This PR refines uv self update output handling so -q (quiet) suppresses routine informational messages while still emitting update-occurrence messages, and -qq (silent) suppresses all output. It does so by introducing an “important stderr” channel that is only suppressed in silent mode.

The new tests added for --quiet/--quiet --quiet cover the offline error path, but they don’t exercise the new behavior introduced in this PR (messages written via stderr_important() should appear with -q and be suppressed with -qq). Consider adding an integration test that triggers an update-needed or update-success message and asserts that it is present with a single --quiet but absent when --quiet is repeated.

Tests verify that with -q, informational messages are suppressed but update notifications still appear, and with -qq all output is suppressed. Uses a fake receipt and mock server following the existing pattern in test_self_update_uses_legacy_path_with_ghe_override.

I've cleaned up the tests (despite that legacy path ghe test, we don't normally put test_ in front of our tests in the integration test suite).
Looks good now.

The effects of this change will vary based on the operating system. In general, uv's certificate validation should now be more consistent with browsers and other native applications. However, this is the most likely cause of breaking changes in this release. Some previously failing certificate chains may succeed, and some previously accepted certificate chains may fail. With -q, suppress informational messages but still show when an update
actually happens. With -qq, suppress all output.
