This PR reverts the behavior introduced in PR #8455, which allowed .js files with "type": "commonjs" in package.json to be parsed as CommonJS (non-strict mode). The change is a temporary rollback to the previous behavior where all .js files are parsed as ESM (strict mode) regardless of package.json configuration, until issue #7009 is fully resolved. Files with .cjs and .cts extensions continue to be parsed as CommonJS.
Changes:
- Modified parsing logic to treat
ModuleDefFormat::CjsPackageJsonas ESM instead of CommonJS - Updated documentation to reflect that all
.jsfiles are now parsed in strict mode - Removed test case for
.jsfiles with"type": "commonjs"since this behavior is no longer supported

This PR partially reverts #8455. `.js` with the closest `package.json` with `"type": "commonjs"` will now be parsed as ESM for now as that caused tests in Vite repo to fail.
