Removes a now-redundant overflow check in Arena::new_chunk_memory_details after earlier changes (#21745) established tighter bounds on chunk size arithmetic.
Changes:
- Replace
checked_add(CHUNK_FOOTER_SIZE)with a direct+ CHUNK_FOOTER_SIZEinnew_chunk_memory_details. - Remove the unused
allocation_size_overflowcold panic helper.
Merging this PR will not alter performance

#21745 fixed an overflow bug and clarified the possible range of values. We can now remove the check on a later addition, as is it's now clear that it can never overflow.
