#8570 moved the node-version matrix inside the reusable workflows. Later,
5c378ebaddedif: ${{ inputs.changed }}to skip jobs on no-op PRs. Whenchangedisfalse, theifcondition prevents the job from running, so the internal matrix never expands — producing zero jobs (not even "skipped" ones). GitHub required status checks expect those job names to exist, causing them to fail permanently on no-op PRs.Fix
By defining the matrix at the caller level in
ci.yml, each node-version gets its own reusable workflow call. Whenchangedisfalse, the internal job still appears as "skipped" (not absent), satisfying GitHub required status checks.
