1483: Joshua Kemper

Joshua David Kemper

Joshua David Kemper was a youth pastor at Foothill Church in Coarsegold, California. He was also a virulent anti-gay and anti-trans advocate who claimed women felt unsafe in churches that welcomed gay people. That’s strange, because he was the one raping an underage child at his church. The church did well, reporting Kemper to the police. Yes, while churches around the country face scrutiny for covering up sexual abuse, this church filed a police report immediately, prompting a police investigation that resulted in Kemper’s arrest.

Kemper has been indicted on fourteen charges relating to child sexual abuse and child sexual abuse material. The police believe there may be additional victims.

1482: George Bell

George Bell

George Bell was the pastor of Anchor Baptist Church in Columbus, Ohio. He founded the church and served as its pastor for thirty-five years. He built an extremely conservative church that does not even permit men and women to swim together. “No mixed swimming” they call it. They also do not believe in affiliating with other churches in any way. “There are liberal and modern groups which are joining hands with such. We believe it is a sin to support or bid Godspeed to any such movements. Therefore we will not support or affiliate with the World Council of Churches, the National Counsel of Churches or any other group that is liberal or modernistic in belief.”

George Bell, however, did believe in raping children. He was charged with four counts of rape and two counts of gross sexual imposition. The victim was less than ten years old.

On November 5, 2025, he pleaded guilty to two charges and the prosecutor abandoned the other four charges. He was sentenced to 15 to 20 years in prison.

1481: James Wagner

James Wagner

James Wagner was once the Sheriff of Dakota County, Nebraska. He was arrested on October 30th for child abuse and possessing child sexual abuse material.

He arranged to meet up with a minor child. He had been texting the child. When their mother saw the texts she contacted police and a police officer took over the text conversation with Wagner and persuaded him to meet up, a pretext so they could arrest him. He was charged with 29 counts related to the case.

  • Three counts of prohibited acts relating to child sexual abuse material
  • Twenty-five counts of possessing or receiving child sexual abuse material
  • One count of child abuse

Wagner was the Sheriff of Dakota County since his election in 1982 until 2010 when he lost the Republican primary to the current sheriff.

He was bound over to District Court on November 29th.

1480: Bradley Quillen

Bradley Douglas Quillen

Bradley Douglas Quillen was a teacher Kirksey Middle School in Rogers, Arkansas. He was also an assistant basketball and track coach. He was arrested in October for sending and receiving child sexual abuse material.

He was charged with four counts of engaging children in sexually explicit conduct for use in visual or print medium and distribution and possession or viewing of matter depicting sexually explicit conduct involving a child. He posed as an 8th grade boy on Snapchat and Instagram. Using this pretext, he persuaded a 12 year-old girl in Wisconsin to send sexually explicit pictures and videos to him. When parents discovered the material, they contacted police.

Benton County’s officers discovered he communicated with at least four girls masquerading as 14, 15, and 17. In all, they sent him 17 CSAM images from those girls. Benton County Sheriff’s officers believe there could be additional victims. They are encouraged to contact Detective Alison Nguyen at (479) 271-1008, ext. 3631.

The Benton County Sheriff announced the arrest on Facebook. Quillen was later arrested by the FBI. In November, 2025, he pleaded guilty to enticement and coercion of a minor and sexual exploitation of a minor via the production of child pornography. He says he talked to hundreds of young girls.

1479: Dan McKeon

Dan McKeon

Dan McKeon, whose nickname is Dirty Dan, is a Republican state senator in Nebraska. He was cited for public indecency in early November, 2025, over an incident in May when he allegedly groped a staffer while telling a crude joke at an end-of-session party. She reported the incident in September.

He does not deny the incident, claiming he made “a mistake in tone, not in intent.” His lawyer said he made a joke and touched her back, not her buttocks. He claims that she was going to Hawaii and he wished her and her husband a lei, a pun that his lawyer argues is not sexually charged at all, even though the homonym is the joke.

He sent an apology letter that is described as a non-apology. “I’m deeply sorry for my actions at the end of session when we were visiting that offended you. I was saying it in a joking manner, and I know that alcohol had some influence but that’s no excuse.” I’m sorry that you were offended is one way of saying the victim is just too uptight.

Nebraska Governor Jim Pillen, also a Republican, has called for his resignation, but he refuses to resign. He claims that’s because the governor wants to install someone else.

And the nickname? He claims that it comes from his past work as a grain farming consultant.

He recently gave a speech to the Buffalo County GOP about the groping incident and received a standing ovation.

No matter, the state patrol thought it a case worth pursuing.

1478: Dustin Weir

Dustin Weir

Dustin Weir is the Sheriff of Somerset County, Pennsylvania. He began as a deputy in 2001 and became sheriff in 2021 after the death of the previous sheriff. All across the country, law enforcement officers are encouraged to participate in the “Shop With a Cop” program that provides back-to-school clothes and supplies or Christmas gifts to low-income children. Weir is accused of lewd behavior with the 15-year-old girl who was operating the photo booth at the event. He’s been charged with corruption of a minor.

According to Attorney General Dave Sunday, Weir made her stand in front of the condoms and tried to take a picture of her with the condoms. He also made several sexual comments completely inappropriate for a minor including telling her what he would do to her if he were her boyfriend. He denies the incident happened and says he will not take a leave of absence nor resign.

1477: Joe Evans Carr

Joe Evans Carr

Joe Evans Carr is the Sullivan County (Tennessee) Commissioner. He was arrested in Asheville, North Carolina after an incident where he allegedly groped a woman who told her boyfriend. A fight ensued and police were called.

He was arrested, charged with sexual battery and drunk and disorderly behavior. He has been released in $2000 bond.

Sullivan County Democrats have called on him to resign because of his inappropriate behavior.

1476: Dominic Olivares

Dominic Olivares

Dominic Olivares is a former police officer in Greenville, North Carolina. He was hired in 2020 and fired in 2021 after a complaint against him was filed. That was when the State Bureau of Investigation began investigating Olivares. In September 2025, he was arrested for getting a sixteen-year-old to film herself engaged in sexual activity.

They charged him with eight felonies: first, second, and third-degree child exploitation.

The Greenville Police made clear he was never assigned to investigate any crimes against children.

1475: Jon Paul Sheptock

Jon Paul Sheptock

Jon Paul Sheptock is a Christian musician who has performed at Trump rallies and has his music available to stream including his song “My Sins Are Gone.” He has been charged with producing and distributing child sexual abuse material.

The complainant told police that he stole a nude photo of her from her icloud account and then extorted more explicit photos of her by implying she could be assaulted. He sent her a video of a physical assault saying he didn’t want that to happen to her. She was a minor. He continued to demand photos and send her photos for the next several years, including child sexual abuse material.

As an aside, his song makes me wonder. Is it easier to sexually exploit children if you get instant forgiveness?

1474: Maurizio Miglietta

Maurizio Miglietta

Maurizio Miglietta is a renowned doctor in New York City and New Jersey. He is the honorary surgeon for the NYPD though that is purely honorary. He also claimed he was a practicing surgeon for the US Marshals service. He was also indicted for rape by Manhattan DA Alvin Bragg.

Dr. Miglietta, at the time of his arrest in October 2025, was regional dean and professor of surgery at Touro College of Osteopathic Medicine in Harlem. He has also taught and practiced medicine in several hospitals in New York and New Jersey. He was the chief of the trauma and critical care division at Grossman School of Medicine at NYU. Before that he was co-director of Bellevue’s trauma center and chief of acute care surgery at New York Presbyterian.

He was charged with first-degree rape, first-degree attempted rape, sexual abuse and criminal possession of a firearm. According to his indictment, he invited a woman to his apartment to discuss her “professional goals.” This was apparently a ploy, as he alleged soon straddled her and forced her to fellate him and then he proceeded to sexually assault her. He used a gun to coerce her compliance.

He pleaded not guilty and is out on bail with an electronic monitor. He also claimed that his roles with the police and the US Marshals give him the right to carry a gun. When he was arrested, he told the officers he was a “special agent affiliated with law enforcement.”
