This PR fixes override application in oxc_linter so that Vitest configurations continue to keep Vitest-compatible Jest rules enabled even when overrides match, preventing those rules from being dropped due to plugin-flag filtering.
Changes:
- Expand the plugin set used for builtin-rule filtering so
VITESTimpliesJESTwhen collecting applicable rules duringapply_overrides. - Add a regression test ensuring a root Vitest rule remains enabled after an override disables an unrelated rule.
- Add a small test helper to construct a
Configfrom anoxlintrcJSON string.
