This PR fixes oxlint/ESLint-style disable directive parsing so that rule names are correctly extracted even when followed by trailing explanations (both -- description and - description) and when rule lists are whitespace-separated, aligning directive behavior with common ESLint usage and addressing #22152.
Changes:
- Update rule-list parsing to stop before trailing descriptions and to support whitespace-separated rule names (in addition to comma-separated lists).
- Improve unused-disable fix generation to correctly remove rules from whitespace-separated lists.
- Add targeted tests for directive parsing and fix behavior across these formats.
Merging this PR will not alter performance

fixes #22152
Parse disable directive rule names separated by commas or whitespace, including scoped plugin rules and single-hyphen descriptions. Keep unused-disable fixes correct when removing one rule from a whitespace-separated list.
