This PR corrects an inaccurate inline comment in the formatter’s import-declaration run collection logic (introduced/modified in the follow-on performance refactor from #22079).
Changes:
- Fixes a comment in
format_import_decls_with_sortto reflect actual control flow (theelsebranch only occurs when a non-import statement is encountered, not at end-of-iterator).
Merging this PR will not alter performance
