Move compilation artifacts (`target/`) to the Dev Drive on Windows CI, which has significantly faster I/O than the default C: drive. Also increases Dev Drive size from 8GB to 12GB to accommodate target artifacts. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
