This captures the API versioning guidelines implied by https://docs.google.com/document/d/1xeVvJ6KjFBkNjVspPbY_PwEDHC7XPi0J5p1SqUXcCl8/edit#heading=h.xgk8xel154p and splits apart the Envoy API and internal implementation breaking change policies. Some of the policy decisions (e.g. not allowing vNalpha to be hand edited, how we do manual breaking changes, etc.) have been added to these guidelines based on recent experience with protoxform and mechanical major version upgrade work, they are not part of the original stable API versioning work. When a streaming backend returns an error in a trailer-only response,
with the 'convert_grpc_status' option enabled,
instead of writing the [] (empty array) in reply-body
transcode the error in the headers and reply with {"code":...}.

…8431) The basic idea is that vN and v(N+1)alpha messages of the same name are duck typed and reflection is used to upgrade from vN to v(N+1)alpha. v(N+1) now has an Any field (when a deprecation has happened) to smuggle the vN deprecated fields across for any code that might still depend on it. This test sends a large number of metadata frames in order to trigger a disconnect. However, it was possible for the disconnect to happen and the connection to be torn down before all the metadata frames had been sent. If that happened, ASAN detected a UAF:
