…22346) Fixes #21991, closes #21993. Thanks @jsmecham ! The output from #21993 didn't quite match Prettier, so I'm redoing the fix here. The key difference: #21993 detects both line and block leading comments, but Prettier only breaks the chain for line comments (`//`), so block comments stay length-driven. This PR detects line comments only, matching Prettier across all cases. In addition, I added more test cases, updated to follow the style of the existing code, and refreshed the allocation snapshots.
