rival Rwanda’s and their flight speaks volumes for an entire political class’s understanding of the regime’s capacity for violence. (p.277)

Other examples

  • Rwandan diplomat Alphonse Mbayire was recalled to Kigali and a month later a soldier with a grudge shot him twenty times
  • David Kiwanuka’s body was found in a car trunk in Nairobi, shot in the head (p.280)
  • Assiel Kabera, President Bizimungu’s adviser, assassinated (p.318)

She gives more examples and details of Rwanda’s policy of overseas assassination (p.432). Many more  opponents simply fled, becoming exiles like Patrick. The general name for the several escape routes from the country was ‘taking the subway‘ (p.318).

Wrong has two long sections devoted to detailed description of two separate assassination conspiracies where the middlemen hired to cosy up to the targets in preparation for hits admitted to the targets what was going on. This resulted in the targets taping the numerous phone calls from the minders back in Kigali to their agents in the field. Wrong explains the setups, introduces the characters, and quotes from the incriminating tapes, which in both cases were handed over to the local police as well as key western embassies, the FBI and so on (pages 395 to 401).

These cases amount to powerful evidence that the Kagame regime operates extensive assassination projects and teams to eliminate dissident and ex-RPF officials.

Buyer’s remorse

This book, then, is a case of buyer’s remorse, or an example of a western liberal fan of a third world political party, government and its leader, slowly coming to realise she’s been had.

The enthusiastic support of the West, and especially Western journalists, for an underdog rebel militia with a noble cause fighting a brutal stronger power reminds me of the decade I spent watching BBC and ITV journalists on location with the mujahideen in the remote mountains of Afghanistan, singing the praises of these plucky Davids fighting the Soviet Goliath. Only after the Soviets left and the country collapsed into a ruinous civil war from whose ashes arose the Taliban did those western journalists reconsider their decade of enthusiastic support for Islamic extremists.

Wrong has form here because her book about Eritrea’s long war for independence describes how western journalists such as herself were entranced by the commitment of the rebel Eritrean Liberation Front (ELF), young zealots who built an entire town in mountain caves, had daily education and self-criticism sessions in the best Maoist fashion.

Wrong says these western journalists wrote glowing accounts and counted themselves as ‘true believers’ in the cause. But, as so often happens, when the ELF zealots finally won independence and came to power, the intensity of their commitment and the harsh judgement of anyone in any way questioning the Party morphed into the paranoid dictatorship of ELF leader, Isaias Afwerki. Afwerki has been president of Eritrea for thirty years, during which he has turned it into one of the most repressive one-party states in the world, and all those ‘true believers’ and western supporters from back in the 80s…not so vocal now…

The moral of the story? It’s easy to be persuaded that one side in a foreign war, particularly if they’re the cool rebel underdogs, is standing up for justice and freedom, young and inspiring in their commitment and readiness to make the ultimate sacrifice etc. Wrong herself describes this psychological tendency as ‘the storyteller’s need to identify Good Guys and Bad Guys’ (p.299), the tendency I’ve ascribed to the influence of Hollywood movies on American foreign policy, especially in Afghanistan and Iraq.

But wars are never simple. War is always brutal. All sides in a war are compromised. The Good Guys-Bad Guys dichotomy comes from the Second World War when the Nazis unambiguously were Very Bad Guys. But most wars since haven’t had the same moral clarity. In general there are no Good Guys, just less absolutely appalling guys. That kind of childish moral simplicity has to be left behind in order to engage with the horrible, cynical complexities of the real world. The moral of the story is – don’t take sides in foreign wars. Gaza-Israel.

Disillusion with the RPF regime is not new

Disillusion may be new to Wrong but not to many other commentators.

  • In 2008 the Economist questioned received opinion about Kagame.
  • In 2010 the UN brought out a 550-page report which ‘detailed 617 separate incidents in which Hutu refugees were bludgeoned, macheted, bayoneted, shot or burned to death’ by the RPF (p.300).
  • A 2011 article by Human Rights Watch lays out the case against Kagame.
  • A 2012 article in the Guardian observed that America was having second thoughts about supporting the Kagame regime and predicted that Britain would, too.

The HRW article gives the tone of the revisionist, critical point of view. The author is phoned by a journalist enquiring into the UK’s ongoing support of the RPF regime in Rwanda, ‘a fragile country ruled by fear’:

We began by talking about the 2010 elections, in which President Paul Kagame was re-elected with 93% of the vote after three opposition parties had been excluded from the race; one opposition leader had been imprisoned; another opposition party member and an independent journalist were murdered; and a prominent government opponent narrowly escaped assassination in exile.

(Wrong describes the sinister and farcical events surrounding the same election on pages 67 to 68).

In other words, Wrong’s book isn’t a drastically new and stunning revision. Specialist reports and general opinion (of the specialists who care about the subject) have been heading in this direction for 15 years or more. What Wrong’s book does is pull together all the evidence, rewrite the history in the most damning way possible and, above all, use hundreds and hundreds of quotes from eye witnesses, from interviewees who were in at the formation of the RPF, of its successes in Uganda, its 1990 invasion, its role during and after the genocide, candid interviews with people who’ve worked closely with Paul Kagame and the regime’s other leading figures – to build up into an extraordinarily powerful, thorough and blistering indictment.

In the last hundred pages the comparison Wrong keeps reaching for is Stalin, a megalomaniac who spent all his time scheming, playing subordinates off against each other, organising random arrests, holding show trials, issuing random periods of imprisonment to anyone he even suspected of holding independent opinions, then demanding complete obeisance, ritual humiliation (pages 343 (Beria) and 356).

By the end of the book the reader is left thinking that Paul Kagame is the devil in human form:

The ultimate class freak has created a state in his own image: introverted, suspicious, unaccountable and a prey to sudden violence. (p.418)

The last few chapters

The last few chapters address more recent events:

Chapter 18: Do not disturb

Explains in detail why ‘the West’, ‘the international community’ and foreign donors continue to support and donate generously to Rwanda, despite the mountain of evidence about its wicked ways. 1) Residual guilt, even after all these years, about letting the genocide happen. 2) Generalised guilt of Western governments that the terrible plight of Africa continues to stem from the European colonial era (p.383).

Above all 3) the Kagame regime has brought peace and stability to Rwanda, and its defenders, such as former DFID minister Andrew Mitchell, emphasise that this is the first requirement of any government and so how, in that part of the world, it is to be supported (compare and contrast South Sudan’s recent collapse into ruinous civil war).

On many of the metrics used by western governments and international institutions, the Kagame regime has been a remarkable success, notching up unprecedented economic growth lifting one million Rwandans out of poverty between 2008 and 2011, improvements in metrics in public health and education, support for gender issues (for example, in 2010 64% of Parliamentary MPs were women) and so on.

Diplomatically speaking, Kagame has successfully positioned himself as maybe Africa’s most high profile statesman. In 2014 Kigali hosted the African Development Bank’s annual general meeting. In 2016 the World Economic Forum chose it for an ‘African Davos’. The 2022 Commonwealth Heads of Government Meeting (CHOGM) was held in Kigali.

So the continued support of western donors is explained by the way they focus on these positive achievements. And so the World Bank has invested more than $4 billion in Rwanda since the genocide (p.430) and the British government has given the Rwandans £200 million without, so far, sending a single refugee there.

Chapter 19: Song of the stool pigeon

The chapter explaining the setups, introduces the characters, and quotes from the incriminating tape recordings made of senior figures in Rwandan intelligence recruiting then managing Rwandan emigres into assassinating outspoken critics in exile (pages 395 to 401). And the disappointing lack of response from western agencies and governments when presented with this evidence.

Chapter 20: The inquest

The long delay of the South African authorities in carrying out a proper investigation of or inquest on Patrick’s murder, the implication being they were leaned on by Rwanda. Progress only came when the case was taken up by campaigning lawyer Gerrie Nel of not-for-profit AfriForum leading to an inquest in 2019. Complex machinations amid which the South African state prosecutor justifies the decision not to prosecute those suspected of murdering Patrick because of the ties that exist between them and the Kigali regime (p.412). In August a verdict of death by strangulation i.e. murder, was returned.

The lost leader

The critics, obviously, say that all the achievements catalogued in chapter 18 (if they’re even true) could just as well have been achieved without the creation of a Stalin-level surveillance state and climate of fear based on arbitrary arrests, imprisonment and murder of political opponents.

You can see why so many of them still mourn the unexplained death of charismatic, caring Fred Rwigyema right back in 1990, the ‘lost leader’ that so many weave legends around. Wrong ends her book with a visit to her hero, Patrick’s, grave, but the very last paragraphs are a hymn to beautiful, innocent Fred, inexplicably dead before the civil war let alone the genocide took place, the lost leader so many dissident Rwandans mourn.

But that was 33 years ago, and we are where we are.

Thoughts

I know I should care about the minutiae of every one of the killings and assassinations, the tape recordings, precisely which RPF heavweight was implicated in which massacres or killings, but after a while it’s difficult to follow all the details. The overall impression is of a dazzling, long, immensely researched revelation of the RPF’s corruption and brutality.

But, when you put it like that, corruption and brutality, it sounds uncannily like most of the other African regimes I’ve been reading about for the last few years. Which African nation in the 60 years since independence has not had at least one murderous dictator, at least one civil war, elements of pogrom and massacre?

That’s a fairly trite thought but it leads onto a more interesting one which is how, stepping back, you can see how the uniqueness of the Rwandan genocide has dazzled many commentators and politicians into thinking Rwanda stands outside history, a special and unique case.

Wrong highlights (as does Prunier and other commentators) how lingering guilt about their inactivity during the genocide has led international bodies and western nations to give Kagame the benefit of the doubt despite the, by now, tsunami of evidence about the regime’s malfeasance.

Not unlike Israel, the Rwandan government has used the unspeakably horrific crime at the centre of its modern history to overawe commentators and silence critics (Wrong makes this point numerous times), to obscure the more everyday oppressions and dubious policies which are the stuff of most governments.

But considering the Rwandan genocide as a somehow one-off, unique, unparalleled and inexplicable mystery – as writers at the time like Fergal Keane and Philip Gourevitch did – removes it from history, erases the troubled history which led up to it; which, of course, explains it; and the continuum of  wars and further atrocities which has followed on from it. Focusing solely on the genocide in effect helps prop up a dictator and a terrifyingly repressive regime.

Overpopulation

A leitmotiv of the narrative is how packed, cramped and overpopulated Rwanda was and still is (pages 238, 293, 417). Wrong claims it was and is Africa’s most crowded country (p.239, 280). In an economy based on agriculture you either own enough land to make a living farming or you don’t. Every inch of fertile land is staked out and assigned so, in order to acquire more land you must dispossess someone else.

Decades of land shortage have reduced agriculture to a grim battle for survival. (p.417)

If you learn of an invasion by the enemy tribe that is driving people like you off the land, then your natural reaction will be to fear for yourself, your land, your family and, if ordered by the government and the local authorities, be prepared to kill in order to protect your own.

I wonder if, in a way, the overpopulation of Rwanda and the demented, pest-control killing of the genocide is an allegory of our species – or maybe a vision of its future, packed like rats into a limited space, driven by mounting crises into hysterical psychopathy, the mass murder of our neighbours, quickly, before they murder us.

Day after day I read in the liberal press hand-wringing articles about the apparently unstoppable rise of authoritarian regimes around the world (China, Russia, India, Brazil) and right-wing anti-immigrant parties across Europe (in Germany, Italy, France, Holland).

Liberal commentators are at a loss to explain these phenomena but I wonder if there’s a simple explanation. There are too many of us, us humans, and we are turning against ourselves like rats in dungeon.

The Lathe of Heaven by Ursula Le Guin (1971)

Coming to this novel was a shock after reading five of Le Guin’s Hainish cycle, science fantasy novels in a row. The Hainish stories are set in a remote future on remote planets and feature a range of humans, humanoids and aliens with Lord of the Rings-type names like Shevek, Ong Tot Oppong or Pemmer Harge rem ir Tibe, who travel vast interstellar distances in spaceships or ride flying tigers, use telepathy and fire laser guns.

So it was a surprise to read this 1971 novel which is:

  1. set on earth
  2. in the very near future
  3. above all, features recognisably ‘normal people with names like George, William and Heather

George Orr the dreamer

The premise is disarmingly simple: George Orr is an ordinary, unassertive 30-year-old office worker living in Portland, Oregon, who has started to have particularly intense dreams which come true – his dreams alter reality and retrospectively change history!

The dreams started fairly modestly – as a shy teen he was irritated by an aunt living with his family who kept trying to hit on him. One night he dreamed the aunt had died in a car crash 18 months earlier and when he woke up – it was true! He was living in a new reality in which the aunt had died 18 months earlier, and his parents and all his relatives and the authorities all accepted the fact, had never known any other reality, lived entirely inside the alternative history he had dreamed into being. George’s dream had not only changed reality but he was the only one who knew it had changed.

The narrative opens a few years later with George on the verge of a nervous breakdown because he is dosing himself with high-powered drugs to try and stop himself doing any more dreaming. When he nearly overdoses and a local doctor is called in who refers him to a psychiatrist, a certain Dr William Haber. Haber is a specialist in dreams and the human brain and is working on an invention, the Augmentor, a device which detects and amplifies a person’s natural brainwaves, with a view to treating the people with mental problems who are referred to him by identifying and restoring their ‘normal’ brainwave patterns.

In their first interview, Haber slowly wheedles out of George his incredible story and, of course, as a scientist and psychiatrist, dismisses it as one more of the many florid hallucinations and delusions he’s dealt with over the years. He puts George to sleep with a combination of hypnosis and pinching his carotid artery which he has perfected over the years and, as he goes under, suggests he dream of a horse running free. When George awakes, the big picture of Mount Hood on Haber’s wall has changed into a big picture of the horse he saw running wild and free in his dream.

Did Haber notice the change or is he like everyone else who lives in whatever new reality George dreams into existence, as if it has always been that way?

Over subsequent sessions, George realises that Haber, being at the epicentre of The Change, right next to the Dreamer, does notice the change. At the next session Haber witnesses George’s dream turn the horse picture back into a view of Mount Hood. Haber insists they continue the ‘sessions’, but George starts to realise the doctor has plans to plant evermore ambitious suggestions into his head.

Thus soon Haber is transformed from a struggling researcher in the cramped room on the 64th floor of a rundown building, but the head of a prestigious dream research institute with a big office and a stunning picture window commanding a view over the surrounding landscape. And each successive phase of the story records Haber’s increasingly ambitious attempts to restructure the entire world to make it a better place.

Unfortunately the human mind, the unconscious dreaming mind, or George’s mind anyway, responds to Haber’s prompts in unnervingly indirect or unexpected ways. Thus, when Haber puts George to sleep, turns on the brainwave Augmentor and suggests to him that he overcome his fear of people, of being claustrophobically trapped in the overcrowded transport system and inadequate housing of modern Portland – George responds with a particularly vivid dream in which mankind has experienced a horrific plague a few years earlier, which devastated the earth’s population, reducing it from 7 billion to less than 1 billion. In this new reality everybody has experienced and refers to the Crash (p.79) a carcinomic plague caused by toxic chemicals in the air from car and industrial pollution.

And when he wakes up – it is true: George’s dream version of events has become human history, the overcrowded city of Portland with its gleaming skyscrapers has morphed into an underpopulated town of 100,000 whose outer suburbs were looted then burned down in the social chaos which followed the Great Plague. Both Orr and Haber manage to accommodate to this new reality – and to the fact that all their loved ones, parents and wives, have died in this vast global holocaust.

Even more drastic is Haber’s next attempt to make a better world. Throughout the narrative characters have been referring to a war bubbling away in Eurasia, which seems to involve Israel, Egypt, Iran, Iraq, India, Pakistan and threatens to drag in other countries. So at their next session Haber puts Orr under and, as he goes into deep sleep, suggests that George creates World Peace.

Unfortunately, Orr’s imagination does this via the unexpected route of inventing an attack on humanity by aliens from outer space who capture the moon, murder the handful of earth colonists living on a moonbase and then threaten earth itself. George has certainly achieved peace on earth, and united the squabbling nations of the world – but at the cost of threatening all mankind with attack by ferocious aliens, methane-based forms of life from the planet Alderbaran (pp.132,142).

And so, bizarrely, on – each successive dream world session raising the stakes, and plunging George into deeper and deeper panics and bewilderment.

Even more dramatic than the Crash, the next sequence in which the aliens suddenly attack Portland, leading to the US launching nuclear weapons and bombing raids against them which go horribly wrong and end up doing far more damage to the city and its inhabitants than to the aliens. They even trigger the dormant volcano, Mount Hood, into having a full-blown volcanic eruption and raining lava bombs onto the terrorised city. Chaos!

In the midst of this pandemonium, Orr makes his way across the ruined city dodging bombs and flying lava and makes it up to Haber’s office, where, ignoring the pandemonium, Haber puts George into deep sleep just as an alien appears, hovering at Haber’s smashed-out window and threatens to blast them all, and….

George’s dream once again transforms reality. For now it turns out the aliens are peace-loving, the attack on the moon settlers was a misunderstanding, they don’t have any weapons, there are only a thousand or so of them and they came in peace. So much so that, in this new reality, aliens are integrated into human society, walking the streets (admittedly in their eight-foot-tall spacesuits which make them look like giant turtles), Portland is restored to pristine condition and Dr Haber has been promoted once again, becoming a leading light in the World Planning Centre, the chief agency of the new, global ‘Federation of Peoples’ (p.126).

The future

So far I haven’t mentioned an important element of the novel which is that it is set in the future – not the remote, far-distant future of the Hainish novels but what was then – for Le Guin writing in 1970 – a mere thirty years in the future: the novel is set in 2002.

Quite apart from the mayhem caused by George’s dreaming, this futureworld is quite a lot to take on board, for Le Guin sees it as a dystopia. In this future, the global population is over seven billion, with the result that there isn’t enough food: many foodstuffs we are familiar with have disappeared, such as meat and any interesting alcoholic drinks. The doctor who first treats George casually mentions the incidence of kwashiorkor, a disease caused by malnutrition, among the city’s children. An oppressive aspect of George’s life in the early parts of the story is the horrifying cramped and packed conditions of public transport (private cars have long since been banned) – an anxiety which eventually leads him, as we’ve seen, to dream of a global plague which kills off most of the human population.

(I smiled as I read the ‘horrifying’ descriptions of George being pressed up against the other commuters on Portland’s packed trains and trams – that’s what I and tens of thousands of Londoners experience every day, trying to fight our way onto tube and overground trains every morning and evening.)

But by far the most striking aspect of Le Guin’s mentions of Global Warming. 1971 and she is talking about Global Warming! As Le Guin envisions it, the huge increase in carbon dioxide in the atmosphere from industrial output and unfettered internal combustion engine usage has set in train global warming, which, by the time the novel is set – 2002 – has become unstoppable. The polar ice caps are melting, New York is going to be drowned, the average temperature has gone up – with the result that Portland experiences a permanent warm drizzle:

the endless warm drizzle of spring—the ice of Antarctica, falling softly on the heads of the children of those responsible for melting it.

It is like, George reflects, walking around in a thin warm soup.

It is quite a thing to be reading, in 2019, a novel which warns so accurately and prophetically about the catastrophic impact of manmade pollution and global warming. Shows you just how long anyone who cares about the environment, or understands environmental science, has known about the threat – fifty years! And yet what has been done to reduce carbon emissions, to limit car and plane and ship use, industrial emissions or ruinous agricultural practices in all that time?

Nothing.

Love interest

The other big thread I haven’t mentioned yet is the love interest. On page 40 George goes to visit a lawyer, Heather Lelache. Characteristically for the original version of the ruined dystopia, Heather works at a law firm whose offices are in a converted multi-storey car park – remember that, by 2002, private cars are a thing of the past and the huge concrete infrastructure built around them has had to be repurposed.

As with all Le Guin’s novels, it is nothing like a conventional love affair. Heather is described as being festooned with bangles, hard and clacking, a loud brass necklace, and is hugely unsympathetic to George when he comes to see her. He wants her to intervene with Haber somehow, maybe under privacy law. Heather listens with ill-concealed boredom as George tells his increasingly mad tale about how his dreams can change the world. She finally reluctantly agrees to arrange to visit Haber’s practice in the guide of a health and safety lawyer – but he persuades her to attend a session with Haber under the guide of a kind of health and safety inspector and arrange it so she sits in on a session with George.

This she duly does, and is present to witness the dream in which George dreams of the Great Plague, the Crash, which wiped out six-sevenths of the human population. She is staring out Dr Haber’s window over the skyscrapers of downtown Portland as the Change kicks in and she watches them shimmer, melt and disappear, to be replaced by the ruined low-rise town which Portland has become six years after the Crash (p.61).

Whereas Haber is a megalomaniac who quickly seizes upon the situation to implement his world reforms, Heather is more like you and me and responds to the change with terror and confusion. From that moment on she believes George but struggles to really accept the implications. A few days later she goes to see him at his rented apartment and discovers him in a terrible state, having tried to stay permanently awake. She persuades him to leave the city and drives him to the cabin in the countryside (which he has awarded himself as winner of a state lottery, in one of his many dreams) and here she cares for him, feeds and waters him, loads him onto the cot bed and falls asleep beside him.

They are both jerked out of their sleep by sirens and explosions. It is the invasion of the aliens I mentioned above, in which the US responds by firing nuclear missiles into space, some of which are deflected back to earth and explode setting off the vast volcanic eruption of Mount Howe, and so on. It is Heather who helps George drive back to the city and make it up to Dr Haber’s office, be wired up to the Augmentor and go into deep sleep just as a weird ovoid alien vehicle smashes through Haber’s office window…

In the new peaceful world which follows George sorting out this crisis, Heather and George become close. She is black, one of many black or non-white leading characters which populate Le Guin’s novels. She explains that her father was a radical black activist back in the 1970s (i.e. when the novel was written) and her mother a rich man’s daughter who rebelled against her privileged background (p.102).

Heather is, potentially, an interesting character and yet… Le Guin never really conveys her as a character apart from having lots of clacking bangles and clicking handbags and projecting a tough armature.

Humour

Le Guin is not a very funny writer. There is hardly any humour and certainly no warmth in her novels. I find them cold and heartless. But, unlike any of the Hainish novels, this one does have some attempts at humour.

There is some fairly crude satire in having the President of the United States named President Merdle (Albert B. Merdle, in fact):

  1. the association with the French word merde meaning shit and
  2. the other association, with the fictional character in Dickens, the millionaire financier Merdle in Little Dorrit who turns out to be a complete fraud

There is a flicker of humour in the start of the scene where Heather visits Haber’s office, and uses a pocket tape recorder to record their conversation which goes teep every few seconds and at one point Haber’s phone goes off, making a deep bong noise, the two sounds creating an antiphonal piece of minimalism.

And there’s humour of a sort in the unintended shape some of George’s dreams take: – I suppose it’s ‘funny’ that when Haber tries to get him to create World Peace, George does so at the cost of inventing an alien invasion!

Along the same lines, once the alien situation is dealt with and it turns out that they were friendly all along and are perfectly integrated into human society, Haber has a go at solving another social problem, the ‘race problem’ (like the references to global warming, it’s salutary and rather shocking to be reminded how long topics which are in the headlines as some kind of ‘news’ have in fact been around).

Anyway, when George comes round from this dream it is to find that he has indeed solved the ‘race problem’ – by turning everyone grey! There are no longer white or black or brown or yellow people. Everyone is the same uniform shade of battleship grey.

I suppose that’s sort of funny, but Le Guin has a way of draining the life out of everything. What could possibly have become a funny theme is made to feel tragic when George realises that Heather – who he has come to love who, indeed, in one of the worlds he creates, he has made into his loving wife! – as George realises that his beloved Heather is gone. Gone. Everything he loved about her, the tone of her jet black skin, the shape of her skull, her black physiognomy, and the feisty, no-nonsense attitude it gave her…. all these have disappeared in a world of same-colour but drab and rather sad humans.

Le Guin is making a sort of interesting point – that maybe the inequalities and frictions between races, genders and classes are precisely what make life interesting – but the reader – well, this reader – experienced it simply as a loss. The same kind of loss as when Falk leaves behind Parth or Strella is revealed to be a treacherous alien in The Lathe of Heaven or when the swashbuckling Lord Mogien, who we’d got to like in Rocannon’s Planet, is killed off, or – much more seismically – when Lord Estraven, one of the two central protagonists whose strange alien condition we had grown to understand and respect in The Left Hand of Darkness is simply machine-gunned to death, pointlessly, to no-one’s advantage, by overzealous border guards.

So many of the details are what old hippies called downers. In a tiny example, in the post-alien-war peaceful world where Dr Haber has become a senior official at the World Planning Centre, George is walking across of futuristic plaza when he witnesses a ‘citizen’s arrest’ i.e. a public-spirited citizen has tracked down a man who was diagnosed with a terminal cancer and gone on the run. But now he’s been tracked down and, once he’s rounded up the ten witnesses required by law, the public spirited one euthenases the cancer sufferer with a poison dart gun.

It’s a throwaway detail, a moment in a much larger narrative and I can see it’s making a point about a new and different type of dystopia which George has dreamed and yet…it’s harsh and cruel, and… unnecessary. Cruelty is thrown in; the extra detail will always be brutal.

Le Guin’s fiction seems to me to be full of these moments of loss or cruelty and, after a while, I find the cumulative effect to be emotionally draining and upsetting.

Pessimism

So the occasional flickers of possible humour cannot outweigh the relentless negative pessimism of her worldview. It is a bleak future indeed that she foresees for us, living in an over-populated planet characterised by food shortages and malnutrition, many familiar animal species wiped out, much of the forest chopped down, the thin permanent polluted drizzle falling on everyone, the sea levels rising and drowning coastal cities.

And, as if this wasn’t bad enough – there’s a horrifying moment in the middle of the novel where George revels his really big secret to Heather; not that his dreams change reality – but that the world has ended. The over-pollution and radioactive waste was so severe that by April 1998 most of humanity had died out, and he, George, was sick and ill and dying and staggering through the corpse-strewn streets of Portland and, as he collapsed on a cracked concrete step, with his last flickering moments of life, he dreamed, dreamed of a better world, dreamed that humanity survived.

In other words the badly polluted, overpopulated, malnourished world the novel opens in, is a saved version of the world. The real one came to an end in April 1998 (p.104). He explains to a horrified and disbelieving Heather that all the subsequent versions of reality they have lived through together are not only dreams, they are essentially lies, fictions, inventions. The real world ended ‘and we destroyed it.’

Eastern mysticism

A lot is made of Le Guin’s abiding interest in Eastern mysticism, which informs her whole approach to character and plot, and underlies her interest in alternative states of mind, of perception, of consciousness. Indeed the title of the book is a quote from the writings of Zhuang Zhou, specifically a passage from Book XXIII, paragraph 7, quoted as an epigraph to Chapter 3 of the novel:

To let understanding stop at what cannot be understood is a high attainment.
Those who cannot do it will be destroyed on the lathe of heaven.

And at moments, very characteristic Le Guin moments, the narrative steps back from what you could call its Western technocratic  mindset to create epiphanies of peace and detachment. In particular, at several points George – for most of the book a whining, stressed individual – is portrayed as momentarily monumental, the still point of a chaotic world, somehow the centre of something awesome.

George himself is aware of the value of silence and contemplation. In a central scene (pp.136-140) Haber tells George that all the tests he’s run on him indicate that he is dead centre, totally average, average height, weight, brain patterns, EEG; in a weird way he is kind of at the dead centre of the human condition.

‘If you put them all onto the same graph you sit smack in the middle at 50. Dominance, for example; I think you were 48.8 on that. Neither dominant nor submissive. Independence / dependence – same thing. Creative / destructive, on the Ramirez scale – same thing. Both, neither. Either, or. Where there’s an opposed pair, a polarity, you’re in the middle; where there’s a scale, you’re at the balance point. You cancel out so thoroughly that, in a sense, nothing is left.

(Either/or. Aha. Now we see the meaning of George’s name. George Orr, a kind of permanent doorway into alternatives…)

This scene evolves into a confrontation where the pair challenge each other with speeches outlining the aggressive, technocratic, always-busy, improving and building western mindset (Haber) – and George’s intuition that humans are also capable of just being, and of going with the flow of nature and the universe – the Le Guin worldview.

So her feel for apparently Taoist, Eastern values threads in and out of the narrative, with sometimes very powerful effects in some scenes, butwith fortune cookie glibness at others. The aliens from Aldabaran have a very detached pint of view, if you can call it that. After all, they are inventions of George’s passive, middle-of-the-road imagination. As one alien tells him,

To go is to return

And yet, for me, whatever associations Eastern mysticism is meant to have with detachment and serenity are utterly overshadowed by Le Guin’s very Western obsession with technology, cities, urban living, drugs, dystopias, end of the world, science fiction, spaceships and aliens and murders and death. There is nothing detached, serene or blissful about any of these subjects. The Taoist thread is there to light a scene and gild a few perceptions. But for me it is totally outweighed by a heavy, endless acid rain pours grim and unrelenting pessimism over all her books.

Heather returns

Distraught at losing Heather, George drops into an antiques shop run by one of the now-friendly aliens. The aliens have their own language and somehow seem to know that George possesses a skill which they have a word for, iahklu. After a weird Zen conversation which may, or may not, mean anything, the alien apparently on the spur of the moment gives George an ancient 45rpm single vinyl record. George takes it home to his modest apartment, pouts it on the turntable, and plays it over and over again. It is Help From My Friends by the Beatles. He falls asleep and dreams.

Suddenly we are in the mind of Heather, as she awakens in George’s apartment, watching him sleep, listening to the Beatles on a loop. She’s back! He’s dreamed her back! Although it becomes clear this version of her has not experienced the Change and so doesn’t know about George’s dreams.

At almost every turn of the story Le Guin wrings the maximum amount of confusion from her characters.

The end

The narrative had been heading for the moment when Dr Haber perfected his ‘dream augmentor’ and this is the trigger for the book’s climactic scenes.

Haber puts George under one last time and instructs him to dream that his dream skills have gone, disappeared, ended. George awakens, and they have.

Haber thanks George for all his co-operation and bids him and Heather goodbye and they set off across the now, finally at-peace city — but they have got only a mile or so away when the entire world begins to fall to pieces.

Haber has hooked himself up to the Augmentor and is copying and augmenting the brain rhythms he’s spent the book recording off George. Now he is having his own reality-changing dream and it is a nightmare. Because he has no personality, no inner life apart from his burning ambition, the dream is the first genuine nightmare we’ve experienced, in which everything disintegrates into a terrible swirling maelstrom of emptiness.

George makes his way through the mounting chaos as the city and landscape melts into a tornado of meaninglessness, by sheer effort of will maintaining just enough physical reality to allow him to walk up melting stairs, cross disappearing floors, and ride disintegrating escalators to the collapsing office where Haber is lying wired up to the Augmentor and with one, final, terrific effort of willpower… to turn it OFF.

Coda

The scene cuts to a few months later, and the world is still struggling to come to grips with what everyone refers to as The Event. The world was restored to a kind of reality after Haber’s nightmare, but seriously out of kilter, with buildings, roads and so on half-built or built in two zones or clashing styles, starting and ending abruptly. As do people’s personal lives, and human history, which is now full of all sorts of inexplicable and nonsensical non-sequiturs – a kind of world of solidified chaos which has given rise to an epidemic of mental illness. Among whose victims is Haber, who is now confined to a mental home, silent, withdrawn, catatonic.

In this topsy-turvy world George has got a job in an antiques store, working for a detached, courteous ten-foot-tall, turtle-suited alien named E’nememen Asfah (now there’s the Ursula Le Guin I’m used to, with her silly made-up names).

George mourns for his lost wife, beautiful black Heather. Then one day he bumps into her in the shop being sold kitchenware by her boss. But she is not the same Heather. She is back to black (the grey world has gone) and is much harsher and harder than the grey woman who became his wife. She tells him she is married and his heart quietly breaks. She tells him her husband died in that war in the Middle East and his heart quietly soars.

She vaguely remembers meeting him once or twice at some doctors’ office; wasn’t he the guy who thought his dreams changed everything. Is he cured now? Yes, quite cured he say. And he invites her for a cup of coffee, both of them with a whole new unknown future to pay for.

‘Sade-138 will be the most distant collapsar men have gone to. It isn’t even in the galaxy proper, but rather is part of the Large Magellanic Cloud, some 150,000 light years distant. Our voyage will require four collapsar jumps and will last some four months, subjective. Manoeuvring into collapsar insertion will put us about three hundred years behind Stargate’s calendar by the time we reach Sade-138.’

This may be the only novel I’ve read by a soldier who won the Purple Heart, the medal awarded in the name of the United States President to those wounded or killed while serving in the US armed forces.

Haldeman was a Physics major when he was drafted into the US Army and went to fight in Vietnam, where he was badly wounded, before receiving his honour.

The Forever War intertwines the reality of contemporary conflict, 1970s-style, with social prophecy and a detailed and believable grasp of advanced physics, to make a plausible and powerful narrative which is also an Orwellian fable.

The plot

It is the 1990s and Earth science has discovered collapsars, a type of black hole, which allow space ships instantaneous travel to other collapsars, thus giving humans the ability to travel astronomical distances in short periods.

Barely have we Terrans (earthlings – in practice, Americans) begun to settle the new solar systems and planets reachable via this miraculous device, than we are attacked, ships blown up, colonies wiped out by violent alien forces. Since the first attack happens in a star system near Taurus, the enemy are named Taurians.

The novel consists of four sections following the first-person account of William Mandella, one of the first elite conscripts called up to be trained in the new star-jumping, alien-fighting technology.

Crucial to the narrative is the idea that, although the astronauts jumping through collapsars experience the passage of just weeks or months, because they are travelling at near light speed and so time (for them) has slowed right down — for everyone else, including their loved ones left back on Earth, time continues at the speed we’re familiar with. So that when they return after a mission lasting what is for them only a few months, decades have passed back on Earth.

Private Mandella We are given a detailed account of his training, of the complex space suits required, how him and his team build the first habitations on the planetoid named Stargate, before being subjected to artificial enemy ‘attacks’.

Amusing details of future Army life, including that the official group response to officers is, ‘Fuck you, Sir!’ and promiscuous sex is encouraged between men and women who are treated completely equally as regards training and combat.

When they finally emerge from collapsar travel and hit the surface of a planetoid known to harbour a Taurian base, the enemy turn out to be skinny monsters enveloped in bubble of their own atmosphere who ride a kind of broomstick. The one and only attack made on their compound is surprisingly easy to beat off, with the Taurians virtually lining up to be killed, although an enormous flower-shaped machine burps bubbles of acid which float at head height and you have to duck (in between avoiding laser weapon fire) if you don’t want to be decapitated.

Sergeant Mandella 2007-2024 Mandella sets off on another tour of duty in a more advanced space ship but, realistically enough, this one is attacked before it even gets near the destination planet, coming out of the collapsar to be immediately hit, so that Mandella comes out of cryogenic suspension to find blood everywhere and half the crew dead, and the woman he’s become closest to in the previous episodes, Marygay, with half her guts hanging out (due to futuristic medicine, she survives). The ship limps back to the nearest collapsar, on to Stargate, and Mandella prepares to go ‘home’, back to Earth.

But, of course, in the meantime decades have passed. His mother has aged 40 years, his father is dead. This is the fullest description in the book of how earth has changed while he was away i.e. Haldeman’s own predictions for what will happen in the 40 or so years from the mid-1990s.

He predicts a huge population explosion, with the number of people on earth ballooning to over 9 billion, which leads to food shortages and the so-called ‘Ration Wars’. When Mandella returns it is to find that his mother living in a huge high-rise; that everyone needs a bodyguard; that you have to bribe agents to get even a basic job; that food is strictly rationed; and that his mother has taken a lesbian lover.

Mandella seeks escape from the violent city by going to visit the family of his lover, Marygay, who live on a farm/commune. He discovers that the farms are subject to raids and attacks and has barely settled in before, having taken Marygay to a dance, they return to discover a full-scale raid taking place at her parents’ farm. Rather inevitably, the parents are killed and he and Marygay, disillusioned with this violent Earth, decide to re-enlist.

Lieutenant Mandella 2024-2389 Mandella arrives back in space to discover the technology has moved on hugely since his first tour: the Starbase he helped build in pat one is now a small city with 10,000 inhabitants – the number of collapsars discovered is now into the hundreds.

The camp new officers inform him that homosexuality is now the predominant gender on Earth where heterosexuality is frowned on. Don’t worry, though, most people think heterosexuality can be cured, so he should be just fine!

Mandella’s squad have only barely reached the target planet and deployed before the vehicle he’s in is blown up, falling on his leg and crushing it. But the space suits are now very advanced, with built-in guillotines which amputate damaged limbs, hermetically seal the suit and inject the patient with morphine. You sleep till rescued or till you die in your sleep. Mandella is rescued and undergoes new treatment for regrowing limbs, which is explained in some detail.

Major Mandella 2458 – 3143 By this time William is one of the few people who have lived through the entire war. He learns that Earth’s population has now stabilised at a billion homosexuals, bred in test tubes, pushed out of artificial vaginas, raised in clinics. None of that parenting nonsense. Like Brave New World (1932). He is now in command of 120 of these brave new humanoids in a mission to the furthest collapsar yet discovered. Their mission is to erect a base on a planetoid in the system and await the inevitable attack. He knows they’re probably all doomed.

This final section gives a persuasive and powerful sense of the burden of command over an essentially alien race, a detailed description of the new fighting technology, including a stasis bubble, in which no electrical pulses can travel. When the predicted Taurian attack comes, Haldeman powerfully describes its successive phases: first the rival ships out in space fighting each other at nearly the speed of light; then the computer-operated lasers located around the periphery zapping everything which moves, including all the alien drones; then ‘tachyon’ bombs raising the temperature so high that the lasers can no longer operate; and then wave after wave of invader ships disgorging ranks of Taurians who relentlessly attack, until the last survivors are forced back into the stasis bubble, where…

Well, you’ll have to read the exciting climax yourself.

Fighting

I assume that Haldeman’s descriptions of the army, training, military discipline and hierarchy, are closely based on his own experiences in the U.S. Army and in Vietnam, a factor which anchors the often ludicrous plotline in powerful and persuasive descriptions of combat.

The events may be fantastic, but the cynical soldier’s reactions to them seem lived-in and real. As in other military memoirs I’ve read, the most important factor of Army life appears to be the infinitesimally small amount of time spent actually fighting, with 99% of the time being spent in boring training, building camps, keeping fit, carrying out fatigues and so on, or rotating back to the world for R&R.

Social commentary

Population explosion Halderman is writing in a period when the greatest threat facing humanity was meant to be the ‘population explosion’ (see the classic 1973 movie, Soylent Green). In the novel, the advent of a population of 9 billion begins a process of calamitous change, starting with wars over food.

When he wrote, the world population was about 3.5 billion, today it is double that, 7.5 billion. Maybe surprisingly, this hasn’t led to global social collapse and certainly not in the highest-populated countries – China, India, the USA, which have both absorbed the tremendous growth and managed to significantly raise the standard of living for hundreds of millions.

Space travel I feel I have lived through the Space Age. The fact that both J.G. Ballard and Gerard DeGroot thought it was over by 1972 (the last moon landing) confirms my feeling that the Space Shuttle era (1981-2011) was a long, expensive anti-climax. Obviously, new satellites are launched all the time and the International Space Station continues to be occupied and carry out its experiments. But we’ll never go back to the moon, and the notion of manned flights to Mars is crackers. During my lifetime humanity discovered that space travel is too expensive and too risky and brings little or no return.

All space-based science fiction therefore has a wistful, nostalgic feel. It is a technologically optimistic past’s vision of a future which is not, now, going to happen.

The unconscious American basis of science fiction A few centuries in the future Haldeman sees the entire population being hatched out of test tubes and engineered to be homosexual or neuter. This, like all notions of space travel and lots of other classic sci-fi predictions, relies on the premise that the whole world can be brought up to American levels of affluence and technological prowess. I.e. it doesn’t understand the uniqueness of the American achievement.

Old-school Marxists say this is because America spent the 20th century erecting a vast military-industrial apparatus designed to exploit the rest of the world’s commodities and raw materials. With around 5% of the world population, it consumes about 25% of the world’s resources (Scientific American, 14 September 2012)

By contrast, free marketeers say that America’s ongoing economic and technological success is based on its high level of education, its competitive capitalist culture, and its flexible working practices.

Whatever the reason, it is clear that all science fiction which premises its narratives on the notion of the continuous economic and technological improvement of all humanity, enabling us all to reach the same luxury lifestyle – and then expand that lifestyle out into space – is profoundly flawed.

Fewer than one in ten of the world population enjoy anything like the lifestyle, the affluence and the technological gewgaws everyone reading this blog takes for granted. And the entire trend of our time is towards the attributes of middle-class life contracting, all across the industrialised world, as wealth is redistributed away from the squeezed middle upwards to the super-rich. ‘Hard’ science fiction is the name given to sci-fi based on a realistic understanding of science – here, the laws of physics and relativity, among other technically plausible details.

But I find it almost unreadable because it requires such a tremendous suspension of disbelief in the realities of the world we live in.

In the world we live in there will be no space travel. There will be no planetary government. There will be no attainment of luxurious lifestyles for the entire global population.

These ideas are as faded and dated as Victorian theology. The technological and economic optimism which gave birth to them died in the 1970s and was replaced by our current ideology of gross inequality and cultural pessimism.

The forever war The one prediction which does ring true is the idea that the attacks of an ill-defined but real enemy will create an atmosphere of paranoia and lead to the placing of society on a permanent war footing.

Left-wing writers call it the Shock Doctrine or Disaster Capitalism, but anyone who reads the newspapers can follow how the world has developed since 9/11 – how the highfalutin’ notion that a united government of earth will come together to fund idealistic expeditions to found new settlements on inhabitable planets across the universe seem like childish dreams compared to the permanent instability we have created here on earth, and the eternal and much-publicised ‘terrorist threat’ which justifies enhanced levels of spying, monitoring and control over all the populations of the economically advanced countries for the foreseeable future.

In this, the most cynical and satirical prediction of this powerful novel, Haldeman was bitingly accurate.

Number one

In 1999 Millennium Publishing began republishing the best science fiction novels of all time, eventually producing a list of 50 all-time classics (each one numbered). The Forever War was number one in the series and, when the top ten were reprinted in hardcover editions, The Forever War was also included. The Naked Sun by Isaac Asimov (1956)

‘You had a plainer motive, too, Dr Leebig. Dr. Rikaine Delmarre was in the way of your plans, and had to be removed.’
‘What plans?’ demanded Leebig.
‘Your plans aiming at the conquest of the Galaxy, Dr. Leebig,’ said Baley.

It is 3,000 years in the future. Humanity is dived between ‘Spacers’, who have colonised 50 of the ‘outer planets’ which rely heavily on robot labour, and have developed cultures and laws of their own – and earth, packed to the brim with 8 billion citizens, all raised in the subterranean cells and covered domes of 200 vast super-cities, terrified of ‘the outdoors’, used to cramped living space, rationed artificial food, and a rigidly hierarchical society.

Detective Elijah Baley, who we first met in The Caves of Steel, has been promoted to grade C-6. Despite his protests he is assigned another murder case, but this time on a remote planet out there in space somewhere, Solaria.

Baley’s agoraphobia

As usual, Asimov’s description of many of the appurtenances of his imagined future are genuinely interesting and effective, especially around Baley’s fear of the open. Asimov powerfully conveys Baley’s terror at being forced to catch a plane from New York to Washington – over and again he fixates on how there’s only an inch or so of steel between you and… nothingness! – and then petrified at taking a spaceship. He is horrified when he lands on Solaria to learn that the human population has windows in its buildings and wander around outside.

It is one of the themes of the book how Baley he tries to nerve himself to get used to being ‘outside’: these are interesting attempts to convey how generation after generation of humans living in completely covered urban ‘wombs’ would create a new human nature and psychological conventions.

Baley is pretty much blackmailed to take the case by his boss, Under-Secretary Minnim. If he refuses, he’ll be ‘declassified’ i.e. he and his family will lose all their privileges in the city. And Minnim asks him not only to solve the case, but to keep his eye open and record everything he observed about the outer Worlds, their strengths and weaknesses. ‘Be a spy?’ asks Baley.

It comes as a huge relief when, there to greet him on his spaceship’s arrival on Solaria, is the advanced, humanoid robot, Daneel Olivaw, who had worked with on the case described in the prequel, The Caves of Steel.

Solaria’s peculiarities

Another prominent element is the drastically ‘different’ customs of the Spacers who live on Solaria. Here people, from birth, avoid personal contact, and live on huge estates which are worked by vast populations of specialised robots. There are only some 20,000 humans on the whole planet but two hundred million robots – that’s ten thousand robots to every human!

People live either alone or with a spouse but physical contact – even being in the same room – ‘seeing’ someone in the flesh – is regarded with disgust. Instead, communication is carried out through holography (referred to as ‘viewing’). Only then are the Solarians truly relaxed about what they wear or say.

As the leading Solarian sociologist tells him, when Baley, insists on actually visiting him, in the flesh:

‘You’ll forgive me, Mr. Baley, but in the actual presence of a human, I feel strongly as though something slimy were about to touch me. I keep shrinking away. It is most unpleasant.’

The plot

As to the plot, it kicks off like hundreds of thousands of detective stories, with a murder. Rikaine Delmarre is a prominent Solarian and a foetologist by profession and he is found, at his house, with his head smashed in as with a blunt implement. Unfortunately, his household robots clean up the crime scene so efficiently and even dispose of the body by incinerating it, that there isn’t a shred of evidence left at the scene of the crime.

It’s only well over half way through the book that we discover what this means, when Baley visits what he expects to be a laboratory and discovers it is in fact the baby farm which provides all of Solaria’s population. He is shown round by Delmarre’s assistant, Kiorissa Cantoro, who explains how ‘growing’ babies in test tubes is the logical extension of the Solarians’ distaste for being physically near anyone. In the same way, the babies, once hatched, are raised entirely by robots, lacking any contact with adults.

Ordinarily, Delmarre’s wife, Gladia, would be the prime suspect, since no-one else had access to or was anywhere their joint home (not that she was physically anywhere near him at the time; robots summoned her after the murder and she discovered a robot had been present but had a nervous breakdown due to its failure to implement Asimov’s First Law of Robots:

A robot may not injure a human being or, through inaction, allow a human being to come to harm.

On first arriving at the house (which has been built specially to accommodate him during his stay and will be demolished after he leaves) Baley has several holographic interviews with the man who asked for his services, Hannis Gruer, the Head of Security on Solaria. Hannis explains that they have no crime on Solaria, none at all. So a murder has really thrown them, but they had heard of his reputation through his involvement with the murder of a Spacer which was heavily publicised in the Outer Worlds (the subject of the first novel in the series, The Caves of Steel).

About the third time they’re chatting via hologram during a meal, Hannis takes a swig of his glass and is immediately poisoned, saying his throat is burning, falls to the floor and passes out with Baley, of course, unable to do nothing. Hannis is replaced, as Baley’s contact point with Solario authorities, by Corwin Attlebish.

Baley has an interview with the planet’s leading sociologist, Anselmo Quemot, who boasts about his theory that Solario has reached an optimum human-robot population. Henceforward the human population will not grow. And how, eventually all planets, even earth, will become like this. A finite, controlled human population surrounded by vast hordes or robot slaves.

And he also meets Dr Jothan Leebig, Solario’s premier roboticist. With him Baley points out the flaw in the First Law of Robotics. Ostensibly the law says no robot may harm a human. But it doesn’t take account of intention. It should really read that no robot may intentionally harm a human.

The climax

After all the effort put into creating an entirely new world with its own rules and conventions, and into creating half a dozen characters, with whom Baley has elaborate, and sometimes interesting, conversations, the climax is straight from an Agatha Christie novel, with Baley playing the role of Hercules Poirot.

He arranges a conference holographic call with all the characters we’ve met so far, namely: Gladia, Kiorissa, Attlebish, Quemot, Leebig, plus the doctor who attended the scene of the original murder, Dr Altim Thool.

Asimov employs the tried and tested formula of proceeding slowly and leveling an accusing finger at each of the people present one by one until… with a grand flourish, he reveals the true murderer. It is Dr Jothan Leebig.

His motive? He had several. One, he was susceptible to the charms of Gladia Delmarre, young and good looking who, in her first scenes with Baley we had witnessed casually walking about half-undressed (because it was only via ‘viewing’, not in-the-flesh ‘seeing’). She is frustrated by the lack of attention from her dry-as-dust husband, Rikaine, not enough to murder him, but enough to flirt, maybe unconsciously, with other men.

Leebig offered her a job as his secretary but when she turned it down his adoration, as so often in these kind of picturebook versions of human nature, turned to hatred and he devised the murder to take his revenge on both the Delmarres.

‘You despised yourself for your weakness, and hated Mrs. Delmarre for inspiring it. And yet you might have hated Delmarre, too, for having her.’

But why kill the doctor at all? Because Delmarre knew about Leebig’s experimental work into expanding robot capabilities. In particular he knew about Leebig’s plan to create spaceships controlled by positronic brains. Now, ordinarily, a robot simply cannot harm a human: their positronic brains are wired in such a way that they would short-circuit. Even witnessing harm to humans damages them, as the way the brain of the robot who witnessed Delmarre be murdered had completely fried.

But Leebig was planning to make spaceships with positronic brains which would assume that any spaceships which opposed it were also manned only by robots and positronic brains and that it could therefore destroy them with impunity. Such spaceships would behave more logically than ones captained by humans, and would almost certainly win all their battles. Or, as Baley puts it:

‘But a spaceship that was equipped with its own positronic brain would cheerfully attack any ship it was directed to attack, it seems to me. It would naturally assume all other ships were unmanned. A positronic-brained ship could easily be made incapable of receiving messages from enemy ships that might undeceive it. With its weapons and defenses under the immediate control of a positronic brain, it would be more maneuverable than any manned ship. With no room necessary for crewmen, for supplies, for water or air purifiers, it could carry more armor, more weapons and be more invulnerable than any ordinary ship. One ship with a positronic brain could defeat fleets of ordinary ships. Am I wrong?’

Leebig was, in other words, working on a plan to take over the galaxy!!

As a grown-up reader, it was difficult not to smile at the sheer pulp grandiosity of this motive.

The murder weapon – which Baley and robot Daneel have cudgelling their brains trying to figure out and which provided many a red herring throughout the book? The robot which had been in attendance on Delmarre throughout the murder. What? How? It was one of a new range Delmarre himself was working on with detachable limbs. Get it yet? The murder walked up to Delmarre and his robot, ordered the robot to give him his arm, the robot did so, Leebig smashed Delmarre’s head in with it, then clipped the arm back onto the robot which, by this stage, had gone into meltdown.

How did Leebig manage to sneak up on Delmarre? Because Delmarre was a ‘good Solarian’ who had given up ‘seeing’ people in the flesh when he was still a boy. thereafter all his interactions were via hologram. Therefore, when Leebig arrived at his house and entered his room and walked up to him… he simply couldn’t believe, until the last minute, that he was not a hologram. Too late.

I was smiling through all this explication, a smile which got broader when all the (holographic) faces in this meeting turn to Leebig who furiously denies it all, until… Baley plays his master-stroke and reveals that his assistant Daneel Olivaw has, all this time a) been at Leebig’s laboratory securing the records of all his research there which will no doubt prove the positronic spaceship theory but now b) is on his way to Leebig’s house to arrest him in person.

Now Asimov had carefully planted in Baley’s holographic interview with Leebig that the latter was really hysterically afraid of face-to-face contact with humans. When Baley had threatened to do it, Leebig had been reduced to sucking his thumb like a boy and crying. Now, at the threat of another human entering his personal space, Leebig collapses:

‘But I won’t see him. I can’t see him.’ The roboticist fell to his knees without seeming aware of the motion. He put his hands together in a desperate clasped gesture of appeal. ‘What do you want? Do you want a confession? Delmarre’s robot had detachable limbs. Yes. Yes. Yes. I arranged Gruer’s poisoning. I arranged the arrow meant for you. I even planned the spaceships as you said. I haven’t succeeded, but, yes, I planned it. Only keep the man away. Don’t let him come. Keep him away!’

In other words, the accused man makes a full and free confession in front of all his peers. And then – as if that wasn’t cheesy enough – as we hear the arrival of Daneel, we see Leebig fall to the floor, beg to be left alone, then scrabble in his pockets for something which he outs into his mouth, is seized with a spasm of agony, and collapse dead on the floor.

The irony, laid on with a planet-sized trowel, is that the ‘human’ whose proximity drove Leebig to suicide, is none other than Daneel who is, of course… a robot!

If you’re not roaring with laughter by this stage then you are probably the kind of 14-year-old boy this kind of story was originally aimed at.

Coda 1 – last scene with Gladia

There’s more, more clichés. In a final scene Baley has a last interview with Gladia. She is going to Aurora (traveling with Daneel, since Auroroa is his home planet). She has to get away from the scene of this awful murder! He is surprised that she agrees to be there in person i.e. she has agreed to ‘see’ him.

‘Why have you decided to see, rather than view?’
‘Well’ – she smiled weakly – ‘I’ve got to get used to it, don’t I, Elijah? I mean, if I’m going to Aurora.’
‘Then it’s all arranged?’
‘Mr. Olivaw seems to have influence. It’s all arranged. I’ll never come back.’
‘Good. You’ll be happier, Gladia. I know you will.”
I’m a little afraid.’
‘I know. It will mean seeing all the time and, you won’t have all the comforts you had on Solaria. But you’ll get used to it and, what’s more, you’ll forget all the terror you’ve been through.’
‘I don’t want to forget everything,’ said Gladia softly.
‘You will.’ Baley looked at the slim girl who stood before him and said, not without a momentary pang, ‘And you will be married someday, too. Really married, I mean.”
Somehow,” she said mournfully, “that doesn’t seem so attractive to me – right now.’
‘You’ll change your mind.’
And they stood there, looking at each other for a wordless moment.
Gladia said, ‘I’ve never thanked you.’
Baley said, ‘It was only my job.’

Aw shucks, John Wayne.

Asimov may have set out to demonstrate that science fiction wasn’t a genre but a topic or theme which could be applied to any genre. But in these books he merely proved that science fiction can be just as larded with corny characters and hammy scenarios as any 3rd-rate Hollywood B-movie.

As usual, the plot and lots of the characterisation are laughable, they would make a writer of Mills and Boon romances blush with shame.

Again a silent moment while they faced each other at ten paces. Then Gladia cried suddenly, ‘Oh, Elijah, you’ll think it abandoned of me.’
‘Think what abandoned?’
‘May I touch you? I’ll never see you again, Elijah.’
‘If you want to.’
Step by step, she came closer, her eyes glowing, yet looking apprehensive, too. She stopped three feet away, then slowly, as though in a trance, she began to remove the glove on her right hand.
Baley started a restraining gesture. ‘Don’t be foolish, Gladia.’
‘I’m not afraid,’ said Gladia.
Her hand was bare. It trembled as she extended it.
And so did Baley’s as he took her hand in his. They remained so for one moment, her hand a shy thing, frightened as it rested in his. He opened his hand and hers escaped, darted suddenly and without warning toward his face until her fingertips rested feather-light upon his cheek for the barest moment.
She said, ‘Thank you, Elijah. Good-by.’
He said, ‘Good-by, Gladia,’ and watched her leave.

BUT – the book is sort of worth reading for not one but two extended tropes, which are thought provoking – maybe it’s better so say imagination-provoking – and which it dramatises at length, namely:

  • Baley’s struggle to cope with being outdoors generated by the entrenched claustrophobia of an overpopulated underground earth culture
  • and the opposite, the repulsion at physical contact or even proximity, created by the exact opposite type of planet, so sparsely populated that individuals almost never meet, except via cam

These two worldviews or psychological states dominate the book and it is interesting to do the thought experiment of thinking your way into these kinds of altered states. Despite Asimov’s rickety plot and execrable English, nonetheless, what if…?

Coda 2 – Baley reports back to Minnim

Remember how Minnim had asked Baley to be a spy. He is thrilled with Baley’s findings because they appear to show that Solaris has become decadent, individuals living too long, and too isolated. Baley expresses this as the fact that they have stopped being tribal of having to co-operate and also conflict. Minnim joyfully sees this as confirmation that Earth will not be conquered by the Spacers who will decline.

But Baley hasn’t finished. He goes on to prove the exact opposite. He says that Solaris is an exception to the outer Worlds, the planet most like Solaria is Earth. Earthers have buried themselves in underground cities and locked themselves away from the rest of the galaxy.

Earthers need to get out, leave earth, go and colonise, face a brave future. that turns out to be the epiphany he had as he faced the outdoors for the first time in his life. He didn’t like it, but he realised it brought a whole new dimension to his life, and that all mankind must face up to it as he has.

Baley felt as though a touch of madness had come over him. From the very first the open had had its weird attraction over him; from the time in the ground-car when he had tricked Daneel in order to have the top lowered so that he might stand up in the open air.

He had failed to understand then. Daneel thought he was being perverse. Baley himself thought he was facing the open out of professional necessity, to solve a crime. Only on that last evening on Solaria, with the curtain tearing away from the window, did he realize his need to face the open for the open’s own sake; for its attraction and its promise of freedom.

There must be millions on Earth who would feel that same urge, if the open were only brought to their attention, if they could be made to take the first step.

So, despite the detective novel trappings, deep down the book turns out to have been a sort of primer, explaining how humans did decide to escape earth. It sets up the origins of the Galactic Empire described in the Foundation books. If all this requires is for Baley’s character and beliefs to undergo a 180 degree transformation, well, too bad for character and plausibility. it was never Asimov’s prime concern. His Visions of Great Futures are his prime concern.

He had told Minnim the Cities were wombs, and so they were. And what was the first thing a man must do before he can be a man? He must be born. He must leave the womb. And once left, it could not be re-entered.
Baley had left the City and could not re-enter. The City was no longer his; the Caves of Steel were alien. This had to be. And it would be so for others and Earth would be born again and reach outward.
His heart beat madly and the noise of life about him sank to an unheard murmur.
He remembered his dream on Solaria and he understood it at last. He lifted his head and he could see through all the steel and concrete and humanity above him. He could see the beacon set in space to lure men outward. He could see it shining down. The naked sun!
