Code Review

This pull request updates the Popular-issues.md documentation file. It adds new sections for several current popular issues, including the decoupling of Material and Cupertino packages, Material 3 Expressive, iOS 26 design support, and multi-window support for desktop. It also removes several outdated sections and reorders the 'installable via homebrew' issue.

Note: Security Review has been skipped due to the limited scope of the PR.

This LGTM wrt to the issues added (issues added align with our current work) and issues removed (issues removed have been closed).

I'm unsure about the future of this document and its maintenance but these changes seem reasonable to me.
