So this is a lot to review as expected but the overall architecture makes sense to me.
I did a first pass, I have all the fields to check in more details, and a few hooks, but noticed some small nits here and there, and maybe a few simplification in the split function.

I created a rule from the stack management page with some name/label, ESQL recovery query, but then when I edit the created rule, the following fields are not populated:

Tested locally, work as expected. confirmed with Dominique the edit flow will be fixed in follow-up.
