Updates the GitHub Actions CI workflow to ensure the Type Check job only runs when Node-related changes are detected, aligning the job execution with when the native artifact it depends on will actually exist.
Changes:
- Gate the
type-checkjob onneeds.changes.outputs.node-changes == 'true'. - Remove the previous
always()/build-rolldown-ubunturesult-based condition from thetype-checkjob.

if: always()pattern is used to ensure thatreusableworkflow are always triggered, so they could satisfy the require status check. We will skip unnecessary job inside the reusable workflow to avoid waste.For inline workflow, no need to use this
