Fixes elastic/uptime#52
This PR will change default status drop down value to "all" from "down" in ping list table on monitor page.
Testing:
Open Uptime app, and try navigation to monitor page from overview page, while landing on monitor page, default value in dropdown should be "all" instead "down".
