In valid-expect-in-promise checking the jest function kind to be a JestGeneralFnKind::Test instead of JestGeneralFnKind::Describe. The initial check considered code like vi.mock() as a possible candidate to be linted with this rule.

Partially related to: #21413

Inverted the check to ensure is a test, due to this report to avoid possible future false positives. oxc-project#21413
