This pull request updates the Skia feature defines in engine/src/flutter/skia/flutter_defines.gni. It removes SK_DISABLE_LEGACY_PNG_WRITEBUFFER and SK_DISABLE_LEGACY_IMAGE_READBUFFER, which the pull request description notes have been removed from Skia. It also adds SK_DISABLE_LEGACY_NONCONST_SERIAL_PROCS and SK_DISABLE_LEGACY_NONCONST_ENCODED_IMAGE_DATA to disable legacy non-const SkData APIs, preventing their accidental reintroduction.
This reverts commit d66984a.

Now that #179347 landed (update: waiting on https://skia-review.googlesource.com/c/skia/+/1122216 to land and roll), we should be able to make sure Flutter doesn't accidentally backslide.
This also removes defines that have been removed from Skia.
