It's annoying, historical, and unnecessary (enum class is already
namespaced). I did this codemod with:

side note: should we call those UserDefined instead of PrivateUse? As a library user, PrivateUse would make me think the library reserved those for some future purpose and I'm not supposed to use them.

private use is consistent with nomenclature from, e.g., networking rfcs https://tools.ietf.org/html/rfc1918 The key point is that you shouldn't publish a library that uses these; they are reserved for private use by users

It's annoying, historical, and unnecessary (enum class is already
namespaced).  I did this codemod with:
