This pull request updates build configuration macros in engine/src/build/config/win/BUILD.gn to target Windows 10. The changes themselves are correct. However, the update appears to be incomplete. I've added a review comment highlighting other configurations in the same file that still reference older Windows versions and should likely be updated for consistency.

While updating NTDDI_VERSION to target Windows 10 is correct, the change appears incomplete as other parts of the build configuration still reference older Windows versions. To ensure a consistent transition, please consider updating the following:
- The
lib_dirsfor x64, x86, and arm64 (lines 44, 54, 64) still point to the Windows 8.1 SDK (winv6.3). These should likely be updated to point to the corresponding Windows 10 SDK library paths. - The
subsystem_version_suffixfor x64 and x86 (lines 118 and 124) still specifies minimum OS versions of Windows Server 2003 and Windows XP, respectively. To align with supporting Windows 10 and later, these should probably be updated to10.0, similar to thearm64configuration on line 121.
Making these additional changes would ensure the entire build configuration consistently targets Windows 10.

Thanks! Bumped subsystem_version_suffix but left lib_dirs intact for now.

Based on https://docs.flutter.dev/reference/supported-platforms Flutter only supports Windows 10 or above.
This makes Flutter buildroot configuration match Dart's.
