This PR fixes a panic in oxlint --fix by converting filesystem write failures into reported diagnostics, so write errors (e.g., read-only files) surface as normal lint errors instead of crashing the process.

unwrap/expecton fixed-code writes with error reporting via diagnostics (tsgolint fix flow and runtime fix flow). - Add write-failure diagnostics that include the file path and underlying OS error.
