Ports the ESLint `prefer-arrow-callback` rule, including the `.bind(this)` chain stripping and wrap-in-parens logic so arrow operands of member, logical and binary expressions stay syntactically valid. Supports `allowNamedFunctions` and `allowUnboundThis` options (`allowUnboundThis` defaults to `true`, matching ESLint). issue oxc-project#479

eslint/prefer-arrow-callbackrule, passes all upstream tests (39 pass + 68 fail cases, 51 autofix snapshots).Highlights:
allowNamedFunctionsandallowUnboundThisoptions (defaults match ESLint)..bind(this)chains during autofix and re-wraps the arrow in parens when needed (member access, logical/binary operands).function?.bind(this),foo?.(...)) and parenthesized callbacks.issue #479
