This pull request correctly removes the download of riscv64 debug symbols for Fuchsia, as these artifacts are not produced. However, this change introduces a test failure in packages/flutter_tools/test/general.shard/cache_test.dart because the test expectations were not updated. In #178711,
packages/flutter_tools/lib/src/flutter_cache.dartwas updated to add 'riscv' downloading in theFlutterRunnerDebugSymbols. This class is not well named and is responsible for downloading "the debug symbols for flutter runner for Fuchsia development."We do not produce fuchsia riscv.
