The filter logic could be more efficient by handling the exclude check after the include check. Currently, if a tool is in both filter_tools and exclude_tools, it will be excluded, but the code still evaluates the filter_tools condition unnecessarily. Consider checking filter_tools first, then applying exclusions only to the filtered set.
Adds a new `-x, --exclude` flag to the `mise upgrade` command that allows users to exclude specific tools from being upgraded.
