Preserve make_semantic's existing signature
In releases of the published rolldown_ecmascript crate (publish = true, and the release workflow publishes crates/), this changes the public EcmaAst::make_semantic API from two arguments to one. Any downstream Rust plugin/tool that calls EcmaAst::make_semantic(program, false) for scoping-only semantics will stop compiling even though this refactor only needed to drop CFG from the binding; keeping the boolean as a compatibility no-op for non-CFG builds would avoid a breaking minor/patch release.

…ature (#9839) ## What `rolldown_filter_analyzer` is not published and nothing depends on it, so move it from `crates/` to `tasks/`. It is the only crate that needs oxc's control-flow-graph (CFG) support, so the `cfg` feature no longer needs to be enabled workspace-wide: - Remove `cfg` from the workspace-wide `oxc` dependency features; enable it only on the `rolldown_filter_analyzer` task crate. - Remove the `with_cfg` parameter and plumbing from `rolldown_ecmascript::make_semantic` — every rolldown caller passed `false`. The task now builds its CFG-enabled `Semantic` directly via `SemanticBuilder::new().with_build_nodes(true).with_cfg(true)`. ## Why oxc's `cfg` feature pulls in `oxc_cfg` and the control-flow-graph code path in `oxc_semantic`. Enabling it workspace-wide compiled that code into the published binding even though only this (unpublished) task crate ever uses it. ## Impact Dropping `oxc_cfg` and the CFG path out of the published `.node` shrinks `librolldown_binding` by ~32 KiB (23,327,440 → 23,294,320 bytes; release profile, fat LTO, stripped). Removing the now-unused `with_cfg` plumbing has no further size effect on its own — it keeps rolldown free of CFG code that only the task needs.

Matches vue-tsc and svelte-check, which register these extensions via TypeScript's `extraFileExtensions`. - **No fallback to the outermost tsconfig in auto-discovery** (oxc-project/oxc-resolver#1220). Auto-discovery no longer attaches the topmost ancestor `tsconfig.json` to a file that no project actually owns (via `files` / `include` / project references). cfgfeature pulls inoxc_cfgand the control-flow-graph code path inoxc_semantic. Enabling it workspace-wide compiled that code into the published binding even though only this (unpublished) task crate ever uses it.Impact
Dropping
oxc_cfgand the CFG path out of the published.nodeshrinkslibrolldown_bindingby ~32 KiB (23,327,440 → 23,294,320 bytes; release profile, fat LTO, stripped). Removing the now-unusedwith_cfgplumbing has no further size effect on its own — it keeps rolldown free of CFG code that only the task needs.
