Just to make sure: the rules enum needs this info so we can access it in the JSON formatter, I assume?

- part of #19890 Adds the `version` field to be exported when outputting the rules data in JSON format. This is gated behind the `ruledocs` functionality since I haven't heard any requests to make the version information available in the CLI yet, and this will keep the binary size small.
