The `setup-vp` action sets `VITE_PLUS_CLI_BIN` in the environment. Since it starts with `VITE_`, `loadEnv()` picks it up, causing env.spec.ts snapshot mismatches. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>

VITE_PLUS_CLI_BIN for the test process
Setting VITE_PLUS_CLI_BIN to '' here does not remove it from the environment; the child process still sees process.env.VITE_PLUS_CLI_BIN === ''. The Vite repo that packages/vite-tests/run.ts clones prioritizes any existing VITE_* keys from process.env in loadEnv(), so env.spec.ts will still get an extra VITE_PLUS_CLI_BIN entry and the snapshot mismatch this commit is trying to fix will remain on both Linux and Windows runners. This needs a real unset/removal, not an empty value.
