Remanufacturing The New New® laptops for public procurement

A sustainable, lower cost approach to laptop procurement

A large and growing number of local authorities, central government departments, blue light and health organisations have already made the switch

We go
beyond

In today’s challenging economic climate, where budgets are tightening and environmental mandates are becoming more stringent, we understand the unique pressures you face.

Our commitment goes beyond cost savings. Our research with National Grid shows that 76% of devices can be remanufactured, providing a sustainable and cost-effective alternative to purchasing new. This approach not only reduces costs but also helps organisations achieve their sustainability goals.

We go beyond in quality. Our remanufactured laptops are as good as new, delivering the performance and reliability you expect without compromise. We don’t offer ‘Grade A, B, or C’ options, we offer just one consistent, premium standard: the best remanufactured laptops available.

We go beyond when it comes to scale. Whether your organisation needs 5 or 5,000 laptops, our carbon-neutral remanufactured HP, Dell, and Lenovo devices are readily available in large volumes, ensuring a consistent, high-quality solution for every need.

We go beyond in helping our customers meet their sustainability goals. With stricter sustainability regulations coming into force in 2025, public sector organisations are under increasing pressure to align with ESG standards. We offer a practical, transparent way to meet these goals without straining budgets or compromising performance.
Our remanufactured laptops are as good as new, lower cost than new, more sustainable than new. We believe they are becoming The New New.

Hear from our
public sector customers

"Remanufactured is like taking a BMW back to BMW, stripping it down and making it like a brand-new car"

John Gladstone

Sustainability Lead at Softcat

"It’s been a tough few years for residents and we wanted to make sure we reach as many individuals as possible through our projects. Partnering with Circular Computing has enabled us to do just that with better value devices as well as helping Kent be more sustainable."

Sam Lain-Rose

Digital Lead at Kent County Council

“Circular Computing is redefining the IT industry, and I can honestly say that working with them has given me further confidence in making sustainable choices with social values”

Henry Stiles

Lead End User Specialist at Bristol City Council

"We teamed up with Circular computing and ran a trial of their sustainable laptops to see if they would be a fit for our needs. Not only did the devices meet our demanding spec requirements but they had a completely premium appeal - from the packaging they arrived in, to the devices themselves. They also came with extended warranty options which made it an easy decision to move to Circular Computing."

Simon Edwards

Head of IT Operations at The Royal Mint

"Working together with procurement and operations, we secured a really good deal for the Hospital, and this meant we could redeploy budget and resources into other key projects that enable us to deliver excellence in patient care. Circular Computing were a pleasure to deal with and accommodated our tight deadline."

Julie Dinning

ICT Operations Manager at Kings College Hospital Foundation Trust

“From initial engagement with the team at Circular Computing, to beginning the pilot, was a two-week process. The pilot allowed us to confirm what we suspected all along – that a remanufactured product, whilst not at the very cutting edge of technology, is robust and resilient enough to deliver what we need in operations and at the front line of emergency services. The product looks, feels, and performs like new. Circular Computing have broken the mould in reclassifying products.”

Neil Godfrey

Deputy Chief Information Officer at East Ambulance Service

“Partnering with Circular Computing prompted us to rethink the purpose of our IT – serving the community, for the community, and with the community. Initially, our old laptops were destined for recycling. However, learning about Circular Computing’s impactful work with other authorities inspired us to participate.”

Jodie Jones

Digital Access Manager at London Borough of Barking & Dagenham

"Investing in a sustainable future for all our stakeholders is integral to The Royal Mint’s overall business ambitions. Partnering with Circular Computing - the first company in the world to achieve a BSI Kitemark for their remanufactured laptops – provided us with a fantastic opportunity to demonstrate this commitment. The solution offered by Circular Computing is a great example where remanufactured exceeds new – with their laptops meeting our functional IT needs while delivering a circular, carbon-neutral product. As The Royal Mint transforms for the future, we want to partner with more organisations like Circular Computing, who support our ambition to be leaders in sustainable precious metals."

Inga Doak

Head of Sustainability at The Royal Mint

Case study

London Borough of Barking and Dagenham

The London Borough of Barking and Dagenham was confronted with a significant challenge - how to retain the value of their old IT equipment, deemed waste, and convert it into a tangible benefit for the community.

The objective was to bridge the digital divide and ensure universal access to the internet and digital technologies, especially for underprivileged children.

There was also the concern of cost, particularly when spending public funds, it is imperative purchases represent the best value.

For every laptop we sell we provide a family with clean water for a week

Purchasing a Circular Computing laptop not only ensures you receive world-leading quality and a carbon-neutral product, but you also contribute to providing clean, safe water for families in desperate need. Access to clean water transforms lives, unlocking opportunities for education, income, and health—especially for women and children. Clean water changes everything.

Take the first step towards sustainability

The Financial Conduct Authority (FCA) warns against greenwashing, emphasising the need for credible, transparent actions.

Partnering with Circular Computing ensures your ESG commitments hold up to scrutiny. Our remanufactured laptops reduce emissions, conserve resources, and simplify compliance, helping you meet regulations, protect your reputation, and drive positive change without compromising performance.

Manufacturing a single new laptop generates an average
of 331kg of CO₂, uses 190,000 litres of water, and requires 1,200kg of earth’s precious resourced to be mined.

Achieving carbon neutrality and sustainability begins with evaluating your current footprint. To reverse this damage, we must rethink how we procure IT.

Deliver a sustainable programme

Circular Computing offers carbon-neutral remanufactured laptops with zero e-waste, helping your organisation lead the way in sustainability.

  • A certified carbon-neutral product through our unique Circular Remanufacturing Process and further funding to carbon-offsetting programmes.
  • Until recently we contributed to reforestation projects that protected woodlands, supported vulnerable communities, and boosted local economies.
  • For every laptop we sell we provide a family with clean water for a week through our partnership with charity: water.
  • Support for solar, wind, and clean energy projects worldwide.

Laptops for the public sector

Our laptops are carbon neutral. For every laptop we sell we provide a family with clean water for a week, helping to create sustainable communities. It is a story that can really bring people together, galvanising interest and support across organisations.
