P2 Badge Restrict this Windows skip to CI-only runs

The change description calls out a Windows CI flake, but process.platform === 'win32' disables this test for every Windows execution, including local vitest run cli-e2e.test.ts on a developer machine. That drops watch-CLI coverage on the exact platform you still need for reproducing and fixing the underlying issue. If the timeout is runner-specific, gate the skip on process.env.CI (or the concrete flaky condition) instead of all Windows environments.
