Remove `submodules: true` from jobs that don't need rollup/ or test262/: - reusable-native-build.yml (builds native bindings only) - reusable-node-dev-server-test.yml (dev server tests) - ci.yml type-check job Saves ~30-40s off the critical path, especially on Windows.
