Losing Small Wars: British Military Failure in the 9/11 Wars by Frank Ledwidge (second edition, 2017)

Summary

This is a quite mind-blowing, jaw-dropping analysis of the incompetence, ignorance, narrow-mindedness, bad planning, profligacy, bureaucratic in-fighting, politicking, terrible leadership, lack of strategy, appalling mismanagement and ineptitude which characterised the British Army campaigns in Iraq (2003 to 2009) and Afghanistan (2004 to 2014). For the rest of my life, when I hear the words ‘British Army’ on the radio or telly or in movies, I’ll think of this devastating exposé and hang my head in shame and embarrassment.

All of the UK’s recent conflicts – Iraq, Afghanistan and Libya – have been total failures in spite of the efforts of our men and women…None of these conflicts has resulted in anything remotely resembling success. All have failed, and failed not badly, but catastrophically.

[Haven’t] the years of involvement in the post 9/11 wars [been], excepting the two world wars, the most expensive and least successful decade and a half in British military history?

The bulk of the responsibility for them [the failure] must be laid at the doors of our politicians who have little idea of conflict and consequences and no experience thereof…However, if Iraq in 2003 was Blair’s war the generals were complicit not only in its inception but also in its failure.

This book sets out to be one man’s reasonably well-informed view of why our forces, and our army in particular, have performed so badly in recent operations.

This isn’t a history of the British army campaigns in Iraq and Afghanistan so much as a sustained 250-page analysis of why they went so very, very, very wrong. Extremely wrong. Mind-bogglingly wrong. In the introduction Ledwidge writes that he is ‘calling the high command of the armed forces to account for what I regard as nothing less than a dereliction of duty‘ (p.11) and he proceeds to flay politicians, civil servants, advisers and senior military figures with a cat o’ nine tails.

Then, in the longer second half of the book, Ledwidge analyses half a dozen major themes which emerge from the failed wars (the real nature of counterinsurgency, the changing face of military intelligence, the need for a more self-critical and reflective culture in the army) and suggests practical reforms to create an army fit for 21st century combat.

Ledwidge’s qualifications

Ledwidge is formidably well qualified to discuss the issues. He has had an impressively wide ranging career both in and outside the military, and served in all the countries under discussion.

Ledwidge began his career as a lawyer. After qualifying, he spent eight years practising as a criminal barrister in his home city of Liverpool. He then worked for a decade in the Balkans and throughout the former Soviet Union in international human rights protection, criminal law reform, and institution building at the highest levels of government. He developed particular expertise in missing persons, human trafficking and torture prevention.

Ledwidge explains in the introduction that he fancied diversifying and volunteered to join the Royal Naval Reserve, learning navigation and seamanship on minesweepers in the North Sea. He was commissioned in 1993 and went on to serve for fifteen years as a reserve officer with extensive operational experience, retiring as head of the Human Intelligence branch (p.267).

In 1996 he went to Bosnia to serve alongside the military in a team tasked with identifying and tracking down war criminals. In 1998 he moved on to Kosovo as part of a military/civilian peacekeeping unit and was there during the actual war, 1998 to 1999. After the Balkans he served with the Organisation for Security and Co-operation in Europe, in states of the former Soviet Union, mostly Tajikistan.

In 2003 he was called back into regular military service and sent to Basra, in southern Iraq, leading one of the teams of the Iraq Survey Group, tasked with finding the mythical weapons of mass destruction. In 2007 to 08 he served as the first ‘Justice Advisor’ to the UK Mission in Helmand Province.

In 2009 he retired as a military officer. During and after the war in Libya (2011 to 2012) he performed a similar role at the UK Embassy in Libya. (He has also worked in Ukraine during the current war, a period obviously not covered in this book.)

Nowadays Ledwidge is an academic, a senior lecturer at the University of Portsmouth. He is the author of this and a number of other books about contemporary warfare, and regularly appears on the media as an expert.

The first three chapters of the book deal with 1) Iraq 2) Afghanistan and 3) Libya. They aren’t detailed histories of events such as you find in Jack Fairweather’s and numerous other chronicles. They cover just enough of the events to raise the issues and themes which he then addresses in the second, analytical, half of the book.

There are no maps. Shame. Obviously you can look it all up online, still… And it’s poorly copy-edited. Ledgewick repeats adjectives or adverbs in the same sentence. At one point he lists the countries involved in the Syrian conflict and includes Russia twice in the same list. Should have been better edited.

1. Basra

In the invasion of Iraq in March 2003 the Brits were assigned to take Basra, the second city of Iraq, close to the Gulf of Persia, sitting astride the Shatt al-Arab waterway which is formed from the junction of the rivers Tigris and Euphrates, and only 50k from the border with Iran. At one point he likens old Basra to cosmopolitan seaports like Liverpool or Marseilles (p.16). But the Islamic revolution in Iran, followed by 8 years of the Iran-Iraq War, followed by Saddam’s ill-fated invasion of Kuwait, followed by ten years of Western sanctions had made it a harder, poorer, bitterer place to live and brought out a fanatical strain in many of the mostly Shia Muslim population.

Once the invasion was complete the British Army was given responsibility for the occupation of Basra and the four southern provinces around it (Basra, Maysan, Al Muthanna and Nasariyah), the heartland of Iraq’s Shia community. However, almost immediately the city was taken it became clear that British politicians, the Ministry of Defence, the General Staff and senior planners had no idea what to do next:

‘It became very apparent to me shortly after crossing the border that the government and many of my superiors had no idea what they were doing.’ (Colonel Tim Collins, p.20)

‘There was no strategic planning or direction at all beyond the military invasion. There was no articulated strategic context nor end state. There was no campaign plan.’ (Major General Albert Whitley, adviser to the US commanding general)

‘[There was a] lack of any real understanding of the state of the country post-invasion. We had not done enough research, planning into how the country worked post-sanctions…None of this had been really thought through.’ (General Sir Freddie Viggers)

Numbers

In Kosovo NATO forces were able to secure order because they had the numbers to do so. In Basra and south Iraq British forces never had anything like enough boots on the ground to make society to secure, to ensure law and order. They lost control of the streets in the first few days when looters ran rampant, criminal gangs flourished, random street crime became endemic – and never recovered it.

The lack of any thought whatsoever as to how the army might deal with looters was to have disastrous consequences. (p.24)

George Bush and Tony Blair made speeches promising the Iraqis reconstruction of their country, peace and prosperity, a flourishing economy and democratic accountability. None of this was delivered and it turned out the invaders couldn’t even make the streets safe. Carjackings, kidnappings, rape, gang violence all flourished out of control within weeks.

More than any other factor, the restoration and maintenance of order requires numbers. (p.24)

On 26 June politicians and generals were woken from their dreams when six military policemen were killed in the town of Majar al-Kabir, due to failures of communication, malfunctioning equipment etc. The real point was that the town, and the whole area, had a proud tradition of resisting invaders including Saddam Hussein’s own security forces, something which the British forces simply didn’t know about or understand (p.27).

Ledwidge arrived in September 2003 after the first honeymoon was over. British soldiers no longer wandered the streets in soft hats, stopping off at cafes. They were coming under increasingly sustained attacks: roadside bombs, ambushes, snipers.

Meanwhile Shia death squads emerged, assassinating former members of Saddam’s regime, terrorising Sunni Muslims into leaving entire areas under threat of death (i.e. ethnic cleansing à la Bosnia), kidnapping, torturing and murdering any possible opponents, and imposing a strict Puritan religious orthodoxy on the street (mostly against women) (p.31).

Instead of addressing any of this, British forces had enough on their plate simply defending themselves. In fact this became their main aim. Ledwidge says his utterly fruitless efforts leading a team looking for WMDs crystallised the way the occupying forces were interested entirely in their own concerns and didn’t give a monkeys about the million Basrawis whose city was turning into hell.

The Geneva conventions

Is an invading or conquering army responsible for securing law and order? Emphatically yes. It is a fundamental principle of the Geneva Conventions. Apparently Colin Powell summed this up to George Bush as ‘You broke it, you own it.’ None of the invading forces acted on this legal basis. Donald Rumsfeld joked about the widespread looting days after the invasion, apparently unaware that the coalition forces had an internationally binding legal duty to prevent it.

For a year after the invasion Shia militias, backed by Iran, took control of the streets. In an example of their complete lack of understanding, the British project for training new corps of Iraqi police ended up recruiting many of these militias who then, wearing uniforms supplied by British taxpayers and wielding guns paid for British taxpayers, set about terrorising, extorting, raping and killing Basrawi citizens – who then wondered why their British occupiers were allying with murderers. The British hoped that they were ‘incorporating’ the militias into a new police force. Instead they were legitimising the militias (pages 35 to 36).

Rotations and reconstruction

The British Army had a policy of rotating units home every 6 months. The army saying has it that you spend the first two months learning the job, the next two months doing it capably enough, and the last two months hanging on and not getting injured, before rotating home for ‘tea and medals’.

This system guaranteed that just as any particular brigades or battalion and their senior officers was about to get an inkling of how local society functioned, had made important contacts and were building trust, they were abruptly whisked away. The system guaranteed a lack of continuity or consistency and prevented any kind of long-term planning.

Instead new brigades came in with senior officers determined to make a ‘splash’. Often they worked out one significant or ‘signature’ offensive, carried it out – some pointless firefight resulting in a hundred or so dead enemy militants and swathes of civilian homes and properties destroyed – then hunkered back down in their base till rotated home and a medal for the commander-in-chief. (p.90)

This happened every six months as the actual city the British were meant to be policing slipped further and further into Shia militia control.

Jaish al-Mahdi

The biggest Shia militia was the Jaish al-Mahdi (JAM), loyal to the figure who emerged as the head of militant Shiism, Muqtada al-Sadr. To cut a long story short, despite the British Army’s best efforts, the JAM ended up taking over Basra.

By the end of 2006, control of the city had essentially been lost to the Shi’a armed groups. In September 2006 Basra was to all intents and purposes the domain of one of them – the Jaish al-Mahdi (JAM), the military wing of the Office of the Martyr Sadr (OMS). (p.39)

Attacks on British outposts intensified until by 2006 they were on a war footing. Given the complete collapse in security on their watch, absolutely no reconstruction of any type took place. The rubbish piled up in the streets, many of which were open sewers, electricity was rare and erratic, water supplies were unsafe, bombed schools remained in ruins. Nothing.

Operation Sinbad

In September 2006 the British launched Operation Sinbad which aimed to take on the most corrupt ‘police’ stations and clear them out. Some measure of clear-out was achieved, at the cost of ferocious firefights, but as soon as the operation ended in February 2007, the Shia militias and gangs returned.

On the same day the operation ended, 18 February 2007, Tony Blair announced a major ‘drawdown’ of troops in Basra, from 7,000 to 4,000. Many of the officers Ledwidge quotes consider this the moment of defeat. It signalled to friend and foe alike that the British were giving up and running away.

Withdrawal

The incoming commander, General Jonathan Shaw, decided to withdraw the British garrison in Basra Palace to the heavily fortified allied airfield 10 miles outside of town. It was dressed up in fancy terminology, but it was giving up. The British did a deal with JAM whereby they notified the militants whenever they were going to exit the airbase and were only allowed to patrol Basra with the JAM’s permission. British rule in Basra had produced:

‘the systematic abuse of official institutions, political assassinations, tribal vendettas, neighbourhood vigilantism and enforcement of [Islamic] social mores, together with the rise of criminal mafias.’ (Middle Eastern Report number 67, 25 June 2007)

‘The short version is that the Brits have lost Basra, if indeed they ever had it…’ (US officer close to General Petraeus)

‘The military’s failure to provide a safe environment for the local population represented a strategic failure for the UK in Iraq.’ (James K. Wither, author of Small Wars and Insurgencies)

In defence of the British position are the arguments that: a) British occupation couldn’t go on forever b) the political and popular will back in Britain had turned against a demonstrable failure; but most of all c) it was felt that it was time for the Iraqi government to step up to the plate and take responsibility for security in its second city. So Basra was ‘formally’ handed over to the Iraqi government in December 2007. But the Iraqi government didn’t have the wherewithal i.e. army or neutral and functioning police force, to retake it.

There was a fourth reason British troops were drawn down in 2008. The politicians and generals both wanted to refocus their efforts on Afghanistan. This was:

  1. a desert war i.e not mired in heavily populated cities
  2. a ‘good’ and moral war i.e. against a defined enemy, the Taliban
  3. offered the British Army the opportunity to redeem itself in the sceptical eyes of the Americans (stated in so many words by General Sir Richard Dannatt, p.62)

More sinisterly, 4) some officers are quoted to the effect that the general staff needed to find something for the battalions coming free in Iraq to do in order to justify the military budget. ‘Use them or lose them’ was the motto.

And so the British campaign in Afghanistan was motivated, at bottom, by not just domestic British politics (Blair’s ongoing wish to suck up to Bush), but Whitehall bickering about the Ministry of Defence’s budget. Well, a lot of British soldiers, and thousands of Afghans, were to die so that the British Army general staff could maintain its funding in the next budget round.

2. Helmand

History

The British had ‘form’ in Afghanistan. During the Victorian imperial era we fought at least two wars against Afghans plus innumerable skirmishes. Afghanistan was a loose bundle of tribal regions between the north-west frontier of imperial India and the Russian Empire and so the site of the famous ‘Great Game’ i.e. extended spying and political machinations against Russia.

We had our arses kicked in the First Afghan War of 1839 to 1842 which featured the largest British military disaster of the nineteenth century, when a force of 4,500 soldiers and 12,000 civilians were forced to abandon Kabul and retreat through the Khyber Pass on 1 January 1842. One man, one man, alone survived. In the Second Afghan War of 1878 to 1880 the British lost the battle of Maiwand to a coalition of tribal chiefs.

The thing about Maiwand is that it’s about 60 miles from Lashkar Gah, the capital of Helmand Province where the British now went. Although nobody in Britain remembers the battle, the Afghans do: it’s the great moment when they took on the might of the British Empire and triumphed. In Afghan history the battle holds something like the place of Agincourt in our national myth. The British were blundering into the heartland of Afghan pride and patriotism. Once again, colossal ignorance.

‘We knew very little about Helmand Province.’ (Air Chief Marshal Sir Glen Torpy, p.69)

British soldiers arriving to police the area where they lost a famous battle to the great-great-great-grandfathers of the present tribal leaders was, in effect, a challenge to a rematch. Which is why Ledwidge quotes president of Afghanistan Ashraf Ghani saying that, if there’s one country from the entire international community which emphatically shouldn’t have been sent to south Afghanistan, it was Britain (p.66).

Situation in 2007

Some Brits had been in place since 2001 when small units of US and UK special forces were infiltrated into the north of the city and directed the campaign to overthrow the Taliban. A small British unit helped secure Kabul, and one had been quietly operating a provincial reconstruction team in the north of the country.

Since the overthrow of the Taliban in 2001 American special forces had been holding Helmand Province from a base in the capital Lashkar Gah, which, under their relaxed supervision, was completely peaceful. It was the arrival of the Brits which triggered the violence which was soon to engulf them, characterise their 3 years in the country, and lead to another crushing strategic defeat.

Bosnia and a proper force

When the Brits took part in peacekeeping in Bosnia they were part of a force 60,000 strong, in a relatively benign security setup (no Kosavars or Serbs attacked patrols), close to the European countries with large NATO bases i.e. easily resupplied. Many officers apparently thought Helmand would be the same sort of thing because Helmand Province is the same rough size as Bosnia and has a similar population, around 1 million. Hence Defence Secretary John Reid confidently asserting that the army would spend its 3 year mission supervising reconstruction projects without a shot being fired. What an idiot.

The British deployed a small force of just 3,500 to cover an area two and a half times the size of Wales, with little or no infrastructure i.e. roads, 8,000 miles from home, with little or no knowledge about the local people, their ethnic or tribal makeup, culture or history (p.69).

Deposing the one man who held the province together

When the Brits arrived the chief power in the region was a warlord named Sher Muhammed Akhundzada or SMA for short (p.70). He practiced extortion and intimidation but he had suppressed all other rivals and so in effect kept the peace. SMA was also heavily involved in opium cultivation and heroin production, the leading component of the local economy. Well, in 2005 the British prevailed upon President Karzai to get rid of SMA, to the dismay of the Americans and aid workers.

The inevitable happened. With the local strongman who’d been keeping the peace removed, a host of smaller gangs and militias moved into the area, notably the once-cowed remnants of the Taliban. Removing SMA was the single act which triggered all the chaos which followed. It was the Brit equivalent of Bremer dissolving the Iraqi army and police (p.71).

Heroin

At international meetings British politicians had enthusiastically volunteered the British Army to lead on combating the drugs trade. Trouble was the British were also trying to mount a hearts and minds counterinsurgency campaign, and the two were diametrically opposed. Every time they shut down a poppy plantation and burned all the heroin, they made an angry enemy of the farmer and his workers and dependents. Worse, some operations were closed down while others continued to thrive, leading to the belief that the entire policy was just another form of extortion and corruption (p.71).

SAS advice

An SAS unit had been operating in the area in co-operation with the Americans for four years. They were tasked with writing a report ahead of the deployment of the 3,500 British forces. They advised we keep SMA in place, would need a significant increase in numbers and money in order to carry on the Americans’ effective hearts and minds campaign, and that the Brits should remain within the highly populated central part of the province (p.74).

Instead the Brits sent a small force with little money, got rid of the one man who could control the province, and then took the decision to ignore the SAS advice and disperse the troops to small barracks set up in each town. The fancy ambition was to ‘disperse and hold’. Maps in HQ showed ‘inkspots’ of pacification which would slowly join up till the whole province was pacified and reconstruction could crack on.

Platoon houses under attack

Of course that never happened. Instead, small forces found themselves trapped in what became known as ‘platoon houses’ in Helmand’s various towns, Lashkar Gah, Musa Qaleh, Sangin and so on. Ledwidge summarises the deployment in a devastating litany of mistakes. The force deployed:

with vulnerable Snatch Land Rovers, no real counter-IED capability, not enough helicopters, no air-to-ground fire capability, and only a limited ability to gather intelligence or carry out combat operations. This made it a very weak and blind force, and one that would depend entirely on the goodwill of the population and its leaders for its mobility beyond its bases and even its existence within them. (p.75)

The situation was made ten times worse by sacking the one man who knew and controlled the province and who they could have worked with, SMA.

3 Para

The 3,500 troops deployed to Afghanistan were 16 Air Assault Brigade, with one battle group of about 650 men based around the Third Parachute Regiment or 3 Para. These boys are trained to fight and were looking for a fight. Ledwidge thinks they were about the last possible troop you wanted to deploy to a region which required slow, subtle and careful relationship-building.

Testing new kit

The army had recently acquired some of the new Apache helicopters. These have awesome firepower and were designed for high intensity fighting against the invading Soviet Army on the North German plain. Army staff wanted to see them in action. So there was no hearts and minds strategy regarding the Afghan people. Planning was led not by long-term political or strategic considerations, but by operational considerations, which went: we’ve got these troops. We’ve got some new helicopters. We need to use them both or we’ll lose them in the next Treasury spending review. Let’s go!

Dispersing our forces

A long-term development plan for Helmand Province had been written but it was ignored in favour of faulty intelligence. Somehow the figure of 450 Taliban fighters came to the attention of the Brigade staff. This sounded like a number that 3 Para could eliminate. So, instead of concentrating their forces in the heartland as the plan and the small number of US troops who’d been quietly manning Helmand recommended, the decision was taken to deploy small, agile, light forces to each town ready to kill these insurgents (p.83). Ledwidge names the guilty general who took the decision to ignore the draft plan and all the best advice and split up his forces into small pockets scattered round small towns, but it’s such an indictment, such a fatally bad decision, that I am too cautious to name names.

Very quickly these little fortresses our boys were dispersed to became magnets for insurgents keen to show themselves worthy of their great-great-great-great grandfathers and their feats against the invading Angrez. Attacks on the platoon house began immediately and got steadily more intense. British troops found themselves fighting merely to hang on. All thoughts of pacification or security were abandoned. Plans for reconstruction and economic development were abandoned. The Brits proved unable to secure the peace let alone do any reconstruction. Barely able to supply themselves, all they could do was fight off continual attacks. This desperate plight was dignified with the title ‘force protection’. In reality it was hanging on for dear life.

It is this stressed and highly embattled situation which is chronicled in vivid accounts like ‘3 Para’ (‘Real Combat. Real Heroes. Real Stories’) and many other bestselling paperbacks like it. Ledgwidge has a humorous name for this entire genre – herographies, stirring accounts of our plucky lads, surrounded and fighting against the odds. He suggests there’s something in our national psyche which warms to the notion of the plucky underdog, the Battle of Britain, the Blitz. But it’s all rubbish. These embattled outposts were created by a commanding officer who went against the advice of the Americans and a handful of Brit SAS troops who had been quietly hunkered down in Lashkar Gah and kept the province void of violence from 2001 to 2006 when 3 Para arrived and stirred up a hornet’s nest.

Same with Sniper One, Sergeant Dan Mills’ vivid, Sun-style account of hanging on in a fortified base against sustained assault by ‘insurgents’ in al-Amarah, south-east Iraq. From the first page the account shows dazzling ignorance about the environment he’s been posted to. The entire narrative opens with the way that, on their very first day, on their very first patrol, of all the places to pull over their Snatch Land Rovers for a breather, they chose to park outside the local headquarters of the fierce and violent Shia militia, the Jaish al-Mahdi. The fiercely chauvinistic militants inside took this to be a calculated insult to their pride and manliness and so, with no warning, opened fire on the patrol and lobbed grenades at them, one of which severely injured a mate of Dan’s, leading to a sustained firefight. When relief vehicles were sent to ‘extract’ them, these were ambushed and proved unable to reach them etc.

It’s a dramatic story and would make the great opening scene of a movie but, having read Ledwidge’s high-level, strategic analysis, you could hardly come up with a clearer example of the blundering British ignorance of the situation on the ground, ignorance of the subtleties and dangers of local power politics, feuds and rivalries which condemned our troops to being surrounded and besieged both in Basra and Helmand. Same thing happened in both places. No lessons were learned. Nothing was understood.

Dan Mills’ intense and violent experience of being besieged lasted four months until the entire garrison of his particular fortress, Cimic House, was evacuated and ‘extracted’ back to the more defensible base at the local airport. Mills is at pains to tell us they left with honour. But really, like the British army as a whole in both Basra province and Helmand province, they were soundly beaten and ran away.

Only tiny numbers were actual fighting troops

A central and rather mind-boggling fact is that, of a deployment of 3,500 troops it may be that only a couple of hundred are available for actual patrols. In the Afghan chapter as in the Basra chapter, Ledwidge explains that a quite astonishing number of the ‘troops’ sent to these kinds of places have other roles to play apart from combat: from military police manning prisons, to cooks and engineers, from planners and general staff through the comms and media and press teams. There are the drivers who bravely bring in provisions and ammo to the central bases over long, exposed supply lines, there are the helicopter pilots and the scads of engineers and specialists required to keep them airborne. There are, of course, expert handlers, storers and maintainers of all the different types of ammunition, quartermasters and logistics specialists. The list goes on and on and explains the stunning fact that, out of a battalion of 3,500 men, only 168 were available for foot patrols (p.143). Thus the provincial capital, Lashkar Gah, a town of 200,000, was patrolled by just 200 British soldiers, of which only 20 were actually out on the street at any one time (p.83). Pathetic. Insignificant.

Ledwidge compares the British deployments in Basra and Afghanistan (8,000 and 5,000 in conflict zones with completely unreliable support from the ‘police’) to the well-known deployment to Malaya in the 1950s (which British officers never stopped boring their American colleagues with) which consisted of 40,000 troops working alongside a trustworthy local police force of 100,000. In other words a completely different situation.

The Taliban return

Ledwidge arrived in Afghanistan mid-2007, one year after the initial deployment, to find chaos on the streets and the Brits fighting for their survival in an archipelago of isolated, highly embattled strongholds (p.88). The army had completely lost the initiative and was reduced to hanging on in these forts, rarely able to leave them, their ‘presence’ and ‘authority’ non-existent more than a few hundred yards from the walls – all while the Taliban slowly re-established themselves among the general population as reliable providers of security and justice, albeit of a very harsh variety. Harsh but better than the random outbursts of extreme violence and destruction associated with the angry, frustrated British soldiers.

Sangin and the drugs trade

In Sangin, one of the world centres of the heroin trade, the Brits found themselves drawn into drug turf wars without understanding the complex power politics between rival drug gangs, ‘police’, regional and central government, tribal allegiances and religious motivations. The Brits just labelled them all ‘Taliban’ and thought they achieved something when they killed 5 or 10 or 20 of them in a firefight; when of course such firefights had zero impact on the actual situation. All they ever did was destroy the centres of the towns where these kinds of firefights took place (‘destroying and depopulating town centres’ p.84) and kill lots of innocent civilians; or else forced the populations to flee these new centres of violence, nobody knew where: off into the desert, to other towns, many to the slums of Kabul.

All this reinforced the ancestral perception that the ‘Angrez’ were unwanted invaders who brought only destruction and death – as they did. New insurgents were created whenever their families were injured or killed, new recruits stepped in to replace fathers or brothers. The potential supply of ‘insurgents’ was limitless.

‘Killing insurgents usually serves to multiply enemies rather than subtract them…[something which] is especially relevant in revenge-prone Pashtun communities…’ (General Michael Flynn, former US army chief of intelligence in Iraq, p.206)

This wasn’t helped at all by the adoption of a ‘decapitation’ strategy, increasingly adopted (out of desperation) in Basra and Helmand. It meant targeting supposed leaders of the insurgency and then killing them. There are four obvious objections to this policy. One is that for every ‘Taliban leader’ you kill, at least one if not more male relatives will step into the gap. Two is that almost certainly you will kill innocent civilians in the process, thus inflaming the general population and recruiting more enemy. Three, more than one serving officer raised fears that these decapitation forces degenerated into little more than ‘death squads’, not unlike the notorious death squads which existed in many Latin American countries (p.233).

The fourth objection is that the entire policy relies on accurate intelligence i.e. knowing who these alleged Taliban leaders are. Accurate intelligence was something the Brits never had in either Basra or Helmand. None of them spoke the language. They had to rely on local sources and Ledwidge gives some bleakly funny examples of one or other gang of businessmen or drug barons ‘tipping the British off’ about dangerous ‘Taliban leaders’ who the Brits then dutifully arrested in a violent and destructive raid but when they interrogated them, slowly and embarrassingly discovered that so-called ‘Taliban leaders’ were in fact heads of a rival business or drugs gang. In other words, the Brits were routinely played for patsies, useful idiots who could be twisted round the little fingers of savvy local drugs barons and warlords.

So decapitation doesn’t work, you lose the moral high ground, and you multiply your enemy. But it was this desperate expedient, the tactic of a force which has lost the battle, which the Brits resorted to in both Basra and Helmand.

And these counter-productive and sometimes farcical efforts were then publicised by army press and media officers as successful raids, listing the amount of weaponry captured and ‘insurgents’ killed, puff stories and completely meaningless figures which were then reported in the British press, and passed up the chain of command to eventually be shown to naive politicians in PowerPoint presentations which proved how we were winning the war and would bring peace and plenty to Iraq and Afghanistan any minute now, we’re just turning the corner, just give us another billion to finish the job, Prime Minister.

Cause of the destruction

So many civilian deaths were caused because the Brits would go out on a patrol, almost immediately be ambushed and surrounded and start taking casualties, and so radio in for air support. Up would come an Apache attack helicopter armed with guns firing high calibre rockets designed to penetrate Soviet tanks into urban areas packed with houses built of breeze blocks or mud bricks. The choppers might have fought off the attackers but they also devastated all the buildings in a large area (p.82).

This destruction of the centres of every town in Helmand was the direct consequence of not sending enough troops. More troops could have defended themselves better without calling in death from the air. Inadequate troops had to call in what was effectively heavy artillery. The shitty British tradition of trying to do it on the cheap ended up destroying Afghan towns and massacring Afghan civilians.

Imagine your house was completely destroyed in one of the Brits’ pointless ‘pacification’ exercises, maybe your wife or son or brother killed or injured, and the local resistance offered you a stipend to take up arms and help drive these wicked invaders out of your homeland. It would not only be your patriotic, tribal and family duty, but you’d want to do it, to be revenged.

And so the Brits spent years devastating and destroying the very towns they said they’d come to rebuild and ‘develop’. Madness. This pattern continued for four years, ‘an operation that was in a state of drift, chaotically bereft of credible strategy’ (p.91).

Six months rotations

Everything was made worse by the Army’s policy of 6 months rotations. Every 6 months battalions would be rotated home and an entirely new troop came in with new officers and men who didn’t have a clue about their surroundings. The system tended to incentivise each new commanding officer to devise and carry out pointless engagements known as ‘signature operations’ (p.90). British commanders, like middle managers everywhere, have to be seen to be doing something, even if their violent and entirely counter-productive little operations worked against the long-term aims of the deployment i.e. securing the population (p.99). None of the officers had long-term interests. They were only there for 6 months which leads to loss of knowledge, loss of continuity, and continual chopping and changing of plans (p.144).

Allying with a corrupt government

And yet another fundamental flaw: the Brits were meant to be defending ‘the government’ but it took senior Brits many years to realise the ‘government’ in Kabul was no better than a congeries of gangs and cliques and criminals carving up budget money and resources among themselves and their tribes. The mass of the people despised and hated the so-called ‘government’ and we…allied ourselves with them (p.95).

Allying with criminal police

On the ground the Afghan ‘police’ were even worse than the Iraqi police. Iraqi police were notorious for corruption – under Saddam their main occupation was stopping traffic at checkpoints and demanding bribes. But the police in Helmand Province were significantly more vicious; they extorted money with menaces and were notorious for raping women and boys. Every police station had a ‘fun boy’ or house catamite for the officers to sodomise (p.76).

Thus the British were seen to be supporting and helping murders, rapists and extortionists. Ledwidge quotes an aid worker getting a phone call from terrified civilians, after the British ‘secured’ an area of Sangin so that the ‘police’ could sweep through the area looking for the bad guys but, in reality, raping at will and extorting money at gunpoint (p.85). The British allied themselves to the most criminal element in Afghan society. Thus it is absolutely no surprise to learn that everyone, without exception, wanted the rapist-friendly, town-destroying ‘Angrez’ to leave as soon as possible (p.95).

The appeal of the Taliban

The British ‘strategy’ enabled the Taliban to present itself as the representatives of impartial justice and security. After all, that had been their achievement when they came to power in 1996: ending years of civil war between rival warlords. ‘The single most effective selling point of the pre-9/11 Taliban was justice’ (p.94). They could offer what the British couldn’t and slowly the majority of the population came to prefer rough justice to criminal anarchy.

‘The Taliban did not even have a bakery that they can give bread to the people, but still most people support the Taliban – that’s because people are sick of night raids and being treated badly by the foreigners.’ (Afghan farmer, quoted p.233)

Legacy

The deployment of 16 Air Assault Brigade had been nothing short of disastrous. Bereft of insight or perspective of any point of view except the most radical form of ‘cracking on’ they had left a legacy of destroyed towns, refugees and civilian casualties…They had set a pattern of dispersed forts, difficult to defend and even more difficult to support or supply. (p.87)

All this explains why, in 2010, the Americans had to bail the British out and come and secure Helmand, exactly as they had had to take over Basra after the British miserably failed there as well. The Yanks were cheered on arrival in Garmshir, not because they were American, but simply because they weren’t British.

A mission that had begun with high hopes of resurrecting Britain’s military reputation in the eyes of its American allies had resulted only in reinforcing the view that the British were not to be relied on. (p.105)

If Basra damaged the military side of the so-called ‘special relationship’, then Afghanistan destroyed it (p.106). The British ambassador to Afghanistan reflected that the entire campaign was ‘a half-baked effort’ (p.105).

In 2013 Prime Minister David Cameron declared ‘mission accomplished’ (these politicians and their lies) and by the end of 2014 almost all British combat troops had been withdrawn. What Ledwidge didn’t know as he wrote the second edition of this book in 2016 was that 6 years later Joe Biden was to withdraw the final US troops from the Afghanistan with the result that the country fell within a week to the same Taliban who the Brits cheerfully claimed to be eliminating in 2007 and 2008 and 2009. Was it all for nothing? Yes, except for the lasting legacy of bitterness and hatred we left behind. Ledwidge quotes journalist Jean Mackenzie:

I never met an Afghan who did not hold the view that the British were in Helmand to screw them. They hate the British viscerally and historically. Even if they had been competent there was no way the British were going to do well there. But when they came in with gobbledeygook about ‘robust rules of engagement’ and started killing Helmandi civilians, that was it. (p.107)

It is obvious what a huge gap separated the reality experienced by most Afghans and the story the Brits told themselves and, via their sophisticated Comms and Press teams, told the British people and the world. ‘Lies’ is the word that springs to mind. ‘Propaganda’, obviously. ‘Spin’ is the term that was used by New Labour and its media manipulators. But it’s maybe closer to the truth to say comprehensive ‘self deception’.

The weak point of counterinsurgency theory

Counterinsurgency can only work in a state with a strong or supportive government. What the Americans and British in Iraq and Afghanistan told themselves they were doing was supporting ‘government’ forces against insurgents. The problem was that the ‘government’ itself was highly partisan or weak or both, and its representatives on the ground were corrupt and violent and ineffective. Under those circumstances the native populations made the rational decision to opt for the only force which had in the past ensured basic security, the Mahdi Army in Iraq and the Taliban in Afghanistan (p.108). Backing weak governments tends to encourage ethnic nationalism as the only viable alternative.

Sucking up to the Yanks

Damningly, the conclusion Ledwidge comes to is the reason there was never any coherent strategy in either Iraq or Afghanistan, the reason the British generals and majors and soldiers never really knew what they were meant to be doing, is because both campaigns really, in essence, had only one aim: Tony Blair’s wish to suck up to the Americans. Blair wanted to be a player on the world stage, to secure his fame, to stand shoulder to shoulder with the Yanks in their War Against Terror, thought Britain could be the older wiser Athens to America’s bigger richer but unsophisticated Rome, blah blah blah, yadda yadda yadda.

The goal of being America’s best friend may be despicable or admirable according to taste, it doesn’t really matter, because the practical outcome was that the British Army was put to the test and failed, not once but twice, failing to provide security and anything like peace in both southern Iraq and southern Afghanistan. Both times the American Army had to move in and take over and did a much better job. So the net, high-level result was the exact opposite of Blair’s wish to be seen as America’s number one best friend. As Ledwidge puts it, if Basra damaged the so-called ‘special relationship’, Helmand destroyed it (p.106).

3. Libya

In 2011 the Arab Spring began in Tunisia and popular protests soon spread to Libya and Egypt. In Libya anti-government protests broke out in the eastern city of Benghazi. The West worried that Colonel Gaddafi was about to send armed forces to massacre protesters so France, the UK and US sponsored UN resolution 1973 justifying ‘intervention’ to save lives and establishing no fly zones, the concept pioneered in Iraq to protect the Kurds in 1991.

On this basis the French launched lightning air strikes against Gaddafi’s forces as they entered Benghazi and threatened to attack protesters, and in support of the rebel National Transitional Council. As usual, there was a lot of high-minded guff about protecting civilians and how regime change was the last thing on our minds, but there was steady slippage and the bombardments increased to actively support the rebels and quell the government forces.

In June 2011 Ledwidge was deployed to Libya as a ‘stabilisation officer’. On 20 October 2011, Gaddafi was tracked down to a hideout in Sirte, surrounded by the usual clamouring rabble, and beaten and shot to death. There’s grim, dispiriting footage of the event in this this American news report.

Anyway, the point is, you get rid of a long-ruling dictator who’s been holding his country together via repressive, feared security forces and… does it overnight turn into Holland or Vermont? No. It collapses into civil war between rebel factions and into the power and security vacuum come… Islamic terrorists. Exactly as happened in Iraq.

Thus, Ledwidge tells us, Libya under Gaddafi from 1969 to 2011 never harboured any Islamic terrorists. In the years since his fall it has become the North African base of Islamic State and other extreme Islamic groups who now use it as a base to launch attacks into neighbouring countries.

Ledgewick’s thematic critique

Part two of the book (pages 117 to 281) moves on to consider general points and issues raised by the three wars. These are so many and so complicated that I’ll give only a brief selection. They’re addressed in chapters titled:

  • Dereliction of Duty: the Generals and Strategy
  • Cracking On and Optimism Bias: British Military Culture and Doctrine
  • Tactics without Strategy: The Counterinsurgency Conundrum
  • Managing Violence: the Question of Force
  • Strangers in Strange Lands
  • Fixing Intelligence
  • Thinking to Win

The armed forces are top heavy. The army has more generals than helicopters. This in turn breeds groupthink. All senior officers are trained at one college where they are taught to think the same.

Another aspect of the overpopulation of generals is none of them stand up to politicians. Ledwidge gives examples from the Second World War and Malaya of generals demanding that politicians are absolutely clear about the goals and ends of campaigns. He also says generals from previous generations were blunt to politicians about risks. He describes the detailed explanation of the risks of failure give to Margaret Thatcher about the Falklands War. Whereas none of the umpteen senior generals overseeing the deployment to either Iraq or Helmand appears to have explained to the politicians (Blair, Brown) the very serious risk of failure. Trahison des généraux.

On the contrary, many suffered from optimism bias: ‘the tendency to overestimate our chances of positive experiences and underestimate our chances of negative experiences.’ Ledwidge gives examples of junior officers whose frank and candid assessments of situations were criticised as defeatist or even unpatriotic. Very quickly they learned to gloss over setbacks and accentuate the positive. If this pattern is repeated at every rung going up the ladder, then by the time it reaches the politicians military reports tell them we’re winning the war when we’re in fact losing it. Or encourage them to take further bad decisions on the basis of bad intelligence (pages 160 to 170). John Reid later testified that the generals said it would be no problem having a major troop deployment in Iraq and Afghanistan simultaneously (p.162)

Politicians don’t understand the army. Blair went out of his way to praise the army in his appearances before the Chilcott Enquiry by saying they have such a ‘can-do’ attitude. Except that it turned out that they can’t do. At all. But clearly that’s not what they told him. In the war, in Malaya, in the buildup to the Falklands, generals made the political leaders very aware of the risks. But ahead of Iraq and Afghanistan they appear not to have. The attitude was ‘Yes, Prime Minister’, kowtowing and acquiescing. Craven.

There are a number of reasons for this. 1) One is pusillanimity i.e. generals being scared a) about their own careers b) about funding for their service, if they appeared reluctant. 2) Another is groupthink: they all agree and fall in with political will.

3) Ledwidge explains another reason by quoting Max Hastings as saying that the British Army has a long and venerable tradition of failing to send enough men, of trying to do things on the cheap, with not enough troops – a policy which has resulted in a whole series of catastrophes, all of which are air-brushed out of history.

It’s connected to 4) the belief that the British Army is somehow special; that its role in World War Two, in various colonial pacifications, in Northern Ireland, then in Bosnia and Kosovo, somehow gives it a moral superiority, an integrity and decency and blah blah blah which don’t have to rely on banal details like having enough troops or the right equipment to do the job. British exceptionalism.

And this is itself connected to the long-held view that the British somehow won the Second World War, although the soldiers and logistics in the West were mostly American, and the war in the East was, obviously enough, won by the enormous sacrifices of the Russian Army. Yet somehow the belief lingered on through the generations that because we ‘stood alone’ against Hitler and suffered through the Blitz, we were the moral victors of the war. Which in turn leads to 5) the view that we’ll muddle through, that it will all come right because, well, we’re the good guys, right?

All of which explains why the narratives we tell ourselves (and government spin doctors and military press officers tell us) – that we are the good guys coming in to get rid of the terrorists and rebuild your country for you – are so completely at odds with the practical impact we actually had on the lives of people in Iraq and Afghanistan and, to a lesser extent, Libya. And why we couldn’t understand why so many of them came to hate us, tried to kill us, and rejoiced when they drove us out of their countries.

Red teaming

There is an established process to tackle this which is to deploy so-called ‘red teams’ which are simply a group of planners who you pay to think through everything that could go wrong and devise worst case scenarios. To think a plan through from the point of view of the enemy and consider what they’d do, where our weakest points are. In fact just before the deployment to Iraq the Defence Intelligence Staff did produce a red team report. It accurately predicted that after a short honeymoon period the response of the Iraqi population would become fragile and dependent on the effectiveness of the post-conflict administration, as indeed it did. But the report was ignored. As you might expect, Ledwidge recommends that ‘red teaming’ plans is made standard practice, as well as a culture of critique being encouraged at every level of the military hierarchy.

Clear thinking about counterinsurgency

Apparently the Yanks got sick of listening to British officers crapping on about what experts they were at counterinsurgency because of our great achievements in Malaya and Northern Ireland. So Ledgwidge devotes a chapter to extended and fascinating analyses of both campaigns, which demonstrates how they were both utterly different from the situations in Iraq and Afghanistan. Maybe the key difference in both was that Malaya and NI both had a functioning government and a large and reliable police force, neither of which existed in Iraq/Afghan. In Iraq and Afghanistan the army was tasked with fighting an insurgency and rebuilding a national government at the same time.

Divided aims

Having a functioning government in place meant that the military was free to concentrate on handling the insurgency and so were not distracted by requirements of state building or infrastructure reconstruction. Yet these were huge issues in both Iraq and Afghanistan and so split the priorities and distracted the strategies for dealing with the insurgency. The army always had two simultaneous but conflicting agendas, in fact three: 1) deal with the insurgency; 2) support the creation of a new functioning civil government, along with a new police force; 3) try to rebuild infrastructure, power stations and suchlike.

Dividing them into three separate aims like that helps you to understand that any one of those goals would have tested a military presence of modest size, but lumping all three together was an impossible ask. It was too much to ask of any army, but especially one that was undermanned from the start.

Because numbers: 40,000 troops in Malaya + 100,000 reliable police; 28,000 troops in Northern Ireland + tens of thousands of police; but in Afghanistan just 5,000 troops and useless corrupt police. Numbers, numbers, numbers.

More than any other factor, the restoration and maintenance of order requires numbers (p.24)

Ledwidge uses various experts’ ratios of troops to civilians to estimate that there should have been at least 50,000 British troops in Helmand, not 5,000 (p.205). At the height of the Troubles there were 28,000 troops in Northern Ireland (p.202).

In Malaya, contrary to myth, there was also a good deal of coercion, many rebels were shot, there were atrocities (village massacres) and something akin to concentration camps was used to round up the jungle population so as to starve the Chinese communist insurgents of support. I.e it was more brutal than rose-tinted legend depicts.

The importance of intelligence

In Northern Ireland the key was intelligence i.e. the British military and security forces got to know the enemy really, really well. This in-depth knowledge allowed them to contain IRA campaigns but more importantly, paved the way for negotiations. And the negotiations which brought the IRA in were carried out by civilians not military.

Ledwidge has an entire chapter explaining traditional definitions of military intelligence, along with ‘the intelligence cycle’ (p.232), a lengthy explanation of why it worked in Northern Ireland (stable government, large reliable police force, lengthy deployments – 2 years – similarity in background between army and IRA, same language), similar culture, values and experiences, down to supporting the same football teams (p.237). None of this applied in Iraq/Afghanistan, which triggers a chapter-long analysis of how modern intelligence seeking needs to be rethought and updated to apply to such demanding environments (pages 231 to 248).

With disarming candour, Ledwidge says sometimes the best intelligence isn’t derived from hi-tech spying but from just talking to journalists, especially local journalists; they often have far better sources than whip-smart intelligence officers helicoptered into a situation who don’t speak the language, have no idea of the political and social setup, and are asked to supply actionable intelligence within weeks. Read the local papers. Listen to the local radio stations. Meet with local journalists.

Ledwidge was himself an intelligence officer within the military, and then a civil rights worker for the Organisation for Security and Cooperation in Europe i.e. as a soldier and a civilian, so is well placed to make this analysis.

All wars are, at bottom, political and require political solutions

Maybe the most important point of all is that counterinsurgency is a political activity. David Galula the French counterinsurgency expert thought that counterinsurgency operations should be 80%/20% political to military (p.177). The military effort only exists to support what must first and foremost be a political strategy (ideally, of negotiating towards a peaceful settlement).

This was the most important point about the Malaya Emergency, that it was run by a civilian Brit, with civilian ends in view.

If [the great military theorist Carl von] Clausewitz tells us nothing else he tells us this: overriding all is the political element. No amount of military nostrums or principles will make up for the lack of a workable political objective, rooted in a firmly realistic appreciation of national interest. (p.188)

The great failure of the British campaigns in Iraq and Afghanistan was that they became entirely military, became narrowly focused on finding and killing the enemy. Ledwidge associates this with the failed American strategy in Vietnam. In Nam the Americans boasted at their daily press conferences about the number of enemy they’d killed. Military and politicians and public were all led to think that numbers of enemy dead equalled ‘success’. But of course it didn’t. The Yanks killed tens of thousands of the enemy but lost the war because it was a political struggle, for the allegiance of the people.

Thus Ledwidge says he knew the Brits were losing in Afghanistan when he arrived to find the army press conferences once again focusing on numbers of insurgents or ‘Taliban’ killed in each day’s skirmishes and firefights. Political engagement and discussion had been sidelined in favour of a purely military solution; but there was no purely military solution and so we failed.

Spiralling costs

Did you know it cost £400,000 per year to maintain one soldier in either of these countries? Or that one 1,000 kilo bomb dropped from a plane on a suspect target cost £250,000? Ledwidge says the campaign in Afghanistan cost some £6 billion per year (can that be right?). And for what? Ledwidge estimates the cost of both campaigns to the British government at £40 billion. For nothing.

Better education

The book ends with a chapter comparing the high education standards expected of American officers (and recruits) and the absence of such criteria for the British. He reviews the astonishing number of senior US generals with PhDs, something I noticed in Thomas Ricks’s book about Iraq, and which backs up Emma Sky’s experience that all the senior US officers she worked with are astonishingly well educated and erudite. Not only better educated, but more flexible in their thinking. Having attended civilian universities for several years they are used to free and open debate and to defending their opinions and analyses in open forums – something British army officers are actively discouraged from doing. Ledwidge gives names of British army officers who’ve written essays critical of the army whose publication has been blocked by MoD officials, or who have chosen to resign from the army altogether in order to publish their book.

Due to the US army’s encouragement and lavish spending on higher education for its officers, there are currently more American army officers studying for research degrees in British universities than British army officers (p.260).

With the ever-growing role of cyber warfare, Ledwidge cites a contemporary Chinese military theorist, Chang Mengxiong, who says that future wars will be about highly skilled, well-educated operatives – not clever but conformist generals promising they can do anything to naive politicians, then ‘cracking on’ and muddling through the dire situation they’ve got their men into, killing more and more innocent civilians, retreating to embattled forts and finally retreating with their tails between their legs. It’ll be about fighting smart. (From this perspective, the Russian invasion of Ukraine seems even more blundering, brutal and outdated.)

Ledwidge’s recommendations

Our generals were not up to the job. We need better ones. The number of one-star and above generals across all three services should be cut from 450 to 150. We don’t need 130 major generals or 800 full colonels.

Senior officers need to be drawn from a more diverse pool, not just in terms of gender and race, but expert civilians should be encouraged to join the army, and take officer training.

To reach the rank of general you must take an in-depth course in strategy (currently not necessary). Parts of this could be offered by senior business people and academics who specialise in logical thinking.

The savings from getting rid of hundreds of senior officers who do little more than fill committees and shuffle paperwork would generate savings which could be invested in training courses at civilian institutions, such as universities, such as the US Army pays for its senior generals to take, in order to produce soldier scholars.

The army keeps buying ridiculously expensive hardware which turns out to be irrelevant to the kind of wars we are now fighting. Part of that is down to the blatant corruption of the senior staff who make purchasing decisions and who, upon retirement, take up lucrative directorships at the very companies they’ve awarded billion pound contracts to. They should be forbidden by law from doing so for at least five years after leaving the services.

The chances are the next really serious threats we will face to our security come from either a fully armed massive Russian army, or from lethal cyber `attacks. Since successive governments have cut defence budgets and successive general staffs have frittered it away on expensive hardware, the more basic elements of a functioning military have been overlooked, most importantly the ability to think, process and adapt very fast to probably fast-moving threats.

Hence the need for a broad-based strategic education, and not the narrow, tradition and conservative fare dished up at Sandhurst or the Joint Services Command and Staff College (JSCSC) at Shrivenham.

Conclusions (mine, not Ledgwidge’s)

1. Never believe anything the British Army says about any of its campaigns.

2. Whenever you hear a preening politician or ‘expert’ journalist crapping on about ‘the special relationship’ between the UK and the US, remember the humiliating shame of the British Army having to be bailed out not once but twice by the American army from jobs it had volunteered to do and egregiously failed at. Remember the roster of senior US military figures Ledwidge lines up to testify that the Americans will never trust the British Army again.

3. Never, ever, ever send the British Army on any more ‘security and reconstruction missions’. They will not only miserably fail – due to lack of intelligence, planning, failure to understand the nature of the conflict, refusal to use modern intelligence approaches and above all, cheapskate paltry numbers and lack of resources – but they will make the situation worse, occupying wretched little platoon forts which become the epicentres of destructive firefights, devastating town centres, leaving thousands dead. And sooner or later they will have to be bailed out by the Americans.

In making and executing strategic decisions both senior officers and politicians should understand the basic limitations on capability and be fully apprised of potential failure. (p.138)

4. Dictators in Third World countries may be evil but, on balance, may be better than the alternatives, these being either a) the situation created by invading US and UK forces in Iraq and Afghanistan (insurgency, terrorism, devastation) OR b) the situation created by a failed attempt to overthrow a dictator, as in Syria, i.e. anarchic civil war, huge numbers of civilian deaths, millions of wretched refugees and the explosive growth of terrorism.

Maybe stick with the dictator. Evil, but limited and controllable evil, which is better than the other sort.

One-sentence conclusion

After the expensive failures in Iraq and Afghanistan and the hasty and counter-productive involvement in Libya (the 2011 bombing campaign to support Gaddafi’s opponents), two fundamental criteria must be applied to any thought of similar interventions in the future:

Before any military commitment it is essential that: 1) a clear political objective be set, and that 2) sufficient resources be made available to get the job done. (p.274)

A bit of biography

In the 1990s Ignatieff managed to combine being a tenured academic, a journalist making extensive foreign trips, and a TV presenter. Without planning it, Ignatieff fell into a rhythm of publishing every 2 or 3 years short books chronicling the unfolding of the failed states he visited, and the chaos which engulfed some countries after the end of the Cold War.

These short but engaging studies build up into a series of snapshots of the new world disorder unfolding through the 1990s and into the post 9/11 era, mixed with profound meditations on the morality of international affairs and of humanitarian intervention:

Ignatieff’s disappearance from British TV and radio around 2000 is explained by the fact that he moved from London to America to take up a post at Harvard. The gap in the sequence of books listed above is explained by the fact that in 2005 he was persuaded to stand as an MP in the Canadian parliament, that in 2006 was made deputy leader of the Canadian Liberal Party and in 2009 became Liberal Party leader. Under his leadership the Liberals lost badly in the election of 2011 and Ignatieff quit as party leader. He went back to teaching at university, in between-times undertaking extended trips to eight non-Western nations which form the basis of his most recent book, The Ordinary Virtues published in 2017.

Empire Lite: Introduction

Three of the four chapters in this book started out as magazine articles published in 2002, so very soon after the seismic shock of 9/11. The premise of the book as a whole is that America is an empire which refuses to acknowledge the fact.

The Americans have had an empire since Teddy Roosevelt, yet persist in believing they do not. (p.1)

But America is not like any previous empire, it doesn’t have direct control of colonies, it is an ’empire lite’, which Ignatieff defines as:

hegemony without colonies, a global sphere of influence without the burden of direct administration and the risk of daily policing. (p.2)

Nonetheless, America is the only global superpower, spends a fortune on an awesome array of military weapons and resources, and uses these ‘to permanently order the world of states and markets according to its national interests’ (p.2) which is what he considers to be imperial activities.

In this book Ignatieff sets out to look at the power, reach and, in particular, the limits of America’s informal empire by looking at three locations he knows well and has covered in previous books, Bosnia and Kosovo in former Yugoslavia, and Afghanistan. In his previous books he has covered states which were collapsing into anarchy and attempts to bring peace to them. Now he is moving on. This book:

deals with the imperial struggle to impose order once intervention has taken place. (p.vii)

It focuses on the problem that, although many states in the modern world have failed or are failing and although some kind of humanitarian intervention is emphatically called for, yet intervention is dogged with problems. Two of the biggest are:

  • the practical limitations of what can be achieved
  • the tension between what the intervening power (almost always America) wants to achieve, and the wishes of the local population

After 9/11

The chapters of this book were written during the 18 months following the 9/11 terrorist attacks on America, after George Bush had declared a ‘War on Terror’ in a speech 2 weeks later (20 September 2001), and just as America was limbering up to invade Iraq and overthrow Saddam Hussein on the controversial pretext of confiscating his weapons of mass destruction. The book was completed and sent to the publishers in January 2003 and the invasion of Iraq began on 20 March 2003.

In other words it was conceived and written in a very different climate of opinion than his pre-9/11 works and 9/11 dominates its thinking. Ignatieff says ‘the barbarians’ have attacked the imperial capital and now they are being punished.

And yet he warns that the ‘War on Terror’ may turn into a campaign without end. He quotes Edward Gibbon who, in his history of the Decline and Fall of the Roman Empire, attributes the fall of Rome to what is nowadays called ‘imperial overstretch’, to the effort of trying to extend imperial control to regions beyond the empire’s natural borders. The Americans cannot control outcomes everywhere. This book sets out to examine the ragged edges where American hegemony reaches its limits.

Ignatieff says the terrorists who attacked on 9/11 co-opted grievances and the rhetoric of Islam into an unabashed act of violence. Violence first, cause later. What is worrying is the huge wave of support they garnered in parts of the Islamic world which feels it has been oppressed and humiliated for generations. It’s not just the obvious example of the Palestinians, oppressed by America’s client state Israel (Ignatieff mentions the pitiful inadequacy of the 1990 ‘peace treaty’ which set up the Palestinian Authority) but of dissident voices all across the Arab world.

9/11 highlighted the limitations of American influence in Islamic states. America has poured billions of dollars into Saudi Arabia and Pakistan and yet Osama bin Laden was a Saudi citizen and the Pakistanis founded, trained and supervised the Taliban which was giving Al Qaeda hospitality at the time of the attacks. And, as we have seen just a month ago (August 2021), the Taliban were to prove impossible to extirpate and have just retaken Afghanistan after 20 years of supposed ‘nation building’. So:

America may have unrivalled power but it has not been able to build stability wherever it wants on its own terms. (p.10)

Problems of empire

Ignatieff bubbles over with ideas and insights, too many to summarise. I was struck by his notion that the central problem of empires is deciding which of the many demands made on them that the imperial authorities should respond to. This is a fascinating insight to apply to the history of the British Empire, which never had enough resources to properly deal with the endless flare-ups and problems in the numerous countries it claimed to manage. Eventually it became too expensive and too complicated for a country brought to its knees by two world wars, and we just walked away. The mystery is how we managed to hang on for so long.

And now the Americans face the same problem. Ignatieff interprets the crisis in Afghanistan as a result of the way the Americans spent ten years lavishly funding and supporting the anti-Soviet resistance (in reality, a congeries of regional tribal groupings to which we gave the blanket name ‘the mujihadeen’). Then, when the Soviets withdrew in 1989, so did the Americans; walking away and letting the highly-armed tribal groups collapse into prolonged civil war, out of which emerged the extremist Taliban who were to give shelter and succour to al-Qaeda ten years later.

Another way of putting this is that America hoped, with the end of the Cold War, to benefit from a ‘peace dividend’: to reduce its armed forces, to withdraw from various strategic parts of the world, job done. On the contrary, as Ignatieff’s previous books have shown, imperial withdrawal from countries around the world did not lead to an outburst of peace, love and understanding but to the complete or partial collapse of many states and the emergence of new kinds of conflict, of ethnic wars, ‘ragged wars’, chaotic wars, and widespread destabilisation.

In these zones of chaos (Afghanistan, Iraq, Sudan, Somalia) the enemies of the West, and of America in particular, have flourished and now, in 2002, as Ignatieff was writing these pieces, American rulers had to make some very difficult decisions about where to intervene and how much to intervene, and for how long.

Chapter 1. The Bridge Builder

The bridge in question is the bridge over the River Neretva in the centre of the town of Mostar in southern Bosnia. The town actually takes its name from the bridge, which is called the Stari Most (Old Bridge) in Serbo-Croat, and from the bridge-keepers, known as mostari, who guarded it.

The Stari Most was built by the Ottomans in the 16th century, was one of Bosnia and Herzegovina’s most visited landmarks, and was considered an exemplary piece of Islamic architecture. It was erected in 1566 on the orders of Sultan Suleiman the Magnificent and designed by the Ottoman architect Mimar Hayruddin.

During the Yugoslav civil wars Mostar suffered two distinct conflicts: after Bosnia-Herzogovina declared independence in April 1992 the (mostly Serb) Yugoslav Army went in to try and crush its independence. They were opposed by an army quickly assembled from both the Croat and Bosnian Muslim (or Bosniak) population (which both made up about a third of the city’s population). In June 1992 the Croat-Bosniak forces successfully attacked the besieging Yugoslav Army and forced them to withdraw from Mostar. Lots of shelling and shooting resulted in the town’s historic buildings getting badly knocked about, but not the bridge.

The bridge was destroyed as part of the second conflict, for after jointly seeing off the Serbs, tension then grew between the former allies, the Croats and Bosniaks. In October Croats declared the independence of a small enclave which they called ‘the Croatian Republic of Herzeg-Bosnia’, supported by the government of neighbouring Croatia and this triggered the Croat–Bosniak War which lasted from 18 October 1992 to 23 February 1994.

The Old Bridge was destroyed by Croatian forces on November 9, 1993 during a stand-off between opposing forces on each side of the river. It’s said that more than 60 shells hit the bridge before it collapsed. The collapse of the bridge consolidated the complete ethnic division of the city into Croat west bank and Muslim east bank.

What’s amazing is the enmity that lingered on after the ‘end’ of this small war. The town actually had six bridges and some of the others survived but adult men were forbidden from crossing over to the ‘enemy’ side. Ignatieff tells the story of a Muslim lad who drove over one of the surviving bridges to visit a Croatian girl he’d known before the division. On the way back he was shot in the back of the head by the Croat checkpoint guards and his car slowed to a halt half way across the bridge as he died (p.33). To understand the Yugoslav catastrophe you have to get inside the minds of the soldiers who did that.

While UN peacekeepers eventually moved in to supervise the fragile peace, the European Union considered how to repair the devastated infrastructure all across the former Yugoslav states. Ignatieff meets the man charged with rebuilding the famous Mostar bridge, a French architect named Gille Pequeux. Ignatieff spends time with him, learning how the Frenchman is doggedly studying whatever architects’ plans still survive from the original bridge, analysing the ancient techniques the Ottomans used to cut the stone and carve runnels along the inward-facing sides of it, which were then filled with molten lead to tie them together. In every way Pequeux is trying to make the reconstruction as authentic as possible.

Ignatieff drolly points out that the president of Turkey offered to fund the rebuilding the bridge as a symbol of Turkey’s long-term presence/contribution/imperial occupation of this part of Europe. The EU politely turned down the offer and insisted it was done by one of their own. So it is drily ironic that the much-lauded rebirth of this ‘symbol of multiculturalism’ entailed a diplomatic rebuff of an actual gesture of multiculturalism (p.36).

But rebuilding bridges and houses and hospitals and mosques is easy. Reconciling the people who live and work in them is much harder. Ignatieff is blunt. The EU and America have spent over $6 billion ‘reconstructing’ Bosnia but it is still ruled by the crooks who rose to power during the wars and a big part of the aid money, like aid money everywhere, is routinely creamed off by corrupt leaders and gangsters.

Now the leaders of the rival communities never meet and rarely talk. They only get together for the photo opportunities required to make a show of unity for the press and EU officials to ensure the all-important foreign aid cash keeps flowing. As soon as the lights are turned off they turn away from each other.

For our part, the West is disillusioned. Real reconciliation has not taken place. Corruption is endemic. Some of the refugees have returned to their homes but for many, ethnic cleansing achieved its goals. They will never return. And many of the locals still hate each other.

And so Ignatieff points out that rebuilding the bridge is as important for the morale of the interventionist West as for the locals. We need it to prop up our delusions that opposite sides in a civil war can be reconciled. That our costly interventions are worthwhile.

This lovely essay rises to a poetic peroration:

The Western need for noble victims and happy endings suggests that we are more interested in ourselves than we are in the places, like Bosnia, that we take up as causes. This may be the imperial kernel at the heart of the humanitarian enterprise. For what is empire but the desire to imprint our values, civilisation and achievements on the souls, bodies and institutions of another people? Imperialism is a narcissistic enterprise, and narcissism is doomed to disillusion. Whatever other people want to be, they do not want to be forced to be us. It is an imperial mistake to suppose that we can change their hearts and minds. It is their memory, their trauma, not ours, and our intervention is not therapy. We can help them to rebuild the bridge. Whether they actually use it to heal their city is up to them. (p.43)

Beautiful rhythm to it, isn’t there? Lovely cadences. The flow of the prose beautifully embodies the flow of the thought, which is both clear and logical but also emotive and compelling. Ignatieff writes like this everywhere: he is lucid and logical, but also stylish and evocative. He’s the complete package.

Chapter 2. The Humanitarian as Imperialist

This essay opens in 2000 with Ignatieff attending a press photo shoot given by the UN representative in Kosovo, Bernard Kouchner, and a Spanish general, who have persuaded two local Kosovar politicians, one of them a former commander of the Kosovo Liberation Army nicknamed ‘the snake’, to accompany them to the site of an atrocity. In the night someone laid a landmine. This morning a van driving between two Serb villages ran over it, it detonated, killing two outright and blowing the legs off the one survivor. The two Kosovar politicians say the required words about the need to change hearts and minds. Kouchner delivers his patter. The photographers snap, the new crews record, then it is over and everyone jumps into their cars and speeds off.

Ignatieff accompanies Kouchner to a Serbian monastery. Father Sava, the head of the monastery, has been chosen as a ‘moderate’ leader of the minority Serbian community left in Kosovo when the war ended in 1999. Attacks on Serbs are continuing on a daily basis. Kouchner and the Spanish general assure Father Sava that they are doing everything they can to protect his community. It doesn’t much matter since the simmering Serb community doesn’t believe either Sava or the UN. Not when members of their families are getting blown up or shot every day.

The international community is having to rebuild Kosovo from the ground up, rebuilding its entire infrastructure, economy, everything, making it ‘the most ambitious project the UN has ever undertaken’ (p.51).

Once again Ignatieff repeats that the West wants ‘noble victims’ and doesn’t know how to cope when the victims (the Kosovo Albanians) turn on their former oppressors (the Serbs).

Bernard Kouchner

All this is by way of introduction to a long profile of Bernard Kouchner. Being Ignatieff, he sees Kouchner not so much as a person but as a walking embodiment of an idea, in this case the way the entire doctrine of ‘humanitarian intervention’ has changed and evolved over the past thirty years.

Ignatieff says Kouchner came of age during the heady revolutionary days of Paris 1968. In a change-the-world spirit he volunteered to go serve as a doctor with the Red Cross in Biafra. However, he drastically disagreed with the Red Cross ideology of neutrality, non-intervention and non-reporting, removed his Red Cross armband and was among the founder members of the French organisation Médecins Sans Frontières or Doctors Without Borders. These guys are more prepared to call out the aggressors and killers in the war zones where they operate. Ignatieff considers the pros and cons of the two positions, the Red Cross’s studied neutrality, Médecins’ political engagement.

Ignatieff claims Kouchner also pioneered the involvement of the media in humanitarian aid, realising that people need to be shocked out of their complacency by images of horror and starving children on their TVs. He has been involved in various publicity stunts which drew down a world of mockery from liberal commentators but do, in fact, help to publicise his causes.

It is Kouchner, more than anyone else, who created the modern European relationship between civic compassion, humanitarian action and the media. (p.61)

Kouchner parted from Médecins when the latter won the Nobel Prize in 1999. This is because Kouchner had moved on from thinking aid organisations should speak out about evil, murder, massacre, human-engineered famine and so on, and had progressed to a more assertive position – that humanitarian organisations needed to get involved in political attempts to combat evil.

Aid organisations talk about ‘civil society’ and the ‘humanitarian space’ but Ignatieff says Kouchner thought this was an illusion. Aid agencies are supported and enabled by nation states. More than that, some crises aren’t humanitarian crises at all, they are crimes. Thus Saddam Hussein attacking his Kurdish population, trying to exterminate it and driving it up into the mountains to starve to death wasn’t a ‘humanitarian crisis’, it was a crime against humanity. Situations like this don’t call for the discreet, neutral aid providing of the Red Cross; they must be opposed by force.

This led Kouchner to become deeply involved in French and then UN politics. In 1988 he became Secrétaire d’état for Humanitarian Action in 1988 in the Michel Rocard cabinet, then Minister of Health during Mitterrand’s presidency. He served in the European Parliament 1994 to 1997, chairing the Committee on Development and Cooperation. He became French Minister of Health 1997 to 1999 in Lionel Jospin’s government, and then served as Minister of Health for a third time, 2001 to 2002.

Ignatieff says Kouchner’s positions, then, aren’t just interesting conversation pieces, but have directly influenced French government action. Thus his position influenced the French decision to back the UN resolution to send a peace-keeping force into Bosnia, part of which was meant to protect Sarajevo and Srebrenica. This failed miserably, with the Serbs bombing Sarajevo for years, and rounding up and exterminating 8,000 Muslim boys and men in Srebrenica under the noses of the 300-strong UN peacekeeping force.

The logic of this sequence of events is that only force can work against evil aggressors, and it was this thinking which finally led the Americans to intervene, when they ordered air strikes against Serbian positions in defence of a Croat advance; and then onto the sustained bombing of Belgrade from March to June 1999 to persuade the government of Slobodan Milošević to stop the massacring of Albanian Kosovars.

So the appointment of Kouchner as UN Representative to Kosovo in 1999 was full of historical ironies and meanings. This was the man who had led humanitarian intervention away from the studied neutrality of the 1960s, through active calling-out of the bad guys, towards evermore aggressive intervention against the wrongdoers. So it is the evolution of Kouchner’s theoretical positions which interests Ignatieff.

In this chapter he reiterates what are, by now, becoming familiar points. One is that modern-day ‘humanitarian’ intervention is ‘imperial’ in a number of ways. First and foremost, imperialism means powerful states compelling populations in weaker ones to behave how the powerful ones want them to. But all this talk about reconciliation is far from disinterested altruism: the European nations want to sort out the Balkan issue and impose peace and reconciliation so as to remove a source of political instability which could (in an admittedly remote scenario) draw in either Russia or Turkey. More immediately, restoring some kind of peace is designed to cut off the influx of the Balkans’ most successful exports to Europe, which Ignatieff drily lists as organised crime, drugs and sex slaves (p.60).

Secondly, as in his concluding essay about Bosnia and Afghanistan and in The Warrior’s Honour, Ignatieff is very, very sceptical about the chances of anything like genuine reconciliation. The same ethnic groups are now at daggers’ drawn and will do everything they can to harm or kill members of the opposing groups. He claims that Kouchner was taken aback by the ferocity of the tribal hatred he encountered when he first arrived (p.63), and depicts Kouchner, when he’s not performing for the cameras, as an exhausted and disillusioned man.

As in the essay on Mostar, Ignatieff asks why the victims should be obliged to conform to the Western stereotype of the noble-minded victim? In reality, the second they had the chance, the ‘victims’ have turned the tables and are carrying out a campaign of revenge killings and terrorist atrocities against the Serbs still stuck in north Kosovo who haven’t been able to flee to the safety of Serbia, every bit as brutal as the violence which eventually prompted NATO to start bombing Belgrade.

Ignatieff sees Kouchner as an imperial viceroy who has been parachuted in to try and rebuild the country and prepare it for ‘autonomy’. He calls Kouchner’s power a ‘protectorate’ with a pretence of local autonomy but where rule actually stops with the imperial viceroy, as in the Raj, as in the British and French mandates in the Middle East between the wars. If that was ‘imperialism’, surely this is, too.

Once again, Ignatieff makes the point that maybe what Kosovo needs is not a moderately independent-minded Kouchner, but an utterly independent-minded General MacArthur, the American general who was given a free hand to rule Japan as he saw fit for six whole years after the Second World War. Maybe what the Balkans need is not less imperialism, but a more naked, out-and-out, assertive imperialism. Do this, or else.

(In the event Kosovo declared independence from Serbia on 17 February 2008. As of 4 September 2020, 112 UN states recognised its independence, with the notable exceptions of Russia and China.)

Chapter 3. Nation-building Lite

Max Weber said a state is an institution which exerts a monopoly of the legitimate use of violence over a given territory. Generally, this monopoly is channeled via the institutions of a professional police service and an army. In a Western nation the police are subject to elected politicians and their work feeds into an independent judiciary, while the army is trained and led by professionals.

In a failed state, weapons are everywhere and the use of violence is widely dispersed. Usually, after a period of anarchy, warlords emerge who control the application of violence, at least in their territories, but often only up to a point, and sometimes cannot control permanently embedded, low-level street violence.

The essence of nation-building is to get weapons out of circulation – out of the hands of warlords, paramilitaries, criminal gangs and punks on the street – and restore that monopoly of violence which is one definition of a functioning state; and in so doing to create a space in which non-violent politics – negotiation, discussion and compromise – can be encouraged. It may still be a violent and corrupt state but it is, at least, a starting point.

Ignatieff pointed out in The Warrior’s Honour that, in quite a few failed states round the world, this is now harder to do than ever before, because modern weapons are so cheap and easily available. Some societies have become so soaked in guns that it’s hard to see a way back to unarmed civility.

Afghanistan

And so on to the specific country in question, Afghanistan. Ignatieff recapitulates the modern history of Afghanistan, the Soviet invasion of 1979, the West’s backing of the mujahideen who, once the Soviets left and the West walked away in the early 1990s, degenerated into a civil war of regional warlords. But Ignatieff’s interest in the story is, as always, in the principles and theory behind it.

Reconstruction

He repeats one of his central ideas which is that nation-building takes a long, long time, and then gives a striking example. America’s own nation-building, starting with the Reconstruction Period after the civil war, arguably took an entire century, right up until the civil rights legislation of 1964 finally abolished discrimination against Afro-Americans (p.85).

Reconstruction in Germany and Japan took about a decade, but in both countries the nation-builders were starting off with states with well-defined borders, established (albeit corrupted) institutions, and ethnic homogeneity. The populations of both countries wanted to be reconstructed.

Don’t say when you’ll leave

Igantieff makes the point that one of the secrets of success for an empire is the illusion of permanence, of longevity. As soon as you announce that you’re leaving at some fixed moment in the future, all the vested interests rise up and jockey for power. This is vividly demonstrated by the absolute chaos triggered when the Belgian imperial authorities abruptly withdrew from the Congo at independence, as provinces seceded and new parties jockeyed for power using extra-political means i.e. guns and coups. Same thing happened in Angola where the abrupt announcement of the imperial power, Portugal, that it would completely withdraw its forces in a matter of months led to civil war between the various independence paramilitaries, a civil war which dragged on for 27 years and wrecked the country.

Ignatieff says the Americans have a poor track record on this matter, and a bad reputation for walking away from chaotic states as soon as it suits them. This means local warlords realise they just have to mind their manners and bide their time.

The American withdrawal from Afghanistan, 2021

What Ignatieff didn’t know in 2002 was that the Americans would stay for an epic 20 years nor that the same rule of permanence was to apply: that as soon as Joe Biden announced the US were leaving, people all across the country realised the Taliban would swarm back into power and began making arrangements accordingly, i.e. Afghan police, army and local governors defected to the Taliban within days o fthe last Yanks leaving, so that the entire Afghan security apparatus melted away and the Taliban were in Kabul within a week.

Not so easy, running an empire, is it? Maybe the thousands of American academics who loftily criticise Britain’s chaotic withdrawal from Palestine or India will reflect on the cracking job their boys did in Afghanistan. With 70 more years of academic theorising and practical experience than the Brits, the Yanks still made a complete shambles of it.

Europe and America: division of roles

Ignatieff makes another snappy point: how can American Republican administrations, who are fanatically opposed to Big Government, find themselves spending tens of billions of dollars creating huge administrations in foreign countries? Easy. They get the Europeans to do it. The Americans are good at fighting (Ignatieff says that, in a sense, America is the last truly warlike nation in the West) so they handle the bombs and drones and special forces. Then the Europeans then move in with the peacekeeping police forces and the droves of humanitarian aid agencies, building schools, hospitals etc. Yin and yang.

Chapter 4. Conclusion: Empire and its Nemesis

Ignatieff describes modern Western nation-building as ‘imperial’ because:

  • its main purpose is to create stability in border zones essential to the security of the great powers
  • the entire project rests on the superior armed might of the West
  •  no matter how much ‘autonomy’ is given to local rulers, real power always remains in Washington

In addition, he repeats the point that all empires have to ration their interventions. You have limited resources: which of the world’s endless trouble spots can you afford to address? Ignatieff points out the basic hypocrisy of ‘humanitarian intervention’ which is that it is only carried out in places which are convenient or important to the West. The West is never going to intervene in Chechnya or Crimea or Xinjiang because they are the preserves of other empires.

And the new imperialism is not only lite it is impatient. The British gave themselves generations to prepare the populations of India for independence. The UN gives places like Kosovo or Afghanistan 3 years before they have to hold their first elections. Hurry up! This is costing us money!

No imperialists have ever been so impatient for quicker results. (p.115)

Why? Partly the short attention span of the modern media, always hurrying on to the next story. (It took, by my calculation, about ten days from the American departure from Afghanistan being the biggest story in the whole world to being completely ignored and forgotten about.)

And then the short election cycles in democracies. Whatever plans you put in place now, at the next election in a few years’ time the leader of the opposition party will be promising to bring our boys home and save everyone a shedload of money. Western democracies, by their very nature, struggle to make long-term commitments to anything.

This concluding essay takes its title from a reflection on the enduring force of nationalism which empires find so difficult to counter. In the end, the European empires were defeated by the indomitable resilience of their colonies’ nationalist movements. This was the lesson the Americans should have learned from Vietnam. It wasn’t their weapons which won the Viet Cong victory, it was their nationalist convictions. Nationalism always trumps empire.

Nationalism will always prove to be the nemesis of any imperial nation-building project. (p.117)

Ignatieff didn’t know this when he wrote these lines, but they were to apply to the American invasion of Iraq which commenced just as his book was being published. The Americans overthrew a dictator and promised to bring peace and plenty but were utterly unprepared for the violence of the forces that then attacked them from all sides.

Thoughts

1. So Ignatieff’s message is that if liberal humanitarians really want to do good, they should really intervene: go in hard, defeat the bad guys, disarm them, force parties to the negotiating table, and run things themselves, setting up strong national institutions and teaching squabbling factions what democracy looks like in practice. And they have to do this for years, decades maybe, until the institutions and mindsets of civic society have been thoroughly inculcated. And only leave when everything is completely in place for the transition. In other words – imperialism. Not the kind of imperialism which exploits the native populations and rips off their raw materials. An altruistic imperialism, a humanitarian imperialism. But imperialism all the same.

2. When Ignatieff devotes a chapter of The Warrior’s Honour to the West’s growing sense of weariness and disillusion with humanitarian intervention, I suspected he was mainly talking about himself. This book shows a further deterioration in his attitude. I simply mean he has become markedly more cynical.

Across-the-board hopes have been crushed, ideals have been compromised, ambitions have been stymied. Much of this may reflect the appalling history of the 1990s, but I also think some of it may be a projection of Ignatieff’s own growing disillusion.

You feel this downward trajectory when he says that Bernard Kouchner arrived in Kosovo in July ‘talking about European values, tolerance and multiculturalism’ but by Christmas this had been revised down to hopes for ‘coexistence’ (p.63). Kouchner simply hadn’t anticipated the hatred and the intransigence which he found in Kosovo. So many aid workers and proponents of humanitarian intervention don’t. In Blood and Belonging Ignatieff refers fairly respectfully to ‘the international community’. Eight years later he refers to it as:

what is laughingly referred to as the ‘international community’. (p.97)

His journey his taught him that the international institutes he used to respect are, in fact, a sham.

He is particularly disillusioned with the international aid industry, which he sees as almost a scam, a locust swarm of very well-paid white Western graduates, who fly in, can’t speak the language, pay over the odds for everything thus pricing the locals out of accommodation and food, stay hunkered down in their armoured enclaves, drive everywhere in arrogant white 4-by-4s, and cook up huge impractical ‘aid’ projects without consulting any of the locals. All the Afghans he talks to complain to Ignatieff about the NGOs’ arrogance and condescension. It is the old colonialist attitude but now with emails and shades. During the course of this book he takes to referring to the aid organisation community dismissively as ‘the internationals’, by contrast with the poor, often ignored ‘locals’, the people who actually live there.

In this book Ignatieff is as clever and incisive and thought-provoking as ever. But sometimes he sounds really tired.

A Nation Without Borders: The United States and Its World in an Age of Civil Wars, 1830 to 1910 by Steven Hahn (2016)

My thinking about the concept of borderlands has been influenced by a growing body of literature interested in exploring the liminal spaces in which social relations, cultures and claims to sovereign authority make contact, struggle, and reshape one another. (p.525)

Executive summary

This is a long, turgid and demanding book, an academic history in the worst sense. Plenty of times I nearly gave up reading it in disgust. If you want to find out what happened in America between about 1820 and 1865, read James McPherson’s outstanding volume, Battle Cry of Freedom. For the period from 1865 to 1910 I currently can’t recommend an alternative, they must be out there in their hundreds, but this certainly isn’t it.

Two types of history

There are probably countless ‘types’ of history book but, for the purposes of this review, they can be narrowed down to two types. One type provides a more or less detailed chronology of events laid out in sequence, with portraits of key players and plenty of backup information such as quotes from relevant documents – government paperwork, constitutions, manifestos, speeches, newspaper articles, diaries, letters – alongside photos, maps, graphics and diagrams explaining social or economic trends, and so on. You are bombarded with information, from which you can pick the main threads and choose the details which most inspire you.

The other type is what you could call meta-history, a type of history book which assumes that the reader is already familiar with the period under discussion – the people, dates and events – and proceeds to ask questions, propose new theories and put forward new interpretations of it.

Since this kind of book assumes that you are already familiar with the key events, people and places of the era, it won’t bother with biographical sketches, maps or photos – you know all that already – but will focus solely on laying out new ideas and interpretations.

A Nation Without Borders: The United States and Its World in an Age of Civil Wars, 1830 to 1910 by Steven Hahn is very much the second type of history. If you want to find out what happened in America between 1830 and 1910, with maps, pictures, diagrams etc – this is not the book for you. There are no maps at all. There are no pictures. There are no diagrams. Sure there’s still a lot of information, but what there mostly is, is lots of ‘reinterpretations’.

Reinterpretations

In the first paragraph of the introduction Hahn declares his intention to tell ‘a familiar story in an unfamiliar way’, and the front and back of his book are plastered with quotes from high-end journalists and fellow academics confirming that this is indeed what he has achieved – praising his achievement in ‘reconceptualising’ and ‘rethinking’ this crucial period in American history.

  • ‘a forthright challenge to old stereotypes’
  • ‘subtle and original conceptualisation’
  • ‘not a typical chronological survey of American history’
  • ‘conceptually challenging’
  • ‘breathtakingly original’
  • ‘a bold reinterpretation of the American nineteenth century’
  • ‘an ambitious rethinking of our history’

What this means in practice is spelled out in the introduction, where Hahn announces that:

  • Traditional history teaches that the United States started as a nation and turned into an empire. Hahn seeks to prove the reverse: to show that the United States inherited an imperial mindset from imperial Britain, with a weak centre only loosely ruling a far-flung collection of autonomous states, and was only slowly struggling to become ‘a nation’, until the War of the Rebellion. The war gave the ruling Republican Party unprecedented power to pass a welter of centralising legislation which for the first time made America a ‘nation’. In this respect it was comparable to Italy and Germany which only became unified nations at much the same time (the 1860s) and also as a result of wars.
  • Traditional history teaches that America was divided into a slave-free North and a slave-based South. Hahn insists that slavery was ubiquitous across the nation, with some of the fiercest anti-Black violence taking place in New York, and that the principle struggle wasn’t between North and South but between the North-East and the Mississippi Valley for control of the new country and, possibly, of the entire hemisphere. A recurring thread of the first half is the way that southern slavers seriously envisaged conquering all of Mexico and Central America and the available Caribbean islands to create a vast slave-owning empire in which the ‘slave-free’ north-east would be reduced to a geographic stump.
  • Traditional history teaches that America is an exception to the rest of world history, a shining light on a hill. Recent decades have overthrown that view to show just how deeply involved America was with trade, exploration and slavery back and forth across the Atlantic (this is also the thrust of Alan Taylor’s brilliant account of early America, American Colonies). However, Hahn wants to overthrow not only American exceptionalism but even this newer, Atlantic, theory – he wants to shift the focus towards the Pacific, claiming that many key decisions of the period don’t make sense unless you realise that politicians of both free and slave states were looking for decisive control of the vast Californian coast in order to push on into Pacific trade with Asia.
  • Traditional history teaches that there was a civil war in American from 1861 to 1865. Hahn prefers to call this epic conflict ‘the War of the Rebellion’ – partly because the war was indeed prompted by the rebellion of the slave states, but also in order to place it among a whole host of other ‘rebellions’ of the period e.g. the Seminole War of the 1840s, the refusal of the Mormons to accept federal power in their state of Utah, the wish of some Texans to remain an independent state, the attempts by southern filibusters (the Yankee name for buccaneering adventurers) to invade Cuba and Nicaragua in defiance of federal law, numerous native American uprisings, and countless small rebellions by Black slaves against their masters. Instead of being the era of One Big War, Hahn is trying to rethink the mid-nineteenth century as the era of almost constant ‘rebellions’, large and small, by southerners, by native Americans, by newly organising workers everywhere, by the Mormons, by women – against the federal government.
  • Traditional history teaches that capitalism spread across America from its East coast, which was deeply interconnected with the global capitalist economy pioneered by Britain. Hahn seeks to show that there were all kinds of regional resistances to this transformation – the South was committed to a slave economy which limited the growth of markets and industrialisation; the whole mid-West of the country was occupied by native Americans who had completely different values and means of production and exchange from the Europeans; much of newly-settled West preferred small local market economies, virtually barter economies, to the cash-based capitalism of the East.
  • Probably the biggest single idea in the book is that the Republican triumph in the War of the Rebellion went hand in hand with the triumph of a centralised capitalist nation-state. But the latter part of the book goes on to insist that, even after its apparent triumph, capitalism continued to face a welter of opposition from numerous sources, from the disobedience of the defeated South, from western cowboy economies, through to resistance from highly urbanised Socialist and trade union movements – ‘the United States had the most violent labour history of any society in the industrialising world’ in the 1880s and 1890s.

Put this succinctly, these are certainly interesting and stimulating ideas. If only they had been developed in an interesting and stimulating way in interesting and stimulating prose which included interesting and stimulating facts.

But too often the ‘ideas’ dominate at the expense of the evidence and the basic information. Too often Hahn argues the points in prose which is so muddy, and with snippets of information or quotes handled so unpersuasively, or in such an obviously selective, cherry-picking way, that the reader has the permanent sense of missing out on the actual history, while ploughing through the interpretation. Take the new terms he coins:

New Terms

Most people in the world refer to the conflict between the Union and the Confederacy between 1861 and 1865 as the American Civil War. Hahn’s attempt to ‘reconceptualise’ it and refer to it throughout as ‘the War of the Rebellion’ has a sort of appeal, especially if you can keep in mind the cohort of other rebellions he sees as surrounding it and feeding into it. But put the book down and start talking or writing to anyone else in the world and…they will be deeply puzzled. It will require quite a lot of explanation to convey why you’re using a different name from the rest of the world… and all the while you have the strong sense that it will never catch on…

To give another example: America saw rapid economic change in the 1830s and 1840s, as scattered farmsteads and distant agricultural regions began to be connected, first by canals and, in the 1840s, by railways. Raw materials and goods could be traded further than just the local market. Eastern investors became interested in money-making possibilities. Traditionally, this period has been referred to as ‘the market revolution‘. Characteristically, Hahn prefers to give it a different name, referring throughout to ‘market intensification‘.

He does this partly because – at this late date – there is, apparently, still widespread disagreement among historians about when the American industrial revolution began: was it the 1830s or 40s or 50s? Something was definitely changing about the scale of agricultural and semi-industrial production from the 1830s onwards – Hahn is suggesting a new term designed to more accurately convey the way existing structures of production and distribution didn’t fundamentally change, but became larger in scale and more linked up. More intensified.

It’s an interesting idea but it’s quite subtle and I felt a) it requires more evidence and information to really back it up than he provides, and b) I don’t, in the end, really care that much what it’s called: I’d just like to have understood it better.

Show or tell

You could also think of the two types of history book I referred to earlier as ones which show, and ones which tell. James M. McPherson’s brilliant account of the civil war shows. He gives you all the facts, and the people, and quotes extensively from a wide range of sources. There are numerous maps, especially of all the key civil war battles, there are photographs which give you a strong feel for the era, there are diagrams and above all there are really extensive quotations from letters, speeches, articles and so on, so that you can read about the issues in the words of the people who were debating and arguing them.

As a result, McPherson’s account is rich and varied and highly memorable. You remember the people and what they did and said and achieved. As you follow his intricate account of the war, complete with maps and detailed descriptions of each battle, you get a real sense of what was at stake and how contingent human affairs are.

Hahn tells

By contrast, Hahn tells you what happened, with no reference to maps, no graphs or photographs, with minimum quotations. For example, he doesn’t give a single account of a civil war battle, and certainly no maps of them. All the evidence is subsumed to the need to make his case and put forward his new revisionist theories.

But the risk of writing history in such a theory-heavy way is that your account might end up being more about yourself and your theories, than about the ‘history’ you’re meant to be discussing; that you spend ages asking academic type questions…

What was the character of American governance? On what axes did American politics turn? How far did slavery’s reach extend, and what was its relation to American economic and political growth? How did the intensifying conflict over slavery turn into civil warfare, and in what ways did civil warfare transform the country? How integral was political violence and conquest to American development? How were relations of class, race and gender constructed, and what did they contribute to the dynamics of change? When did American industrialisation commence, and how rapidly did it unfold? How should we view popular radicalism of the late nineteenth century and its relationship to Progressivism? At what point could the United States be regarded as an empire, and how was empire constituted? (p.2)

… in order to devote the rest of the book to answering them in a similarly abstract, academic kind of way.

To give an example of the triumph of theory over detail, Hahn is heavily into modern identity politics and goes out of his way to discuss the history of women and of people of colour using the latest up-to-date sociological jargon.

Thus Hahn tells us that the nineteenth century family was a ‘patriarchal institution’ ruled by the ‘patriarchal father’ or the ‘patriarchal husband’. He explains that 19th century American society was profoundly ‘gendered’ (a favourite word of his), a society in which people have defined themselves by ‘gender stereotypes’, where people carried out ‘gendered divisions of labour’, according to ‘gendered norms’ and ‘gender conventions’ and ‘gender exclusions’. The more aggressive leaders of the era, such as presidents Andrew Jackson and Theodor Roosevelt, are both accused of ‘masculinism’.

Similarly, Hahn loses no opportunity to tell us the big news that Southern slaveowners and their newspapers and politicians often expressed ‘racist ideas’ and ‘racist conventions’ and ‘racist stereotypes’ in ‘racist’ language.

The thing is – this is not really news. It is not that useful to be told that 19th century American society was sexist and racist. The use of the latest terminology can’t hide the fact that this is pretty obvious if not patronising stuff. Not only that, but it is deeply uninformative stuff.

Instead of giving specific, useful and memorable examples of the kind of behaviour he is deploring, there tend to be pages of the same, generalising, identity politics jargon.

Part of his attempt to overturn ‘received opinion’ is to attack the notion that slaves were the passive recipients of aid and help from well-meaning white abolitionists. Wherever he can, Hahn goes out of his way to show that it was the Blacks themselves who organised resistance to slave-hunters, set up communications networks, who were aware of the political implications of the outbreak of the War of the Rebellion, who organised themselves into groups to flee their southern masters and make for the Union front line then, later, after the war, continued the struggle for equality, organised themselves into networks and groups at local and regional level, and won significant political and administrative posts across the South, before, eventually, an anti-Black backlash set in during the 1870s.

In a similar spirit (that marginalised people weren’t passive victims but strong independent people with their own agency who have all-too-often been written out of the story but whose voices he is now going to bravely present) Hahn refers a number of times to women organising as much political activity as they were then allowed to do, taking on domestic and cultural responsibilities, organising a Women’s Convention in 1848, campaigning for women’s suffrage throughout the later part of the century, fighting for admission to teaching and the professions, and so on.

Well and good, and interesting, in outline – but the way Hahn tells these stories is highly generalised, draped in politically correct phraseology, rather than illuminated by specific stories or incidents which really bring them to life.

McPherson shows

By contrast, McPherson shows us all these forces in action. He devotes pages to giving the names and stories of specific women who helped transform the perception of women’s abilities. These include the passages he devotes to the role of nurses during the war, and as workers in key industries depleted of men because of the draft.

I was fascinated by his description of the way that, in the pre-war period, the movement of women from being cottage industry producers to the heads of nuclear households in which the male now went out to earn a wage, represented a big step up in power and autonomy for women. Interesting, because so counter-intuitive.

McPherson shows the important role of women in the 1840s in creating a new market for consumer goods, which made America a pioneer in all sorts of household conveniences for the next century or more.

McPherson devotes a passage to Harriet Beecher Stowe, author of the bestselling novel of the 19th century, Uncle Tom’s Cabin.

I was struck by McPherson’s account of how women, in the 1830s and 40s began their dominance of the teaching profession, which has never gone away (in 2017 77% of teachers in the USA were female). The conference to launch the women’s rights movement which Hahn gives one brief mention, McPherson devotes three pages to, with accounts of the women who organised it and the debates it held (pages 33 to 36).

Later on, McPherson has a section about medicine and nursing during the war where, in a nutshell, certain strong-willed women followed the example of Florence Nightingale and set up nursing homes and went into the field as nurses. These women nurses and organisers impressed the male medical establishment, the army and the politicians so much that it made many men revise their opinion of women’s toughness. Notable pioneers included Clara Barton and Mary-Anne Bickerdyke (p.483) and Elizabeth Blackwell who, in 1849, became the first American woman to earn an MD.

The same went for factories and agriculture, especially in the North, where women were called in to replace men drafted into the army, and permanently expanded cultural norms about what women were capable of. (pages 477 to 489)

All this is in the McPherson. You can see how it is all immediately more interesting, more enlightening, and more useful knowledge than any number of references to ‘gender stereotypes’, ‘gendered divisions of labour’, ‘gendered norms’, ‘gender conventions’ and ‘gender exclusions’.

And if you are a feminist or interested in what women did during this period, it is far more useful and empowering to be given specific names and events and stories, which you can then go and research further yourself, than bland generalisations. Being given the name and career of Mary-Anne Bickerdyke is more useful than being given another paragraph about ‘gender conventions’.

Other problems with the book

1. Poor style

Hahn’s prose style is awful. Pages go by full of anthropological and sociological jargon and utterly bereft of a single fact or name. Take this excerpt:

Although patrons expected favours and services from their office-holding clients, they had their own needs as well. Their power and prestige were enhanced by – often required – collections of followers who could offer loyalty, votes, skills, and readiness to intimidate foes, but all this came at the price of the rewards patrons had to make available: protection, work, credit, loans, assistance in times of trouble. (p.63)

Of what organised society is this not true? It could be describing power relations in ancient Rome, or Shogun Japan, or among the Aztecs.

Orotund

Hahn’s core style is orotund American academese which combines:

  • preferring pompous to simple words
  • clichés
  • identity politics jargon

Pompous locutions

Favourite words include ‘deem’ instead of ‘think’, and ‘avail’ instead of ‘take advantage of’ or just ‘use’. Hahn is particularly fond of ‘contested spaces’: America in the 19th century was thronged with ‘contested spaces’ and ‘contested narratives’ and ‘contested meanings’. All sorts of social forces ‘roil’ or are ‘roiled’. When he quotes speeches the speakers are always said to ‘intone’ the words. People never do something as a result of an event or development; he always say ‘thereby’ some great change took place.

Hahn has a habit of starting a sentence, then having second thoughts and inserting a long parenthesis before going on to finish the sentence – often combining two contradictory thoughts or ideas in one sentence, which forces you to stop and mentally disentangle them.

Cliché

Given his bang up-to-date usage of latest PC jargon, it is a surprise that Hahn combines this with a fondness for really crass clichés. For example, early on tells us that General Antonio Lopez de Santa Anna initially supported the setting up of a monarchy in Mexico, then:

in a veritable flash, he sided with the liberals and constitutionalists

‘In a veritable flash’. a) That’s not very impressive English and b) it’s rather poor as historical explanation. Instead of serious analysis of Santa Anna’s motives for this (apparently sudden) change of mind, he is treated like a character in a fairy story. Hahn’s sense of human psychology is often disappointingly shallow. On the same page we are told that:

Santa Anna was haughty, temperamental, and guided chiefly by personal ambitions for power and adulation.

A political leader guided by a personal ambition for power. Fancy that. On page 24:

Napoleon, in his audacity, planned to reverse the wheels of history.

On page 29, President Andrew Jackson (who served for two terms, 1829 to 1837, and I think is seen as a bogeyman by liberals because he aggressively opened up the West to expansion by the slave states and capitalists, though it’s difficult to tell from Hahn’s book) is quoted in order to demonstrate the amorality of his expansionist vision:

‘I assure you,’ he boasted to the secretary of war, his imperial hunger not yet satisfied, ‘Cuba will be ours in a day.’

‘His imperial hunger not yet satisfied’. He sounds like a character in a fairy tale. Instead of stopping to convincingly explain to the reader why Jackson was such a Bad Bad Wolf, Hahn writes sentences like this about him:

In 1828, in an election that empowered white settlers west of the Appalachians and especially in the South, Andrew Jackson won the presidency, and the bell of doom began to toll.

Ah, ‘the bell of doom’. That well-known tool of historical analysis. What is he talking about?

The spread of the abolitionist movement in the 1830s prompted pro-slavery counter-attacks on Black churches or schools:

as the fires of hatred were fanned to a searing heat. (p.61)

Ah, the fires of hatred. Half a dozen times ‘the writing is on the wall’ for this or that person or movement. Indians, or Blacks, or women, or strikers ‘throw themselves into the fight against’ the army or Southern racism or the patriarchy or capitalism. Oppositions ‘dig in their heels’ against governments.

Wrong usage

Not only does he use surprisingly banal clichés, but Hahn is continually verging in the edge of ‘malapropism’, defined as: ‘the mistaken use of a word in place of a similar-sounding one, often with an amusing effect’. Here is a paragraph of Hahn which seems to me to combine cliché with phrases where he’s using words with slightly the wrong meaning.

Nearly one quarter of Santa Anna’s troops fell at the Alamo… and the slaughters he authorised there and at Goliad touched a raw nerve of vengeance among those left to keep the Texas rebellion alive. Believing that he verged on total victory, Santa Anna planned a multi-pronged attack on Houston and divided his army to carry it out. But the winds of fortune (in this case a captured courier) enabled Houston to learn of Santa Anna’s moves… (p.41)

‘He verged on total victory’ – can a person verge on anything? I thought only nouns could ‘verge on’ something, like the example given in an online dictionary: ‘a country on the verge of destruction’. Maybe this is correct American usage, but it sounds to me like an example of malapropism, something which sounds almost correct but is somehow, subtly, comically, wrong.

Elsewhere I was brought up short when I read that:

The militant posture on the Oregon question helped the democrats and their candidate, James P. Polk from Tennessee… eke out a tight election. (p.122)

The dictionary definition of ‘eke out’ is ‘to make (a living) or support (existence) laboriously’. Can it be applied to narrowly winning an election?

As for ‘the winds of fortune’ in the Santa Anna paragraph, that is just an awful cliché, isn’t it? Surely any historian – any writer – who uses phrases like ‘the winds of fortune’ or ‘the wheels of history’ or ‘the bell of doom’ or ‘the fires of hatred’ to explain anything, can’t be taken completely seriously.

2. Glossing over key events

Whereas McPherson dedicates a section of his book to a particular event, explains what led up to it, explains who the people were, gives extensive quotes explaining what they thought or planned to do, and then gives thorough descriptions of what happened – Hahn more often than not asks a sociological or anthropological question and then answers his own question at great length, only incorporating the subset of facts, events, people or quotes which suit his argument.

With the result that the book gives a very strong feeling that is it skipping over and omitting whole chunks of history because they don’t suit his agenda.

To give an example, early on in the book there are a couple of fleeting references to ‘the Alamo’. They come in the context of his discussion of the independence of Texas. Texas was initially a vast state or department of Mexico: the Mexicans invited or allowed American settlers to settle bits of it. Eventually these settlers decided they wanted to declare it a white American state. They were strongly encouraged by slave plantation owners in the Deep South who hoped they could export slavery to Texas.

Now this aim was itself only part of the wider ‘imperial’ aims of Southern slave owners who, in the 1830s and 1840s, envisioned creating a vast slave empire which stretched through Texas to the whole of California in the West, which would reach out to conquer Cuba for America, and which also would take control of some, or all, of Central America.

In this context, some notable American cowboys and adventurers took control of the Alamo and, when a Mexican army surrounded it, insisted on holding out till it was finally taken and everyone killed. From a macro perspective it was just one of the numerous clashes between American rebels and Mexican army from the period.

The point of explaining all this is that I know that The Alamo is part of American frontier legend. I know there’s an expression: ‘Remember the Alamo!’ I know a big Hollywood movie was made about it starring John Wayne. I hoped that, by reading this book, I would discover just why it’s so important in American folk mythology, what happened, who Jim Boone and the other ‘heroes’ of the Alamo were, and so on. I’m perfectly prepared to have the whole Hollywood ‘myth’ of the Alamo debunked, and to learn all kinds of squalid or disillusioning things about it, but I wanted to know more.

Not in this book I didn’t. I didn’t even get the debunking option. Instead Hahn more or less ignores ‘the Alamo’ because his focus in that particular chapter is on ‘reconceptualising’ that part of American history in terms of his broad meta-theme – the imperial fantasies of the southern slave-owners.

To find out more about the Alamo, I had to look it up online. Just like I ended up googling ‘the Comancheria’, ‘the Indian Wars’, the ‘robber barons’ and ‘Reconstruction’.

The entire era from the 1870s to about 1900 in America is often referred to as ‘the Gilded Age’ (because really rich Americans began to ape the houses and lifestyles of aristocratic Europe) but Hahn uses this phrase only once, in passing, only at the very end of the book, and doesn’t explain it. So once again I had to go off to the internet to really learn about the period.

Reading the book for information is an intensely frustrating experience.

3. No maps

The history of the United States in the 19th century is the story of its relentless geographical expansion westwards across the continent, taking whatever territory it could by force, seizing Florida from Spain, seizing Texas and California from Mexico (in the 1846 Mexico War), doing its damnedest to conquer Canada but being held at bay by the British (in the war of 1812) – attempting to conquer islands in the Caribbean such as Cuba (in the 1850s), and stretching the long arm of its empire across the Pacific to seize little Hawaii in the 1870s, even creating a short-lived American regime in Nicaragua (in 1856 to 1857).

To understand any of this at all – to see what was at stake, where places were, the route of invasions, the site of battles and so on – you need maps, lots of maps, but – THIS BOOK HAS NO MAPS.

Whoever took the decision not to commission clear, relevant, modern maps deeply damaged the usefulness of this book. In just the first fifty pages, Hahn describes the extent of Commanche land, the shape of 1830s Mexico, discusses the status of East and West Florida, describes the debates about the precise territory included in the Louisiana Purchase of 1803, follows the march of Mexican General Santa Anna to locations in East Texas. WITH NO MAPS.

So, in order to understand any of these discussions, and any of the hundreds of discussions of geographical issues, places, conflicts packed throughout the book – you need to have an Atlas handy or, better still, read the book with a laptop or tablet next to you, so you can Google the maps of where he’s talking about.

In fact, on page 33 I discovered that the book does contain maps, but that they are poor-quality reproductions of contemporary nineteenth-century maps which are, for all intents and purposes, impossible to read. Take this example, ‘A Map of North America by Palairet’, which doesn’t even give you a date. The print is so tiny you can’t make out a single place name except ATLANTIC OCEAN.

I’m not often moved to get on a high horse about anything, but this is disgraceful. This volume is part of Penguin’s multi-volume history of the United States. It was published in 2016. It’s meant at some level to be a definitive history of the period. The decision not to commission a single clear modern map, and not to use any contemporary photographs, or diagrams or graphs, is inexcusable.

Here’s another example, Bacon’s Military Map of America from 1862, showing America’s ports and fortifications. Can you read any of the place names? No. Can you see any of the ports and fortifications? No. Is this map of any use whatsoever? No. It’s a token gesture, and almost an insulting one at that.

Part two 1865 to 1910

I’ve read several accounts of the civil war but know next to nothing about the period which followed it. That’s why I bought this book and I certainly learned a lot, though all the time having to struggle through a) Hahn’s unfriendly prose style b) with the constant feeling that I wasn’t being told the full story of events but only what Hahn wanted to tell me in order to make his PC points with and c) without any maps, diagrams of photographs to refer to.

The key points of the period which I took away are:

  • The administrative centralisation begun during the War of the Rebellion continued at accelerating pace for the rest of the century and into the 20th century, though not without all kinds of opposition.
  • ‘Reconstruction’ is the name given to the period immediately following the War of the Rebellion, when the North tried to rebuild the South in its own image. Abraham Lincoln was shot on 15 April 1865. He was succeeded by vice-president Andrew Johnson who, unlike Lincoln and the Republican party which had dominated the Congress and Senate during the war, was a Democrat. For a fatal year Johnson was fantastically lenient to Southern soldiers and leaders, letting them return home with their weapons, and return to their former positions of power. Congress, however, realised that the Southerners were simply reinstituting their racist rule over the Blacks and so superseded Johnson, implementing a new, more military phase of Reconstruction, by sending the chief Northern generals to administer the South under what amounted to martial law. Thus there are two periods: Presidential Reconstruction 1865 to 1867, and Congressional Reconstruction 1867 to 1877.
  • Some of the colonels and generals who had risen to prominence in the War of the Rebellion were sent West to quell risings by native Indians, for example the Sioux Rebellion of 1862. There then followed about 20 years in which the U.S. government and army broke every agreement with the Indians, harried and pursued them, bribed and bullied them onto ever-shrinking ‘reservations’. Some administrators and military men openly stating that they aimed to ‘exterminate’ the Indians (General Sheridan called for a ‘campaign of annihilation, obliteration, and complete destruction’, p.379.) It is ironic that Americans in the 20th century were so quick to criticise the British Empire and its colonial grip over native peoples, given that America did its damnedest to exterminate its own native peoples.
  • Describing what happened in the South from 1865 to 1910 is long and complex. But basically, there was ten years or so of Reconstruction, when the Republican government freed the slaves, gave them the vote, and tried to encourage their integration into economic life. This period ended around 1876 as the Republican Party lost its radical edge and became increasingly associated with northern capitalism. More to the point, the U.S. Army was withdrawn and the southern, racist Democrat party took over. They quickly began passing a whole raft of laws which brought about institutionalised ‘Segregation’. For example, during Reconstruction the number of Black voters was huge, 80% or more of all adult Black men, with the result that an astonishing number of local officials, judges and even governors were Black. With the revival of the Democrats into the 1880s, all the southern states, starting with Mississippi in 1890, passed voter registration laws requiring voters to demonstrate specified levels of literacy, live in fixed abodes or even pay a small fee ($2) – with the result that voter levels fell to something like 5%! (pages 470 to 473).

This was one of the biggest things I learned from the book. Realising that it wasn’t slavery, or the Reconstruction period – it was this racist backlash during the 1870s and 1880s which instituted the Jim Crow legislation, the official segregation, the systemic impoverishment of Black people, which was to last until the Civil Rights movements of the 1960s.

This is quite mind-boggling, a massive stain right the way through American history. It made me rethink my attitude towards slavery: I’ve read numerous books about slavery, seen movies and TV series about slavery, stood in front of statues against slavery, visited exhibitions about slavery. But reading these pages made me realise that slavery isn’t at all the problem; that slavery is now so distant in time as to be almost irrelevant. It was this institutional racial Segregation, instituted across the Deep South of America, and whose ideology – if not its laws – spread to the North and West, infected all of American life – which is the real issue.

It was the deliberate trapping of Black people in the lowliest, poorest-paid jobs, and their systematic exclusion from voting and public life, the division of parks and public places, theatres and toilets and buses into Black areas and white areas – this is the thing to understand better because, as far as I can see, it continues to this day, albeit more subtly. #BlackLivesMatter.

In a way, then, the emphasis which is still given by schools and exhibitions to slavery is misleading. Slavery was abolished 180 years ago in the British Empire and 155 years ago in America. This book made me realise that understanding the philosophy and practice of Racial Segregation is much more important and much more relevant to our ongoing problems today.

Capitalism and its enemies

What feels like the lion’s share of the last 100 pages of the book is devoted to a description of the consolidation of capitalism in America, and its enemies. There are detailed passages describing the rise of the ‘corporation’, as a new legal and commercial entity, quite different from the companies and partnerships which had preceded it (pages 454 to 464). I didn’t understand the legal and commercial details and will need to study them elsewhere.

Hahn is at pains to describe the way successive federal administrations, although equivocal about the massive cartels and monopolies which came to prominence in the 1890s, nonetheless took them as almost natural agencies which the government could use and work through – as potential extensions of state power. By the 1890s everyone on left and right thought that these huge monopolies (of railways, gold, silver, copper, iron, steel) a) were here for good b) that the reach and effectiveness of these huge transcontinental corporations or agencies could be a model for modern government.

Behind all this is the Rise of the Nation-State, the grand theme Hahn has been tracing since the 1830s. But although the various aspects of its rise is the central development, Hahn’s focus is much more about the multitude of forces which resisted the rise of the state, criticised, questioned, critiqued it, from both left and right.

So these last hundred pages devote a lot of time to the confusing multitude of opposition parties which rose up against the, by now, time-honoured duopoly of Republicans and Democrats.

We learn about greenbackism, anti-monopolism, the Populist party, the Progressive Party, the rise of mass trade unions, the Knights of Labour and the first socialist parties – and then descend into the jungle of disagreements and bickering among working class parties – socialist, syndicalist, anarchist, gradualist, evolutionary, revolutionary.

There is a lot about the strikes – kicked off by the Great Railroad Strike of 1877 – which blighted American industry in the 1880s and 1890s and came as a revelation to me.

A softer, liberal version of resistance to monopoly capitalism came to be termed the Progressive movement, the idea that progressive politicians should use the levers of the state to combat alcoholism, illiteracy, corruption, infectious disease, prostitution, greed and labour exploitation (p.454). This movement laid the basis of what would later become the American welfare state (such as it is).

Some tried to bring the opposing blocs together. Liberal capitalists formed the National Civic Federation (NCF) in 1900, which brought together chosen representatives of big business and organized labour, as well as consumer advocates, in an attempt to resolve labour disputes and champion moderate reform.

The final pages describe how the whole American imperial mindset was then exported, just at the turn of the century, to Cuba and the Philippines, which America won off Spain as a result of victory in the following Spain’s defeat in the 1898 Spanish–American War, along with Guam and Puerto Rico, and also to Hawaii which, after decades of slowly taking over, America completely annexed in 1898.

Hahn shows how the same military leaders who had crushed the Indians were now sent to impose ‘civilisation’ on the Cubans and Filipinos, and with much the same mindset.

By now we are very familiar with American racist and segregationist thinking and so are not surprised when Hahn quotes racist comments by soldiers and administrators, or the speeches of politicians back in Washington, who thought people from inferior races i.e. the multicultural populations of Cuba, the Philippines and so on – simply weren’t capable of governing themselves and needed the steady hand and civilising influence of the white man.

By the end of this book, I really hated America.


Old for us, new to the Yanks

I can’t get over the fact that so much of this seems to be new to the book’s reviewers. Back when I was a kid in school in the 1970s, I’m sure we all knew about American slavery. I remember the stir caused by the TV series Roots when it came out in 1977, nearly 50 years ago. All of us knew about the American Civil War, and maybe even had confederate flags or union caps among the various cowboy and Indian and army costumes we wore when we were ten. When I was a student, a friend of mine bought me Bury My Heart At Wounded Knee, the classic 1970 account of how America betrayed, bullied, and massacred its native peoples, because it was a book all right-minded Labour voting educated Liberals ought to know.

I’m sure all educated people knew about this history and these issues decades ago. The people around me in the Labour Party of the 1970s, the party of Tony Benn and Michael Foot, were very well aware of America’s history of imperialism, its origins in brutal slavery which it didn’t abolish until the 1860s, how it exterminated its native peoples, reached out to seize islands in the Pacific, in the Caribbean, and to dominate the nations to Central America, before going on to its long history of supporting military dictators, torture and assassination (in my youth these included the Shah of Iran, General Pinochet in Chile, General Franco in Spain, the military Junta in Greece, Ferdinand Marcos in the Philippines and so on.)

In the 1980s I hung around the communist bookshop in Brixton which was absolutely plastered with posters about American racism and the legacy of slavery, Martin Luther King, Malcolm X, protests against American imperialism and American multinational corporations and the CIA. Entrenched anti-Americanism was an absolutely basic, entry-level element of left-wing political awareness when I was a student.

Yet somehow, in these books by Hahn and Alan Taylor, a lot of these things – the brutality of southern slavery, the genocide of the Indians – are presented as if they are new and seismic discoveries.

think what is happening here is that American academic history writing has finally caught up with how the rest of the world has seen America for generations – a hypocritical bully bragging about ‘liberty’ while keeping the descendants of the slaves locked up in drug-riddled ghettos, the last native Americans stuck in alcohol-soaked reservations, and propping up dictatorships around the world.

I think part of what’s going on in books like Taylor’s and Hahn’s is that, since the end of the Cold War, American academia has finally become free to portray the brutal realities of American history for what they were – and that, for American readers and students, a lot of this comes as a massive, horrifying shock. But to educated, and especially left-of-centre people in the rest of the world – big yawn.

So if so much of the content has been so well known for so long, what was it that impressed the reviewers? I think it’s the unrelenting consistency with which he does two things:

One is the thorough-going application of a politically correct, identity-politics attitude which says right from the start that he is going to ignore a number of ‘famous’ events or movements or names (goodbye ‘civil war’, hello ‘war of rebellion’), in order to give more prominence to the role of native Americans, women and, especially, to Blacks, than they have received in ‘previous’ histories.

But as I’ve commented above, very often Hahn’s widespread use of politically correct terminology like ‘patriarchy’ and ‘gender stereotypes’ and ‘racism’ and ‘masculinism’ in the passages where he does this, tends (paradoxically) to obscure a lot of these voices, to bury them beneath a shiny sociological jargon which removes specificity – names, places, events and even words – from many of the groups he’s supposedly championing. In this simple respect, I’ve found much older accounts to be far more enlightening.

In fact, it is possible to argue that Hahn and all the other politically correct historians who nowadays use terms like ‘patriarchy’ and ‘gender’ and ‘people of colour’ do so because these terms in fact fend off real acceptance of the blood and horror of those times. These sterile, clinical and detached terms in a way help to drain accounts of the period of their emotion and outrage. You could argue that the language of identity politics, the jargon of sociology and anthropology which recurs throughout the book, despite his explicit intention to bring uncomfortable facts and ignored voices into the light – in fact, through its sheer repetitiveness and its unspecific generalisation – works to neutralise and blunt the impact of a lot of what he’s describing.

For example, Hahn gives facts and figures and sociological explanations for the rise of slave fugitives following the passage of the Fugitive Slave Law of 1850. But McPherson, writing thirty one years ago, and without using any jargon, tells the specific story of the slave woman who escaped with her children to the North, but was tracked down. As the slave-hunters, with their dogs and guns, beat on the door of the cabin where she was hiding, this woman cut the throats of her small children so they wouldn’t be taken back into slavery, and then tried to cut her own.

You can see which approach leaves you most stunned, horrified and angry at the unspeakable horror of slavery, and it isn’t Hahn’s.

This is because the second thing going on in the book is what really garnered the praise, and that is Hahn’s high-level, intellectual and often bloodless ‘rethinking’ and ‘reconceptualising’ of the era in the terms I outlined at the start of the review.

He is interested in suggesting to highly educated readers already familiar with most elements of the period some new ways of thinking about it. Throughout, he downplays the voices of the white politicians who (I’m guessing) dominated earlier narratives, he really downplays the War of the Rebellion (maybe because there are already tens of thousands of other accounts of it), and instead plays up the notion that the increasingly centralised American state faced a whole slew of rebellions from multiples sources, devoting his time to describing and theorising this riot of rebellions.

And so he ignores what I’m assuming is the old-fashioned type of history which celebrated the rise of American freedom and capitalism and wealth and included lots of dazzling images from the ‘Gilded Age’, and he focuses instead on the wide range of oppositions which the state (and rich monopolists) faced from women, Indians, Blacks, alternative political parties, the trade unions, socialists and so on.

But I find it difficult to believe that all previous histories of this period utterly failed to mention the movement for women’s suffrage, that there aren’t hundreds of books about the Indians, and thousands about Segregation, that nobody noticed the epidemic of strikes in the 1890s, or that numerous commentators at the time (and ever since) haven’t criticised America’s interventions in Cuba and Hawaii and the Philippines as being as blatantly imperialistic as the European Empires her politicians liked to piously denounce.

Maybe some of Hahn’s high-level reconceptualising is new and interesting, but to the average educated reader the actual events of this era remain unchanged and the main feature of Hahn’s book is that he doesn’t tell them as fully or as imaginatively as other versions do.

In a word

Don’t read this book unless you are already master enough of the history of the period to appreciate Hahn’s reconceptualising of it. If you want vivid detail, maps, extensive quotes and a deep understanding of the period from 1820 to 1865, read Battle Cry of Freedom: The Civil War Era by James M. McPherson: so gripping, so packed with information and ideas, that I had to write five separate blog posts about it.

For the period after the Civil War I have still to find a satisfactory history. Reading this book suggests I may have to track down separate books devoted to specific areas such as the Indian Wars, the Gilded Age with its labour militancy underside, segregation and its long-term consequences, and the imperial conquests at the end of the century.
