Implements the vue/require-prop-types lint rule for the oxc_linter Vue plugin. The rule flags Vue prop declarations that don't specify at least a type (or validator), covering Options API (export default {...}, new Vue({...}), Vue.extend({...})), <script setup> defineProps, and defineModel forms.
