Code Review
This pull request introduces a new builtin linter, nixf-diagnose, for Nix files. The implementation is clean and follows existing conventions. I have one suggestion to add project indicators to the builtin's metadata, which will improve its auto-detection in Nix-based projects.

To improve auto-detection of this builtin for Nix projects, consider adding project_indicators to the metadata. This will help hk suggest this linter when relevant project files like flake.nix or default.nix are present.
