perf(semantic): avoid heap alloc for catch-clause binding ids#23911

When moving catch-clause bindings into the catch body scope, the symbol ids were collected into a `Vec` purely to escape the `with_dependent_mut` borrow before calling `set_symbol_scope_id`. The overwhelmingly common `catch (e)` has a single binding, so collecting into a `SmallVec<[SymbolId; 4]>` keeps it inline and avoids a heap allocation (larger destructured catch params still spill to the heap, as before). Same technique as oxc-project#22603. Behaviour is unchanged; the allocation-tracking snapshots drop accordingly (e.g. App.tsx 29 -> 11, kitchen-sink.tsx 71 -> 41, antd.js 1070 -> 1020 sys allocs in allocs_semantic.snap).
Merging this PR will not alter performance

## What When entering a `catch` clause, `SemanticBuilder` moves the param-scope bindings into the catch body scope. The symbol ids were collected into a `Vec` purely to escape the `with_dependent_mut` borrow before calling `set_symbol_scope_id`: ```rust let parent_symbol_ids = parent_bindings.values().copied().collect::<Vec<_>>(); ``` The overwhelmingly common `catch (e)` has a single binding, so this is a 1-element heap allocation per catch clause. Collecting into a `SmallVec<[SymbolId; 4]>` keeps that case (and small destructured catch params) inline; larger destructures still spill to the heap exactly as before. This is the same technique as #22603 (which applied it to var-hoist scope ids in `binder.rs`). ## Behaviour Unchanged. Only the type of a short-lived temporary container changes — `Bindings` iteration order is identical for `Vec` and `SmallVec`, and `set_symbol_scope_id` is order-independent and emits no diagnostic. `cargo test -p oxc_semantic` passes with no scope/symbol/reference snapshot changes. ## Evidence The allocation-tracking snapshots drop accordingly (this removes real, CI-tracked system allocations): `allocs_semantic.snap` (sys allocs): | file | before | after | | --- | --- | --- | | App.tsx | 29 | 11 | | pdf.mjs | 38 | 25 | | kitchen-sink.tsx | 71 | 41 | | antd.js | 1070 | 1020 | `allocs_minifier.snap` drops too (the minifier builds semantic internally), e.g. App.tsx 113 → 78, antd.js 3104 → 3041. CodSpeed cycle counts will likely read flat — the win is the allocation-count reduction, not a per-iteration instruction change. --- *Disclosure: this change was prepared with AI assistance (Claude).
