Adds detection of duplicate explicit exports to the import/export lint rule. The existing implementation only reported conflicts between local exports and export * re-exports; this PR extends it to detect cases like export const value = 1; export { value }; by scanning local_export_entries and indirect_export_entries, grouping by (name, is_type), and emitting a diagnostic when at least one of the duplicates comes from a named specifier (to avoid duplicating the semantic redeclaration error for pure-declaration duplicates).
Changes:

diagnose_duplicate_named_exportsinvoked fromrun_oncethat groups export entries and reports duplicates, guarded by a{-based heuristic (is_named_export_specifier) to ensure at least one entry is from anexport { ... }form. - Three new failing test cases covering const-vs-specifier, declaration-vs-renamed-specifier, and a comment-between-
export-and-{case. - Snapshot updates reflecting the new diagnostics.
