Bump the `@napi-rs/cli` and emnapi runtime deps and regenerate the binding files.

- `@napi-rs/cli`: `^3.7.1` → `^3.7.2`
### JS (`@rolldown/browser`)
- `@emnapi/core`: `1.11.0` → `1.11.1`
- `@emnapi/runtime`: `1.11.0` → `1.11.1`
`pnpm-lock.yaml` re-resolves the emnapi peer across the dependency graph (`1.11.0` → `1.11.1`). The new versions are added to `minimumReleaseAgeExclude` (automatically, by `vp install`) so the policy check passes.
### Generated binding files
`src/binding.cjs` is regenerated by `@napi-rs/cli@3.7.2`, whose loader template emits more backwards-compatible code:
- `require('node:fs')` → `require('fs')`
- `process.report?.…` optional chaining → explicit `&&` guards
- `new Error(msg, { cause })` options form → `error.cause =` assignment (Node < 16.9 silently ignored the options form)
`binding.d.cts` and the wasi loaders (`rolldown-binding.wasi.cjs`, `rolldown-binding.wasi-browser.js`) were regenerated as well and came out byte-identical — no type or wasm-loader changes.

Previously oxc-resolver filtered importers by extension before evaluating the `include` globs, so a `.vue`/`.svelte` file listed in `include` never matched its project and its `paths` were skipped.
