This PR updates the ESLint-compatible no-shadow-restricted-names linter rule to avoid reporting TypeScript enum members whose names match restricted globals.

Fixes #22756 `no-shadow-restricted-names` was reporting TypeScript enum members named `undefined`, `NaN`, `Infinity`, `eval`, or `arguments`. ESLint’s core rule, when used with `@typescript-eslint/parser`, does not treat enum member names as shadowing restricted globals. This updates the rule to skip `TSEnumMember` symbols and adds a regression test covering restricted names used as enum members.
