This PR comes from the callbacks feature branch where the developement of the callback API continues.

It implements the SLEP 023: scikit-learn/enhancement_proposals#90. Please don't review this PR directly for now, but comment in the side PRs and issues instead. For now the main purpose of this PR is to have a clean diff agains main.
