Summary

Follow up Clarify directive persistence authorization policy [AI] #86369 by treating messageProvider as the authoritative caller channel for directive persistence, falling back to surface only when no provider is present.
Keep internal gateway/webchat callers gated on operator.admin, while allowing authorized external channel callers whose surface metadata is webchat to persist /exec and /verbose session defaults.
Document the /verbose persistence authorization policy.

Use the originating channel for relayed directives

When a relayed external command enters through gateway chat, server-methods/chat.ts sets Provider/Surface to webchat and keeps the real channel in OriginatingChannel; get-reply-run.ts already resolves run messageProvider from that origin. Directive persistence still passes only ctx.Provider and ctx.Surface (get-reply-directives-apply.ts:249-250 and the directive-only call), so this line still chooses webchat for those real relayed /exec or /verbose turns and requires operator.admin, even when the external sender was authorized. The new tests only inject messageProvider: "telegram" directly into the helper, so they do not cover the production relayed path the commit is meant to fix.
