Code Review

@Renzo-Olivares, this PR duplicate #179023 (updated with last comments) to fix semantic focus problem on SliverResizingHeader.

@zemanux The test failures seem unrelated. You can try rebasing to the master branch and see if that helps fix the issue.

Similar to this comment here https://github.com/flutter/flutter/pull/179023/changes#r2816227601, I think it would be useful to verify the sliver stays pinned to the top after the drag.

I think the below would be more correct, here and elsewhere in this test.
