Avoid turning Unix setup-vite-plus into a shebang recipe
This changes the Unix branch from a normal linewise recipe (sh -c ...) to a shebang recipe. In just, shebang recipes are written to a temporary file and executed directly, so just setup-vite-plus now breaks in environments where the temp directory is mounted noexec (common in hardened containers and some corporate images). Before this commit the same setup step ran via the shell and did not depend on executing a temp file, so onboarding regresses specifically in those setups.

Preserve the previous PowerShell flags on Windows
The Windows branch used to invoke powershell -NoProfile -ExecutionPolicy Bypass -Command ...; after switching to #!powershell, just will run plain powershell <temp-script> instead. That means just setup now starts honoring the machine's execution policy and user profile, so it can fail on Windows setups with Restricted/AllSigned policies or profile customizations. Those environments worked before because the recipe explicitly bypassed both.
