This pull request rolls the Dart SDK to version 3.11.0-296.1.beta. The main code change is in engine/src/build/config/win/BUILD.gn, which updates the minimum required Windows version for the engine to Windows 10. This drops support for older versions like Windows 8.1 and XP. My review identified a formatting issue in this file that violates the project's GN style guide.
