
Kelly Jay Carter was a fire battalion chief for the Salt Lake City Fire Department until his recent retirement. He worked for the fire department from 2000 to 2025.
He was arrested in February 2026 for purchasing and possessing child sexual abuse material. He was charged with ten felony counts sexual exploitation of a minor.
The National Center for Missing and Exploited Children got a tip from a crypto company reporting an account that purchased something from a wallet known to sell CSAM. The information was forwarded to the Utah Internet Crimes Against Children Task Force who interviewed Carter.
Carter admitted to buying a subscription to a CSAM service for one month and viewing it while he was at work. He claimed this was for one month only.
However, when they reviewed his phone they found hundreds of images, some going back to 2020. He is being held without bail. For some reason, his case does not appear on Utah’s XChange Case Search yet.
