Code LGTM, tested locally in Chrome with an default index pattern without timefield, timepicker is displayed 👍

Fixes #56048
In timelion and tsvb the timepicker got disabled because the visualize editor loads the default index pattern when the visualization doesn't provide one.
This PR changes the logic to check only the vis-provided index pattern for a timefield, not the default-loaded one, to decide whether or not to disable the time picker.
