This should change before merging to main. We need to find a way to have xpack.alerting while being on another plugin. Maybe it is permitted 🙂.

IDs cannot contain numbers so I cannot name it as alerting_v2. To move forward I chose a random ID and we can revise it later.

Pull request overview
This PR initializes a new alerting_v2 plugin as part of the Kibana platform's Response Ops functionality. The plugin sets up the foundational structure for a v2 alerting engine with minimal initial implementation.
Key changes:
- Created new plugin scaffolding with TypeScript configuration, Jest test setup, and plugin metadata
- Defined plugin interfaces with dependencies on task manager and features plugins
- Registered the plugin in the Kibana monorepo infrastructure (package.json, tsconfig, CODEOWNERS)

The plugin ID "alerting_esql" does not match the package name @kbn/alerting-v2-plugin or the directory name alerting_v2. This inconsistency will cause confusion. The plugin ID should be changed to "alerting_v2" to maintain consistency across the codebase.

Unfortunately, I cannot do that. The ID is not allowed to have numbers on it (ok, talking to an LLM on GH feels really weird).

shall we just name the folder alerting_esql as well?

I changed the ID as done in x-pack/platform/plugins/shared/automatic_import_v2. We can revise later if we do not like it. Wdyt? I found v2 less confusing than esql atm because it contains more functionality than just using ESQL for rules.

Since this is a new plugin, should we use the dependency injection container :) |
Thanks for the suggestion @ersin-erdal! @darnautov will address it on another PR. |

## Summary ### Key capabilities - **ES|QL-native rule evaluation** — Rules are defined as ES|QL queries with optional WHERE clause conditions, evaluated on a configurable schedule - **Alert lifecycle management** — Full episode tracking with pending → active → recovering → inactive state transitions, including configurable alert delay (consecutive breaches / duration) - **Event-driven architecture** — Alert events and actions are stored in dedicated data streams (`.alerting-events`, `.alerting-actions`) with ES|QL views for querying - **Notification dispatch pipeline** — A multi-step dispatcher that matches alert episodes to notification policies, handles throttling/suppression, and triggers Kibana Workflows using encrypted API keys - **Notification policies** — CRUD APIs and UI for creating notification policies with KQL-based rule matching, workflow integration, and API key management - **Rule authoring UI** — A shared rule form package (`@kbn/alerting-v2-rule-form`) usable standalone or embedded in Discover, with ES|QL editor, WHERE clause condition editing, recovery configuration, and live query preview - **Rule management UI** — Full rule list with pagination, enable/disable, clone, edit, and delete operations - **APM instrumentation** — Middleware and decorators for tracing rule execution and client operations ### Architecture highlights - **InversifyJS DI** — All services use constructor injection with typed tokens, scoped per-request or singleton as appropriate - **Pipeline pattern** — Rule executor and dispatcher use composable step-based pipelines - **Saved Objects** — Rules stored as hidden saved objects; notification policies stored as encrypted saved objects (for API key protection) - **Feature privileges** — Dedicated Kibana feature with read/all privileges for RBAC --- ## Contained PRs <details>
Core Engine & Plugin Init (12 PRs)
- **Notification policies** — CRUD APIs and UI for creating notification policies with KQL-based rule matching, workflow integration, and API key management - **Rule authoring UI** — A shared rule form package (`@kbn/alerting-v2-rule-form`) usable standalone or embedded in Discover, with ES|QL editor, WHERE clause condition editing, recovery configuration, and live query preview - **Rule management UI** — Full rule list with pagination, enable/disable, clone, edit, and delete operations - **APM instrumentation** — Middleware and decorators for tracing rule execution and client operations - **InversifyJS DI** — All services use constructor injection with typed tokens, scoped per-request or singleton as appropriate - **Pipeline pattern** — Rule executor and dispatcher use composable step-based pipelines - **Saved Objects** — Rules stored as hidden saved objects; notification policies stored as encrypted saved objects (for API key protection) - **Feature privileges** — Dedicated Kibana feature with read/all privileges for RBAC --- <details>
Core Engine & Plugin Init (12 PRs)
-
